ANY ITEMS ANY COMMISSIONER WISHES TO PULL FOR MOREDISCUSSION BEFORE THE VOTE? >> I WILL ACCEPT A MOTION TO PASS THE CONSENT AGENDA. I HAVE A QUESTION REALLY QUICK,
[00:20:06]
THE FROST I WAS TOLD I HAVE A MOTION THE FROST ISN'T READY ISIT READY NOW? >> LET ME GET AN UPDATE FROM MARY ASKED HER SHE RECEIVED DOCUMENTS.
>> I WILL JUST PULL THAT ONE AND THEN WE WILL DECIDE.
>> WHICH ONE. >> CONSENT AGENDA IN ON THE FROST BANK, THAT IS NOT FROST BANK.
>> RATIFY THE MODIFICATION OF THE INTERLOCAL AGREEMENT WITH THE U.S. MARSHALS OFFICE FOR THE DETENTION CENTER IN THE COASTAL
BEND DETENTION CENTER. >> YOU ARE PULLING THAT ONE.
>> I STILL HAVE IT TO PULL I HAVE IT IN MY NOTES TO PULL BECAUSE FROST THAT IS NOT READY. THAT'S WHY I THOUGHT IT WAS OUR FROST AGREEMENTS BUT IT'S ANOTHER ISSUE WITH ANOTHER BANK.
>> THAT IS A DIFFERENT ONE. THE FROST IS ON THE REGULAR
AGENDA. >> THIS OBTAINS THEIR STUFF COMES TO THE COUNTY AND I GOT A COUNTER OFFER TO NEGOTIATE ON THEIR BEHALF BECAUSE WE DO THE CONTRACTS AND I WAS TOLD THEY WERE NOT READY THAT'S WHY MY NOTES SAY FROST IS NOT OURS BUT IS THIS A VIDEO SINCE. SORRY FOR THE CONFUSION BUT I WANT TO TABLE THAT TO THE NEXT MEETING.
>> WHAT LETTER? >> CONSENT AGENDA IN CAPITAL IN.
I HAVE A MOTION TO TABLE TO THE NEXT MEETING CONSENT AGENDA ITEM IN. ALL THOSE IN FAVOR SAY AYE.
IS THERE ANOTHER ONE. >> BE ON THE PROGRESSIVE
HOLDINGS. >> ARE YOU WANTING TO PULL IT?
>> I DON'T THINK SHE'S HERE BUT SHE WAS WAITING ON DOCUMENTATION
FROM PROGRESSIVE HOLDINGS. >> TO WANT TO TABLE IT OR PULL
IT FOR DISCUSSION. >> I DON'T HAVE ANY NOTES ABOUT THAT AT ALL. I HAVE IT ON TO GO FORWARD.
SO I DID NOT GET IT TO BEGET ANY NOTICE?
>> CAN WE PULL IT AND SEE IF SOMEBODY CAN FIND LULU.
>> I CAN TRY TO FIND AN UPDATE. ASK THEM IF IT'S NOT READY BUT
THEY SHOULD'VE CONTACTED US. >> CONSENT E.
IS IT THE WHOLE ITEM. >> NUMBER ONE IS PROGRESSIVE.
>> AND DELETE FOR FURTHER DISCUSSION.
>> A MOTION TO PASS THE REST THAT WILL BE ALL THE ITEMS
EXCEPT E, I AND HI. >> WE HAVE A MOTION IN THE SECOND TO PASS THE CONSENT AGENDA EXCLUDING FOR PULLING FOR DISCUSSION ITEM EE, TABLE TO THE NEXT AND I AND M.
>> , ANY OPPOSE SAME SIGN THE MOTION PASSES.
I WILL COME BACK TO ITEM EE ONCE WE GET CLARIFICATION FROM HER CONSENT.
WE HAVE A LOT OF NOTES YOU BETTER KEEP UP ON
[1. Discuss and consider authorizing a Foreign Trade Zone agreement with the Port of Aransas, and related matters.]
THIS AND MAKE SURE YOU DON'T FORGET SOMETHING ON THE AGENDA. MOVING ON TO THE REGULAR AGENDA 3A ONE DISCUSS AND CONSIDER AUTHORIZING A FOREIGN TRADE AGREEMENT WITH THE ARANSAS TERMINAL AND RELATED MATTERS.IT IS STATED ON PORT OF RANDS AS IT IS NOT COURT OF RANDS THIS IS ARANSAS TERMINAL.
FOR THE FOREIGN TRADE AGREEMENT, MR. MOORHOUSE IS HERE IF ANY OF YOU HAVE ANY QUESTIONS.
THIS IS BEEN ONGOING FOR A LONG TIME, THE DISCUSSION FOR BACK-AND-FORTH, IT'S A BENEFIT TO NUECES COUNTY.
THERE IS NO COST WE WOULD BE RECEIVING SOMETHING MINIMAL WHATEVER FUNDS FOR THAT.
I WOULD MAKE THE MOTION TO PASS IF THERE'S NO OTHER DISCUSSIONS. MR. MOORHOUSE IS HERE IF YOU HAVE ANY QUESTIONS FOR HIM.
HE HAS AN AGREEMENT 3A ONE, HAS ANOTHER FOREIGN TRADE AGREEMENT FOREIGN TRADE ZONES YOU HAVE THIS ITEM.
>> I THINK PADEN PUT IT ON AND SHE'S BEEN WORKING WITH MR. WERE MOORHOUSE.
[00:25:03]
>> I TALKED A LONG TIME AGO BUT I THOUGHT BRANDT GOT INVOLVED AND HE'S THE ONE THAT PUT IT ON.
>> THEY MAY HAVE BECAUSE IT'S IN HIS DISTRICT.
I AMBER MOORHOUSE AND AVENUE A COMPANY CALLED ARANSAS TERMINAL THAT OPERATES A PRIVATE MARINE TERMINAL IN HARBOUR ISLAND.
WERE SEEKING A LEVEL OF NON- OBJECTION FROM THE COUNTY AS REQUIRED BY THE GOVERNMENT FOR ALL FOREIGN TRADE ZONES. WE HAVE COMPLETED PRECEDING A LETTER OF NOT OBJECTION FROM ALL OF THE REST OF THE TAXING AUTHORITIES THAT HAVE JURISDICTION ON HARBOUR ISLAND EXCEPT FOR THE POSSIBLE DISTRICT AND WE TALKED ABOUT THAT SOME TIME AGO SINCE IT WAS THE RIGHT THING TO DO IT IS DESIRE LOCALLY, THAT IS MAINLY IT. MOST OF OUR CARGO IS WIND TURBINE COMPONENTS AND OUR CUSTOMERS HAVE BEGAN TO CHANGE IN THE LAST YEAR OFTEN THEY ARE REEXPORTED THEY NEED TO BE STORED IN A FOREIGN TRADE ZONE UNTIL THEY CAN BE TAKEN TO BELIEVE IT OR NOT CANDIDA WE ARE A PATHWAY TO CANADA.
THERE IS A LOT OF GUTS FOR THE FEDERAL BUT WE HAVE A YOU HAVE AN APPROVAL BUT WE JUST NEED A LOVER OF NOT OBJECTION FROM THE COUNTY AND YOU ARE NOT AN NUECES COUNTY.
>> MOST OF IT IS. >> WHEN WE TALKED ABOUT IT BEFORE WE WAITED TO GET THE NON- OBJECTION FROM THE SCHOOL DIST DISTRICT, THE CITY AND THE SCHOOL DISTRICT IN THE WATER DISTRICT OF ALWAYS GIVEN US A LETTER FOR NOT OBJECTION.
>> THE QUESTION IS ON THE PAYMENT TAXES AGREEMENT FOREIGN TRADE HAS THE COUNTY ATTORNEY.
>> WE DID LOOK AT A DOCUMENT BUT IT WAS NOT
ATTACHED TO THIS ITEM. >> THE PAYMENT IN LIEU ON THE AGENDA YOU DO NOT SEE THAT ONE.
>> I DON'T HAVE ANY ATTACHMENT.
>> WE LOOKED AT AN ATTACHMENT PRIOR.
>> ISSUED A BIT ON THE CONFIDENTIAL PACKETS.
>> DO WE NEED TO TALK ABOUT THIS IN EXECUTIVE
SINCE ITS CONFIDENTIAL. >> THE ONE ON THE CONFIDENTIAL PACKET IS THE ONE THEY CAME FROM OUR OFFICE. IT IS FINE.
>> THAT WAS BECAUSE OF ATTORNEY-CLIENT BUT IT WAS NOT A CONFIDENTIAL PIECE THAT IS THE REASON WE ARE DISCUSSING UNLESS YOU HAVE SOME QUESTIONS.
>> THE DIFFERENCE WE RECEIVE NOTHING WITH THIS AGREEMENT THAT'S NOT GOING TO BE ANYTHING
BIG. >> I HOPE YOU DO WE PROPOSE THIS PILOT AGREEMENT AND WE ASKED OF THEM FROM THE ENTITIES.
WITH THAT IT WAS APPROPRIATE TO AUTHOR SOMETHING AND ANY GOODS GOING INTO THE FOREIGN TRADE AND DISTRIBUTING THEM TO THE PROPORTION
TAX FOR THE ENTITIES. >> THAT'S WHAT I WAS WONDERING I THINK THEY WERE WONDERING HOW IT WORKS WITH OTHER PORTS IN THE COMING OF THAT.
>> IS THIS A STANDARD, COMPARABLE.
>> THAT'S THE ONLY THING I KNOW WERE WORKING ON THAT, THE 1.86% IS OUR PERCENTAGE OF THE 10 SO THE CITY OF PORT A AND THE SCHOOL DISTRICTS GET THE BIGGER CHUNK BECAUSE THEIR AFFECTED LARGER
TAXING. >> IF THIS MEETS THE LEGAL STANDARDS AND BASED ON WHAT'S BEEN REPRESENTED THIS IS A COMPARABLE BUSINESS DEAL THAT'S DONE ANOTHER FTC'S THAT'S BEEN REPRESENTED TO THE CO COURT.
DO YOU WANT TO TELL THEM WHAT YOU DID I'M NOT TRYING TO PUT YOU ON THE SPOT BUT I WANT TO MAKE SURE PEOPLE KNOW WE DIDN'T DO THIS WITHOUT RESEARCH AND LOOKED AT IT.
>> YOUR OFFICE CALLED TO THE SMALLER COURT WHICH MATCHED THE SIZE OF HIS PORT AND WHAT THEY BRING IN AND THEY DON'T OFFER ANYTHING IN RETURN, THIS IS AN INCREDIBLE DEAL IN ASKING FOR AND GIVING TO
[00:30:03]
YOU GUYS, BECAUSE EVERY BODY ELSE ISN'TRECEIVING. >> THAT'S WHAT NEEDED TO
BE PUT ON THE RECORD. >> I TALKED TO YOU SIX MONTH AGO AT LEAST ON THIS BUT I WAS SURPRISED WHEN IT WAS BACK ON AND I THOUGHT BRANDT WAS THE ONE PUSHING THE SUN. SOMEBODY PUT IT ON.
THEY HAD DONE SOME RESEARCH TO FIND OUT IT WAS A FAIR ECONOMIC DEAL AND AS LONG AS THE COUNTY ATTORNEY SIGNED OFF WERE ALL GOOD TO GO AND I'LL MAKE THE MOTION TO PASS.
>> I WILL SECOND. >> WE HAVE A MOTION IN THE SECOND. ALL THOSE IN FAVOR SAY AYE PAID ANY OPPOSE, SAME SIGN.
>> THE MOTION PASSES. I'M SORRY ABOUT THE
CONFUSION. >> CONGRATULATIONS.
[2. Discuss and consider approval of Interlocal Cooperation Agreement between Nueces County, Nueces Center for Mental Health and Intellectual Disabilities (NCMHID), and Nueces County Hospital District relating to certain mental health-related programs to be provided by or through the NCMHID and paid for by Hospital District; programs relate to diversion of persons from jails or other detention facilities for the period October 1, 2023 - September 30, 2024.]
>> ITEM NUMBER TWO IS DISCUSS AND CONSIDER THE APPROVAL OF INTERLOCAL COOPERATIVE AGREEMENTS BETWEEN NUECES COUNTY, NUECES CENTER FOR MENTAL HEALTH AND INTELLECTUAL AND NUECES COUNTY HOSPITAL DISTRICT TO CERTAIN MENTAL HEALTH RELATED PROGRAMS TO BE PROVIDED BY OR THROUGH NUECES COUNTY MENTAL HEALTH DISTRICT AND PAID FOR BY THE HOSPITAL AND THESE ARE PROGRAMS AT THE HOSPITAL HAS FUNDED THROUGH THE COUNTY FOR MANY, MANY YEARS, THESE ARE JUST INTERLOCAL'S LETTER NOW GOING TO TRY TO MOVE FORWARD TO DESIGNATE THE DIFFERENT PROGRAMS THAT YOU ARE IN FAVOR OF ON BEHALF AND WITH INFO AND GRATEFUL

Programs provided by various local agencies to assist Nueces County in the reduction and prevention of diabetes within Nueces County; and e. Programs to assist Nueces County in the reduction and prevention of drug abuse and alcoholism within the County.]
APPROVE. >> ALL THOSE IN FAVOR SAY AYE. ITEM NUMBER THREE IS VERY SIMILAR BUT IT LISTS THE OTHER PROGRAMS THAT YOU ALL FUND THROUGH US AND BEEN GRACIOUS ABOUT IN THE CITY OF CORPUS CHRISTI NUECES PUBLIC HEALTH DISTRICT.
>> THE MEDICAL AND HOSPITAL CARE PROVIDED JUVENILE DETENTION CENTER AND DIABETES AND THE REDUCTION IN PREVENTION OF DRUG ABUSE AND ALCOHOLISM WITHIN THE COUNTY.
I WOULD ACCEPT A MOTION. >> IS THERE AN ISSUE
WITH ONE OF THEM. >> I'M GOING TO INJECT ONE NOTE IN IT MAY COVER YOUR POINTS.
ITEM 3A IS AN AGREEMENT THAT PROVIDES FUNDING THROUGH THE COUNTY TO SUPPORT THE CITY COUNTY HEALTH DEPARTMENT AT 1.7 MILLION YOU HAD ASKED US TO CONSIDER PREAPPROVAL OF THIS OR APPROVE IN ADVANCE OF THIS ITEM BACK IN JULY TO STATE THE PUBLIC HEALTH DEPARTMENT.
IT IS IN THEIR AND WE HAVE ADDITIONAL FUNDING TO COVER THE ADDITIONAL PUBLIC HEALTHCARE EXPENDITURES SO THE VALUE OF ITEM 3A IS $2.3 MILLION. AND THEN WITH REGARD TO ITEM 3BB, C, D AND E ARE ONES WE HAD A GENTLEMEN'S AGREEMENT OR A LADIES AGREEMENT WITH THE COURT TO PROVIDE FUNDING FOR THOSE.
WITH REGARD TO ITEM 3B FOR EMERGENCY MEDICAL SERVICES. THIS HAS ONE PARTICULAR PARAGRAPH AND I WANT TO CALL TO YOUR ATTENTION THAT IS UNDER THE AGREEMENT THAT THE COUNTY WILL WORK WITH THE MS DISTRICTS TO FACILITATE PERFORMING AN AUDIT ON THE BILLING AND STUFF THAT WE RECEIVED FROM THE SERVICES.
THE AMS SERVICES ARE ABOUT 650,000 A YEAR BUT WE BELIEVE THERE ARE CLAIMS THAT WE WANT TO MAKE SURE OUR BEING CLAIM FROM AUTO ACCIDENT OR HEALTH INSURANCE OR THE EMS CALLS TO THE INCORPORATED AREAS OF ACCOUNTING AND THE REST OF THE AGREEMENT CONTINUES WITH HER PLAN TO REDUCE TO WRITING ALL THE AGREEMENTS THAT WE HAVE THE COUNTY SO THE DOCUMENTED AND ON THE
[00:35:06]
COUNTY SIDE WHEN THEY COME THROUGH.>> DID WE ALREADY DO THE JAIL PROGRAM IN A
CONTRACT ON THAT. >> IT IS A SEPARATE AGREEMENT FROM ITS NOT INCLUDED IN BEEN
NEGOTIATED. >> WE HAVE A MOTION TO
PASS THESE. >> WE HAVE A MOTION AND A SECOND. ANY OTHER DISCUSSION, ALL THOSE IN FAVOR SAY AYE.
ANY OPPOSE, SAME SIGN, THE MOTION PASSES, THANK YOU FOR BEING HERE AND YOUR BOARD MEMBERS.
THANK YOU FOR BEING HERE, IT IS GOOD TO SEE

YOU, GLAD TO HAVE YOU HERE.ITEM NUMBER FOUR, DISCUSS AND CONSIDER APPROVAL OF LICENSE AGREEMENT BETWEEN NUECES COUNTY AND MAR INSURANCE RELATED TO ENROLLMENT BY THE MAR INSURANCE HEALTH SERVICES AND THAT IS YOURS COMMISSIONER GONZALEZ.
>> XAVIER'S HEARING GOING TO TALK ABOUT IT.
>> HE'S GOING TO GIVE A PRESENTATION.
>> BEFORE WE GET TO THE PRESENTATION.
>> DO WE HAVE TO GO TO TO A PROCUREMENT PROCESS OR HOW WERE THEY SELECTED THROUGH LEGAL
OR PROCUREMENT. >> WHERE IS MICHAEL.
>> IS ASKING MICHAEL. >> MONDE.
>> THIS IS A NO COST THERE IS NO NEED TO GO UP FOR RECRUITMENT THE SERVICES ARE FREE TO OUR CITIZENS. THEY ARE NOT CHARGING FOR WHAT THEY PROVIDE. SINCE WE NEED TO FILL IN SOME DAYS AT THE CLINIC THERE WILLING TO HELP PROVIDE CERTAIN DAYS TO CONTINUE HAVING MORE SERVICES SO WHILE WE LOOK FOR MORE VOLUNTEERS AND AGENCIES TO HELP THIS AGENCY HAS STOOD UP AND SAID HERE'S WHAT WE CAN DO FOR THE CLINIC AT NO COST TO YOU OR THE CLIENTS.
>> IT SOUNDS LIKE A GREAT CONCEPT.
I'M NOT. >> ARE YOU NOT FAMILIAR
>> COME ON MAN. >> CAN WE EVEN DO T THIS.
>> WHAT WERE YOU SAYING. >> YOU'VE NEVER BEEN
AROUND TO TALK ABOUT IT. >> NEVER BEEN AROUND, REALLY OKAY WHILE. YOU KNOW WE DON'T LIVE IN THE SAME PRECINCT WERE NOT RUNNING AGAINST EACH OTHER THE NEXT ELECTION, I DON'T KNOW WHERE YOU'RE COMING UP WITH THIS, IT'S VERY UNPROFESSIONAL. I EXPECT MORE FROM YOU.
>> THIS HAS NOTHING TO DO WITH POLITICS OR
ELECTIONS. >> FOR YOU TO TAKE A SHOT AGAINST THE COLLEAGUE I WOULD HOPE THE MAJORITY OF THE COURT.
>> WE COULD ALL THE WHILE AND LOOK FOR SERVICES OFFICE VOLUNTEERS BUT NOBODY IS
DOING IT. >> WHY DON'T I MAKE THIS EASIER WHY DON'T I BE QUIET AND LET YOU DO WHAT YOU WANT AND THEN YOU WANT TO ATTACK ME.
>> NO, NEVER SAID THAT. >> WHAT YOU JUST SAID WAS AN ATTACK ON ME, I'M NOT AROUND.
>> OKAY WE CAN DO THIS ALL DAY BACK-AND-FORTH,
I UNDERSTAND. >> I WOULD LIKE A MOTION THAT WE TABLE THIS ITEM IN THE NEXT ITEM THAT IS
MY MOTION. >> WE HAVE A MOTION TO
TABLE UNTIL WIN. >> THE NEXT MEETING WE HAVE AN INSURANCE MEETING COMING UP NEXT WEEK WE CAN VET THIS DURING THAT THAT'S AN INSURANCE RELATED ITEM THIS SHOULD COME BEFORE THE INSURANCE COMMITTEE AND IT HAS NOT I THINK THAT IS PERFECT TIMING. I DO NOT DISPUTE THE VALUE OF THIS BUT THE FACT THAT THERE ARE STEPS TO TAKE THAT WE HAVE NOT AS A COURT WE NEED TO GO TO THE PROPER STEPS, THAT'S ALL I'M ASKING FOR THIS COURT TO DO.
>> I DO UNDERSTAND WHY HAVE TO GO TO THE
INSURANCE DEPARTMENT. >> I WILL SECOND YOUR MOTION TO TABLE BECAUSE IT IS YOUR DISTRICT AND I THINK WHEN MEMBERS GO INTO OTHERS, I THOUGHT YOU WERE AWARE. I THINK WE NEED TO HAVE A COMMITTEE TO LOOK INTO THIS.
IT SOUNDS LIKE AN EXCELLENT PROGRAM AND WE WANT TO GET MORE SERVICES OUT THERE IN THE ROB'S TOWN AREA BUT I THINK WE NEED TO GO
[00:40:01]
ABOUT IT A DIFFERENT PROCESS OF MOVING IT FORWARD AND MORE INCLUSIVE OR SOMETHING.I WILL SECOND THE MOTION TO TABLE THE TWO UNTIL THE NEXT MEETING UNTIL WE CAN GET TOGETHER AND WORK FORWARD TO KEEP MOVING FORWARD AS A COUNTY. WE ALL WANT THE BEST IN EACH OF OUR DISTRICTS AND EVERYTHING.
BUT WHEN SOMETHING SITS AN INDIVIDUAL'S DISTRICT WE SHOULD BE COMMUNICATING WITH THEM, I AGREE. WE HAVE A MOTION AND THE SECOND TO TABLE UNTIL THE NEXT MEETING, THE FIRST MEETING OCTOBER. ALL THOSE IN FAVOR SAY
>> I SAY EVERYTHING THAT WE DO WE DO FOR THE CITIZENS WE SHOULD NOT TRY TO DELAY WE JUST
NEED TO GET IT DONE. >> IF I WENT INTO
PRECINCT ONE. >> IT'S ALREADY BEEN TABLE THERE'S NUMBER DISCUSSION.

>> WERE LOOKING AT THE RECAP PAGE WHICH WOULD BE THE SUMMARY OF ALL THE FUNDS.
>> THE VERY FIRST DOCUMENT CAPITAL PROJECT BALANCES. AND ALL THE BACKUP INDIVIDUALLY IS ATTACHED.
>> A HAS THEM SINGLED OUT INTO EACH COMMISSIONER AND EVERYTHING ELSE.
THAT IS CORRECT. >> WHEN YOU LOOK AT THE BOTTOM LINE THE GRAND TOTAL FOR ALL AVAILABLE OR UNASSIGNED FUNDS WOULD BE 12,372,690.
THE INDIVIDUAL AMOUNTS WILL BE 1901, THERE'S 2.2 WITH 58000 UNASSIGNED.

>> THE TOP LEVEL THIS IS UNASSIGNED, EXPLAINED THAT. IT SAYS UNASSIGNED AS
DIFFERENT. >> THE UNASSIGNED NUMBER IS NOT ALLOCATED. IT IS AVAILABLE 6.991 IS
WHAT IS UNASSIGNED. >> CAN YOU SHOW ME THE

FROM THEM NUMBER WHAT WE HAVE NOT MOVED INTO THE BUDGET WOULD BE AND WE HAVE THEM MOVE THOSE INTO THE PROJECT. WHAT I BACK THEM OUT IT LEAVES 6.9 AVAILABLE THAT IS STILL UNASSIGNED FOR THE 2021 CEOS. I LIKE THAT WORD BY THE WAY. UNASSIGNED AFTER YOU BACK OUT CALDWELL AND P, THAT IS REALLY AVAILABLE TO REALLOCATE TO THE 6.9.
[00:45:04]
>> IF WE GO BACK TO THE ORIGINAL CEO OF 50 MILLION BECAUSE THAT'S WHERE IT SEEMS LIKE THE MOST IS. SOME OF THE REST HAS NOT BEEN ASSIGNED BUT THE ONLY LARGE ONE IN MIND IS DISTRICT FOR THE PLANS TO USE FOR THE PARKING LOT THAT WE DON'T HAVE ANY MONEY FOR AND P2 HAS BEEN ASSIGNED BUT YOU COUNTED AS
UNASSIGNED. >> IS NOT IN THE UNASSIGNED IT IS JUST DOUBTING YOUR TOTALS BECAUSE THE SUMMARY HAS IT DOWN HERE.
THE UNASSIGNED IS ONLY TOPLINE.
BELOW ARE YOUR FUNDS AND I DON'T KNOW WHAT YOU'RE GOING TO DO WITH THEM. SHOWING YOUR BALANCE.
>> IN THE 12 MILLION YOU'RE COUNTING SOME OF THOSE THINGS THROUGH ALL OF HER PRECINCT AS A SIGN BECAUSE WE HAVE NOT VOTED ON THEM YET.
I GET WHERE YOU'RE GETTING THE SIX BUT YOU'RE GETTING TO 12 AND IT LOOKED LIKE THAT COUNTED THE UNASSIGNED IN THE PRECINCTS AND THE
JUDGES AS WELL. >> THAT'S WHEN YOU HAVE AVAILABLE LEFT IN YOUR PRECINCT, IT'S NOT REALLY UNASSIGNED BECAUSE YOU MAY HAVE THINGS THAT YOU'RE GOING TO DO BUT IT'S A PART OF
THE 12. >> THE REAL NUMBER WE CAN LOOK AT TODAY WITHOUT GETTING IN THE PRECINCTS PROJECTS IS A 7.3.
IT'S EVERYTHING AT THE TOP ALL DIFFERENT SERIES
FROM 1901 TO 1925. >> COULD YOU PROVIDE US I THINK THAT WOULD CLEAR UP A LOT THE ORIGINAL LIST THAT WE DID ON THE 50 BECAUSE WE ASSIGNED THE WHOLE 50. I'M TRYING TO FIGURE OUT WHAT HASN'T GOTTEN SPAT OUT OF THE FIRST 50 BECAUSE THAT'S WHERE YOU'RE SAYING THERE IS SOME LEFT. I DON'T KNOW WHERE THE ORIGINAL LIST WHERE WE WENT THROUGH AND VOTED
AS A COURT. >> YOU HAVE THE ORIGINAL
>> I'M TRYING TO FIGURE OUT HOW THERE IS 6 MILLION LEFT OF THE 50 BECAUSE I THOUGHT WE ASSIGNED IT ALL BUT MAYBE NOT.
>> THE FIRST COLUMN IS 50 MILLION THAT IS THE TOTAL OF ALL THE PROJECT BUDGETS AND FROM THE AMOUNT THAT YOU HAD INDIVIDUALLY YOU CREATED NEW PROJECTS. I HAVE A SECOND SHEET THAT I CAN PROBABLY SHOW THE DETAIL.
>> IF YOU COULD, THIS IS GETTING CLEAR BUT I DON'T UNDERSTAND HOW THERE'S ANY LEFT OVER FROM 21 BECAUSE I THOUGHT WE VOTED TO ASSIGN EVERY PENNY OF THE 50.
>> THE PROJECTS HAVEN'T STARTED.
>> THAT DOES NOT MEAN IT HASN'T STARTED.
>> WE REMOVED SOME OF THE PROJECTS.
WE REALLOCATED THAT, IT WAS ASSIGNED BUT NOW IT IS GONE THEY WENT TO THE BALLPARK.
, HILLTOP, SOME WENT TO THE ANIMAL CARE FACI
FACILITY. >> IT IS BEEN ASSIGNED, IT'S BEEN REALLOCATED. IT'S BEEN ASSIGNED AS PART OF THE PROJECT BUT NOW IT'S REALLOCATED TO
DIFFERENT PROJECTS. >> THAT MONEY WOULD NOT
BE IN THE SIX. >> AND TRY TO FIGURE OUT WHY THERE IS SIX OR SEVEN.
LIKE YOU SAID IN THAT INSTANCE IT GOT REALLOCATED BECAUSE WE ENDED UP DOING EMMY WITH ARPA SO WE TOOK THE MONEY FROM SEO BECAUSE WE COULD DO WITH ARPA AND MOVE IT TO THE
PROJECTS. >> I THINK THE ROOF WAS EVEN ON THE LIST ORIGINALLY.
>> A SMALL PORTION. >> IF YOU CAN PROVIDE THE SECOND SHEET THAT IS WHAT IS CONFUSING ME I REMEMBER TAKING AND REALLOCATING BUT YOU SAY THERE'S SIX OR 7 MILLION ASSIGNED AND I'M NOT ABLE TO GARNER FROM TH THIS.
>> I KNOW 2 MILLION IS THE COUNTY ROADS.
>> I KNOW THERE WAS A GENERAL CATEGORY.
>> THERE MIGHT BE 4 MILLION MORE TO
ACCOUNT FOR. >> EXCUSE ME TERESA.
FROM THE 4 MILLION. >> IT WAS REALLOCATED TO
THE HILLTOP ANIMAL CARE. >> TERESA WHAT YOU'RE SAYING WE HAVE 6 MILLION THAT WE CAN USE?
>> YES OR. >> THAT IS A GOOD THING I STILL NEED TO FIND MONEY FOR SOME OF MY
DRAINAGE PROJECTS. >> I WILL PROVIDE THAT.
>> THAT WAS JUST INFORMATION SO WERE GETTING CLOSER DO YOU WANT HER TO BRING BACK
MORE NEXT TIME. >> THAT WOULD BE NICE I DON'T HOW WE HAVE 6 MILLION UNASSIGNED I
[00:50:01]
DON'T DOUBT YOU, THAT IS A GENERAL CATEGORY IT MAKES SENSE IF WE DIDN'T PULL IT OUT OF THAT THERE MAY BE ANOTHER COUPLE GENERAL CATEGORIES I'M JUST NOT REMEMBERING BECAUSE WE HAVE LOOKED AT THAT LIST AND PROBABLY TWO YEARS.[7. >> WE'VE BEEN DOING DIFFERENT MEETINGS AND I THINK WERE WORKING TOWARDS THE END GOAL WE HAVE BEEN MEETING WITH ABM PUBLIC WORKS, THE SHERIFF'S DEPARTMENT, THE COUNTY ATTORNEY, MYSELF, ALL OF US HAVE DONE WALK-THROUGHS AND AN ENGINEER OF RECORD AND WE HAVE ANOTHER ONE SCHEDULED FOR NEXT WEEK TUESDAY AND THEN WE WILL DO AN ADDITIONAL ONE AND WERE TRYING TO GET THIS JOB TO COMPLETION. WE ARE AT THE FINAL STAGE OF PUNCHLIST ALMOST WHEN THEY FINISH THIS BUT PUBLIC WORKS HAS BEEN ON THESE MEETINGS AND WE CALLED THEM AND SPECIFICALLY TERESA'S OFFICE AND ONE DID SIGN OFF ON THIS.
>> ALL OF THESE JOBS COME WITH WARRANTY?
IS THAT CORRECT. >> YES THEY HAVE A PERFORMANCE BOND THAT DOES NOT GO AWAY WE WERE IN MEETINGS WITH PEOPLE. WE ARE WORKING ON TRYING TO GET A PERCENTAGE OF COMPLETION WITH THEM SIGNED OFF AND WE ALSO POSSIBLY HAVE ANOTHER EXTENSION THAT WERE GOING TO ASK FOR BECAUSE WE THINK WHILE WERE WORKING TOWARDS OCTOBER 31 DEADLINE WE THINK WITH PAPERWORK AND DOCUMENTATION AND WALK-THROUGHS AND EVERYBODY SIGNING OFF AGREEING TO IT MIGHT TAKE US A LITTLE BIT LONGER BUT WERE SHOOTING FOR THE OCTOBER 31 DEADLINE TO FINISH THIS JOB TO COMPLETION. WE HAVE A COUPLE OF ITEMS THAT THEY ARE WANTING TO D SCOPE IN THE JOB WITH PUBLIC WORKS AND ABM IS GETTING PRICES FOR THOSE JOBS TO MAKE SURE WE AGREE TO THE AMOUNTS THAT WE D SCOPE FROM THIS JOB.
WE ARE ALL MOVING TOGETHER WITH A LOT IN LOT OF MEETINGS AND WALK-THROUGHS AND PHYSICALLY WE TOOK THE PADDY WAGON TO THE JAILS 20 OF US OR SO WENT THROUGH THE JAIL AND WE ALL PHYSICALLY WALKED IN AND LOOKED AT THE ANNEX, EVERYTHING THIS IS MOVING FORWARD TOGETHER I HAVE A MOTION AND THE SECOND.

THANK YOU FOR CATCHING THAT.ITEM EIGHT DISCUSS AND CONSIDER ALLOCATING ECONOMIC DEVELOPING CONTRACTS.
WE HAVE THREE THAT WERE IN OUR BUDGET DISCUSSED APPROVED AND FUNDED AT THESE AMOUNTS THE 50000 FOR THE CORPUS CHRISTI REGIONAL ECONOMIC DEVELOPMENT, 10000 FOR ROB'S TOWN AREA DEVELOPMENT AND 10000 FOR THE DOWNTOWN
MANAGEMENT DISTRICT. >> JUDGE THIS WAS ADDED TO THE BUDGET CYCLE ITEMS, THESE WERE FROM PRIOR YEAR AND THE TOTAL AMOUNT WAS REMOVED INPUT AS A CONTINGENCY BECAUSE SEVERAL COMMISSIONERS MAY WANT TO ADD ADDITIONAL COMPANIES TO THIS LIST BUT THIS IS WHAT IS BEEN BUDGETED IN THE PAST AND THE FUNDS ARE AVAILABLE.
>> WE ALSO HAVE AN TERESA POINTED OUT WE HAVE CAPITAL CREDITS DEPARTMENT 1379 AND AVAILABLE FUNDS 381,000. THAT'S WHERE THE FUNDS WOULD BE COMING FROM WE HAVE PLENTY OF FUNDS TO DECIDE ON THIS PORTION AND POSSIBLY COMING BACK DURING THE SECOND HALF TO LET YOU ALL KNOW.
FYI THE FUNDS ARE THERE IF YOU WANT TO DISCUSS ANYMORE ON THAT. I WILL MAKE THE MOTION TO PASS THESE THREE IF I COULD GET A SECOND WE COULD HAVE MORE DISCUSSION.

THAT. >> ANY OTHER DISCUSSION? WE HAVE A MOTION AND THE SECOND TO MOVE FORWARD WITH THE FIRST FOUR WITH THE AMENDED AMOUNTS FROM COMMISSIONER SPECIAL REVENUE FUNDS.

PLEASE.
>> WE COULD MOVE THAT INTO EXECUTIVE AS WELL.

RELATED MATTERS. 3H12 WE RECEIVED A LETTER FROM THE NUECES COUNTY APPRAISAL BOARD ON THE APPOINTMENT PROCESS, THE CURRENT TERM FOR YOUR ENTITIES SHOULD BE IN YOUR BACKUP IT SAYS TO COMPLETE THE ELIGIBILITY, IT'S REALLY TO GO OUT TO SEA. THERE IS A QUESTIONNAIRE IT LOOKS LIKE BEHIND THEIR.>> THIS CAME FROM RONNIE CANALIS.
>> THEY HAVE A WHOLE NEW PROCESS FOR APPRAISAL DISTRICT I WAS HOPING THIS IS GOING TO BE A
DISCUSSION ON THAT. >> I'M OPEN FOR DISCUSSION I JUST RECEIVED IT BUT I THOUGHT THEY WOULD HAVE TO BE HERE TO TALK ABOUT
IT. >> IT SAYS YOU HAVE TO COMPLETE THE ATTACHMENT ON ELIGIBILITY BUT I ASSUME THEY WOULD HAVE 70 HERE.

THE MOTION PASSES. ITEM NUMBER 13 DISCUSS AND CONSIDER UPDATING THE COMMISSIONER COURT POLICIES AND RELATED MATTERS.THE ATTACHMENT THERE ARE SEVERAL THINGS WITH THIS
[01:05:01]
ITEM. THE FIRST ONE IS RATIFYING OUR POLICIES SINCE WE ELIMINATED THE COMMISSIONERS COURT ADMINISTRATIVE OFFICES TO TAKE THE WORDING OUT OF THEIR IT IF YOU GOT THE HIGHLIGHTED PORTION IT SAYS ALL THE NAMES WERE THE COURT ADMINISTRATION IS IN THERE TO CHANGE THE WORDING, THE TITLE OF COURT MANAGER COURT ADMINISTRATION MOST OF THOSE HAVE BEEN CHANGED TO THE AGENDA COORDINATOR IF IT HAS SOMETHING TO DO.>> DID YOU GET THE HIGHLIGHTED COPY, IN THE BACK THE SECOND PAGE HAS ITEM C OR COURT MANAGER HAS TO BE REVIEWED BY THE COUNTY JUDGE OR COURT MANAGER. WE DON'T HAVE A COURT MANAGER ANYMORE SO ITEMS BY OTHER ELECTED OFFICIALS ARE DEPARTMENT HEADS, YOUR TO GIVE ME THAT AUTHORITY A LONG TIME AGO.
THE SECOND LINE SAYS THE COMMISSIONERS COURT MANAGER SHALL APPROVE THE FINAL AGENDA AS TO FORM SINCE WE DO NOT HAVE A COMMISSIONERS COURT MANAGER APPROVE AS DEFORMED WITHOUT WORDING
TAKEN OUT. >> THE SECOND PAGE HAS THE ITEM NUMBER FIVE THOSE WERE HIGHLIGHTED IN MY COPY THOSE WERE NOT OUR EDITS THAT'S A LATEST ONE FROM OUR OFFICE WE VOTED ON THESE AND MADE CHANGES ON THESE BUT THEY NEVER GET SIGN AND WE DON'T GET TO HIS DOCUMENT HAVE FIVE HE HAD THE HIGHLIGHTED PORTION THAT WE WOULD WANT TO ADDRESS WHETHER WE WANT TO CONTINUE OR
NOT. >> IT IS A CONSTITUTIONAL COURT I DON'T KNOW WHY THERE HIGHLIGHTED THESE TWO. YOU DON'T NEED THAT REMINDER TO THE PUBLIC. WE COULD TAKE THAT OUT IS NOT REALLY NECESSARY. PAGE THREE OF 12 IT IS WHAT IT IS YOU DON'T NEED TO REMIND PEOPLE
ON NUMBER FIVE IS THAT WHAT YOU'RE SAYING JU
JUDGE. >> IT'S IT IS MOVING IT FROM. CHARLES: FIVE THAT IS MOVING THAT THAT WAS NOT FOR MINE.
>> FOR THE FOLLOWING BUSINESS DAY WE HAVE THAT SCRATCHED OUT, IS THAT SOMETHING THAT WE CAN LEGALLY DO I THOUGHT IT HAD TO BE THE NEXT BUSINESS DAY OR YOU HAD TO REPOST.
>> I'M NOT SURE WHY THAT IS STRUCK OUT IT WOULD NEED TO BE THE NEXT DAY OR THE FOLLOWING BUSINESS DAY. PUT THAT BACK AND THERE'S A LINE THROUGH IT.
>> IS THIS WHERE WE ADDED THE ONES.
AS I HAVE ALL THE ADS. >> IF YOU LOOK ON THE LAST PAGE 11 OF 12 ON MISCELLANEOUS.
>> THAT'S WHERE THE STUFF WAS ADDED.
>> ONTO. CAN WE BRING UP THE OTHER ONE THAT WE THEN TALK ABOUT.
>> THE ONLY THING THAT MY OFFICE DID WAS ANY REFERENCE TO COURT MANAGER WAS TAKEN OUT AND PUT COUNTY JUDGE OR THE REQUEST HAS TO BE SUBMITTED ELECTRONICALLY TO THE AGENDA EVERYBODY KNOWS THE POLICY EIGHT DAYS OUT BEFORE A MEETING WE WOULD LIKE EVERYBODY TO BE REMINDED SO WE START FOLLOWING THE POLICY AND CONTINUE WITH THAT. IF THERE'S ANYTHING FROM YOUR OFFICE THAT NEEDS TO BE HIGHLIGHTED BACKUP MATERIAL SHOULD BE READY AT THE DESIGNATED DEADLINES COMMISSIONERS COURT AND THE OTHER AGENDA ITEMS FROM OTHER DEPARTMENTS AND ELECTED OFFICIALS YOU HAVE A DEADLINE WHEN YOU SUBMIT WE NEED TO KNOW YOU HAVE A BACKUP COMMISSIONERS COURT BECAUSE YOU HAVE THE EXCLUSIVE AND SAME AUTHORITY TO ADD SOMETHING TO THE AGENDA YOURS IS PAST THE DEADLINE 5:00 O'CLOCK ON
[01:10:08]
TUESDAY. THERE WAS A LOT OF REFERENCE TO THE COMMISSIONERS COURT MANAGER THERE WAS A LOT OF HIGHLIGHT IN HERE.>> ALSO THAT I POINT OUT THAT THERE IS A PART OF THE POLICY THAT YOU ARE ADOPTING AND RATIFYING TODAY AND WE WOULD LOVE EVERYBODY TO NOTICE ON PAGE FIVE OF TWO ALL CONTRACT AGREEMENTS NEED TO BE FORWARDED TO THE COUNTY ATTORNEY'S OFFICE AS TO LEGAL SUFFICIENCY PARTICIPATING IN AGENDA ITEM AND THERE'S A POLICY THAT WE WORKED VERY CLOSELY WITH MICHAEL ROBINSON IN PURCHASING SO WE HAVE A WONDERFUL FLOW AND WE NEED PEOPLE TO BRING PAGE FIVE SCHEDULE FOR SUBMISSION OF AN AGENDA ITEM REQUEST.
ALL CONTRACTS NO LEEWAY IN MOSCOW COULD BE COUNTY ATT THE ONE THING I ASKED HARVEY LOOKS AT THOSE BEFORE I SIGN MY NAME IS NOT A MAYBE IF IT'S AN AMENDMENT OR AN EXTENSION IS STILL HAS TO GO TO SEE IF ANY WORDING COULD'VE CHANGED OR TWEAKED WE LIKE FOR THEM GOT PLENTY OF TIME WE HOPE THIS WILL HELP ALL OF US THERE IS NO THESE MEETINGS GO QUICKER DROPS ON THE INDIVIDUAL FROM THAT THE COMMISSIONERS COURT ON THE COUNTY JUDGE'S OFFICE I'M INSTRUCTING OFFICE. WE DO NOT MESS WITH YOUR ITEMS OR CHANGE OR SEND THEM TO THE ATTORNEY FOR LOOKING UP THAT'S ON YOU AS A DEPARTMENT HEAD OR ELECTED OFFICIAL TO TAKE THAT DO NOT EXCEPT FOR THIS GROUP WERE ALL AUTHORIZED TO PLACE ON THE AGENDA. PAGE 11 IS WHERE.
>> BACK INTO THE BOARD AGENDA ITEM I SUBMITTED LAST MEETING AND EVERYBODY ONE MORE TIME I DID TWEAK IT AS ANYBODY HAS FURTHER TWEAKS IS OPEN AND TRANSPARENT WAS PROVIDED AS BACKUP AND IT WOULD INCLUDE THE BOARD OF MANAGERS IN CORPUS CHRISTI, I WOULD INCLUDE SPAWN ON THIS ONE FOR NOW UNTIL WE DECIDE WHAT WOULD HAPPEN ON THAT THOSE ARE ALL HIGH-PROFILE BOARDS, EVERY WORD IS IMPORTANT AND I DON'T THINK WE CAN DO IT WITH EVERY BOARD, STARTED WITH THOSE AND CHANGED WERE ANY COMMISSIONER JUDGE MAY REQUEST THE PUBLIC INTERVIEW THE APPLICANT IN OPEN COURT SESSION, THAT WOULD MEAN IF WE HAVE 10 APPLICANTS AND YOU WANT TO INTERVIEW THEM ALL, COMMISSIONER 13, COMMISSIONER GONZALEZ, THEY ALL GET INTERVIEW THE ALGA INTERVIEW.
ONCE INTERVIEW IS DONE IN OPEN SESSION AND COMPLETE EACH JUDGE CAN NOMINATE ONE CANDIDATE TO PUT ON THE WHITEBOARD SOMEBODY EARLY NOT NOMINATED. SO I WOULD NOT APPOINT THE SAME PERSON SO WE WOULD HAVE FIVE DIFFERENT CANDIDATES EACH COMMISSIONER JUDGE .THERE IS A TYPE BETWEEN THE TWO AND ONLY ONE SPOT THAN THOSE GOING TO THE NEXT ROUND AND EACH MEMBER GETS ONE VOTE IN THE CANDIDATE MUST HAVE THREE VOTES TO GET APPOINTMENT IT'S A SIMPLE AS I CAN COME UP WITH AND IF YOU HAVE SUGGESTIONS LET ME KNOW I WOULD LIKE TO MAKE A MOTION TO SEE IF WE CAN HAVE A DISCUSSION ON.
ALSO GET THE MOTION WE WOULD LIKE A LITTLE MORE WERE SHOW ME HOW IT WORKS.
IT'S KIND OF CONFUSING CAN WE DO SOMETHING SILLY LIKE VOTE FOR YOUR BEST DISNEY CHARACTER.
IF WE ALL VOTE FOR NAME THE PROBLEM.
>> THEN WE HAVE THREE VOTES ALREADY HALFWAY
[01:15:04]
DOWN THE ROAD YOU READY CHOSEN.>> HAS TO BE A DIFFERENT NAME.
IN WHICHEVER WAY YOU MIGHT AS WILL QUIT.
>> THAT'S WHY SAYS NOT SOMEONE ALREADY NOMINATED, I PUT THAT IN THERE BECAUSE THERE'S NO
POINT. >> I TRIED TO CLEAR THIS UP FROM THE INPUT FROM THE LAST SESSION THAT WAY YOU CANNOT NOMINATE THE SAME PERSON ON THE FIRST-ROUND AND THEN YOU HAVE TWO VOTES LET'S HAVE ONE SPOT AVAILABLE IF THERE'S TWO PEOPLE TYPE OR ONE SPOT IT COULD BE THREE LET'S GO TO THE NEXT ROUND EVERYBODY GETS ONE VOTE ON ME OR YOU HAVE A DIFFERENT SUGGESTION WHERE WE CAN DO THESE INTERVIEWS MOST EVERYBODY HAS EXPRESSLY ENTERED WITH AN INCLINATION TO WANT TO INTERVIEW.
I THINK IT'S GREAT WE CAN FIND OUT WHAT QUALIFICATIONS THESE PEOPLE HAVE THE REPORTING ON THESE EXTREMELY IMPORTANT BOARDS. ESPECIALLY WITH THE BOARD COMING UP IN WITH AS MANY PEOPLE ON THIS COMMISSION TO HEAR FROM THEM BASED ON THOSE INTERVIEWS EVERYONE CAN VOTE.
>> I MADE THE SUGGESTIONS AND CHANGED IT UP, I GOT SOME MORE. BRING THEM ON.
I'M INTERESTED IN HEARING THEM.
>> IDIOTIC QUESTIONS OR DISCUSSIONS.
>> THIS INTERVIEW WILL BE DONE WITH THE MEETING BEFORE THE SELECTION? IF WE DO IT BEFORE THE ELECTIONS IN THE MEETING BEFORE YOU'RE GOING TO HAVE AN IDEA WHAT YOU HAVE.
>> SAY THAT AGAIN. >> ANYTIME WE'VE DONE PICS FOR INTERVIEWS YOU NECK I LIKE PEOPLE TO COME UP AND TELL US WHY THEY WANT TO BE PART OF BOARD THAT THEY APPLY FOR.
I LIKE TO HEAR WHAT THEY HAVE AND WHAT THEY WANTED Y TO DO. I WOULD MAKE SURE THERE'S AN ELECTION BEFORE THE SELECTION I WANT TO MAKE THAT CLEAR THAT THAT IS NOT WHAT THE PERCEPTION WILL BE THIS GUY HAS TWO VOTES IN THE SKY COMING BACK AGAIN WITH THE SAME THREE SO EVERYBODY GETS ONE MORE VOTE TO NEVER GOING TO VOTE FOR THE ONE YOU PERSONS WHATEVER
IT IS. >> SO WE CANNOT DO IT THE SAME DAY WITH THAT BE BETTER IN EACH ONE OF US AND WE KNOW WHO YOUR APPOINTMENT IS GOING TO BE TO HAVE THEIR INTERVIEWS.
>> WE CANNOT DO THE SAME PERSON IS WHAT I'M SAYING YOU CAN CONTACT YOUR PERSON.
>> THE THEORY WOULD BE THAT THEY APPLY WE GET THE APPLICATIONS LIKE ANYTHING ELSE WE HAVE TO MAKE IT TIMES OR WERE THEY HAVE TO BE IN AND WE WOULD ALL REVIEW THE APPLICATIONS AND WE WOULD LET WHOEVER TERESA OR WHOEVER AND EVERYBODY COULD SUBMIT TO AN ADVANCE WHERE THEY WOULD GET PLENTY OF NOTICE THAT THAT THEY WOULD BE THE DAY THAT THEY, AND THEY DON'T SHOW UP.
>> THERE WILL BE FIVE PEOPLE HERE FOR
INTERVIEWS. >> IT COULD BE 10.
>> IT DOESN'T HAVE TO BE LIMITED TO ONE PERSON.
>> NO IF YOU WANT TO HEAR FROM THREE PEOPLE BECAUSE YOU'RE UNDECIDED THAT WOULD BE GOOD TO TO BE UNDECIDED ON SOME OF. YOU COULD PICK AS MANY
AS YOU WANT. >> COMMISSIONER WHAT I UNDERSTAND YOU MAY SUBMIT NAMES TO INTERVIEW AT A CERTAIN POINT AND THEN WE COULD HAVE ANOTHER ROUND. WE DO NOT AGREE ON SOME
OF THOSE FOLK. >> APPLICATIONS WOULD COME IN WE WOULD ALL FIVE GET SENT THE APPLICATION AND ALL OF US WOULD BE ABLE TO PICK WHOEVER FROM THE LIST THAT WE WANT TO INTERVIEW AND THOSE INTERVIEWS WOULD BE SET UP AGAIN TERESA OR WHOEVER, WHATEVER AND
[01:20:03]
THOSE PEOPLE WOULD COME IN WE WOULD INTERVIEW THEM AND WE WOULD NOMINATE EACH ONE PERSON FROM THE PEOPLE THAT WE INTERVIEWED.ALL DIFFERENT PEOPLE THAT WAY UNTIL THE VOTE HAPPENS WE KNOW ANYTHING THAT'S GOING TO HAPPEN, DOES NOT MAKE SENSE TO EXPLAIN THE WILL.
>> THE WAY THAT WE DO IT NOW WE CONSIDER EVERYONE THAT SUBMITS AN APPLICATION.
>> BUT WE DON'T DO ANYTHING OTHER THAN NOMINATE. WE DON'T HAVE AN
INTERVIEW OR ANYTHING. >> I DON'T KNOW IF THEY CONSIDER EVERYBODY. WE DON'T EVER HAVE ANY DISCUSSIONS ABOUT IT. I DON'T KNOW.
THIS IS A WAY TO MAKE SURE EVERYBODY IS GIVEN AN OPPORTUNITY TO BE CONSIDERED AND IF COMMISSIONER JUDGE WANTS TO INTERVIEW THEM NO MATTER HOW MANY WANT TO INTERVIEW, YOU PICK
>> THE MOTION YOU HAVE IS ADDING YOUR SECTION THE APPOINTMENT PROCESS TO THIS POLICY.
>> WE HAVE A MOTION AND THE SECOND TO ADD THIS TO OUR POLICY. WE CAN ALWAYS COME BACK IF THIS DOES NOT WORK OUT AND DO SOMETHING DIFFERENTLY. IT AT LEAST GIVES US TIME TO MOVE FORWARD TO LOOK AT OR TRY OR REUSE.
>> BECAUSE OF OUR POLICY NOW HERE ON OUT THAT'S WHAT I'M GOING TO FOL FOLLOW.
>> UNLESS WE COME BACK AND VOTE AGAINST IT AND DECIDED DID NOT WORK OUT WHERE WE DO NOT LIKE IT.
THERE IS A LOT OF POLICY CHANGES.
>> I DON'T KNOW IF I'M READY FOR THIS CHANGE
>> I AGREE IN THE CONCEPT, IT'S WHAT WE'OR HIGH-PE APPOINTMENTS THAT WE'VE MADE FOR ACTUAL EMPLOYEES THAT REPORT TO US.
WE NEED STRUCTURE OTHER THAN MAKING MOTIONS AND THROWING OUT A NAME OR A BUNDLE OF NAMES AND HAVING TO VOTE DOWN THE MOTION.
THIS IS MORE DELIBERATE AND IF YOU LOOK AT OTHER APPOINTMENTS MADE BY OTHER ENTITIES IN NUECES COUNTY AND OUTSIDE OF THE COUNTY.
I THINK IT IS STILL GIVING A SOLID CHANCE TO HAVE OUR NOMINEES BROUGHT FORWARD IF THEY QUALIFY AND HAVE THE INTERVIEW WHICH I THINK IS A GREAT CONCEPT THAT WE STARTED A FEW YEARS AGO WITH THE SHERIFF'S APPOINTMENT BACK IN
2018. >> WE DID THE INTERVIEWS. I THINK THIS IS A GOOD STEP FORWARD. WE MAY FIGURE OUT THIS MAY NOT WORK WITH THOUGHT AND WE MAY HAVE TO CHANGE IT. BUT I LIKE THAT TO GET THIS GOING FORWARD AND EVERYONE IN CHANCE TO HAVE A VOICE HE HEARD AS FAR AS OUR NOMINEES.
>> WE HAVE A MOTION AND A SECOND TO AMEND OUR POLICY ABOUT APPOINTMENT PROCESS.
ALL THOSE IN FAVOR SAY AYE GET AYE.
THE MOTION PASSES. >> I WOULD LIKE TO SUGGEST SOMETHING THAT IS NOT IN HERE TO POSSIBLY HE ADDED TO ELIMINATE FUTURE PROBLEMS LIKE WHAT WE JUST HAD TO TABLE.
POSSIBLY IF IT COMMISSIONER OR THE JUDGE, I'VE TRIED VERY HARD SINCE I GOT ELECTED BY GOING TO YOUR DISTRICT TO CONTACT YOU AND I HAVE YOUR SAY IN IT SO MAYBE WE SHOULD PUT A POLICY IN THEIR AND IN YOUR DISTRICT THAT THEY ARE NOTIFIED OR THEY NEED TO SIGN OFF WORK NEEDS TO BE A JOINT SO WE CAN MOVE FORWARD WITH THIS. THIS IS AN EXCELLENT OPPORTUNITY THAT WE SAW TODAY THAT COULD MOVE FORWARD AND BE ELIMINATED.
I KNOW YOU CANNOT TALK TO MORE THAN ONE BUT IF THE INDIVIDUAL IS GOING IN AND WHOEVER BRINGS THIS AND YOU'RE GOING INTO SOMEBODY ELSE'S YOU COULD TALK TO THE INDIVIDUAL AND GET THEM TO SIGN OFF ON IT. I WOULD MAKE THAT MOTION AND OPEN IT UP FOR DISCUSSION AND IF YOU THINK IT'S ALL TOO MUCH OR NOT NECESSARY.
WE WORK WELL TOGETHER, MOVING FORWARD IT'S WHAT I EXPLICITLY TRIED TO DO AS JUDGE.
>> I THINK THE CONCEPT IS GREAT I JUST DON'T KNOW IF YOU WANT TO TAKE A MINUTE AND FIGURE OUT HOW TO WRITE SOMETHING UP LIKE I HAD TO DO A
COUPLE OF TIMES ONLINE. >> I THOUGHT IT WAS FAIRLY SIMPLE. FOR EXAMPLE
[01:25:04]
INADVERTENTLY ONE COMMISSIONER TALKS TO ANOTHER BUT FORGOT TO TALK, I DON'T WANT TO GET INTO AN OPEN MEETING.I THINK YOUR CONCEPT IS RIGHT ANYTHING THAT WILL BE DONE IN THE PRECINCT OF SOMEONE ELSE SHOULD BE A COURTESY HEADS UP. IT DOES NOT MEAN YOU SHOULDN'T DO IT BUT IT'S A COURTESY.
>> IT'S A GREAT PLAN MOVING FORWARD.
>> IF YOU WANT TO PROPOSE SPECIFIC LANGUAGE I'LL BE LISTENING.
>> THE AGENDA ITEM CAN DO THAT ANYWAY RIGHT
NOW. >> THIS WILL BE POLICY WHY I ADDED IT TO THE POLICY.
>> I'M WILLING TO BRING IT BACK AND DISCUSS IT IF YOU COULD WORK ON SOME LANGUAGE FOR ME AS WELL JENNY. SOMETHING AS SIMPLE I DON'T WANT TO OVERCOMPLICATE THE PROCESS AND I DON'T WANT TO CREATE A QUORUM PROBLEM BUT IN MY POSITION WHERE I SIT IT'S FAIRLY SIMPLE. IF I GO TO THE ISLAND I CALL BRENT. IF I GO TO ROB'S TOWN I CALLED JOHN. FIGURE COMMISSIONER GONZALEZ OR HERNANDEZ, I CALLED THEM.
I THINK IT IS A COURTESY AND THAT'S THEIR AREA AND THEIR PEOPLE AND THEIR BUILDINGS.
WE WORKED TOGETHER HERE AND WE PROVIDE SERVICES.
>> IT'S BEEN A YEAR END A HALF ALREADY SO IT'S NOT LIKE THERE'S SOMETHING NEW.
>> LET'S MOVE FORWARD THIS IS A GREAT CONCEPT.
LET'S MAKE IT HAPPEN. >> I WILL HOLD THAT TILL THE NEXT MEETING. BUT WE HAVE THE HIGHLIGHTED CHANGES IN THE COURT POLICY THAT WILL NEED TO BE VOTED ON BY COMMISSIONER CHESNEY'S, BASICALLY FROM THE ATTORNEY YOUR ONLY SUGGESTION MOVING ONE LINE OTHERWISE THE REFERENCES TO COURT MANAGER BEING CHANGED IF APPLICABLE TO THE AGENDA COURT LATER, ONE PLACE TO THE AUDITORS OFFICE BECAUSE OF TRAVEL BECAUSE THE AUDITOR KEEPS UP WITH TRAVEL AND THE OTHER PLACES THE COUNTY JUDGE WHICH IS ALWAYS BEEN MYSELF INCLUDED AS WELL.
I MAKE THE MOTION TO PASS WITH THE CHANGES.
>> DID YOU WANT TO MAKE A MOTION TO DIRECT HER TO COME UP WITH A POLICY RELATED TO WHAT YOU JUST
SAID. >> I ASKED HER, I DON'T THINK I HAD TO MAKE A MOTION.
>> I TOLD HER I WOULD BRING IT BACK.
>> A DEGREE CONCEPT. >> MY MOTION IS FOR WHAT WE PUT ON HERE TO MAKE THE CHANGES IN THE COURT POLICY AND ANY REFERENCES TO THE COURT MANAGER AND THOSE DUTIES THAT ARE HIGHLIGHTED IN
THE BACKUP. >> I HAVE A MOTION IN THE SECOND. ALL THOSE IN FAVOR SAY AYE. ANY OPPOSE, SAME SIGN.
THE MOTION PASSES AND WE WILL BE COMING BACK TO MAYBE IF WE FIGURE OUT A WAY TO DO IT WITHOUT CREATING THE WELCOME FORM WE WILL POSSIBLY ADD ANOTHER CHANGE TO THE.

THAT IS FOR THE REMAINING PROPERTIES THAT HAVE NOT BEEN SOLD BY THE DEVELOPER.
>> YOU'RE SAYING THAT IS ENOUGH TO COVER WHAT'S
LEFT IF THEY DEFAULT. >> AT A SIMILAR QUESTION TO THAT. FOLLOW-UP THIS IS STANDARD HAVE WE DONE THIS BEFORE.
>> YES OR WITH THE DEVELOPERS.
>> I NEVER HEARD. >> AND THIS IS WHAT ABM WAS ASKING BECAUSE THEY HAVE TO PAY THE FULL AMOUNT OF THE ORIGINAL PROCESS AND WE WERE
AGAINST THAT YESTERDAY. >> I THINK THAT'S PART OF THE CONTRACT WITH ABM THIS WOULD BE BECAUSE I'M GOING TO THROW A NUMBER IF THEY HAVE 20 SEPTIC TANKS AND EVERY YEAR THEY SELL A PIECE OF PROPERTY, THEY SELL 10 THEN THEY CAN COME BACK TO THE COMMISSIONERS COURT.
>> HE HAS TO PAY ON THE ORIGINAL TOTAL BOND NOT THE PERFORMANCE BOND. HE WAS WANTING TO REDUCE HIS HOURS TRYING TO SEE IF THIS IS THE SAME

AND CONSIDER NUECES COUNTY COLLECTING PLAT APPLICATION FEES WITHIN THE 18J AND COUNTYPROPERTIES. >> JUDGE AND COMMISSIONERS THERE IS AN ATTACHMENT THAT WAS SUBMITTED IN THE DOCUMENT.
>> JUDGE I'M THINKING THIS IS A GREAT OPPORTUNITY WE CAN START GETTING NEW REVENUE.
IT HASN'T BEEN DONE BEFORE, I DON'T KNOW WHY BUT THERE'S A LOT OF NEW DEVELOPMENT IN THE COUNTY AND WE NEED TO MAKE MONEY ON THE PLAT REVENUE MOU WITH THE CITY AND THEY HAVEN'T BEEN DOING WHAT THEY PROMISE THEY SAID THEY WERE GOING TO DO AND THAT IS GIVEN THE ENTIRE PLAT MONEY AND THAT HAS NOT HAPPENED SO WE FIND OUT HOW MUCH IS OWED TO NUECES COUNTY AND WE NEED TO GENERATE NEW INCOME SO I PROPOSED

WE WILL HEAR FROM THEM AS SOON AS WE DO.
>> I THINK WE NEED TO GIVE THEM A HEADS UP.
THE REAL QUESTION WHAT IS THE CITY CHARGING.
DO THEY CHARGE SIMILAR AMOUNT.
>> ESTHER. >> ARE WE DOING AS MUCH WORKER THEY DOING MORE WORK SPINNAKER THINK WERE DOING THE SAME AMOUNT.
>> THE FACT IS THE CITY. >> I AGREE WE SHOULD GET A PORTION OF THEIRS WHICH WERE NOT WORRIED WE NEED TO BE CHARGING I THANK YOU NEED TO CALL THE HOMEBUILDERS ASSOCIATION AND LET THEM KNOW AND WHOEVER ELSE I THINK IT'S FAIR THAT WE DON'T BLINDSIDE THEM WITH THE NEW FEE WITHOUT HAVING TO DEBATE AND ALSO TALKING TO THE CITY WITH WORKING ON SOMETHING WITH THE CITY THAT IT IS ONE FEE AND WE GET A PORTION.
I THINK THE CONCEPT IS GOOD I JUST DON'T WANT TO BLINDSIDE ANYBODY UNFAIRLY.
>> WHAT GOT ME STARTED ON THIS WE HAD TO FIX OUR ROADS THAT DEVELOPERS WERE BRINGING IN THE HEAVY TRUCKS, CEMENT TRUCKS, CONSTRUCTION TRUCKS AND I TALKED TO THEM AND THEY PROMISE THEY WERE GOING TO HELP AND THAT NEVER MATERIALIZED SO WE HAVE TO PAY TO GET THE ROADS FIXED SO I THINK WE SHOULD BE GETTING SOME OF THE FEE SO WE CAN DO THE THINGS THAT WE NEED TO FIX THAT THE DEVELOPERS BREAK.
>> GRAPHICALLY IF YOU LOOK AT WHAT'S HAPPENING WERE GETTING THE SUBDIVISIONS BUT OUR FUNDING FOR PUBLIC WORKS IS STAYING STAGNANT OR DROPPING SO THIS WOULD BE A GOOD WAY TO PUT REVENUE BACK INTO SUPPLY AND STAFF AND SOME OF THE OTHER THINGS THAT WE NEED TO DO RIGHT NOW ARE DOING BRUSH CLEANING AND POTHOLES AND RESURFACING THESE ROADS THESE ARE SOME OF THE NEW YORK SUBDIVISIONS AND GRAPHICALLY WERE LOOKING AT OUR BUDGET IS TO BE A GOOD WAY TO REPLENISH OR

ON PAGE 60 SEE REVENUES FOR THE BALANCES, REVENUE OF $110 MILLION COLLECTED AND 77 MILLION OF THE EXPENSES AND THE TRANSFER THAT WE HAVE COMING IN.
THE NEXT ITEM ON PAGE 11 SHOWING A BALANCE FOR THE HEALTH INSURANCE FUNDS.
AS WE KNOW THE GROUP HEALTH AT THE MOMENT WAS 946. THAT DOES SOUND STRONG BUT AS YOU KNOW WE WENT TO THE LAST CLAIM THERE WAS A TOTAL AMOUNT OF $3.5 MILLION THE HIT THE BALANCE FOR THIS AND YOU TRANSFERRED AND HAVE THE 4 MILLION TO COVER THE COST WE WILL CONTINUE TO MONITOR THE FUNDS AND THEY ARE SO POSITIVE BUT WE KNOW WE HAVE SOME COMING UP IN OCTOBER AND NOVEMBER TO COVER THE COST.
THE LAST SECTION IS THE TOTAL COST FOR THE GENERAL FUND THAT WILL BE ON PAGE 61.
THIS IS THE TOTAL GENERAL FUND OF 33.7%.
IF WE THINK THERE'S ONLY TWO MONTHS REMAINING THAT IS ONLY ABOUT A 16% THAT'S A SIGNIFICANT AMOUNT. WE WANT TO COMMAND THE DEPARTMENTS FOR YOUR CONTINUED PUSH TO GET THE DEPARTMENTS TO KEEP THE FUNDING DOWN BUT AS WE KNOW THE MONTH FOR AUGUST AND SEPTEMBER HIT HARD AND WE WILL MONITOR THOSE WHEN THE NUMBERS COME TOTAL WILL BE CLOSE TO WHERE WE SAID WE WERE GOING TO BE IN OUR BUDGET CYCLE NUMBERS WILL COME SOON BECAUSE WERE IN WORKER ANNUAL FUND REPORT DOCTOR MONTHLY FINANCE REPORT FOR JULY 2023. [02:20:11]
4C CONSULT WITH THE COUNTY ATTORNEY WITH THE LEGAL MATTERS DATED SEPTEMBER 22, 2023 MY MOTION WOULD BE TO DENY AN ACCOUNTING ATTORNEY TO CONTINUE NEGOTI NEGOTIATIONS.IF WE HAVE A MOTION IN A SECOND ALL THOSE IN FAVOR SAY AYE MET AYE. THE MOTION PASSES.
THEN WE WOULD GO BACK TO 3A NINE.
>> DESK AND TO DISCUSS AND CONSIDER REALLOCATION FOR THE ANIMAL CARE FACILITY
PROJECT. >> UP AT THE ON THE AGENDA TO DISCUSS THE SEA ABOUT RECONSIDERING ON THE ANIMAL FACILITIES WERE CUTTING BACK ON STAFF AND I BELIEVE THE BIGGER WE GO THE MORE STUFF WE NEED AND I BELIEVE THE MORE ANIMALS AND SUPPLIES AND I KNOW A LOT RIGHT NOW WE'RE PRETTY MUCH FORWARD WERE AT BUT IT'S RUNNING PRETTY SMOOTH. MY RECOMMENDATION WOULD BE WE'VE COME DOWN A LOT FROM THE BEGINNING BUT WOULD COME DOWN AND A LOT OF OTHER AREAS TO.
MAYBE CONSIDER 1.5 OR $2 MILLION.
>> CAN YOU SPEAK IN YOUR MICROPHONE, THERE IS SOMEBODY THAT CANNOT HEAR YOU.
>> CAN YOU HEAR ME NOW. >> WE CAN HEAR YOU FINE.
>> TO BUILD A SOLID FACILITY WILL TAKE CARE WHAT WE NEED FOR NUECES COUNTY AND NOT SO MUCH OTHER AREAS BUT NUECES COUNTY FOR SURE THAT WAS THE REASON I PUT UP FOR DISCUSSION TO TRY TO SEE WHAT WE CAN COME UP WITH.
IF NOT, KNOTS. THIS IS A CONCERN THAT I
HAD. >> I TOTALLY AGREE I KNOW THE ORIGINAL AMOUNT THAT WAS PROPOSED THAT THIS COURT TOOK ON AND 21 AND 22 WAS A MUCH HIGHER AMOUNT IT GOT GREATLY REDUCED AND THAT WAS SOMETHING THAT WE SUPPORTED AND AGAIN, SHELTERS PLANNER OF AMERICA IF THEY WERE ABLE TO CAPTURE WHAT A DESIGN LOOKS LIKE FOR THAT AMOUNT. THEY ONLY GAVE US ONE DESIGN AND THERE WAS NO ANY OPTIONS OR ADDITIONAL LIENS INCLUDED.
THE COURT SPOKE SO ORIGINALLY WE WERE PLANNING A FIVE PLUS MILLION DOLLAR PROJECT THAT WAS REDUCED DOWN TO THE 4 MILLION THAT THE COURT APPROVED, THAT'S HOW IT WAS LEFT, THAT'S ONLY PROBLEM, THE PUBLIC WORKS DEPARTMENT WAS IT DIRECTLY INVOLVED WE TYPICALLY HAD MEETINGS EVERY FEW WEEKS OR EVERY ONCE A MONTH TO THE DESIGN WORK. I PARTICIPATED IN MOST OF THOSE. I DON'T KNOW IF IT WAS THE LAST MEETING ONCE W WE.
WE HAVE TO LOOK TO SEE IF WE HAVE A FINALIZED PL PLAN.
I'M ALWAYS WILLING TO LOOK AT WHERE WE CAN SCALE BACK AND SAVE MONEY AND TO BE MORE EFFICIENT. MY WHOLE THING ON ANIMAL CARE FACILITY. I KNOW COMMISSIONER GONZALEZ AND THE JUDGE IN MANY OF YOU HAVE TO SEE IT. IT'S AN OLDER FACILITY IT'S DECADES-OLD. IT WAS CREATED TO USE NEW TECHNOLOGY AND MATERIALS TO HELP WITH SANITATION PROCESS AND BEING ABLE TO MANAGE MORE ANIMALS WITH LESS STAFF.
THAT WAS CONSIDERED AS THIS WAS PARED DOWN.
I THINK THERE WAS A RO ROOM, A GENERAL-PURPOSE ROOM THAT COMMISSIONER GONZALEZ AND OTHERS HAD SOME CONCERN ABOUT BEFORE AND THAT WAS SCALED BACK THERE HAVE BEEN ATTEMPTS BEFORE TO SCALE BACK IT HAD BEEN RECEIVED.
WE CAN ALWAYS LOOK AT WHAT CAN WE DO MORE WITH
[02:25:02]
LESS SO I'M OPEN TO TH THAT.I THINK WE WILL NEED TO GET THE LATEST PLANS AND PUBLIC WORKS AND SEE WHAT DOES THAT LOOK LIKE AND MY ONLY CONCERN WOULD BE IF WE ARE READY PAID FOR PLANS AND THEY ONLY GIVE US ONE DESIGN I WOULD HATE TO SPEND MORE MONEY TO SCALE IT DOWN WHEN WE MIGHT AS WELL COMMIT THE MONEY TO BUILD IT. I HEAR YOU DEFINITELY WANT TO BE RECEPTIVE WE'VE DONE THIS FOR OTHER PROJECTS AND THROUGHOUT THE COUNTY SO I WANT TO FOLLOW THAT PATTERN THAT WE HAVE TAKEN AS A COURT. I WOULD BE MORE THAN HAPPY TO GET THEM INCLUDED WITH PUBLIC WORKS SO WE DISCUSS THIS MORE AND BRING THEM BACK MAYBE IN NOVEMBER IF WE GIVE OURSELVES A FEW WEEKS AND AS FAR AS NEXT STEPS IF IT'S FEASIBLE TO SCALE DOWN AND GO RECOMMENDED TO WHAT WAS
PRESENTED. >> THAT WOULD BE YOUR MOTION THAT YOU WOULD GET WITH THEM AND SEE WHAT IS BEEN SPENT AND IF THE PLANS CAN BE ALTERED AND BRING IT BACK IN NOVEMBER, I THINK THAT'S AN EXCELLENT IDEA.
>> ANYONE ELSE IN THE COURT WANT TO JOIN ME I'M MORE THAN WELCOME TO HAVE TWO OF US PARTICIPATE. IT'S IN MY BACKYARD.
I WAS GOING TO SAY INTO MY BACKYARD BUT I WILL
GET WITH PUBLIC WORKS. >> I WOULD NOT MIND PARTICIPATING IF WE CAN HAVE TWO.
>> YOU'VE SEEN IT IT IS OLD AND WHAT WE WERE PROMISED WITH THE DESIGN WITH THE NEW FACILITY WAS MATERIALS USED WOULD BE HELPFUL.
THEY ARE ANTIMICROBIAL TO HELP WITH REDUCING THE SPREAD OF DISEASES LIKE POWERBOAT AND OTHER DISEASES THAT COME UP. THAT WAS KIND OF WHY I THINK THERE WAS THAT ATTACHED TO IT.
I WILL WORK ON THAT AND COORDINATE AND TRY TO GET BACK BY NOVEMBER 9 MEETING.
>> THAT IS MY MOTION. >> SECOND.
>> TABLE TO THE NOVEMBER MEETING AND BRING IT BACK WITH THE REPORT ON HOW TO MOVE FORWARD.
>> WITH A MOTION IN THE SECOND ALL THOSE IN
FAVOR SAY AYE. >> EDDIE OPPOSED SAME SIGN. THE MOTION PASSES MOVING ON TO 3A 10, COMMISSIONER.
>> BASED ON ADVICE OF COUNSEL WITH THE INTIMAL SERVICES DEPARTMENT TO AMEND THE NUECES COUNTY ANIMAL REGULATIONS WE HAVE DEMANDED THOUGH SEVERAL TIMES. I AM MAKING A MOTION TODAY TO AMEND THE ORDERS TO MAKE THE CHAIR A NONVOTING MEMBER AND ADDING AN ADDITIONAL SPOT FOR AN APPOINTMENT MEANING THE TOTAL ON THE BOARD WOULD BE 12 WITH 11 VOTING MEMBERS.
>> SECOND. >> WE HAVE A MOTION AND THE SECOND, IS THERE MOTION AND THE SECOND.
ALL THOSE IN FAVOR SAY AYE REDID HE OPPOSED
SAME SIGN. >> THE SECOND MOTION IS TO AMEND THE ORDER TO ADJUST THE CORAM TO BE A SIMPLE MAJORITY OF THE VOTING MEMBERS WHICH THE
CORAM WOULD BE SIX. >> I SECOND THAT MOTION.
WE HAVE A MOTION IN THE SECOND.
ANY OPPOSE, SAME TIME, THE MOTION PASSES.
>> ITEM D2. >> I WANT TO GO BACK I WANT TO GO TO 3A 13, THAT WAS ON THE BOARD POLICIES. TO ADD TO ONE OF THE POLICIES AND TO ADD IT TO WHAT I JUST DID THE ALL BOARDS AND CONDITIONS, LET ME TRY THAT AGAIN, THE MOTION WOULD BE ANY APPLICANT OR APPOINTEE AND NUECES COUNTY BOARD OR COMMISSION MUST BE A RESIDENT OF NUECES COUNTY AND TO CHANGE APPLICATION THAT WE CURRENTLY HAVE SWEAR OR AFFIRM RESIDENCY AND NUECES COUNTY, THAT WOULD BE THE MOTION 3A
[02:30:01]
SECOND. >> WE HAVE A MOTION AND SECOND BY COMMISSIONER GONZALEZ, ALL THOSE IN
FAVOR SAY AYE. >> ANY OPPOSE SAME SIGN.
THE MOTION PASSES UNANIMOUSLY.
IS THAT ALL COMMISSIONER CHECHESLEY.
>> THAT WOULD BE EFFECTIVE IMMEDIATELY.
ITEM. CHARLES: COMMISSIONER HERNANDEZ. I THINK HE WANTED TO TABLE THAT TO THE NEXT MEETING.
>> YES, I DO WITH MORE INFORMATION.
>> THE COUNTY ATTORNEY WILL BRING US MORE
INFORMATION. >> ALSO GET HIS MOTION.
>> THE 25TH NEXT OCTOBER MEETING.
>> THANK YOU. >> TO BE OF A MOTION IN THE SECOND, ALL THOSE IN FAVOR TABLING TO THE NEXT COMMISSIONERS COURT MEETING THE 25TH, SAY
AYE. >> EDDIE OPPOSED, SAME SIGN. THE MOTION PASSES.
I THINK WE COVERED EVERYTHING, THERE IS A LOT OF NOTES AND CHANGES BACK AND FORTH.
IF I LEFT YOU OFF ON SOMETHING I'M SUPPOSED
ADDRESS LET ME KNOW. >> DID WE DO THE
APPOINTMENT. >> WE HAVE NOT DONE THE ANIMAL SHELTER APPOINTMENT, GOOD POINT.
>> JUDGE I WOULD VOTE TO REAPPOINT.
>> SECOND. >> WE HAVE A MOTION TO REAPPOINT THE THREE WITH APPLICATIONS.
ALL THOSE IN FAVOR SAY AYE COME ANY OPPOSE,
SAME SIGN. >> I WOULD'VE MOVED TO POINT DOCTOR CRYSTAL BURKE TO VETERINARIAN AND CYNDI EASTER TO THE OPEN.
>> TO THE LICENSED VETERINARIAN AND WHAT
WAS THE SECOND ONE. >> CYNDI EASTER FOR THE NEWLY CREATED POSITION. WE HAVE A MOTION IN A SECOND, ALL THOSE IN FAVOR SAY AYE.
ANY OPPOSE, SAME SIGN. THE MOTION PASSES.
[ Adjournment in Memory (upon request)]
I THINK THAT WE COVERED EVERYTHING NOW.DO WE HAVE ANY ADJOURNMENTS IN MEMORY.
>> I DID BUT I DON'T REMEMBER WHERE WET.
>> IF THERE IS NONE I WOULD ACCEPT A MOTION TO
>> WE HAVE A MOTION AND THE SECOND TO ADJOURN.
