1. CALL TO ORDER

A. County Judge calls for the Invocation.

E. PUBLIC HEARING WILL BEGIN AT 9:00 A.M.

1. The Commissioners Court will conduct a public hearing on the proposed 2025-2026 Nueces County Hospital District budget.

2. The Commissioners Court will conduct a public hearing on the proposed 2025-2026 Nueces County budget.

F. PUBLIC COMMENT: This section provides the public the opportunity to address the Commissioners Court on any issues within its jurisdiction. The Commissioners Court may not take formal action on any requests made during the Public Comment period which are not on the Agenda, but can refer such requests to County staff for review if appropriate.

2. CONSENT AGENDA: The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.

H. Accept Fiscal Year 2023-2024 Diabetes Report and Authorize Fiscal Year 2024-2025 Diabetes Contract for $19,000 with the American Diabetes Association: 1. County Judge - $7,500 2. Commissioner Pct. 1 - $1,500 3. Commissioner Pct. 4 - $10,000

M. Accept certificates of completion for Public Information Act and Opens Meetings Act training For Commissioner Mike Pusley.

N. Approve the acceptance of the Reimbursable Grant Agreement with the Texas Department of Transportation for the Routine Airport Maintenance Program (RAMP) in the amount of $111,111.11 with a cash match of $11,111.11 (Dept. 0160 - County Airport).

3. Discuss and consider execution of the interlocal agreement between the City of Corpus Christi and Nueces County regarding Tax Increment Reinvestment Zone Number Seven (TIRZ No. 7 London); and all related matters.

B. SHERIFF

1. Discuss and consider Sheriff and Constable Fees for 2025, pursuant to Section 118.131 of the Texas Local Government Code and all related matters.

C. COASTAL PARKS

1. Discuss and consider approving Memorandum of Understanding between Texas A&M University Corpus Christi (TAMU-CC), and Nueces County to collaborate for the redesign and construction of the parking area at Packery Channel Nature Park, to serve as an objective to fulfil the pillars of The Clean Coast Texas Collaborative.

D. PUBLIC WORKS

1. Discuss and consider approval of a Potable Water Service Agreement with the Nueces County Water Control and Improvement District #3 for the Animal Care Facility.

E. AUDITOR

1. Discuss and consider authorizing and approving a Workday Order Form for a 7-year Prism Analytics subscription and an accompanying Statement of Work Agreement for installation services; and related matters.

4. EXECUTIVE SESSION: PUBLIC NOTICE is given that the Commissioners Court may elect to go into an Executive Session anytime during the meeting to discuss matters listed anywhere on the Agenda, when authorized by the provisions of the Open Meetings Act, Chapter 551 of the Texas Government Code. To the extent there has been a past practice of distinguishing items for public deliberation and those for executive session, the public is advised that the Court is departing from that practice, and reserves the right to discuss any listed agenda items in executive session when authorized by law to do so. In the event the Commissioners Court elects to go into Executive Session regarding an agenda item, the section or sections of the Open Meetings Act authorizing the Executive Session will be publicly announced by the presiding officer. In accordance with the authority of the Government Code, Vernon’s Texas Codes, Sections 551.071, 551.072, 551.073, 551.074, 551.0745, 551.076, 551.086, 551.087, 551.089 the Commissioners Court will hold an Executive Session to consult with attorney(s) including matters related to litigation; deliberate regarding real property, prospective gift(s), personnel matters, including termination, county advisory bodies, security devices, and/or economic development negotiations and other matters that may be discussed in an Executive Session. Upon completion of the Executive Session, the Commissioners Court may in an open session take such action as appropriate on items discussed in an Executive Session.

5. HOSPITAL DISTRICT BUDGET:

A. Discuss and consider adoption of an Order approving the 2025 tax roll; setting the 2025 tax rate for the Nueces County Hospital District; and levying said tax rate against all taxable property in Nueces County for 2025.

B. Discuss and consider adoption of the 2025-2026 Nueces County Hospital District Budget (Pursuant to Tex. Gov't Code § 551.043 (c), the Taxpayer Impact Statement and the draft budget are attached to this meeting notice.)

6. NUECES COUNTY BUDGET:

A. Discuss and consider adoption of an Order approving the 2025 tax roll; setting the 2025 tax rate for Nueces County; and levying said tax rate against all taxable property in Nueces County for 2025.

B. Discuss and consider adopting an Order rescinding prior year budget resolutions and orders.

C. Discuss and consider adoption of Orders and Resolutions related to the proposed 2025-2026 Nueces County Budget.

D. Discuss and consider Adoption of the Proposed 2025-2026 Nueces County Budget as presented by the County Auditor, in her capacity as the Budget Officer for Nueces County including decisions regarding whether to continue outside agency contracts, County Programs, and personnel changes (including but not limited to) pay, steps, freezing, reduction-in-force and consolidation or elimination of certain Nueces County departments for the 2025-2026 fiscal year, and related matters (Pursuant to Tex. Gov't Code § 551.043 (c), the Taxpayer Impact Statement and the draft budget are attached to this meeting notice.)

E. Discuss and consider adoption of "Amendments" for Inclusion in the Proposed 2025-2026 Nueces County Budget as presented by the County Judge and the Commissioners Court.
