COMMISSIONERS COURT WILL CONDUCT A PUBLIC HEARING ON THE PROPOSED TAX RATE FOR THE FISCAL YEAR 2023-'24 TO INCLUDE A PROPOSAL TO INCREASE THE TAX REVENUES FOR MAINTENANCE AND OPERATIONS FROM PROPERTIES ON THE TAX ROLL AND THE PROCEEDING TAX YEAR BY 3.50% FOR NUECES COUNTY AND 8.00% FOR NUECES COUNTY HOSPITAL DISTRICT, AN AMOUNT GREATER THAN THE NO

I WAS COUNTING ON DALE TO GO FIRST BECAUSE HE DOES OUR TAX RATE HISTORY BUT HE WILL GO OVER THAT --

WE ALWAYS APPRECIATE THE OPPORTUNITY TO COME BEFORE COMMISSIONERS COURT TO TALK ABOUT THE HOSPITAL DISTRICT AND WHAT IT DOES. I WANT TO JUST POINT OUT BEFORE WE GET STARTED THOUGH THAT THE TAX RATE FOR THE HOSPITAL DISTRICT AS WE ASK YOU ALL TO CONSIDER TODAY, WE ASK YOU TO CONSIDER UP TO 8%, WHICH IS ABOVE THE NO NEW REVENUE TAX RATE; HOWEVER, THE BUDGET WE EXPECT TO BRING TO YOU NEXT WEEK WILL ONLY BE 4% ABOVE THE NO NEW REVENUE TAX RATE.

THE HOSPITAL DISTRICT FUNDS A LOT OF THINGS THAT BENEFIT NUECES COUNTY. SOME OF THE ESSENTIAL THINGS THAT WE EITHER PAY Y'ALL BACK FOR OR PAY DIRECTLY ARE EMERGENCY MEDICAL SERVICES FOR CALLS THAT ARE MADE BY THE ESDS INTO THE UNINCORPORATED AREAS OF THE COUNTY.

WE PROVIDE FUNDING FOR MENTAL HEALTH SERVICES, FUNDING FOR MHID TO DRAW DOWN STATE FUNDS AS WELL AS PAYMENTS TO MHID FOR CRIMINAL JUSTICE-RELATED PROGRAMS. THOSE INCLUDE JAIL DIVERSION, CRISIS INTERVENTION TEAMS, JAIL BASE COMPS AND FOR REN DICK PROGRAMS. WE ALSO SUBSIDIZE MENTAL HEALTH PROGRAM SALARIES.

WE PROVIDE FOR HEALTH CARE SERVICES AT THE JUVENILE DETENTION FACILITY. PROVIDE FOR HEALTH CARE SERVICES AT THE -- AT THE JAIL NEXT DOOR. AND SEVERAL OTHER THINGS.

AND OUR BUDGET NEXT YEAR INCLUDES CONTINUING THE COUNTY HEALTH CARE EXPENDITURES THAT WE HAD LAST YEAR THAT WE WILL CONTINUE INTO 2024 AT THE SAME FUNDING LEVELS, EXCEPT THAT WE HAVE A COUPLE OF -- ONE NEW PROGRAM AND ONE INCREASE OR OUR CORRECTIONAL HEALTH CARE SERVICES.

SO IN TERMS OF THE HOSPITAL DISTRICT'S REVENUES, 75% OF THE HOSPITAL DISTRICT REVENUES COME FROM NONTAX SOURCES.

AND THOSE ARE FROM OUR MEMBERSHIP RELATIONSHIP W WITH SPOHN WHERE THE HOSPITAL DISTRICT AND SPOHN OPERATE THE KRISTA SPOHN CORPORATION. THE EXPENDITURES AS FAR AS THE HIGHEST EXPENDITURES WE HAVE INTERGOVERNMENTAL HEALTH CARE, SERVICES EXPENDITURES EQUATE TO 89% OF THE HOSPITAL DISTRICT'S REVENUE, AND CONNIE, THAT WILL BE BACK ON THE SECOND PAGE, THE COLORED COLUMNS. ONE MORE TIME IN COLUMN ONE, THE YELLOW COLUMN ON THE LEFT, OUR TAX REVENUES COMBINED WITH OUR SPOHN CORPORATE REVENUE WHICH IS SIGNS ONE AND FIVE COMBINED REPRESENT 97% OF OUR INVEST KNEW WITH SPOHN WITH 730% OF THE TO HE TALL. I WANT TO HIGHLIGHT THAT THE BULK OF REVENUES THAT THE DISTRICT OPERATES ON ARE NOT BASED ON TAXES .JUST TO SAY AGAIN, LINES 10 AND 11, THERE IN THE YELLOW COLUMN. THE INTERGOVERNMENTAL TRANSFER THE TO THE COUNTY HEALTH CARE EXPENDITURES EQUATE TO 89% OF EXPENDITURES FOR THE COMING HERE.

THE INTERGOVERNMENTAL PROGRAM TO REMIND OF THE PUBLIC, THE PROGRAM THAT THE HOSPITAL DISTRICT PARTICIPATES WITH THE STADIUM WITH THE HEALTH AND HUMAN SERVICES COMMISSION TO HELP DRAW DOWN ADDITIONAL FUNDING FOR ALL THE HOSPITAL SYSTEMS THAT OPERATE IN NUECES COUNTY.

THE CHIEF ONES HCA, DRISCOLL AND SPOHN AND THE WORK HELPS TO DRAW DOWN SUPPLEMENTAL PAYMENT FUNDS THAT THEY WOULD NOT OTHERWISE RECEIVE. THE TAX RATE JUST TO CLOSE WITH THAT THAT WE HAVE -- THAT THE BOARD HAVE ADOPTED FOR NEXT YEAR EVEN THOUGH WE ASK FOR 8% IS THE CEILING.

THE TAX RATE THEY ADOPTED WAS POINT 3080542 WHICH IS 4% ABOVE THE NO NEW REVENUE TAX RATE.

THAT TAX RATE GIVES THE HOSPITAL DISTRICT DISTRICT THE SAME REVENUE LAST YEAR EVEN THOUGH THE TAX RATE IS HIGHER THAN THE NO NEW REVENUE TAX RATE. THE FOCUS NEEDS TO BE THAT THAT RATE DELIVERS THE DISTRICT THE SAME AMOUNT OF MONEY WE HAD LAST YEAR. AND THAT RATE IS BELOW 14% LESS THAN THE TAX RATE THAT WAS IMPOSED FOR FISCAL YEAR 2023.

SO MEMBERS OF THE COURT, THAT COMPLETES MY PRESENTATION.

PLEASE NOTE THAT AM SO COUNTY EXEMPTIONS HAVE CHANGED AND GO THROUGH THOSE ITEMS. AND WHAT THE HISTORICAL TAX RATES FOR THE COUNTY AND HOSPITAL DISTRICT, OUR SOURCE OF REVENUES, EXPENDITURES AND FUTURE FISCAL IMPACTS WILL BE AN ISSUE NOT ONLY THIS FISCAL YEAR BUT UPCOMING ONES.

NEXT SLIDE, PLEASE. NOW WE WILL TALK OF OUR PROPOSED TAX RATE. PROPOSED TAX RATE IS WHAT WE HAVE CURRENTLY. THE TAX RATE WE ARE PAYING CURRENTLY 0.291659. THE CURRENT TAX RATE FOR '22-'23. NO NEW IS 0.0240523.

OUT NO NEW REVENUE TAX. VOTER APPROVED 0.252755.

JOHNNY SAID THEIRS IS 0.08972. PRIOR TAX RATE WAS 0.098488.

AND IN NEW REFEREE WAS 0.0893. I CAN RE PEAT THOSE.

NEXT SLIDE, PLEASE. LEEWAY ON EXEMPTIONS.

WILL NOT CHANGE, 25% OF OUR VALUE MINIMUM OF 5 5,000 AND 62,500. AS YOU REMEMBER SEEING ON THE STEVE A FEW NIGHTS AGO, THE CITY OF CORPUS CHRISTI RAISED THEIR HOMESTEAD EXEMPTION BY 10% MAY NO LONGER BE 10% WITH 50/50 BUT DON'T HAVE THOSE VALUES AT THE TIME.

WE WILL GO WITH WHAT WE HAVE AT THE MOMENT.

CCSID CHANGING BECAUSE THEY CHANGE IT TO A MINIMUM HOMESTEAD EXEMPTION OF $100,000. THE SCHOOL DISTRICT COULD GO HIGHER. WE DON'T FORESEE THEM GOING HIGHER. BUT I KNOW THEY CAN'T STAY AT 60,000. ASSUMING BY THE SAME REASON, I AM ASSUMING IT WILL BE 110 FOR THE CCISD AND DEL MAAR DOES NOT CHANGE. TALK OF THE COUNTY TAX RATE -- THIS IS ONLY FOR THE COUNTY THAT INCLUDES OUR GENERAL FUND, DEBT SERVICE FUND AND ROAD FUND. AS YOU TEE IN 2006, 2007, VALUE SLIGHTLY DECREASE FOR A WHILE AND WE MAINTAIN IT FOR THREE OR FOURS YEARS BETWEEN 2009 AND 2013.

WE SAW A LITTLE BIT OF THE DECREASE.

AS YOU REMEMBER 2016, WE HAD A LITTLE BIT OF THE ISSUE WITH HOMESTEAD VALUES CHANGING WHICH WOULD REQUIRE THIS INCREASE THE VALUE SLIGHTLY. WE DID GO UP SLIGHTLY AND MAINTAINED THAT AND NOW WE HAVE BEEN GOING DOWN THE LAST FEW YEARS AND IF WE GO THIS YEAR, INCLUDING THE PROPOSED RATE, IT IS STILL A SIGNIFICANT DROP OF ALMOST 4.8 CENTS.

NEXT SLIDE. THE HOSPITAL DISTRICT THAT JOHNNY WAS MENTIONING. FOLLOWING THE SAME PATH AS WHAT THE COUNTY DID. THEY WERE A LITTLE DIFFERENT IN 2016. IN 2011 IT DID GO UP SLIGHTLY WITH SOME ISSUES THAT THE HOSPITAL DISTRICT HAD.

BUT AFTER 2012, THEY WERE APPROVING THE EFFECTIVE RATE OR NO NEW REVENUE TAX RATE FOR A SIGNIFICANT PERIOD OF TIME MAKING THE RATES GO DOWN. AS YOU SEE AGAIN WITH THEIRS AS WITH OURS, THERE IS DECREASED FROM THE PROPOSED RATE FROM A 0.0899 TO 0.0899. NEXT SLIDE.

THE COMBINED READING. PRESIDENT COMBINED RATE WITH THE GENERAL FUND AND THE HOSPITAL DISTRICT.

YOU SEE, WE WERE IN 2006/'07, A 0.531.

WE HAVE GONE UP AND DOWN AND THE LAST FEW YEARS AGO DOWN.

IF WE APPROVED THE RATES WILL BE AT 0.342 WHICH IS 4.8 CENTS LESS THAN LAST YEAR'S TAX RATE. THESE ARE JUST PROPOSALS, AND WE ARE NOT ASKING FOR ANYTHING. JUST PROPOSALS.

NEXT LEVEL -- NEXT SLIDE, PLEASE.

BUDGETED TAX REVENUE. WE HAVE GONE UP BECAUSE SOME VALUES HAVE GONE UP AND ADOPTED RATES ABOVE THE VALUE AND SHOWING $112 PROPOSAL WILL TOTAL LEVY.

THE MARKET, GENERAL FUND AND THE TAX FUND.

NOT JUST GENERAL FUND BUT ALL THREE COMBINED.

THE GENERAL FUND WILL BE RIGHT AROUND $100 MILLION OF THE $112 MILLION. MAYBE LESS, BUT CLOSE TO THAT NUMBER. PLEASE NOTE AT THE BOTTOM OF THIS, STILL A PROPOSED RATE BECAUSE OF SOME OF THE DISPUTES WITH SOME OF OUR LARGEST TAXPAYERS, WE PROBABLY WILL NOT EXPECT TO COLLECT THE 112 PROBABLY CLOSER TO 107.

THAT MAY BE THAT BE GOING FOR A LITTLE PERIOD OF TIME.

NEXT SLIDE SHOWS ESTIMATED FUND BALANCE AND ACTUAL FUND BALANCE.

IN 2016-'17, REQUIRED TO USED 4 MILLION OR $25 MILLION OF OUR FUND BALANCE FOR MANY ADDITIONAL EXPENSES THAT WERE REQUIRED.

WE HAVE BEEN BUILDING THE FUND BALANCE UP AND HAVE BEEN CLOSE TO THE BALANCE. 2021, RIGHT AT THE VERY LEVEL -- SMALL AMOUNT. WE WENT DOWN A LITTLE BIT BECAUSE SMALL DEDUCTIONS IN THE RATE WEREN'T EXACTLY WHERE THEY NEEDED TO BE. THIS YEAR SLIGHTLY BELOW.

PLEASE NOTE THAT THIS WILL PROBABLY BE CHANGED BECAUSE WE KNOW WE HAVE POSSIBLY ADDITIONAL REVENUE COMING IN.

I WILL BE ASKING SOMETHING IN 2013 -- ON THE 13TH OF SEPTEMBER TO REQUEST A SIGNIFICANT AMOUNT OF FUNDS FOR OUR HEALTH

INSURANCE. WE WILL DISCUSS THAT ON THE 13TH. NOW THIS IS A VERY IMPORTANT SLIDE ON THE NEXT SLIDE, PLEASE. NOW THEY REQUIRE US -- NOW NORMALLY WE WOULD DO THE VALUE OF A $100,000 HOME, BUT THE STATE TAX LAWS MAKE US DO WHAT THE AVERAGE HOMESTEAD VALUE IS.

LAST FISCAL YEAR, OUR TAXABLE VALUE FOR AVERAGE PRICES WAS ARE $166,436. THIS YEAR BECAUSE OF ALL THE INCREASES INCLUDING THE -- ALMOST $3 MILLION INCREASE FROM OUR TWO LARGE R REFINERIES, AVERAGE HOME VALUE WENT UP $2400, $1484 HAD,587. IF YOU FOLLOW THE THIRD COLUMN THE 20 2-'23, 629.45. IF WE DO THE CURRENT RATE WHICH WE ARE PROPOSING, THE LEVY $631.33.

$18.63 REDUCTION IN TAX. MAJORITY OF PEOPLE IN THE AVERAGE HOME UNLESS IF WE ADOPT THE PROPOSED WILL SEE LESS TAXES THIS YEAR THAN LAST YEAR. NEXT SLIDE, PLEASE.

A LOT OF PEOPLE COMBINED ABOUT ALL THE TAXES COMING ON AND THERE IS A GOOD REASON. BUT THE NORMAL HOUSE IF YOU LIVE IN THE CITY OF CORPUS CHRISTI, THIS IS HOW YOUR TAXES ARE DIVVIED UP. WITH YOUR SCHOOL DISTRICT RECEIVING A MAJORITY OF THAT WHICH IS ALMOST 50% FOR OUR LITTLE HOUSE AT CCISD OR C CAL ALLEN OR PORT ARANSAS THAT MAY BE SIMILAR TO. WE TICKET CITY OF CORPUS CHRISTI. THE COUNTY IS ONLY 20% NOW GO TO THE NEXT SLIDE AS JOHNNY MENTIONED.

MAJORITY INCOME ONLY 51% COME FROM TAXES.

THE NEXT LARGEST POSITION IS PEOPLE SAY WHAT IS INTERGOVERNMENTAL REVENUES THE USUALLY DON'T SHOW IT VERY OFTEN ON THIS. THIS IS WHERE THE MONEY COMES FROM OUR REVENUE. NOW LET'S GO HOW WE SPEND OUR MONEY. NEXT SLIDE.

WHERE DO WE SPEND OUR MONEY? WELL, MOST GOVERNMENTAL ENTITIES MAJORITY OF IS PERSONNEL COST. $85 MILLION OF OUR TOTAL BUDGET IS IN PERSONNEL COST. THE NEXT LARGEST ONE IS OTHER SERVICES AND CHARGES. AND A LOT OF PEOPLE SAY WHAT ARE OTHER SERVICES AND CHARGES. WELL, I HAVE GIVE YOU A FEW ITEMS. OUR INSURANCE FOR THIS BUILDING FOR THE OTHER BUILDINGS, FOR OUR VEHICLES IS HERE.

OUR RENT THAT WE PAY FOR OTHER LOCATIONS IS HERE.

SOME OF OUR OTHER COSTS THAT ARE HERE FOR ACTUALLY THE LARGEST ONE IS INSURANCE. AND WINDSTORM ON THESE BILLINGS ARE EXPENSIVE. YOU SEE THE NEXT ONE WILL BE THE $ MILLION OF MAINTENANCE REPAIR AS WE SEE.

A LOT OF THOSE BUILDINGS AND VEHICLES NEEDING TO BE REPAIRED AND WE SPEND A SIGNIFICANT SUM ON THAT.

IS THAT PROBABLY SHOULD BE SPENDING LITTLE MORE BECAUSE SOME OF OUR BUILDINGS ARE NOT IN THAT GREAT A SHAPE AND WHERE MOST OF THE MONIES COME FROM. NEXT SLIDE.

NOW THIS IS WHERE WE WILL TALK ABOUT BUDGET CHALLENGES.

WE WILL HAVE OTHER CHALLENGES COMING UP TO YOU ON THE 13TH AND I KNOW TERESA WILL HAVE A LONG LIST OF ITEMS TO DISCUSS AND WE PROBABLY WILL BE HERE ALL DAY ON THE 13TH .FOR NOW, WE WILL GO OVER A FEW ITEMS THAT WE KNOW ARE OF A CHALLENGE THAT THESE ITEMS ARE PRETTY MUCH HAVE TO BE THERE, AND SOME CAN BE VOTED ON.

AS I MENTIONED, WE HAVE TWO OF OUR LARGEST TAXPAYERS ARE DISPUTING THE VALUES. WE DO NOT BELIEVE WE WILL BE COLLECTING $5 MILLION OF OUR TAX LEVY BASED ON DISPUTES.

SOME SAY, WELL, HOW LONG WILL THAT BE? WELL, ONE OF OUR REFINERIES HAVE BEEN DISPUTING THE VALUES FOR FIVE YEARS AND WE EXPECT IT TO PROBABLY GO LONGER.

THE OTHER ONE SETTLED FOR BACK TO FIVE YEARS BUT THEY ARE GOING FORWARD, SO THIS COULD BE ANYWHERE FROM FIVE TO TEN YEARS.

DEPENDING ON HOW LONG THESE LAWSUITS ARE PENDING IN THE COURT. THE NEXT ITEM IS CONTINUANCE.

WHAT IS CONTINUANCE? WE HAVE A PERSONNEL POLICY THAT THE COURT HAS PASSED MANY YEARS AGO THAT ANY EMPLOYEE THAT WORKS FOR THREE YEARS AFTER THE NEXT FISCAL YEAR WILL RECEIVE A SMALL

INCREASE IN SALARY FOR CONTINUING EMPLOYMENT.

THAT SMALL INCREASE IS 2.5%. APPROXIMATELY THIS YEAR, 153 EMPLOYEES, FIVE ELECTED OFFICIALS AND TWO DEPARTMENT HEADS QUALIFIED FOR THAT CONTINUANCE AT A BALANCE $ 59, 19. EVERY YEAR, OUR TEXAS COUNTY RETIREMENT SYSTEM SENDS US A VALUATION OF WHAT THE PITCH AND LIABILITIES ARE AND HOW MUCH THEY BELIEVE WE NEED TO SPEND TO COVER OUR -- OUR CURRENT LABELS AS WELL AS OUR FUTURE LABELS.

HAND THIS YEAR IT WAS A SMALL INCREASE.

AND IT IS NOT A CHASE WE HAVE TO INCREASE BY $156,903.

WE KNOW WE HAVE MANY VACANCIES IN OUR SHERIFF'S OFFICE. AS WE KNOW SOMETIMES THE SHERIFF'S OFFICE IN THE JAIL HAS BEEN 85% TO 95% OF PEOPLE IN OUR JAIL. SO WE KIND OF ASKED THAT THEY -- THEY KIND OF ASKED TO ADD SOME ADDITIONAL OVERTIME AND BUILD COSTS IN THEIR BUDGET. THEY ASKED FOR A SIGNIFICANT AMOUNT MORE THAN WHAT WE ARE ASKING FOR.

WE ONLY PUT $1 MILLION FOR OVERTIME AND $1 MILLION FOR THE MEALS. AS YOU KNOW WE GO TO THE GROCERY STORE, OUR FOOD COSTS ARE INCREASED SO WHY WE PUT A MILLION DOLLAR FOR EACH. THIS $2 MILLION CAN BE REDUCED AND AS THE COURT WISHES. AS I MENTIONED MY OFFICE IS GOING THROUGH A SOFTWARE CHANGE BECAUSE OF THE NEED WE HAD AS WELL AS OTHER CHANGES FOR OUR INMATE -- OUR INFORMATION TECHNOLOGY. AND WE WILL BE ASKING THAT WE TRANSFER THAT AMOUNT FROM WAIVER FROM THIS YEAR TO COVER THIS ONE-TIME BALANCE BECAUSE NEXT YEAR, A LARGE AMOUNT OF THAT -- OF THAT BALANCE WILL GO AWAY NOW EVERY YEAR WHEN WE -- WE HAVE THE ENERGY SAVINGS. AND YOU APPROVE WITH ABM.

FINANCING THROUGH THE BANK OF AMERICA AND A LITTLE DIFFERENCE.

AND THIS IS JUST A REQUIRED DEBT SERVICE.

HOPEFULLY NOT, BUT WE DIDN'T EXPECT WHAT WE GOT TWO YEARS AGO. AS WE SAID THE LAW ENFORCEMENT AGREEMENT IS UNDER INVESTIGATIONS .WE PROBABLY HAVE FUNDS IN OUR CONTINGENCIES THAT INCREASE TO COVER YOU ADDITIONAL COSTS SHOULD AGREEMENT BE RAISED AND THAT IS ANOTHER ISSUE.

AS I MENTIONED I WILL BE BRINGING A REQUEST FOR ADDITIONAL FUNDING FOR OUR HEALTH INSURANCE AND THAT IS BECAUSE WE HAVE A SIGNIFICANT NUMBER OF LARGE CLAIMS AND SOME OF THESE LARGE CLAIMS ARE 100% LIABILITY TO THE COUNTY AND NOT INCURRED BY OUR STOP LOSS, BUT THAT IS AN ITEM THAT IF YOU WOULD LIKE MORE INFORMATION ON THAT I WOULD ASK YOU TO H HAVE TOMAS HERE AND HAVE EXECUTIVE SESSION BECAUSE IT IS HIIPPA REQUIREMENTS. THAT PERCENTAGE WAS DETERMINED BY THE GENERAL LAND OFFICE.

AND THE ENTIRE COUNTY OUT OF YOUR TOTAL ALLEGATION, THAT $13,300,900 MUST BE SPENT PRINCIPALLY BENEFITING LOW TO MOD LAT-INCOME PERSONS OVER 51%.
