THE NUECES COUNTY SHERIFF'S OFFICE GAME ROOM DIVISION HAS ENFORCED OPERATIONS OF GAME ROOMS WITHIN 1500 FEET OF A RESIDENTIAL AREA. CONSTITUTING A FAILURE TO RECEIVE A GAME ROOM PERMIT. THIS COMES AFTER EXPENDITURES IN THE HUNDREDS AND THOUSANDS OF DOLLARS FOR FIRE AND SAFETY CODE STANDARD IMPROVEMENTS WITH THE CITY OF CORPUS CHRISTI DEVELOPMENT SERVICES DEPARTMENT. THE ORDINANCE HAS PUT NEW GAME ROOMS, BUSINESS IS AT RISK AND ALLOW THE CHERRY PICKING OF GAME ROOMS TO OPERATE WITHOUT PROSECUTION. THE NUECES COUNTY SHERIFF'S OFFICE HAS DONE A GREAT JOB TO EFFECTIVELY ENFORCE THE GAME ROOM OPERATIONS WITHIN THE COUNTY, BUT CURRENTLY THE ORDINANCE HAS HEIGHTENED THE COUNTY FOR EXPOSURE TO LEGAL AND REPUTATIONAL RISK. MOREOVER, THE RECENT SHUTDOWN TO NUMEROUS GAME ROOMS FOR VIOLATING THE 1500 FEET DISTANCE RULED BY THE ORDINANCE AND ALLOWING OTHERS TO BE GRANDFATHERED IN [00:20:03] INDICATES A SEVERE BREACH OF PUBLIC TRUST ON BEHALF OF THE COUNTY AND SIGNIFIES POTENTIAL LEGAL RAMIFICATIONS UNDER TEXAS STATE LAW. WHAT WE HAVE SEEN IS POLICE RAIDS WITH GAMING MACHINES BROKEN INTO. WE HAVE SEEN IS SELECT PROSECUTION. IN TEXAS GAME ROOMS ARE ALLOWED AS LONG AS THEY DON'T HAVE AN ILLEGAL GAMBLING DEVICE. IN PARTICULAR, A LINER MACHINES ARE ILLEGAL DUMPING DEVICES UNLESS THE PRICE AWARDED ARE NON-CASH ITEMS WORTH NO MORE THAN 10 TIMES THE COST OF ONE PLAY OR FIVE DOLLARS WHICHEVER IS LESS. I UNDERSTAND CONCERNS REGARDING EVERY GAME ROOM OPERATOR WHO MAY SEEK LEGAL RECOURSE DUE TO BEING SHUT DOWN, HOWEVER THE ORDINANCE EXPLICITLY SAYS AND STATES THE COUNTY CAN REGULATE GAME ROOMS THROUGH ORDINANCE PROVIDING THE COUNTY WITH A ROBUST DEFENSE AGAINST SUCH CLAIMS. WHAT CAME OF THAT WAS THE WILDLIFE RESPONSE OPERATION CENTER. THIS IS A SURPRISE TO US THIS IS THE FIRST EMERGENCY OPERATION CENTER DEDICATED TO WILDLIFE AND SO AS WE PUT THE IDEA TOGETHER WITH PARKS AND WILDLIFE AND STATE AGENCIES IT WAS A BIT OF A SURPRISE , THIS IS A NEW MODEL. MARCH OF 2023 WE STARTED TO PUT TOGETHER MOU'S WITH DIFFERENT STATE AND FEDERAL RESOURCE AGENCIES TO COME TOGETHER AND WE WOULD STAND UP THE WROC IN THE MIDDLE OF A DISASTER WHICH COULD BE FREEZES OR HURRICANES, IT COULD BE FIRES, IT COULD ALSO BE SOMETHING MAN-MADE. WHAT CAME OF THAT WAS THE MOU EXECUTED IN DECEMBER THE SEVEN AGENCIES. THERE IS A DRILL THAT WILL BE DONE THIS MONTH AND FOR THE FIRST TIME WILDLIFE INJECTED INTO THE DRILL SO IT'S THE FIRST TIME THIS HAPPENED IN THE UNITED STATES AND WILL BE ANNOUNCED AT EMERGENCY MANAGEMENT MEETING LATER THIS SPRING IN FORT WORTH. IT HAS BECOME AN INITIATIVE WITH SIGNIFICANT SUPPORT AT THE STATE LEVEL WITH FOLKS IN AUSTIN AND AT THE D.C. LEVEL SO WE HAVE HAD MEETINGS WITH LEADERSHIP , INTERIOR, COMMERCE AND MAKING THIS THE MODEL FOR WHAT THE COUNTRY CAN DO. WE GOT TO TEST THIS WITH SEA TURTLES JANUARY 2024. AND HAVE SIGNIFICANTLY HELPED WITH YOUNGER DEMOGRAPHICS INCLUDING COLLEGE STUDENTS. >> ACCESS IS IMPORTANT FOR STUDENTS, FACULTY AND STAFF. WE HAVE HAD OVER A 40% INCREASE YEAR-OVER-YEAR IN RIDERSHIP IN EVERY SINGLE ONE OF THOSE CATEGORIES. THAT EQUATES TO MORE THAN 200,000 RIDES FOR ON-CAMPUS SHUTTLES AND 100,000 ON SHUTTLES THAT ARE NON-CAMPUS. WE ARE REALLY EXCITED ABOUT THAT PARTNERSHIP. >> IN 2023 CCRTA EXPENDED B LINE PARATRANSIT SERVICE HOURS TO BETTER MEET COMMUNITY NEEDS. IN A HOME INVASION, THAT LEFT ME PARALYZED FROM THE NECK DOWN.
