I AM A TRANSPLANT. I'VE BEEN HERE ABOUT 3 1/2 YEARS. I DECIDED TO RETIRE HERE WITH MY FAMILY. AND WE WILL WANTING TO DO SOMETHING THAT WAS WORTH DOING. AS YOU CAN IMAGINE, AS AN ARMY VETERAN I AM VERY MISSION FOCUS. SINCE I'VE BEEN HERE, I HAVE LOOKED FOR OPPORTUNITIES TO TAKE ALL THE SKILLS AND DRIVE AS AN INFANTRY OFFICER TO GET HERE TO THE COUNTY AND HELP THE COMMUNITY. I HAVE BEEN RECENTLY HIRED AS THE EXECUTIVE DIRECTOR FOR HABITAT FOR HUMANITY. HERE IN CORPUS CHRISTI. SO, AS YOU ALREADY KNOW, THE HOUSING MARKET IS WAY BEYOND THE ABILITY OF MOST PEOPLE GO TO PURCHASE A HOUSE. NOT ONLY THAT, IT IS MORE OUTSIDE OF THE SCOPE IF YOU ARE ALREADY LOW INCOME. SO THAT IS WHY HABITAT DOES. IT HELPS PEOPLE TO UNDERSTAND THAT DREAM OF OWNING A HOUSE. MORE IMPORTANTLY, WE HELP THEM TO DISCOVER DIGNITY . SO, THE SPIRITUAL LEADER, THE PERSON WHO KIND OF HELP SHAPE HOW HABITAT HELPS THE POOR , CLARENCE OUT OF GEORGIA IN THE '50S AND '70S, HE HAD A QUOTE THAT SAID, THE POOR DON'T NEED CHARITY, ANY CAPITAL. AND I DON'T NEED SOCIAL WORKERS, THEN YOU COWORKERS. THAT IS WHY HABITAT FOR HUMANITY DOES. AND THAT IS WHAT I WILL DO IN MY ROLE AS EXECUTIVE DIRECTOR. AND I WANT TO THANK COMMISSIONER CHESNEY AND THE PORT AND ALSO -- AND THE MANAGEMENT ADVISORY COMMITTEE FOR THEIR TIME AND EFFORT ON THIS ISSUE. AND FOR INCLUDING US AS EFFECTIVE NADIRS IN THE PROCESS. -- EFFECTED NEIGHBORS IN THE PROCESS. THERE WERE SEVERAL THINGS THAT WENT WRONG WITH THIS PROCESS, WHILE BACK THAT I THINK IS IMPORTANT TO POINT OUT. FIRST, WHEN THE INITIAL PERMANENT WORK FOR THIS WAS DONE, IN 2003, PRIOR TO MR. DAVID, THE CURRENT OWNER PURCHASING THE PROPERTY, THE REQUEST HAD TWO PARTS TO IT.

PART ONE WAS TO FILL FIVE WETLANDS WITHIN THE SETBACK AND PART TWO WAS TO FILL TWO WETLANDS SEAWARD OF THE 350 FOOT SETBACK. THE BIG MAC BEACH MANAGEMENT ADVISORY COMMITTEE SPENT CONSIDERABLE TIME AND EFFORT TO REVIEW THAT REQUEST.

AND THEY RECOMMEND THE PART ONE AND DENIED PART TWO. HOWEVER WHEN THE ISSUE WAS PRESENTED TO THE COURT, BMAC'S POSITION WAS NOT EXPLAINED AND THEREFORE THEIR VALUABLE WORK WAS NOT TAKEN INTO ACCOUNT. AND AS A RESULT, BOTH PARTS OF THAT REQUEST FOR REPROVE. MY UNDERSTANDING IS THE COURT FOLLOWS BMAC RECOMMENDATIONS THE MASS -- VAST MAJORITY OF THE TIME IN THIS CASE THAT DID NOT HAPPEN. I THINK IT IS IMPORTANT TO UNDERSTAND HOW AND WHY THAT HAPPENED. AND TO MAKE -- TAKE WHATEVER ACTION IS NEEDED TO MAKE SURE THAT IT CANNOT HAPPEN AGAIN. SECOND, WHEN THE WORK BEGAN, THERE WAS TREMENDOUS DAMAGE DONE BY MR. DAVID AND WENT ON FOR QUITE A WHILE BEFORE WE AS NEIGHBORS REPORTED AND STOPPED IT. IT'S IMPORTANT TO UNDERSTAND HOW THAT HAPPENED AND MAKE SURE IT DOESN'T HAPPEN AGAIN, AS PLAYFULLY -- ESPECIALLY NOW THAT THE WORK IS BEING DONE. THE BEER'S PREFERENCE WAS TO -- THE BMAC'S PREFERENCE WAS TO -- COMPENSATION PLAN AND APPARENTLY MITIGATION WAS NOT AN OPTION. THAT PLAN HAS BEEN MODIFIED AND IS BEFORE YOU TODAY.
