ONLY ALLOW FEDERAL JURISDICTION FOR THIS OFFICE ORE WHICH IS WHAT HE WILL HAVE IN NUECES COUNTY. ALSO AN OPPORTUNITY TO HAVE LOCAL JURISDICTION TO WORK CONCURRENTLY WITH OUR AWES OFFICERS ON STATE LEVEL INVESTIGATIONS.

SOMETIMES WE'LL HAVE TO YOU KNOW, DO A SEARCH PARENT HERE AND THERE.

HE CAN ONLY DO THAT IN ALICE AND CITY OF ALICE. THIS IS DONE.

WE HAVE DONE IT IN A WAY ZERO OUTPUT OF ANY PHYSICAL RESPONSIBILITY FOR THE COUNTY.

AS A MATTER OF FACT, WRITTEN WITHIN THE MOU. ANY INFORMATION WE PROVIDE TO THE ALICE POLICE DEPARTMENT. THERE IS ALREADY AN AGREEMENT ZERO BICKERING.

>> IT IS A FORCE MULTIPLIER AND DOESN'T COST US MONEY? >> NO, SIR.

>> ALL RIGHT. GOOD WITH THAT. >> MONEY CONFISCATED.

>> AGREEMENT 50%. ONCE THE DISTRICT ATTORNEY'S OFFICE ALONG WITH THEIR MOU ALICE POLICE DEPARTMENT, AGENCY 80%. DISTRICT ATTORNEY'S OFFICE 20%.

WE LAY DOWN 50/50 SPLIT. OUR INFORMATION PROVIDING TO ALICE, THEY KEEP 50%.

OTHER 50% WILL COME BACK TO THIS COUNTY. >> MONEY CAN BE USED FOR WHAT?

>> TRAINING, EQUIPMENT, OFFICE SUPPLIES WE DESPERATELY NEED. IT IS SPREAD WITHIN THE FIVE

AGENCIES CURRENTLY SUPPLYING OFFICERS TO THE TASK FORCE. >> VERY GOOD.

>> MOTION TO APPROVE. >> MOTION AND SECOND. ALL IN FAVOR AYE.

OPPOSED SAME SIGN THANK YOU VERY MUCH GOOD TO SEE YOU. MOVING ON TO ITEM 3.

REGULAR AGENDA. 3A 1 IS RECEIVE UPDATE FROM OUR -- OH THEY ARE ON AT 11:00.

[2. Receive presentation from Jason Green, General Manager, RMB Fairgrounds on the RV Parking lot; discuss and consider use of space and other related matters. ]

SORRY, SKIP THAT ONE. 3A 2 RECEIVE PRESENTATION FROM JASON GREEN GENERAL MANAGER, RICHARD FAIRGROUNDS ON RV PARKING LOT. HELLO, JASON.

HOW ARE YOU? >> GOOD MORNING. HOW ARE YOU?

>> GOOD. YOU CAN SEE THE HIGHLIGHTED AREAS, RV SPOTS ARE LOCATED.

TWO ARROWS UPPER RIGHT SCREEN EAST SIDE OF THE FACILITY EXHIBIT HALL B BETWEEN MAINTENANCE SHOP AND CORNER NEAR THE WETLANDS AND THE EQUESTRIAN HORSE STALLS.

128 RV SPOTS. LOCATION, BOTTOM ARROW. SOUTH OF EQUESTRIAN CENTER 26 RV SPOTS. TOTAL OF 154 ON PROPERTY. EQUIP WITH 30 AMP AND -- TWO DUMP STATIONS EACH OF THE ENDS FOR WASTE WATER PEOPLE CAN DUMP THEIR WASTE WATER.

RIGHT NOW, I CALL IT LIKE A SEA OF RV'S. WE JUST FINISHED YESTERDAY AFTERNOON FOUR DAYS WE HAD OF RODEO CORPUS CHRISTI BUCK DAYS QUALIFYING ROUNDS.

THEY WILL START TONIGHT DOWNTOWN FOR FOUR DAYS. A LOT OF THE PEOPLE ARE STILL STAYING WITH US. AT ONE POINT OVER 80 RV'S. STILL A BIG NUMBER.

FOR US, THAT IS BIG. YOU KNOW. THAT WENT REALLY WELL LAST FOUR DAYS. WE'LL HAVE PEOPLE STAYING WITH US, LEAVING SUNDAY MORNING.

ENDS DOWN HERE SATURDAY NIGHT. IT IS BASICALLY USED FOR EVENTS. A LOT OF EVENTS, GUN SHOW, REPTILE SHOW. LIVESTOCK SHOW BARBECUE KICKOFF TYPICALLY 40 AV'S.

[01:00:09]

LIVESTOCK SHOW CARNIVAL USES RV'S AS WELL. GOING BACK 2012-2013-2015, RV CHAPTER MEETINGS ASSOCIATION FOR AIRSTREAM TYPE OF RV. THEY RENTED OUR BALLROOM AND USED ALL THREE TIMES OVER 100 RV'S USED OUT THERE. AFTER 2015 TO ANOTHER LOCATION AND THEN OF COURSE PANDEMIC HIT. WE ARE GOING TO TRY TO GET SOME OF THESE RV ASSOCIATIONS GIGANTIC, 300-400 RV SPOTS. WE WILL TRY TO GET BACK RV ASSOCIATION BUSINESS TO UTILIZE IT MORE. BASICALLY NOT RV PARK FOR PUBLIC.

THERE ARE RV AREAS THAT DON'T HAVE THAT EITHER. WE DON'T DO LONG-TERM STAYS.

IF WE GET CALLS FROM THE PUBLIC AND WE CAN ACCOMMODATE THEM. WE HAVE HAD SOMEBODY IN THE PAST, I AM COMING DOWN COUPLE OF WEEKS NEED RV SPOT WORKING OIL FIELD.

WE CAN ACCOMMODATE THEM TOWARDS THE AREA WHERE THE WETLANDS IS NEAR OUR MAINTENANCE SHOP.

WE HAVE HAD PASSER BIERS, THREE, FOUR, FIVE DAYS. THEY ARE FINDING US ON OUR WEBSITE TO FIND AN AREA. WE GET PASSER BIERS GOING TO AN EVENT.

RODEO MERCEDES IN LAREDO. COMING, SOMETIMES THEY'LL LAY OVER AND GET RV'S AND HORSE STALLS, TOO. SO, IN TERMS OF THE REVENUE, WE BASICALLY CHARGE $30 PER NIGHT.

I KNOW WHEN WE FIRST STARTED 12-13 YEARS AGO WHEN THEY WERE BUILT.

THEY WERE BUILT COUPLE OF YEARS AFTER THE FAIRGROUND WAS UP. WE DO MARKET RESEARCH TO SEE CAMPGROUNDS AND OTHER LOCATIONS, RIGHT NOW AT $30 A NIGHT. DOESN'T MEAN WE CAN'T RAISE TO $35. WE ARE GOING TO DO MARKET RESEARCH.

IN 2021, REVENUE $14,042. TOTAL FOR THE YEAR WHICH INCLUDED EVENTS AND THOSE NOT EVENTS COMING THROUGH, 2022 JUST UNDER THAT $13,480. IT IS NOT A LOT OF REVENUE PER SE. MAYBE WE CAN GET THAT UP SOME HOW.

WE HAVE THOUGHT ABOUT THIS MORE IN WAYS TO ADVERTISE IT LITTLE MORE.

MARQUEE SIGN WHERE THE LIBRARY IS. AGAIN MAYBE WE DO SOMETHING WITH PARAMETERS. UP TO A TWO-WEEK STAY BASED ON AVAILABILITY.

WE CAN ADVERTISE THAT OUT THERE AND SEE WHAT WE CAN GET TO ACCOMMODATE MORE OF THE PUBLIC.

OF COURSE NOT COMPROMISING EVENTS. FAIRGROUNDS WEBSITE, SOCIAL MEDIA. THINGS LIKE THAT. SO BASICALLY, THAT WAS PRETTY MUCH PRESENTATION NEXT SLIDE HAD THE RV SPOTS. UPPER RIGHT BIGGER LOT EAST OF EXHIBIT HALL B. LOCATION DOWN BELOW. UPPER PART GOES FROM LETTERS A-F AND I BELIEVE G AND K ON THE, SORRY A-E. F AND G ON THE BOTTOM SOUTH OF THE EQUESTRIAN CENTER. THAT IS IT ON THE PRESENTATION. IF YOU HAVE QUESTIONS?

>> I HAVE A FEW QUESTIONS: WHEN I MET WITH YOU JASON A SYLVIA. >> MY DEAL.

I HAVE BEEN DOING THIS A LOT. I DON'T KNOW HOW THE OTHER COMMISSIONERS FEEL.

I LIKE TO SEE THAT AREA FULL MOST OF THE TIME EXCEPT WHEN YOU HAVE EVENTS.

COASTAL PARKS, THEY HAVE WATER, EVERYTHING ELSE. WE HAVE OTHER THINGS, TOO.

CORPUS, ISLAND, BACK. THE THING IS THEY CAN ATTEND EVENTS AT THE FAIRGROUNDS IF THERE ARE EVENTS. I THINK WE NEED TO PROMOTE IT, YOU KNOW.

I THINK 14,000 IS NOTHING. PROBABLY PAY MORE THEN THAT IN MAINTENANCE.

YOU KNOW, I AGREE THE ONE FACT I DON'T WANT TO STAY WEEK OR TWO WEEKS.

[01:05:08]

I TRAVEL DOWN TO SAN ANTONIO AND SEE MOBILE PARKS AND THEY ARE FULL.

I THINK WE NEED TO FIND A WAY TO BRING IN MORE MONEY, INSTEAD OF 14,000, MAYBE 100,000.

THAT MONEY STAYS WITH Y'ALL THERE, HOW DOES THAT WORK? >> GOES INTO OUR OPERATING BUDGET. WE ARE OPERATING OFF OF THE COUNTY'S BUDGET.

CERTAINLY WOULD HELP, ABSOLUTELY. >> I THINK ADVERTISING THAT MAY HELP. WE HAVE AN RV. WE TRAVEL, DID BEFORE I GOT ELECTED. PLANNED ON IT. THAT IS A VERY CHEAP PRICE AND PEOPLE DON'T KNOW. THERE ARE PROBABLY WORKERS THAT COME THROUGH THAT NEED A PLACE.

>> $50 IS EVEN CHEAP. I WOULD CHECK AROUND SEE WHAT EVERYBODY ELSE CHARGES.

I DON'T THINK ANY PARK IS GOING TO LET YOU STAY OVERNIGHT FOR $30.

I THINK WE NEED TO REALLY START PROMOTING THIS THING IN A WAY. Y'ALL GOT THE DATES FOR THOSE EVENTS, WORK AROUND THOSE DATES. A LOT OF WINTER TEXANS COME DOWN, I THINK, THEY ARE LOOKING

FOR A PLACE TO STAY. >> YEP. >> MIGHT ENJOY THEY HAVE EVENTS TO ATTEND. FOR ME, I THINK IT IS SOMETHING WE CAN LOOK AT FOR THE FUTURE TO BUILD UP. YOU KNOW, I LIKE TO SEE 50,000 IN INCOME.

WE NEED IT, RIGHT. SINCE WE GIVE YOU BUDGET AT THE BEGINNING OF THE YEAR, MAYBE

THAT CAN SUBSIDIZE OUR BUDGET. >> ABSOLUTELY. >> THAT IS WHY I PUT IT IN THE AGENDA. I DON'T THINK WE ARE DOING ENOUGH IN THAT AREA.

WE NEED TO START DOING SOMETHING WITH IT. SPEND A LOT OF THE OF TIME WITH THE MILITARY FIXING THOSE SLOTS. BRINGING THEM UP TO PAR AND ELECTRICAL.

WE NEED TO BRING THAT MONEY BACK IN. >> YEP.

>> OKAY. >> YEP. DEFINITELY.

THANK YOU. >> ANY OTHER QUESTIONS. >> DID YOU WANT TO INTRODUCE --

>> I DO. >> I THINK WE NEED A BIGGER PHILOSOPHICAL DISCUSSION PURPOSES OF THOSE FACILITIES. THEY WERE BUILT TO SUPPORT WHATEVER EVENTS.

Y'ALL GET CALLS OF AN EVENT THAT COMES UP OUT OF NOWHERE. BRINGING IN REVENUE IS A GREAT STREAM WE MAY NOT HAVE. THERE ARE SOME LOW TIMES DEPENDING ON THE SEASON.

IF YOU TALK TO ANYONE THAT OWNS OR STAYS AT AN RV PARK. MAINTENANCE, SECURITY ISSUES.

WHEN YOU GET PEOPLE LIVING TOGETHER, VERY TERRITORIAL. PEOPLE WANT TO LIVE IN THEIR OWN PERSONALITY AND WORLD. CAUSE PROBLEMS, DRUNK, DRUGS, ANYTHING ELSE.

THAT WOULD BE MY BIG WORRY. WE CAN DEDICATE AN AREA YOU CAN USE, THAT IS IT.

MAYBE ON SPECIAL OCCASION. THAT WOULD BE MY CONCERN. WE CAN BRING REVENUE.

INCREASE THE AMOUNT THAT WE ARE CHARGING, DEFINITELY. ONE OR TWO PEOPLE WORKING OIL FIELDS. ONCE WORD GETS OUT. I WORRY ABOUT THE LIABILITY RIGHT. TIED INTO ANY EVENT WE HAVE MAKES MORE SENSE TO ACCOMMODATE.

WE WANT TO SEE THE EVENTS. >> WE THOUGHT ABOUT THAT, TOO. GREAT IDEA TO ADDRESS IT.

SO MAYBE WE CAN HAVE FUTURE DISCUSSIONS SOME TIME SOON AS YOU HAND THE REIGNS OVER.

>> GREAT, THANK YOU. I WANT TO TAKE THE OPPORTUNITY TO THANK YOU ALL VERY MUCH.

IT HAS BEEN A PLEASURE TO WORK WITH YOU. I HAVE WORK WISDOM A FEW DIFFERENT COURTS, ALL GREAT, THANK YOU ALL FOR YOUR HELP AND SUPPORT.

LOOKING BACK. ALMOST 15 YEARS I HAVE BEEN AT THE FAIRGROUNDS.

PRETTY CRAZY THOUGHT. YEARS GO BY SO QUICKLY. OUT POURING OF NICE THINGS SAID TO ME. MOVING HOME FOR FAMILY REASONS IT IS GOOD AS WELL.

[01:10:02]

EXCITING ON THE OTHER END. SAD HERE. THANK YOU, I WILL BE HERE ONE MORE MONTH. I HAVE A MOVE DATE JUNE 12TH. I'LL WORK UP 9TH, 10TH.

EVENT ACTIVITY ON THE 10TH. 12TH IS MY MOVE DATE. I ALSO TOLD THE STAFF, PLEASE CALL ME. I WILL HELP REMOTELY IT IS NOT A PROBLEM.

>> THANK YOU. >> WE ARE GOING TO GET YOU BACK IN HERE BEFORE YOU LEAVE.

>> THANK YOU, THANK YOU. I WANT TO INTRODUCE ASYLVIA. SHE HAS EXPERIENCE IN SALES, OPERATIONS, EVENTS. SHE IS TAKING THE REIGNS. WE ARE TRAINING.

>> I WANT TO INTRODUCE HER. >> THANK YOU FOR HAVING US. APPRECIATE YOUR SUSPECT.

[3. Discuss and consider the Bob Hall Pier design from engineer and recommendations from Nueces County Coastal Parks Board and all related matters. ]

>> ITEM NO. 3. BRINGING IT UP AT 11:00. THEY ARE GOING TO ZOOM FROM AUSTIN. DISCUSS AND CONSIDER BOB HALL PIER AND ALL RELATED PARKS.

>> GOOD MORNING, EVERYBODY, JUDGE, COMMISSIONERS. WE ARE GOING TO PRESENT THE 30% DESIGN THAT WAS PRESENTED TO US AT THE COASTAL PARKS BOARD MEETING LAST MONTH.

COMMI COMMISSIONER CHESNEY HAS A DOCUMENT.

I DON'T KNOW IF IT HAS BEEN PASSED "OUTDOOR HOTLINE" TO PASSED OUT TO ALL Y'ALL.

>> I WANTED Y'ALL TO BE AWARE OF THAT. I'LL TURN IT OVER TO THE ENGINEERS.

>> THANK YOU. JUDGE, COMMISSIONERS, I AM SCOTT HARRIS WITH LAN.

COUNTY'S PROJECT MANAGER FOR BOB HALL PIER. WE'LL TALK ABOUT THE 30% DESIGN JACOB SUBMITTED FOR REBUILD OF THE PIER. I'LL GO OVER THE QC REVIEW.

FOURTH ITEM I HAVE IS HIGH LEVEL OVERVIEW OF THE BUDGET TO SHOW YOU LITTLE BIT OF THAT.

THEN WE CAN AT THE END OPEN IT UP TO THIS DISCUSSION ABOUT THE INSUREABILITY OF THE CONCESSION.

WE CAN ALSO TALK ABOUT SOME ALTERNATIVES FOR THE CONCESSION. WE FIND THAT AS AN ISSUE.

WITH THAT, I AM TURNING THAT OVER TO LOUIS SHOWS A PORTION WHAT HE DELIVERED TO THE COUNTY

ON MAY 1ST. LOUIS? >> THANK YOU, SCOTT.

>> WELCOME JUDGE, WELCOME COMMISSIONERS, JACOB COMPLETED SCOPE OF WORK UP TO THE SUBMITTAL FOR BOB HALL PIER. ALL INFORMATION SUBMITTED TO OUR PROGRAM MANAGER.

SCOTT HARRIS AT LAN ON THE 24TH. WE PRESENTED THE SAME INFORMATION TO THE PARKS BOARD THAT THURSDAY. AND ARE HERE TO PRESENT THAT TO Y'ALL.

WE SUBMITTED SEVERAL DOCUMENTS. ONE WAS BASIS OF DESIGN. SEVERAL PAGES HAS A LOT OF TEXT ON DESIGN CRITERIA, ENVIRONMENTAL LOADINGS. HURRICANE CATEGORY FOUR, FIVE, SIX. BASIS OF DESIGN. PROVIDED DETAIL COST ESTIMATE MEETS THE BUDGET. AND WE HAVE SUBMITTED THE DRAWINGS.

[01:15:04]

I WOULD LIKE TO BRIEFLY GO THROUGH THE DRAWINGS WE HAVE HERE.

JUST TO RUN YOU THROUGH THEM QUICKLY. OUR ARCHITECT MARK SHOULD BE ONLINE. IF HE IS NOT I'LL RUN THROUGH RESTAURANT DRAWINGS.

FIRST PAGE THERE YOU SEE. LET'S START AT LAND SIDE AND GO OUT.

WHAT YOU'LL SEE AT THE BOTTOM OF THE PAGE THERE IF YOU HAVE THE BIG SQUARE FOR THE CONTRACTOR'S STORAGE AREA. NEW WATER LINE COMING FROM PARK ROAD 22 ACROSS DUNES AND OUT TO THE PIER. PROVIDES WATER SERVICE. LARGER LINE REQUIRED FOR THE SPRINKLERS. REQUIRED FOR THE RESTAURANT. OBVIOUSLY NOT REQUIRED BY CODE BACK WHEN THE RESTAURANT WAS ORIGINALLY BUILT. IT IS NOW.

WE ARE ALSO REPLACING THE SANITARY SEWER LINE FROM THE RESTAURANT LINE OFF AT AN ANGLE.

REPLACEMENT SANITARY SEWER LINE. LOOKING AT THE PROFILE. EXISTING RAMP GOES UP.

SAME LENGTH, SAME SLOPE AS THE CURRENT RAMP. THAT IS INTENDED SO WE CAN OBVIOUSLY PROVIDE VEHICULAR ACCESS. SUPPLIES, PICKUP TRUCK GATOR FOR MAINTENANCE OF THE PIER COLLECTING TRASH ETC. ADA ACCESS TO THE NORTH FROM THE BEACH UP THERE ALSO. ENTIRE PIER WIDTH IS 20 FEET NOW.

IT WAS 15 AND A HALF FEET. INCREASE OF FOUR AND A HALF FEET.

GREAT LY DESIRED BY THE PUBLIC. VERY HAPPY TO GET IT WITHIN THE BUDGET THERE.

EXISTING PAVILION CALLING TO RENOVATE THAT EXISTING PAVILION. MINOR REPAIRS DONE TO THE CONCRETE UNDERNEATH IT. ESTIMATE INCLUDED IN THE BUDGET. UNDERNEATH THAT RESTAURANT RECONSTRUCTED IN THE SAME LOCATION AS IT WAS BEFORE IT WAS DEMOLISHED.

TO THE SOUTH OF THE PIER NEW CONCESSION AREA. AREA FOR SCOTT CROSS -- AS YOU GO OUT THERE, THEN AGAIN THIS PIER IS 20 FEET WIDE INSTEAD OF 15 AND A HALF.

ACCESS ONE OF THE COMMENTS WE GOT FROM SCOTT HE WOULD LIKE TO STAGGER THAT ON EITHER SIDE, EASILY DONE. ALL OF THE COMMENTS EASILY TAKEN CARE OF BETWEEN NOW AND 60% SUBMITTAL. PIER ITSELF IF YOU KNEW ABOUT IT BEFORE.

THE BUILDING ITSELF POLICE 18 AND A HALF. IT LOST ABOUT A FOOT AND A HALF OF ELEVATION. HERE GREATER HEIGHT FROM THE WAVES REDUCE POSSIBILITY OF DAMAGE. WE HAVE INCREASED HEIGHT SO IT GOES OUT FLAT FROM THE EXISTING RESTAURANT ITSELF. YOU CAN ALSO SEE ON THE PROFILE AT THE BOTTOM THERE, VISUAL INDICATION WHERE THE PIER LIGHTING OVERALL HEIGHT, THOSE ARE 15 FEET TALL.

LIGHTS AND STANDARDS SIMILAR. AS A MATTER OF FACT, CERTAINLY COULD BE VIRTUAL IDENTICAL TO WHAT IS PROVIDED AT CULL PARK PIER IN DOWNTOWN CITY OF CORPUS CHRISTI.

WE HAVE NOT INDICATED WHERE THE FISH CLEANING STATIONS WOULD BE. DO ANTICIPATE TWO.

PIER PLAN AT THE FAR RIGHT-HAND SIDE. THIS IS ONE CHANGE YOU SEE FROM WHAT YOU HAVE SEEN PREVIOUSLY. SHAPE, ANGLE ON BOTH WATER AND LAND SIDE.

[01:20:03]

STRAIGHT ACROSS THE BACK. COST SAVING MEASURE REQUIRED TO GET THE PIER DOWN TO THE CONSTRUCTION BUDGET WE HAVE AVAILABLE. CAN YOU MOVE TO THE NEXT PAGE, PLEASE? THIS RIGHT HERE IS A SECTION OF SAY IF YOU WERE UNDERNEATH THE PIER. YOU WOULD SEE LONGITUDINAL PORTION OF CONCRETE ON THE RIGHT-HAND SIDE AND LEFT. EITHER CONCRETE PANELS OR CONCRETE PANEL OR POP OFF PANEL ON THE RIGHT-HAND SIDE. THOSE POP-OFF PANELS, INTENTIONALLY FOR WHEN A HURRICANE COMES THROUGH. WE DO EXPECT THAT TO HAPPEN. WAVES ARE HIGH ENOUGH, THEY WILL HIT THE PIER. POP OFF PANELS DESIGNED TO POP OFF.

THEN RECOVER THEM AND PUT THEM BACK IN. THAT IS SO THAT WHEN THE

HURRICANE COMES AROUND, PIER STRUCTURE IS NOT DAMAGED. >> CAN I INTERRUPT YOU A SECOND.

THERE WAS A LOT OF THE OF CONFUSION THE LAST TIME THIS HAPPENED.

THE PIER THE LAST TIME HAD POP OFF PANELS. IT ACTUALLY FUNCTIONED AS IT WAS SUPPOSED TO. IN OTHER WORDS A LOT OF PEOPLE WOULD E-MAIL ME AND SAY HOW COME Y'ALL DIDN'T TAKE THE PANELS OFF THE PIER. THAT IS PHYSICALLY IMPOSSIBLE.

HUNDREDS AND HUNDREDS OF PANELS. IT IS NOT DESIGNED TO DISASSEMBLE A PIER BEFORE A HURRICANE. DESIGNED FOR THEM TO POP UP WITH A SURGE.

MIGHT POP UP, OFF, WHERE YOU CAN RECOVER THEM. I WANT TO MAKE SURE THAT DISTINCTION IS OUT THERE. VERY IMPORTANT FEATURE OF THIS PIER I THINK IS GREAT.

IT IS MEANT TO POP UP WHEN THE SURGE HITS. >> THAT IS ABSOLUTELY CORRECT, MR. CHESNEY. WAVES COME IN, COME UP. THEY HAVE A LOT OF FORCE ON THEM. COME UP AND PANELS POP UP. IF THE WAVES ARE NOT HIGH.

SETTLE BACK DOWN IN THE SAME LOCATION. EXTREMELY HIGH THEY CAN GET PICKED UP. EXTREME EXAMPLE TAKEN OFF THE PIER.

LOOK AT PICTURES IN FLORIDA. BUNCH OF LINES, THOSE ARE THE POP OFF PANELS DOING WHAT THEY ARE INTEND ED. THEY WILL HAVE TO GO FIND THEM OR RECONSTRUCT NEW ONES AFTER A

RUR TAN. >> THANK YOU. >> CERTAINLY.

>> TWO PILES PER BENT AT THE SAME 33-FOOT SPACING THEY WERE PREVIOUSLY.

MOVING ON TO THE BUILDING, MARK, ARE YOU ONLINE? >> YES, CAN YOU HEAR ME?

>> GREAT, GO AHEAD, SIR. >> HI. PLEASURE TO SEE EVERYBODY AND BE PART OF THIS TODAY. IS IT POSSIBLE I SHARE MY SCREEN?

>> HOW ABOUT IF YOU JUST SEE WHAT IS HERE, OTHERWISE IT IS A LOT SMALLER.

>> I WAS HOPING WE COULD START WITH INITIAL RENDERING. >> LAST PAGE, PLEASE.

>>PERFECT, THANK YOU SO MUCH. BOB HALL PIER LEFT A BIT OF A VOID IN LOCAL DAILY ACTIVITIES OF THE COMMUNITY. WE UNDERSTAND IT IS A VERY IMPORTANT AMENITY AND AS SUCH WHAT WE HAVE CHOSEN TO DO ARCHITECTURALLY ON PURPOSE SUBDUED.

NOT A MODERNIST ARCHITECTURAL BOX. WE HAVE ALSO WORKED WITH AND DONE WHAT WE CAN TO INTEGRATE EXISTING PAVILION THAT REMAINS INTO THIS ARCHITECTURAL EXPRESSION AS WE THINK IT IS IMPORTANT TO, TO ACKNOWLEDGE THAT HISTORY AND THAT IMPORTANT PLACE. SO COULD WE JUMP TO THE PLAN, PLEASE, RESTAURANT PLAN?

GO BACK ONE MORE. YEP. >> EXISTING PAVILION 50 FOOT BY 50 FOOT. PLAN TO HAVE A DINING AREA. OVERALL FOOTPRINT WE LEFT THAT IN TACT WITH A HOPE TO RENOVATE AND RESTORE STRUCTURE TO WHAT IT ONCE WAS.

[01:25:03]

AS PART OF THIS, WE OBVIOUSLY INTEGRATED IN A MODERN KITCHEN. WE WORKED WITH FOOD CONSULTANTS TO DEVELOP A VERY EFFICIENT AND APPROPRIATE KITCHEN FOR THIS SPACE.

INFORMATION TO POINT OF SALE AND RESTROOMS. IDEA ALONG EAST WATER FACING SIDE AS PREVIOUS AREA FOR OUTDOOR DINING AS WELL AS ALONG PLAN NORTH.

ALSO INTEGRATE A BREEZEWAY, CIRCULATION AREA ON THE BEACH SIDE.

ALSO SERVING AS CONTROL METHOD OF EGRESS FOR FOLKS IN DINING AREA AND OUTSIDE OF THIS

BUILDING. >> IS THIS AN OPEN AIR DEAL? IS THIS OPEN?

PICTURE LOOKED LIKE IT IS CLOSED NOW? >> CURRENT DESIGN CONDITION SPACE. IT CAN BE OPENED UP AS PART OF A COMMENT TO 60%.

>> OUR THOUGHT WE HAVE SHONE DOORS ON TO THE WATER FACING SIDE.

THOSE COULD BE REARRANGED OR LOCATED IN DIFFERENT LOCATIONS. INCLUDED A PLAN TO PROTECT IN AN EVENT OF ANOTHER HURRICANE. FINAL NOTE ON THIS PLAN, IF YOU NOTICE THE SOUTH PORTION OF THE BUILDING WHERE THE KITCHEN EXISTS, WE HAVE PULLED THAT A BIT NORTH TO CREATE A BIT MORE SPACE WITH AREA FOR A BENCH AND TO HELP CREATE A PLAZA SPACE FOLKS CAN MEET AND GATHER OR DINING AFTER A DAY OF ACTIVITIES. CAN WE SHIFT TO CONCESSION AREA,

PLEASE. >> NEXT ONE. >> YES, THANK YOU.

IN THIS AREA, WE DID OUR BEST TO CREATE EFFICIENT MINIMAL FOOTPRINT, PUBLIC AND PAID RESTAURANTS AND IMPORTANT REST RESTROOMS, POINT OF STORAGE, REFRIGERATORS AND FREEZERS. FINALLY A RESTROOM FOR THAT PERSON RUNNING THAT AREA.

ON THE LEFT SMALL AREA FOR JANITOR'S CLOSET. WE HAD ORIGINALLY THOUGHT TO PROVIDE ADDITIONAL ENTRIES OFF THE MAIN FACADE. ALSO WITH THEM REQUIRE MULTIPLE ROLLDOWN DOORS TO PROTECT THAT. EFFICIENT SOLUTION THAT ADDRESSES THE NEEDS WE HAVE BEEN PRESENTED WITH. UM IF WE COULD SHIFT TO THE PLAZA RENDERING.

>> NEXT ONE, THANK YOU. >> YEP. HERE IS A VIEW OF THAT PLAZA WITH PROPOSED BENCHES AND GATHERING AREA. SIGNAGE FOR BOB HALL PIER IN LIEU OF THAT SIGNAGE THAT COULD BECOME VIBRANT COMMUNITY BOARD. CONCESSIONINGSS ON THE RIGHT.

FOLKS CAN EASILY COME AND GO IN THAT AREA. >> I HAVE A QUESTION.

>> FINALLY, LOOKING BACK AT THE RESTAURANT. AND LET ME SAY THIS, WE RECEIVED PRELIMINARY COMMENTS THIS LOOKS TOO FANCY AND GLOSSY WE WOULD BE THE FIRST TO ADMIT THAT WAS A GREAT COMMENT INPUT. OUR INTENT ISN'T TO BRING ARCHITECTURE DEVOID OF SENSE OR EMOTION OR CONNECTION TO COMMUNITY. CERTAINLY REVISIT THAT.

INTENT IS TO CREATE SOMETHING NOSTALGIC AND SIMPLE AND INVITEING TO ALL THE COMMUNITY.

>> COMMISSIONER HERNANDEZ HAS A QUESTION BEFORE YOU MOVE ON, PLEASE.

[01:30:01]

>> OF COURSE. >> I WANT TO KNOW THE ROLL DOWN DOORS, MANUALLY OR ELECTRIC?

>> PROBLEMS IN THE PAST WITH REGARD TO POWER. OUR CURRENT THOUGHT THEY WOULD

BE MANUAL TO MAKE SURE THEY WORK UNDER ANY CIRCUMSTANCE. >> WE WOULD BE INCORPORATING LESSONS LEARNED ON THE ROLL DOWN DOORS WE ARE SEEING NOW THE COUNTY IS SEEING NOW.

>> THANK YOU. >> COMMISSIONER GONZALEZ HAS A QUESTION.

>> WHAT I AM LOOKING AT NOW. IS THAT THE WHOLE THING IN THAT BUILDING RESTAURANT OR CONCESSION? IS THAT THE RESTAURANT? AREA RECONSTRUCTED, THAT IS THE COMMERCIAL KITCHEN. BATHROOMS FOR THE RESTAURANT. ALL THE PREP AREA FOR THE

RESTAURANT. COOLERS, ETC. >> RESTAURANT HAS SEATING AREA

INCITE. >> WHAT IS NOW THE PAVILION. CORRECT.

STILL OUT THERE. >> I AM CONFUSED PAVILION AND RESTAURANT.

>> PEOPLE WALKING AFTERNOONED IT. YOU KEEP SAYING PUBLIC.

PART OF THE PIER. IS THERE SITTING AROUND OUTSIDE. >> THERE WILL BE SEATING OUT FRONT. OUTSIDE WALKWAY EIGHT FEET WIDE. OUTSIDE BAR SEATING LIKE IT WAS THERE. SHOWS A GUARDRAIL CHANGED TO PROVIDE BAR SEATING OUT THERE.

>> TALKING ABOUT THERE ARE TABLES OUT THERE, THE PUBLIC CAN COME IN WHEN EVER THEY WANT, SIT AT THE TABLES AND ENJOY THE PIER. NO ISSUE TO THAT, RIGHT?

>> THAT IS UP TO THE COUNTY AND CONCESSIONARY, SIR. >> THERE WAS A CONCESSIONARY AND

RESTAURANT? THOSE ARE NOT THE SAME? >> THEY WERE RUN BY THE SAME INDIVIDUAL. THEN SEATING. SEATING WHERE HE WAS TALKING ABOUT THIS EIGHT-FOOT WALKWAY. THEY DIDN'T HAVE TO GO TO THE RESTAURANT.

THAT IS WHAT COMMISSIONER GONZALEZ IS TRYING TO GET TO, SPACES ACCESSIBLE.

THEY CAN SIT AND ENJOY A VIEW. >> WE HAVE PLANNED FOR A POINT OF SALE ALONG WATER FACING SIDE.

IF PEOPLE WANTED TO GRAB AND GO. >> THAT IS COOL. THIS IS NOT MUCH OF AN

OBSERVATION DECK. THIS IS A WALK AROUND. >> WE ARE USING WHAT WAS THERE

WITH EXISTING COLUMNS AND BEAMS. >> BASICALLY SAME. MOVED OBSERVATION DECK TO PORT A. THIS IS THE RESTAURANT SPACE AREA OUTSIDE THE RESTAURANT

PEOPLE COULD ACCESS. >> YOU SAID PAVED RESTROOMS. >> IF YOU WALK ON TO THE PIER.

YOU HAVE TO PAY TO WALK ON TO THE PIER. ALSO RESTAURANTS ON THE NON-PAID

SIDE. >> BEFORE YOU GO TO THE GATE? >> THAT IS CORRECT.

>> RESTROOMS BEYOND THE GATE. >> AND RESTROOMS WITHIN THE RESTAURANT.

[01:35:01]

>> YOU HAVE TO PAY TO GET ON. >> YOU HAVE ACCESS TO ANYTHING THERE RIGHT?

>> YES, SIR. >> WILL THE PUBLIC BE ABLE TO GO INSIDE THE RESTAURANT AND COOL

OFF? >> IT IS UP TO THE COUNTY AND THE CONCESSIONARY FOR THE

RESTAURANT. >> WITH THAT I WOULD LIKE TO FINISH UP INDICATE WE HAVE SUBMITTED THE PERMIT. RESUBMITTED FEW MONTHS AGO. NOW GETTING COMMENTS FROM THE CORE AND PERMIT. GREAT NEWS. INDICATIONS WE HAVE HAD THE 30-DAY NOTICE. WE HAVE NOT RECEIVED COMMENTS FROM THE CORP. ALL THE CONVERSATIONS, THERE ARE COMMENTS. NOTHING OF SUBSTANCE.

SCOTT CROSS MAY COMMENT INFORMATION FROM THE CORP. NO COMMENTS OF SERIOUSNESS AT ALL.

THAT IS THE END OF THE PRESENTATION. GO AHEAD.

>> TURN PIT BACK OVER TO SCOTT HARRIS. >> HOLD ON, STAY THERE.

FIRST ONE A LOT THAT GRABBED ME. TOO FANCY? I GOT PARKS BOARD INPUT.

WHO SAYS IT IS TOO FANCY A RESTAURANT? LOOKS PRETTY TO ME.

WHAT DOES THAT MEAN, TOO FANCY? I DON'T REMEMBER THE E-MAIL. LOOKS SUPER FANCY.

SHOULD BE A BURGER JOINT OR SOMETHING LIKE THAT. I DON'T HAVE THE E-MAIL IN FRONT

OF ME. >> LET'S DON'T TAKE ONE E-MAIL AND CHANGE ALL OUR RENDERS.

SOMEONE SAID TOO FANCY AND GO BACK AND WORK ON IT. HOLD ON.

DON'T GO BACK AND WORK ON IT UNTIL THE COURT OR PARKS BOARD, THE BODIES THAT DO THIS, RIGHT?

>> EXACTLY. THAT IS THE PROCESS. WE PROVIDED THE DOCUMENTS TO SCOTT HARRIS, THE COUNTY. IT IS LIKE THE TOWN HALLS. GATHERING INFORMATION.

DETERMINE WHICH ONES WE WANT TO INCLUDE. >> I AM LOOKING AT THIS, THAT IS NOT WHAT JUMPED OUT. IF WE ARE GOING TO AIR CONDITION A SPACE, OBVIOUSLY IT IS GOING TO LOOK DIFFERENT THAN WHAT IT WAS BEFORE WITH OPEN SPACE. I DON'T KNOW THAT NICE IS A BAD THING. I WANT THIS TO BE NICE AND PRESENTABLE.

THAT SAID, LET ME STAY ON THE DESIGN. THIS INSUREABILITY ISSUE IS BIG.

ELEPHANT IN THE ROOM IS NOT A DESIGN THING. I AM GOING BACK TO THAT.

BELIEVE ME, THAT IS THE ISSUE. WHILE I HAVE LOUIS UP HERE, I WANT TO ASK QUESTIONS ON THE DESIGN. SIZE OF THE RESTAURANT, RIGHT. I GET IT ALL DEPENDS ON BUDGET.

IF WE CAN OVERCOME INSUREABILITY ISSUE WHICH IS SIGNIFICANT. WHAT I WOULD LIKE TO LOOK AT IF WE CAN I HAVE ALWAYS WANTED MORE FIRST FLOOR EXPANSION, THEN THAT WOULD BE SOMETHING I WOULD LIKE TO LOOK AT. I WOULD LIKE MORE ROOM ON THE FIRST FLOOR.

I ALWAYS THOUGHT THAT WAS A GOOD IDEA. THAT IS STILL SOMETHING I WOULD LIKE TO THROW INTO THE MIX FOR THIS DISCUSSION. I GET THERE IS COST AND COME

[01:40:05]

WITHIN BUDGET. IF THERE IS EXTRA MONEY OUT, THERE THAT WOULD BE ONE OF THE THINGS I WOULD LIKE TO LOOK AT. SOMEONE SENT ME AN E-MAIL. I DON'T KNOW IF IT IS TRUE OR NOT. IT INDICATED. I DON'T SEE IT ABOUT KITCHEN

FIXTURES BLOCKING THE GOLF VIEW. I DON'T KNOW WHAT THAT MEANS. >> NOTHING BLOCKING THE VIEW NOW WHICH WAS THE BUILDING. THERE ARE NO KITCHEN FIXTURES OUTSIDE.

>> OKAY. FAIR. >> ON THE PIER ITSELF, HELP ME WITH, I KNOW WE TALKED ABOUT ADDITIONAL SEATING AND SHADE STRUCTURES.

I KNOW THERE IS DEBATE OVER BIRDS POOPING ON THE SHADE STRUCTURE.

AT THE SAME TIME, IT IS HOT, IT IS THE GULF. IT IS FREAKING 100° SUMMER ALL THE TIME. DO WE HAVE ADDITIONAL SEATING AND SHADE STRUCTURE ON THE PIER?

>> SURE, PUBLIC COMMENT. MY MOM IS 87. SHE WOULD LOVE TO HAVE SHADE WHILE I FISH. PLUS AND MINUS. THEY ARE GOING TO CATCH WITH THEIR LINES AND BIRDS ARE GOING TO POOP ON EVERYBODY. THAT SHADE AND BENCHES ARE NOT INCLUDED IN THIS CURRENT SCOPE. BECAUSE OF THE COST. SHADES AND BENCHES COULD ALL BE

ADDED IN THE FUTURE. >> THAT IS FAIR, I GET IT. MAYBE IT IS JUST ON THE T HEAD.

MAYBE IT IS JUST ON A PORTION. I AM NOT SAYING YOU PUT ANY ON THE LONG PART OF THE PIER.

YOU COULD PUT MAYBE BENCHES ALONG THERE. >> ABSOLUTELY A LOW COST WAY TO INCREMENT TALLY ADD AMENITIES WITHOUT A LOT OF COST. A LOW MAINTENANCE, LOW COST BENCHES PEOPLE COULD SIT ON WHILE THEY ARE STANDING OUT THERE.

THERE ARE THOSE THAT CAN'T STAND OUT THERE. THEY NEED TO BE ABLE TO TAKE A BREAK. MAYBE THE SHADE STRUCTURE IS ONLY ON THE TEE.

AT THE SAME TIME, I THINK NOT HAVING ANY PLACE TO SIT OR ANY SHADE STRUCTURE AT ALL IS A LITTLE DAUNTING FOR A LOT OF THE OF PEOPLE WHO CAN'T GET OUT THERE AND DO THAT.

GOT TO BE LOW COST-EFFECTIVE WAYS. IF Y'ALL COULD TAKE LOOK AT

THAT. >> CERTAINLY. THAT IS SOMETHING WE COULD ADD WHILE BIDDING. X DOLLARS PER BENCH BY THE COUNTY.

LITTLE MORE DIFFICULT TO ADD SHADE STRUCTURES. CERTAINLY SOMETHING WE CAN LOOK

INTO, SIR. >> I GET IT. MAYBE A SITUATION, IF THERE IS NO FINDING, I MIGHT HAVE TO FIND PRECINCT MONEY TO ADD BEN PERCENTS.

TO NOT HAVE THE SEATING, WE ARE GOING TO DO IT. MIGHT AS WELL DO IT WHILE WE ARE

DOING IT. >> TO BE FAIR, ONE OF THE THINGS AD HOC COMMITTEE, SET ASIDE 500,000 FOR SAFETY ITEMS, MISH MASH OF A BUNCH OF DIFFERENT THINGS.

HALF A MILLION DOLLARS LINED OUT. IT IS NOT INCLUDED IN THIS

CURRENT CONSTRUCTION BUDGET. >> YOU ARE GOING TO HAVE TO GET ME WHAT THOSE WERE.

YOU CAN PROVIDE THAT WHAT WE HAVE LINED OUT. WHAT I DON'T SEE.

I GET WAS THAT THE ONE WE HAD SEVERAL DIFFERENT VERSIONS LOOKED AT.

THERE WERE COOL ONES THAT I THOUGHT WE PICKED THOSE ONES THAT WERE ON THE GROUND OR, I AM NOT SAYING WE SHOULDN'T DO THIS. THERE WERE NEAT SIGNAGE BIG HUGE LETTERS.

[01:45:03]

>> NO, NO. THERE WERE SEVERAL THERE. I BELIEVE MY RECOLLECTION WHAT PEOPLE WANTED VOTED AS THE BEST. THERE WERE THREE VOTING ONLINE. MY RECOLLECTION OVERHEAD PIER SIGN WAS SELECTED BECAUSE IT WAS A HISTORIC SITE. WE HAD A VERY TALL PEDESTAL THAT WENT BOB HALL PIER IT WAS NOT THE MOST PREFERRED OPTION. TO CREATE SOME EXCITEMENT ON

SOCIAL MEDIA. >> THAT WAS COOL TO ME. LET'S LET THEM LOOK AT THE DESIGN AND FEEDBACK. PUT ON THEIR SIGNAGE JUST SO IMPORTANT IN THESE DAYS AND TIMES. WENT THROUGH THIS WHOLE PROCESS. TALKING ABOUT DOING BRANDING AND COME UP WITH COOL STUFF TO ASSUME AND LOOK AT COOL SIGNAGE. MORE IMPACTFUL.

I AM SAYING I LIKE FOR SIGNAGE. ONCE YOU BUILD IT, YOU ARE NOT GOING TO MAKE IT WIDER.

TO MAKE IT IMPACTFUL. >> WE'LL HEAR FROM THE REST OF THE COURT.

I KNOW IT WAS DEBATE. EXISTING FACILITY. ASSUMING IT IS INSURABLE.

I AM CONCERNED ABOUT THE INSURABILITY. WE ARE GOING TO TAKE THE ROOF OFF EXISTING FACILITY. BUILD SECOND ONE AND ONE OVERALL.

>> THAT IS WHAT WE ARE SHOWING NOW MR. CHESNEY. THAT WAS A TOPIC OF CONCESSION.

COULD WE PUT A SECOND STORY? WE TOOK A LOOK AT A STRUCTURE. IT WAS NOT DESIGNED FOR A SECOND STORY. STRUCTURE IS LARGE ENOUGH, WE FELT IT COULD SUPPORT A SECOND STORY. LOOKING AT THAT, THAT WAS PART OF OUR SCOPE.

TO SEE ARE THE TRESSES CAPABLE OF SUPPORTING CHANGE IN ROOFS. IT WAS BUILT 12 YEARS ING OR SO.

CODES HAVE CHANGED LITTLE BIT. POSSIBLE TRESSES MAY NOT BE CAPABLE OF SHOWING HERE A SINGLE ROOF. EXTENDING RIDGE BEAM NEW STRUCTURE TO COUNTER ACT THAT.

THAT IS SOMETHING WE DO NOT KNOW AT THIS TIME. WE WILL NEED TO FIND OUT BEFORE

WE GET TO THE 60%. >> OKAY. ALL RIGHT.

SO THIS, YOU WOULD TAKE OFF THE ROOF OF THE EXISTING FACILITY AND BUILD FACILITY NEXT TO IT

AND PUT THAT OVER IT? >> CORRECT. CURRENTLY SHINGLE ROOF.

AS YOU REMEMBER, CAN YOU SHOW THE RENDERING THERE FOR THE TWO TOGETHER?

[01:50:09]

IF THIS ISN'T INSURABLE, RIGHT. I DON'T KNOW IF CARLISLE IS HERE TODAY.

HE WAS SUPPOSED TO BE WITH RECOMMENDATION. SOMEONE NEEDS TO CALL HIM HERE AND GET HIM HERE. THERE IS QUESTION. STRUCTURE OVER WATER.

>> THAT IS CORRECT. MOVING LANDWARD. JOHN MICHAEL TELLS ME, BEACHES RENOURISH ON THEIR OWN. THAT HAPPENS. AS WE SIT TODAY.

CHANGED COMPLEX OF THIS BUILDING. THIS COURT MAY HAVE TO MAKE A BUSINESS DECISION. THAT WILL BE UP TO THE COURT TO DECIDE, RIGHT? IF THIS IS MOVED BEHIND THE DUNES SOME SUGGESTED, WHAT DOES THAT DO TO, WILL THAT MESS UP YOUR DESIGN PROCESS? WE HAD TO FIND THE FUNDS. BOTTOM LINE, IF THE COURT DECIDES, INSURANCE PEOPLE SAYS NOT INSURABLE, 5% CHANCE IT IS INSURABLE AND DECIDE WE ARE NOT GOING TO BUILD ANOTHER STRUCTURE THAT IS NOT INSURABLE. WE HAVE TO MOVE IT BEHIND THE

DUNES OR SPEND IT ON DUNES. >> WE COULD PIBLG THE PICK THE RESTAURANT UP.

THAT IS ONE POSSIBILITY. THEY FEEL IT MESSES WITH THE SENSE OF PLACE.

IF IT WAS BEHIND THE DUNES, DIFFERENT ORIENTATION OLAY OUT. COULD TAKE THE CURRENT DESIGN, PUT IT BEHIND THE DUNES. THEN YOU HAVE A GAP BETWEEN PIER AND EXISTING STRUCTURE OUT THERE. WE CAN MOVE THE PEER CLOSER. PIER TO THE EXISTING STRUCTURE THERE. YOU CAN USE IT AS OPEN AIR PAVILION AGAIN.

>> THAT IS A REALLY GOOD POINT. BEFORE I LOSE MY TRAIN OF THOUGHT IF THAT HAPPENED THEN WOULD THAT CHANGE THE PERMIT WHERE WE HAVE TO GO BACK. I DON'T WANT TO REDO A PERMIT AG EITHER. IF THAT IS NOT BUILT AND HAVE TO GANGWAY IT OR MOVE THE PIER OVER, IS THAT GOING TO CHANGE THE FOOTPRINT WE ARE GOING TO

REAPPLY FOR THE PERMIT? >> WE WOULD NOT NEED TO REAPPLY FOR THE PERMIT, SCOTT DO YOU

WANT TO TAKE THAT? >> REAL QUICK BEFORE YOU GET TOO FAR OFF.

WE PERMITTED THE FOOTPRINT TO INCLUDE THAT BIG PLAZA AREA. THIS GOES TO ONE OF THE FIRST POINTS IF YOU FIND MORE MONEY, DOESN'T CHANGE PERMIT. YOU HAVE PLENTY OF ROOM TO CREATE MORE OUTDOOR SPACE. THAT IS WHERE WE HAD THE FANCY SIGNAGE WITH THE BOARD THERE A POINT WHERE PEOPLE WANT PICTURES. THAT IS EASILY TAKEN CARE OF.

IF YOU TOOK -- WE DON'T HAVE STOPS TO THE HIGH TIDE LINE. SOMEBODY NEEDS TO CALL CHASE

[01:55:17]

CARLISLE. THIS INSURABILITY IS WHAT I ASKED TO BE A PART OF THE THIS

PRESENTATION. VERY IMPORTANT. >> NEVER BEEN ABLE TO BE

INSURED. >> DID YOU CONTACT HIM, TIM? >> I SAW HIM OUT.

>> WE HAD COUPLE MILLION DOLLARS IT WAS INSURED FOR ITS VALUE BEFORE.

LET ME MAKE SURE THAT IS ALL I HAVE FOR THE MOMENT. OF COURSE THE JUDGE WAS THERE, AND I WAS THERE, PART OF THE COMMITTEE. I WOULD RATHER CHASE PRESENT IT.

INSURABILITY IS THE ISSUE. WE ARE PUTTING A BIG PRICE TAG ON A PROJECT THERE IS NOT MANY POLICIES IF ANY YOU CAN FIND WORLDWIDE THAT WOULD INSURE A PROJECT LIKE THIS.

THAT IS A BIG ISSUE. >> WE ARE READY TO GO FORWARD. I WANTED TO MAKE SURE INPUT IS

ON THE RECORD. >> WE HAVE ONE MORE, MAIN IS ON THE LINE IF YOU WANT TO UNMUTE

HER BEFORE WE MOVE ON. >> OKAY. GOOD MORNING, EVERYONE JUDGE, COMMISSIONER. FIRST OF ALL, I AM EXCITED TO SEE US MOVING FORWARD WITH THE PLANS OUT THERE. COUPLE OF QUESTIONS AND COMMENTS MADE.

COMMISSIONER CHESNEY MENTIONED MORE ROOM. ANYMORE ROOM WE COULD GET WOULD BE GREAT THERE JUST ISN'T ENOUGH SPACE. BEFORE WE HAD EIGHT FEET IN BETWEEN THE BUILDINGS. MY EXPARTNER AND I ENCLOSED THAT.

THAT IS 400 SQUARE FEET. IT WOULDN'T BE A PROBLEM TO ENCLOSE IT AND LEAVING THAT EIGHT FEET BETWEEN. I DO LIKE YOU ALL ARE TALKING ABOUT SPACES TO SIT.

WE NEVER REQUIRED THEM TO BUY ANYTHING. WE WOULD GIVE THEM FREE WATER.

ESPECIALLY WHEN THEY WERE COMPETING. AND THEY COULD SIT UP ALONG THE WATER SIDE AND ENJOY WATCHING FAMILY MEMBERS SURFING AND COMPETING.

INSTEAD OF THE EXTRA EIGHT FEET ON THE SOUTH SIDE, THAT IS THE HOTTEST PART OF THE BUILDING.

IT GETS HOT THERE. THEY WANT TO MOVE INTO THE SHADED AREA, MAYBE IF YOU DID BENCH SEATING. GIVING THAT EXTRA EIGHT FEET. YOU COULD HAVE THAT LITTLE AREA CLOSEST TO THE ENTRANCE OF THE PEER IS MY SUGGESTION. AS FAR AS INSURANCE.

I AM AN INSURANCE AGENT. WE DID HAVE INSURANCE DURING HARVEY WHAT GOT PAID OUT.

DURING HANNA WE DID NOT HAVE INSURANCE ON THE BUILDING. THERE IS ANOTHER COMPANY.

I WOULD BE HAPPY TO GIVE THAT INFORMATION TO CARLISLE. THERE IS AN INDEPENDENT THAT CAN DO FLOODS. THERE ARE PARAMETERS YOU HAVE TO MEET WITH THE CONSTRUCTION.

IT IS NOT THROUGH FEMA. FEMA WILL NOT COVER IT. THERE IS AN OPPORTUNITY YOU CAN GET THAT INFORMATION. HAPPY TO PROVIDE AND HOPEFULLY THAT CAN HELP YOU GET INSURANCE IF NEED BE FOR THE CONCESSION AREA. THAT IS IT, EXCITED.

THANK YOU. LOOKING FORWARD TO WHERE IT GOES AND HAVE INPUT WITH THE DESIGN AND LAYOUT AS THE EXISTING CONCESSIONARY. WHAT WORKS.

[02:00:05]

MAYBE I CAN HAVE INPUT WITH Y'ALL'S APPROVAL THAT WOULD BE GREAT.

THANK YOU FOR YOUR TIME. >> ANY OTHER QUESTIONS? >> WHAT DO YOU NEED FROM US TODAY SO WE KEEP THE PROCESS MOVING. ANYBODY ELSE WANT TO PIPE IN, FEEL FREE. I NEED TO KNOW WHAT Y'ALL ARE NEEDING FROM US SO WE KEEP THE PROCESS MOVING SO THE PUBLIC KNOWS WE ARE KEEPING THE PROCESS MOVING.

>> BASED ON THE FEEDBACK, WHOLE CONNECTION PEER TO PARKING LOT. NOBODY LIKES THE FLY OVER IDEA.

I AM NOT PURSUING GRANT MONEYS. NOBODY IN THE PUBLIC LIKES IT. YOU ARE NOT TOO THRILLED ABOUT IT. I AM WAY OVER MY HEAD WITH GRANT APPLICATIONS.

>> WHAT I WOULD RATHER YOU PUSH BACK ON I THINK THIS GLO IS MISINTERPRETING BEACH MANAGEMENT PLAN AND THEY ARE WRONG. I MENTIONED THIS JUDGE SCOTT THERE.

I MENTIONED THIS IN FRONT OF LAND COMMISSIONER. I DON'T THINK THE STAFF IS CORRECT ON THIS. I THINK WE NEED TO FIGURE OUT HOW TO REALLY IN A CONCERTED ORGANIZED EFFORT. TO DISCUSS THIS PARKING LOT BACK ON THE BEACH.

WE HAVE THE ABILITY TO PUT THAT PARKING LOT ON THE BEACH. I THINK THE LAND COMMISSION IS INCORRECT ON THAT. THAT IS SOMETHING I DEFINITELY NEED CONNECTION ON.

>> PUSHING YOU BACK ON THAT TWO WEEKS AGO. WE HAD A CONVERSATION WITH THAT ON THE GLO STAFFER. THAT IS THE BEST SOLUTION INSTEAD OF WORRYING ABOUT THIS

FLY OVER THING. >> THAT WAS SUPPOSED TO BE DONE WITH ROAD DISTRIBUTION.

LET'S DON'T GIVE THAT UP AT ALL. >> IN TERMS OF WHAT JACOB'S NEEDS TO GO FORWARDS.

WELL BEYOND 30% DESIGN. WE WOULD LIKE APPROVAL OF THE PIER CONCEPT FROM COMMISSIONERS COURT. FROM THE PARKS BOARD. OBVIOUSLY, COMMENTS WHERE IS SPACE? WHAT DOES THE ROOF LOOK LIKE CAN BE ACCOMMODATED DURING THE

PROCESS. WE'LL GO AS FAST AS WE CAN. >> CAN WE APPROVE THE PIER WHILE

WE ARE WAITING ON THE INSURANCE ISSUE ON THE RESTAURANT? >> YOU CAN DO WHATEVER YOU WANT.

>> WE MAY HAVE TO SEPARATE THESE PROJECTS. >> WE CAN DO WHATEVER THE COURT WANTS. THIS INSURABILITY IS A BIG ISSUE.

UNTIL WE GET THAT WORD FROM CARLISLE TO WHERE THOSE THINGS STAND.

WE NEED TO KEEP THAT THING MOVING. >> MAKE THE MOTION, WHATEVER.

I STILL WOULD LIKE TO LOOK AT SEATING AND SHADES AND SIGNAGE. IF THAT IS OKAY TO ADD TO THE MOTION I'LL BE HAPPY TO MAKE THE MOTION WE CONTINUE TO MOVE FORWARD ON THE PIER PART OF THIS FOR NOW. LET'S BRING BACK THE RESTAURANT WHEN WE HAVE MORE INFORMATION ON

INSURABILITY. >> SOUNDS GREAT. SEATING SHADE, STRUCTURE AND

MOVE FORWARD ON THAT. >> I WILL MAKE A SEPARATE MOTION ON THE RESTAURANT.

THAT WOULD BE MY MOTION. >> SECOND CAN YOU BRING BACK THE PICTURE AND THE PIER WITH THE RESTAURANT. NOT THE NIGHT ONE, THE OTHER ONE.

[02:05:03]

THIS IS MY THING, SEATING, SPACE, SHADING. LOOKING AT THE PICTURE WITH THE LADY. IF WE CUT THAT MUCH OUT OF THE RESTAURANT.

MAKE THAT A SEATING AREA. I DON'T SEE A LOT OF SPACE TO ENJOY WHAT IS OUT THERE.

TO ME PIER IS A PIER. OTHER PEOPLE DON'T GO TO THE RESTAURANT.

THEY GO TO VISIT. TO ME THAT IS MY RECOMMENDATION TO SHORTEN THAT BUILDING.

MAKE THAT A SEATING AREA. TO ME, BUILD THIS FOR THE PUBLIC.

NOT FOR A CERTAIN GROUP. I AGREE COMPLETELY SIR. PROVIDING SERVICE ACCESS TO THE BACKSIDE OF THE BUILDING. WE WILL NEED TO PUT A GATE, EXIT ONLY.

ONE WAY GATE. ALSO HOTTEST SIDE OF THE BUILDING.

DURING THE AFTERNOON. DESIGNED OFF THE EXISTING STRUCTURE.

CERTAINLY WE CAN DO ANYTHING. THAT IS ONE OF THE REASONS WHY IT IS SO NARROW.

>> ON THE NORTH SIDE. >> THAT IS CURRENTLY AS WIDE AS IT IS.

>> THEN YOU HAVE ALL THAT ROOM THERE. >> THE BUILDING WALL THERE IS

WHERE IT IS CURRENTLY. THAT IS THE EXISTING. >> IT IS THERE.

THE NEW PART IS THE IN BETWEEN PART. >> CORRECT.

>> THAT IS ALREADY THERE. >> IF WE CAN VOTE ON THE PIER PART AND SEPARATE ON THE

RESTAURANT PART. >> I HAVE A QUESTION. >> YES, SIR.

GURNEY? >> YES, SIR THERE IS. RAMP UP FOR BUILDINGS.

>> ALL RIGHT. THANK YOU. >> JUDGE, COMMISSIONERS BEFORE YOU GET TO THE MOTION, I WANTED TO CHIME IN AND TELL YOU I HAVE ASSEMBLED A TEAM OF PROFESSIONALS, ENGINEERS TO REVIEW LOUIS' DELIVERABLES. NO FATAL FLAWS.

CONSISTENT WITH THE CONVERSATIONS WE HAVE HAD HERE. I THINK MOVING FORWARD KNOWING WE STILL HAVE DISCUSSIONS, MOVING FORWARD WITH THE PIER IS THE RIGHT THING TO DO.

IT WILL KEEP THE BALL MOVING WITH LOUIS. IT CAN BE MOVED FORWARD.

>> THANK YOU. >> DO YOU WANT TO RESTATE YOUR MOTION, MR. CHESNEY?

>> JUDGE, MOVE TO 60% DESIGN PIER PORTION ONLY INCLUDING RELOOKING AT SHADE, SEATING,

SIGNAGE. >> I SECOND. ANY OTHER DISCUSSION?

ALL IN FAVOR SAY AYE? >> AYE. >> OPPOSED SAME SIGN.

MOTION PASSES, THANK YOU. OTHER MOTION? >> JUDGE, I WOULD MAKE A MOTION TO MOVE FORWARD ON THE 60% DESIGN OF THE RESTAURANT SUBJECT TO US GETTING VERIFICATION THERE IS INSURABILITY AND IF IT IS MOSTLY NOT INSURABLE OR THEN TO BRING IT BACK TO COURT AT THE

[02:10:09]

NEXT MEETING OR MEETING AFTER THAT TO REVISIT WHETHER OR NOT THIS COURT WANTS TO MOVE

FORWARD. >> >> HOW MUCH IS TOO MUCH? HOW MUCH IS NOT? I WOULD PREFER MOTION TO BRING IT BACK TO THE NEXT MEETING ONCE

WE HAVE INFORMATION. AND MAY 24TH. >> I WANT THE PUBLIC TO BE CLEAR, WE WANT TO MOVE FORWARD. WE HAVE HUGE ISSUES. THIS IS JUST COME UP.

THIS IS FRUSTRATING. I AM CONCERNED WE SPENT ALL THIS TIME ON THIS.

YET NOW WE ARE LEARNING THIS INSURABILITY ISSUE IS A REAL ISSUE AND COULD DERAIL THE

BUILDING OF THIS PROCESS. IT IS A REAL ISSUE. >> I WILL ADD A NOTE IN THE MINUTES EXPLAINING THAT. JUST BRING IT BACK AT THE MAY 24TH MEETING.

PLEASE MAKE SURE MR. CARLISLE IS HERE WITH ANSWERS. >> SECOND?

>> ALL IN FAVOR AYE. >> AYE. >> OPPOSED SAME SIGN.

>> BRING IT BACK ON THE 24TH. OKAY. WE HAVE OUR LOBBYIST ONLINE.

[1. Receive update from legislative consultants Joel Romo and Patricia Shipton, regarding Nueces County 88th Legislative priorities including Bill Status. ]

PATRICIA AND JOEL. THANK YOU FOR WAITING. I KNOW YOU STEPPED TO GET ON QUICKLY TO RECEIVE UPDATE FROM LEGISLATIVE CONSULTANTS REGARDING 88TH LEGISLATIVE

PRIORITIES. I WILL TURN IT OVER TO YOU. >> GOOD MORNING.

CAN YOU HEAR US? >> YES. >> GOOD MORNING.

>> THINGS ARE MOVING FAST AND FURIOUS, 18 DAYS AND 12 HOURS LEFT IN THE LEGISLATIVE SESSION.

THINGS HAVE BEEN INTERESTING. WE WANTED TO GO OVER A FEW ITEMS THAT IMPACT NUECES COUNTY THAT WE HAVE BEEN ENGAGED WITH. FIRSTOFF, I'LL START OFF, WE HAVE GONE BACK AND FORTH BETWEEN US. SENATE BILL 175 PROHIBITING USE OF PUBLIC FUNDS FOR LOBBYING.

PASSED THE SENATE. NEXT SATURDAY, MAY 20TH. THERE IS A COUPLE OF BILLS I KNOW THE COURT ADOPTED BEACH ACCESS, SENATE BILL 34 AND HOUSE BILL 3114.

THERE WAS A BILL FROM GALVESTON, HOUSE BILL 3859 THAT WAS PRETTY PROBLEMATIC IN THE SENSE IT WAS GOING TO BEACH APPROVAL ACCESS BILL AND PLANS TO BE ADOPTED BY THE GENERAL LAND OFFICE.

WE TOLD THEM IT WAS CONCERN IT WAS GOING TO IMPACT ALL COASTAL COMMUNITIES.

PATRICIA TALKED ABOUT A MEETING WITH CHAIRMAN HUNTER, WE WERE ABLE TO FIX THAT.

>> CHAIRMAN HUNTER ASKED ME TO COME ON BEHALF OF NUECES COUNTY WITH REPRESENTATIVE LEO WILSON AND GENERAL LAND OFFICE. REPRESENTATIVE WILSON'S PROPOSAL ALL BEACH ACCESS PLANS HAVE TO BE APPROVED AND OVERSEEN BY GENERAL LAND OFFICE. PRETTY PRESCRIPTIVE.

GENERAL LAND OFFICE DID CONCEDE THEY CAN PARTICIPATE WITH A REQUESTING COUNTY ON PUTTING TOGETHER PLANS NOW. THEY DON'T HAVE TO HAVE STATUTORY AUTHORITY.

ALL OF THAT IS THE SAY AT CHAIRMAN HUNTER'S BEHEST, WE REQUESTED IF REPRESENTATIVE WILSON THOUGHT IT WAS -- BILL ONLY BRACKETED TO GALVESTON COUNTY.

THAT IS THE WAY THE BILL IS MOVING FORWARD. CHAIRMAN HUNTER HOUSE BILL, JUST PASSED OUT OF COMMITTEE LAST WEEK AND SET FRIDAY HOUSE LOCAL CALENDAR.

WE WEIGHED IN ON THAT BILL ON BEHALF OF THE COURT. THAT BILL WILL GO OVER TO THE

[02:15:04]

SENATE AND DO WORK THERE. >> I WILL PUT JUDGE SCOTT AND COMMISSIONERS ON NOTICE, REPRESENTATIVE HUNTER, Y'ALL MAYBE ON POINT TO COME IF WE GET STUCK IN THE SENATE.

HE IS CONCERNED ABOUT THE SENATE NOT MOVING QUICKLY ENOUGH. WE'LL GET BACK TO YOU IF WE GET

THAT REQUEST FROM THE CHAIRMAN. >> ANOTHER BILL COURTED SUPPORTED HOUSE BILL 4844 RELATING TO USE OF REAL PROPERTY OF NUECES COUNTY COUNTY HOSPITAL DISTRICT.

PASSED HOUSE REPRESENTATIVE -- AWAITING IN THE SENATE. PICK THAT BILL UP.

THAT IS MOVING. I KNOW THE COURT HAD TAKEN UP MASS GATHERING BILL.

THAT BILL IS DEAD, STARTED SEEING A LOT OF PROBLEMS. THEY DECIDED TO LOOK AT OTHER THINGS LATER ON. SENATE BILL 1446 SENATOR HUGHES. WE ARE MONITORING IT.

A LOT OF PUSH BACK FROM LOCAL ENTITIES. THIS IS A BILL BASICALLY TO BE MORE PRIPTIVE OF WHERE INVESTMENTS ARE MADE S. WE VISITED WITH THE COUNTY JUDGE ASSOCIATIONS AND OTHERS YESTERDAY. TH THEY WERE -- STILL SOME CONCERN WITH THE BILL. AND HOW RETIREMENT SYSTEMS INVEST FUNDS. WE'LL GET A COPY OF THAT. WE KNOW THIS IMPACTS ALL YOUR EMPLOYEES AND THE COUNTY. WE WILL LET YOU KNOW WHERE WE ARE WITH THAT VERSION OF THE

BILL. >> IT IS TRACK ING LOCAL GOVERNMENT INVESTMENTS WITH REGARD TO ENVIRONMENTAL SOCIAL GOVERNANCE FOR CONSIDERATIONS. THE PATTERN OF LEGISLATION WE HAVE SEEN TO BE TO COUNTER A WOKE FEELING ON HER APPROACH TO THINGS.

SENATE BILL, 2126 RELATING TO THE COUNTY AND AUTHORITY, USED TIRE BUY BACK PROGRAM.

>> WE HAVE BEEN WORKING WITH SENATOR TO GET AMENDMENT TO ADD OUR BUY BACK PROGRAM AS OF A FEW MINUTES AGO. WE ARE NOT SURE IF IT IS A COMMITTEE AMENDMENT OR FLOOR AMENDMENT. I WILL STOP THERE AND TURN IT OVER TO PATRICIA.

>> I THINK THE PORTVILLE, JOE. WE HAD QUITE A FEW PORT BILLS INCLUDING EXPANDING THE PORT OF EVEN ULTIMATELY WHAT HAS BEEN NEGOTIATED OUT AND SEE HOW FAR WE GET IN THE SENATE.

THERE IS A PORT BILL ON HOUSE CALENDAR FOR TODAY. WE CAN TALK ABOUT THAT IN A MINUTE. IT IS AN INTERIM STUDY OF ALL PORTS IN TEXAS.

[02:20:10]

REPRES REPRESENTATIVE LOZANO IS CARRYING.

NUECES COUNTIES. EVEN THOUGH IT IS A STATEWIDE APPLICATION, WE CAN BET WE WILL BE FRONT AND CENTER IN THOSE DISCUSSIONS SHOULD THE BILL ULTIMATELY PASS.

ESPECIALLY WITH TRANSPORTATION BILLS AND IMPASSE WITH HOLDING UP EACH OTHER'S BILLS.

THOSE WILL BE FORTHCOMING. THERE IS A BILL LATE IN THE PROCESS IT IS HOUSE BILL 4108.

HAS TO DO WITH SUBDIVISION PLATTING. WE WERE ASKED TO LOOK AT IT.

ASKED TO PICK UP THE BILL IF IT GOT TO THE SENATE. WE STARTED LOOKING AT IT.

WE CALLED NUECES COUNTY PUBLIC WORKS DEPARTMENT TO FIGURE OUT WHAT THIS BILL DID.

WE HAVE BEEN WORKING WITH THE HILDAGO TO OPPOSE THE BILL. IT IS ON A LATE CALENDAR THURSDAY. WE ARE IN THE LAST TWO DAYS OF HOUSE BILL HEARINGS TODAY AND TOMORROW. IF A BILL ISN'T HEARD TODAY OR TOMORROW.

IT IS ESSENTIALLY DEAD. THIS IS ON A LATE CALENDAR FOR TOMORROW.

WE WILL CONTINUE TO WORK TO OPPOSE THAT. SIMILARLY, WE HAD AN URGENT CALL A MONTH AGO FROM DR. FAGAN NUECES COUNTY MEDICAL EXAMINER'S OFFICE.

SEVERAL BILLS HAVING TO DO WITH FENTANYL REGULATION SPECIFICALLY THE BILLS WOULD CHANGE WHAT MEDICAL EXAMINERS WERE ALLOWED TO PUT ON DEATH CERTIFICATE WITH REGARD TO FENTANYL POISONING.

IT IS A HOUSE PRIOR TIP AND SENATE PRIORITY. WE LOOKED CLOSELY WITH DR. FAGAN AND THE DON'T AND DISTRICT ATTORNEY'S ASSOCIATION TO TRY TO HELP WORK ON LANGUAGE THAT WOULD GIVE MEDICAL EXAMINERS A BETTER, BETTER INPUT ON THE ACTUAL PRACTICE OF MEDICINE.

JUST LAST WEEK. BILLSTILL PROBLEMATIC. IT IS NOT THE BEST IN HIS WORDS.

HE CAN LIVE WITH IT. IT IS WHAT HE HAS TOLD US. IT IS OUT OF THE SENATE COMMITTEE AND -- WHICH ONE NESHGS. 2127 IS A BILL WE SENT Y'ALL INFORMATION EARLY ON. THIS IS A BIG STATE PRE-EMPTION BILL.

WITHOUT HOPE OF MAKING A BIG IMPACT. CARRIED AND PRIORITY BILL OF THE GOVERNOR'S CARRIED BY THE CHAIRMAN HOUSE COMMITTEE. RUSHED THROUGH THE HOUSE QUICKLY. IT IS ON A SENATE CALENDAR. IT IS A BIG BLANKET PREEMPTION BILL. PROPERTY CODE. HOWEVER THROUGH HOUSE FLOOR

[02:25:03]

AMENDMENT YOU STILL HAVE AUTHORITY TO REGULATE ANIMAL BUSINESSES.

IT IS, THIS IS A TRAIN. EVERY COUNTY AND CITY IN THE STATE I THINK TRIED TO WEIGH IN ON THIS. IT IS A BILL THAT BOTH ASSOCIATIONS, I THINK WORKED HARD. IT WAS A TRAIN MOVEMENT. LANGUAGE SEEMS OWNEROUS.

IT LIMITS YOU TO ALLOWS YOU TO REGULATE S. PAYDAY LENDERS THAT REQUIRES A MINIMUM WAGE FOR CONSTRUCTION WORKERS OR WATER BREAKS THAT WE HAVE SEEN OTHER COMMUNITIES DO.

THIS BILL WOULD PRE-EMPT UNLESS TF EXTREMELY AUTHORIZED BY A SPECIFIC STATUTE.

I HOPE THAT IS A LITTLE CLEARER. JOE, WHICH IS NEXT? >> HOUSE BILL 5.

CHAIRMAN HUNTER'S JOB CREATION BILL. RECEIVED IN THE SENATE.

THEN WE HAVE IN THE BUDGET. HB 1 NEGOTIATED AS WE SPEAK FINAL STATE BUDGET 24, 25.

BIG FOCUS ON THE SENATE ON MENTAL HEALTH, BEHAVIORAL HEALTH AND DIVERSION PROGRAMS. WHAT WE HAVE BEEN MONITORING. TO LOCAL COMMUNITIES. UTILIZE GRANT FUNDING FROM THE

STATE. >> OR COUNTY HOSPITAL DISTRICTS FOR MENTAL HEALTH AND BEHAVIORAL HEALTH. STILL DON'T KNOW HOW THAT IS GOING TO LOOK.

SHE HAS BEEN TASKED AS LIEUTENANT GOVERNOR. WE BROUGHT ATTENTION TO RECEIVE FUNDS. WE'LL KEEP AN EYE ON THAT. IN TERMS OF [INAUDIBLE] AND

OYSTERS, I AM TURNING IT BACK TO PATRICIA. >> COUPLE OF BILLS BY CHAIRMAN LOZANA. SENATOR MONTEA. RENEWAL OF TWIA POLICIES AND MAKE IT HARD ORE FOR TWIA TO CANCEL POLICY HOLDER. THOSE ARE ON THE WAY TO THE GOVERNOR'S OFFICE. ANOTHER BILL THAT CHANGES, TWIA LOCATION.

THOSE BILLS ARE BOTH THROUGH INITIAL CHAMBER. WE EXPECT THOSE TO PASS AS WELL.

SIMILAR WITH THE OYSTER BILLS. OYSTER ADVISORY COUNCIL BILL. THAT IS MOVING RIGHT ALONG.

ANOTHER BILL HAD TO DO WITH OYSTER REGULATION AND SPECIFICALLY HOW OYSTER HABITATS ARE CLEANED UP. WE SOUGHT OUT HELP FROM BRAD LOWMAX.

WOULD MAKE IT IMPOSSIBLE FOR OYSTER OPERATION TO FUNCTION AND TO BE ABLE TO BE SUCK -- SUCCESSFUL. WE WERE ABLE TO VISIT WITH THE BILL SPONSOR.

THAT BILL IS WORK ABLE NOW SEEMS TO BE IDEAL. WE WERE PLEASED TO HELP WITH

THOSE TWO PROJECTS. >> I KNOW YOU GUYS HAVE A BUSY SCHEDULE.

WE'LL STOP THERE FOR QUESTIONS OR ANYTHING SPECIFIC YOU WOULD LIKE US TO ADDRESS?

>> WE KNOW THAT IS A LOT OF INFORMATION. >> I HAVE BEEN SPEAKING TO THEM EVERY WEEK. IF THERE IS SOMETHING THAT NEEDS TO BE ADDRESSED IMMEDIATELY THEY WILL GET IT OUT TO US. DO ANY OF YOU HAVE QUESTIONINGS? QUESTIONS?

>> JOE, PATRICIA, THANK YOU FOR WORKING SO HARD. I SEE YOU UP THERE IN AUSTIN

[02:30:02]

RUNNING TO ALL THE OFFICES AND KEEPING US ENGAGED ON OUR BEHALF.

PROVES WHY WE NEED THESE SERVICES. JUST YOUR OPINION, YOUR THOUGHTS ON SPECIAL SESSION TALK ABOUT THAT? HOW MANY? WHEN? WHAT ITEMS? ANYTHING WE NEED TO BE CONCERNED

WITH? >> YOU ARE RIGHT, COMMISSIONER, WE SHOULD HAVE LED WITH THIS, WE FORGOT. THERE ARE TWO BIG PROPERTY TAX REDUCTION BILLS.

EVERY STATE -- BOTH HOUSES, LIEUTENANT GOVERNOR, GOVERNOR, SPEAKER OF THE HOUSE MADE THAT THEIR TOP PRIORITY. THE HOUSE PROPOSED APPRAISAL CAP CONSTRICTION AND SENATE PROPOSED RAISING HOMESTEAD EXEMPTION. NEITHER HOUSE NOR SENATE WILLING TO COMPROMISE.

THIS IS THE REASON FOR THE GOVERNOR TO CALL US BACK FOR A SPECIAL SESSION.

DEPENDING ON THE SUCCESS IN HOUSE IN PASSING A VOUCHER BILL. THOSE TWO PRIORITIES OF THE GOVERNORS -- WHICH HE CAMPAIGNED ON THROUGHOUT THE INTERIM AND MADE HIS PRIORITY THIS SESSION.

IF THEY ARE NOT DONE IT IS ANTICIPATED AND A LOT OF THE OF SPECULATION THAT IS THE REASON TO BRING BACK FOR SPECIAL SESSIONS. ALL THE DIFFERENT TWEETS.

THEY ARE READING ABOUT. JUST SEEING HOW HOUSE AND SENATE HAVE NOT BEEN AS FRIENDLY, I GUESS TO EACH OTHER AS THEY HAVE IN THE PAST. PUSH BACK ON BOTH SIZE -- I KNOW THEY NEED TO WORK SEAMLESS TO GET EVERYTHING DONE AND BE ON WITH IT.

I THANK Y'ALL FOR THOSE UPDATES. IF THERE IS ANYTHING THAT THE SESSION IS ALREADY ENDING.

ANYTHING WE NEED US TO BE, I KNOW THAT YOU DO A LOT OF THE OF WORK WITH THE JUDGE OR FORTUNATE SHE HAS THAT LEGISLATIVE EXPERIENCE AS WELL AS COMMISSIONER CHESNEY.

THAT I THINK HELPS US -- DEFEND, PROTECT -- COUNTY INTERESTS, SO THANKS FOR Y'ALL'S WORK ON THAT

APPRECIATE IT. >> THANK YOU. Y'ALL CALL US ANY TIME IF YOU

NEED US. HAPPY TO RESPOND QUICKLY. >> AGREED.

24/7. >> ANY OTHER QUESTIONS, GUYS? OTHERWISE, APPRECIATE IT.

WE KNOW YOU ARE BUSY. GOOD LUCK. IT IS THE FUN TIMES OF SESSION.

I REMEMBER. >> [LAUGHTER]. >> THANK Y'ALL, VERY MUCH.

>> I WANT TO THANK COMMISSIONER GONZALEZ HE SPENT A LOT OF TIME ON THIS.

GREAT UTILIZATION OF THE SPACE OUT THERE. IT IS A NO-COST DEAL FOR THE

COUNTY. BETTER UTILIZATION. >> DEPARTMENT HEAD, RIGHT?

>> YES. >> YES. THIS IS EXCITING MOMENT TO AGAIN TAKE ON ANOTHER CHALLENGE. ALWAYS A HESITATION. THERE IS A LOT OF THE OF BENEFITS FOR THE COMMUNITY AND IN DOING SO. THANK YOU FOR THE PUTTING THIS TOGETHER. WE LOOK FORWARD TO MOVING FORWARD ON THIS NEW VENTURE.

YOU DID EXCELLENT WORK ON INFORMATION ON THIS.

>> GOOD AFTERNOON, JUDGE. GOOD AFTERNOON, COMMISSIONERS.

THE COURT. THE COURT ASCERTAINED THE PROPERTIES TO SEE IF THE COUNTY HAD ENOUGH AEDS THROUGHOUT THE COUNTY. IN DOING SO, I FOUND WE WERE DEFISH MEANT SOME AREAS, SIX PRIMARY AREAS THAT DID NOT HAVE DEVICES THAT NEED DEVICES. BASICALLY THE SITUATION WAS THEY DIDN'T HAVE THE ABILITY TO PROCURE PROPERLY. THEY DIDN'T HAVE THE PERSONNEL IN PLACE. AND WE CONSULTED CAN TECH, AND THEY SAID THE CLEANEST WAY TO DO THAT IS TO LET THEM PROCURE -- EXCUSE ME, LET THEM TO GET SOMEONE TO DO THEIR PROCUREMENT FOR THEM AND THEY CAN PAY FOR THAT OUT OF THE FUNDS THEY ARE ALLO ALLOCATED.

>>JUDGE SCOTT: THEY WOULD MORE OR LESS BE SUB-RECIPIENTS.

WE WERE TRYING TO ALLOCATE THE ARPA MONEY TO THE PROJECT WILL AND WE SINCE WE ALREADY ALLOCATED OUR ENGINEERS TO DO A TASK ORDER AND HAVE THEM MANAGED. WOULD PUT THE ITEM OUT FOR PROCUREMENT WHICH IS ONCE THE ENGINEERING WAS DONE AND DESIGNED AND EVERYTHING ELSE, THEY WOULD PROCURE THE

THIS WAY ALREADY. >> NO, WAIT A MINUTE.

WE DON'T HAVE A CONTRACT WITH THEM.

>> NO, WE DON'T. >> THAT IS A QUESTION.

IT WAS ALLOCATED. WE STILL DON'T HAVE A CONTRACT.

WHAT IS RECOMMENDED BY TAC, THE BEST WAY TO DO IT IS TO GIVE THE $134,000 SO THEY CAN MANAGE EVERYTHING.

THEY WILL CONTRACT THE -- >>COMMISSIONER CHESNEY: THIS IS JUST ALLOCATING TODAY. BUT WE STILL CAN'T GIVE THEM THE

>>JUDGE SCOTT: THEY HAVEN'T DONE ANY OF THEIR PAPERWORK FOR THE

OTHER 600,000? >> THE ONLY DOCUMENTS WE RECEIVED ARE THE PLAN SETS AND THE LETTER PRESENTED TO COURT THAT THEY NEEDED THE FUND TO BE ABLE TO FULFILL THEIR WORK.

THAT IS AS FAR AS DOCUMENTATION IS CONCERNED.

>>COMMISSIONER HERNANDEZ: WHEN WE HAD THAT MEETING WITH THEM, THAT WAS EXPLAINED TO THEM, RIGHT, THEY HAD TO DO THAT?

>>COMMISSIONER MAREZ: IS THIS BECAUSE IT IS EASY HARDER TO FILL THIS, IT IS EASIER FOR PART-TIME INSTEAD OF FULL-TIME?

>> WE HAVE INFORMATION WE HAVE TO INSERT ON TO GIS.

A MONTHLY -- OR BIWEEKLY WE WORK WITH THE CONSULTANT TO ASSIST US PUTTING THE DATA WITH THE ROAD AND BRIDGE.

WE HAVE TO UPDATE WHAT ROADS HAVE BEEN DONE.

WHAT SIGNS HAVE BEEN INSTALLED, YOU KNOW, ETC.

COORDINATION AND HOPEFULLY FIND SOMEONE THAT CAN HELP US,

COMMISSIONER. >>COMMISSIONER MAREZ: I K KNOW AIDEE IS HERE AND COUNTY CLERK IS NOT.

THE PREVIOUS MAP WE HAVE WAS GIS AND SO BASIC AND ABLE TO APPRECIATE BOUNDARIES AND GIS OVERLAYS ARE HELPFUL FOR THAT.

AND WHEN YOU -- ALL THE OTHER STUFF ARE IMPORTANT.

THESE ARE NOT. IF YOU GET SOMEONE HIRED.

THAT CAN BE DOWN THE LIST. IT WAS VERY INTERACTIVE.

YOU CAN EASILY -- WHEN WE GET CALLS, RIGHT, TO OUR OFFICES, SOMETIMES IT MAY BE BOUNDARIES BETWEEN PRECINCT ONE AND THREE.

YOU KIND OF HAVE TO ZOOM IN WHAT IS THERE AND NOT ALWAYS HELPFUL.

WE WORK AND WE MAYBE CARBON COPY, COMMISSIONER HERNANDEZ AND

[03:20:03]

GONZALEZ OR WHATEVER. THAT IS AN ISSUE I REQUESTED.

IT TAKES A LOT FOR FOR THE WORK AND THE ELECTIONS DEPARTMENT AND THE COURT ADMINISTRATION. BUT OBVIOUSLY G.I.S. BASED.

SOMEWHERE IS DOWN THE LINE, THAT WILL BE -- THAT WILL BE HELPFUL FOR ME AND MY OFFICE WHEN WE LOOK AT GET THOSE CALLS OF SOMEBODY -- YOU KNOW, HOOKS A COMPLAINT.

AND WE ARE TRYING TO GET IT RESOLVED AND BEING RESPECTFUL OF

OTHER COMMISSIONERS' BOUNDARIES. >> WE WILL TAKE CARE OF IT, COMMISSIONER AND MAKE SURE WE TAKE CARE OF IT.

>>JUDGE SCOTT: WE HAVE A MOTION AND A SECOND.

ALL IN FAVOR, SAY AYE. AYE.

[1. Discuss and consider job title change for two (2) Senior Clerk positions (Pay Group 13) to Crime Data Clerk (Pay Group 13). ]

ANY OPPOSED, SAME SIGN. ITEM NUMBER E, HUMAN RESOURCES, DISCUSS AND CONSIDER JOB TITLE CHANGE FOR TWO SENIOR CLERK POSITIONS. I ASSUME YOU ARE HERE TO TALK ABOUT THAT OR ARE YOU GOING TO TAKE IT ARE, MR. SOOLAY?

AND THE SHERIFF'S DEPARTMENT? >> WE ARE GOING TO KIND OF

DOUBLE TEAM IT HERE. >>JUDGE SCOTT: SPEAK INTO THE

MICROPHONE. >> GOOD AFTERNOON, COMMISSIONERS AND COUNTY JUDGE. THIS WILL BE A NO COST REQUEST TO REALIGN SOME POSITIONS. THEY ARE IN THE SHERIFF'S OFFICE TO PROVIDE COVERAGE TO A SMALL SECTION THERE.

THE SHERIFF'S DEPARTMENT THAT IS REQUIRED TO BE MANNED 24-7.

WHAT THIS WILL ALLOW IS A JAIL INFORMATION CLERK AND A CRIME DATA CLERK TO BE ON DUTY 24-7. WE HAVE BEEN ASKING FOR THIS IN THE BUDGET FOR THE PAST COUPLE OF YEARS.

IT HAS BEEN DENISED AND WE ARE REALIGNING POSITIONS TO SEE THIS HAPPEN. AND IT WILL BE, AGAIN, AT NO

COST TO THE COUNTY. >>COMMISSIONER CHESNEY: HOLD ON -- SORRY -- I DIDN'T MEAN TO SAY HOLD ON.

>>COMMISSIONER GONZALEZ: SO MOVED.

>> SECOND. >>COMMISSIONER CHESNEY: QUESTION. IS THIS A PERMANENT SAVINGS?

>> IT WILL BE PERMANENT. >>COMMISSIONER CHESNEY: SO TWO SENIOR CLERKS FROM PAY 13 TO CRIME DATA.

>>COMMISSIONER GONZALEZ: WHERE IS THE MONEY COMING FROM?

>>JUDGE SCOTT: DOING AWAY FROM ANOTHER POSITION TO PAY FOR THIS? WHERE IS THE MONEY COMING FROM

THAT IS NO COST? >> WE ARE MOVING A SENIOR CLERK

IN ONE -- >> JUST A TITLE, COMMISSIONER.

THE ONLY THING THEY ARE DOING RIGHT NOW.

>>COMMISSIONER CHESNEY: RIGHT. WHAT GOT ME WHEN HE SAID WE ASKED FOR THIS BEFORE AND WE WERE DENIED.

I THOUGHT SOME COST. >>COMMISSIONER CHESNEY: WERE YOU

ASSIGNING PEOPLE. >> A COUPLE OF PEOPLE IN THE PAST FEW MONTHS AND WE RE-EVALUATED THEIR RESPONSIBILITIES AND KIND OF SPREAD THEM OUT OVER A COUPLE OF OTHER PEOPLE. THAT HAS ALLOWED US TO FREE HE

UP A POSITION. >> BUT THEN YOU ARE DOING AWAY WITH THE POSITIONS YOU ARE TRANSFERRING THEM FROM.

>> YES. >> THAT -- THAT I DIDN'T SEE.

>> WE ARE JUST MOVING IT TO ANOTHER AREA.

>> IT HAS -- YOU CAN'T LEAVE -- --

>> THE ONE YOU HAVE HERE, YOU ARE GOING TO MOVE IT HERE.

TRANSFER IT. BUT THE ONE YOU HAVE HERE IS

GONE. >>JUDGE SCOTT: YOU WILL NOT

REPLACE THAT ONE. >> NO WE ARE NOT.

>>COMMISSIONER CHESNEY: THAT POSITION WILL HAVE TO BE ELIMINATED TO BE A PERMANENT SAVING.

>> IF I CAN ADD SOME FURTHER CLARIFICATION.

I SPOKE TO DENA CHAVEZ AND WHAT THEY ARE SUPPOSED TO DO AS AIDEE STATED TITLE CHANGES. ONE EMPLOYEE ALREADY IN ONE OF THE POSITIONS OF THE CLERK AND ALREADY DOING THE ROLE OF THE -- THE JAIL INFORMATION. AND SO THEY ARE GOING TO TRANSFER THOSE TWO POSITIONS INTO THESE TWO POSITIONS AND CHANGE THEIR DUTIES. THE ONLY EFFECT TO THE EXISTING.

I SPOKE TO DENA CHAVEZ ABOUT THIS.

SHE CURRENTLY WORKS 8 TO 4:00 AND WILL BE REQUIRED TO WORK ONE OF THE SCHEDULES, 6 TO 4, 2 TO 10 OR 12 TO 8, I BELIEVE.

>>COMMISSIONER CHESNEY: RIGHT, IF YOU TRANSFER SOMEONE -- IN MY WORLD, IF YOU TRANSFER FROM ONE POSITION TO THE OTHER, THAT STILL LEAVES THOSE OTHER POSITIONS TO BE FILLED UNLESS THAT IS SO NOTED. IN THIS AGENDA ITEM, IT IS NOT NOTED. SO I AM JUST MAKING SURE THAT IS WHAT WE ARE CLEARING DOING. THE MOTION WOULD BE TO -- TO TRANSFER THESE TWO SENIOR CLERK POSITIONS TO CRIME DATA AND ELIMINATE THE SENIOR CLERK POSITIONS.

>> THAT'S CORRECT. >>JUDGE SCOTT: IT DOESN'T SAY ELIMINATE, UNLESS IT IS ONE OF THEIR OPEN POSITIONS OF THEIR 80 SOMETHING POSITIONS THAT AREN'T FI

FILLED. >>COMMISSIONER CHESNEY: THOSE ARE DIFFERENT POSITIONS. YOU WILL HAVE TO ELIMINATE THOSE

TWO POSITIONS. >> ONE IS CURRENTLY VACANT BECAUSE OF A RETIREMENT. ONCE WE FILL IT, IT WILL BE REASSIGNED TO CRIME DATA. SO ONE OF THE VACANT POSITIONS THAT WE ARE -- THERE IS ONE VACANCY -- ONE VACANCY.

ONE VACANCY IN CRIME DATA AND WE ARE JUST MAKING A CHANGE FROM

[03:25:08]

ONE BUDGET TO ANOTHER. >>COMMISSIONER CHESNEY: RIGHT,

BUT -- >> WE ARE NOT GOING TO FILL THAT OTHER VACANT POSITION FROM THE RETIREMENT.

>>COMMISSIONER CHESNEY: OKAY -- >>COMMISSIONER MAREZ: COMMISSIONERS ASKING TO ELIMINATE THE TWO AND FILL

PERSONAL NAMELY FOR THE TWO. >> IS THAT WHAT YOU ARE ASKING,

COMMISSIONER? >>JUDGE SCOTT: IT NEEDS TO BE WORDED THAT IT IS ELIMINATING. THAT IS THE ONLY WAY TO MOVE

FORWARD. >>COMMISSIONER CHESNEY: OFF MOTION ON THE FLOOR WITH A SECOND.

AMEND THE MOTION TO CLEARLY ARTICULATE THAT.

>> PILL REINSTATE -- HE CAN REINSTATE MY MOTION.

TO PUT IT TO THE CRIME DATA DEPARTMENT.

THE TWO POSITIONS THAT WERE COMING FROM, THOSE POSITIONS ARE ACTUALLY ELIMINATED AND NOT TO BE FILLED.

>> RIGHT, CORRECT. >>COMMISSIONER HERNANDEZ: I

SECOND THAT. >>JUDGE SCOTT: WE ARE ALL CLEAR? EVERYONE IN FAVOR OF THAT, PLEASE SAY AYE.

ANY OPPOSED, SAME SIGN. THANK YOU VERY MUCH.

>> SORRY FOR THE COULD BE FUSION.

>>COMMISSIONER CHESNEY: YOU ARE GO GO GOOD.

>>JUDGE SCOTT: DO WE HAVE ANY ADJOURNMENTS IN MEMORY? DO YOU HAVE ANY ADJOURNMENTS IN MEMORY.

? CAN I HAVE A MOTION TO ADJOURN THE MEETING WE HAVE A MOTION AND A SECOND.

ALL THOSE IN FAVOR. AYE.

THIS MEETING IS ADJOURNED.
