>> WHEREAS THE NUECES COUNTY COURT IS PROUD TO HONOR THE YOUTH DEVELOPMENT PROGRAM OF THE TEXAS A&M EXTENSION SERVICE FOR 116 YEARS OF PROVIDING EXPERIENCE BASED EDUCATION TO YOUTH THROUGHOUT THE LONE STAR STATE AND WHEREAS THIS ADMIRABLE PROGRAM THAT SEEKS TO PROVIDE A LEARNING EXPERIENCE FOR ALL YOUTH HELPS YOUNG TEXANS TO ACQUIRE KNOWLEDGE, DEVELOP LIFE SKILLS AND FORM ATTITUDES TO ENABLE TO BECOME SELF-DIRECTED PRODUCTIVE AND CONTRIBUTING MEMBERS TO OUR SOCIETY. WHEREAS THROUGHOUT ITS PROUD HISTORY THE 4-H PROGRAM DEVELOP POSITIVE ROLE MODELS FOR COUNTLESS TEXANS THERE ITS INITIATIVE AND INSPIRING PROGRAMS CONTINUES TO BUILD CHARACTER AND INSTILL VALUES THAT MADE OUR STATE STRONG.

THEREFORE BE IT RESOLVED THE COMMISSIONERS COURT IN NUECES COUNTY DESIGNATES OCTOBER 6 THROUGH 1220 24 AS NATIONAL 4-H WEEK IN NUECES COUNTY AND COMMENCE THE YOUTH DEVELOPMENT PROGRAM OF TEXAS A& M EXTENSION SERVICE AND MANY MEN AND WOMEN WHO MADE THE PROGRAM A SUCCESS DULY ADOPTED BY THE VOTE OF COMMISSIONERS COURT ON THE SECOND DAY OF OCTOBER 2024.

I'M EXCITED TO BE HERE. WE HAVE A GREAT GROUP OF YOUNG KIDS. THEY ARE THE CREAM OF THE CROP, THE LEADERS OF OUR COUNTY . THEY PROUDLY WEAR THESE GREEN JACKETS BECAUSE WE LIKE TO BE SEEN AT ALL OF OUR EVENTS THAT THEY PARTICIPATE IN AND WE REALLY INVOLVE THEM WITHIN THE COUNTY AND COMMUNITY. I HANDED OUT SOME ONE PAGE OF OUR SUMMARY AND I WON'T GO INTO DEPTH ON READING IT AT LEAST BUT LAST YEAR WE HAD 700 64H CLUB MEMBERS AND 93 VOLUNTEERS. IF I'M NOT MISTAKEN WE ARE NUMBER THREE IN THE STATE OF COURSE BEHIND FORT WORTH AND HOUSTON , BUT WE HOPE TO SEE THESE NUMBERS RISE AND THE QUALITY OF THE PROGRAM RISE TO. AS FAR AS PROJECT INVOLVEMENT I WILL READ OFF THE TOP ONES. WE HAD 116 YOUTH ENROLLED AND SEVEN VOLUNTEERS. SPORTS, 149 YOUTH ENROLLED IN 46 VOLUNTEERS. AT OUR SHOTGUN SPORTS OVER THE SUMMER NUECES COUNTY WAS TEXAS STATE CHAMPION SO WE ARE REALLY EXCITED TO HOST THAT AND I WILL GO AHEAD AND LET SOME OF OUR AMBASSADORS TALK. WE HAVE THREE OF THEM HERE. THEY ARE MEMBERS OF THE NUECES 4-H COUNTY COUNSEL AND THEY ARE THE ONES THAT LEAD THE

FROM HARD WORK AND PATIENCE FROM LONG HOURS AND A BARN TO MAKING SAFE DECISIONS IN SPORTS. TO SPEAKING IN FRONT OF BOTH LARGE AND SMALL CROWDS TO BUILDING LASTING FRIENDSHIPS WITH LIKE-MINDED YOUTH ACROSS THE STATE. 4-H HAS GIVEN ME THE OPPORTUNITY TO CHALLENGE MYSELF IN MANY AREAS . COUNTY . BEFORE I GET TO MY SPEECH I'LL TELL YOU ABOUT MYSELF. I AM A JUNIOR AND I'M THE SECOND VICE PRESIDENT ON COUNTY COUNSEL. GOOD MORNING. I WOULD LIKE TO TAKE THIS TIME TO TELL YOU HOW 4H IMPACTED MY LIFE. FROM THE MOMENT I JOINED THE CLUB HAS BEEN MORE THAN JUST A CLUB. IT'S BEEN A TRANSFORMATION JOURNEY THAT HELP SHAPE MY CHARACTER, SKILLS AND ASPIRATIONS THROUGH LIFE. THROUGH 4H I'VE HAD OPPORTUNITY TO ENGAGE AND DIVERSE PROJECTS TAUGHT ME INVALUABLE LIFE SKILLS WHETHER IT'S RAISING LIVESTOCK, PARTICIPATING IN COMMUNITY SERVICE OR DEVELOPING LEADERSHIP SKILLS . EACH CONTRIBUTED TO MY PERSONAL GROWTH. I WENT IMPORTANCE OF RESPONSIBILITY AND HARD WORK THROUGH CARING FOR ANIMALS AND MANAGING PROJECTS FROM START TO FINISH. THESE HAVE INSTILLED ME WITH STRONG WORK ETHIC AND THE SENSE OF ACCOUNTABILITY. 4-H PROVIDED A PLATFORM FOR ME TO DEVELOP MY LEADERSHIP SKILLS BY TAKING A ROLE IN CLUB OFFICERS AND PROJECT LEADERS I HAVE HONED MY ABILITY TO ORGANIZE MOTIVATE AND LEAD OTHERS. THESE HAVE NOT ONLY BOOSTED MY CONFIDENCE BUT PREPARED ME FOR THE FUTURE CHALLENGES BOTH ACADEMICALLY AND PROFESSIONALLY. LASTLY IT'S FOSTERED A COMMUNITY THAT I HAVE HAD THE PRIVILEGE TO WORK ALONGSIDE OF OTHERS WHO SHARE SIMILAR VALUES AND INTERESTS CRATING LASTING FRIENDSHIPS AND SUPPORTIVE NETWORKS. THE SENSE OF CAMARADERIE AND TEAMWORK WITHIN HAS TAUGHT ME THE VALUE OF COLLABORATION AND IMPORTANCE OF GIVING BACK TO THE COMMUNITY. BEING THE CORNERSTONE OF MY LIFE FOR H SHAPED ME INTO A COMMUNITY ORIENTED INDIVIDUAL AND I'M GRATEFUL FOR THESE EXPERIENCE IT HAS PROVIDED ME. AFTER HER IMPRESSIVE MEET AT THE ARNOLD SPORTS FESTIVAL HOSTED IN COLUMBUS, OHIO SHE QUALIFIED TO COMPETE FOR TEAM USA. CELESTE GODINEZ RECENTLY REPRESENTED TEAM USA AND A POWERLIFTING COMPETITION WHERE SHE WON FIRST PLACE AT THE INTERNATIONAL POWERLIFTING FEDERATION WORLD CHAMPIONSHIP MEET IN MALTA. AT THIS COMPETITION SHE WAS ABLE TO LIFT A TOTAL OF 960 POUNDS IN THREE ATTEMPTS. SHE SQUATTED 385 POUNDS, AND PRESSED 225 POUNDS AND DAD LIFTED 350 POUNDS. CELESTE GODINEZ IS KNOWN FOR HER IMPRESSIVE LIFTING BUT ALSO KNOWN FOR HER UNIQUE POWERLIFTING TECHNIQUE. CELESTE IS A TWO-TIME STATE QUALIFIER FOR POWERLIFTING. SHE MISSED HER FIRST YEAR BECAUSE SHE GOT INVITED TO THE ARNOLD CLASSIC AND LIFTED THAT YEAR. SHE WON SILVER LAST YEAR AND ALSO GOT THE STATE BENCH RECORD AT 305 LAST YEAR. SHE IS A GREAT AMBASSADOR AND HAS MANY COACHES. IF ANY TAKE FULL CREDIT FOR WHAT CELESTE DOES THEY ARE NOT TELLING YOU THE FULL TRUTH BECAUSE SHE IS A VERY DETERMINED PERSON AND VERY INVOLVED IN HER LIFTING. SHE TAKES IT ALMOST TO AN EXTREME ON WHAT SHE DOES IN HER WEIGHTLIFTING. YOU CAN'T FIND A BETTER STUDENT ATHLETE THAT WORKS AS HARD AS SHE DOES.

FOUR OF THEM ARE OCEANFRONT. MINE IS THE ONE ON THE RIGHT SIDE NEXT TO THE PARCEL WE ARE TALKING ABOUT. ONE THING WE LOVED WAS OBVIOUSLY THE OCEAN VIEW. THE DUNES ARE 22 FEET TALL AND HIGHEST ON THE ISLAND RIGHT NEXT TO US ON THIS PARCEL THEY DROP OFF VERY LOW AND THE PARCEL NEXT TO US IS VACANT AND IT IS THE EPISCOPAL RETREAT NEXT TO THAT. WE HAVE LOVED LOOKING AT THIS WETLAND.

DUTIFUL BIRDS AND WILDLIFE. BEAUTIFUL VEGETATION AND SO FORTH. WE HAVE REALLY LOVED IT. THAT LAND WAS OWNED BY THE FOUNDATION FOR MANY YEARS AND THEN SOLD TO THE CURRENT OWNERS. ALLOWING BEACH ROADS TO PENETRATE INSTEAD OF NINE FOOT DUNES REQUIRES MITIGATION ACTIVITIES ON A SCALE FAR EXCEEDING ANY REALISTIC SHORT-TERM ECONOMIC BENEFIT TO THE PUBLIC AND LIKELY INCREASES THE RISK OF ADVERSE STORM IMPACTS TO WETLAND AREAS ADJACENT PROPERTY OWNERS AND GENERAL PUBLIC. RELOCATING CURRENT BEACH ACCESS FOR 900 FEET NORTHWARD DOES NOT APPEAR TO SIGNIFICANTLY AVOID IMPACTS AND WETLAND AREAS. NEW DEVELOPMENT MAY INCORPORATE NATURAL WETLANDS AND VEGETATION TO PARTIALLY SATISFY THE LANDSCAPE REQUIREMENTS WHERE SUCH FEATURES MEET THE URBAN TRANSPORTATION SCREENING PERFORMANCE CRITERIA.
