[ NUECES COUNTY, TEXAS COMMISSIONERS COURT *This meeting will have remote access; See instructions below: BUDGET WORKSHOP THURSDAY - JUNE 9, 2022 at 9:15 AM ] [00:00:02] HEART BY NOW. ALL RIGHT, EVERYBODY. SO WE ARE GOING TO GAVEL IN AND CALL THIS MEETING TO ORDER AND ALTHOUGH IT'S NOT NOTICED, LET'S GO AHEAD AND RISE FOR THE PLEDGE OF ALLEGIANCE TO THE UNITED STATES OF AMERICA. AS WELL AS TO OUR TEXAS FLAG. . >> AND AT THIS TIME, I'LL ASK FOR PUBLIC COMMENT. NOTICE THAT I'VE GOT IT. AND ASK MARK TO TAKE THE MIC. IT SHOULD BE ON, MARK, BUT IF NOT -- >> IT IS. >> TEST TEST. OH, YEAH. >> I DON'T WANT TO SCREAM. I'M A LITTLE HORSE THIS MORNING. JUDGE, THANK YOU. COMMISSIONERS, WE APPRECIATE YOU -- >> I'M SO SORRY, MARK. I'VE JUST LOST QUORUM. >> HERE WE GO AGAIN. WHAT'S UP? >> OKAY. OKAY. >> YOU KNOW, WHEN YOU LEAVE LIKE THAT, YOU DELAY THINGS. >> YEAH. >> OKAY. I'M JUST MESSING WITH YOU BECAUSE I CAN. GOOD MORNING, GUYS. I JUST LOVE YOU AND I'M PROUD TO BE HERE AND I CAME THIS MORNING BECAUSE AS ALL Y'ALL KNOW ME I'M AN AIR FORCE VETERAN. THIS IS MY GOOD FRIEND OVER HERE, OUR COUNTY SERVICE OFFICER, SERGEANT J.J. DELASERTA. HE'S DOING THE JOB OF TWO PEOPLE MANAGING THE CEMETERY AND HANDLING THE SERVICE OFFICER'S OFFICE HERE ACROSS THE STREET -- WELL, DOWN THE STREET. ANYWAY, HE DOES IT VERY GOOD. HE'S AS PROFESSIONAL AS I'VE EVER SEEN. HE'S METICULOUS. HE'S THOROUGH. I CAN ALWAYS GET AHOLD OF HIM. IF I CALL HIM, HE'S LIKE SEVERAL OTHER OF MY CONTACTS, HE MAY NOT BE ABLE TO CALL ME BACK IMMEDIATELY BUT WILL GET BACK IN TOUCH WITH ME. WE HAVE NOT HAD TO MY KNOWLEDGE IN THIS COUNTY EVER HAD A SERVICE OFFICER THAT RESPONDS TO THE -- HIS PUBLIC IN THE VETERANS COMMUNITY LIKE J.J. DOES. AND YOU GUYS HELPED GET HIM THAT JOB AND REINSTATE HIM WITH THE CEMETERY. I WAS BEHIND THE SCENES PUSHING FOR THAT TOO. AND I JUST THINK THAT WE SHOULD COMPENSATE HIM A LITTLE BIT MORE FOR WHAT HE DOES AND EQUAL THE PLAYING FIELD BECAUSE THE MAN DOES TWO PROFESSIONAL JOBS. HE DOES IT VERY WELL. AND HE'S VERY THOROUGH. AND THAT'S REALLY ALL I GOT TO SAY. JUST KNOW WE LOVE YOU AND THANK YOU VERY MUCH. >> THANK YOU SO MUCH. >> YES, MA'AM. >> I DON'T SEE ANY OTHER LISTED NAMES DEPUTY AND NOBODY ELSE NEEDING IT. PUBLIC COMMENT. I'LL LOOK ONLINE. DON'T SEE ANY HANDS UP. SO WE'LL MOVE ON TO OUR WORKSHOP THAT WE HAVE LISTED AND THESE ARE DISCUSSING MATTERS RELATING TO THE FISCAL 2022-23 BUDGET AND THESE PRESENTATIONS ARE IN ORDER AND SO WE'LL CALL DEPARTMENT 1275 WHICH IS VETERANS SERVICES AND DEPARTMENT 1397 WHICH IS THE CEMETERY AND SO, J.J., YOU CAN START ANY TIME YOU WANT, SIR. >> YES, MA'AM. THANK YOU, JUDGE, AND COMMISSIONERS. IN MY BUDGET PACKET, I DID INCLUDE IT WAS ACTUALLY FIVE REQUESTS ALTHOUGH TWO WERE GOING TO BE CANCELED AND I'LL EXPLAIN THAT AS WE MOVE FORWARD BUT THERE'S TWO RECLASSIFICATIONS THAT WE SUBMITTED FOR. IT'S PAGE 4 IN YOUR PACKETS. WE'RE ASKING FOR RECLASSIFICATIONS FOR BOTH MY POSITION AND THE ADMINISTRATIVE ASSISTANT'S POSITION. WITH THE ADDITION OF THE VETERANS CEMETERY, NEW EVENTS, CEREMONIES WENT NEW PROGRAMS ON TOP OF THAT COVID IS DYING DOWN A LITTLE BIT AND SO THERE'S A LARGE QUANTITY OF VETERANS COMING IN TO PUT IN FOR VA BENEFITS. OUR WORKLOAD HAS ALMOST TRIPLED IN THE LAST YEAR AND A HALF. AND SO FOR MY RECLASSIFICATION I FEEL IT'S FAIR AND JUSTIFIABLE TO REQUEST A WAGE COMPARE TO BELIEVE THE OTHER DEPARTMENT HEADS WITH SIMILAR WORKLOAD AND EMPLOYEE SUPERVISION. IVORY QUESTED AN INCREASE IN PAY FROM GROUP 28 A TO GROUP 34 P. FOR MY ADMINISTRATIVE ASSISTANT I HAVE REQUESTED AN INCREASE PAY FROM GROUP 17 A TO GROUP 20 A. IF THE COURT WILL ALLOW ME, I WOULD LIKE TO GO THROUGH THE PRESENTATION I'VE PREPARED WHICH WILL PROVIDE BACKGROUND FOR YOU AS FAR AS THE REQUEST. >> YES, SIR. >> DO WE HAVE THAT. >> I DIDN'T GET ANYTHING. >> OKAY. WHY ADOPT YOU GIVE IT TO -- >> I CAN PLUG IT IN. >> NO. >> OKAY. IS IT A -- YES. OKAY. CAN WE GET IT SCANNED TO CONNIE? YOU CAN GO AHEAD AND START, J.J. >> YES, MA'AM. WE'LL GET IT UP HERE SHORTLY. [00:05:04] >> YES, MA'AM. SO I PUT A PRESENTATION TOGETHER, JUDGE, AND COMMISSIONERS JUST I REALLY DIDN'T WANT TO MAKE IT BORING FOR YOU. I KNOW YOU HAVE A LOT OF BUDGET WORK SHOPS AND SO I WANT TO MAKE IT FUN AND INTRODUCE YOU TO OUR TEAM. OF COURSE YOU HAVE THE FIRST PAGE AND IT HAS MY INFORMATION ON THERE. MY CURRENT GROUP AND PAY STEP. I CURRENTLY SUPERVISE 14 EMPLOYEES. I'M CERTIFIED AND ACCREDITED AS A VSO THROUGH THE TEXAS VETERANS COMMISSION AND VA. I DID ALSO INCLUDE A PAY SCALE CHART IN COMPARISON TO THE OTHER DEPARTMENT HEADS WITHIN NUECES COUNTY. ALL ARE WITHIN THE AVERAGE OF 34. I FALL AT A 28. EVEN WITH THE CEMETERY TASKS. SO SINCE MY HIRE DATE, NOVEMBER 21, 2019, WE HAVE RECEIVED THREE BIG AWARDS THROUGHOUT THE COMMUNITY. THE FIRST IS THE CORPUS CH CHRISI -- VETERANS CLAIMS SERVICE OFFICER OF THE YEAR AWARD. THAT'S 2021. AND THE TEXAS VETERANS COMMISSION EXCELLENCE AWARD FOR 2021 AND BECAUSE OF THESE AWARDS WE'RE INTERESTING ASKED TO NOW TAKE A LEADERSHIP ROLE WITHIN THE OTHER VSOS IN THE SURROUNDING COUNTIES. SO I'M NOW ESTABLISHING A TRAINING PROGRAM TO GET THEM ON BOARD KIND OF TO THE LEVEL THAT WE'RE AT. SO THAT'S AN IMPORTANT THING. THE STATE OF TEXAS IS RECOGNIZING THAT WE ARE ONE OF THE BEST IN THE STATE. AND SO THEY'RE LOOKING TO US TO BRING UP THE ADJACENT COUNTIES AND WE'RE WILLING TO DO THAT. I DID ALSO ON THE NEXT PAGE I DID ALSO TRY TO INTRODUCE YOU TO MY ADMINISTRATIVE ASSISTANT. SHE'S CURRENTLY AT A STEP 17A1. EVER SINCE WE TOOK ON THE CEMETERY, SHE'S TAKEN ON A LOT MORE AS FAR AS THE OFFICE. SHE COMPOSES ALL OF OUR PURCHASE ORDERS FOR THE CEMETERY AND RECONCILES TRANSACTIONS, HELPS ME WITH TIME KEEPING AND PAYROLL AND ALSO HANDLES HUMAN RESOURCES THAT WE HAVE THAT COME DOWN FROM HUMAN RESOURCES. IN MY ABSENCE BECAUSE I GO TO THE CEMETERY AT LEAST THREE TIMES A WEEK AND I DO THAT SO THAT WE CAN MAINTAIN A LEVEL OF COMPLIANCE. NOT ONLY DO WE HAVE TO MEET STATE GUIDELINES BUT WE HAVE TO MEET VA FEDERAL GUIDELINES WHICH IS VERY, VERY THOROUGH. AND SO I GO OUT THERE AT LEAST THREE TIMES A WEEK. SHE ASSISTS VETERANS WITH FILING BENEFITS. SHE DOES APPEALS. COMPOSES THE NUECES COUNTY QUARTERLY NEWSLETTER AND SHE RUNS DAY-TO-DAY WHEN I'M AT THE CEMETERY. SO I CAN IT'S JUSTIFIABLE FOR HER TO RECEIVE A PAY RAISE. I DID IF YOU SOME COMPARISONS -- I DID PUT SOME COMPARISONS IN REGARD TO GEORGETOWN, TEXAS. THEIR ADMINISTRATIVE SPECIALIST IS RECEIVING 16 TO $19 AN HOUR AND THEN THERE'S ANOTHER VETERANS SERVICE COORDINATOR POSITION THERE RUNNING $20 AN HOUR. SO I THINK SHE REALLY DESERVES A PAY INCREASE IF POSSIBLE. THE NEXT PAGE OVER, I DID INCLUDE THE VETERAN POPULATION. WHAT I WANTED TO DO IS INCLUDE HIDALGO COUNTY WHICH IS OUR CLOSEST IN REGARD TO VETERAN POPULATION. THEY HAVE 21,000 -- ABOUT 21,000 VETERANS IN THEIR COUNTY. >> MR. MIKE SHAW FLAG FOR A FLAG [00:14:38] PROGRAM WHICH STARTS TOMORROW AND RUNS UNTIL MONDAY IN WHICH THE COMMUNITY CAN COME IN AND EXCHANGE THEIR OLD TATTERED FLAG FOR A RAND NEW FLAG. >>> WE'VE ALSO CREATED WHAT'S [00:15:32] CALLED THE VETERAN MEAT DISTRI BILLINGS PROGRAM. WE'VE TEAMED UP FISH FOR LIFE AND PROVIDE MEDICINE AND NO NOW -- -- EMPLOYEES CAN DROP OFF FLAGS AND ANYONE ELSE IN THE COUNTY. WE MAKE SURE WE SWING BY -- AT THE SUSTAIN THAT GRANT DURING THAT PERIOD WHERE WE DID NOT HAVE THE GRANT AND SO WE THANKED THE COMMUNITY FOR THOSE DONATIONS FOR THAT PANTRY. WE REALLY APPRECIATE IT. OKAY. AND THAT'S PRETTY MUCH FOR 1275, JUDGE AND COMMISSIONERS. I WOULD LIKE TO ROLL INTO 1397 FOR THE VETERAN'S CEMETERY IF POSSIBLE >> I WANT TO MAKE SURE THAT DALE MAKES THAT CORRECTION SO THAT ON OPEN GOV FOR US. THOSE TWO THINGS. >> YES, MA'AM. >> AND SO FOR THE VETERANS CEMETERY, I THINK WE'VE BEEN DOING VERY WELL. WE'RE NOT REQUESTING ADDITIONAL FUNDING. IN FACT WE HAVE FOUND SOME COST SAVINGS IN THE CONTRACT AND WE BELIEVE WE CAN SCALE BACK AT LEAST $18,000. DALE AND I HAVE BEEN TALKING AND WE CAN DO ROUGHLY 50,000. I THINK WE WANT TO STAY AT THE $900,000 MARK WITH THE STATE. WE HAVE BEEN USING FUNDS PROPERLY. WE'VE FOUND COST STAVE SAVINGS AS WELL. BRANCH OF SERVICE SEALS AT THE CEMETERY. IF YOU'VE EVER BEEN OUT TO THE CEMETERY YOU KNOW AT I-37 WE HAVE FENCING THAT THEY USE FOR COWS. WELL, WE'VE WORKED WITH THE STATE. WE'VE NOW GOT BIDS AND THEY'VE BEEN APPROVED AND SO WE'RE GOING TO PUT NICE ORNAMENTAL FENCING THROUGHOUT THE PERIMETER OF THE CEMETERY SO I THINK THAT WAS $80,000 WORTH FENCING ALONE AND WE ARE PLANNING TO DO PLANT AND TREE REPLACEMENT OF 142 TREES AND PLANTS. AND WE'VE ALSO JUST STARTED JUST YESTERDAY PUTTING COMPOUND PRIVACY FENCE SCREENING AROUND THE COMPOUND WHERE WE HAVE OUR EQUIPMENT. PER VA GUIDELINES YOU ARE NOT SUPPOSED TO SEE THE CONCRETE LINERERS OR EQUIPMENT 234 THE COMPOUND AND THAT'S BEING DONE NOW. WE WORKED DILIGENTLY WITH THE VETERANS LAND BOARD AND ARE PROUD TO REPORT THAT MOST AND ALL OF THOSE ISSUES WERE RESOLVED OR ARE BEING WORKED ON. OUTSIDE OF OUR ACTUAL BUDGET, OUR $918,000 BUDGET SO THERE'S [00:20:04] NO AFFECT TO THAT AT ALL, AND SO THAT IN ITSELF SAVED NUECES COUNTY $500,000. SO I THINK WE'VE BEEN DOING VERY WELL WITH THE CEMETERY. WE'LL CONTINUE DOING THAT AT THE REQUEST OF THE COMMISSIONERS COURT AND THAT'S ALL OF MY PRESENTATION, JUDGE AND COMMISSIONERS. DO YOU HAVE ANY QUESTIONS ON ANYTHING? >> GREAT PRESENTATION. IT'S REALLY MORE OF ME JUST SCRATCHING MY HEAD MAYBE WITH THOSE FOLKS WHO ARE GOING TO HELP US, YOU KNOW, NEGOTIATE THE NEW VETERANS CEMETERY. THERE WAS ONE ITEM THAT I THOUGHT WAS VERY POSITIVE IN THE MISSION CONTRACT THAT I THINK EVERYBODY AGREES FROM THE VLB SIDE AND I THINK IT'S GOOD BUT I WOULD LIKE TO BRING IT UP AND THAT IS IF WE DO HAVE COST SAVINGS, THAT IT BE PLACED IN SORT OF A, YOU KNOW, CASH RESERVE TYPE OF FUND THAT THEN COULD BE USED FOR CAPITAL EXPENDITURES AND I WOULD JUST LIKE TO SAY THAT I THINK THAT'S A GREAT IDEA FOR NEXT YEAR'S CONTRACT. AND IT'S BEEN DONE IN MISSION AND SO THEY'VE BEEN ABLE TO DO ACTUALLY I THINK THEY USED IT FOR IRRIGATION. >> YES, MA'AM. >> BUT THAT'S A WONDERFUL CONCEPT THAT IF YOU HAVE SAVINGS RATHER THAN SEND IT BACK TO THE STATE, LET'S USE IT IN A FUND THAT THE STATE PERMITS FOR -- THEY WOULD HAVE TO APPROVE THE CAPITAL EXPENDITURE BUT IT CREATES OUR OWN FUND SO WE'RE LOOKING AT BEST PRACTICES BUT HAVING SAID THAT, GIVEN THAT YOU REALLY HAVE MADE A VERY GOOD CASE FOR THE VSO'S DOCUMENTED SALARY BEING SO DIFFERENT DEPARTING FROM OUR OWN DIRECTORS AND FROM OTHERS. I'M WONDERING IF WE REALLY DO HAVE SAVINGS OF 50,000 IN THIS NEW CONTRACT LET'S SAY THAT IN ORDER TO GET HIM UP TO WHERE HE NEEDS TO BE TO BE IN PARTY WITH OTHERS -- PARITY WITH OTHERS CAN'T THAT BE PART OF OUR NEW VETERANS CONTRACT? SO THAT NUECES -- WE PUT IT INSIDE THE CONTRACT WHERE THE GLO REIMBURSES US. IT'S A THOUGHT. IT MAKES SENSE TO ME BECAUSE OF THE TIME THAT HE IS SPENDING OVER THERE AND BECAUSE WE'VE ALREADY DEMONSTRATED COST SAVINGS, IMPROVEMENT, ET CETERA ET CETERA. JUST A THOUGHT FROM OUR SIDE OF NEGOTIATION. >> YES. WHEN WE SET THIS DEPARTMENT UP WE SET IT UP AS A DEPARTMENT BUT IT'S WORKING AS A FUND AND HAS ITS OWN FUND BALANCES ON EQUITY AND OWN CASH BALANCES. IT IS APPROVED BY JJ AS WELL AS THE VETERANS PLANNING BOARD. OKAY OKAY. ALL RIGHT. ANY QUESTIONS FOR J.J.? COMMISSIONER CHESSNY HAS JOINED ONLINE. >> I DON'T HAVE ANY QUESTIONS. ALL I HAVE IS PRAISE FOR J.J. AND HIS CREW. >> THANK YOU, SIR. >> I LIVE OUT IN THAT AREA. AND EVERY TIME I PASS BY THERE, I LIKE THE WAY IT IS LOOKING. THE GUYS ARE ALWAYS OUT THERE WORKING OR WATERING SO, J.J., THANK YOU. I THINK YOU'VE DONE A GREAT JOB. KEEP UP THE GOOD WORK. >> THANK YOU, SIR. >> THANK YOU VERY MUCH. >> GOOD JOB. >> THANK YOU, COMMISSIONER. >> OKAY. SO J.J. WE'RE GOING TO LET YOU GO ONLY TO SAY THAT THOSE CONTRACTS FOR THE VETERANS CEMETERY ARE COMING UP VERY FAST. SO WE'RE GOING TO ASK YOU TO WORK WITH THE TEAM OF LAWYERS AND GOVERNMENTAL OFFICERS TO MAKE CERTAIN YOU KEEP US ON THOSE DEADLINES BUT IT SEEMS LIKE IF IT'S NICE TO SAVE THE 18 AND THAT'S GOING TO BE GOOD FOR THE STATE. GIVEN ALL THE CAPITAL THEY'VE GIVEN US THIS YEAR BUT IF IT'S POSSIBLE MAYBE WE CAN SEE HOW THAT CONTRACT CAN HELP J.J. IN THE REALM OF HIS SALARY. OKAY. THANK YOU. >> THANK YOU. >> THANK YOU SO MUCH. >> WE'RE GOING TO TRANSITION. CHIEF COOK IS HERE. JOE GONZALES IS HERE. WE'LL LET YOU START, SHERIFF, WHENEVER YOU WOULD LIKE. >> I ADMIRE THAT, JUDGE, AND COMMISSIONERS, THAT HE WAS ABLE TO CELEBRATE COST SAVINGS BECAUSE YOU'RE NOT GOING TO HEAR THAT THAT FROM ME. [LAUGHTER]. >> AND I AM IN AWE. >> YOU'RE ENVIOUS. >> I WISH I COULD SOMEHOW FOLLOW UP ON WHAT J.J. DID WHEN IT COMES TO SAVING THE COUNTY MONEY BUT LAW ENFORCEMENT GETS MORE EXPENSIVE EVERY YEAR. >> IT DOES. >> THE COUNTY JAIL GETS MORE EXPENSIVE EVERY YEAR. AND ESPECIALLY IN A SITUATION LIKE WE FIND OURSELVES IN WITH A [00:25:02] VERY OLD BUILDING THAT'S CRATERING ALL AROUND US. >> WE'RE READY, SHERIFF, WE'RE READY. >> AND WE'LL HAVE THAT CONVERSATION, COMMISSIONER. BUT JUDGE AND COMMISSIONERS, THANK YOU FOR ALLOWING US TO AND I BROUGHT BACK UP. I BROUGHT PLENTY OF INSTITUTIONAL KNOWLEDGE WITH ME TO ANSWER YOUR SPECIFIC QUESTIONS. AND I GUESS WE'LL START WITH 3,700 WHICH IS THE SHERIFF'S OFFICE ITSELF AND LOOKING AT LAST YEAR'S BUDGET COMPARED TO WHAT WE'RE PROJECTED -- WHERE WE'RE PROJECTED TO BE MOVING FORWARD. >> YOU CAN GO ON TO THE NEXT ONE. >> SO WE'LL START WITH 3,700. SO 3700 THE SHERIFF OFFICE ITSELF WE HAVE CURRENTLY 17 VACANCIES. AND THE MAJORITY OF THESE VACANCIES ARE IN PATROL AND IN PATROL SIDE AND ALSO ON THE WARRANT SIDE. BUT THAT BEING SAID, WE'RE WORKING HARD TO FILL THOSE VACANCIES AND WE'RE SPENDING SIGNIFICANT ENERGY, MANPOWER, AND RESOURCES FROM MY INMATE BENEFIT FUND TO ENHANCE OUR RECRUITING EFFORT AND YOU'LL SEE BILLBOARDS AND YOU'LL SEE TELEVISION ADS AND ABOVE ALL, YOU'LL SEE A LOT OF HUMAN EFFORT AT JOB FAIRS AND COMMUNITY OUTREACH TO TRY TO FILL THESE VACANCIES. EVERY AGENCY IN THE STATE OF TEXAS RIGHT NOW IS FACING THE SAME CHALLENGES AND IT'S A VERY, VERY COMPETITIVE JOB MARKET OUT THERE NOT JUST FOR CORRECTIONAL OFFICERS BUT FOR SWORN AND WE'RE DOING OUR BEST TO COMPETE IN THE JOB MARKET. THE VACANCIES EXIST BUT WE'RE COMING TO YOU ASKING FOR TWO ADDITIONAL POSITIONS IN THE PATROL AND WARRANT POSITION. THEY SERVE WITH COURTHOUSE HAD SECURITY. SO WE COME TO YOU ASKING FOR TWO DEPUTY SHERIFFS IN THE COURTHOUSE. THE FUNCTION OUT IF THE COUNTY REMAINS -- IT DOES NOT REMAIN STAGNANT. THERE'S SIGNIFICANT GROWTH OUT IN THE COUNTY AND IN THE UNINCORPORATED AREA EASY OF THE COUNTY AND ALONG WITH OUR PARTNERS IN THE CONSTABLE OFFICES, WE HAVE SEEN AN INCREASE IN THE VOLUME OF THE WORKLOAD OUT IN THE COUNTY. SO I WOULD MAKE A CASE FOR TWO ADDITIONAL DEPUTY SHERIFFS IN OUR PATROL DIVISION. BACK DURING THE WORST PART OF THE PANDEMIC, THE GOVERNOR OF THE STATE OF TEXAS PUT OUT SIGNIFICANT EXECUTIVE ORDERS AND ONE OF THOSE WAS GA 13. EXECUTIVE ORDER GA 17. AND THAT BASICALLY RESTRICTED THE ABILITY OF MAGISTRATES TO RELEASE INMATES THAT WERE BOOKED IN ON VIOLENT CHARGES ON PERSONAL RECOG ANY UNDERSTAND BOND EASY -- RECOGNIZANT BONDS. THAT'S ONE REASON WE'RE AT 100% OCCUPANCY TODAY. PUBLIC SAFETY REPORT INFORMATION THAT WE HAVE TO ENTER AND, NOT [00:30:01] AFFORDED THE FINANCES TO HIRE THE DATA ENTRY CLERKS THAT ARE RESPONSIBLE FOR ENTERING THIS DATA. AND SO I'M COMING TO YOU TODAY SAYING THAT WE NEED THOSE TWO CRIME DATA CLERKS SPECIFICALLY TO ENTER ALL OF THAT EXTRA WORK CREATED BY SENATE BILL SIX. SO THIS IS 3,700. THIS IS WHAT WE ARE ANTICIPATING AS NEEDS THIS COMING FISCAL YEAR. ALSO IN I THINK MAYBE THE NEXT SLIDE HAS MORE ABOUT 3,700. OKAY. SO ALSO IN 3,700 WE ARE SEEING SHORT FALLS ON THIS YEAR'S BUDGET. OVER TIME IS A SIGNIFICANT -- WELL, OVERTIME IS A DIRECT RESULT OF OUR UNDERSTAFFING. WHEN YOU'RE UNDERSTAFFED, YOU'RE GOING HAVE MORE OVERTIME EXPENSES. AND THERE ARE OTHER VERY OBVIOUS SHORT FALLS IN THIS YEAR'S BUDGET THAT WE THINK NEED TO BE ADDRESSED IN NEXT YEAR'S BUDGET. A BIG ONE YOU SEE AT THE BOTTOM IS THE TRANSPORTATION OF INMATES. ANY TIME IN NUECES COUNTY WARRANT IS SERVED IN ANOTHER CITY AND ANOTHER STATE WE'RE RESPONSIBLE FOR GOING AND GETTING THAT PERSON. WE DON'T HAVE THE MANPOWER TO DO THAT OURSELVES PLUS THERE ARE PRIVATE CONTRACTORS OUT THERE WHO CAN DO IT MUCH MORE EFFICIENTLY THAN WE COULD EVER DO IT WITHOUT SENDING OUR PATROL DEPUTIES TO WISCONSIN OR ARIZONA ON OVERNIGHT RUNS TO PICK UP A PRISONER. SO WE HAVE IN PLACE A PROCESS TO SELECT A COMPANY USING TWO OR THREE BIDS EVERY SINGLE TIME TO FIND SOMEBODY WHO CAN MOST EFFICIENTLY GO RETRIEVE THAT PRISONER AND BRING THEM TO NUECES COUNTERTY BECAUSE A JUDGE SAID THEY NEED TO BE HERE. AND SO WE'RE -- THAT'S BECOMING MORE EXPENSIVE EVERY DAY. EVEN WITH OUR COMPETITIVE BIDS AND THAT'S PRIMARILY BECAUSE OF THE COST OF BIDS AND COST OF LABOR THAT THESE CONTRACTORS ARE DEALING WITH JUST LIKE EVERYBODY ELSE. AND JUST SO YOU KNOW WE'RE CURRENTLY IN A PROCESS WITH PURCHASING, MICHAEL ROBINSON, TO CREATE A WELL DEFINED PROCESS FOR SECURING THAT SERVICE. AND WE'RE VERY CONFIDENT THAT WE ARE CONSTANTLY SELECTING THE BEST CONTRACTOR, THE BEST DEAL FOR THE COUNTY EVERY SINGLE TIME WE HAVE TO SET UP A TRIP BUT I'M WORKING WITH MICHAEL TO DO AN RFP TO COME UP WITH A LIST OF PROVIDERS FOR THIS SERVICE AND THAT WILL BE COMING INTO COMMISSIONERS COURT HERE FAIRLY QUICKLY. SO THOSE ARE 3,700 REQUESTS. GO TO THE NEXT SLIDE AND SEE IF WE'RE LOOKING AT 37 -- WE'RE LOOKING FOR 3,700 CAPITAL OUTLAYS. THAT SOMETHING I NEED TO BE DISCUSSING? >> I MEAN, WE ARE CATCHING CAPITAL OUTLIE FOR EVERYBODY. >> GOOD. >> SO CAPITAL OUTLAY AND ONE THING THAT'S NOT ON HERE AND I WAS REMINDED OF IT AND JUDGE I KNOW YOU'RE FAMILIAR WITH IT BECAUSE WHEN IT HAPPENED I CALLED YOU BECAUSE SEVERAL MONTHS AGO WE SHOWED UP FOR WORK ON MONDAY MORNING AND THERE WAS TWO INCHES OF RAW SEWAGE IN OUR ADMINISTRATIVE OFFICES AND WHEN THOSE INMATES DESTROY AND DAMAGE AND CLOG THE TOILETS UP ABOVE US THAT RAW SEWAGE IS IN OUR OFFICE AND I WAS JUST SO IMPRESSED NOT ONLY WITH TUB LICK WORKS AND WITH SERVE PRO THE CONTRACTORS THAT CAME IN AND VACUUMED OUT EVERYTHING AND DID THEIR BEST TO RESTORE THAT PART THAT BUT I WAS EVEN MORE IMPRESSED WITH ALL OF MY ADMINISTRATIVE STAFF WHO DIDN'T GO HOME THAT DAY EVEN THOUGH IT WAS A TOXIC ENVIRONMENT. WE HAD TO CONTINUE TO WORK THAT MONDAY AND THE REST THAT WEEK AND IT TOOK ABOUT TWO WEEKS FOR US TO RECOVER AT LEAST GET THE CARPETS DRY BUT WHEN YOU WALK INTO THE OFFICE TODAY YOU STILL SMELL IT AND THAT'S SOMETHING WE TALKED ABOUT, JUDGE, AS FAR AS GETTING THAT CARPET OUT OF THERE AND DOING VINYL OR TILE OR SOMETHING OTHER THAN CARPET BECAUSE THAT CARPET WILL NEVER BE THE SAME. >> NO. >> AND AN INCIDENT LIKE THAT IS VERY LIKELY NO MATTER OUR BEST EFFORT EASY UP IN THE JAIL TO PREVENT SITUATIONS LIKE THAT OCCURRING THEY HAPPEN AND THOSE INMATES HAVE SO MUCH TIME ON THEIR HANDS TO MAKE IT HAPPEN. SO IT'S JUST A MATTER OF TIME FOR IT TO HAPPEN AGAIN IN OUR OFFICE AREA. >> AND WE DON'T WANT YOU TO WAIT UNTIL NEXT PSYCHING TO GET THAT DONE. WE THINK THAT CAN BE DONE WAY [00:35:04] BEFORE THAT. >> I APPRECIATE THAT. AND I COULDN'T EVEN PREDICT THAT EXPENSE BUT THAT WOULD BE A CAPITAL OUTLAY. THAT WOULD BE SOMETHING THAT NEEDS TO BE -- >> OR BUILDING MAINTENANCE. >> RIGHT. >> ANYWAY, THANK YOU FOR ENTERTAINING THAT. THE OTHER ITEMS IN 3,700 -- SO OUR CRIMINAL INVESTIGATION DIVISION IS A VERY STRONG TEAM OF A CAPTAIN, LIEUTENANT, AND ABOUT 7 DETECTIVES. AND THEY -- COMING FROM ANOTHER AGENCY THAT WAS VERY WELL FUNDED WHEN IT COMES TO THE CRIMINAL INVESTIGATIONS SIDE, I WAS -- AND I STILL AM, A BIT CONCERNED THAT THEY DON'T HAVE THE TECHNOLOGY THAT THEY NEED. THERE'S BEEN SUCH -- SO MANY ADVANCES IN TECHNOLOGY WHEN IT COMES TO CRIMINAL INVESTIGATIONS AND WE FREQUENTLY FIND OURSELVES REACHING OUT TO OUR LAW ENFORCEMENT PARTNERS IN THE REGION OF ASKING THEM TO DO THINGS THAT WE OUGHT TO BE ABLE TO DO. AND SO YOU'LL SEE A WISH LIST HERE OF SURVEILLANCE ITEMS FOR UNDERCOVER OPERATIONS AND THEN ALSO CRIME SCENE ITEMS LIKE THE CRIME SCENE LIGHTING. AND THE COMMUTERS AND PRINTERS AND MONITORS. THIS IS A WISH LIST PRIMARILY FROM MY CID, MY CRIMINAL INVESTIGATION DIVISION TO MAKE THEM MORE EFFECTIVE IN WHAT THEY DO EVERY DAY. >> YEAH. AND I THINK WE OUGHT TO KIND OF KEEP TRACK, GUYS, ON OUR SIDE. ANYTHING THAT LOOKS LIKE THIS NEEDS TO BE CONSIDERED IF IT'S NOT PART OF THE 2.5 THEN WE NEED TO AUGMENT THE 2.5. BECAUSE THAT'S JUST A NO BRAINER. THAT'S IN THE ADMINISTRATION OF JUSTICE AND WE ACTUALLY HAVE THE DOLLARS TO DO IT. I HATE TO SEE IT IN CAPITAL OUTLAY WHEN IT CAN REALERY COME FROM -- REALLY COME FROM OUR UPGRADES I.T. WISE. I'M JUST SAYING LET'S TRACK THAT. THE NEXT ONE, 3720 HAS KIND OF A MIX, DOESN'T IT? IT'S GOT THOSE HAND HELD RADIOS. THEY'RE SO EXPENSIVE. >> YEAH. CAN WE GO BACK A COUPLE OF SLIDES TO 3720 PERSONNEL REQUESTS ON 3720. SO 3720 IS NOW THE JAIL SO NOW WE'RE GOING INTO THE JAIL. AND WE JUST LIKE EVERY OTHER SHERIFFS OFFICE IN THE STATE ARE SHORT HANDED. WE ARE 77 VACANCIES OF CORRECTIONAL OFFICERS AND THE WAY WE HAVE MET THAT CHALLENGE AND REMAINED VIABLE AS A COUNTY JAIL COMPLIANCE WITH TEXAS COMMISSION ON JAIL STANDARDS IS WE JUST RECENTLY RECONFIGURED OUR ENTIRE WORK SCHEDULE. INSTEAD OF THE PREFERRED THREE ON THREE OFF TWO ON TWO OFF, THE CORRECTIONAL OFFICERS, THE DEDICATED WOMEN AND MEN INSIDE THAT JAIL ARE NOW WORKING FOUR STRAIGHT 12S. AND THAT WAS ABOUT THE ONLY WAY WE COULD TAKE THAT MANPOWER SHORTAGE AND MAKE IT WORK. >> THAT'S A GOOD >> YOU KNOW AND IT TOOK MY COMMAND STAFF TO GO INTO THE JAIL AND TELL THESE OFFICERS, THESE WOMEN AND MEN WHO HAVE LIFE OUTSIDE THIS AGENCY WHAT THIS SCHEDULE WAS GOING TO DO TO THEM AND THEIR FAMILIES. THEY HAD TO SELL THIS. AND THEY DID AN AMAZING JOB AND THE WOMEN AND MEN WHO WORK INSIDE THE JAIL ACCEPTED IT AND THEY HAVE BEEN PERFORMING ADMIRABLY IN THIS NEW SCHEDULE CONFIGURATION. AND SO THE BOTTOM LINE IS WE HAVE 77 VACANCIES. ONCE AGAIN, WE'RE IN AN EXTREMELY COMPETITIVE ENVIRONMENT AND SO WE NEED TO UP OUR GAME WHEN IT COMES TO COMPETING WHERE NEIGHBORING COUNTIES. I KNOW THE ARPA, I KNOW THE MONEY THAT YOU'RE FINDING TO SUPPLEMENT IS MEANINGFUL BUT IN ALL REALITY, IT'S NOT PERMANENT. IT'S NOT GOING TO LAST FOREVER. SO WE NEED TO -- I LOOK AT MY FRIEND IN ANOTHER COUNTY HE'S PAYING $20 AN HOUR FOR ENTRY LEVEL CORRECTIONAL OFFICERS AND WE'RE PAYING A LITTLE MORE THAN $15 AN HOUR FOR THAT AND WHEN THEY GO THROUGH JAIL SCHOOL AND ARE CLASSIFIED AS CORRECTION OFFICERS 1 THEY JUMP UP TO [00:40:03] $18.11 AND NEXT FISCAL YEAR, $18.07 # AND THAT'S STILL BELOW WHAT MY BUDDY OSCAR IS STARTING THEM AT AND SO WHAT I'M ASKING FOR HERE IS THESE ENTRY LEVEL CADETS WHO ARE NOT SUBJECT TO COLLECTIVE BARGAINING AGREEMENT SO THEY'RE NOT GOING TO SEE THESE SCHEDULED PAY RAISES LIKE THE OTHER CORRECTIONAL OFFICERS ARE WE NEED TO STEP THAT UP OR ELSE INSTEAD OF 77 VACANCIES, THAT NUMBER IS GOING TO CONTINUE TO RISE AND WE'RE NOT GOING TO SEE THE INFLUX. CAPTAIN, WILL YOU ADDRESS THAT ISSUE, PLEASE? >> JUDGE, COMMISSIONERS, THANK YOU FOR LETTING ME SPEAK TO YOU. AS THE SHERIFF WAS SAYING THOSE 77 VACANCIES BASICALLY WHAT'S OCCURRING IS WE ARE AND WE CONTINUE TO BE A TRAINING GROUND FOR EVERY OTHER COUNTY AROUND US. WE NEED TO RAISE THE CADET CORRECTION PAY AS HIGH AS POSSIBLE TO BE ABLE TO COMPETE WITH EVERYBODY ELSE. WEAVER NOT ONLY COMPETING AGAINST NEIGHBORING COUNTIES. WE'RE ALSO COMPETING WITH H.E.B., TARGET, THOSE ARE PEOPLE PAYING MORE TO DO A JOB THAT IS VERY HARD. AND WE HAVE ONE OUT OF EVERY TEN INMATES IS THERE ON MURDER AND THAT'S THE PEOPLE THAT OUR PEOPLE HAVE TO DEAL WITH EVERY DAY. AND SO IT IS VERY HARD FROM AN OPERATIONS STANDPOINT TO CONTINUE TO STAY IN COMPLIANCE WITH THE TEXAS COMMISSION ON JAIL STANDARDS IF WE DON'T HAVE THE MANPOWER TO DO IT. AND EVENTUALLY OUR PEOPLE HAVE AGREED AND THEY'VE BENT OVER BACKWARDS TO CHANGE THEIR SCHEDULE AND YES IT REDUCES THEIR TIME OFF WITH THEIR FAMILY BUT EVENTUALLY THAT SHIP IS GOING TO SAIL TOO. AND SO WE'RE ASKING FOR THE COMMISSIONERS COURT TO HELP WITH THIS ITEM AND TO GET THAT CORRECTIONS OFFICER PAY AS HIGH AS WE CAN TO STAY COMPETITIVE. WE'RE ALSO ASKING TO RECLASSIFY ONE CADET SGLSH LET ME DO THAT TOO. THESE RECLASSES IN THIS 3720 IT'S A WASH. IT'S AN EVEN -- WE'RE NOT ASKING FOR ANY MONEY BUT IT'S A SIGNIFICANT RECLASS BECAUSE I'M GOING TO TAKE ONE OF THE UNFILLED CADET CORRECTION OFFICERS AND TURN THAT INTO A RECRUITING AND INFORMATION SPECIALIST. THE OTHER RECLASS IS TO DO A RECLASS FROM AN UNFILLED CORRECTION OFFICER 3 POSITION TO A SERGEANT. WE HAVE A NEW POSITION IN THE JAIL THAT IS A GANG INTELLIGENCE OFFICER AND HE IS DOING SUCH AMAZING WORK ESPECIALLY WORKING WITH OTHER LAW ENFORCEMENT AGENCIES IN THE REGION. A SIGNIFICANT AMOUNT OF OUR JAIL POPULATION ARE KNOWN GANG MEMBERS AND THE WEALTH OF KNOWLEDGE AND THE INTELLIGENCE THAT EXISTS IN OUR JAIL FACILITY CAN BENEFIT THE ENTIRE REGION WHEN IT COMES TO DEALING WITH THE THREAT OF GANG VIOLENCE IN OUR COMMUNITY AND IN THE COUNTY AS A WHOLE. SO I WANT THIS -- THIS EMPLOYEE OR ANY EMPLOYEE IN THAT POSITION TO HAVE THE TITLE OF SERGEANT SO THAT'S A SIMPLE RECLASS AT NO EXPENSE. >> THOSE ARE SO EASY TO SAY YES TO BUT IS THERE MAY I JUST ASK A QUICK QUESTION? DOES THAT AFFECT THOUGH ANYTHING [00:45:02] WITH REGARD TO THE COLLECTIVE BARGAINING? THAT SEEMS LIKE A VERY REASONABLE REQUEST. >> THE SOONER WE CAN DO THAT THE BETTER IF WE CAN DO THAT BEFORE OUR NEXT FISCAL YEAR THAT WOULD BE GREAT. >> AND THEN CAN I JUST ALSO ASK I WON'T DWELL ON THIS IN THE INTEREST OF TIME BUT I MEAN OF COURSE WE KNOW YOU'RE ABSOLUTELY RIGHT, I JUST WENT TO A MEETING THIS MORNING WHERE THEY EMPHASIZED THAT IF YOU WANTED TO GET IN A GOLF CART AND ROAM THE BEACHES AND GIVE AWAY PRIZES THAT YOU COULD DO SO FOR, LIKE, $15.85. SO IF YOU CAN BE ON THE BEACH IN A GOLF CART AND GIVE AWAY GIGS I THINK IT'S -- I THINK YOUR POINT IS WELL MADE BUT WHAT I WAS GOING TO ASK IS THAT IS THERE A POSSIBILITY THAT WE COULD THERE'S GOT TO BE AN EXPERT IN THE COUNTRY THAT WOULD SEE WHAT AMENITIES WOULD MAKE THE DAMPS. SO I'M JUST WONDERING LET ME GIVE YOU ONE, FOR EXAMPLE. WE'VE TALKED ABOUT THIS ABOUT A SHOOTING RANGE. ABOUT AN ACADEMY GETTING YOU SO MANY FREE ALMOST LIKE THINK OF IT AS A MEMBERSHIP, RIGHT, A VERY ELITE LAW ENFORCEMENT CLUB THAT WOULD GET YOU YOU GET THIS MANY TIMES AT THE SHOOT RANGE. YOU GET A GYM MEMBERSHIP. IS THAT SOMETHING YOU WOULD SEE INSIDE OF A COLLECTIVE BARGAINING AGREEMENT OR IS THAT SOMETHING THAT WE COULD -- BECAUSE I'M GOING TO TELL YOU I DON'T KNOW I'M GOING TO FAVOR $17.50 TO GET US OUT OF THE CHICK-FIL-A MODE BUT WE HAVE TO FIGURE OUT WHAT AMENITIES OR BENEFITS WILL KEEP THEM HERE SO THEY DON'T JUST KEEP GOING TO -- IN OTHER WORDS HOW DO WE DO THAT? >> JUDGE, THAT'S COMING UP IN 3720 CAPITAL OUTLAY. >> ALL RIGHT. WE'LL HOLD. GO AHEAD. THANK YOU. IS THIS IS KIND OF WHERE WE'RE AT LOOKING AT THIS YEAR AS BUDGET AND WHAT REMAINS OF IT. AND WHERE WE WERE SHORT THIS YEAR. AND THE OVERTIME IS HUGE. WE'VE JUST ABOUT BLOWN THROUGH OUR OVERTIME AND THAT HAS THAT AGAIN IS DIRECTLY RELATED TO OUR STAFFING SHORTAGE AND OVERTIME IS AN INTERESTING ANIMAL. WE HAVE CORRECTIONAL OFFICERS THAT LOVE IT AND HAVE BECOME ACCUSTOMED TO IT AND EVEN DEPENDENT ON IT AND THAT'S UNFORTUNATE BUT THAT'S JUST THE WAY SOME BUDGETSES WORK. OTHER AND I HATE TO SAY FORCED OVERTIME BUT SCHEDULED OVERTIME IS NOT APPRECIATED. AND THAT HAS RESULTED IN OFFICERS -- CORRECTIONAL OFFICERS LEAVING BECAUSE THEY DIDN'T WANT THE OVERTIME DIDN'T NEED IT OR IT CERTAINLY WAS WHEN THEY WEIGHED THAT AGAINST THEIR TIME WITH THEIR FAMILY SO THAT'S -- BUT THE BOTTOM LINE IS IT'S AN EXPENSE THAT AND I HAD THIS CONVERSATION WITH DALE SHORTLY AFTER I BECAME THE SHERIFF BECAUSE IT CONCERNED ME AND HE EXPLAINED TO ME THAT BECAUSE OF THOSE 77 VACANCIES, YOU'RE GOING TO HAVE UNPAID POSITIONS. YOU'RE GOING TO HAVE POSITIONS THAT THE PAYCHECK DOESN'T GO TO AND IT DOES IN SOME SENSE KIND OF LEVEL OUT TOWARDS THE END OF THE YEAR WITH THE UNPAID POSITIONS AND THE OVERTIME EXPENSE. BUT IT STILL IS SOMETHING THAT I WANTED Y'ALL TO BE VERY AWARE OF. WE'RE ALSO SEEING SHORT FALLS IN THE OFFICE EXPENSES AND FOOD AND KITCHEN. UNIFORMS. COUNTY INMATE. HOUSING. Y'ALL HAVE ADDRESSED THAT ONE AT A DIFFERENT LEVEL AS FAR AS WHAT WE'RE DOING THERE IN VICTORIA. INMATE UNIFORMS, MATTRESSES AND SUPPLIES. I DO A SIGNIFICANT PART OF THAT FUNDING THROUGH MY INMATE BENEFIT TRUST FUND WHERE THE REVENUE COMES FROM MY COMMISSARY CONTRACT BUT STILL WE HAVE TO MONITOR THAT BECAUSE THAT CONTRACT THAT REVENUE FROM OUR COMMISSARY CONTRACT SPECIFICALLY IS NOT ALLOWED TO SUPPLANT COUNTY RESPONSIBILITIES. >> CAN I ASK YOU SINCE IT'S SUCH A HUGE AMOUNT IN THE FOOD AND KITCHEN THAT'S EXCEEDING THE ARROW MARK? >> I HAVE TO HE VISIT THAT. >> OKAY. WE CAN REVISIT THAT. >> I NEED TO LOOK AT THAT ONE. I WAS NOT PREPARED FOR THAT ONE. >> OTHER CAPITAL OUTLAY IN THE [00:51:30] JAIL ENVIRONMENT. AND JUDGE AS YOU WERE SAYING MAYBE SOME OF SET THINGS THAT WE CAN DO IS HELP WITH MAYBE THE WORKING CONDITIONS AND SO THE CHAIRS IS DEFINITELY ONE OF THOSE THINGS. IT'S NOT A WANT. IT IS A NEED. AND ANOTHER NEED IS THESE 100 HAND HELD RADIOS WHICH I KNOW IT'S A HUGE COST AT $4,000 A PIECE AND AS WE KNOW WE HAVE A PRETTY BIG JAIL. THESE RADIOS ARE THE LIFE LINE OF THAT OFFICER WHO IS WORKING IN THAT UNIT. AND WHEN YOU KEY UP YOUR RADIO DOESN'T WORK FOR BACK UP OR FOR MEDICAL ATTENTION, THIS IS A NEED THAT WE NEED. WE NEED NEW RADIOS AND UNFORTUNATELY OUR GUYS DO GET INTO SCUFFLES AND SO SOMETIMES A RADIO MAY FALL YOU HAVE AND IT BREAKS AND SO -- >> SIT A DAILY WELLS PRODUCT? >> THIS COMES FROM HARRIS AND WE DO HAVE A BID -- WE DID WORK WITH PURCHASING TO GET US THE BEST PRICE POSSIBLE AND THIS IS -- IT'S $4,000 A PIECE AND THAT COMES WITH THE RADIO, THE BATTERY, THE CHARGING PORT, AND A HAND MIC AND THE HAND MIC IS ALSO VERY IMPORTANT ESPECIALLY WHEN YOU'RE GOING HANDS ON WITH PEOPLE. SO YOU NEED THAT HAND MIC SOMETIMES BECAUSE YOU NEED TO GET SOMEBODY AWAY FROM YOU AND YOU CAN STILL KEY UP WITHOUT HAVING TO REACH. SO THIS RADIO IS VERY, VERY ESSENTIAL TO THE SAFETY AND THE WORKING CONDITIONS OF THE PEOPLE THAT ARE WORKING THAT JAIL SO WE NEED NEW RADIOS. >> OUR RADIOS BECAUSE OF THE CONSIDERED >> MAKE A LIST. >> AND THIS ALSO INCLUDES THE REPROGRAMMING FEE, COMMISSIONER. >> SEE IT ON THE BOARD HERE. >> YEAH. >> 100 RADIOS. I'M SORRY. I GOT IT. >> 100 RADIOS AND 100 CHAIRS. >> 100 RADIOS. # HUNDRED HAND HELD MICS HOLSTERS AND CHARGING STATIONS AND THAT ALSO INCLUDE EGGS THE PROGRAMMING FEE. >> BUT THE CHAIRS ALSO A HUNDRED OF THEM? >> YES, SIR. >> I BET HARRIS, I KNOW DAILY WELLS AND I BET HARRIS WHEN WE DID OUR P 25 RADIO UPGRADE THEY'LL FINANCE THAT. I BET WE SHOULD LOOK INTO THAT AS A WAY TO CATCH A LITTLE BREATHER AND GET YOU WHAT YOU NEED. THAT'S SOMETHING I WANT TO LOOK INTO. I JUST NEED MORE INFORMATION ABOUT THE RADIO PRODUCT ITSELF. >> AND JUDGE WE CAN EMAIL YOU THE WHOLE ENTIRE PACKET THAT WE HAVE FROM PURCHASING. >> YES. >> AND WE ARE MORE THAN HAPPY TO EMAIL IT. >> IN FACT I'M STEPPING OUT OF BOUNDS BECAUSE I HAVE NOT GOTTEN THE CONFIRMATION BUT I KNOW FROM MERTICOM, WE SAVED A FOREIGN THERE'S A BIG SURPLUS THERE OF COURSE THEY WANT IT FOR RESERVE BUT WE MAY NOT HAVE THAT LUXURY. WE MAY NEED TO GET SOME OF THOSE DOLLARS BACK AND USE THEM FOR THESE NEW RADIOS. WE SAVED OVER HALF A MILLION. NOW DON'T GET ME WRONG. THE CONCEPT WAS TO STICK IT IN THE RESERVES BECAUSE WE NEED TO BUILD RESERVES THERE. BUT MAYBE WE START NEXT YEAR. [00:55:11] IF YOU HAD A NONCONTACT LIKE YOU SAID IF A PRISONER HURTS THAT RADIO THAT WOULD BE DIFFERENT BUT OTHER THAN THAT, HOW LONG SHOULD THESE RADIOS LAST. IF YOU DID NOT HAVE A BREAKAGE OR -- >> THEY SHOULD PROBABLY LAST IN THE JAIL IT'S SUCH A ROUGH ENVIRONMENT. >> I KNOW BUT GENERALLY. >> MAYBE FOUR YEARS. >> OKAY. WELL THAT'S -- OKAY. THAT HELPS. >> FOUR YEARS. >> IN OTHER WORDS YOU DON'T WANT TO FINANCE SOMETHING. >> THE LIFE EXPECTANCY OF THE RADIO IS FOUR YEARS MAYBE LESS. OUR LINE OF -- >> METRICOM RADIO UPGRADES. NOT THE TOWER BUT THE RADIO. DO YOU REMEMBER THAT IT WAS LIKE 565 OR SOMETHING LIKE THAT? >> OKAY WE'RE ON THAT COMMITTEE. WE'LL POKE AROUND. OKAY. THANK YOU, JOE. THAT I THINK IS IMPORTANT TO ALL OF US THAT YOU HAVE RADIOS. THAT WORK. AND THAT ARE -- AND CHAIRS FOR YOUR STAFF. >> ALL RIGHT. JUDGE AND WE'RE ALSO REQUESTING FOUR LAPTOP COMPUTERS. FIVE BLACK AND WHITE LASER PRINTERS THAT WE NEED. THEY'RE $450 AS YOU KNOW THE AMOUNT OF PAPERWORK THAT WE DO AT THE JAIL IS INSANE AND SO WE NEED MORE PRINTERS. SO OUR GRAND TOTAL REQUEST FOR CAPITAL OUTLAY IS RIGHT AT HALF A MILLION DOLLARS. $501,000. >> MS. THERESA, IT MAY ALREADY BE ALLOCATED BUT WHEN WE BUILT THE EVIDENCE ROOM AT THE ANNEX, DO WE HAVE ANY LEFT OVERS? CHECK ON THAT. THAT'S HOW WE CAN GET YOUR LOCKER. >> AND THAT'S ALL THE REQUESTS FOR CAPITAL OUTLAY FOR THE 3720 BUDGET. AND DO WE HAVE ANYTHING ELSE? >> THAT'S IT. >> JUST FOR CLARIFICATION, JUDGE, AND COMMISSIONERS, DO WE NEED TO -- I KNOW THAT 1305 WAS HANDED OFF TO SHERIFF'S OFFICE. DO WE NEED TO ADDRESS 1305, COURTHOUSE SECURITY? >> IS IT NOTICED HERE? I MEAN, WE CAN. DALE? >> WE DIDN'T HAVE THE INFORMATION AVAILABLE. >> I DON'T HAVE THE INFORMATION AVAILABLE BUT -- >> >> DO YOU WANT TO -- >> THAT'S GOOD. >> IS THAT ALL RIGHT IF YOU WORK WITH DALE? >> DID YOU WANT TO ADD ANYTHING TO 1305? CAN YOU GIVE THE JUDGE AND COMMISSIONERS AN UPDATE ON WHERE WE'RE AT WITH COURTHOUSE SECURITY 1305 AND WHAT WE'VE DONE KIND OF LIKE THE EMAIL YOU SENT ME. >> OKAY. YES. WE HAVE RECEIVED THE FIRST PART OF OUR DELIVERY FOR OUR COURTHOUSE SECURITY UPGRADES. THE NEXT STEP IS FOR US TO PLAN THE INSTALLATION AND HARDWARE AND INFRASTRUCTURE. SO I'M LOOKING AT THAT WITHIN THE NEXT SIX WEEKS AND YOU'LL BE SEEING AN EMAIL FROM US LETTING YOU KNOW WHERE WE WILL BE AND IT WILL TAKE ABOUT SIX WEEKS TO COMPLETE. >> THAT'S GREAT. >> WE ARE STILL DOING COURTHOUSE EMPLOYEES ACCESS CARDS, IDS, AND OF COURSE THE ATTORNEYS IDS. SO WE ARE MOVING FORWARD WITH THAT. AND WE ARE MONITORING ACTION WITHIN THE COURTHOUSE AND MAINTAINING CONNECTION WITH THE SHERIFFS OFFICE AND THE DECIES PATROL. >> AND I KNOW IT'S TOO EARLY BECAUSE IT'S NOT EVEN A FULL YEAR. PROBABLY JUST SIX MONTHS. BUT IT WOULD BE NICE TO KNOW IF HOW WE ARE DOING TRACKING THE NEW FEE THAT WE PUT INTO PLACE AND IS THAT TRACKING WITH WHERE WE KIND OF THOUGHT BECAUSE WE HOPE THAT THE FEE THAT LAWYERS PAY FOR THE BADGE. >> YES. I HAVE A SPREAD SHED OF ALL THE BADGES I'VE ISSUED. >> GREAT. >> AND YEAH. >> IN OTHER WORDS ARE PEOPLE BUYING THEM? >> ABSOLUTELY. >> OKAY. SO IT IS WORKING. >> IT IS WORKING. AND WE HAVE IT UP ON THE SHERIFF'S WE SITE. -- WEBSITE. I'VE HAD ATTORNEYS JUST STOP IN. WE'VE BEEN ABLE TO SCHEDULE AND WORK THEM IN. YES. IT IS WORKING. AND EVERYONE SEEMS PLEASED. >> VERY GOOD. I THINK IT'S NICE TO HAVE THE PRESENCE ON THE FIRST FLOOR TOO. >> DEFINITELY. AND RAY LOT OF THE COUNTY EMPLOYEES LIKE IT BECAUSE THEY CAN JUST COME IN, MEET WITH ME, AND WE'LL GET THEM TAKEN CARE OF. >> OKAY. >> SO IT'S GOOD. >> AND YOU'RE PROTECTED TOO RIGHT? ON YOUR -- CAN ANYBODY JUST OPEN THE DOOR? >> YOU CAN OPEN THE FRONT DOOR [01:00:02] BUT I'M BEHIND A LOCKED DOOR AND I HAVE A HAND HELD RADIO AND COURTHOUSE SECURITY THAT CHECKS ON ME THROUGHOUT THE DAY. >> GREAT. THANK YOU. >> YOU'RE WELCOME. >> VERY GOOD. WHERE SHALLED WE HEAD NEXT? >> I THINK THAT SHOULD IT. I STAND READY FOR QUESTIONS OR COMMENTS. WE DEALT WITH 3700 AND 3720 AND I CAN CLAIM LIKE J.J. DID, I CAN CLAIM A LOT OF SUCCESS IN 3710 BECAUSE I'M NOT ASKING YOU FOR ANYTHING FOR 3710. WE'RE IN A GOOD PLACE. THEY DID NEED SOME EQUIPMENT BUT I FOUND FUNDS FOR THAT INSIDE MY OFFICE EXISTING FUNDS AND SO WE WERE ABLE TO TAKE HIM OFF. >> OKAY. IT'S NOT SO MUCH A QUESTION BUT MORE OF A COMMENT. WORKING THIS MORNING COURT YESTERDAY AS YOU KNOW YOU WERE I DON'T KNOW LINE WE APPROVED -- ON LINE WE APPROVED COUTH OF COUNTY HOUSING DOLLARS WORKING WITH COOPER LANCE DOING A GREAT JOB GETTING US THE BACK UP DOCUMENTATION WE NEEDED THIS MORNING SO THAT'S EXCELLENT. BUT THANKS TO THERESA WHO WISELY SAID WHAT ABOUT THE TRANSPORTATION MOVING THOSE INMATES FROM NUECES TO VICTORIA, I WANTED YOU TO KNOW THAT I THINK WE CAN CAPTURE THAT AS WELL. AND SO WE'RE GOING TO HAVE THAT VETTED BUT FIRST I NEEDED THAT DOCUMENTATION AND COOPER IS GETTING THAT. I WANTED TO JUST AT LEAST LET YOU KNOW THAT THE MORE WE CAN THINK LIKE THAT, THE SMARTER IT'S GOING TO BE. >> YEAH AND I'M HAPPY THAT YOU THINK THAT. THAT WAS MY INTENT BUT I JUST NEEDED THE COUNTY ATTORNEY TO GIVE ME THAT BLESSING THAT IT'S -- MATT RIGHT? >> MATT. NICE TO SEE YOU, MATT. >> PLEASURE BEING HERE. THANK YOU. >> THE QUESTION IS WHAT WE MEANT ON THE OUT OF COUNTY HOUSING WAS YESTERDAY DOES IT INCLUDE EVERYTHING TO GET YOU TO OUT OF COUNTY HOUSING? SO I'LL LET CHIEF COOK TAKE IT [01:05:18] FROM HERE. >> MORNING. >> COMMISSIONERS AND JUNG, I APPRECIATE THE TIME TO ADDRESS YOU THIS MORNING. AM IN ADDITION HAS TYPICALLY BEEN PURCHASED WHEN WE CAN FIND GRANT MONEY TO BUY IT. IT'S NEVER BEEN PART OF OUR GENERAL OPERATING BUDGET. AND THAT IS A YEARLY ANNUAL EXPENSE THAT SHOULD BE ABSORBED WITHIN THE BUDGET. I SHOULD NOT HAVE TO WORRY ABOUT WHETHER I'M GOING TO BE ABLE TO FIND A GRANT OR UTILIZE GRANT MONEY TO BUY AM IN ADDITION EVERY YEAR AND THE PROBLEM IS THAT IT'S NOT JUST ABOUT AM IN ADDITION TO QUALIFY OUR PERSONNEL TO MEET THE STANDARD FOR THEIR LICENSES BUT I WANT TO MAKE SURE THAT OUR OFFICERS ARE TRAINED TO A LEVEL THAT HAVE OUR COMMUNITY EXPECTS. SO THERE'S GOING TO BE ADDITIONAL TRAINING THERE NEEDS TO BE ADDITIONAL TRAINING IN REGARD TO TAKING COVER, MOVEMENT, SHOOTING. THAT'S THE SAME THING THEY WOULD HAVE TO DEAL WITH IF THEY WERE IN A SITUATION WHERE WE HAD AN ACTIVE SHOOTER SITUATION BECAUSE I CAN TELL YOU IT'S ONE THING TO STAND STAGNANT AN SHOOT AT A TARGET BUT IT'S ANOTHER THING WHEN WE START PUTTING STRESSORS ON THERE. WE EXPECT THEM TO EXERT THEMSELVES. GET THEIR HEART RATE UP. GET THEIR ADRENALIN UP AND SO THERE'S ADDITIONAL TRAINING WE NEED TO INCLUDE IN THERE. BUT THIS MONEY HAS ALWAYS COME FROM A GRANT THAT MAYBE WE WERE HOPEFULLY WE COULD LOCATE AND I WANT TO PUT IT IN OUR OPERATING BUDGET SO THAT WE DON'T HAVE TO WORRY ABOUT ALL RIGHT ARE WE GOING TO BE ABLE TO BUY AM IN ADDITION THIS YEAR. IT NEEDS TO BE THERE. THAT'S WHY I WANTED TO BRING IT TO YOUR ATTENTION BECAUSE IT'S A LOT OF MONEY BUT IT NEEDS TO BE IN OUR OPERATING BUDGET SO EVERY YEAR IT'S THERE AND WE CAN BUY THE AM IN ADDITION WE NEED TO EFFECTIVELY TRAIN OUR PERSONNEL. >> AND COMMISSIONER CHESNEY HAS HIS HAND RAISED. LET ME DEFER TO HIM. COMMISSIONER. >> THANK YOU, JUDGE. CHIEF, YOU HAD ME AT HELLO RIGHT ON THAT ONE. THE OTHER QUESTION I HAVE TOO IS I'M MORE THAN WILLING TO HELP ON THIS TOO. I'VE SEEN SOME OF THE OTHER POLICE FORCES, SHERIFFS OFFICERS THINGS LIKE THAT THAT HAVE THE SIMULATORS WHERE I'M NOT SAYING I DEFINITELY THINK YOU NEED MORE AMMO. I'M SAYING IN ADDITION TO THE AMMO NOT INSTEAD OF SO I WANT TO BE CLEAR ON THAT, IS DO Y'ALL HAVE SIMULATION OR SIMULATOR TO WHERE YOU CAN TRAIN THEM WITHOUT THE AMMO BUT THEY HAVE THE GUNS AND IT HAS THE SCENARIOS AND YOU KNOW WHAT I'M TALKING ABOUT. >> YES. WE HAVE ONE, SIR. >> I -- >> WE HAVE ONE, SIR. >> WE HAVE A SHOOTING SIMULATOR. LIVE FIRE IS MUCH MORE REALISTIC. >> I DIDN'T SAY INSTEAD OF. >> WE DO HAVE ONE. YES, COMMISSIONER. WE'VE ONLY USED IT A COUPLE OF TIMES SINCE I'VE BEEN HERE BUT I HAVE TASKED THE TRAINING DIVISION WITH PUTTING ADDITIONAL TRAINING IN REGARD TO I WOULD LIKE TO SEE MAYBE QUARTERLY OUR GUYS GOING THROUGH A SIMULATION SET UP BY OUR TRAINING DIVISION. I WASN'T SAYING INSTEAD OF. I WAS JUST SAYING IN ADDITION TO. >> THANK YOU. I NEVER EVEN KNEW YOU HAD TO FIND A GRANT TO FIND 2 AMMO. I WISH YOU WOULD HAVE COME TO US BEFORE THAT. >> I'VE ONLY BEEN HERE A YEAR AND I WAS NOT HERE VERY LONG BEFORE THE LAST BUDGET SO THIS YEAR I'M FAR MORE EDUCATED AND HAVE A MUCH BETTER GRASP OF WHAT OUR NEEDS ARE SO I WANTED TO MAKE SURE I BROUGHT THIS TO YOUR ATTENTION. WE NEED TO CHANGE THAT. I CAN'T BELIEVE THAT. >> EXCUSE ME, CHIEF. >> YES, SIR. >> DO Y'ALL USE LIVE AMMO WHEN TRAINING ALSO AS WELL? >> WELL, FOR LIKE THE SIM TRAINING, NO. THERE'S A LOT OF DIFFERENT TRAINING. HE WAS TALKING ABOUT A SIMULATOR WHERE YOU HAVE A VIDEO AND DIFFERENT SCENARIOS POP UP AND I [01:10:04] YOU MAKE A DECISION ON WHETHER YOU SHOOT, DON'T SHOOT, INTERACTING. THEN THERE'S ALSO TRAINING AVAILABLE AND EQUIPMENT AVAILABLE THAT YOU CAN DO SIMS TRAINING AND BASICALLY IT SHOOTS SOMETHING SIMILAR TO A PAINT BALL AND YOU CAN ACTUALLY GET INTO LIVE FIRE SCENARIOS WHERE YOU ACTUALLY HAVE BAD GUYS SHOOT BACK AT YOU SO THAT YOU KNOW YOU'RE TAKING PROPER COVER AND CONCEALMENT. THAT'S NOT PART OF THIS BUDGET BUT IF IT IS DEEMED THAT YOU WANT TO SPEND THE MONEY I'M MORE THAN GLAD TO MAKE THAT PURCHASE BECAUSE I CAN TELL YOU IT WOULD BE A STEP UP AND WE COULD ALSO SHARE THAT SAME EQUIPMENT WITH 2 CONSTABLES AND WE COULD WORK CLOSELY WITH CCPD WHO HAS EQUIPMENT LIKE THAT AND BRING IN THEIR INSTRUCTORS AND WE COULD STEP UP IN REGARD TO THAT. ESPECIALLY IT'S HELPFUL WHEN YOU START TALKING ABOUT ACTIVE SHOOTER TRAINING. >> OKAY. WHEN YOU TRAIN OR THE DEPARTMENTS TRAIN DO THEY STILL USE WIRE CUTTERS? >> I'VE NEVER HEARD THE TERM WIRE CURTS, SIR. -- CUTTERS. WE HAVE PRACTICE AM IN ADDITION. THEY'RE NOT WAD CUTTERS BUT WE USE A JACKETED ROUND BECAUSE IT'S BETTER FOR THE WEAPONS BECAUSE YOU DON'T HAVE THE LEADING BUT WE USE A DIFFERENT ROUND FOR TRAINING THAN WE DO FOR DUTY. THE DUTY AM IN ADDITION IS FAR MORE EXPENSIVE AND SO WE USE A TRAINING AM IN ADDITION THAT'S NOT AS EXPENSIVE AS DUTY AM IN ADDITION THAT WE CARRY DAILY. >> THAT'S WHAT I WAS GETTING AT. >> YES, SIR. WE HAVE A DIFFERENT AM IN ADDITION WHEN WE TRAIN. >> THANK YOU VERY MUCH. YOU'RE DOING A GREAT JOB. >> THAT'S WHAT YOU WANT. I CAN CERTAINLY TASK SOMEBODY AND WE CAN GET THAT INFORMATION AND WE COULD PROVIDE THAT BECAUSE THAT KIND OF TRAINING REALLY IS LIKE IT SEEMS LIKE LIVE FIRE BUT IT MUTTS YOU IN A POSITION OF LEARNING -- PUTS YOU IN A POSITION OF LEARNING PROPER CONCEALMENT AND COVER AND MOVEMENT DOWN HAUL WAYS AND CLEARING ROOMS AND IT TEACHES YOU IN A HURRY THAT WAS A MISTAKE AND YOU WON'T DO THAT AGAIN BECAUSE YOU GET POPPED. >> I THINK IF WE HAD THE EQUIPMENT WE COULD INCLUDE THE CONSTABLES IN ANY OF THE TRAINING PROVIDED. CERTAINLY, SIR. >> THANK YOU. I KNOW WE'RE READY TO TRANSITION TIME WISE BUT JUST A QUICK FOLLOW UP JUST ABOUT A MONTH AGO, WE WERE IN THE PROCESS OF GETTING YOU THE FUNDS FOR THE. >> YES. THE THERE HAVE DETERMINED WE WOULD MAKE THE PURCHASE FOR THE LAW ENFORCEMENT TRUST FUND ON THE FEDERAL SIDE AND WE HAVE SELECTED A DOG. OUR HANDLER WILL BE GOING TO SCHOOL IN JULY. HE'LL SPEND SIX WEEKS WITH THAT NEW DOG AND BE COMING BACK TO WORK WITH THE NEW DOG IN HAND AND THEN WE'LL BE RETIRING OF COURSE ONCE WE HAVE THAT NEW DOG ON BOARD. >> WE FOUND A WAY SO IF SOMETHING DOESN'T PAN OUT SOUNDS LIKE IT DOES, BUT LET US KNOW BECAUSE THAT'S AN OFFICER TOO. >> THANK YOU, JUDGE. I APPRECIATE IT. THANK YOU, GUYS. >> THANK YOU, SHERIFF. THANK YOU. >> I HAVE A QUESTION. WE TALKED ABOUT IT BEFORE. THE FIREARMS THAT THE FIRE MARSHAL HAD, ARE THOSE IN YOUR POSSESSION? UNDER LOCK AND KEY? I THINK WE TALKED ABOUT THAT BEFORE. >> SO THERE WERE FROM WHAT I UNDERSTAND THERE WERE TWO HANDGUNS AND TWO LONG GUNS. AND SPEAKING WITH PURCHASING, WHO TRACKS THAT PROPERTY, THEY'RE CURRENTLY IN THE POSSESSION OF CONSTABLE MCCAKKIN FROM PRECINCT TWO. >> THANK YOU. OKAY. EDWARD, YOU ARE NEXT. ANYBODY NEED A FIVE-MINUTE BATHROOM BREAK OR STAFF OKAY? >> YEAH. >> WE'VE BEEN HERE -- OKAY. COMMISSIONER HERNANDEZ NEEDS TO GO. ALL RIGHT. GO AHEAD. WE'LL START AS SOON AS THEY GET BACK. LESS THAN FIVE MINUTES. GO AHEAD AND GET CONNIE TEEING UP YOUR POWERPOINT. >> YOU DON'T SEE HIM BUT HE'S ON THE SCREEN BUT START WITH COMMUNITY SERVICES. >> JUDGE, I'VE GOT A POWERPOINT PRESENTATION THAT I THINK IT'S GOING -- IT'S INCLUSIVE OF ALL OF MY DEPARTMENTS. >> NO WORRIES. GO AHEAD. >> WE'LL START WITH THAT. MS. CONNIE. SO THAT'S THE FIRST SLIDE. SO IF YOU LOOK -- IF YOU GO TO NEXT SLIDE, CONNIE. OKAY. IF YOU LOOK THAT THE SLIDE THAT SHOWS YOU EVERYTHING [01:15:03] THAT COMMUNITY SERVICES INLAND PARKS. HAS I GUESS MANAGEMENT OF. >> OKAY. >> SO THERE'S ABOUT 30 ITEMS THERE. THERE'S MAYBE ONE OR TWO MISSING BUT WE WERE ABLE TO PUT IT -- IF YOU LOOK AT THE LEGEND ON THE RIGHT-HAND SIDE THE GREEN THINGS ARE GOING TO BE PARKS. THE BLUE THINGS ARE GOING TO BE OUR COMMUNITY CENTERS AND THE RED THINGS ARE OTHER THINGS THAT WE'RE JUST MANAGING -- HAPPEN TO MANAGE. SO WHAT I WANT TO SHOW THERE IS FROM FLOWER BLUFF ALL THE WAY TO BISHOP ALL THE WAY TO OVER THERE OFF OF 97 AND DAVIS LANE OVER THERE, WE'RE THROUGHOUT THE WHOLE COUNTY. WE HAVE A WORKFORCE THAT JUMPS FROM PROJECT TO PROJECT TO PROJECT THROUGHOUT THAT WHOLE AREA. SO THIS PRESENTATION IS JUST I KNOW THAT WE SEE THINGS IN LITTLE BITS SO I'LL TAKE COMMI COMMI COMMISSIONERS TO THEIR SIDES BUT THE TRUE PICTURE OR THE WHOLE PICTURE IS THIS IS WHAT COMMUNITY SERVICES DOES. AND INLAND PARKS. WE'RE A GENERAL FUND BUDGET SO WE'RE NOT SUBJECT TO WHERE WE ONLY HAVE TO WORK ON THE ROAD OR WE'RE NOT LIMITED TO ANYTHING IN FACT WE'VE GONE TO PORT A. ON OUR OTHER PROJECTS. NEXT SLIDE, PLEASE. IS I'M STARTING WITH HAZEL BAZEMORE. IT'S ONE OF OUR BIGGER PARKS AND IT'S BEAUTIFUL. THESE ARE SOME THINGS THAT WE'RE LOOKING AT FOR THAT PARK. GOING FROM TRAILS TO PONDS AS COMMISSIONER SAID, COMMISSIONER HR UNDERSTAND DEZ SAYS -- HERNANDEZ SAYS THIS IS A VERY BEAUTIFUL PARK. THERE'S SO MANY TRAILS IN IT SO YOU CAN'T REALLY LOOK AT ALL THE TRAILS. EVEN WITHIN A WEEK. WE HAVE THE TRAIL THAT YOU HEAD UP THAT WAS THE BONN FIRE HE DIED IN A BONN FIRE OVER THERE IN TEXAS A&M. THAT'S HERE. HE WAS A SCOUT THAT WAS HERE AS WELL. SO THESE ARE THE IMPROVEMENTS THAT WE HAVE FOR THIS AREA. I KNOW THAT WE'RE NOT LOOKING AT ALL THE IMPROVEMENTS AS FAR AS FUNDING THEM, JUDGE, BUT I WANT EVERYBODY TO BE AWARE THAT THESE ARE THINGS THAT PEOPLE HAVE ASKED FOR WITHIN THE FACILITY. NEXT SLIDE, PLEASE. >> HAS THAT PARK EVER RECEIVED A TEXAS PARKS AND WILD LIFE GRANT? ACTUALLY, YES, WE'VE DONE BOTH TEXAS PARKS AND WILD LIFE AND BAZEMORE ESTUARIES. SO WALKING TRAILS AND WHAT WE HAVE BUILT ARE BAZEMORE AND TEXAS PARKS. >> THIS IS OVER OFF HAVEN ROAD. THIS IS LYONDELL PARK. WE'RE CURRENTLY IF YOU LOOK AT THE NORTHWEST BALL FIELDS, THOSE WE'RE CURRENTLY WORKING ON LICENSING THOSE TO GROUPS SO THE IDEA THERE IS THAT THOSE FIELDS WERE GIVEN TO US BY TM SO THEY'RE AN ASSET THAT IS AVAILABLE THAT WE CAN ACTUALLY CHARGE AT GATE. ALL OUR OTHER PARKS HAVE NO -- WE CAN'T CHARGE AN ENTRY FEE INTO THEM. SO THERE'S -- BECAUSE THEY'RE A PUBLIC SPACE. WE CAN'T CHARGE FOR USAGE OF WATER OR FOR PRIMARY USAGE FOR CHILDREN. WE CAN'T CHARGE FOR BATHROOMS. THAT'S ACCORDING TO STATE LAW. BUT WE ACCEPTED THE TM PROPERTIES WHICH IS AT NORTHWEST FIELDS UNDER GENERAL PROPERTY SO WE CAN ACTUALLY DO THAT AND WE'RE LOOKING AT A LICENSING AGREEMENT WITH TWO GROUPS SO THAT WE CAN EVENTUALLY EARN SOME MONEY THAT WOULD BE PUT BACK INTO THE BALL FIELDS AS WELL AS THE PARKING LOTS AND DEVELOP THE PROPERTY. >> AND THEY WOULD MAINTAIN THE FIELD? >> THEY WOULD MANE TAPE THE FIELD AND HOLD TOURNAMENTS AND THAT KIND OF STUFF. AND THE COUNTY WOULD GET A FEE IN THE FUTURE FROM THAT. NEXT SLIDE, CONNIE. SO THAT IS ACTUALLY THAT PROPERTY AND THAT'S HOW WE ACTUALLY ORIGINALLY PLANNED IT THOUGH A FEW THINGS ARE MOVED AROUND. THAT'S ESSENTIALLY WHAT WE HAVE OUT THERE. THOUGH WE ARE ACTUALLY ASKING FOR ADDITIONAL IMPROVEMENTS AGAIN THESE WERE ALL PART OF OUR MASTER PLAN. THESE IMPROVEMENTS WERE REQUESTED BY THE PEOPLE FROM THE AREA SO WE'VE JUST PUT A DOLLAR AMOUNT TO IT AND WE HAVE OF COURSE A PRIORITY LIST BASED ON WHAT WE THINK WOULD BE THE NEEDS BUT AT THIS POINT THAT'S IT. [01:20:01] >> AND THESE ARE VERY NICE SLIDES. DID WE HAVE YOU WERE TELLING ME A LITTLE EARLIER AND WE ALL CAME IN BUT THESE WERE PUT TOGETHER AS PART OF A MASTER PLAN RIGHT? >> CORRECT. >> YEAH. BUT LNB. >> BY -- YES. AT THAT TIME. >> YEAH. AT THAT TIME. GOT IT. >> SO WE GO TO COMMISSIONER -- THIS IS COMMISSIONER -- NEXT SLIDE. THESE TWO PROPERTIES WE HELP MANAGE. WE HAVE THE COMMUNITY CENTER AND COMMUNITY CENTERS ARE MISNOMERS BECAUSE THEY'RE PRIMARILY THOUGHT OF AS SENIOR CENTERS. BUT WE USE THEM FOR EVERYTHING. CLASSES. TRAININGS. IT'S THE COMMUNITY DOESN'T HAVE ANY OTHER ACCESS TO ANY OTHER LOCATION. SO THAT'S WHAT THEY USE. AND OUR PARTNERSHIPS WITH THE CITY AND WITH THE DIFFERENT GROUPS HELP TRAIN NOT ONLY OUR PEOPLE BUT ADDITIONAL CITIZENS AS WELL. WE ALSO USE THIS FOR OUR HEATING AND COOLING SHELTERS. SO WE'RE GEARING UP NOW TO BEGIN PROBABLY DURING THE AS I REMEMBER IT'S GOING TO GET INTO 100S, 110S, JUDGE, YOU'RE GOING TO PULL THE INDUSTRYINGER AND SAY WE'RE GOING TO NEED TO OPEN IT UP AND HOLD IT UP UNTIL IT COOLS DOWN. SO THOSE PLANS ARE BEING MADE. THE OTHER BUILDING IS THE COUNTY BUILDING. THE COMMISSIONER HAD A COMMUNITY ROOM BUILT THERE WHICH IS IN MUCH USE. >> MULTIPURPOSE. >> MULTIPURPOSE ROOM. AND THEN HE ALSO INCREASED THE SIZE OF THE LIBRARY AND WE'VE GOT PERSONNEL THAT GO AND HELP MAINTAIN THOSE AREAS AS WELL SO THEY GO OVER THERE AND CLEAN UP AND DO THAT KIND OF STUFF. WE ALSO REPLACED THE ROOF AS WELL. THE NEXT SLIDE IS ALSO IN BISHOP. IT'S AMISTAD VETERANS PARK. THESE ARE SOME IMPROVEMENTS. I KNOW 2 COMMISSIONER IS MAKING SOME IMPROVEMENTS TO THE FACILITY BUT WE WOULD LIKE TO MAKE ADDITIONAL IMPROVEMENTS THAT WOULD ENGENDER BETTER USE OF THE PARK. THE PARK IS HIGHLY USED RIGHT NOW. WE'RE LOOKING AT DEVELOPING THE BALL FIELD. WE'VE GOT SOME OTHER ITEMS THAT WE'RE WORKING ON NOW WITH COMMISSIONER TO REDO THE BASKETBALL COURTS. WE ALSO WANT TO REDO THE WALKWAYS AND ADD LIGHTING, ADDITIONAL LIGHTING INTO THE FACILITY. THIS IS ONE OF OUR FIRST PARKS THAT HAD ANY ADA EQUIPMENT SO WE HAVE PLAYGROUND EQUIPMENT THAT'S SPECIFICALLY FOR ADA CHILDREN. SO THIS IS ONE OF OUR PRIDES. WE'VE GOT A REALLY NICE HAND DRAWN MONUMENT THERE TO VETERANS THAT IS VETERANS OF ALL WARS. SO THIS IS ONE OF THOSE FACILITIES THAT WE REALLY LIKE TO SHINE. NEXT SLIDE. THIS IS BANQUETE PARK. SO THE BANQUETE PARK ON THE SLIDE YOU'LL SEE OUR COMMUNITY CENTER AND THE BANQUETE PARK. SO THE COMMUNITY CENTER THERE IS THE SAME AS IN BISHOP. WE GET USE FROM THE NEIGHBORS. I MEAN, THEY HAVE A QUINCENIERA. PARTIES. THIS IS THE ONLY FACILITY WITHIN 14 MILES WITHOUT GOING OUT OF TOWN TO WHERE ANYBODY CAN HAVE EVENTS SO IT'S -- AGAIN, TRAINING, FOOD BANK, EVERYBODY WORKS OUT OF THIS FACILITY. SO THE NEXT SLIDE, PLEASE. IS OUR COUNTY PARK. SO THERE WE'VE MADE SOME IMPROVEMENTS. THIS WAS A MILLION DOLLARS GRANT THAT WE'VE GOT. WITH BETTY JEAN AT THE TIME BUT IT WAS FINISHED BY COMMISSIONER JAG. ESSENTIALLY THE SCHOOL NEEDED BALL FIELDS SO WE HELPED THEM BUILD OUT THEIR TWO BALL FIELDS, THE GIRLS SOFTBALL FIELD AND THE BOYS MAJOR LEAGUE I GUESS HARD BALL FIELD. AND THEN THE TWO ADDITIONAL BALL FIELDS THERE ARE FOR THE LITTLE LEAGUES THAT GET TO PLAY THERE AND WE HAVE THE OPEN FIELD FOR FOOTBALL PRACTICE AND WE HAVE LITTLE BELIEVE IT OR NOT SOCCER TEAMS THAT GO OUT THERE AND PLAY. SOCCER BEING THE BIG SPORT. SO WE HAVE HERE THE FINAL PRODUCT. WE HAVE PORTIONS OF IT THAT ARE BUILT OUT BUT WE WOULD LIKE TO COMPLETE THE BUILD OUT. THE ORIGINAL PROJECT WAS 1.5 MILLION THAT WE SPENT ON LIGHTING AND THE ORIGINAL WALKWAYS. WE DO HAVE A BATHROOM THERE. INTERESTING FACT IS WE HAVE 14 BATHROOMS IN THE OUR BUILDING SCHEDULE THAT WE HAVE TO MAINTAIN DAILY. >> WE ALSO HAVE A VETERANS MEMORIAL. >> VETERANS MEMORIAL. SORRY ABOUT THAT, COMMISSIONER. VETERANS MEMORIAL THAT EVERY VETERANS DAY OR ANY -- WE PUSH OUR FLAGS UP AND MAKE SURE THAT IT'S TAKEN CARE OF. [01:25:05] THE NEXT SLIDE IS OUR FACILITIES -- WE MANAGE THE SENIOR CENTER AGAIN. ANOTHER CENTER THAT IS OPEN FOR THE COMMUNITY WHERE THEY HAVE AGAIN DANCES, YOU KNOW, PARTIES, THAT KIND OF STUFF. AND TRAINING. WE HAVE THAT WE LOVED AND SHE -- THE COMMISSIONERS COURT WAS GRACIOUS ENOUGH TO NAME IT AFTER HER. WE SHARE PERSONNEL WITH THE PUBLIC WORKS OR -- TO MAINTAIN BOTH THAT BUILDING AND THE COMMUNITY CENTER. THAT PERSON ALSO SERVES AS A ROUTE DRIVER FOR US FOR OUR MEALS ROUTES. WE TEND TO SERVE ABOUT 60 TO 80,000 MEALS. THERE'S ACTUALLY RIGHT NOW 2000 PEOPLE ON A WAITING LIST WITH THE STATE IN ORDER TO RECEIVE OUR MEALS. THE NEXT SLIDE IS BOBBY RAY AND OPAL YOUNTS PARK. >> WE ALSO HAVE A VETERANS MEMORIAL THERE. WE PROBABLY HAVE ONE IN EVERY PARK IN EVERY COMMUNITY. IT'S NOT A BIG ONE BUT IT'S KIND OF A HALF SIZE OF THE ONE IN -- >> IT WAS THE REQUEST OF THE LOCAL COMMUNITY BECAUSE THEY WANTED TO HOLD THEIR CEREMONIES RIGHT THERE IN THE PARK. SO THESE ARE IMPROVEMENTS THAT WE THINK THAT, AGAIN, NOT WE BUT THE CITIZENS FEEL ARE RECESS OR FEEL THAT THEY WOULD LIKE IN THEIR PARKS. THE NEXT SLIDE, PLEASE. THAT IS SABLATURA. MOST OF OUR PARKS WOULD BE CONSIDERED REGIONAL PARKS IN THE CITY. THIS IS ONE OF THE MAIN REGIONAL PARKS. MY UNCLE USED TO ACTUALLY WORK HERE BACK IN THE DAY. USED TO BE A PARK RANGER. >> I LOVE THIS PARK. >> THIS IS -- >> THIS IS ONE OF MY FAVORITES. >> THIS IS A VERY BEAUTIFUL PARK. VERY NATURE ORIENTED AND WE WANT TO KEEP IT THAT WAY BUT WE WOULD LIKE TO MAKE SOME IMPROVEMENTS. SO NEXT SLIDE, PLEASE. >> AND THERE'S NOTHING AROUND THERE WHICH IS NICE. IT'S LIKE -- OTHER ONES ALWAYS FEEL THIS ONE HAS A REAL SENSE OF NATURE. >> YES. AND WE'VE GOT SCOUT PROJECTS THAT IF DHOW THROUGH YOU'LL SEE THE NAME -- IF YOU GO THROUGH YOU'LL SEE THE NAMES OF TREES AND YOU CAN LOOK IT UP. THE OTHER THING WE WOULD LIKE TO ADD WOULD BE, LIKE, A QR CODE. >> SURE. >> THE APPS SO THESE ARE -- GO AHEAD. >> IT'S A. >> IT'S ON THE BIRDING TRAIL. THAT WOULD BE VERY BENEFICIAL TO THEM. THEN NEXT SLIDE, PLEASE. THIS IS ORTIZ PARK. THIS IS ONE OF OUR HEAVILY USED PARK SO IN ANY GIVEN DAY YOU CAN PROBABLY SEE ABOUT 2,000 PEOPLE IN THE PARK AND, AGAIN, THIS IS PRECOVID AND THE NUMBERS ARE STARTING TO COME BACK UP. WE'RE BUILDING SOCCER FIELDS HERE. HERE'S ONE OF THE AREAS THAT WE WOULD LIKE TO REDO THE TRAILS AND REDO SOME LIGHTING INTO THE TRAILS. AS WELL AS IT ALSO HAS ROBSTOWN COMMUNITY CENTER. COMMISSIONERS, I'M SURE THAT YOU HAVE BEEN INVITED TO OUR EVENT THAT'S COMING NEXT FRIDAY WHICH IS OUR FATHER'S DAY EVENT. I HOPE TO SEE Y'ALL THERE. OUR MOTHER'S DAY EVENT WAS VERY NICE, JUDGE. >> I LOVED IT. >> I HOPE YOU ENI DIDN'TED YOURSELF. >> THANK YOU. >> I DID TOO. >> IT HELPS -- COMMISSIONER, YOU'RE ALWAYS LOVED. >> EVERYBODY IS GLAD THAT WE'RE BACK. THE MARIACHIS WERE REALLY GOOD. OUR STAFF DOES REALLY WELL IN DOING THOSE THINGS. SO NEXT SLIDE, PLEASE. SO THAT'S THE -- THOSE ARE THE IMPROVEMENTS. THE SOCCER FIELDS WE ARE ACTUALLY IN FACT HAVE BEGUN ON THEM. WE'RE TRYING TO GET SOME WATER TO THEM RIGHT NOW. THE TRAILS NEED TO BE REDONE AS WELL AS THE LIGHTING. AND, AGAIN, THIS IS -- THIS IS THROUGHOUT ALL OF OUR FACILITIES. WE'VE MANAGED THEM AS BEST WE COULD BUT AT THIS POINT IN TIME I THINK THEY NEED A LITTLE BIT OF TLC AND LOVE. WE NEED TO GO BACK AND DO A LOT OF OUR TRAILS. BOTH HERE. BANQUETE, BISHOP, A LOT OF THE TRAILS AND PARKING LOTS NEED TO BE DONE. THAT'S ONE AREA THAT ARE REALLY STICKY THAT ALL NEED TO BE RESURFACED AND REFIXED. SO YOU'LL SEE A LOT OF THAT IN HERE. NEXT SLIDE, PLEASE. >> 83-YARD IS OUR YARD. THAT'S WHERE WE STORE ALL OF OUR [01:30:04] MATERIALS AND IT'S ON COUNTY ROAD 83 AND FM 624. PUBLIC WORKS ALSO USES IT AS A STORAGE YARD. YOU'LL SEE SOME OF THE MATERIAL THERE FOR ROADS IN THE AREA. NEXT SLIDE, PLEASE. THIS IS ONE OF THOSE FACILITIES THAT WE WOULD REALLY NEED HELP WITH. OUR DRISCOLL FACILITY IS ACTUALLY OLDER THAN I'VE BEEN IN THE COUNTY. AYE BEEN IN THE COUNTY GOING ON 34 YEARS NOW. MY FATHER -- THIS ACTUALLY BUILDING MY FATHER ACTUALLY HELPED FOR BANQUETE. SO THIS WAS IN BANQUETE BEFORE THE NEW BUILDING WAS BUILT. SO THAT NEW BUILDING WAS MOVED TO DRISCOLL TO SEE, AGAIN, SEE THE NEED. SO THE BUILDING HAS BEEN RECONSTRUCTED AT VARIOUS TIMES THROUGHOUT THE YEARS. WE'LL REDO THE FLOORING, THE SIDE WALLS. REDO REDO REDO. AGAIN, ISSUE OF FUNDING. >> IT'S SEEN ITS DAY. I TOTALLY AGREE. >> FOR US IT'S HARD TO FOLLOW THE SHERIFF'S DEPARTMENT BECAUSE YOU SEE ALL THE NEEDS THAT ARE IN LAW ENFORCEMENT AND THAT'S ONE OF THE HIGHER TIER DEALS SO WHEN YOU SEE THIS, I CAN UNDERSTAND IT BEING HARDER BUT THIS IS ONE OF THOSE DEALS WHERE THE COMMUNITY -- THIS IS THE ONLY FACILITY WITHIN THE COMMUNITY THAT THEY USE >> FOR ANY TYPE OF NEWS OTHER THAN. SO THAT IS WHAT I'M SAYING. IT IS NOT A SENIOR CENTER. THE COMMUNITY CENTERS INTO THE MAX. FOR MEMORIAL DAY CEREMONY. SO WE'VE GOT 600,000. I THINK THAT IS A RELATIVELY GOOD ESTIMATE. WE ARE LOOKING AT MAYBE A METAL BUILDING. WE ARE WANTING TO WORK WITH THE CITY THERE. SOME FUNDING TO RELOCATE. THEY WOULD RATHER US PUT ON ONE OF THE CORNER. IT WOULD WORK WELL PLUS TO HELP REBUILD IF WE GOT THAT FACILITY. >> YOU THINK MAYBE IT IS TIME TO GET A NEW PLATE? I DON'T FEEL LIKE THIS ONE IS WORTHY OF THE 10TH OR 12TH PATCH. >> I AGREE WITH YOU. AND THE SAD THING IS. THAT WE HAVE SENIORS THAT WANT TO COME TO THE CENTERS. WE WILL TRANSFER TO ROB'S TOWN. >> THEY WANT TO STAY CLOSE. THAT IS WHY EVERYTHING IS CONNECTED RIGHT? IF YOU NOTICE WHAT THE CORRIDOR IS LOOKING LIKE. IT'S MOVING TOWARDS THIS AREA. IF YOU COULD GET SOME REGIONAL INFRASTRUCTURE. HE WOULD SEEK MORE HOMES THERE. WHICH WOULD SUBSTANTIATE THESE TYPES OF SINNERS. YOU HAVE TO DO WHAT IT TAKES TO GET THE HOMEBUILDERS THERE.IN ESSENCE. >> WHAT THAT IS IS. AS PEOPLE TAKE CARE OF THEIR ANIMALS AND THEY WASH THE WASH RACKS. ALL OF THE WASTE GOES INTO THOSE POTS. WE KNOW THERE WAS A PROBLEM WITH E. COLI WITHIN THAT WATERSHED. IT IMPAIRED WATERSHED. WHAT WE HAVE TRIED TO DO IS CAPTURE ALL OF THAT. THAT'S WHY YOU SEE THE FIRST POND. CAPTURES THE WATER AND IT'S LIKE A SETTLING POND. AND IT'S ALL NATURAL. SO NATURAL. THE SUNLIGHT. THE ANIMALS. THE FISH. EVERYTHING THERE HELPS BREAK IT DOWN. THEN GOES TO THE NEXT POND WHERE AGAIN IT GETS HELD UNTIL WE GET ENOUGH TO WEAR THEN IT WILL WASH OUT THAT IS LOOSE THAT YOU SEE IN THE BACK. >> AND THAT'S NOT TCP REGULATED? >> NO. WE ACTUALLY HAD TO GO TO TC Q BECAUSE IT THERE USED TO BE A WELL THERE. AND THEY ACTUALLY WENT IN AND GOT RID OF ALL OF THESE. [01:35:07] >> THEY REMEDIATED IT. >> WE ALSO HAVE THE GROUNDS FIELD. AGAIN WE SPENT A LOT OF EFFORT TRYING TO TAKE CARE OF THAT. NOT JUST DISCUSSION COMMISSIONERS WITH THE JUDGE. SO THE ISSUE IS. YOU WILL SEE IN OUR REQUEST WE ASKED FOR ADDITIONAL PERSONNEL. WE WOULD LIKE TO BE ABLE TO HOUSE OR STATION PEOPLE IN CERTAIN PARKS. SOME OF THE MAJOR ONES. LIKE ROB STYLE. LIKE FAIRGROUNDS FIELD. THE LARGER PARKS TO HER IT WOULD BENEFIT US. THERE IS SOMETHING TO DO EVERY DAY. RIGHT NOW BECAUSE OF OUR PERSONAL ISSUES. THE NUMBER OF PERSONNEL WEHAVE. WE ARE JUMPING FROM PARK TO PARK . I THINK YOU'RE DOING A VERY GOOD JOB OF IT. ALL OF THE PARKS ARE MAINTAINED. BUT THERE ISSUES THAT WE HAVE THAT WE KNOW IF WE LOOK AT THE FAIRGROUNDS FOR INSTANCE. WE MAKE SURE THAT ALL OF THE TREES THAT ARE AROUND THE FACILITY AND THAT ARE AROUND THE BOULEVARD ARE CUT. THE PALMS ARE TAKEN AWAY. EVERYTHING IS TAKEN AWAY. WE HAVE 80 TREES THERE. I WAS THERE WHEN WE PLANTED. NOW 80 FOOT TALL. WE DON'T HAVE THE TRUCKS IN ORDER TO GO AND. YES, THEY DON'T LOOK AS PRETTY. BUT THESE ARE THE OTHER SITES THAT ACTUALLY NEED WORK. WE HAVE TO MAKE A DECISION. HEN IT RAINS. IT RAINS EVERYWHERE. THESE ARE THE PARTS THAT WE ARE GOING TO HIT HAPPY FIRST.WE ARE GOING TO HIT THE OTHER ONES LATER. THOSE ARE THE DECISIONS WE HAVE TO MAKE. THAT ARE SMALL AND WE DON'T NEED TO. TAKE CARE OF. NEXT SLIDE PLEASE. THIS IS THE HILLTOP COMMUNITY CENTER. AND HOPEFULLY WE GET THAT NEW BUILDING. THAT BUILDING SEES FROM 60 TO 80,000 PEOPLE A YEAR. IN THE BUILDING ALONE. THE REASON I KNOW THIS IS BECAUSE OUR SITE MANAGER AT ONE TIME HER NAME WAS BEVERLY BROCK. SHE WAS FUN EVERY YEAR GIVING OUT SLIPS OF PAPER TO ALL OF THE GROUPS AND SAID SIGN YOUR NAME HERE. SIGN YOUR NAME HERE. AND THEY WOULD. BECAUSE THEY LOVE THE FACILITY. WE HAVE LIKE 14 GIRL SCOUT GROUPS. WE HAVE 15 BOY SCOUT GROUPS. WE HAVE 10 CUB SCOUT GROUPS. WE HAVE ZUMBA. WHICH IS THE BUILDINGS IT SELF. WE ALSO MAINTAIN THE BALLFIELDS IN THE BACK. THE TEAMS MAY TAKE CARE OF THEIR OWN FIELDS BUT THEY TAKE CARE OF EVERYTHING ELSE.HAT NATURE TRAILS AND MAJOR AREAS TO THE WEST AS WELL AS THE CEMETERY WHICH IS THE CEMETERY BELIEVE IT OR NOT HAS PEOPLE GOING IN THERE. WE STILL HAVE PEOPLE THAT WANT TO BE BURIED THERE. >> I REMEMBER ONE TIME WAS HOLDING THE WESTERN GAZE THERE. TALKING ABOUT MAYBE BRINGING IT BACK. BUT YOU HAVE TO GET A HOLD OF SOME LADIES THAT WERE INTERESTED ALSO. >> BACK THEN WE HAD AT LEAST 20 SCHOOL DISTRICTS COMING IN A THREE DAY PERIOD WHAT WAS THERE WAS ALL OF THE WAYS THAT THE PIONEERS USED TO DO THINGS. SO YOU'D HAVE A PIONEER COOKOUT AND HAVE A PIONEER PERSON MAKING CLOTH. WHAT DO YOU CALL IT? MAKING YARN. >> STORYTELLERS. >> WHEN THE ROBLES PASSED AWAY. [01:40:07] THAT KIND OF DIED. WHEN YOU GET YOUR NEW COMMUNIT CENTER. IT WILL OPEN THE DOOR TO HAVING THAT . >> IT WILL ACTUALLY TIE IT ALL TOGETHER. >> ANOTHER FUN FACT IS MY FATHER SAYS BACK IN THE 50S. WHEN IT WAS A SANATORIUM. >> YES WHEN IT WAS A SANATORIUM. INTERESTING. AND YOU DIDN'T MENTION IT. BUT MAYBE YOU DID I'M TRYING TO TAKE NOTES HERE AT THE SAME TIME. THAT BUILDING NEEDS A LOT OF HELP. DID YOU MENTION IT?IT IS ON ONE'S LIST. THAT IS WHERE YOU CROSS OVER WITH PW.IT REALLY BELONGS IN PW. BUT I JUST WANTED TO, YOU CONCUR WE NEED TO GET SOME OF THOSE. >> WE MAY IMPROVE. IT IS LEGACY BUILDING. WE HAVE A TENDENCY TO ADD ONTO BUILDINGS. THE ORIGINAL BUILDING WAS JUST FOR THE GP. THERE WAS AN ADDITION THAT WAS ADDED FOR THE SHERIFF'S DEPARTMENT. THEN IT JUMPED TO THE CONSTABLES. HAS THE NEB BEEN DISCUSSION OF CONSOLIDATION MOVING TO HILLTOP? THEY ARE LITERALLY ACROSS THE STREET. THE JUSTIFICATION. TO GET EXTRA BUDGET TO DO THOSE BACK WINGS. >> THERE IS TWO THINGS, IF WE DON'T WANT TO LOSE THE CAPACITY RIGHT NOW THE CITIZENS. WE WOULD HAVE TO EQUIPMENT. SO THAT TAKES UP ONE WHOLE WING. THE THING IS, WE ADD FACILITIES TO IT. OR ADD FUNCTIONS TO IT. WE ARE GOING TO TAKE AWAY FROM THE COMMUNITY SIDE OF IT. AND THAT IS FINE. >> I DO THINK THIS NEW ARCHITECT. YOU GIVEN THAT PROBLEM AND HE SOLVES THE PROBLEM. THAT IS ONLY BECAUSE OF THE WAY IT EXISTS TODAY. BUT THE WAY THEY ARE DESIGNING IS TO GIVE YOU MORE SQUARE FOOTAGE AND PLACES THAT YOU DIDN'T THINK EXISTED JUST BECAUSE A BETTER DESIGN. I AGREE WITH YOU. BUT RIGHT NOW IT IS UNDERUTILIZED AS COMPARED TO HOW HE HAS DESIGNED IT.E HAS DESIGNED IT NOW TO WHERE ALL OF THE PATIO SPACES CAN BE CLASSROOMS IN MANY WAYS. IN MANY MONTHS OF THE YEAR. JUST AN IDEA. GIVEN THE IDEA. >> AND WE CAN DO IT. THAT LETTER WINGS GETTING DONE. >> MAYBE THEY'VE GOT. THERE IS A GROUP THAT PLAYS CRIBBAGE THAT WAY. BUT THE ACTUAL SENIOR PROGRAM THAT USED TO BE THERE BECAUSE YOU'RE RIGHT. THAT USED TO BE A SENIOR PROGRAM JUST OFF THE TOP OF YOUR HEAD. DO YOU HAPPEN TO KNOW WHAT THE ANNUAL MEETING HOUSEHOLD INCOME IS FROM THERE? HAVE THEY EVER ASKED YOU THAT? WOULD YOU GUESS THAT IT IS LOWER THAN OUR OVERALL NOISES COUNTY AVERAGE IN THERE? >> IS GOING TO BE RIGHT THERE ON THE EDGE. IF WE INCLUDED. SO IF YOU LOOK AT THE FACILITY. THERE IS THE PASS IT ON CLUB. THE PASS IT ON CLUB WHICH USED TO BE THE OLD NURSES QUARTERS IS ACTUALLY A 12 STEP PROGRAM. SO WE GET PEOPLE YOU END UP WITH THAT OVER THERE AND KELLY. YOU END UP THERE AT THE HILLTOP FACILITY. IT IS PRIVATE AND IT'S BEHIND COMMISSIONER'S OFFICE OVER THERE. THEY TAKE CARE OF THEIR NEEDS. VERY HOW WOULD I PUT IT? VERY QUIET WAY. IT IS USED HEAVILY.AS MEETINGS IN THE MORNING AND AT LUNCH TIME. [01:45:12] >> THIS IS OUR PARK. THIS IS ACTUALLY A JOINT PARK BETWEEN THE CITY AND COUNTY. LONE OAK. LOST CREEK. HIS RIGHT THERE. >> I HAVE TO ARGUE WITH YOU THAT IS A PARK BASED ON THIS LOVELY GOOGLE EARTH MAP. IS IT A PARK? >> IT ACTUALLY IS A PARK. WHAT'S THERE IS BACK IN STOCK. TO COME IN AND BUILD A WALK TRAIL.TYPICALLY USED BY CHILDREN. BUT FOR SEASONAL PLAGUE FOR BACKSTOPS FOR THAT KIND OF THING. WE ARE GOING TO PUT IN A POND. ONE WILL BE A NICE FEATURE THAT YOU CAN WALK AROUND. TWO. IT WILL HELP THE COMMUNITY BECAUSE YOU CAN SEE WHERE THAT GREENLINE IS. THAT IS WHERE ALL OF THE WATER DRAINS FROM 6.4 DOWN THROUGH THAT PARK THROUGH THE SUBDIVISIONS. SO IT WILL SERVE AS WELL. AS PART OF THE AMENITIES THAT WE HAVE THERE AS PART OF THE WALKING TRAIL. WE WILL HAVE A LITTLE WORKOUT STATION. MAYBE A PUSH-UP STAY IN. STATEMENT. THEN WE WILL ALSO DEVELOP SOME OF THOSE DEALS A LITTLE BIT WHAT BETTER SO THEY CAN PLAY BALL. >> YOU FUNDING FOR THE WORKOUT STATIONS? NOT YET? >> WHO IS THIS? I DON'T KNOW. I WILL HAVE TO THINK ABOUT IT. >> WE WILL FIND THE MONEY FOR YOU DON'T WORRY. >> IT'S NOT HARD TO FIGURE OUT. OU JUST HAVE TO ASK. >> THAT'S RIGHT. BUT EDWARD. THERE IS CITY MONEY AND THE COUNTY CONFERENCE RIGHT NOW. IT IS ABSOLUTELY ELIGIBLE. AND WE NEED TO WORK WITH YOU. IT IS REALLY NOT FUNNY THAT YOU WILL ASK BECAUSE IT IS VERY NEEDED. AND WE NEED TO. >> YOU NEVER TELL US ANYTHING. YOU NEVER VOLUNTEER. >> JUDGE: I'M TELLING YOU RIGHT NOW. WHATEVER. >> BISHOP. REMEMBER THE TOTAL COST ON THAT? >> THAT WAS PRE-COVERED COVID DOLLARS. >> I KNOW WE DID THE SAME THING TO SENIOR CENTER. THEY ARE ALL ADA COMPLIANT. >> EVERYTHING NOW OF COURSE IS GOING TO BE ADA COMPLIANT. >> THANK YOU. APPRECIATE IT. >> THIS IS ONE OF THOSE. AS YOU ALL ARE WELL AWARE. AS PART OF THE COUNTY.YOU END UP WITH PARKS THAT ARE NOT REALLY PARKS. BECAUSE THE SAME THING HAPPENS IN THE CITY. BUT THE CITY DECIDES THEY GET A FEE. SO INSTEAD. WE GET PROPERTY. IF SOMEONE IS DEVELOPING A SUBDIVISION IN THE RURAL AREAS THEY HAVE TO SET A PIECE ASIDE FOR THOSE AREAS. IN OUR CASE THE COMMISSIONERS COURT HAS TO DECIDE YES OR NO. IN THE CITY WHAT THEY DO. THAT'S HOW THEY ENDED UP WITH 200 LITTLE PARKS BECAUSE ALL THE SUBDIVISIONS THIS IS ONE OF THOSE AREAS. THIS IS ACTUALLY LOST CREEK PARK. IT HAS ACCESS TO THE CREEK THAT'S THERE. IT IS JUST THE PROPERTY. WE DO USE IT. IF YOU LOOK TO THE LEFT, SOMEONE ABANDONED A BOAT THERE AND WE HAD TO HAVE IT REMOVED. IT IS RIGHT ON THE CREEK.WE HAD PLANNED FOR IT. BUT WHAT WE USE IT FOR IS WHEN WE DO CLEANUPS IN THAT AREA WE USE AS A STAGING AREA. >> JUDGE: HOW MANY ACRES IS IT? >> I HAVE IT IN THE PLAN. BUT I WILL GUESSTIMATE IT IS ABOUT TWO ACRES. >> JUDGE: WHAT IS THAT BUILDING RIGHT ON THERE? >> THAT IS SOMEBODY'S HOME.>> JUDGE: SO YOU ARE NOT FENCED. [01:50:01] IT'S JUST AN OPEN. DO YOU THINK IT'S WORTH THE MAINTENANCE? US UTILIZE A STATIONARY IS NOT NECESSARILY A PUBLIC PURPOSE. WHAT DO YOU THINKYOU ? IF IT IS BY THE CREEK IT CAN BE VERY IMPORTANT. >> IF WE DEVELOPED DOWNSTREAM AS WE ARE PLANNING IT COULD BE VERY IMPORTANT. TO NOTE, THERE IS ANOTHER PIECE OF PROPERTY THAT IS NOT ON THE OPPOSITE END OF THAT. I DON'T HAVE THE MAP. BUT I WILL SEND YOU AN EMAIL OR TEXT. THE COUNTY OWNS THE OPEN AREA AS WELL. >> JUDGE: ONE THING I HAVE A CONCERN OF IS THERE IS NO SIGNAGE HERE ANYWHERE. WE SHOULD PROBABLY SIGN UP EVERYTHING. WAS THINKING ABOUT YOUR WETLANDS I SAW MATT'S FACE. WHEN I SAW SEWAGE GOES IN THERE. JUST SO YOU KNOW. IT IS RUN OFF AND BACTERIA FIELD. I THINK THAT WE REALLY SHOULD INVESTIGATE GETTING YOU SOME DOLLARS FOR SOME SIGNAGE. DON'T GO IN HERE. NOTHING. THAT IS A HUGE LIABILITY. >> I THINK WE HAVE A NO SWIMMING SIGN THERE. WE ALSO HAVE ONE NEXT TO THE LIBRARY. WHAT WE DID THERE. THAT WAS THE MATERIAL THAT WAS USED TO BUILD THE STADIUM. THERE IS SIGNAGE THERE. WE DON'T GET A CHANCE TO TREAT THOSE PONDS? THEY ARE NOT TREATED CHEMICALLY. IT IS ALL NATURE. YOU CAN'T. THERE IS NO EXCHANGE OF WATER. SO THE BACTERIA IS NOT GOING TO GO ANYWHERE. BUT WE ARE IN A DROUGHT. I KNOW BUT NOT EVERYBODY FILTERS AND FROM THOSE ANIMALS. THAT IS A TOTALLY DIFFERENT THING. >> WE NEED TO WORK ON THAT. >> WE ARE WAITING RESULTS. LET ME JUST SAY THAT THE IST WAS HELPING US OUT THERE TRAINING SOME OF THEIR STUDENTS. SO THEY WENT OUT THERE AND THEY TOOK WATER SAMPLES AND FEEDBACK THAT INFORMATION TO US TO SEE HOW EFFECTIVE OR HOW WELL WE ARE DOING. >> JUDGE: PUT PUBLIC HEALTH ON IT. THEY WOULD LOVE TODO THAT. THAT'S WHAT THEY DO . >> NOT PART OF COURSE WE INHERITED. >> JUDGE: FROM THE CITY. >> THEY WERE GOING TO CLOSE IT. THE COMMUNITY HAD ALREADY DECIDED THEY WERE GOING TO MANAGE IT. WE NEED TO MAKE COMMISSIONER CHESNEY JUST WANTED TO MAKE SOME IMPROVEMENTS TO IT SO WE TOOK IT ON. WHAT WE ARE TRYING TO DO HERE IS ESTABLISH A FUND. WE TALKED ABOUT IT.E HAVE A REVENUE FUND WHERE MONEY IS COMING IN. WE DID THIS DEAL WITH THE CITY WE ARE WORKING ON THIS YEAR'S HOPEFULLY WE WILL WORK THROUGH IT. BUT IT IS OPEN. THE NAVY USES IT. THE PD USES IT. THEY USE IT FOR THEIR TRAINING. FOR THEIR DIVE TRAINING. WE USE IT FOR TRAINING PEOPLE TO DIVE INTO SOME EDUCATION FROM REP CURRENT TO RIPTIDE. WE HAVE OUR LIFEGUARDS OUT THERE. ON THE BOARD THERE.T HAS RUN FAIRLY WELL BUT WHAT WE WOULD LIKE TO DO IS ESTABLISH A FUND. MAKE IT LIKE A COUNTY DEPARTMENT. WHERE MINIMAL $25,000 A YEAR CAN BE USED JUST TO START THE OPERATIONS ALL OVER. CORPORATE FRIENDS OF AQUATICS. >> JUDGE: JUST SO YOU KNOW WE OUGHT TO GET THEM IN OUR OUTSIDE AGENCY FUNDS. HAVE THEIR 501(C)(3) PAPERWORK NORTHWEST NINE CUMIN I DIDN'T KNOW THAT. WE COULD GIVE TO THEM. >> I WILL MAKE SURE FLOW GETS THE INFORMATION. NEXT SLIDE PLEASE. THIS PARK IS OVER THERE IS A SMALL COMMUNITY PARK AGAIN. THAT COMMUNITIES. WE HAVE SOME ADDITIONAL PLAYGROUND EQUIPMENT AND UPGRADES TO THE WALKING TRAIL. PROBABLY PUT IN ON THE [01:55:02] BASKETBALL COURT. I FORGOT THAT WE DIDN'T HAVE THAT IN THERE. NEXT SLIDE PLEASE. THIS IS SANDY HOLLOW PARK. I DON'T KNOW IF YOU ARE FAMILIAR WITH THIS. BUT THIS IS JUST A SMALL AREA THAT IS LOCATED 97 AND 99. SO THIS IS THE ONLY PUBLIC ACCESS INTO THE RIVER UPSIDE OF THE BRIDGE THAT IS A PUBLIC AREA. A SMALL AREA. MY WIFE LIVED DOWN THAT WAY. USED TO GET LOST IN THERE. THAT IS THE PART THAT WE PARK OUT SO TO SPEAK. >> JUDGE: HOW MANY ACRES? THAT'S SUPER VALUABLE LAND. >> AGAIN, THESE ARE MAJORITY OF THE ITEMS I HAVE LISTED THERE. YOU SEE ALL THE DIFFERENT PARTS AND STUFF. SO OUR ASK IS PRETTY MUCH GOING TO BE WHAT WE HAVE LISTED THERE AS WELL AS FOR OUR BUDGET WE ARE ASKING FOR TWO-STEP INCREASE FOR EVERYBODY AS YOU ALL ARE AWARE THAT PARKS NOT ONLY DOES COMMUNITY SERVICES BUT WE DO GARBAGE COLLECTION. WE SET UP GARBAGE COLLECTION POINTS ENTIRE COLLECTION POINTS. WE TAKE CARE OF ALL THAT MATERIAL. WE ARE KIND OF LIKE THE SWIFT SWISS ARMY KNIFE OF THE COUNTY. WE DO HEATING SHELTERS. WE DO COOLING SHELTERS. WE ARE GETTING READY TO GO INTO HURRICANE SYSTEMS SEASON. WE ARE GETTING OUR SYSTEMS READY. WE MAY NOT HAVE THE SUPPORT FROM THE HEALTH DEPARTMENT. SO WE ARE GOING TO HAVE TO BRING IN ADDITIONAL PERSONNEL FOR BANDING AND FOR TRANSPORTATION. >> WE WILL HAVE THEIR HELP FOR WHAT? >> FOR BANDING. WE USED TO BRING THEM IN. THEY'RE GOING TO BE AT THE MEDITERRANEAN. >> JUDGE: PUBLIC HEALTH IS? >> WILL BE AT THEM EDITORIAL TO HELP WITH THEIR EVACUATION. >> JUDGE: IS STILL A CITY COUNTY PUBLIC HEALTH. WE NEED TO MAKE SURE THEY DEDICATE SOMEBODY FOR US. THAT WILL HELP YOU EDWARD. AND WE ARE ABOUT TO RENEGOTIATE THAT. THAT IS SOMETHING WE NEED TO ASK FOR.THEY DON'T GET TO CHOOSE AND LEASE LEAVE US OUT. THAT IS JUST NOT APPROPRIATE. THANK YOU FOR BRINGING THAT TO MY ATTENTION. >> JUDGE: REMIND THEM? >> PUTTING ON MY HAT FOR OPERATIONS CHIEF. IS MAKING SURE THAT OUR EXISTING CONTRACTS ARE THERE. MAKE SURE WE HAVE A 2.5 MEGAWATT GENERATORS THAT ARE OUT THERE. MAKE SURE THE LAST TIME WHEN HARVEY WAS HERE, WE HAD FUEL DROPS. WE HAD TO 5000 GALLON CONTAINERS WORTH OF SUPPORTING EQUIPMENT THERE FOR DIESEL AND GASOLINE DROPPED. WE NEED TO MAKE SURE ALL OF THESE THINGS ARE READY FOR OUR SEASON THAT IS COMING UP. >> JUDGE: SO YOU ARE WORKING ON THAT WITH THEM? OKAY. AND DO YOU SEE ANY DEFICIENCIES SO FAR? DO YOU HAVE ANY NEEDS DOLLAR WISE? >> THE ISSUE WAS. THAT WE USED ATV GENERATORS. SO I NEED TO MAKE SURE WE STILL HAVE THAT COMMITMENT FROM ATB DURING HURRICANE HARVEY. WHAT HAPPENED THEN WAS THEY DROPPED OFF THE GENERATOR. THEY HAD 318 WHEELERS THERE. UT I HAD TO GET THE CITY UTILITY TO CONNECT THEM BECAUSE THEY WERE DOING THEIR ATVS. >> JUDGE: WHY DON'T WE DO A PRE-POSITION TO, DO YOU THINK YOU NEED TO HAVE MEGAWATTS? >> THAT'S WHAT IT REQUIRES TO RUN MY FACILITY. >> JUDGE: THAT IS A LOT. I THINK, YOU SHOULD ASK. BUT UNLESS THEY ARE GOING TO GUARANTEE. WE SHOULD HAVE A PRE-POSITION CONTRACT FOR IT MAY BE FOR THAT. JUST SO YOU WON'T BE LEFT HIGH AND DRY. >> THOSE ARE THE THINGS WE ARE LOOKING AT. AGAIN WE ARE LOOKING FOR ADDITIONAL 12 PERSONNEL TO HELP MAINTAIN OUR PARK SYSTEM. ONE IS A PLANNER. ONE IS OF COURSE AN ASSISTANT FOREMAN. AND THEN SIX TWOS AND SIX [02:00:01] THREES. ALL OF OUR EMPLOYEES HAVE BEEN TRAINED. AT THE HEIGHT OF COVID. WE HAD WE WERE IN SUPPORT OF THE HEALTH DEPARTMENT. IN OUR OWN SUPPORT. WE ALSO SUPPORTED TWO TEAMS FROM THE NATIONAL GUARD AND WE DID BOTH VACCINES. WE DID ALSO SWABS TOWARDS THE END THERE. IN MY OPINION A RECORD OF 1135 PEOPLE LESS THAN A DAY. VERSUS WE HAD TWO TEAMS OF 37 LEADS WITH 1200 SWABS BEING DONE AT THAT TIME. SO MY TEAMS ARE VERY WELL-TRAINED WE TRAINED THEM IN SHELTER MANAGEMENT.WE THEN EXERCISES WITH NOT ONLY LAB EXERCISES.BECAUSE WE DID THIS PIECE WHERE THURSDAY WE FLIPPED OUR TEAMS FROM DOING COVID SHOTS AND NASAL SWABS TO GOING TO THE FAIRGROUNDS AND RUNNING A 12 HOUR SHIFT THROUGH SUNDAY. FROM THURSDAY THROUGH SUNDAY THAT WE HAD THIS LAST TIME. WE HAD ABOUT 64 PEOPLE IN THE SHELTER THAT WERE BROUGHT IN FROM NOT ONLY OUR LOCAL AREAS BUT ALSO FROM THE CITY OF CORPORATE HELPING MANAGE ALL THAT. OUR SKILL LEVEL ON OUR TEAMS IS VERY HIGH. THEY ARE AGAIN. HURRICANES WE ARE GOING TO BRING IN OUR COOKS NOW. WHAT WE FOUND OUT LESSONS LEARNED FROM HARVEY WAS WE DID NOT HAVE ENOUGH COOKS. SO WE ARE GOING TO BRING IN OUR COOKS TO SHELTER IN PLACE. WHEN HARVEY WAS THERE WE HAD OVER 400 THERE ON THE PLATFORM. WITHOUT COUNTING THE COAST GUARD. THAT WAS ABOVE ALL THAT WHILE WE WERE THERE. AND THE COAST GUARD BROUGHT IN. THEY ENDED UP WITH 120 ON PERSONNEL THERE. THEY ARE MANAGING ALL OF THE OPERATIONS TO HOUSTON FROM THERE.THAT IS WHY I THINK OUR PERSONNEL ARE REALLY WELL TRAINED FOR ANY EMERGENCY THAT WE HAVE. AND OUR SITE MANAGERS ARE HEROES THAT ARE UNSEEN. NOT ONLY DO THEY TAKE CARE OF THESE ISSUES WITH US. BUT THEY ALSO ADDRESS THE NEEDS OF THE SENIORS. SENIOR WANTS TO. HOW DO I DO THIS OR HOW DO I GET WITH SOCIAL SECURITY? THEY HELP THEM REACH THAT NEXT LEVEL STEP. YOU WILL SEE THAT I DON'T HAVE A REQUEST. JUST WHATEVER YOU THINK THAT I'M WORTH. I AM ALMOST I GOT MAYBE ANOTHER 10 YEARS IN MY TANK. I PROMISE COMMISSIONER JOG AT LEAST TWO MORE. THAT IS MY PRESENTATION. >>. >> JUDGE: TWO PAY GRADES UP. >> TO PAY GRADES UP FOR EVERYBODY. >> JUDGE: WHAT WAS THAT TOTAL? >> 40,000 109. >> THE PARK IS 524,000. THEN FOR COMMUNITY SERVICES 4195. 5000 994. >> JUDGE: WE ALSO FIGURED OUT THAT IF WE WERE TO TAKE INTO CONSIDERATION ALL OF THE REASONS YOU SUGGESTED. AS TO WHAT IT IS THEY ACTUALLY DO. IF WE WENT UP ANOTHER 10 PERCENT ON OUR RETENTION. THAT WOULD BE 124,000 FOR YOUR STAFF. AND 10 PERCENT I KNOW IS LIMITED. BUT IN THE YEAR THAT IS LIMITING. THAT 10 PERCENT. I THINKWOULD EQUATE TO , WAS IT ONE STEP OR TWO? TWO STEPS. SO WE COULD ACHIEVE THE SAME FOR ONE YEAR. IN A YEAR THAT IS LIMITING DOLLAR WISE. THAT SHE YOU COULD ACHIEVE WHAT YOU ARE TRYING TO ACHIEVE IN THIS NEXT FISCAL YEAR IN A DIFFERENT WAY. AND WE HAVE CALCULATED IT BE 124,002 THE COUNTY. BUT IT WOULD REPRESENT THOSE TO PAY STEPS THAT YOU ARE LOOKING FOR FOR YOUR FOLKS. JUST FYI. AS AN ALTERNATIVE TO. IT WOULD NOT BE PERMANENT BUT YOU CAN COME BACK NEXT YEAR IF GROWTH LOOKS LIKE WHAT IT IS, [02:05:06] YOU'RE LOOKING AT AN ENTIRE COUNTY THAT ONLY HIDES $1 MILLION WORTH OF NEW INCOME FOR PROBABLY $20 MILLION WORTH OF REQUESTS. AND MILLIONS ARE ALREADY PLEDGED. IT IS NOT A MATTER OF YOU ARE NOT VALUED. IT IS A MATTER OF IS THERE ANY OTHER CREATIVE WAY TO GET YOU BOTH RESOURCES AND THE PERSONNEL? THAT IS HOW I SEE IT. IT IS A VERY TOUGH YEAR. BUT THIS IS THE FIRST TIME. I WILL BE HONEST. I DON'T REMEMBER YOU COMING A YEAR AGO OR THE LAST YEAR AND THIS IS EXACTLY WHAT YOU NEED TO DO IN ORDER TO PRESENT THE WHOLE PACKAGE. I THINK IT'S GREAT THAT WE'VE DONE IT AND THE MASTER PLAN. AND IT DOES GIVE ME NOT HIDING ANYTHING. IT MAKES ME SEE IT DIFFERENTLY. AND SOME OF THE THINGS WE HAVE TALKED ABOUT WERE ALREADY THINGS YOU KNOW. WE TALKED ABOUT THAT. BUT SOME THINGS LIKE THE LIGHTBULB THAT GOES ON. BUT I WANT TO WORK WITH PEOPLE WHO WANT TO WORK WITH NUECES COUNTY. AND THAT IS WHY YOU'RE GREAT TO WORK WITH.HIS BUSINESS OF WE WILL FIND THE FUNDING. WHERE? YOU HAVE TO WORK IN A TEAM COLLABORATIVE APPROACH? >> WE WANT TO WORK WITH YOU EDWARD. >> JUDGE: RIGHT. >> ALL I WANT TO SAY TO YOU AND YOUR CREW. YOUR ESSENTIAL CREW. I THINK THEY ARE VERY ESSENTIAL. THANK YOU VERY MUCH FOR WHAT YOU ALL DO. YOU DO HAVE SOME VERY EXPERIENCED PEOPLE.'M NOTICED YOU HAVE PEOPLE THAT CAN DO WELDING, CARPENTRY. PLUMBING. SIDES VERY GOOD AND ALL THAT. SO I'M NOT GOING TO TRANSLATE INTO MONEY. I WANT TO TELL YOU ARE APPRECIATED. >> JUDGE: THE LAST PRESENTATION OF THE DAY. THIS IS NOT YOUR FAULT. BUT WE STARTED OVER THREE HOURS IF YOU REALLY THINK ABOUT IT. AND SO ALL I HAVE TO SAY IS I HAVE A HARD STOP AT ABOUT 140. WHICH GIVES YOU 35 MINUTES. IF YOU NEED MORE TIME WE WILL FIGURE IT OUT HOW TO BRING YOU BACK. IT WOULD BE SPEEDING DURING JUNE 22 MEETING. I DO NOT WANT TO CUT YOU SHORT I JUST NEEDED TO LET YOU KNOW THAT. >> I APPRECIATE THAT. I AM GLAD TO BE HERE BECAUSE WHAT I WANT TO FOCUS ON THIS PARTICULAR BUDGET PACKAGE IS RECLASSIFYING THE POSITIONS IN MY OFFICE. AND THROUGH SOME OF THAT RECLASSIFICATION GIVE APPROPRIATE SALARIES TO THOSE PEOPLE WHAT I WANT TO DO FIRST BEFORE WE GO OVER THAT IS I WOULD LIKE TO DO A PRESENTATION ON WHAT THE DISTRICT CLERK'S OFFICE IS. AND WHAT DUTIES IT HANDLES. SO PERHAPS YOU COULD GIVE A BETTER IDEA OF WHY I WANT TO DO THIS FOR MY EMPLOYEES. FOR MY CLERKS. FIRST OF ALL, I WANT TO LET YOU ALL KNOW. I DON'T KNOW HOW MANY OF YOU KNOW THIS. THE COUNTY CLERK'S OFFICE IS UNIQUE HAVE A DISTRICT CLERK AND A COUNTY CLERK. THE DISTRICT CLERK TAKES CARE OF THE DISTRICT COURTS AND THE COUNTY CLERK TAKES CARE OF THE COUNTY CLERKS. NOT SO IN NUECES COUNTY. LONG BEFORE I EVER THOUGHT I WOULD BECOME THE DIFFERENT AND THE COUNTY COURT AT LAW JUDGES AT THAT TIME. I CAN'T EVEN REMEMBER NOW WHAT THE ISSUE WAS BUT WHAT HAPPENED WAS LEGISLATION WAS PASSED AND IN THE DISTRICT CLERK'S OFFICE. SO YOU CAN IMAGINE HOW THAT INCREASED THE AMOUNT OF WORK BUT THE DISTRICT CLERK'S OFFICE IS RESPONSIBLE FOR. LET ME TELL YOU WHAT WE ARE RESPONSIBLE FOR. THE DISTRICT CLERK'S OFFICE IS RESPONSIBLE FOR ALL FILINGS. AND REQUESTED SERVICES FOR 5 COUNTY COURT AT LAW. WHICH INCLUDES JUVENILE AND PROBATE. EIGHT DISTRICT COURTS. INCLUDING MAGISTRATE AND THE COURTS. WE ALSO TAKE CARE OF ALL THE JUSTICE OF THE PEACE APPEALS. IN ALL MUNICIPAL COURT APPEARS APPEALS FOR ALL NUECES COUNTY. [02:10:02] OUR ONE QUART FILES RECORDS WITH ALL APPELLATE COURTS. WE FILE ALL PRO SE PLEADINGS PLEADINGS ACROSS OUR COUNTER. WELL OVER SEVERAL THOUSAND FILINGS EVERY YEAR. AND IT GOES UP EVERY YEAR.THE DISTRICT CLERK'S OFFICE IS THE NUCLEUS FOR THE JUDICIAL SYSTEM. WE ARE NEEDED TO ASSIST THE COURTS. THE DISTRICT ATTORNEY'S OFFICE. SHERIFF'S DEPARTMENT COMMISSIONERS COURT. THE PROBATION DEPARTMENT FEDERAL STATE AND LOCAL LAW ENFORCEMENT AGENCIES. WITH FULFILLING THEIR RESPONSIBILITY TO THE CITIZENS OF NUECES COUNTY. AFTER OUR STATE LEGISLATOR MEETS. OUR CLERKS ARE CHALLENGED BY NEW LEGISLATION THAT INCLUDES UNFUNDED MANDATES. SUCH AS RECENTLY THE BAIL REFORM. MORE WORK BUT NO FUNDING FOR ADDITIONAL CLERKS. LITTLE DID THOSE JUDGES KNOW. WHEN THEY MADE THE CHANGE TO THE DISTRICT CLERK'S OFFICE. HOW THINGS WOULD BE DIFFERENT IN THE YEAR 2022. IT HAS BECOME ONE OF THE LARGEST DEPARTMENT AND NUECES COUNTY. MANY OF THE REASONS FOR THE CHANGES COME FROM OUTSIDE INFLUENCES SUCH AS ELECTRONIC FILING. AN ODYSSEY. REVOLUTIONIZED THE DIFFERENT DISTRICT CLERK'S OFFICE. ATTORNEYS CANNOT E-FILE THEIR DOCUMENTS ON 820 47 BASIS. WHILE THE CLERKS CONTINUE TO WORK FIVE DAYS A WEEK. 85. ODYSSEY BECAME THE NEW FILE FOLDER. CLERKS ARE NOW EDUCATED ON THE STANDARDS THAT MUST BE MET TO ACCEPT THOSE HE FILINGS. LOAD THEM INTO ODYSSEY AND GET THEM TO OUR COURT CLERKS AND TO THE COURT. CHANGES HAPPENED WITH THE COURTS AS WELL. WE HAVE A 4D COURT. THAT 4D CORD IS PART OF THE ATTY. GEN.'S OFFICE. SO WE HANDLE ALL THE E FILINGS FROM THE ATTY. GEN. OFFICE. AND THAT IS HUNDREDS AND HUNDREDS OF E FILINGS OPENING THOSE CHILD SUPPORT CASES CLOSING THE CHILD SUPPORT CASES. IN FACT WE HAVE A FIVE-YEAR CONTRACT WITH THE ATTY. GEN. FOR DOING THAT. OUR GROWING POPULATION INCREASES THE NUMBER OF COURT FILINGS AS DOES ANY INCREASED FILINGS FROM THE DISTRICT ATTORNEY'S OFFICE. DURING PEDAL WE HAD THREE GRAND JURIES GOING. NO TRIALS. WE HAD THREE GRAND JURIES. GOING. SO WE HAD INDICTMENTS AND INFORMATION MORE THAN WE'VE HAD TO HANDLE DURING COVID. SO WHEN ALL OF THIS HAPPENED. I HAVE TO USE MY OVERTIME. I HAVE TO USE IT SO THAT WE CAN STAY UP. THROUGHOUT THE COVID PANDEMIC. THE DISTRICT CLERK'S OFFICE STAYED OPEN.N MY EMPLOYEES CAME TO WORK. WE DID QUARANTINE FOUR TIMES. BUT AS SOON AS OUR TEST RESULTS CAME BACK NEGATIVE WE RETURNED TO THE OFFICE EXPOSING OURSELVES THAT WE CAME TO WORK BECAUSE THE COURTS DON'T STOP. AND WE CANNOT EITHER. WE HAVE TO GET OUR WORK DONE. EVEN OUR COURT CLERKS WERE UP THERE IN THE COURTROOMS WORKING.THE CONTINUES TO HOLD COURT THE RESUME. ATTORNEYS FILING THE DOCUMENTS. THE JAIL IS FILLED WITH INMATES NEEDING TO BE PROCESSED AND THE PUBLIC IS STILL FILING COURT DOCUMENTS ACROSS OUR COUNTERS. EVERY CLERK BECAME ESSENTIAL DURING THAT PANDEMIC. I KNOW THERE WAS TALK OF NONESSENTIAL AND ESSENTIAL. BUT NOT IN MY OFFICE. THEY WERE ALL ESSENTIAL. WE BECAME A TEAM. IT WAS WONDERFUL TO SEE THAT COVID COULD PRODUCE SOMETHING VERY GREAT OUT OF THAT. AND THAT WAS TO SEE MY CLERKS COME TOGETHER AND WORK WITH EACH OTHER AND WORK WITH LIL AND I AS A TEAM DURING THIS TIME. YOU CAN SEE THE IMPORTANCE OF A CLERKS OFFICE. BUT WITH ADDED. THIS OFFICE WOULD BE IN DISARRAY. THE CLERKS RECEIVED EXTENSIVE TRAINING AND CONTINUING EDUCATION. WHEN I GO TO THE CONFERENCES. THAT WE HAVE IN OUR REGION AND ALSO IN THE STATE. I DON'T JUST GO FOR MYSELF. I GO FOR MY CLERKS. I COME BACK WITH THE MATERIALS AND THE INFORMATION SO WE CAN STAY CURRENT BECAUSE THINGS CHANGE ALL THE TIME. THEY ARE VERY WELL TRAINED AND [02:15:07] VERY WELL EDUCATED. BECAUSE OF THIS I NEED PEOPLE WHO WILL STAY WITH ME MORE THAN SIX MONTHS. WHEN I LOOK AT THE APPLICATIONS THAT COME ACROSS MY DESK. I SEE PEOPLE THAT WORK MAY BE SIX MONTHS BEFORE THEY GO ON TO ANOTHER JOB. AND I'VE GOT TO BE ABLE TO ATTRACT PEOPLE THAT ARE GOING TO STAY. I HAVE TO HAVE SOMETHING TO GIVE TO THEM SO THEY WILL STAY WITH MY OFFICE AND BECOME A BENEFIT TO MY OFFICE. I HAVE ONE CLERK WHO HAS SPENT 30 YEARS IN THE DISTRICT CLERK'S OFFICE. I VALUE HER KNOWLEDGE AND HER EXPERIENCE. I HAVE TO COUNT ON THAT. I CAN'T DO WHAT THEY DO. BUT THEY CAN DO WHAT THEY DO. AND SO I REALLY APPRECIATE THAT. SOMETIMES WE DIP INTO OUR OVERTIME TO STAY AS CAUGHT UP AS POSSIBLE. WE HAVE THINGS THAT HAPPEN IN OUR OFFICE LIKE IT DOES IN EVERY OFFICE WE LOSE PERSONNEL. PERSONAL RETIRE. THEY GET SICK. AND WHEN THAT HAPPENS. BECAUSE WE CAN FALL BEHIND.I DO GO INTO MY OVERTIME. IF I HAVE TO PUT MORE OVERTIME MONEY AND THAT OVERTIME IT DOESN'T BOTHER ME. WE HAVE TO STAY ON TOP OF THINGS. BY ADJUSTING THE PAY AND REVISING THE JOB DESCRIPTIONS I BELIEVE I CAN KEEP THE CLERKS I HAVE THE DISTRICT CLERK'S OFFICE NEED TO REMAIN EFFICIENT AND MEET THE NEEDS OF THE JUDICIARY, COUNTY AND THE PUBLIC. I'VE HAD APPLICATIONS FOR PEOPLE WHO HAVE NEVER EVEN HAD A JOB. WHO HAS DONE AN OUTSTANDING JOB THROUGH COVID AND THROUGH THE YEARS THAT SHE HAS BEEN IN THAT POSITION. I AM ASKING COMMISSIONERS COURT TO INCREASE THE SALARY. BECAUSE NUMBER ONE SHE IS A DEPARTMENT HEAD AND SHE IS NOT BEING PAID AS A DEPARTMENT HEAD. SHE HAS HER OWN BUDGET. SHE HAS PEOPLE THAT SUPERVISORS INCLUDING THE EMPLOYEE WE HAVE FROM THE SHIPS DEPARTMENT. AND HER JOB DUTIES HAVE CHANGED. COVID CHANGED THE FACE OF THE JURY. 100 PERCENT. I WOULD LIKE TO TELL YOU THAT BACKGROUND BECAUSE I DON'T THINK A LOT OF PEOPLE REALLY KNOW WHAT HAS HAPPENED TO JURY DUTY SINCE WE'VE HAD COVID. I DON'T BELIEVE IT WILL EVER GO BACK TO BEING THE WAY AND HONESTLY IT IS WORKING GREAT THE WAY IT SET UP. AND I THINK WE CAN CONTINUE WITH JURY DUTY FOR RESUMING THE IN-PERSON TRIALS. THE COUNTIES JUST COULDN'T DESIGN. ONE DAY I'M GOING TO DO IN PERSON. THEY HAD TO SUBMIT A PLAN TO THE SUPREME COURT OF TEXAS. AND THE GOVERNOR. AND THAT HAD TO BE LOCATED BEFORE THEY COULD DO THAT. AFTER WE WERE ABLE TO GET THAT OKAYED IT. WE BEGAN TO WORK ON THINGS THAT WHAT WE THOUGHT WE HAD TO DO TO TRY TO IMPLEMENT THE PLAN.AND SOCIAL DISTANCING WAS REALLY THE ELEPHANT IN THE ROOM ALL THE TIME. HOW ARE WE GOING TO SOCIALLY DISTANCE. HOW ARE WE GOING TO CHOOSE ALL THESE PANELS THAT ARE NEEDED BY THE COURT? HOW ARE WE GOING TO DO THIS? WELL, WE GOT TIM TO COME DOWN WITH HIS LITTLE HANDY SOCIAL DISTANCE MAKER MARKER MARKER. WE FOUND OUT THE CENTRAL JURY ROOM USED TO HOLD HUNDREDS OF PEOPLE.OULD NOT ONLY HOLD 83 PEOPLE. THAT WAS WHAT WE HAD TO WORK AROUND.OW WE WERE GOING TO DO THAT. AND SOMETHING THAT I HAVEN'T BEEN USED BUT NOT ALL THE TIME WAS THE APPLICATION OF OUR ONLINE JURY AND PANEL. THAT CAME TO OUR RESCUE. BECAUSE WHAT WE WERE ABLE TO DO AND WHAT WE HAVE BEEN ABLE TO DO WITH ONLINE JURY AND PANELING WAS CREATE ONE JURY PANEL FOR ONE JUDGE ONLINE. THEY WOULD ANSWER THE QUESTIONS ONLINE. THEY WOULD BE QUALIFIED ONLINE. THEY DIDN'T HAVE TO COME TO THE CENTRAL JURY. THEY COULD GO STRAIGHT TO THE COURTROOM. [02:20:01] AND SO WE TOOK THAT APPLICATION AND WE SET IT UP THE SAME WAY. OUR JURY SUMMONS WOULD GO OUT BUT THEY WOULD GO OUT TO PEOPL . THEY WOULD GO OUT BUT WE WOULD SELECT THE JURORS. FROM WHOEVER CAME BACK ONLINE. AND FILLED IT OUT. WE WOULD CHOOSE THEM AND SEND THEM A TEXT TO TELL THEM WHEN TO SHOW UP AND WHAT COURT. NOW THE REST OF THE PEOPLE THAT WE SUMMON. WE WERE ABLE TO USE THE TEXT MESSAGE TO SEND THEM A TEXT AND TELL THEM NOT TO SHOW UP. THAT WAS ANOTHER FEATURE OF THE JURY MANAGEMENT PROGRAMMING THAT WE THOUGHT WAS TEXT MESSAGING. WE HAVE USED THAT CONTINUOUSLY THROUGHOUT THIS PROCESS. EVEN IF PEOPLE CAME IN. WE WERE ABLE TO GO AHEAD. PEOPLE DIDN'T GET A TEXT OR WHATEVER. AND THEY STILL CAME IN.E WERE ABLE TO HAVE THEM ENTER THEIR INFORMATION ON KIOSKS. AND BE ASSIGNED TO THAT COURT. WE HAVE BEEN SENDING OUR JURY SUMMONS OUT. THROUGH THE ONLINE SYSTEM THAT HAVE SENT US THEIR PHONE NUMBER NOT TO COME IN. EVEN IF IT GETS CANCELED. NOT TO COME IN. WILL BE ABLE TO GO INTO THE FUTURE WITH THAT. AND THROUGH ALL OF THAT SHE DID THE LEGWORK FOR THE IMPLEMENTATION. SHE IS FAITHFUL. IN CONTACTING THOSE JURIES. MAKING PEOPLE COMFORTABLE TO MAKE SURE THAT THE JURY WAS HANDLED. THAT PEOPLE GOT WHERE THEY NEEDED TO BE. AND SO I FEEL LIKE SHE IS MORE THAN WORTHY TO RECEIVE A SALARY FITTING WHAT SHE HAS BEEN DOING FOR THE LAST YEAR. LOOKING AT THE INFORMATION THAT WAS SUBMITTED TO YOU AS FAR AS SOME JOB TITLE CHANGES. WHEN I CAME INTO OFFICE I FOUND OUT THAT MY ADMINISTRATIVE SECRETARY WAS REALLY THE RECOR . THE PERSON OVER RECORDS. I DON'T HAVE AN ADMINISTRATIVE. BUT THAT'S OKAY. I WOULD LIKE TO GO AHEAD AND CHANGE THAT TITLE TO RECORDS MANAGER. IT ALSO DESERVES. HE DESERVES SOME RAISE AND PAY AS WELL. OF COURSE HE DOES ALL OF OUR RECORDS FOR ALL OF THE COURTS. HE WORKS HAND-IN-HAND WITH OUR RECORDS WAREHOUSE MAKING SURE THAT WE CAN SEND THOSE RECORDS OVER THERE.HAT ARE READY TO BE DESTROYED. HE ANSWERS ALL OF OUR RECORDS REQUEST. FROM PEOPLE ALL OVER THE COUNTRY. AND I FEEL LIKE JOHN NEEDS TO HAVE AN INCREASE. HE HAS FOUR PEOPLE UNDER HIM AND HE HAS A LOT OF DUTIES WITH THOSE RECORDS.I HAVE SOME OTHER SUPERVISOR PEOPLE THAT ARE NOT CONSISTENT WITH EVERYBODY WITH THE OTHER SUPERVISORS IN MY OFFICE. AT THE SAME SALARY.AND JUDGE WAS LIKE A PART-TIME JUDGE. NOW SHE HAS BECOME, HAS BEEN GIVEN FULL-TIME DUTIES AS A JUDGE THAT INCREASES WHAT SHE WILL BE PUTTING OUT. I'M GOING TO BE NEEDING ANOTHER COURT CLERK TO HANDLE NOW ALL OF THE PAPERWORK OUT OF JUVENILE. ALSO, I KNOW THE DISTRICT COURTS HAVE BEEN TALKING ABOUT AUXILIARY COURTS. ESTABLISHING HAVE TO ASSIGN A [02:25:01] CLERK TO THOSE COURTS. SO I AM GOING TO BE NEEDING SOME MORE CLERKS AS WELL. ADDITIONAL PERSONNEL AS WELL FOR THAT. SO I HAVE A REQUEST IN FOR THAT. AND THEN, I HAVE SOME OTHER PERSONNEL THAT NEED TO BE RECLASSIFIED. I HAVE EIGHT SENIOR CLERK ONE AND EIGHT SENIOR CLERK TO THAT ARE WORKING IN BOOKKEEPING AND THEY SHOULD BE RECLASSIFIED TO ACCOUNTING ASSISTANCE. ALSO, I AM LOOKING AT ALL OF MY COURT CLERKS BECAUSE THESE COURT CLERKS. THE COURT CLERKS WE HAVE ALTHOUGH THEY WORK IN EVERY COURT. AND COUNTY COURT. MISDEMEANOR COURT AND DISTRICT COURT.THEY ARE NOT PAID THE SAME AS A REGULAR COURT CLERK THAT IS ASSIGNED TO ONE PARTICULAR COURT. SO I HAVE FOUR OF THOSE AND I WOULD LIKE TO SEE THEIR PAY HOLD UP TO THE BEGINNING PAY RAISE FOR COURT CLERK. AND FOR THE REST OF MY CLERKS. WITH THE INCREASE IN SOME OF THE ADDITIONAL FUNDING MANDATES FROM THE STATE LEGISLATURE. THEY HAVE HAD TO TAKE ON MORE DUTIES THAN JUST COURT CLERK DUTIES. AND SO I FEEL THAT THEY NEED TO BE PAID A LITTLE BIT MORE THAN WHAT THEY ARE NOW. I CAN'T LOSE THE EXPERIENCE COURT CLERKS SO I WOULD REALLY LIKE YOU TO CONSIDER. >> JUDGE: ARE THESE CLERKS IF WE CHANGE ONE WE CHANGE THEM ALL? IS THAT CORRECT? >> YOUR SENIOR CLERKS. THE ASSIGNED COURT CLERKS. >> JUDGE: I'M GOING TO BE REDOING THE JOB DESCRIPTIONS TO MATCH ANY TYPE OF 20 YEARS THAT THESE DESCRIPTIONS HAVE BEEN CHANGED EIGHT SENIOR CLERK AS A BEGINNING CLERK AND MY OFFICE. THAT JOB DESCRIPTION IS STANDARD FOR THE ENTIRE COUNTY. ALL OF THOSE DEPARTMENTS USE THOSE SAME JOB DESCRIPTIONS. IT DOESN'T REALLY TALK ABOUT THE SPECIFIC NEEDS THAT I HAVE. I WOULD LOVE TO BE ABLE TO BRING SOMEBODY IN THAT ALREADY HAS AN IDEA OF THE LEGAL DOCUMENTS THAT WE HANDLE DAY AFTER DAY. THE COMPUTER SKILLS THAT WE NEED. AND SOMEONE THAT HAS MATURITY. THAT WON'T LEAVE ME AND SIX MONTHS. >> WE DIDN'T MENTION IT. BUT THERE WAS CHANGES TO THE FEES ACROSS THE BOARD. >> WE HAD TO GET THAT INFORMATION TO TYLER TECHNOLOGY. >> JUDGE: WHAT, IF ANY, ARE THERE ANY FEES AFTER THAT WE HAVE NOT CAPTURED FOR THIS YEAR OR THIS COMING FISCAL YEAR THAT WE NEED TO? IS THERE ANY UPWARD MOBILITY? LIKE FOR EXAMPLE WE HAVE THE ABILITY TO DO $10 BUT WILL THEY HAVE FIVE OR SIX. THIS IS THE YEAR TO BRING THOSE FORWARD. WE HAVE ONE FEE. TALENT MUST IT UP WHEN WE INPUT THE FEES TYLER GAVE US.O WE ARE CHARGING FOR. >> THE FEE IS INCORRECT SO WE'VE BEEN HAVING TO BUILD THE DIFFERENCE TO THE ATTORNEYS. AND THAT IS STILL OUTSTANDING FROM TYLER. >> JUDGE: THAT SOMETHING WE NEED TO WORK ON. THERE'S NOTHING OUT THERE THAT WE CAN GO RECUPERATE TO BRING IN TRADITIONAL REVENUE? >> NO. OKAY. >> THAT'S REALLY IT. I HAVE COME TO FIND OUT THAT I HAVE AN AWESOME DISTRICT CLERK'S OFFICE AND THEY DO SO MUCH FOR THE COUNTY AND FOR THE CITIZENS. NO ONE KNOWS. IT. >> JUDGE: YOU DID A GREAT JOB OF EXPLAINING IT. BUT I HAVE NEVER HEARD ANYBODY REALLY DO SUCH A GOOD JOB IN THAT TIMEFRAME TO REALLY MAKE EVERYONE UNDERSTAND ON A DIME WE LITERALLY WENT REMOTE. [02:30:04] ON EVERY COURT. AND EVERY SUPPORTING SERVICES FOR THOSE COURTS. AND WE JUST KEPT DOING IT. SO WHEN THERE WAS NO TIME TO DO. YOU GUYS REALLY DID AMAZING. WORK TO MAKE THAT HAPPEN. ONCE WE DEPLOYED. HEY HERE'S HOW WE ARE GOING TO DO IT.>> THE LAPTOPS SAVED US. WE COULD AT LEAST TAKE THOSE HOME AND KEEP E-FILING. WE CANNOT PRINT OUT BUT YOU'RE RIGHT. WE JUST MOVED UP TO SEVERAL NOTCHES. >> JUDGE: PLUS ALL OF THE SIEGES WORK YOU ARE DOING. HAS IT HELPED THAT WE GOT YOU EXTRA HANDS ON DECK THERE? >> CAN LET THAT GO AND WORK ON OTHER PROJECTS? >> JUDGE: I KNOW A WEEK AGO WE WERE AT 89 PERCENT. HAS IT MOVED AT ALL? >> WE ARE STILL 89 PERCENT. >> JUDGE: WE ARE STILL 89 PERCENT. >> I NEEDED TO GET THROUGH THIS WEEK. BUT BY NEXT WEEK I THINK WE NEED TO ROUNDTABLE AGAIN. AND GET US OVER THAT 19. WE HAVE A SET OF INTERNALDATA . JULY. FIRST WEEK OF JULY. >> WE CAN MEET 90 PERCENT. BUT I WANT TO MAKE SURE WE ARE AT 90 PERCENT BY AUGUST 1. BECAUSE THAT IS THE DATE. >> JUDGE: I DON'T WANT TO RISK IT SO I'M TELLING MYSELF EARLIER. >> I'M WORKING AS HARD AS I CAN. >> JUDGE: YOU ARE ONE SIDE OF THE COIN. >> I'M LOOKING AT YOUR STAFF. I CAN'T BELIEVE I'M SEEING 31,000. >> YOU ALL HAVE DONE A GREAT JOB IN HELPING US WITH INCREASES. I REALLY DO APPRECIATE THAT. BUT WE ARE STILL BELOW $15 AN HOUR FOR OUR ENTRY PEOPLE. I'VE LOST TWO BACK-TO-BACK E FILERS. >> LET ME TOLD THE SHERIFF TWO. THAT IS WHAT WE NEED TO LOOK AT MORE SO THEY CAN ACTUALLY START GOING UP FASTER BUT I THINK IF YOU ARE DOING THE JOB DESCRIPTION. TO WORK ON ENTRY-LEVEL PEOPLE NEED TO COME IN 32 OR 33 SO THEY CAN STATE MAY BE MORE. YOU'RE TALKING 16 OR $18 AN HOUR. IT SHOULD BE ENTRY-LEVEL 17 OR 18. >> THANK YOU ALL VERY MUCH. >> I AGREE WITH THAT BEING A FORMER EMPLOYEE I KNOW HOW UNDERPAID OUR EMPLOYEES ARE. >> I WISH WE HAD THIS CLAMORING A DECADE AGO. THAT'S WHAT IT TAKES IN ORDER TO MOVE THE NEEDLE.F YOU THINK IT'S BAD TODAY. IT WAS RIDICULOUS IN 2019 WHEN WE CAME IN TOGETHER. AND WE'VE MADE THOSE. >> JUDGE: ABSOLUTELY. >> WE'VE GONE UP AS MUCH AS WE CAN. >> JUDGE: THAT'S NOT HOW IT WORKS. >> I THINK WE CAN DO BETTER. YOU WAS WANT TO THROW A ROCK AT SOMEBODY ELSE. IN ADDITION IT WOULD BE THAT WAY. >> JUDGE: RECALL THAT ACCOUNT ABILITY. NEXT WE LOOK AT THE BOARD AND ASKED THE QUESTIONS AND TRY TO HELP AS MUCH AS WE CAN. >> JUDGE: I'M SORRY. I'M GLAD FOR YOUR PERSPECTIVE. BECAUSE YOUR FOLKS ARE HERE. >> THESE ARE NEVER A GOOD ONE. I'M SORRY TO SAY THAT. >> JUDGE: LET ME GIVE YOU THE OTHER PERSPECTIVE BECAUSE IT IS IMPORTANT. I LOVE THAT YOU'RE HERE. AND I ALSO WANT YOU TO PICK UP ONE OF THESE ON THE WAY OUT. BECAUSE THIS WILL REALLY GIVE YOU A SENSE OF IT. BUT WHEN YOU GO OUT THERE AND YOU UNDERSTAND WHAT WE ARE FACED WITH. KNOW THIS, THAT A DECADE HAPPENED HERE. WHERE YOU WENT FROM $0.42 DOWN TO 30 SEC CENTS. $0.42 PER $100 EVALUATION. SAYING THIS IS NOT ABOUT SAYING YOU ARE BAD OR YOU ARE GOOD. THIS IS ABOUT UNDERSTANDING THERE IS A REASON WHY THIS COUNTY HAS SO LITTLE TO WORK WITH AND ONCE WE GOT INTO THAT $0.30. THE LEGISLATION SAID HEY, WE THINK WE NEED TO. WE NEED TO PLACE CITIES AND COUNTIES. SO IT NOW EVEN IF YOU ARE IN A DRAMATIC SITUATION. [02:35:01] YOU ARE LIMITED BY THREE HYPERSENSITIVE. SO YOU BETTER BELIEVE THAT I AM GOING TO STAND UP AND SAY THAT WE DID WRONG A DECADE AGO. IF YOU HAD HAD $0.42. IF YOU HAD KEPT IT STABLE. $0.42 WITH THE GROWTH THAT WE HAVE SEEN IN THE SAME PERIOD OF TIME. IT WOULD BE MONUMENTAL DOLLARS FOR OUR COUNTY. SO IT IS NOT ABOUT KEEPING A SCORE. AND BEING ANGRY. IT IS ABOUT UNDERSTANDING THAT YOU BETTER BELIEVE THERE IS A REASON THAT NONE OF YOUR FOLKS ARE ABLE TO HAVE THE DOLLARS THAT THEY NEED. AND WHEN WE CAME IN AND 2019. THESE SAME DOLLARS WERE 11 AND $12. AND WE MOVE THEM ALL THE WAY UP TO 15. LET ME EXPRESS SOMETHING ALSO SUPER IMPORTANT. WHEN YOU MOVE SENIOR CLERKS UP. HERE'S THE DILEMMA.HAT ONE GOES FROM 15 TO 17. LET'S SAY THAT PAYGRADE IS. >> IT WORKS. >> JUDGE: YOU HAVE TO MOVE EVERYBODY ELSE UP OTHERWISE THERE IS NO SEPARATION BETWEEN SUPERVISORS AND THE PERSON THEY ARE SUPERVISING. IT DOESN'T JUST TAKE THE DOLLARS HERE. IT TAKES THESE DOLLARS THAT ARE INCREMENTAL IN ORDER TO MOVE THEM UP. SO THIS IS SOMETHING THAT AGAIN. YOU ABSOLUTELY HAVE TO CALL IT OUT. IT IS HISTORICAL. NEGLECT. OF UNDERSTANDING WHAT A LIVING WAGE IS. AND NOW ALL THE SUDDEN WE WANT TO CATCH UP FROM 12 YEARS. IT IS SO DIFFICULT WITH REVENUE GAPS. AND THERE IS SOME PEOPLE PHILOSOPHICALLY THAT REALLY, WE HAVE TO UNDERSTAND IT IN INFLATIONARY YEARS WHEN THEY SAY HEY, WE DON'T THINK THAT WE SHOULD BE ABLE TO GO ANY HIGHER THAN THE EFFECTIVE RATE.ND WHY IS THAT? WELL, THAT IS BECAUSE IF YOUR APPRAISALS GO UP BY 20 PERCENT. AND WE LOWER. WE KEEP THE SAME TAX RATE. YOU ARE GETTING A BIG TAX INCREASE. EVEN THOUGH WE ARE NOT RAISING YOUR RATES.HE APPRAISALS AFORETHOUGHT. SO WHAT DO YOU HAVE TO DO? YOU HAVE TO TAKE DOWN IN ORDER TO MAKE THIS NOT WORK. IF YOU WANT TO. YOU TAKE THAT $0.30 AND YOU BRING IT DOWN TO $0.25. IN ORDER TO TACKLE YOUR PROPERTY TAX SITUATION. SO, YEAH I'M NOT GOING TO KEEP QUIET ABOUT THIS. THERE WAS TERRIBLE DECISION-MAKING MADE AT A TIME WHERE WE WERE UNDER HISTORICAL GROWTH. WE COULD HAVE BEEN INCREMENTAL ONE, TWO, THREE PERCENT AND THAT IS NOT WHAT HAPPENED HERE. OW WE ARE ALL PAYING FOR IT AND THERE ARE WAYS TO TACKLE IT. BUT IT DOES NOT HAPPEN IN ONE YEAR. WHAT I AM PROUD OF IS THAT THROUGH THE BUDGET WORKSHOPS, WE SHOW THE PEOPLE IN THIS COURT THE GREAT NEED. THE GREAT NEED. AND WE HAVE TO FIGURE OUT HOW TO CREATE PHASED APPROACHES OVER TIME. BUT I THINK WHAT YOU GUYS DO IS SO UNDERRATED. >> YES IT IS. WHAT YOU DO IS REALLY UNDERRATED. SO WE APPRECIATE THE WORKSHOP. BUT YEAH THERE IS SOMEBODY TO BLAME AND THEY ARE NOT HERE ANYMORE. >> I THINK THERE IS. AS LONG AS WE KEEP HIRING OUTSIDE CONSULTANTS AND AS LONG AS WE KEEP HIRING SEPARATE CONTRACTORS AND DON'T LET OUR EMPLOYEES WORK LIKE PUBLIC WOR , THEY CAN DO THE JOBS BUT WE END UP HIRING CONSULTANTS TO DO THE WORK. THAT TAKES A LOT OF MONEY. THAT IS WHERE THE FALL IS SIZE BAD MANAGEMENT. >> JUDGE: WHAT'S INTERESTING, IT SOUNDS LIKE. I WILL LET YOU TAKE YOUR GUESS ON WHOYOU THINK UNDERSTANDS THE MATH BETTER. LET'S GO AHEAD AGO. WE'VE GOT . >> TAKE YOU. >> JUDGE: THIS IS A COULD BECOME BRANDS OF DOCUMENT. >> I WAS ASKED TO PROVIDE A LIST OF THE REQUEST OF THE DEPARTMENT FUNDS SHOWING WHAT HAS BEEN REQUESTED. THESE ARE THE REQUESTS. NOT THE ADJUSTMENTS TO IT. IF YOU GO BACK TO THE THIRD PAGE YOU WILL SEE THE TOTAL REQUEST IS 4.8 MILLION. IF YOU GO TO THE NEXT PAGE IS SHOWING THE REQUEST FOR PERSONAL COST THERE IS 28 NEW POSITION REQUEST AT 1.3 MILLION. THERE IS 150 RECLASSIFICATION REQUEST AND 979,000. THESE ARE JUST REQUESTS. THE LAST PAGE RIGHT NOW IS SHOWING YOU WHAT I KNOW OF THE BUDGET CHALLENGES. THESE ARE OUR CONTINUANCE PAY OR MONEY AGREEMENT. RETIREMENT IS GOING DOWN BECAUSE IT IS GOING DOWN. BUT THIS IS SOMETHING WE NEED TO WORK WITH WOMEN BECAUSE THAT PROCESS. I ALREADY HAD A MEETING WITH A RETIREMENT COMPANY AND THEY ARE SAYING THIS YEAR GOING DOWN. [02:40:01] IT IS GOING DOWN IN AMOUNT. EXPECTED TO GO UP A SIGNIFICANT AMOUNT.E WANT TO TAKE THE ENTIRE SAVINGS THIS YEAR AND HAVE A BIG BUMP NEXT YEAR? WE WANT TO FACTOR THIS IN. THAT IS SOME OTHER STUFF. AND WE KNOW OUR DEBT PAYMENT TO BANK OF AMERICA GOES UP EVERY YEAR A SMALL AMOUNT. RIGHT NOW MY BUDGET CHALLENGE IS 481,004 63. THIS IS JUST A SUMMARY MY STAFF AND I WILL BE GOING THROUGH EACH OF THESE AND TRY TO NARROW THIS DOWN TO WHERE IT IS NEEDED AND NOT WANTED. ONCE WE GET THIS. WILL START GETTING MORE INFORMATION IN JUNE AND JULY. WHAT IS REQUESTED AND WHERE WE ARE AT. >> THIS IS EVERYTHING THEY REQUESTED. >> JUDGE: OKAY. I HAVE TO ROLE. IT IS 140 AND WE ARE DONE FOR TODAY. AND WE HAVE A JULY CATCH UP IN CASE WENEED TO DO A CATCH ALL . BUT DOES THIS MEAN THAT WE HAVE CONCLUDED ALL OF THOSE? I JUST WANT TO POINT OUT THERE HOW MANY THAT WE'VE DONE IN THE LAST THREE DAYS? WAS IT 12? 1215 AND I'M SUPER DISAPPOINTED BECAUSE WE MUST AT LEAST ANOTHER 10 DEPARTMENTS THAT DID NOT PRESENT AND I DON'T UNDERSTAND THAT. I THINK IT IS A REAL SHAME. AND IT'S ALSO NOT HELPFUL BECAUSE YOU ARE NOT CATCHING A LOT OF DETAIL THAT YOU GET DURING BUDGET WORKSHOP. I DON'T KNOW WHAT THE PROBLEM IS. BUT I AM IN FAVOR OF NEXT YEAR. THAT'S NOT THEIR CHOICE. EVERYBODY HAS A BUDGET. IF YOU COME IN AND SAY I HAVE NO BUDGET REQUEST. AS THE COUNTY JUDGE I WOULD LIKE TO HEAR FROM EACH AND * This transcript was compiled from uncorrected Closed Captioning.
