I'VE GOT TO TELL YOU MY SON GOT MAD AT ME LAST YEAR, BECAUSE HE WAS ASLEEP WHEN I LEFT AND HE WAS TICKED I DID NOT LIKE HIM UP AND HE SAID DAD, IF YOU DO THAT TO ME, YOU'RE IN TROUBLE. I TEXT AND SAID JUST LETTING YOU KNOW NOW, YOU CANNOT SLEEP IN. HE SAYS HE LOOKS FORWARD TO THAT AS WELL. I'M REALLY SUPER HAPPY. I WAS REALLY UPSET ABOUT IT LAST YEAR AND NOT HAVING IT. IT'S JUST SUCH A BIG EVENT FOR THIS COMMUNITY AND THIS COUNTY. AND WE REPRESENT ALL OF OASIS COUNTY. I GET THE CITY HAS A BIGGER BUDGET, BUT YOU KNOW OASIS COUNTY, WE REPRESENT EVERYBODY IN OASIS COUNTY. EVERYBODY IN OASIS COUNTY TAKES GREAT PRIDE IN THIS EVENT. >> HOPEFULLY, NO ICE ON THE ROAD. OTHERWISE, LET'S GO. AS LONG AS THERE'S NO ICE ON THE ROAD, WE WILL BE OKAY. NO MOISTER AND WE WILL ALL BUNDLED UP AND LAYER.
>> I NEED TO GIVE A LITTLE BIT OF CREDIT TO THE SHERIFF AS WELL, SHERIFF COOPER. WE HAVE NOT BEEN ABLE TO HAVE YOUR OTHER MEETING AT 10. AND WE WERE WALKING LAST YEAR AND HE SAID, CONNIE, LET'S GET IN THE BUILDING. WE CAN HAVE EXTRA SECURITY HERE AND OPEN UP THE COURTHOUSE. LET THEM HAVE THE CENTRAL JURY ROOM. WE NEED TO DO THIS. THE SHERIFF NEEDS CREDIT FOR THAT TOO. WE ARE THANKFUL HE'S WILLING TO PUT FORTH AND MAKE SURE WE HAVE PEOPLE TO TAKE CARE OF THAT.
>> FOR CONFIRMATION ON YESTERDAY. THANK YOU AGAIN.
COLLABORATION IS A BEAUTIFUL WORD.
>> ABSOLUTELY. WE HAVE THIS FOR YOU ALL AS WELL. IF YOU WANT TO

[00:15:01]
COMMISSIONERS, I JUST WANT TO ECHO THE INFORMATION AND INVITATION OF OUR RACIAL FORM THAT WILL BE HAPPENING AT 10:30 ON MONDAY. I'M JUST KIND OF GIVING A SHOUT OUT AND AND INVITE TO EVERYONE. IN OUR TIMES NOW, WE'RE HAVING LOTS OF RACIAL ISSUES. SO, COMING TOGETHER TO TRY TO PUT TOGETHER SOME TYPE OF RESPONSE TO WHAT HAS BEEN GOING ON IN THE LAST FEW YEARS IS SO SO IMPORTANT. IT IS A RACIAL INJUSTICE FORUM.SO, WE WOULD LIKE TO INVITE EVERYONE WHO CAN SPARE MOMENT TO COME. WE HAVE SOME GREAT SPEAKERS THAT ARE GOING TO BE INVOLVED IN OUR FORUM. SO, I JUST WANT TO ENCOURAGE EVERYONE , THAT NOW THAT WE NEED TO COME TOGETHER AS A NATION, COME TOGETHER AS A STATE. MORE IMPORTANTLY, HERE, COME TOGETHER AS A COMMUNITY TO TRY TO HELP SOLVE OUR PROBLEMS RATHER THAN EXACERBATE THE. THANK YOU VERY MUCH.
YOU DON'T MIND IF WE SNEAK OUT, RIGHT ?
>> NO. >> IT'S NOT SNEAKING WHEN YOU TELL PEOPLE
[F. PUBLIC COMMENT: This section provides the public the opportunity to address the Commissioners Court on any issues within its jurisdiction. The Commissioners Court may not take formal action on any requests made during the Public Comment period which are not on the Agenda, but can refer such requests to County staff for review if appropriate.]
COMMENTS? IF YOU WANT TO START, I KNOW YOU'RE BUSY AND NEED SOMEONE TO GO. SO I WILL START.JUDGE AND HONORABLE COMMISSIONERS, WE HAVE OF THE YOUTH AUDITING PROGRAM. IT'S A GREAT IMPACT TO OUR COMMUNITY AND IN REGARDS TO THE ISSUES WE HAVE HERE IN THE COUNTY OF OASIS. I'M HERE TO RECOMMEND OTHERS . EMILY WAS ABOUT TO BE DISCUSSED LATER ON. I JUST WANTED TO LET EVERYONE KNOW IN THE COURT THAT THE YOUTH HONESTY IS A VERY IMPORTANT ORGANIZATION THAT DEALS WITH OUR ISSUES WE HAVE IN NUECES.
HOPEFULLY, WE STILL CONTINUE TO HAVE YOU THOUGHT OF SEEING OUR PROGRAMS TO COMBAT ACADEMIC PROBLEMS WE HAVE HERE. THANK
MEMBERS OF COMMISSIONERS. IT IS A 50 SOUTH STAPLES. OUR PRESENT THE NUECES COUNTY COMMERCIAL SERVICES DISTRICT NUMBER FOUR. WHERE HERE, OBVIOUSLY BECAUSE WE WERE SHOCKED BY YOUR ACTION ON DECEMBER 13TH OF NOT REHAB WINNING JEFF POINT AS THE COMMISSIONER. WE ARE STILL TRYING TO UNDERSTAND HOW THAT HAPPENED. WE ARE JUST KIND OF AMAZED. MR. ATWOOD WILL SPEAK A LITTLE BIT LATER AND TELL YOU ABOUT HIS CREDENTIALS. HE'S BEEN INVOLVED IN FIREFIGHTING FOR 41 YEARS. HE STARTED WHEN HE WAS 16 YEARS OLD. HE SPENT 17 YEARS ON THE BOARD OF OUR DISTRICT. HE SPENT ON THE BOARD OF OTHER DISTRICTS. I UNDERSTAND FROM LOOKING AT THE VIDEO OF THE MEETING, THERE WAS A QUESTION ABOUT WHETHER HE WAS ATTENDING BOARD MEETINGS. THE FACTS ARE, I BELIEVE MR. GARZA HAS SENT YOU AN EMAIL. MR. ATWOOD MISSED FIVE MEETING OF HONEY FIVE IN HIS LAST TERM. FIVE OUT OF 25. FOUR OF THOSE WERE BECAUSE OF SURGERY AND RECOVERY FROM THE SURGERY.
ONE OF THEM WAS DURING COVID, WHICH IS PRETTY UNDERSTANDABLE.
WE BELIEVE HE BRINGS A GREAT DEAL OF EXPERIENCE. OUR PRESENT GOVERNMENTAL BODIES AND ANYONE. I UNDERSTAND THE NEED FOR A FRESH LOOK AT THINGS. BUT I ALSO UNDERSTAND THE NEED FOR HISTORICAL PERSPECTIVES, YOU NEED THE MEMORY OF SOMEONE HAS BEEN AROUND. THAT'S WHAT WE ARE MISSING WITH MR. ATWOOD GONE. MY BACKGROUND IS IN CITY GOVERNMENT , BASICALLY. I STILL REPRESENT SOME CITIES . AISLES ARE PRESENT THREE OF OR ESD'S. WHEN I REPRESENT CITIES, I SAY THAT BECAUSE I DO
[00:20:02]
NOT REPRESENT COUNTIES. I DON'T RECALL THAT I'VE EVER REPRESENTED ANY KIND EXCEPT MAYBE ONCE IN A NATION CASE. I DON'T KNOW IF YOUR RULES ARE THE SAME AS ALL RULES. IN THE GOVERNMENT, NOTHING HAPPENED , THAT YOU LOOK AT AND SAY THAT WAS SOMETHING WE WOULD LIKE TO REVERSE . AT THE VERY NEXT MEETING, YOU CAN DO A MOTION TO RECUSE HITTER. I UNDERSTAND FROM YOUR AGENDA, HOW YOU FEEL COMPELLED NOT TO ADDRESS ANY.I THINK YOU COULD ADDRESS A COMING AGENDA ITEM AT YOUR NEXT MEETING. TO MAKE A MOTION TO WEAKEN SITTER A SECOND TO HAVE IT ON THE NEXT AGENDA AND WE CAN SITTER YOUR PAYMENT. WE ARE GOING TO TAKE ANY QUESTIONS, IF YOU HAVE ANY
>> THANK YOU, SIR. AND PUBLIC COMMENTS, WE CAN DO QUESTIONS
ARE ANSWERED. >> I UNDERSTAND.
>> I THINK THAT'S THE QUICKEST I'VE GOT THERE IN THREE
>> JUST FOR CLARIFICATION, DO WE HAVE THAT ROLE? DOES THAT
APPLY TO US? >> THIS WAS CONSIDERING ABOUT WHERE SOMEONE WAS NOT APPOINTED TO A BOARD THAT WAS AN INDEPENDENT BOARD , IT MIGHT BE DIFFERENT. WE ISSUED AN ADVISORY IN JANUARY OF 2020 THREE REGARDING ANOTHER ES D REMOVAL . I WILL BE RECIRCULATING THAT ADVISORY LATER TODAY. BUT I BELIEVE I WILL JUST DEFER TO THAT AS MY ADVICE TO COMMISSIONERS COURT.
>> I DON'T KNOW WHAT THAT ADVICE WAS, BECAUSE I DON'T HAVE AN ENEMY. BUT AT THE END OF THE DAY, HIS MISINFORMATION WAS GIVEN IN NOVEMBER HAS NOT BEEN SWORN IN, AGAIN, I'VE SLEPT SINCE THAT ADVISORY, THAT WAS A YEAR AGO. I HAVE NOT SEEN IT IN THE YEAR. I DON'T KNOW YOU ARE REFERRING TO. WE CAN ALWAYS MAKE A MOTION TO RECONSIDER ANYTHING, IN MY OPINION THAT IS SOMETHING DOES NOT BEEN SWORN INTO FOR ANYTHING ANYWHERE. UNLESS YOU SHOW ME A LAW THAT SAYS WE
>> WILL HAVE TO BRING THIS BACK FOR ANOTHER MEETING SO THERE'S NO REASON TO DISCUSS ANYMORE.
>> THE ADVISORY WILL BE CIRCULATED AND WE WILL TALK ABOUT THE THINGS THAT ARE REQUISITE FOR REMOVAL OF AN
ESD BOARD MEMBER. >> THEY'VE NOT BEEN SWORN IN, IT'S NOT REMOVAL , THAT'S WHAT I'M SAYING.
>> THAT SOMETHING WE CAN ADDRESS.
>> THAT'S WHAT I'M ASKING YOU TO.
>> WHEN I SPOKE TO THIS MORNING, THERE WAS NO QUESTION
TO YOU IF THEY BEEN SWORN IN. >> YOU DID NOT KNOW WHETHER
THEY HAD AT THAT TIME. >> I WANTED TO MAKE SURE.
>> WE CAN ADDRESS THIS. SHE WAS IN THE INFORMATION. OUR ATTORNEY WILL GIVE THIS INFORMATION WILL HAVE TO PUT IT BACK ON THE AGENDA, HOWEVER WANTS TO BRING THIS BACK UP. I KNOW. THERE'S NO MORE DISCUSSION THAT WE CAN HAVE TODAY. SO IT'S REALLY A MOOT POINT. MOVING FORWARD, WE WILL HAVE IT ON THE NEXT AGENDA IF THIS GETS CLARIFIED.
ERNEST. YOU ARE ALREADY THERE READY.
>> THANK YOU, JUDGING COMMISSIONERS. MY NAME IS ERNEST. I'M A LOCAL CPA AND WORK WITH A LOT OF GOVERNMENT AMENITIES. 45 THIRD LIGHT OAK CORPORATE STREET, TEXAS. I WAS BROUGHT TO MY ATTENTION ON DECEMBER 13TH OF 2023 MEETING REGARDING THE APPOINTMENT SPECIFICALLY, OUR PRESIDENT, MR. JEFF ATWOOD HAD ATTENDANCE ISSUES. I WAS ASKED TO REVIEW THE PRIOR MINUTES, BECAUSE I ATTEND ALL THE MEETING. I TAKE THOSE MINUTES.
IN REVIEWING THOSE, I FEEL LIKE YOU ARE NOT SURE WHO GAVE YOU THE INFORMATION, BUT HE DID NOT GET A DISCUSSION . IT WAS MADE ABOUT HIS ATTENDANCE , AND THAT WAS NOT A FULL ACCURATE RESPONSE. I REVIEWED THE LAST TWO YEARS . OUT OF 25 MEETINGS , MR. GEORGE SAID THERE WERE FIVE MEETINGS MISSED. SO HE'S BEEN THERE 80% OF THE TIME. SO I THINK THAT WAS MISLEADING INFORMATION THAT YOU ARE PROVIDING. I BELIEVE YOU NEED TO KNOW THAT. IT WILL BE CRITICAL INFORMATION ON YOUR APPOINTMENT DECISION. MR. ATWOOD HAS BEEN PRESENT , NOT JUST WITH ESD NUMBER FOUR FOR MANY YEARS . HE WAS THE FIRE CHIEF FOR OUR TSC FOR ABOUT 10 YEARS. HE WAS OUR PRESIDENT -- FOR MANY YEARS. MR. ATWOOD HAS OVER 40 YEARS OF WORKING FIRE AND BEING A PARAMEDIC , SERVING OUR COUNTY. I JUST WANT TO STATE THE FACTS FOR YOU. AND GIVE YOU FULL
[00:25:04]
DISCLOSURE. I HAVE COPIES OF MINUTES . AGAIN, THANK YOU.>> MR. ATWOOD. >> THANK YOU FOR THE OPPORTUNITY TO COME UP AND SPEAK WITH YOU ALL THIS MORNING. MY NAME IS JEFF ATWOOD. I LIVE AT 8888 HIDDEN VALLEY LUKE. I'M HERE TO TALK ABOUT MY REAPPOINTMENT TO ALWAYS COUNTY COMMISSIONER NUMBER FOUR. IN REGARD TO DECEMBER 13TH 2020 IS A REGULAR BOARD MEETING. I'D LIKE TO TALK TO ABOUT MY EXPERIENCE FIRST. I STARTED VOLUNTEERING WHEN I WAS 16 YEARS OLD IN 1984. WITH THE FIRE DEPARTMENT. I HAVE OVER 10 YEARS EXPERIENCE IS VOLUNTEER FIREMAN. I WAS APPOINTED TO DUST MY BOARD OF COMMISSIONERS AND SERVED ON THAT BOARD FOR OVER 12 YEARS.
EIGHT OF THOSE YEARS, I WAS THE BOARD PRESIDENT. IN 2006, I WAS ON MY POSITION AT ESE NUMBER ONE AND MY FAMILY MOVED TO A NEW HOME IN THE BLENDER COMMUNITY. NOT LONG AFTER I WAS IN OUR NEW HOME , I WAS APPROACHED BY SOME THUGS IN THE COMMUNITY AND WAS ASKED IF I WOULD SUBMIT AN APPLICATION TO BE PART OF THE -- SOON THEREAFTER I DID THAT AND IT 2006 , I WAS APPOINTED TO USD NUMBER FOUR. IN 2008, I WAS ASKED BY THE BOARD TO BE BOARD PRESIDENT OF THE BOARD.
ACCEPTED THAT POSITION . FOR THE LAST 17 YEARS , I'VE SERVED ON THAT BOARD.
IN 1988, I BEGAN MY CAREER IN THE EMERGENCY RESPONSE SERVICES. I WAS HIRED BY THE FIRE TERMINAL FIRE COMPANY , UPHELD THE POSITION OF FIREFIGHTER , DRIVER, CAPTAIN, TRAINING OFFICER, DIVISION CHIEF , ASSISTANT CHIEF, DEPUTY CHIEF, AND FIRE CHIEF. AS FIRE CHIEF AT RTC, WE HAD HUNDRED 22 EMPLOYEES THAT WORK FOR ME. I HAD SEVEN FIRE STATIONS I OVERSAW . I OVERSAW $14 MILLION A YEAR BUDGET . I RETIRED AFTER 24 YEARS WITH OUR TFC TO HELP MANAGE THE FAMILY BUSINESS. I HOLD CERTIFICATIONS AS A FIREFIGHTER, A MARINE FIREFIGHTER, A TRAINING OFFICER , A HAZARDOUS MATERIAL TECHNICIAN, COMBINED SPACE AND RESCUE TECHNICIAN . I'M A CERTIFIED INCIDENT COMMANDER, A CERTIFIED EMERGENCY MEDICAL TECHNICIAN AND A CERTIFIED PARAMEDIC. 441 YEARS, I'VE SERVED THE FIRE EMS SERVICE IN OASIS COUNTY. I TRIED TO TAKE THE SKILLS AND KNOWLEDGE THAT GOD HAS GIVEN ME AND HELP THE COMMUNITY THAT I LIVE IN. THIS COURT WAS MISINFORMED AND MISLED. THE MAC YOU NEED TO
WRAP IT UP. >> THIS COURT WAS MISLED AND WAS INFORMED AND GIVE DECEMBER 13 MEETING. ASKED THE COURT TO RECONSIDER THE DECISION NOT TO REAPPOINT ME .
>> THANK YOU. >> PAUL SWEATERS ?
>> I'M PAUL SWEDISH. 5041 SUNRISE TRAIL. I'M A COMMISSIONER WITH CHIEF ATWOOD -- OR JEFF ATWOOD. OUT THERE AT ESD NUMBER FOUR. I'M HERE TO TALK ABOUT HIS QUALIFICATIONS AND WHAT HE'S DONE FOR THE ORGANIZATIONS SINCE WE STARTED OUT THERE. HIM AND I WERE RUNNING 17 YEARS AGO TOGETHER. WE WALKED INTO AND WHERE WE ARE AT TODAY ARE LEAPS AND BOUNDS. BUT WE ARE NOT DONE YET. THE PROBLEM THAT WE HAVE OUT THERE RIGHT NOW AS WE ARE MAKING CHANGES. WE WANT TO GROW AND DEVELOP. THERE'S PEOPLE THAT ARE OUT THERE THAT DON'T LIKE CHANGE, DON'T WANT TO CHANGE . WE ARE MOVING FORWARD. WE HAVE TO MOVE TOWARD. THAT AREA IS GROWING .
A TREMENDOUS AMOUNT OUT THERE. JEFF ATWOOD, I KEEP CALLING
[00:30:06]
HIM CHIEF ATWOOD, BECAUSE I WORK WITH HIM FOR 34 YEARS. BUT ANYWAY, WE NEED THAT TYPE OF LEADERSHIP OUT THERE. I KNOW CHANGE IS GOOD , BUT ALSO THE EXPERIENCE THAT HE BRINGS IN THE FIRE SERVICE AND THE EMS SERVICE. THAT'S WHAT WE ARE OUT THERE FOR. PLEASE REAPPOINT , OR CONSIDER REAPPOINTING HIM TO THE BOARD. WE NEED THAT. HE'S BEEN PRESIDENT MAJORITY OF THE TIME OUT THERE AND HAS PUSHED THE DEPARTMENT FORWARD. A LOT OF US STILL HAVE FULL-TIME JOBS. WE DON'T HAVE TIME , NECESSARY TO PUT 100% INTO IT. HE PUTS 100% INTO IT. HE HAS THE ABILITY WORKING FOR THE FAMILY BUSINESS , HAS A LITTLE MORE FLEXIBILITY. SOME OF US TO HAVE A FULL-TIME JOB, SO IT'S DIFFICULT TO MAKE. I WAS IN THE SAME BOAT. I MISSED FIVE MEETINGS IN THE LAST 25. I HAD TO TAKE TIME OFF OF WORK TO DO THAT. AND TO VOLUNTEER BASIS. PLEASE RECONSIDER HIM AND REAPPOINTING HIM TO THE BOARD. HE DOES A GREAT JOB . HE'S DONE A FANTASTIC JOB OVER THE LAST 17 YEARS.>> THANK YOU. >> HELLO COMMISSIONERS. I'M JUST HERE TO SPEAK ON BEHALF OF JEFF ATWOOD. IN 2001 , NASHER WAS THE RIGHT DECISION. HE WAS OUR ESD BOARD PRESIDENT FOR THE COUNTY SD ONE. HIM AND THE REST OF THE BOARD MADE A DECISION TO HIRE ME AND BRING ME DOWN HERE AND TAKE OVER THIS ORGANIZATION. HE HELPED US LEAD THE ESD ONE TO WHERE IT IS TODAY. I THINK HE'S DOING THE SAME THING OUT THERE. HE CARES ABOUT THE COMMUNITY . THAT'S WHAT HE'S HERE FOR. SOMETIMES IT DOES CAUSE ISSUES, BUT HE'S IN IT FOR THE COMMUNITY. I SUPPORT WHAT HE'S DONE. I HOPE YOU ALL DO TOO. THANK YOU.
>> EXCUSE ME, JUDGE. I'M NOT WHAT TO TALK ABOUT WHAT WE ARE TALKING ABOUT ABOUT MR. ATWOOD. I WANT TO OFFER MY APOLOGIES TO MR. ATWOOD. AND TO THE REST OF THE MEMBERS. I HAD NO KNOWLEDGE OF , FROM WHAT I WAS TOLD .
>> THIS IS PUBLIC COMMENTS. IF WE ADDRESS THIS LATER, THAT WOULD BE THE OPPORTUNITY FOR THAT. I'M GOING TO MOVE ON.
ARE THERE ANY -- >> I WANTED TO MAKE A MOTION TO
RECONSIDER. >> THIS IS AN PUBLIC COMMENT , IT'S NOT ON THE AGENDA. WE WOULD HAVE TO PUT ON THE AGENDA
FOR THE NEXT MEETING. >> WE SHOULD NOT BE TALKING ABOUT ALL OF THIS. I'M SORRY, I'M GOING TO MOVE FORWARD. WE
CAN PUT IT ON THE NEXT AGENDA. >> CAN WE GET THE ATTORNEY TO
SAY THAT? >> IN PUBLIC COMMENT, YOU RESPOND THAT YOU CAN PUT AN ITEM ON THE NEXT AGENDA. YOU CAN MAKE STATEMENTS OF FACTS, BUT A BACK AND FORTH AND --
>> DOES THERE NEED TO BE A FORM OF A MOTION TO PUT ON THE NEXT
AGENDA. >> I DID NOT KNOW YOU CAN PUT
THAT IN PUBLIC COMMENT . >> I'M ASKING.
>> I'M DRAFTING AN EMAIL TO PUT ON THE REPORT.
>> YOU CAN SIMPLY PUT IT ON THE NEXT AGENDA.
>> DID WE NOT ADDRESS THIS THIS MORNING?
>> WE DID, SIR. IT'S UNKNOWN AT THE TIME IS --
>> WHAT IS IT IN MY PRESENT . I'M TRYING TO GRAB THE PROBLEM
THAT WAS CREATED. >> SHOULD GO TO THE NEXT
MEETING. >> AGAIN. I WOULD SAY WE NEED TO GIVE DIRECTION AT SOME POINT TO NOT SWEAR ANYBODY IN .
THAT'S A PROBLEM. >> RESEARCH IS ONGOING ON WHETHER THE SWEARING-IN IS PIVOTAL OR NOT. SO I DON'T HAVE AN ANSWER WHETHER THE SWEARING-IN MAKES A DIFFERENCE.
OUR NEXT MEETING. >> I'VE ALREADY TALKED TO THE COUNTY ATTORNEY ABOUT IT. IT'S A PROBLEM I WANT TO CORRECT IT.
>> THERE ANYONE HERE WHO DID NOT HAVE AN OPPORTUNITY TO SPEAK IN PUBLIC COMMENT THAT DID NOT SENATE? YOU CAN DO SO RIGHT NOW. IF YOU JUST THAT YOUR NAME AND YOUR ADDRESS.

NUMBER 129. >> THE ONLY PART TO ESTABLISH NOW IS THAT YOU NEED TO PICK A DATE BY WHICH NOTICE CAN BE SENT TO THE AFFECTED VOTERS. WE'VE MADE THAT QUESTION SANDS. I'M JUST WAITING ON A RESPONSE . IT'S NOT THE FEBRUARY DATES. BUT IF SHE COULD DO IT BY JANUARY 12 AND JANUARY 13TH, THEN SHE JUST NEEDS TO SEND A NOTICE.
>> I THOUGHT WE NEEDED IT DONE IMMEDIATELY. I THOUGHT THIS WAS ALL DONE. I DID NOT KNOW WE WERE DOING IT AGAIN.
>> HE WAS BEHIND ON HIS NOTIFICATION. THUS THE REASON IT WAS BROUGHT TO OUR ATTENTION. WE HAVE TO HAVE THE
NUMBER SIGN. >> I THOUGHT WE DID THIS MONTHS AGO AND IT SHOULD HAVE BEEN TAKEN CARE OF. I DON'T KNOW WHY WE ARE DOING IT AGAIN. I WILL MAKE WHATEVER MOSHE WANT ME TO MAKE CONTINGENT UPON WHATEVER WE MAKE SO WE DON'T HAVE TO
COME BACK AND DO IT AGAIN. >> AL ASKED THAT YOU HOLD UNTIL WE FIND A DATE BY WHICH THE CLERK AND SENT OUT NOTICE TO AFFECTED VOTERS. WHAT SHOULD BE SHORTLY IN JANUARY AS FAR AS
WHAT SHE CAN FACTUALLY DO. >> CAN WE JUST -- AND WE NOT JUST PASS THIS BASED ON WHATEVER THAT DATE IS THAT YOU AND THE COUNTY CLERK AGREED TO , SO THAT WE CAN PUT THIS TO BED? I THOUGHT THIS WAS DONE.
>> THAT SOUNDS ADEQUATE , COMMISSIONER. AND PROBABLY BY THE END OF THE DAY, WE CAN COME BACK AND ANNOUNCE WHAT DATE
THAT IS PAID >> JUST SO WE DON'T FORGET WHATEVER. MY MOTION WOULD BE THAT WE RATIFY THE ORDER .
>> I JUST GOT WORD FROM CARA THAT COUNTY CLERK'S OFFICE DOES NOT SEND THE NOTICE TO THE VOTERS, KEVIN DOES. SHE JUST SENDS IT TO THE SECRETARY OF STATE.
>> SO I CAN MAKE ANGRY WITH KEVIN.
>> IS READY TO GO. >> EZEUDU, JUDGE, HE'S READY TO
GO. >> WE HAD TO SIGN AN EMERGENCY.
>> A MOTION TO RATIFY AN ORDER WE ARTIE DID WERE REGARDING SPECIFIC DIVISION OF VOTING PRECINCT 8 AND VOTING PRECINCT 129 AGAIN REGARDING INCREASING'S FOR COMPLIANCE AND NOTIFICATION CAN BE SUBJECT TO THE AGREEMENT BETWEEN THE COUNTY ATTORNEY AND THE TAX COLLECTOR.

>> I SECOND THAT MOTION. >> THAT EFFICIENTLY SAID,
JENNY ? >> IF I GET CONFIRMATION BACK ,
I JUST SENT AN EMAIL. >> IS READY TO GO, AS FAR AS I
KNOW. >> IF HE'S NOT ALREADY SENT THEM OUT. HE WAS PREPARING TO SEND THEM OUT.
>> WHATEVER DATE YOU AGREED TO. >> SO HAVE A MOTION AND A SECOND . ALL THOSE IN FAVOR, SAY AYE. ANY OPPOSE , SAME TIME. THE MOTION PASSES. MOVING ONTO OUR REGULAR AGENDA.
[1. Receive updates, if any, regarding the Bob Hall Pier project and all related matters. ]
ITEM A1 RECEIVE UPDATE ANY REGARDING THE PEER PROJECT ANDALL MATTERS. >> JUDGE. QUICK WAY SORRY.
NOT TO THE PAGE. WHAT I'VE ASKED FOR THE COURT AND FOR THE PUBLIC IS THAT -- I DON'T SEE IT. IT WAS EMAIL TO EVERYBODY.
I'VE ASKED FOR SCOTT HARRIS TO PROVIDE -- DID EVERYBODY GET AN EMAIL THAT WAS SENT AROUND? IT WAS NOT VERY LONG. IT'S NOT MY BOOK, FOR SOME REASON. BUT I'VE SEEN IT. BASICALLY, I'VE ASKED HIM TO GIVE US AN UPDATE TO PUT IN THE AGENDA FOR EVERY MEETING SO THE COURT AND PUBLIC KNOWS WHAT THE PROGRESS IS. JUDGE, I WAS GOING TO READ THAT, BUT I DON'T HAVE IT. I'M
SORRY. >> WE MAY ALSO SUGGEST THAT THESE ARE DATES, IF YOU'RE GOING TO DO THIS ALL THE TIME , TO GET HERE LITTLE BIT QUICKLY, SO WE CAN POST THEM ALSO WITH THE AGENDA ITEM IF IT'S JUST GOING TO BE AN UPDATE LIKE
THIS. >> I THOUGHT IT WAS. MAYBE YOU DID NOT GET ON TIME TO YOU. WE DEFINITELY WILL. HE KNOWS NOT TO DO IT, THIS IS THE FIRST ONE. ABSOLUTELY. I GOT A COUPLE OF LAST-MINUTE. I GET IT. THE PROJECT UPDATE IS VERY SMALL.
I'M GOING TO READ THAT. TO CONTINUE WORKING ON THE DESIGN AND THE LAND OWNER ABOUT MARCH 1. THE LAND TEAM, WHICH IS LAND HANSEN S AND I, DELIVER, TWO UP WITHIN ONE WEEK JACOBS WILL ADDRESS ANY LAST-MINUTE COMMENTS AND PRESENT THE DESIGN TO COASTAL PARKS WERE COMMISSIONERS PER BOARD CALENDARS. COASTAL PARKS AND THE BIOLOGISTS AND JACOBS ARE ACTIVELY RESPONDING TO COMMENTS FROM WILDLIFE PROCEED TO THE U.S. A.C.E.. DEPARTMENT IS STILL NOT COMPLETE BASED ON THOSE COMMENTS. WE HAVE STANDING PROGRESS MEETINGS.
THE TEAM HAS PROGRESS MEETINGS EVERY OTHER THURSDAY. THE NEXT MEETING IS JANUARY 11TH, BUT WE WILL GET AN UPDATE ON THE PERMIT AND DESIGN INCLUDING SCHEDULES FOR BOTH, WHICH MEANS WE WILL HAVE THAT FOR THE JANUARY 17TH UPDATE . AND THEY KNOW THEY NEED TO GET THIS IN SOONER. BUT SAY THIS IS THE FIRST ONE OF THESE THAT WE ASKED FOR. THEY SHOULD BE COMING BACK TO THE COURT AND FOR THE PUBLIC TO SEE ON A REGULAR BASIS. I APOLOGIZE FOR THAT NOT GETTING IN SOONER, BUT
THAT'S JUST WHEN WE GOT IT. >> I APOLOGIZE FOR STATING THAT YOU SHOULD GET IT. WE HAVE BACK TO BACK MEETINGS NEXT WEEK. YESTERDAY WAS THE DEADLINE FOR THAT POSTING AS WELL. IF YOU GET IT TO US, YOU CAN GET ATTACHED BEFORE IT GOES OFF FRIDAY TO THE PUBLIC. IF YOU GIVE US AN UPDATE, AND
HE CHANGES. >> THAT'S WHY I'M TELLING. I WAS TALKING TO HIM, PERSONALLY. 2 YOUR 100% RIGHT, JUDGE.
>> DOES ANYONE HAVE ANY QUESTIONS OR WANT TO TALK TO HIM? I KNOW THIS IS JUST AN UPDATE, SO IF WE ALL HAVE A, ARE WE GOOD TO GO? ANY OF YOU HAVE ANY QUESTIONS?
[2. Discuss and consider execution of Engineering Services Contract with Lockwood, Andrews, and Newnam (LAN) for RFQ No. 3248-23 Engineering Services and construction project management services for Padre Balli and IB Magee Beach Parks Improvements under RESTORE grant funding, and related matters.]
>> SO ONE AND TWO ARE THE SAME THING?
>> NO. NUMBER TWO IS COMING UP. MOVING ON INTO ITEM NUMBER TWO, DISCUSSING AND CONSIDERING THE AWARD AND EXECUTION OF ENGINEERING SERVICE CONTRACT L.A. IN . I
WILL TURN IT OVER TO YOU. >> THIS IS FOR THE STORE GRANT SEVEN HALF-MILLION DOLLAR GRANT WE GOT. WE BROUGHT THAT TO YOU, THE RECOMMENDATION. NOW, WE ARE BRINGING THE ACTUAL CONTRACT BACK TO YOU FOR APPROVAL. SO WE CAN GET NOTICE PROCEEDING AND START WORKING.
>> AGAIN, THIS IS ALL GRANT FUNDING, INCLUDING THE
>> IT WAS A $7 MILLION GRANT? IT WAS PAID BY THE --
>> A MOTION TO AWARD AND EXECUTE THIS CONTRACT. SO, WE
HAVE A MOTION AND SECOND. >> JUST REALLY QUICK . QUICKLY, JUST AGAIN, TELL THE PUBLIC AND THE COURT WHAT YOU'RE GOING TO
[00:45:02]
BE DOING WITH THIS, BECAUSE IT'S A BIG DEAL. I JUST WANT TO NOT LOWTHER IS SUPER FAST.>> IT'S BEEN A LONG PROCESS. OTHER COMMISSIONERS HAVE BEEN WORKING ON THIS FOR A VERY LONG TIME, SIX OR SEVEN YEARS SINCE WE GOT THE AWARD TO GET TO THIS POINT. WE ARE GOING TO BE MAKING IMPROVEMENT THIS FUNDS. ENHANCING RECREATIONAL VEHICLES SIGNS. RECREATION AZAR CIVILITIES AND PUBLIC FACILITIES AND THAT'S LIKE THAT. THE BAD THING ABOUT THIS IS WHEN THIS BUDGET WAS ESTABLISHED WHEN I WROTE THIS THING SEVERAL YEARS AGO, WE KNOW THE MONIES NOT GOING TO GO AS FAR AS IT WOULD. WE WILL WORK WITH THE ENGINEER, SCOTT HARRIS IS HERE. WHAT WE WILL DO IS WE TAKE A BASEMENT OUT OF THEM AND WE ADD ALTERNATES, THAT WAY WE CAN ALL PICK WHAT WE CAN AFFORD WITH THE BUDGET WE HAVE. THAT'S JUST THE WAY WE'RE GOING TO HAVE TO GO ABOUT IT, BECAUSE THINGS COST SO MUCH
NOWADAYS. >> THANK YOU, JUDGE. THE MAC IF WE HAVE A MOTION SECOND, ALL THOSE IN FAVOR, SAY AYE. ANY
[3. Discuss and consider granting electrical utility easement and right-of-way, across County-owned property near East Cotter Avenue, to AEP Texas, Inc., and related matters.]
OPPOSE CAUSING SIGN . THE MOTION PASSES. THANK YOU. ITEM NUMBER THREE, DISCUSSING GRAND ELECTRICAL UTILITIES EASEMENT ACROSS THE COUNTY OWNED PROPERTY NEAR EAST CARTERAVENUE TO AEP. >> THAT YOU TWO.
>> I DO NOT KNOW WE HAD THIS PROBLEM. GEORGE BROUGHT IT TO MY ATTENTION. THAT'S ONE .3 IN HOLDING THAT'S BEHIND THE PART THAT TAKING WITH US. THE WAY I UNDERSTAND IT FROM HER , UNDER JUDGE JAMES E, THEY GOT THE PROPERTY AT ONE POINT THINK THEY WERE GOING TO BUILD A MUSEUM WITH A WORLD WAR II GUN MOUNTS OVER THERE. IT'S ALWAYS BEEN THERE. AS WE ARE BUILDING THESE DORMS, THEY NEED UTILITY EASEMENTS TO GET OVER TO WHERE THEY ARE BUILDING THE COTTAGES AND DORMS. A STANDARD REQUEST
WE DO THESE. >> I WILL SECOND. MOTION AND SECOND, ALL THOSE IN FAVOR, SAY AYE. ANY OPPOSE, SAME SIGN.
>> HOLD ON . I NEED TO GO BACK. I APOLOGIZE. I HAVE A QUESTION I NEED TO ASK. WHAT ARE WE DOING ON PROJECT MANAGEMENT? ARE WE DIVIDING OR NOT PUTTING ALL UNDER ONE? -- THAT'S WHAT I NEEDS TO KNOW. THE NUMBERS PRETTY LARGE.
>> IS A BASIC NUMBER BUT IS THESE ADDITIVES. IF WE HAVE ADDITIONAL SURVEY WORK, THERE'S A NUMBER ALLOTTED FOR THAT. THE MAC THIS IS A LARGE NUMBER FOR JUST AN ENGINEERING CONTRACT.
I CAN'T REMEMBER. IT COMES FROM THE FEDERAL GOVERNMENT. THE MAC
TREASURY. THE BP OIL SPILL. >> I'M A LITTLE CONCERNED ABOUT THE NUMBER ON HERE. IF YOU'RE GOING TO ASK, I WOULD NOT MIND IF THAT WOULD COVER EVERYTHING.
>> THE NUMBER INCLUDES THE PROJECT MANAGER UNDERNEATH
THAT. >> THAT'S WHAT I'M TRYING TO
CLARIFY. >> I LET SCOTT SPEAK TO THE NUMBERS. THE BUDGET IS THE BUDGET. IT'S ALREADY BEEN
PREAPPROVED BY TREASURY. >> I THOUGHT IT WOULD INCLUDE EVERYTHING THAT WOULD BE NEEDED. USING ADDING TO
SURVEYS. >> I'M TALKING CONSTRUCTIVE 'S.
THE LINEAR FEET NOW THAT THE PRICE BY HAS CHANGED. THE ADDITIVES DO NOT -- IT SOUNDS LIKE YOU ALREADY GOT IT. HE'S GOING TO BE THIS UP CONTRACTOR OF THIS CONTRACT.
>> EVERYTHING ELSE GOES OUTSIDE THE ENGINEERING DOLLARS. EVERYTHING ELSE GOES TO CONSTRUCTION. BASIC THE ALMOST TWO THIRDS. UNDERNEATH THAT NUMBER.
>> IN THIS NUMBER, WHICH IS HUGE , THAT'S GOING TO BE PROJECT MANAGEMENT, WHICH HE'S GOING TO DO, WHICH IS GOING TO BE SEPARATE FROM ENGINEERING. WE LIKE TO DO THAT. WE DON'T WANT THE SAME PEOPLE OVERSEEING KIND OF LIKE THE FOX WATCHING
THE CHICKEN COOP. >> ANY SAW COSTS COVERED TO THIS. WHATEVER ELSE HAS TO BE DONE , THE SIZE AND THE BID .
[00:50:06]
JUST ABOUT THE SURVEY THAT YOU SAID. IS THAT INCLUDED INTHIS? >> ALL THE SOFT COSTS ARE IN HERE AND THERE ARE GOING TO BE SOME CONTRACTORS AND LAND.
>> THE CONSTRUCTION BUDGET WILL BE OBVIOUSLY FROM THE REST OF
THE SEVEN POINT MILLION. >> CORRECT. MACBOOK PERCEPTION BUDGET IS MILLION. I DON'T REMEMBER FROM THE TOP OF MY HEAD. THAT'S WHY WAS ADDITIVES ALTERNATE ADDITIVES, BECAUSE WE MAY NOT BE ABLE TO BUILD EVERYTHING WE SAID WE WERE GOING TO BUILD ONLY ORIGINALLY DID THIS BUDGET, BECAUSE THE BUDGET WAS DONE SEVEN OR EIGHT YEARS AGO.
>> I JUST WANT TO MAKE SURE THERE'S NO ADDITIONAL SOFT BECAUSE WE HAD THAT COMING BEFORE. WE PUT THAT CLEARLY ON THE RECORD. ALL THE ENGINEERING AND PROJECT MANAGEMENT AND SURVEYING EVERYTHING UP TO CONSTRUCTION IS IN THIS AND NO
MORE. TURNKEY IS THE WORD. >> THEY ARE PRETTY STRICT WITH THIS. THIS BUDGET IS SOLID. WE HAVE TO MAKE AN ADDITION OR DEDUCTION , WE CANNOT DO MORE THAN 10% OVERALL. NOT ALIGN OUT OF THIS PROGRAM. THESE NUMBERS ARE PRETTY SOLID AND
PRETTY TIGHT. >> THIS IS GOT TO BE IT. NO MORE ADDITIONS TO THE SOFT COST BUT IF IT IS, I COMES OUT OF THIS NUMBER, DOES NOT GET ADDED. I WANT MORE FOR CONSTRUCTION JUST LIKE YOU DO FOR ENGINEERS AND PROJECT
MANAGERS. >> WE ALSO HAVE OUR GRANT ADMIN THAT'S ARTIE BEEN DONE. AS PART OF THE OVERALL WORK IS BEING DONE. GRANT WORKS IS DOING ADMIN ON THIS.
>> IS THAT HERE TOO >> YOU ALREADY AWARDED THAT.
THAT'S A SEPARATE NUMBER. >> WHAT WAS THAT NUMBER? YOU MAKE IT WAS ABOUT , I WANT TO SAY 190 SOMETHING , 190,000.
>> THAT'S BASED ON WHAT? WAS IT A PERCENTAGE? YES, THAT'S WHAT
THEY DO IT. >> IT'S ALL GRANT FUNDED.
>> I GET IT. , SO 7.5 MILLION, RIGHT? DIVIDED BY 7.5 MILLION,
THAT'S ABOUT 1/2%? >> YOU ARE DOING THE MATH. I
CAN'T DO IT. >> THAT'S FINE. I'M JUST
CHECKING. >> ACTUALLY, IT'S NOT TAXPAYER MONEY. IT'S PENALTY REWARD FROM THE BP OIL SPILL.
>> SO SETTLEMENT MONEY. >> IS STILL TAXPAYER MONEY.
>> I GET IT. THEN I PRINTING THIS MONEY. IT STILL TAXPAYER MONEY. THAT'S FINE. THIS IS IT. THIS IS ALL . EVERYTHING HAS BEEN AWARDED AND EVERYTHING ELSE GOES TO CONSTRUCTION.
>> THANK YOU, JUDGE. SORRY ABOUT THAT.
[4. Discuss and consider approval of renewal of the Lone Star Unmanned Aircraft Systems (LSUAS) Interlocal Agreement with Texas A&M.]

YOU HAD YOUR STAFF. I WAS OUT THERE. A FEW MONTHS AGO, IT WAS AMAZING TO SEE THESE. YOU THINK THE DRONES ARE KIND OF THE COMMERCIAL ONES THAT YOU CAN BUY AT THE STORE. THESE ARE HUGE. THE WINGSPAN 14 FEET WIDE.
>> THE ONE THING THAT'S REALLY COOL ABOUT THE PROGRAM, THERE ONE OF THEM AND IN THE NATION THE AND THAT NATIONAL AIRSPACE.
>> IN THE NATION ELFLEIN THE SPACE. I MEMBER THAT WAS
AWARDED AND A BIG DEAL. >> THE BEGINNING OF THIS CONTRACT WHEN IT WAS DONE WAY BACK IN 2018, A LOT OF STUFF HAS HAPPENED SINCE THEN. TECHNOLOGY HAS GOTTEN BIGGER AND BETTER. WE WANT TO MAKE SURE WE HAVE OAKS LIKE THESE IN OUR BACK POCKETS. SO IF WE NEED THEM, WE'VE GOT THEM , AND WE DON'T HAVE TO GO LOOKING FOR THEM AT THAT TIME. SPEWING THE INFRARED AND ALL THE SENSORS THEY USED , EVEN DURING BROAD DAY, REMEMBER IT WAS A BEAUTIFUL SUNNY DAY. THEY WERE
[00:55:01]
STILL ABLE TO USE THE DIFFERENT CAMERAS THEY HAD. THEY WERE TALKING ABOUT USING IT FOR EMERGENCY RESPONSE JUST FOR ALL KINDS OF APPLICATIONS THAT THEY HAVE. MOST, IF NOT CALL THE PILOTS THERE MENTIONED THAT THEY ALL HAVE MILITARY EXPERIENCE. THEY WERE FORMALLY IN THE MILITARY FOR GETTING THE CIVILIAN JOBS AND NOW WORKING . IT'S A GREAT PARTNERSHIP. IT'S A GREAT RESOURCE TO HAVE. THE FACT THAT WE CAN GET THEM TO FLY OUT OF THE, THE COUNTY AIRPORT IN BROWNSTOWN EVER SO OFTEN IS PRETTY NEAT.>> WE ARE GLAD TO HAVE THEM. >> SHRINKS.
>> GOOD JOB MAN, THANK YOU. >> HIM AGAIN EMOTION?

MOTION PASSES, THANK YOU VERY MUCH. ITEM NUMBER SIX , I RECEIVE AN UPDATE FROM ANNA, NOT LULU ON OUR PROJECTS ANDOTHER MATTERS . >> GOOD MORNING.
>> IN MORNING, HOW ARE YOU. >> I'M GOOD. BASICALLY THE ATTACHMENT WAS KIND OF REVISED THAT WE HAVE BEEN SHOWING THESE PAST FEW DATES WHERE IT SHOWS THE ALLOCATED AND UN-ALLOCATED AND REALLOCATED AMOUNTS. BASED ON THAT, WE ALSO SENT AN ATTACHMENT, EARNING AN ATTACHMENT WE DID GET A REFUND ON ONE OF THE NONPROFIT ORGANIZATIONS. THAT'S 49,000. THAT'S AVAILABLE. WAS ONE OF THE ATTACHMENTS. THE THIRD ATTACHMENT WAS HOW WE CAME UP WITH THE BREAKDOWN OF HOW WE CAME UP WITH THE REALLOCATED AMOUNTS FOR THE PIPING. THIS WILL PIPING AND THE REALLOCATION OF THE COUNTY
COURTHOUSE RULES. >> IS THERE ANY QUESTIONS ON
THOSE. >> WHEN I GAVE THE WORK ON THE FULL AMOUNT THAT WAS UNALLOCATED , AND REALLOCATED PROBABLY TO THE. IT'S 8,000,400 FOR 21 , RIGHT?
>> ON THAT DATE. >> ON JULY 26, 2023.
>> SO RIGHT NOW, WE ARE KIND OF ALLOCATING THE 4,000,297 TO FIVE 588. AND IT'S AT 4 MILLION -- THAT TAKES AWAY ALL THE $8 MILLION THAT WE UNALLOCATED FOR THE PROJECTS,
RIGHT? >> THAT WE USE OF EVERYTHING EXCEPT FOR THE BALANCE AT THE BOTTOM, THE 49,000.
>> YES, AT THAT TIME. >> SO, I'M GLAD WE FINALLY HAVE SOMETHING TO SHOW THE ALLEGATIONS. THE 49,000 , YOU KNOW, WE STILL HAVE THE TO USE THE MONEY FOR AT LEAST 550,000 FOR THE GENTLEMAN. I GUESS WHEN ONE COMES, I'M TO WORK IT OUT IN A DIFFERENT AREA AS FAR AS MAINTENANCE. HE'S GOING TO TRY TO COVER THIS THING OUT TO.
>> WE STILL CAN USE THE MONEY FOR THE JAIL ROOM.

WE HAVE . >> WE WERE BASICALLY ON THIS JUST SHOWING WHERE WE CAME FROM THIS ALLOCATED TO THE SEWER PIPES WHERE WE FROM THE ALLOCATED TO THE PROJECT. THE ROOF PROJECT FROM THE COURTHOUSE AT THE JAIL OR WHATEVER, THIS IS ALL THE MONEY WE HAVE NOT -- WE HAD THE POTENTIAL FUNDS THAT IS GOING TO BE FOR ANOTHER ITEM WE HAVE FOR GRANT WORKS IN THEIR CONTRACTS. THESE ARE ALL THREE SEPARATE THINGS THAT ARE VERY CONFUSING WHEN HE TRIED TO DO THEM ALL AS ONE. THIS IS WHAT WE ARE DOING RIGHT NOW. YOU ASK TO BREAK DOWN HOW IT CAME ABOUT.
>> OTHER THAN THAT RIGHT NOW, AND OUR BREAK DOWN, THE ONLY UNALLOCATED FUNDS WE HAVE IS THE 49,000 THAT
>> GOOD CALL I WILL . >> WAS ON THAT ITEM.

SAY SIDE. MOTION PASSES. ITEM NUMBER 10, REIMBURSEMENTS UPDATE. THANK YOU VERY MUCH.ATTACHMENT? >> THE ONE ATTACHMENT WITH REIMBURSEMENT REQUESTS , THESE OTHER WORDS FOR REIMBURSEMENT , THESE ARE BASICALLY THE SAME REIMBURSEMENTS THAT WE HAD IN THE LAST PRESENTATION OF THE. IF YOU SEE THE WORK WILL STEP , EXCESS COMPLETE. WHEN IT'S COMPLETE, THAT MEANS YOU HAVE ALREADY REFUNDED AND REIMBURSE THE COUNTY . WITH THIS PARTICULAR OF THE COVID-19, IT WAS ACTUALLY UP FRONT MONEY.
SO WE REALLY DID NOT GET REIMBURSEMENT FROM IT, BECAUSE WE GOT UP FRONT MONEY. BUT THIS WAS TOWARDS THAT UP FRONT
MONEY. >> IT SHOWING THAT WE HAVE COMPLETED THE REQUIREMENTS FOR THE AND THEY HAVE ACCEPTED OUR EXPENSES OUT OF THAT. WE MAKE IT THERE WAS AN ADJUSTMENT, THAT'S THE ADJUSTMENT AMOUNT. SO, THE TOTAL ELIGIBLE IS WHAT IS TOWARDS THE UP FRONT MONEY TO THE ADVANCE MONEY.

>> SO, THE ONE THING WE KNOW THAT'S BEEN REJECTED HAS BEEN THE MEALS FOR THE 69,000, RIGHT?
>> CORRECT. >> WE DON'T KNOW WHAT THE $24,000 IS, YOU NEED TO GO LOOK ?
>> IT'S NOT FINAL YET. >> THE ONLY FINAL WAS THE

WE DID GET AN AWARD IN LATE NOVEMBER FOR THE APPLICATION THAT WE SUBMITTED FOR OTHER EXPENSE IS THE WERE NOT APPROVED THROUGH THE VACCINATION GRANT. THAT WAS $1,981,531.76. THOSE, WE HAVE TO SUBMIT REQUESTS FOR REIMBURSEMENT. WE HAVE THE BACKUP DEGRADATION FOR THE PAYMENT AND GO BACK AGAIN.

WE KNOW YOU REAPPLIED FOR THE 122 SOMEWHERE ELSE. THAT'S NOT BEEN TALKED ABOUT YET OR DECIDED UPON. WE DON'T KNOW THE 24,000 IS. BUT THEN IT'S 1.9 ON THE SECOND SHEET THAT WE JUST GOT. ANOTHER ONE .9 IN ADDITION TO THE 2 MILLION.
>> IT COULD OFFSET THE 2 MILLION.

>> THE 2 MILLION WAS AN ESTIMATE WE WOULD HAVE THAT EXPENSE. THE 2 MILLION WE RECEIVED AN ADVANCE ON WAS ONLY FOR VACCINATION. THAT'S WHAT WE TOLD HIM THIS IS WHERE WE GOING TO SPEND. WE HAVE NOT SPENT 2 MILLION TOWARDS VACCINATIONS. WE HAVE SPENT 2 MILLION.
>> BUT WE HAVE SPENT THE 2 MILLION, RIGHT? HE
>> THAT'S WHAT I'M SAYING. WE DON'T KNOW WHERE THE MONEY WENT TO, REALLY. TO TELL US HOW MONEY WAS ACTUALLY SPENT, EXCEPT FOR THE MONEY THAT WENT TO VACCINATION THAT THERE

THAT POSSIBLY IS ELIGIBLE. >> IF THE RECEIPT WAS SUBMITTED UNDER THE PATIENT, BUT IT WAS STATED AS TESTING , STILL COVERED, BUT IT WAS TESTING , THEN THEY REJECTED IT. SO WE SUBMITTED AN APPLICATION FOR ALL OTHER EXPENSES RELATED TO COVID-19 FOR THEM TO REVIEW. NOW EVERY EXPENSE STILL HAS TO BE REVIEWED AND APPROVED BY THE. SOME WILL GET REJECTED AND SOMEONE. IT DEPENDS ON WHAT KIND OF BACKUP THE PATIENT THEY WANT TO SEE AND THEY MAY OR MAY NOT HAVE.

I WANT TO COMMEND THE, BECAUSE I KNOW SHE'S GOING TO BE VERY HARDHEADED ABOUT THAT AND MEETING THE PEOPLE AT THEIR IN THE DOCUMENTATION. IT'S WHAT THE COUNTY NEEDS. IT'S WHAT WE HAVE TO HAVE TO BE REIMBURSED.

THAT'S WHAT EMERGENCY MANAGEMENT IS GOING TO BE ATTEMPTING TO HAVE CORRECTED .
>> ON THE SIDE IS, COMMISSIONERS, AND YOU HAVE SOMETHING IN YOUR AREA, YOU ORDER SOMETHING YOU WANT OR DEMAND NOTHING OUT THERE. HELPFUL FOLLOW-UP AND KEEP THE RECEIPTS AND TURN THEM IN. PAPER TRAILS AND EVERYTHING.

>> IN ORDER TO CREATE THE ORDER. THE MAC AND IMPROVE THE
ORDER. >> SHE JUST HAD SOME LAST-MINUTE CHANGES BEFORE VOTING ON THING WITH LAST MINUTE CHANGES. I WOULD LIKE TO KNOW WHAT THEY ARE.
>> I WOULD LIKE TO -- MEANING OF THIS ORDER AND WHAT IT'S ALL
SAYING. >> SO DO YOU WANT TO PULL THAT
ITEM INTO EXECUTIVE? >> I JUST WANT YOU TO EXPLAIN
IT. >> WE CAN DO IT OUT HERE AFTER EXECUTIVE , MAYBE GET THE INFORMATION.
>> DOES NOT HAVE TO BE EXECUTIVE. I DON'T CARE WHERE WE DO IT, I JUST WANT TO UNDERSTAND IT.
[12. Discuss and consider upcoming Commissioners Court meeting date(s), workshop date(s), and related matters.]
NUMBER 12 , DISCUSSING AND CONSIDERING UPCOMING COMMISSIONERS MEETING DATE , WORKSHOPS AND MATTERS. I KNOWTHERE'S A CONFLICT FOR JUNE. >> JUDGE, CAN I APOLOGIZE TO THE WORK. I DID NOT NOTE THE TWO BACK-TO-BACK MEETINGS IN JUNE. I WOULD LIKE TO ASK THE COURT THAT WE MOVE THE JUNE 12 MEETING TO TUESDAY, JUNE 18TH , BECAUSE JUNE 19TH IS JUNETEENTH. AND JUNE 26TH, I BELIEVE IS THE COMMISSIONERS CONFERENCE, COMMISSIONER AND COUNTY JUDGE CONFERENCE. I WOULD LIKE TO SEE WE CAN MOVE WEDNESDAY, JUNE 12, TO TUESDAY, JUNE 18TH IF NO ONE HAS OBJECTION TO THAT, PLEASE.
>> WEDNESDAY, JUNE 12, TO TUESDAY, JUNE 18TH. IF SOMEONE DOES NOT LIKE JUNE 18TH, IS JUST ANOTHER ONE THAT I'VE COME UP WITH. JUNE 19TH AND JUNE 26 IS OUT. IT WOULD BE MY
MOTION. >> WE HAVE A MOTION AND A SECOND. ANY OTHER DISCUSSION DIXIE ANYBODY HAVE A CONFLICT
WITH THAT PROBLEM? >> I JUST MAY HAVE TO ZOOM IN
FOR THAT MEETING. >> AS LONG AS I GET A SIGNAL OF CLIMATE TIME-OUT AND ZOOM IN. AS LONG AS EVERYONE ELSE'S
[01:25:06]
HERE, TO ZOOM IN HALF >> I'M GOOD WITH THAT. IF WE NEED TO MOVE IT, WE NEED TO MOVE IT.
>> AS LONG AS THERE'S THREE PEOPLE HERE.
>> AS LONG AS MAY HAVE A PHYSICAL QUORUM.
>> THAT WE HAVE TO HAVE A MOTION DIXIE OR DO WE JUST MOVE
IT. >> ALL THOSE IN FAVOR, SAY I ANY OPPOSE, SAME SIGN. WE ARE MOVING OUR JUNE 12 TO JUNE
[1. Discuss and consider approval of Memorandum of Understanding between Nueces County and Youth Odyssey for programs relating to the Truancy Prevention Initiative. Programs will be fully funded through grant funding with no cash match.]
>> MOVING ON TO ITEM B1 , DISCUSS AND CONSIDER THE APPROVAL , THE OASIS COUNTY AND YOUTH ODYSSEY. RELATING TO TRUANCY, THIS IS A NO CASH MATCH, EVEN -- I DON'T THINK WE NEED ANNA TO EXPLAIN THE CASH MATCH . I MAKE THE MOTION
>> WE HAVE A MOTION AND A SECOND. ANNA IS BACK. IF YOU HAVE ANY QUESTIONS FOR HER TO SAY NO CASH MATCH, THERE IS NO MATCHING FUNDING. ALL THOSE IN FAVOR, SAY. ANY OPPOSE, SAME SIDE , MOTION PASSES. MOVING ON TO PUBLIC WORKS, RECEIVING
[1. Receive update from Director of Public Works, County Engineer, regarding the Nueces County Courthouse and Jail roof project including the sewage piping project, and other related matters.]
UPDATES FOR REGARDING COURTHOUSE PROJECT IN GENERAL PROJECT. INCLUDING YOUR PIPING PROJECT AND OTHERRELATED MATTERS. >> IT'S GOING TO BE PRESENTING FOR THE SEWER PIPING AND THE ARCHITECT IS GOING TO BE CAN PRESENTING FOR THE GROUP PROJECT FONT. I'M GOING TO
HAND OUT -- >> GOOD MORNING, JUDGE AND COMMISSIONERS. WE ARE GOING TO MAKE TWO PRESENTATIONS TODAY .
ONE IS FOR THE ROOF PROJECT. AND GIVING A PRESENTATION ON
THE ROOF PROJECT. >> THANK YOU. COMPLETING THE DOCUMENTS FOR REROOFING THE COURTHOUSE , ALSO INCLUDES REPLACING SKYLIGHT, ALSO INCLUDES THE ROOF OVER THE BREEZEWAY INTO THE JAIL AND ALSO INCLUDES THE JAIL.
>> CAN I INTERRUPT YOU VERY QUICKLY. HE WANTED THIS A WHILE
BACK, RIGHT QUICKLY >> YES. WE VOTED -- I JUST WANT TO CLARIFY TO MAKE SURE THEY DON'T WANT US TO THINK WE DID A DUPLICATION. WE WERE NOT AWARE THIS WAS ALREADY DONE WHEN WE ASKED THE TEXAS ROOFING STATE.
>> I THINK THE OTHER EFFORT WAS FOR THE JAIL ONLY.
>> IN ANY CASE, I THINK YOU'VE JUST BEEN DISTRIBUTED OF THE SUMMARY OF THE COST ESTIMATE THAT WE HAVE PREPARED SOME TIME AGO. IT'S BEEN UPDATED PERSONAL VALUES. IT'S A COMPLETE TEAR OFF DOWN TO THE BARE CONCRETE INSTALLATION.
>> I THINK, JUDGE, WAS NOT DUPLICATE. I THINK WE WANTED TO BRING IN SOMEONE WHO HAD A SPECIFIC ROOFING EXPERIENCE TO MAKE SURE WE WERE NOT , NO OFFENSE, BUT OVERDOING AND THAT WE WERE DOING ONLY WHAT WE NEEDED TO DO FOR THAT ROOF. I DO THINK IT WAS INTENTIONAL, BECAUSE I DON'T KNOW HOW.
>> THESE PRICES. >> WE WERE GOING TO SPEND $25,000 TO BEFORE WE SPEND 10 THE WAY WE NEEDED TO.
[01:30:03]
>> HAVE YOU BEEN CONTACTED BY THAT PERSON AT ALL ?
>> WE SENT IT THE DAY WE SIGNED IN COURT.
>> I REACHED OUT TWICE MYSELF.
>> I CAN REACH OUT. I JUST DO NOT KNOW YOU'RE HAVING TROUBLE.
I WILL BE HAPPY TO REACH OUT. I'M GOING TO TELL YOU, I'M NOT COMFORTABLE SPENDING $10 MILLION UNTIL WE HAVE THAT
CONSULTANT AND LOOK AT IT. >> WE WILL FINISH WHAT THEY WORKED ON.
YOU AN UPDATE ON THE ESTIMATES. HONESTLY, I'M NOT SURE WHAT THIS IS IS ON YOUR DELIBERATIONS. OBVIOUSLY, YOU ALTERNATIVES, THAT TIME. WE WILL JUST SAY WHEN WE DID OUR PROJECT, WE EVALUATED LESSER COST ALTERNATIVES LIKE AN OVERLAY THEIR VARIOUS TECHNOLOGIES HE CAN DO TO REJUVENATE A ROOF TO OVERLAY A ROOF . THERE ARE PEOPLE WHO WILL SAY THAT GIVES YOU 10 YEARS TO PEOPLE THAT WILL SAY IF THEY WILL GIVE YOU 20 YEARS. IN FACT MATTER OF HOURS. , AT SOME POINT, EVEN BY CODE, AT SOME POINT, YOU REACH A POSITION WHERE THERE'S REALLY NO ALTERNATIVE BUT TO LEAVE RACE THE ROOF. THAT'S OUR OPINION IS THAT THAT'S WHERE YOU ARE WITH THIS ROOF NOW. ANY KIND OF OVERLAY WILL BE SHORT-LIVED. ADD WHAT MAY NOT PROVIDE THE SERVICE THAT YOU WOULD LIKE AND THAT THE BUILDING DESERVE. WE FOUND NO GOOD ALTERNATIVE UNDER THE COMPLETE TEAR OFF. THE NEW CODES PERMIT YOU TO DO, IF I'M NOT MISTAKEN, TO OVERLAYS, IS THAT RIGHT XE TO OVERLAYS ON THE ROOF, AND THEY ARE OBLIGATED TO TAKE IT OFF. CONTINUING OVERLAYS ON THE ROOF BASICALLY DEGRADES THE ROOF AND IS NOT ACCEPTED BY CODE.
WE FOUND IN OUR EVALUATIONS THAT'S OUR OPINION THAT THE PROPER THING TO DO IS A COMPLETE REROOF . YOU WILL GET BETTER ENERGY PERFORMANCE IN THE PROCESS OVERLAYING DOES NOT CHANGE THE INSTALLATION AND ALL THIS BASICALLY GIVES YOU NEW HIRE PERFORMANCE INSULATION THAT THE BUILDING WILL BENEFIT FROM. IT WILL GIVE YOU A ROOF THAT WILL SERVE MANY MANY YEARS
IN THE FUTURE. >> AND ASK A QUESTION? I THOUGHT THE TOTAL NEW ROOF WAS THE COURTHOUSE BUILDING AND WE CAN DO A MAINTENANCE AND NO RELAY POSSIBLY ON THE JAIL BUILDINGS , BECAUSE THEY WERE ONLY A SINGLE ROOF WE COULD DO THAT PROCESS TO MAINTAIN AND MAYBE EXTEND THE LIFE ON.
>> I THINK THAT IS CORRECT. THE DOCUMENTS WE PREPARED WERE
COMPLETE OVERLAY -- >> COMPLETE NEW ROOF EVEN FOR THE JAILS. THIS PRICE IS VERY HIGH.
>> THE TOTAL IS. >> BUT IT'S BROKEN OUT. WE HAVE THE ABILITY TAKE OUT THE JAIL ENTIRELY AND NOT BAD AT ALL AS PART OF THIS PROJECT. IT'S ENTIRELY ACCORDING TO YOUR JUDGMENT, WHAT YOU WANT WITH THE COURTHOUSE.
>> THIS, JUDGE, IS EXACTLY WHY WE MAKE THE DECISION TO HIRE THE PERSON. I DON'T HAVE A CLUE. I DON'T KNOW WHAT THEY NEED. THIS IS WHY THE COURT MADE THAT DECISION. I'M SENDING AN EMAIL OUT AND REACHING ON TELL THEM TO CONTACT YOUR OFFICE AND I WILL CALL THEM AS WELL TOO. I NEED A
LITTLE HELP ON THIS. >> WHEN WE DID THE 25,000, WE APPROVED FOR HIM TO COME IN THE PREVIOUS COURT THAT WE ALREADY
APPROVED. >> WE ALREADY HAVE ONE ALREADY.
ONE, UNDERSTANDING WAS THESE NUMBERS WERE OLD. THIS HAD BEEN DONE A LONG TIME AGO. WHEN I GOT THE DOCUMENT YESTERDAY, IT SAYS IT WAS DONE FAIRLY RECENTLY.
>> I THINK MOST OF THE WORK WE DID WAS JUST THAT SUMMER.
MAYBE SIX MONTHS OLD. >> ONE CAN PROBABLY ANSWER THE QUESTION. THE MIKE WHAT ROOFER WAS INVOLVED IN MAKING THIS DETERMINATION. WHAT ROOFING EXPERT DIGITAL CONSULT WHEN YOU'RE COMING UP WITH WHAT WE NEED TO DO.
>> I THINK COMMISSIONERS COURT HAVE HIRED A PREVIOUS ROOFING CONTRACTOR PRIOR TO THIS PROJECT. I THINK IT'S
[01:35:06]
AMERITECH. >> IT WAS SOME CONTRACTOR THAT CAME IN AND DID AN ASSESSMENT ON THE ROOF.
>> BEST THE ONE YOU HAD THAT WAS 2021 OR SOMETHING. WE WERE TOLD US THE REASON OR THE OTHER. BECAUSE THE AGE AND
DATE OF IT WAS SOLD. >> IT WAS THE YEAR BEFORE YOU CAME ON, JUDGE. I THOUGHT WE DID A COMPLETE ASSESSMENT ON THE WHOLE ROOF. AT FIRST, WE HAD, WITH 5 MILLION OR WHATEVER. AND NOW IT'S SAYING WE ARE NOT. OF COURSE, THE MORE. THE JAIL, WE DON'T HAVE TO INCLUDE THE JAIL , I CAN BE ONE OF YOUR MAINTENANCE OPERATIONS, YOU KNOW.
>> TALK INTO THE MICROPHONE. THEY CANNOT HEAR YOU ONLINE.
>> I THINK THAT'S THE REASON WHY ON THE SUMMARY SHEET, COMMISSIONERS UNDER BUILDING NUMBER ONE, WHICH IS THE MAINTENANCE COURTHOUSE , THERE'S AN ESTIMATED COST OF ABOUT 3.4. AND FOR THE SKYLIGHTS, BECAUSE SKYLIGHTS , WE HAVE THEM LOOKING AT THE SKYLIGHTS.
>> WILL THAT BE A REPLACEMENT OF THOSE?
>> YES. THIS WAS BACK IN THE 1970S. RIGHT NOW , THAT'S SOMETHING TO BE DONE FOR THIS PROJECT. AND THE OTHER PART IS THE BUILDINGS TWO AND THREE COLLEGES THE OLDER JAIL .
THAT'S ABOUT 1.2 OR ONE POINT THREE. AND THE BUILDING WHICH IS THE NEW JAIL, TWO POINT FOUR.
>> IT'S IN MY UNDERSTANDING, THE GENERAL ARE A ONE TIME ROOF. THERE COULD BE A MAINTENANCE APPLIED TO THEM
THAT WOULD EXTEND THE LIGHT. >> REALLY WE'RE JUST TALKING ABOUT SKYLIGHT BUILDING ONE, THOSE ARE THE MAIN BUILDING, RIGHT ? WE'RE TALKING $6 MILLION OR 6,000,000.5?
>> BEFORE THE TOWER? >> DON'T LEAVE THE TOWER.
>> IT'S A LITTLE MORE THAN SIX.
>> IS A PORTION OF BUILDING TWO AND THREE. BUILDINGS TWO AND THREE IS THE BREEZEWAY AND CENTRAL PLAN AND THE OLD JAIL.
SO, REALLY THE BREEZEWAY CENTRAL PLANT WHAT WE CALL UTILITY REPRESENTS MAY BE A QUARTER OR A THIRD OF THAT 1.2 MILLION. THIS SHOULD BE ABOUT 300,000 OR SO. SO WHAT WE ARE SAYING NOW IS 3.8 FOR THE ROOFING OR THROUGH BY A ROUGHLY FOR THE SKYLIGHT. THAT WOULD TAKE ALL OF THE ORIGINAL ROOMS REDONE AND THEN THE JAIL FOR THE OVERRULING. I APOLOGIZE FOR NOT HAVING IT ROLLED IN. WE ARE JUST FOR DISCUSSION THIS MORNING WE REALIZED THERE HAD BEEN BROKEN OUT.
>> IS A PIECE OF THE THIRD ITEM. I PRESHAPED UPDATE AND I THINK WERE GOING TO HAVE TO CONSULT THE OTHER PERSON. THE ROOFING IS DONE, IF WE CAN MOVE ON I GUESS TO THE TYPES. AND
WE WILL BRING THAT BACK. >> ARE WE READY TO GO FOR BIDS
ON THE ROOF. >> WE ALREADY APPROVED THE OTHER COMPANY TO COME AND ASSESS . WE'VE ALREADY HIRED THEM INTO A CONTRACT WITH THEM. WE NEED TO BRING IT BACK. IF YOU CANNOT GET A HOLD OF, COMMISSIONER CHESNEY . WHEN WE WANT TO BRING THIS BACK FOR THE NEXT MEETING IN THE FIRST
MEETING IN FEBRUARY. >> THIS WHOLE THING, THE ROOF PIPING IS NOT FOR EVERYBODY ELSE LESS FUNDING, RIGHT? WE DON'T KNOW HOW MUCH IS BEING SPENT AND HOW MUCH MONEY.
[01:40:01]
>> IT'S PUTTING A HOLD ON EVERYTHING.
>> WE NEED TO MOVE ON THESE TWO PROJECTS. REALLY, WE NEED TO MOVE . I THINK YOU'RE READY FOR THAT, RIGHT? ARE YOU READY TO HAVE NOT MOVED FORWARD ON THE BOMBING IN THE ROOFING?
>> THE ROOF, I THINK IS GOING TO BE A DECISION --
>> IF YOU GET IN TOUCH WITH HIM, WE CAN GET THE ROOF BACK ON FOR THE NEXT MEETING. WE ALREADY APPROVED AND HE HAS NOT
COME. >> HE HAS TIME TO DO THE EVALUATION. HE CAN'T DO THAT IN THE WEEK.
>> WHEN DID WE VOTE ON THAT? >> I DON'T KNOW ANYONE WHO'S GETTING A HOLD ON HIM. I DEAL WITH THEM ON A REGULAR BASIS.
>> YOU DO? >> YES. I DON'T EVER HAVE A PROBLEM GETTING A HOLD OF HIM.
>> AND HE HAS NOT BEEN HERE. YOU'VE ALREADY BEEN NOTIFIED HE'S BEEN HERE. I THINK WE CONTACTED HIM, YOU SAID IT WAS
>> WHEN YOU ASK FOR THE ASSESSMENT, WE HAVE TO MOVE
FORWARD. >> I HAVE NOT DONE ANYTHING SINCE WE VOTED ON THIS, GEORGE. I'M HAPPY TO TAKE IT ON.
>> LET'S ADJUST TO SEE IF HE'S AVAILABLE OR HAS DONE ANYTHING.
JUST ANOTHER UPDATE. THE ROOFING SECTION. NOW WE MOVE FORWARD AND YOU COULD TELL US ABOUT THE PLUMBING ISSUE.
>> THANK YOU, JUDGE AND COMMISSIONERS. PRESENTATION FOR THE PLUMBING LINES AND REPLACEMENT OF THE PLUMBING LINES AT THE COURTHOUSE IN THE JAIL. NEXT SLIDE. JUST A BRIEF PROJECT SCOPE. WE HAVE BEEN HIRED TO DO AND PROVIDE THE INSPECTION AND EVALUATION OF THE VISITING CONDITION. TO FIND OUT HOW MANY AREAS WE NEED TO CHECK AND WHAT WE NEED TO DO. WITHOUT OTHERS APPROXIMATELY 6500 LEAD IN THE PIPE AND ACCORDING -- NEW JAIL. APPROXIMATELY 25 THOUSAND FEET THAT WE NEEDED TO EXPECT IN CHECK . WE PERFORM THE INSPECTION ON IT. 90% OF THE ACTION IS COMPLETED.
WHAT WE ARE FINDING OUT IS WHAT EVERYBODY THOUGHT OF IS OLD , ALMOST 40+ YEARS OLD TYPE. IT'S ALMOST TO ITS LIFE.
I COULD SHOW THE PICTURES AS WE GO FURTHER DOWN. IT NEEDED TO BE DONE SOME THING. WE TALKED ABOUT THAT. WE MADE A CONTRACT HAS BEEN WORKING IN THE COURTHOUSE. SO, WE HIRED HIM AS OUR SUBCONTRACTOR ABILITY AND INSPECTIONS AND NEW INVESTIGATIONS. THAT'S HOW WE CAME UP WITH ALL THE PICTURES. THE PICTURE STARTS NEXT. NEXT SLIDE, PLEASE. YOU CAN SEE THE SMALL PIPE AND PLUMBING PIPE . IT'S A CAST ON PIPE . HE DISTILLS THE IT COMING THROUGH THE THING. IF YOU LOOK WHERE THE MATERIAL IS DIFFERENT , THIS IS TAKING CARE OF IT AND IT'S CREATING MORE DAMAGE. IF YOU LOOK THERE'S A HANGER ON THE LEFT SIDE HANGING OUT THERE. THERE'S NO SUPPORT .
IT'S BROKEN OFF OR PROBABLY NOT INSTALLED. IT IS HANGING OUT THERE BY . WE FOUND THE SITUATION. IF YOU LOOK AT THE BIG GREEN PIPE. IS SUPPORTING ON ITS OWN. AND IT'S A CONNECTION SINCE SO FORTH. NEXT ONE. THIS IS THE MAIN HAROLD PIPE HUMMING FROM THE JAIL. IT'S A PIPE THAT'S GOES OUT THROUGH THE DISCHARGE LINE. SEE THE CRACK AHAZ. AN IMAGE THE AXIS WHERE IT BACKS UP OR ALL OF THAT. THAT THING HAS TO BE -- IT'S AT THE END OF HIS LIFE.
>> THIS IS COMING FROM ONE FLOOR TO ANOTHER WAR.
NORMALLY, WE HAVE A CLIENT SUPPORT. THE PIPE DOES NOT GO FROM ONE OF THAT'S ALSO COVERED I CAN JUMP IN AND I ARTIE TALKED ABOUT THE CONCERNS. THAT THE NEXT LIGHT. IT TALKS ABOUT THE CONCERNS OF WHAT IS THERE . IN THE JAIL, THE MAIN
[01:45:04]
CONCERN IS , AND THE OLD JAIL , THERE IS A CRAWLSPACE BETWEEN THE CELLS. AND THE PIPES RUN THROUGH THE CRAWLSPACE. THERE IS NO CLEANUP PROVIDED. I DON'T KNOW WHY . WE CHECKED THE JAIL STANDARDS. GEO-STANDARD SAY CLEANOUTS ARE NOT A PROBLEM. IT SEPARATED OUT FROM THE CELL. SO WHAT HAPPENS CURRENTLY IS IF THE PIPE IS CUT AND SOMETHING GOES WRONG, THE CELL NEEDS TO GET EMPTY. THE WHOLE FIXTURE HAS TO BE MOVED OUT OF THE AREA AND BECOMES A CLEANOUT. IN THIS PROJECT, WHAT WE ARE PLANNING TO DO IS SEPARATE THE CLEANOUT SO NOBODY HAS TO MOVE. AND USE THE CLEANOUT TO CLEAN THEAREAS. >> NEXT ONE. SAME THING. IN THE COUNTY COURTHOUSE, RECENT REPAIRS WERE DONE AND UPDATES WERE DONE AND WHAT IS HAPPENED IS THE CLEANOUTS ARE RIGHT BEHIND THE WALL. HAS NO ACCESS TO IT. WHAT HAPPENS IS THEY HAVE TO DO THAT AND CUT OUT THE WALL AND GET TO THE CLEANOUT AND FIX THE WALL BACK AGAIN. WHAT WE ARE GOING TO DO IS PROVIDE THE PERMANENT PANELS . MAINTENANCE WILL HAVE SO THEY CAN OPEN THE PANEL, REACH TO THE CLEANOUT AND DO NOT HAVE TO KEEP ON BREAKING THE WALLS ALL THE TIME. THINKING THAT WE FOUND OUT THERE'S A LINE THAT GOES BY THE PARKING GARAGE WHICH HAS A RESTIVE DAMAGE AND THE CRACKS. AND THAT MAKES THE SEWER GAS. SOMETIMES, WHEN YOU COME FROM THE RESTAURANT AREA, HIS MOTHER SEWER GAS. THAT'S THE REASON THAT IS THERE.
>> NEXT SLIDE. THE PERSON IS NOW TRYING TO CLEAN THE P-TRAP.
THE P-TRAP'S HAVE NOTHING TO CLEAN IT OUT. I'M JUST SHOWING THE PICTURES. WE'RE LUCKY THEY ARE DOING THAT AND THEY HAVE PICTURES DOING THAT. NEXT SLIDE. THIS IS SELF-EXPLANATORY HOW BAD IT IS. IT'S DAMAGED IN LEAKING GAS THROUGH IT. AND SO WORTH. NEXT ONE. IT DOES NOT STOP ONLY IN THE BUILDING.
WHEN THE LINES COME OUT OF THE BUILDING, GOING THROUGH YOUR GRINDER PUMP AND GOING THROUGH THE MAIN DISCHARGE, YOU CAN SEE EVEN IN THE GROUND, WE ARE GOING TO GO FIX NOT ONLY IN THE BUILDING, BUT THIS PART ALSO. IF YOU DON'T ASK THIS, GOING TO -- IS NOT IN THE PART OF THE BUILDING, BUT IT IS PART OF THE PROJECT. I CONSIDER THAT COMING OUT OF THE BUILDING GOING ALL THE WAY, THE DISCHARGE IS WHAT YOU NEED TO HAVE. SO WE HAVE DONE ALL OUR INVESTIGATIONS AND FOUND ALL THE INFORMATION . WE STARTED THE DESIGN ON THE THING. WHICH I MENTIONED, THE JUDGE AND COMMISSION. WE ARE PLANNING ENOUGH TO FINISH EVERYTHING BY THE END OF FEBRUARY. WE TALKED ABOUT IT YESTERDAY . RIGHT NOW, WE'RE SAYING WE PROBABLY CAN SQUEEZE IT BY ONE WEEK. WE'RE LOOKING TO SEE WHETHER WE CAN SQUEEZE ANY MORE THAN THAT. RIGHT NOW, AS I MAKE A PRESENTATION, STILL SHOWING MY CHART MY DESIGN ENDS AT THE END OF FEBRUARY. I WILL DATE IT WITHIN A COUPLE OF WEEKS AND COME BACK AND PROVIDE ANYONE. I DID NOT HAVE THE TIME TO GO
BACK AND CHANGE IT. >> WE SHOULD BE ABLE TO GO OUT FOR BIDS ON THE PROJECT, YOU ARE SAYING BY FIRST MEETING IN
MARCH. >> THAT'S CORRECT. I'M TRYING
TO SQUEEZE AND SEE IF I CAN GO. >> WE HOPE YOU SURPRISE US AND WE SHOULD BE ABLE TO BUY THE SECOND MEETING IN FEBRUARY.
>> I'M GOING THAT FAR IN, BECAUSE IT GOES DOWN INTO WEEKS. IT'S KIND OF TOUGH FOR ME TO COME AND SAY I WILL BE ABLE TO. RIGHT NOW, RATHER THAN THE END OF FEBRUARY, I THINK I WILL BE ABLE TO GO BY THE THIRD WEEK OF FEBRUARY. THE THIRD MEETING, WHICH IS THE THIRD OF FEBRUARY. I'M ALMOST THERE. ALMOST THERE. WE WILL BE, LIKE I'M SAYING, WE ARE GOING TO SUBMIT THE PACKAGE FOR THE PUBLIC WORKS AND WE WILL WORK WITH THE PURCHASING. AND HELP THEM THROUGH THE BIDDING PROCESS. IF THERE ARE QUESTIONS COMING UP, WE WILL ANSWER IT.
WE WILL DO ALL OF THAT . SLIDE. THIS IS WHERE I WAS
[01:50:01]
TALKING ABOUT MY DESIGN RAISE THAT I WILL BE FINISHING UP BY THE END OF FEBRUARY. I WILL REVISE THIS WITHIN A WEEK OR TWO AND GIVE YOU A MORE CURRENT ONE. I THINK YOU WILL BE THERE BY THE THIRD MEETING. NEXT ONE. THE BIDDING PHASE, PROVIDED THE STANDARD EIGHT WEEKS. IF PUBLIC WORDS AND PURCHASING, AND STATES THAT IN, MAKING IT THAT MUCH MORE FASTER AND SO FORTH. NEXT SLIDE. AND THE CONSTRUCTION PHASE STARTS RIGHT AFTER THAT, IT TAKES ABOUT 183 DAYS ON CONSTRUCTION, THAT'S WHAT I'M SHOWING. IT'S AT THE END OF THE YEAR THE FIRST WEEK OF JANUARY 25. THE PROJECT, AT THIS STAGE, IF WE GET THAT ONE IN ON WHATEVER, WE PROBABLY WOULD BE ABLE TO FINISH IT BY THE END OF 24. THAT'S WHAT WE PROVIDE TICKING SHOOTING OR TO GET DONE. WE ARE GOING TO REVISE THE ESTIMATE . COMMISSIONER GONZALES GOT ME YESTERDAY. I KIND OF MADE A COMMENT, THE $4.3 MILLION BUDGET , WE'LL PROBABLY MAINTAIN THAT.>> PROBABLY. 2 NO. >> I THINK PROBABLY BECAUSE I
USE THE WORD YESTERDAY . >> TURNKEY. WE LIKE THAT WORD.
COMMISSIONERS ALWAYS TURNKEY. TURNED THE KEY. NO EXTRA
COST. >> SHE ACTUALLY FOLLOWS THE CONSTRUCTION BUSINESS. I PROBABLY COME OUT TO SAY THAT.
UNFORTUNATELY, I'M NOT IN THE CONCESSION BUSINESS. I CANNOT GO AND SAY TURNKEY. WE ARE GOING TO WORK WITH PUBLIC WORKS AND TRY TO GET THE PROJECT IN THE BUDGET. AND TRY TO PUSH IT TO GET IT IN A TIMELY MANNER.
>> THANK YOU. NEXT SLIDE IS THE QUESTION ANSWERED.
>> DO WE NEED TO TAKE ACTION ON THIS? YOU DON'T HAVE ANYTHING IN THIS TO GO FORWARD YET? IT WAS JUST AN UPDATE?
>> NO MA'AM. IT WAS JUST AN UPDATE. ONCE I HAD MY NEXT ONE, WHICH I'LL HAVE MY REVISED TIMELINE , MY SCHEDULES . ALSO, BY THE TIME I WILL HAVE MORE INFORMATION TO GO.
>> GOING OUT IN THE NEXT MEETING.
>> IN THE JAIL, WHAT WE HAVE FOUND ON THE CROSS PHASE, THE LATERALS LOOKS STILL IN GOOD CHANGE. WERE GOING TO TRY TO SEE IF WE CAN UTILIZE THAT AND STAY IN THE BUDGET . AGAIN, I'M NOT GOING TO SAY THIS IS JUST AN UPDATE. I'M NOT GOING TO SAY ANYTHING THAT'S GOING TO COME BACK TO ME.
>> THANK YOU VERY MUCH. WE APPRECIATE IT.
>> IT WILL COME BACK TO YOU. >> I'M NOT RECORDING THIS.
>> THANK YOU. QUESTIONS? >> WHETHER ANY QUESTIONS FROM ANYBODY ? IT LOOKS PRETTY BAD. WE NEEDED TO DO SOMETHING FOR A
LONG TIME. THANK YOU. >> I WAS TOLD COMMISSIONER 1115 2023, WITH THE CONTRACT WITH TEXAS STATE GROUPING.
JUST BECAUSE I WAS ASKED SEVERAL TIMES I WAS CONTACTED AND MY ANSWER THE LAST THREE TIMES WAS WE HAVE NOT HEARD
FROM THEM AT ALL. >> YOU SIGNED THE CONTRACT
>> I SIGNED THE CONTRACT >> THE CONTRACT WAS APPROVED
NOVEMBER 15TH. >> DOES THAT ? DO YOU HAVE THE
>>> ONCE IT WAS FINALIZED. >> SHE TOOK HIM THE FINAL DOCUMENT ONCE IT WAS COMPLETED.
>> OKAY SHE TOOK HIM THE FINAL DOCUMENT? SIGNED BY THE JUDGE?
>> THE SIGNED CONTRACT BACK? >> JASON GETTING HIM THE DOCUMENT TO SIGN AND ONE WAS APPROVED IN COURT IT WAS EXECUTED BY PURCHASING. ONE WAS COMPLETED WE GAVE IT TO EMILY TO TAKE BACK, HIS COPY , THE ORIGINAL.
>> HE SIGNED BEFORE I DID. >> THAT'S ALL I'M ASKING IF HE

>> I WOULD LIKE TO SAY THANK YOU AGAIN. TO THE OFFICE , VERY INSTRUMENTAL ON BOTH OF THESE ITEMS. THANK YOU FOR THE WORK ON THE MPACT CONTRACT AND THE PURCHASING PARTNER WHO DID HEAVY LIFTING ON THE BACK AND FORTH BETWEEN THESE GROUPS,
[1. Discuss and consider Amazon Business as an addition to the Vendor Exceptions List not requiring Commissioner's Court pre-approval.]
THANK YOU. >> ABSOLUTELY, THANK YOU ALL.
ITEM E AUDITOR DISCUSS AND CONSIDER AMAZON BUSINESS AS ADDITION TO THE VENDOR EXCEPTIONS LIST.
>> YES YOUR HONOR AS WE KNOW WE HAVE STARTED A WORKDAY EVALUATION AND ADJUSTING THIS WE ARE ABLE TO ADD CERTAIN PLATFORMS TO THE PLATFORM WHERE WE CAN DO SOME REGULAR PURCHASING AND YOU WOULD BE SURPRISED HOW MANY PEOPLE ALREADY DO PURCHASING THROUGH NORMAL PROCESS WITH AMAZON.
THIS IS A BUSINESS ORGANIZATION THAT ALLOWS US TO CONTROL WITH MICHAEL AND HIS ITEM, HOWEVER THEY REQUIRED TO BE PAID IMMEDIATELY. WHEN YOU GET DONE WE CANNOT USE A CREDIT CARD SO WE ARE ABLE TO HAVE THIS DONE IN THE PROCESS QUICKLY THEY WON'T EVEN CHECK IMMEDIATELY FROM IN THE TRANSACTION WAS DONE. CLEAR ASKING TO ADD THIS TO THE
EXCEPTION LIST. >> IF THESE PURCHASES AND WE TALKED ABOUT THIS PERSONALLY, THESE PURCHASES WOULD ALMOST BE BETTER THAN DOING IT THE OTHER WAY BECAUSE THEY AUTOMATICALLY GO TO THE DEPARTMENT, THERE WILL BE REPORT SHOWS WHO PURCHASED. THERE IS MORE ACCOUNTING WHERE ON THE CARDS WE ARE SOMETIMES WAITING FOR PEOPLE TO RECONCILE THEIR ACCOUNTS, THIS WOULD BE AUTOMATICALLY GIVING
INFORMATION. >> THIS WILL WORK TOGETHER WHERE THEY WILL BE SENT TO HIS OFFICE AND MICHAEL WILL KNOW HOW TO DISTRIBUTE THE GOODS TO THE PROPER DEPARTMENT.
>> WHAT ABOUT PURCHASES THAT ARE NOT ALLOWABLE? HOW DO YOU
STOP THAT? >> WE WENT THROUGH THAT PROCESS AND THERE ARE REQUIREMENTS WORKING THROUGH MICHAEL'S OFFICE ON WHAT CAN AND CANNOT BE PURCHASED THROUGH THIS
ENDEAVOR. >> SO THE NEW IS THE ONE WHO WILL BE POLICING OR I GUESS THE AUDITOR OFFICE TO SEE IF IN ELIGIBLE PURCHASES ARE MADE ON SOMEONE'S AMAZON ACCOUNT? FOR NUECES COUNTY. NO INDIVIDUAL ACCOUNT. THEY CAN USE THEIR OWN BUT IT IS THE RESPONSIBILITY.
>> THE INDIVIDUAL WHO ORDERS WE WILL KNOW WHICH DEPARTMENT
ORDERS AND WE ORDER. >> IT WILL GO THROUGH NORMAL
[02:00:01]
BUSINESS PROCESS TO BE APPROVED TO GO TO THE TRANSACTION. YES.QUESTION, BUT ONE CONCERN IS EACH INDIVIDUAL MAKING PURCHASES THROUGH THE SYSTEM HAS TO LOG INTO THE SYSTEM AS THEMSELVES. SO WE WILL HAVE A DIRECT RECORD OF WHO MADE EACH INDIVIDUAL PURCHASE AND WE CAN GO BACK IN TIME TO SEE WHO MADE IT, WHEN, WHAT TIME OF DAY AND THEN IF WE DO HAVE AN ITEM NOT MEETING THE REQUIREMENTS WE HAVE A MECHANISM FOR THE EMPLOYEE TO BE RESPONSIBLE FOR THE PURCHASES NOT MADE ACCORDING TO THE COUNTY RULES.
>> SPECIAL PURCHASES ? YOU PUT THEM .
>> THE PAYMENT WOULD GO THROUGH AS A VENDOR THROUGH NORMAL PROCESS SO I BELIEVE AMAZON WOULD BE A NORMAL TRANSACTION WITH A SPECIAL MOTION ITEM IT WOULD BE A NORMAL VENDOR , IT JUST REQUIRES AMAZON REQUIRES PAYMENT WITHIN THREE DAYS.
>> WILL IT HAVE THE INDIVIDUAL LIST WITH AMAZON LIKE THE OR
>> WHAT WAS MY OTHER QUESTION? TO ME THIS SEEMS.
>> WE ALREADY HAVE PURCHASING GOING TO AMAZON THROUGH THE P-CARD METHOD. THIS IS A MORE SECURE AND BETTER TRACKING WAY.
POINTED OUT THAT AT THE LAW IN, IT IS THE INDIVIDUAL AND THERE WILL BE RECORD OF WHO ORDERED IT. MY LAST AND FINAL QUESTION FOR THE COUNTY ATTORNEY. I KNOW WE HAVE A HARD TIME WHEN SOMEBODY GETS SOMETHING WHAT'S THE AVENUE TO GET IT RETURNED BECAUSE WE CANNOT WITHHOLD MONEY OR TAKE MONEY IF YOU PURCHASE SOMETHING THAT IS WRONG HOW DO WE GET IT
BACK? >> WE WILL HAVE TO LOOK AT THAT CONTRACT WITH THAT QUESTION IN MIND TO GET AN ANSWER. NORMALLY WHEN PEOPLE MAKE A PURCHASE ON A P-CARD AND THE AUDITOR CATCHES IT, THEY HAVE A MECHANISM TO GET IT
BACK. >> THEY WALK IN AND PAY FOR IT, YOU CANNOT WITHHOLD IT FROM THERE CHECK. THAT'S WHAT I
MEANT. >> THIS IS ACTUALLY INTEGRATED IN WORK DAY SO WE WILL NOT DO THE WORK FOR PROCESS TO FIND OUT THE TRANSACTION AND WHO DID WHAT.
>> THAT REPORT WILL BE ON OURS PERIODICALLY.
>> YES WHEN WE HAVE THE TRANSACTION FROM AMAZON WE WILL MAKE SURE WHO PURCHASED WHAT AND WHY.
>> DOES THAT HAPPEN ON A REGULAR BASIS? PEOPLE PURCHASING THINGS THEY SHOULDN'T? SPYWARE PROCESSES WHERE THE USE THE P-CARD TO PURCHASE AMAZON AND WE DON'T HAVE CONTROL WITH A P-CARD LIKE WE DO WITH THIS BUSINESS FUNCTION. WE CANNOT CATCH IT UNTIL THE INVOICE COMES IN AND WE SAY THIS IS NOT A TRUE EXPENSE THAT QUALIFIES AND THEN WE TURN TO THE DEPARTMENT AND THE EMPLOYEE AND SAY WHY WAS THIS DONE AND SOMETIMES THEY SAY THIS NEEDS TO BE REFUNDED.
>> WHAT I WANT TO KNOW IS MAYBE SOMETIMES SOME EMPLOYEES GET IN THE HABIT OF ORDERING THINGS THAT THEY SHOULDN'T AND I THINK I WILL GET PAID BACK LATER.
>> NOT A LOT BUT I'M SURE IT HAPPENS SOME. I WOULD NOT SAY PEOPLE ARE JUST BUYING STUFF BRINGING IN AND SAY I WILL PAY LATER BECAUSE IT'S QUICKER. WE DO HAVE SOME CONTROL OF THE P-CARD AND MY DIVISION WE WORK THROUGH THIS AND AUDIT THE ALMOST DAILY AND WE MAKE SURE THE DEPARTMENT VALIDATES THE TRANSACTION TO MAKE SURE IT WAS A TRUE PURCHASE AND IF THERE IS ABUSING OF THE CARDS AND THE CARD WILL BE SHUT OFF.
>> THIS WILL NOT BE ON THE P-CARD. IT IS TIED TO THE PURCHASE ORDER SYSTEM. WHICH IS MORE SECURE.
>> YOU HAVE TO HAVE A PURCHASE ORDER TO BUY SOMETHING ON
AMAZON? >> IT CREATES AN AUTOMATIC PURCHASE ORDER THROUGH THAT SIDE OF THE HOUSE NOT A CREDIT
CARD. >> THE PURCHASER GOES TO THE BUSINESS PROCESS AND NOTIFIES THE MANAGERS AND EVERYTHING
WHAT'S GOING ON. >> AUTOMATICALLY DEDUCTS.
>> WHY DOES THIS HAVE TO BE ON THE EXCEPTIONS LIST?
>> NORMAL PROCESS WE THINK WE CAN PURCHASE THROUGH AMAZON
[02:05:02]
USING CREDIT CARD TO PAY THIS HOWEVER THIS IS A BUSINESS FUNCTION AND AMAZON WILL NOT ALLOW YOU TO USE A CREDIT CARD IT MUST BE THROUGH ACH DIRECT DEPOSIT WITHIN A FEW DAYS OF THE TRANSACTION TO MAKE SURE THEY GET THEIR MONEY.>> ARE RATHER GO TO THE COUNTY JUDGE OFFICE. TO WHERE IT'S NOT JUST PURELY PREAPPROVED OR SOMEBODY CAN TAKE A LOOK AT IT.
>> WE ARE TALKING GENERALLY SPEAKING ON AMAZON PURCHASES.
MAYBE SOME SPECIALIZED PAPER OR PENS AND ENVELOPES. THERE IS A DOLLAR MAX PURCHASE THEY CANNOT EXCEED. I THINK THEY CANNOT
EXCEED 5000. >> I WENT THROUGH THE TRAINING, IT IS A LIMITED NUMBER OF ITEMS THAT ARE APPROPRIATE SO IT'S NOT EVERYTHING ON AMAZON.
>> I WAS STILL LIKE IT TO RUN TO THE COUNTY JUDGE OFFICE.
>> WHEN WE PROCESS THE PAYMENT WE WILL HAVE INFORMATION.
PRIOR TO APPROVAL. >> I WOULD MAKE MOTION THAT IT'S ADDED TO THE VENDOR EXCEPTION LIST REQUIRING IT TO BE RUN THROUGH THE COUNTY JUDGE OFFICE BEFORE APPROVED.
>> THANK YOU. WE HAVE A MOTION AND A SECOND. ALL THOSE IN
>> DON'T FORGET WHEN I'M OUT. YOU ARE IT.
>> EXCEPT TO REMIND I TAKE IT BACK JUST KIDDING.
>> OKAY. MOVING ON, THANK YOU. YOU HAD SOMETHING TO TALK ABOUT THAT HE WANTED TO MENTION?
>> I KNOW IT'S NOT ON THIS, BUT GRANTS ASKS IF WE CAN BRING BACK THE EXCEPTION LIST THE ASSISTANCE PROGRAM AND VETERAN TREATMENT PROGRAM BECAUSE THE VA IS TRYING TO GET INVOLVED IN
THE PAYMENTS. >> WITH TEXAS VETERAN COMMISSION WE HAVE THOSE GRANTS THROUGH THEM. WE DO REQUEST REIMBURSEMENT ON A MONTHLY BASIS. IN ORDER TO REQUEST REIMBURSEMENT WE HAVE TO HAVE THE INVOICE AND PROOF OF PAYMENT AND THEY WILL NOT ACCEPT OR APPROVE INVOICES
PAID OVER 60 DAYS. >> THAT'S NOT NOTICED SO I WOULD ASKED TO PUT IT ON THE FUTURE AGENDA.
>> YES. >> WE DON'T HAVE OTHER RELATED
MATTERS. >> PUT IT ON FOR NEXT WEEK.
AND ADD FOR NEXT WEEK EVEN THOUGH IT'S LATE.
>> OKAY. THAT IS ALL YOU HAVE? THANK YOU.
>> QUESTION FOR DALE. THANK YOU FOR THE INFORMATION. YOU PROVIDED ME FROM LAST MEETING, BUT I AM A LITTLE CONFUSED ON THE, AGAIN TO ME I'VE ALWAYS SAID THE WHOLE NINE YARDS OF WHAT'S GOING ON, THE AMOUNT AND I KNOW ON THE ARPA WE HAD A REPORT BUT NEVER MENTIONED WHAT'S GENERATED. TO BE TRANSPARENT WHAT'S GOING TO THE GENERAL ACCOUNT, IT MIGHT BE A TIME WHERE WE CAN NEED 300,000 OR WHATEVER.
>> THIS IS THE PREVIOUS ITEM WITH THE ARPA UPDATES.
>> I KNOW WE HAVE MILLIONS AS FAR AS THE INTEREST IS CONCERNED WHEN WE STARTED. I THINK WHEN WE DO A REPORT WE SHOULD BE TRANSPARENT ALL THE WAY FOR WHAT HAPPENS, HOW MUCH WE HAVE, WHAT WE HAVE SPENT, THE INTEREST GENERATED. TO ME THAT'S DOING THE WHOLE THING. NOT JUST PART OF IT. THAT'S WHAT I WOULD LIKE TO SEE AND I HAVE ASKED FOR THAT SEVERAL TIMES. I APPRECIATE WHAT YOU GAVE ME. I JUST GOT IT THIS MORNING AND THE , THE OTHER THING THAT , UNLESS YOU WANT TO ANSWER THAT ONE FIRST BEFORE I ASK THE OTHER QUESTION.
>> YES. >> ON THE INTEREST DO YOU HAVE
ANYTHING? >> WHEN WE FIRST STARTED THE
[02:10:01]
PROCESS, THE TREASURY ALLOWS THE FUND TO BE ACCRUED AND PAID TO THE GENERAL FUND AND WE BROUGHT THE COURT WITH AUTHORIZED INTEREST EARNED FROM THE ACCOUNTS WE RECEIVED FORTHE BUDGET TO BE TRANSFERRED. >> NO PROBLEM WITH THAT. I HAVE NO PROBLEM WITH THAT. KEEP US INFORMED OF WHAT'S BEING PUT IN THERE. 5 MILLION OR 6 MILLION, WE SHOULD KNOW IF IT IS 5 MILLION OR 6 MILLION BECAUSE THAT IS 6 MILLION WE DON'T THINK WE HAVE. THAT WE HAVE. DON'T KNOW IF ANYBODY ELSE VIEWS THAT DIFFERENT BUT TO BE TRANSPARENT WE SHOULD HAVE A COMPLETE REPORT OF ALL THE FUNDS AND WHERE TO GO.
AGAIN. >> WE WILL PROVIDE A LIST OF ALL THE INTEREST EARNED ON ARPA FUNDS.
>> THE OTHER THING I HAVE ON , BROUGHT TO MY ATTENTION TODAY WHEN I ASKED ABOUT THE , COMMISSIONER HERNANDEZ AT THE LAST MEETING QUESTIONED SOME CHECKS THAT WERE MADE THAT BELONGED TO THE EMERGENCY DISTRICT.
>> PROCESSING CHECKS FROM EMERGENCY SERVICES.
>> WHY DO THEY COME OUT IN SPECIAL MOTIONS?
>> I WILL SEE WHAT WE DO, I THINK WITH THE LAST THING WE HAVE FOR WATER CONTROL SERVICES.
>> IS THAT ON THE HAZEL BAZEMORE STUFF ?
>> THE LAST ONE WE HAD WAS FOR WATER CONTROL SERVICES NOT
THROUGH THE EFT. >> WAS IT ON THE CHECK
REGISTER? >> I THINK IT WAS LAST QUARTER
WE QUESTIONED IT. >> I'M SORRY WHAT ITEM?
>> EDWARD YOUNGMAN WAS ONE OF THEM.
>> IS THIS DISCUSSION RELATED TO AN ITEM ON THE AGENDA?
>> THE LAST ONE YOU WERE TALKING ABOUT ARPA FUNDS THERE WAS AN ITEM ON THE AGENDA , BUT THIS WAS NOT, IF YOU'RE JUST ASKING ABOUT A SPECIFIC CHECK THAT WAS WRITTEN.
>> HE IS GETTING A AUDIT REPORT I AM ASKING FROM THE AUDIT REPORT WHY WE SHOW THIS CHANGE AND HOW DO WE GET THIS IN THE ACCOUNT IN NUECES COUNTY ACCOUNTS , IT BELONGS TO THE COUNTY DISTRICT DRAINAGE BUT IT SHOWS IN OUR ACCOUNT.
>> IT WENT TO OUR ACCOUNT THAT'S WHERE WE GET INFORMATION WHERE THE ACCOUNTING DIVISION FOR DRAINAGE DISTRICT 3 THEY ONLY HAVE SMALL ACCOUNTS BUT THAT'S THE ONLY ONE WE ACCOUNT
FOR. >> IT DOES NOT COME TO US.
>> WE ARE JUST THE BOOK KEEPERS.
>> THEY DON'T HAVE STAFF. >> IS THERE ANY WAY TO MARK THAT TO KNOW? THAT'S WHY WE HAVE THE QUESTION LAST TIME.
THEY CAME OUT OF THE VOTE IN SPECIAL MOTIONS. SO RECOGNIZE SPECIAL MOTIONS ARE NOT OURS THEY SHOULDN'T EVEN BE ON.
>> YOU WANT A NOTE ADDED IF IT'S NOT THE COUNTY -RELATED.
>> IT SHOULD NOT HAVE BEEN ON SPECIAL MOTIONS, I WILL VERIFY WHY THAT WAS THE CASE AND MAKE SURE WHY IT WAS THERE.
>> I THINK THERE WAS THREE OF THEM.
>> OKAY. I THINK THAT THE ONLY TWO THINGS I HAVE.
>> GOING BACK ARE YOU READY FOR THREE A 11 ON THE HEALTH UNIT , THE CHANGES TO THE CONTRACT? DO YOU HAVE THE NOTES BEFORE
WE GO INTO EXECUTIVE? >> I WENT BACK AND THE ITEM THAT WAS PROVIDED TO COMMISSIONERS THERE IN THE PACKET , I BELIEVE THAT SHOULD BE ACCEPTABLE. IF YOU WANT TO JUST STICK WITH THAT ONE, THAT IS PAGE 523 OUT OF 625 THE ONE THAT WE HAVE IS SLIGHTLY DIFFERENT, BUT THIS SHOULD
SUFFICE. >> YOU DON'T HAVE A PROBLEM AND YOU WILL NOT MAKE THE CHANGE? COMMISSIONER CHESNEY ANOTHER
QUESTION? >> I WOULD LIKE A GENERAL EXPLANATION OF WHAT THIS SAYS.
>> YES, I MEAN. >> SO, CHAPTER 121 PROVIDES
[02:15:04]
FOR THE HEALTH UNIT , THE HEALTH REORGANIZATION ACT. I BELIEVE COMMISSIONER GONZALEZ HAS BEEN INSTRUMENTAL IN TRYING TO BRING FORTH HEALTHCARE, NOT HEALTHCARE, BUT PUBLIC HEALTH AND COULD PROVIDE AN EXPLANATION OF WHAT HE HOPES TO ACHIEVE THERE. THIS IS SET TO COME INTO BEING MY UNDERSTANDING IS THE DAY AFTER THE PUBLIC HEALTH DISTRICT IS DISSOLVED ON THE LAST DAY OF MARCH. I AM NOT SURE WHAT YOURQUESTIONS ARE. >> IT DOES NOT TAKE EFFECT UNTIL THEN? DETERMINATION OF THE CURRENT CONTRACT?
>> BASICALLY , A HEALTH UNIT DISORDER ESTABLISHES IT.
RIGHT? AGAIN KIND OF HARD TO READ. I DON'T KNOW WHAT TO EVEN LOOK FOR. I HAVE READ IT, BUT IS THERE SOMETHING DIFFERENT? SOMETHING YOU DID THAT YOU DESIGNED?
>> THERE IS A WHOLE HOST OF RESPONSIBILITIES THAT I WOULD LOVE TO UPDATE THE COURT WITH IN EXECUTIVE. THERE ARE A LOT OF RESPONSIBILITIES. SOME ARE NOT RESPONSIBILITIES OF THE COURT SO I WOULD ASK TO DO THAT IN EXECUTIVE.
>> THAT'S WHAT I NEED TO UNDERSTAND.
>> LET'S MOVE THIS TO EXECUTIVE WRITTEN TODAY. YES. 501.071.
>> OKAY. ANY OTHER BUSINESS? OTHERWISE WE ARE READY TO GO
