I TOLD YOU TEN-MINUTE BREAK. >> ALL RIGHT.

[1. CALL TO ORDER]

[00:00:09]

>>JUDGE CANALES: TAKE US UP ON MICS.

[2. NUECES COUNTY ROAD DISTRICT IV]

GATHER AT 8:59 A.M. AND WE WILL NOTE FOR THE RECORD THAT THERE WAS A MEETING. WE WERE GOING TO PASS ON THAT FOR RIGHT THIS MOMENT AND WORKS ARE CALLING TO ORDER AT THIS TIME AND I WILL ASK THAT YOU GUYS STAND FOR THE PLEDGE OF ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO

OUR TEXAS FLAG. >> I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA.

AND TO THE REPUBLIC FOR WHICH IT STANDS.

ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL. HONOR THE TEXAS FLAG, I PLEDGE ALLEGIANCE TO THEE, TEXAS, ONE STATE UNDER GOD.

[4. BUDGET WORKSHOP]

ONE AND INDIVISIBLE. >>JUDGE CANALES: OKAY.

SUPER. SO FOR THIS WORKSHOP WHICH IS REALLY A BUDGET WORKSHOP THAT WILL TAKE PLACE FOR THE REST OF THE WEEK. WE HAVE ALL OUR DEPARTMENT HEADS LINED UP, BUT IT IS MONDAY, JUNE 6.

AND FOR THE RECORD WE ARE HERE AT COMMISSIONERS COURT ROOM AT THE COUNTY COURTHOUSE 901 LEOPARD.

COMMISSIONER HERNANDEZ AND MAREZ IS PRESENTS ONLINE AND CHESNEY IS PRESENT ONLINE AND THE EXTENT OF OUR FOLKS.

ARE THERE ANY -- ANY OTHER -- SO I AM NOT -- NECESSARILY CERTIFY THAT THERE IS A QUORUM BUT FOR THE PURPOSES OF THE WORKSHOP ACCORDING TO OUR COUNTY ATTORNEY, WE CAN PROCEED.

IS THAT CORRECT? WANT TO GET YOU ON THE RECORD JUST TO RECEIVE INFORMATION AT THIS TIME GIVEN THERE ARE ONLY TWO OF US PHYSICALLY PRESENT IN THE COURT ROOM.

>> JUST AS LONG AS THERE WILL BE NO DE LIBRARY.

>>JUDGE CANALES: NO DELIBERATIONS AND REBECCA ROCK HERE TO PRESENT FOR HER DEPARTMENT, SOCIAL SERVICES.

>> GOOD MORNING. I HAVE THREE DEPARTMENTS TO REPORT ON THIS MORNING AND I WILL START WITH 41 # 10.

WHAT YOU CAN SEE ON THE SCREEN ARE THE REQUESTS WE MADE.

ONE IS FOR RENT AND THAT IS FOR OUR RENT AUTHORITY OFFICE CONTRACT. THE SECOND ONE, THE RENT INCREASE OF LICENSING OF FEES. JUST LAST WEEK, WE DECIDED NO THE TO RENEW THAT CONTRACT. SO I BELIEVE THAT CAN BE REM REMOVED.

>>JUDGE CANALES: HANG ON, REBECCA, REAL QUICK.

I AM GETTING SOME DIFFERENT INFORMATION.

AND I DO APOLOGIZE, REBECCA, BUT COMMISSIONER CHESNEY.

I AM GETTING INFORMATION THAT DIFFERS FROM WHAT WE PREVIOUSLY HEARD THAT A WORKSHOP ABSOLUTELY REQUIRES -- SINCE IT HAS BEEN NOTICED UNDER TEXAS OPEN MEETING ACT THAT WE NEED A QUORUM.

SO I AM GOING TO HAVE TO PUT A PAUSE ON IT.

I APOLOGIZE, REBECCA. >>COMMISSIONER CHESNEY: IF YOU LOOK AT THE AP OPEN MEETING HANDBOOK.

IT DOESN'T SAY THAT SAY THAT'S A PERSON ONLINE.

I THINK THE GOVERNOR'S ORDER. BUT WHATEVER.

THE AG OPEN MEETINGS ACT. THAT SOMEBODY ON ZOOM IS CONSIDERED THERE AND ALL THE AG OPEN ACT TALKS ABOUT.

WHATEVER EVERYBODY WANTS TO DO. >>JUDGE CANALES: I WAS READY TO PROCEED AND GIVES ME NEW INTEREST THAT WE ARE IN THE BEST INTEREST TO WAIT. NOW THAT THE TEN MINUTES -- WE ARE ALMOST AT THAT TEN-MINUTE MARK THAT GONZALEZ SAID HE WOULD BE HERE. I GUESS -- WE WILL BECAUSE AT M.

OH, LOOK AT THAT -- LOOK AT THAT.

WE ARE ALL HERE. NO WORRIES.

WE ARE GOOD TO GO NOW. I AM GOING TO GO BACK AND ASK

[00:05:01]

CONNIE TO BRING US BACK ONLINE WITH REPORTING.

AND IT'S KIND OF COMING BACK ON THE RECORD HERE AT 9:08 A.M.

. WE ARE GOING TO ASK REBECCA TO GO RIGHT INTO HER PRESENTATION. JUST REPEAT -- YOU HAVEN'T

GOTTEN TOO FAR AT ALL. >> TWO SENTENCES IN JUDGE JUDGE TWO SENTENCES IN. GO AND REPEAT IT.

THERE YOU GO, 4110. WE HAVE A REQUEST FOR REQUEST PER CONTRACT FOR OUR TAOFFICE. THEN THE SECOND -- THE SECOND ONE YOU SEE HERE ARE THE ASK FOR OUR LICENSING FEE FOR RENEWAL SH SHOWS LAST WEEK NOT TO NEED THAT SO WE CAN REMOVE THAT. WE ARE ASKING FOR SOFTWARE.

WE DON'T -- THIS NUMBER IS A VERY ROUGH ESTIMATE.

WE WILL WORK WITH DARYL AND START MOVING FORWARD ON THAT SHORTLY. AND I HAVE SEVERAL PERSONNEL CLASSIFICATION. THE OTHER THING I HAVE IN 4110 IS MONITORS. FOUR MOBILE HOT SPOTS.

AND I THINK THAT'S.IT FOR 410 -- 4110.

>>JUDGE CANALES: MAYBE DALE CAN HELP US AS WE WRITE NOTES HERE.

I. T\.. JUST THAT YOU ARE LETTING US KNOW THAT THAT SOFTWARE NEEDS TO BE FORIT THROUGH YOU.

>> YES. >>JUDGE CANALES: GOT IT.

THANK YOU SO MUCH. >> FOR MY BUDGET RECLASSIFICATIONS, THEY -- THE E-MAIL DIDN'T QUITE MAKE IT INTO THE PACKET, SO YOU HAVE PACKETS ON YOUR DESK.

AND COMMISSIONER CHESNEY WAS E-MAILED THIS.

AND I TRIED TO GIVE YOU A BREAKDOWN.

FIRST WE CAN LOOK AT EXECUTIVE ADMINISTRATIVE ASOCIAL SECURITY CONTINUE AT POSITION. THAT ONE IS IN THERE.

>>JUDGE CANALES: I THINK YOU CAN JUST KEEP GOING, CONNIE.

>> SORRY. WE HAD A LITTLE ISSUE WITH THIS POSITION. IT HAS BEEN CALLED EXECUTIVE ADMINISTRATIVE ASSISTANT. AND WHEN WE REALIZED A COUPLE OF WEEKS AGO THAT WAS NOT THE JOB TITLE.

A JOB TITLE LAST YEAR THAT WAS NEVER APPROVED.

SO I AM TELLING YOU THAT THIS INFORMATION I PROVIDED YOU ISN'T AS ACCURATE AS I HIKE. BECAUSE WHEN I DID THE RESEARCH I WAS LOOKING FOR THAT PARTICULAR JOB TITLE.

IT IS CURRENTLY AT A PAY GROUP 23, THE ADMINISTRATIVE ASSISTANT POSITION. AND I AM REQUESTING THAT GO UP TO A 24 OR 25. HR HAS BEEN SUPPORTED OF THE 24, SUPERVISOR POSITION. AND THE NEXT POSITIONS ARE ALL CASE MANAGEMENT POSITIONS AND THEY ALL TIE TOGETHER.

AND SO I WOULD LIKE TO JUST GIVE YOU A LITTLE BIT OF BACKGROUND ON MY SITUATION. FOR MANY YEARS, WE ONLY HIRED SOCIAL WORKERS. AT THAT TIME OF HIRE, THE SOCIAL WORKER HAD TO ALREADY BE LICENSED OR ELIGIBLE FOR LICENSURE WITHIN THE SIX-MONTH PROBATIONARY PERIODS.

WE REACHED A POINT WE WERE HIRING NEW COLLEGE DAMAGE WATTS TO THEN RECEIVED SIX MONTHS OF TRAINING AND LEFT US FOR BETTER PAYING JOBS. OR WE HAD PEOPLE WHO FAILED THEIR LICENSING EXAM, AND WE TERMINATED THEIR APPOINTMENT.

COULDN'T MAINTAIN AN ADEQUATE STAFF.

AND HARD FOR THE MORALE TO HAVE A REVOLVING DOOR.

2016-2018, VARIOUS SITUATIONS AND HIRING SOCIAL WORKER TO HIRING CASEWORKERS. SO THEY ARE STILL REQUIRED TO BE

[00:10:01]

DEGREED BUT THEY ARE NOT REQUIRED TO HAVE A SOCIAL WORKER LICENSE. SO WE ARE NOW AT A STABLE POINT IN OUR HIRING PROCESS. WE WORK HARD TO HELP THE CLIENTS. AND I WANT TO KEEP THEM WORKING FOR THE COUNTY. LAST YEAR I LOST A WORKER AT $29.90 WE IS A THOUSAND MORE AND GOT A $3,000 SIGN-UP BONUS.

I CAN'T COMPETE FOR THAT, BUT I NEED TO ADVOCATE FOR OUR STAFF TO GET HIGHER PAY. AND HOPEFULLY WHEN THE TIME COMES, IT MAKES THE JOB MORE ATTRACTIVE SO WE CAN HIRE QUALIFIED PEOPLE. ALTHOUGH THE PROBATIONARY PERIOD IS SIX MONTHS, IT TAKES US ABOUT A YEAR TO HAVE A CASE MANAGER, CASEWORKER FULLY TRAINED TO INDEPENDENTLY EDUCATE FOLKS.

THAT IS A LOT OF TIME AND EFFORT.

SO IN YOUR POCKETS I HAVE SIMILAR JOB DESCRIPTIONS, JOB ANNOUNCEMENTS AND THAT REFLECT LOCAL AND OTHER COUNTY WAGES, BUT, OF COURSE, WITH SIMILAR JOBS.

AND I ALSO SUBMITTED A REQUEST TO HR FOR REVIEW UPDATED JOB DUTIES. WE PROVIDED THEM AGAINST THE PAY RATE SCALE. SO IN THE FIRST ONE, YOU WILL SEE THERE, IT'S THE CASEWORKER POSITION.

IN THE PACKET I GAVE YOU. I PROVIDED YOU WITH SIX ANNOUNCEMENTS. THEY ARE ALL LOCAL, $21.06.

WE CURRENTLY PAY $17.89. ANOTHER NUECES COUNTY JOB DESCRIPTION FOR A CASE MANAGER THAT PAYS HIGHER.

SO I PROVIDED YOU WITH THIS LITTLE SNAPSHOT.

FROM THE BUREAU OF LABOR NATIONAL STATE OF TEXAS AND THE NATIONAL OF CORPUS. PAY RATES.

TO SEE WHERE THE PAY FOR THIS POSITION PAULS.

I AM REQUESTING FROM A PAY GROUP 20 TO A 23.

THE STARTING PAY FOR THAT IS $20.60 WHICH IS STILL BELOW.

CASEWORKERS. EVERY JOB DESCRIPTION DESCRIBES IT AS A CASE MANAGER AND THAT IS IN BETTER PRACTICE AND KEEPING WITH THE STANDARD OF THE PROFESSION.

AND ALSO PROVIDED WITH JUST A LITTLE SPREADSHEET THAT HAS THE RECLASSIFICATION FOR A CASEWORKER THAT HAS THE JOBS I PROVIDED WITH THE BREAKDOWN. THE LOWEST RATE, THE AVERAGE RATE, THE HIGHEST RATE, AND JUST FOR REFERENCE.

THE NEXT POSITION IS THE SOCIAL WORKER 2 POSITION.

CURRENTLY PAYING $20.01 PER HOUR.

I PROVIDED YOU WITH THREE JOB ANNOUNCEMENTS WITH OTHER COUNTIES. THEY PAY HIGHER RATES WITH LESS RESPONSIBILITIES FOR THE JOB. THE AVERAGE RATE FROM THOSE OTHER THREE COUNTY JOBS IS $24.07.

THIS JOB DOES REQUIRE LICENSURE FROM THE STATE AND REQUIRES CONTINUING EDUCATION EVERY YEAR. YOU WILL SEE THAT THE METRO AREA OF CORPUS FOR THIS JOB, $29.38. AND WE PAID $20.30.

SO I AM REQUESTING PAY GROUP 22 TO A 26.

AGAIN, YOU WILL HAVE THE BREAKDOWN OF THE JOB I.

.<,NEW LINE>>> A[L]N[L]N[L]O[L]U[L]N[L]C[L]E[L] R:{SUFFIX}MENTS I PROVIDED. THE NEXT JOB WILL BE SOCIAL WORK POSITION. THIS IS THE SUPERVISOR THAT'S HANDLE A TEAM OF CASE MANAGERS AND SOCIAL WORKERS.

PAY $24 PER HOUR THAT DOES REQUIRE LICENSURE.

THE METRO AREA OF CORPUS PAYS $34.40.

I ALSO INCLUDED NUECES JOB DESCRIPTION OF SIMILAR PAY GRADES AND YOU CAN SEE WHERE THE SUPERVISOR, SOCIAL WORKER JOB COMPARES TO OTHER NUECES COUNTY JOBS THAT REQUIRE A BATCHLERS'S

[00:15:04]

DEGREES, CERTIFICATION AND THOSE OTHER THINGS.

I TRY TO FIND THE SIMILAR JOBS TO PREPARE.

AND AGAIN HAVE A LITTLE BREAKDOWN OF THAT.

AND THE FINAL ONE IS THE DIRECTOR POSITION.

WHEN I REVIEWED THE LABOR STATISTICS, I FOUND TWO JOB POSITION THAT'S THE DIRECTOR POSITION FITS WITH BOTH OF THEM SO I INCLUDED BOTH OF THEM FOR YOU TO REVIEW.

THIS JOB IS CURRENTLY AT PAY GROUP 34.

REQUESTING THAT IT GOES TO A 37. LOOKS LIKE THIS.

A SPREADSHEET BLUE, GREEN AND YELLOW.

THIS IS MY BEST EDUCATED GUEST FOR REQUESTING SALARY REQUESTS FOR MY STAFF AND THEIR POSITIONS.

SO I TOOK ALL THAT DATA FROM THE U.S. LABOR -- FROM THE LOCAL JOB ANNOUNCEMENTS. FROM COUNTY JOB DESCRIPTIONS AND ALL OF THAT AND TELLS YOU HOW EXACTLY I CAME UP WITH THAT AMOUNT. SO I CAN STAND HERE AND SAY THAT THE AMOUNTS I AM REQUESTING ARE LOWER -- STILL LOWER THAN WHAT IS OUT THERE. BUT I AM TRYING TO BE REALISTIC.

I KNOW WE CAN'T ALL HAVE EVERY EVERYTHING. YOU HAVE OUR ORGANIZATIONAL CHART THEIR WILL SHOW YOU HOW MANY STAFF THEY ARE SUPERVISING.

ARE THERE ANY QUESTIONS I CAN ANSWER ABOUT THE JOB QUALIFICATIONS BEFORE I MOVE ON? TERESA HAS A QUESTION.

>> FOR THE EXECUTIVE ADMINISTRATIVE ASSISTANT 2 A.

YOUR DOCUMENT SAYS DIRECTOR. >> NO EXECUTIVE ADMINISTRATIVE ASSISTANT. NO JOB -- NOT A TITLE CHANGE BUT TRANSFER. HE IS AN ADMINISTRATIVE ASSIST CONTINUE AT 2 NOW. .

>> COMMISSIONER GONZALEZ: BUT THAT WILL CHANGE?

>> TO ADMINISTRATIVE SUPER ADVISOR 24, 25.

>> IF YOU WANT TO DO $25, WE WILL CONTINUE THAT ALSO.

. >> COMMISSIONER GONZALEZ: JUST

GOING BY WHAT YOU SAY. >> I THINK THOSE I TPIECE ARE SEPARATE. I JUST ASK THAT -- YOU DID A NICE JOB -- YOU DID A NICE JOB OF INCLUDING ALL OF YOUR GRAPHICS AT THE VERY END OF YOUR PRESENTATION ON JUST HOW MANY TIMES, YOU KNOW, INCREASED FOR BAR YALS I GOT TO NOTICE.

I AM GETTING THERE. 21-10.

4120 IS WHERE WE HAVE YOUR DIRECT CAN CLIENT SERVICES, RENT, MORTGAGE, UTILITIES, FOOD, BURIAL, CREMATION.

WE ARE SPENDING A LOT MORE IN BURIALS AND CREMATIONS AND WILL SURPASS OUR PREVIOUS NUMBERS QUICKLY.

I HAVE ATTACHED FOR YOU THE CONSUMER PRICE INDEX.

I THINK WE ALL KNOW THAT THE COST OF EVERYTHING HAS GONE UP.

THAT EFFECTS OUR CLIENTS. SO WE HAVE SEEN A INCREASE IN THE HOME, INCREASE IN ENERGY, WHETHER THAT IS OUR GAS -- GAS TO DRIVE OR GAS IN THE HOME OR ELECTRICITY IN THE HOME.

I DID ASK FOR A 5% INCREASE ACROSS THE BOARD.

AND WOULD ASK FOR MORE CONSIDERING THE WAY THINGS ARE GOING. AND I HAVE ATTACHED THE CORPUS CHRISTI ECONOMIC SUMMARY TO HIGHLIGHT THE UNEMPLOYMENT RATE.

AND THIS WAS AS OF APRIL. YOU WILL SEE THE -- YOU WILL SEE THE 12-MONTH CHANGE FOR ENERGY, HOW MUCH IT INCREASED.

[00:20:04]

FOR THIS PROGRAM, WE CURRENTLY USE 150% OF THE U.S. HEALTH AND HUMAN SERVICES POLICY GUIDELINES TO DETERMINE ELIGIBILITY.

TO GIVE YOU AN IDEA. .

ADJUST THE ALLOTMENTS THROUGHOUT THE YEAR.

AND IN THE SLIDES I PROVIDED WE WENT BACK TO '18, '19, THE FIRST NORMAL YEAR BEFORE COVID. AND CONNIE, THERE WILL BE SLIDES IN THERE THAT HAVE GRAPHICS. I REALLY WANTED TO LOOK AT BURIALS. IN GRAPHIC 1 --

>>I DON'T KNOW WHERE THEY ARE IN HERE.

>> OKAY. I PROVIDED YOU A PACKET.

IT IS ON YOUR DESK ALSO. IT IS A BAR GRAPH.

STARTS AT 2018. TERESA HAS A COPY SHE IS HOLDING UP. LOOKS LIKE THAT.

THAT SHOWS YOU THE TOTAL NUMBER OF SERVICES THAT WE PROVIDED.

ONE RENT, ONE UTILITY BILL, OR ONE FOOD VOUCHER.

THAT IS THE TOTAL SERVICES. GRAPHIC TWO, YOU WILL SEE -- OR PAGE 2, THE NUMBER OF BURIALS AND CREMATIONS THAT WE PROVIDED.

JUST THIS FISCAL YEAR WE ARE UP TO 115.

A COUPLE OF YEARS AGO 117 WAS OUR TOTAL.

SO I SHOULD PROBABLY TELL YOU THAT TODAY WE SURPASSED THAT NUMBER. SO I TRANSFERRED MONEY INTERNALLY AND THROUGH A BUDGET CHANGE OVER TO COVER AS BURIALS GO UP. SO ON PAGE 3, YOU WILL SEE THE TOTAL NUMBER OF BURIALS. AND THEN PAGE 4, YOU WILL SEE THE TOTAL NUMBER OF CREMATIONS. WE DO 65% BURIAL.

35% CREMATION. AND THIS ISN'T -- THESE ARE THE ONES WE PAID FOR. THIS ISN'T THE NUMBER OF CASES WE WORKED. WE WORKED MORE CASES THAN THAT.

BUT WE ARE TRYING TO GET NEXT OF KIN TO COME UP WITH THE MONEY TO PAY FOR IT. THAT IS USUALLY WHAT HAPPENS.

WE FIND THE NEXT OF KIN AND THE COUNTY DOESN'T BECOME RESPONSIBLE FOR IT. GRAPHIC 5 IS THE TOTAL NUMBER OF FOOD OR HOUSEHOLD SUPPLY VOUCHERS WE HAVE GIVEN OUT.

AND ONCE SCHOOL IS OUT, WE WILL START SPENDING MORE ON FOOD SINCE KIDS ARE HOME FROM SCHOOL PAGE 6 AND 7, TOTAL DOWN BY PERCENTAGES. THIS PART AS FAR AS BURIAL GOES, WORK BEING 17 CASE AS MONTH. SO JUST ONE THING I DO WANT TO SAY ABOUT BURIALS AND CREMATIONS THAT THE AVERAGE PRICE WE PAY FOR A BURIAL IS $1850. THE PRICE OF CREMATION IS $800.

AND, OF COURSE, THE PRICES FOR EACH OF THESE CHANGED PACED ON SIZE AND WEIGHT. SO THE PRICE DIFFERENCE IS $1055. IT'S THE COURT'S CHOICE -- AND THEY CAN CONSIDER A RULE TO PROVIDE CREMATION AS A FINAL OPPOSITION WHICH IS A COST SAVING METHOD.

PREVIOUS ADMINISTRATIONS FAVOR PROVIDING OPTIONS.

WE ARE SEEING DECENT AMOUNT OF APPLICANTS.

SO THAT IS SOMETHING THE COURT COULD CONSIDER, IF THEY SO CHOOSE. AND THAT'S ALL I HAVE FOR 4120.

ARE THERE ANY QUESTIONS? >>JUDGE CANALES: NO QUESTIONS FOR REBECCA? OKAY, REBECCA.

>> NEXT ONE IS CHILD SERVICES. .

>> COMMISSIONER GONZALEZ:.

. >> YES, SIR.

>> COMMISSIONER GONZALEZ: I DON'T SEE WHERE YOU DIVIDE THE PIE CHART IS SHOWING THE BURIALS AND CREMATIONS.

IS THAT SEPARATE OR WHAT? >> THE BURIALS AND CREMATIONS

ARE THE BAR GRAPH -- PAGES --. >> COMMISSIONER GONZALEZ: NOT ON

[00:25:02]

THE PIE CHART SERVICES. SO ON THE -- AROUND 8%.

>>JUDGE CANALES: BUT IF YOU GO TO OUR BAR GRAPH.

IT IS ON PAGE 4. SHOWS THE ACTUAL BURIALS AND CREMATION. ON THE PIE IS IN PURPLE.

>>JUDGE CANALES: GO AHEAD TO 4130.

>> 4130. WE TOOK OVER THE DEPARTMENT IN 2016. WE CONTINUE TO WORK WITH CPS FOR INTENSIVE CARE AND WE DEAL WITH PAYMENT FOR FOSTER CHILDREN.

AND THROUGH TITLE 4-E PROGRAM AND THE LIAISON BETWEEN THE COUNTY BUDGET AND THE CHILD WELFARE BOARD.

THE BOARD CONTINUES ITS WORK TO PREVENT CHILD ABUSE AND NEGLECT.

THEY DO SO BY ATTENDING AREA EVENTS, AND ENGAGING WITH THE PUBLIC. WE HAVE NO REQUEST OF CHANGES TO THIS BUDGET THIS YEAR. THE OTHER BUDGETS THAT WE DO TAKE CARE OF THAT AREN'T, I GUESS, REFERENCED.

1315 CB FF. IN THOSE SUBMISSIONS I PROVIDED WITH NARRATIVES OF CBF CLIENTS AND INFORMATIONS.

WE DO 1531, THE CHRISTMAS PROGRAM THAT I AM SURE YOU ALL ARE FAMILIAR WITH. AND ATTACHED ARE CHRISTMAS APPEAL STORY THAT WERE PUBLISHED IN THE PAPER THIS YEAR.

SO WE HELPED 412 CHILDREN THIS Y YEAR. AND THEN, OF COURSE, WE HAVE THE FSP GRANT, WERE A A GRANT, THE VETERAN ASSISTANT GRANT IN CLIENT DIRECT SERVICES. AGAIN, WE WILL BE HELPING THE VETERAN WITH RENT, MORTGAGE, FOOD, UTILITIES AND VETERAN BURIALS. OF COURSE WE STILL HAVE THE TEMA MONEY. WE WORK WITH THE CITY GAS DEPARTMENT WITH OPERATION HEAT HOPE.

AND WE WORK WITH THE CORPUS CHRISTI OF REALTORS COMING UP.

SO THAT IS OUR -- OUR OTHER PROJECTS THAT WE MANAGE.

AND THAT'S ALL I HAVE FOR YOU. ANY QUESTIONS?

>>JUDGE CANALES: GENTLEMEN ONLINE.

ANY QUESTIONS FOR REBECCA? NOBODY HAS ANYTHING.

WOULD LIKE TO EXCUSE -- I AM GOING TO OFFER THIS TO EVERYBODY. YOU CAN ALSO -- ANY QUESTIONS? IT HELPS US IF YOU ASK WHILE WE ARE RIGHT HERE SO WHEN WE GET INTO BUDGET, WE DON'T HAVE A PROBLEM.

NO QUESTIONS? EVERYONE UNDERSTANDS THE REQUEST

FOND DU LAC GONZALEZ 34? >>JUDGE CANALES: 34.

>> I REALLY LIKE MY STAFF. AND I WANT TO KEEP THEM HERE.

WE WORKED A LONG TIME TO GET WHERE WE ARE WITH OUR STAFF.

AND THEY ARE GOOD. THEY ARE GOOD CLIENTS AND THEY SERVE OUR COMMUNITY WELL. SO ANYTHING APPRECIATED.

AND WE KNOW THEY ARE NOT PAID AS WELL AS RIGHT HERE.

I CERTAINLY DON'T WANT TO LOSE THEM.

>>JUDGE CANALES: THANK YOU. >> THANK YOU.

>>JUDGE CANALES: THANK YOU SO MUCH.

OKAY. WE CAN GO BACK TO MY BUDGET WORKSHOP PRESENTATIONS. WE HAVE TAX ASSESSOR COLLECTOR -- EXCUSE ME ONE QUESTION. GO AHEAD, KEVIN, AND GET CUED UP. YOU WANT TO GO AHEAD AND DO THAT. WE WILL ASK YOU TO PASS EVERYTHING OUT BUT LOOK HOW FAST WE MOVE OUT OF THE WORKSHOP TO A ROAD MEETING. I AM GOING TO GAVEL US OUT OF OUR BUDGET WORKSHOP AT 9:33 A.M. AND CONVENE OUR ROAD DISTRICT

[00:30:06]

NUMBER 4 MEETING AT THIS TIME. WE HAVE A QUORUM AND SO I CERTIFY FOR THE CLERK THAT WE HAVE THREE PHYSICAL COMMISSIONERS PRESENT AND ONE ITEM -- BUT I DO NEED TO ASK IF THERE IS ANY DISCLOSURES OF TIME ON CONFLICTS OF INTEREST? ANY ANNOUNCEMENTS ON CONFLICTS OF INTEREST AT THIS TIME WITH

THIS PARTICULAR ITEM. >> COMMISSIONER CHESNEY: MOTION

TO PASS JUDGE. >>JUDGE CANALES: OKAY, LET ME ANNOUNCE FOR THE CLERK. GIL AHEAD AND SECOND.

BUT THIS IS THE ANNOUNCEMENT OF ITEM 2-A FOR THE CLERK.

TO CONSIDER FUNDING AND APPROVAL FOR SOLUTIONS PROPOSAL FOR THE SURVEY. FOR THE PARKING LOT.

ACCESS ROAD 6 AND SURROUNDING AREA.

AND THERE IS A MOTION AND A SECOND.

ARE THERE ANY QUESTIONS? THIS WILL BE FUNDED OUT OF OUR BOB HALL PIER FUNDS -- I AM SORRY FOR THE ROAD DISTRICT ROAD FUNDS FOR BOB HALL. AND THE AMOUNT IS -- JUST FOR

THE RECORD. >> $16.285.

>>JUDGE CANALES: $16,285. MOTION AND A SECOND.

ANY QUESTIONS OR COMMENTS --. >> COMMISSIONER GONZALEZ: I HAVE

A QUESTION. >>JUDGE CANALES: GO AHEAD.

>> COMMISSIONER GONZALEZ: $16,000 IS GOING TO THE PARKING LOT? IT WILL BE ADJACENT TO THE ROAD

AND GOING TO THE PARKING LOT. >> COMMISSIONER CHESNEY: THIS IS A SURVEY TO FUND THE ITEM THAT WE PREVIOUSLY PASSED IN A PRIOR MEETING SUBJECT TO THE ROAD DISTRICT 4 BEING CALLED.

A SURVEY THAT WE ARE DOING ON THE BACK -- BEHIND THE DUNES PARKING LOT TO DETERMINE WHAT WE NEED TO DO WITH THAT.

IN OTHER WORDS, WHETHER WE BUILD THAT BACK THIS OR NOT.

A LOT OF DRAINAGE ISSUES OUT THERE.

THE SURVEY WE HAVE TO DO TO ADDRESS THOSE UTILITY/DRAINAGE/ROAD ISSUES PACK IN THAT AREA.

. >> COMMISSIONER GONZALEZ: GLAD YOU ARE SAID/ROAD ISSUES. EVERY TIME YOU SAY THAT -- THEY

ARE INCLUDING THE ROAD, RIGHT? >>JUDGE CANALES: THAT'S CORRECT.

>> COMMISSIONER CHESNEY: IN OTHER WORDS, THE ROAD DISTRICT 4 ALLOWS YOU TO DEAL WITH DRAINAGE AND UTILITIES RELATED TO THE ROADS. THIS SURVEY WILL DEAL WITH 5U8 OF THE ISSUES TO SEE WHAT WE WILL DO BACK THERE.

>> COMMISSIONER GONZALEZ: OKAY, MOVE FOR THE QUESTION.

>> JUST ONE NOTE, THOSE FUNDS WILL BE TRANSFERRED TO THE BOB HALL PIER PARKING LOT RECONSTRUCTION PROJECT.

>>JUDGE CANALES: DID YOU HEAR THAT.

SHE WILL MAKE THAT TRANSFER. >> RIGHT.

WE ARE FUNDING IT WITH ROAD DISTRICT 4 FUNDS AND GOING TO THAT PROJECT. THAT IS WHAT TERESA NEEDS TO

MAKE THAT FINE. >>JUDGE CANALES: NO WORRIES.

IN THAT CASE A MOTION AND A SECOND.

ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.

OPPOSED. >> COMMISSIONER CHESNEY: MOTION TO ADJOURN ROAD DISTRICT 4 MEE

MEETING. >> SECOND.

>>JUDGE CANALES: NONDEBATABLE. WE WILL ADJOURN THIS MEETING AND THE TIME IS 9:36. AGAIN AT 9:36 AS WELL GO BACK INTO OUR BUDGET WORKSHOP AND KEVIN KENISCH TO DEPARTMENT

1200, TAX ASSESSOR. >>THE CLERK IS TELLING ME THAT WE ARE MISSING ITEM C AND D, JUDGE.

>>JUDGE CANALES: I DID THAT ALREADY.

I DID THAT WHEN I OPENED UP. I ASKED IF ANYBODY HAD ANY

PUBLIC INTEREST. >> NO PUBLIC.

>>JUDGE CANALES: YOU ARE ABSOLUTELY RIGHT.

I DID NOT CALL FOR PUBLIC COMMENT.

SO LET ME ASK IF IF I PUBLIC COMMENT WITH REGARD TO THIS AND ANY OTHER PUBLIC COMMENT. THAT IS ARTICULATED AND SAW NONE FOR THE CLERK. THANK YOU.

AGAIN, IF YOU WOULD LIKE TO 9:37 NOW.

AND KEVIN, AS I SAID, YOU MAY GO AHEAD WITH YOUR BUDGET.

>> THANK YOU. I WANT TO START WITH THE HANDOUT. ANY TIME I ASK FOR AN INCREASE I WANT TO GIVE A REASON FOR THAT. AND IN THE PAST INCREASES HAVE HELPED TO GIVE YOU A GOOD SNAPSHOT OF REALLY WHAT IS GOING ON WITH THE INCREASE OF DEMANDS WE ARE HAVING FOR BOTH MOTOR VEHICLE AND PROPERTY TAX. LET'S KIND OF LOOK -- TAKE A LOOK AND DISCUSS THE THERE ON TOP.

AND YOU CAN SEE THIS -- THIS IS THE HEADING ON THE TOP SAYS "PER

[00:35:05]

PARCEL COLLECTION FEE. AMOUNT COLLECTED IS NOT LIMITED TO DEBT." THAT IS THE FIRST ITEM ON THAT SHEET. WE ARE GOING OVER THE FEE THAT IS WE BUILD IN. WE DON'T JUST PUT TAXES HERE.

WE DEAL WITH MOTOR VEHICLE -- MOTOR VEHICLE PRINCIPLES IN A LOT OF MONEY FOR NUECES COUNTY. AND THESE FEES WE ARE GOING TO DISCUSS HERE DOES NOT INCLUDE THE ROAD AND BRIDGE CREW THAT ARE REPORTED. MAKE SURE PEOPLE ARE CLEAR.

FEE THAT'S WE BRING IN THAT IT NO THE TOUCH AD VALOREM TAXES.

YEAR-OVER-YEAR 10% TO 13% INCREASE IN THE FEES AND THIS IS REPRESENTED NOT BECAUSE OF ANY INCREASES BUT BECAUSE OF THE NUMBER THAT WE ARE SEEING IN NUECES COUNTY PRETTY CONSISTENTLY SINCE -- SINCE I HAVE BEEN IN OFFICE AND LESS TO DO WITH BEING IN OFFICE THAN WE ARE GROWING.

WE SEE DEMAND FOR OUR SERVICES, AND THE REASON FOR THAT.

THE INCREASES -- WE DON'T NEED TO ADD MORE STAFF TO ANSWER THE QUESTIONS THAT PEOPLE ARE PAYING THEIR BILLS AND SO WHAT I WANT TO SHOW YOU GUYS IS HOW MUCH FEE OUR OFFICE ACTUALLY BRINGS IN.

IF YOU TAKE A LOOK GOING FOR PER PARCEL.

PER PARCEL IS HOW WE SHARE COLLECTING TAXES WITH THE OTHER 36 DEPARTMENTS IN THE COUNTY. THAT IS A SHARED COST THAT WE CHARGE EACH OF THE UNITS BASED ON THE AMOUNT OF BILLS WE HAVE TO ACCEPTED OUT COLLECTIVELY IN OUR CONSOLIDATED.

WE BRING IN -- WE BRING IN A MILLION DOLLARS, $1,480,923.

THE 2022 INCREASE FOR TAX COLLECTION.

SHARED EXPENSE FOR THOSE BILLS. IF YOU GO DOWN TO GENERAL SERVICES. GENERAL SERVICES IS EVERYTHING ELSE. BEER, LIQUOR, WINE, PERMIT, FEES, THOSE KIND OF THINGS. WE WILL ANTICIPATE $21,186 WHICH IS UP ABOUT 12.9% OVER THE LAST THREE YEARS.

MOTOR VEHICLE HAS SEEN A RATHER LARGE INCREASE.

FISCAL YEAR 2019-2020, THE FEES THAT THE TX DMV, $4,0955,488 IN 2020. IN 21 WHEN WE HAD THE COVID AND EVERYTHING GOING ON. EVEN THOUGH OUR SALES NUMBERS DROPPED, FEE INCREASE WENT UP. AND THAT WENT UP TODAY 4.1 MILLION AND TODAY 4.7 OR $4.8 MILLION WHICH ARE NUMBERS THAT RECOMMEND A 13% INCREASE OVER THERE.

THE MOTOR VEHICLE SALES TAX WHICH IS A SEPARATE COMPONENT THAT COMES IN. IN 2020, WE BROUGHT IN -- ALMOST 3.2 MILLION, $3.1 # 67. 2021, IT DROPPED AS WE SAW A LOT OF VEHICLE SALES AT LEAST ON THE NEW SIDE PRETTY GO AWAY TEMPORARILY. IT DROPPED TO ABOUT -- IT DROPPED TO ABOUT 200,000 AND GONE BACK UP TODAY 3.16 MILLION.

YOU SEE THE -- YOU WILL SEE -- THE ATTACHMENTS THERE ON THE BACK OF THE AWARD FROM THE COMPTROLLER OFFICE OR THAT.

THE LAST THREE YEARS, OUR FEE INHE IS UP $1.2 MILLION.

THAT IS PUTTING STRESS ON OUR EXISTING STAFF LEVELS AND WE ARE NOT ABLE TO SERVE THE PUBLIC WITH THE STAFFING LEVELS THAT WE HAVE GOTTEN. UNFORTUNATELY, WAY TOO MANY TIMES WE HEAR PEOPLE CAN COMPLAINING.

IS ANYBODY IT IS TO ANSWER THE PHONE DOWN THERE? IRRITATES ME AND IRRITATES THE TAXPAYERS.

AND THE TAXPAYERS HAVE EVERY RIGHT TO BE ANGRY THAT THEIR QUESTIONS ARE NOT BEING ANSWERED ABOUT THE THINGS THEY ARE DOING TO PAY OUR COUNTRY. SO THAT'S THE REASON WHY WE ARE ASKING FOR THE STAFF INCREASE THAT'S WE ARE.

WE ARE TRYING TO ESTABLISH A CALL SENT -- CENTER AND HOW OUR CALLS ARE ROUTED IN A TIMELY MANNER AND THEIR PHONE CALLS CAN RETURN. WE ARE IN THE PROCESS OF WORKING THAT. WHETHER IT IS FUNDED OR NOT, WE ARE GOING TO DO THAT AND MAY BE CLOSING WINDOWS AND FORRING

[00:40:05]

PEOPLE TO GO ELECTRONIC IF WE CAN'T GET THE STAFFING LEVELS THAT WE NEED TO. ONE WAY OR THE OTHER, WE ARE GOING TO GET THE CALL CENTER PUT UP THIS UPCOMING SESSION, BUT I REALLY HOPE THAT WE LOOK AT THAT $9 MILLION -- $9.8 MILLION IN FEE THAT'S WE BRING IN. DOESN'T TOUCH THE TAXES AND AD VAL VALOREM.

AND WE WILL GET INVESTMENT BACK IN OUR APARTMENT FOR THE PEOPLE WHO PAY THEIR BILLS. TAKING -- GOING INTO THE SPECIFIC REQUEST NOW. I AM GOING TO START FIRST.

EACH YEAR ON THE GENERAL BUDGET, WILL HAVE FLUCTUATING THINGS.

MALE IS A BIG SYSTEMS IN PIECE OF THAT FOR VOTER REGISTRATION AS STIPULATED WITH THE STATE CODE.

THERE IS A REDUCTION OF $49,000. THIS IS AN OFF YEAR, SO THE $49,000 WON'T HAPPEN THIS YEAR AND THEN ADDED BACK TO THE BUDGET NEXT YEAR. WE HAVE A SOFTWARE AND SERVICE MAINTENANCE AGREEMENT, $15,600. THAT IS FOR OUR KEYLESS SYSTEM WE HAVE DOWNSTAIRS. THAT HAS HELPED US TREMENDOUSLY AND STREAMLINED OUR PROCESSES. I AM SURE THAT YOU HAVE HEARD VERY NICE COMMENTS ABOUT THAT AND THAT IS WORKING QUITE AS WELL, CONTRACT OBLIGATION OF $14,450 TO RENEW THAT IN ORDER TO CONTINUE USING THAT FOUR EXTRA RTS WORK STATIONS WE HES FROM THE STATE AND THESE WILL BE FOR THE CALL CENTER $1140.

SERVICES AND CHARGES ALL RELATED TO MAILOUTS.

THAT IS ADDITIONAL EXPENSE THAT WASN'T IN THIS YEAR.

IT WILL BE ADDED BACK NEXT YEAR. ONE YEAR WE USE IT AND ONE YEAR WE DON'T. AND PROMISE.

I HAVE A QUESTION FOR THE COURT. WHERE ARE WE AT WITH THE GAME ROOM ORDINANCE? DOES THAT LOOK LIKE SOMETHING THAT WILL PASS OR SOMETHING WE WILL CONTINUE TO.YOU ARE SUE.

THE REASON FOR THAT QUESTION IS THE STICKER THAT'S GO WITH THAT GAME ROOM ARE EXPENSIVE AND WE NEED TO KNOW IF THE NEXT ITEM UNDER FEES AND PERMITS WILL DEPEND WHETHER THE GAME ROOM ORDINANCE IS APPROVED OR NOT BECAUSE WE GOT AN INCREASE FOR CO COSTS.

>>JUDGE CANALES: I WILL ANSWER YOUR QUESTION THAT IS ALSO FOR THE TIMELINE. BUT THE COURT DID PASS A GAME ROOM REGULATION. AND WHERE WE ARE IS WE ACTUALLY CREATED OUR LAST QUARTER TIMELINE TO HAVE THAT DONE BY NEXT FISCAL YEAR. BUT THE ACTUAL PERMIT APPLICATION, THE PROCESS THAT WILL BE HANDLED BY THE CLERK'S OFFICE HAS NOT BEEN BROUGHT FORTH YET.

STILL REQUIRES ASSESSMENT. I WOULD SAY LOOK FOR FISCAL YEAR TO ACTUALLY HAVE THOSE BROUGHT FORTH UNTIL SOME COURT ACTION

MAY EXPRESS IT. >> YES.

IT WILL BE REAL CRITICAL THAT WE COMMUNICATE WITH.

THE ORDINANCE WILL HAVE TO BE ORDERED BECAUSE THERE WILL BE A TREMENDOUS NUMBER OF UPTICK. THAT IS ANTICIPATORY.

IT IS A HARD COST. AND, OF COURSE, THERE WILL BE INCOMING TO OFFSET THAT. BE AWARE OF THOSE NUMBERS AND WE HAVE TO MAKE HOUR WE HAVE -- IS RALPH HERE.

WHERE IS THE TIMELINE, RALPH THAT TAKES -- IT TAKES ABOUT

THREE WEEKS. >>JUDGE CANALES: GOOD TO KNOW.

>>FYI ON THAT. >>JUDGE CANALES: THANK YOU.

>> CAPITAL OUTLAY. WEIGH GOT SOME DESKS AND CHAIRS.

LET'S START WITH THE CAPITAL OUTLAY NOTE.

>> ONE QUESTION ON THE STICKERS. ONCE YOU ORDER THE STICKERS AND ITEM AGAINST THE CLERK'S OFFICE, THEY ARE GOING TO HANDLE IT? AND YOU KEEP TABS ON THE NUMBERS OF THE STICKERS AS FAR AS --

>> THERE IS NO TABS ON THAT. THERE IS -- THEY WEREN'T REQUIRED TO BUY STICKERS. AND THAT WILL BE THE ENFORCEMENT SIDE OF THAT GAME ROOM. FROM WHAT I READ, THEY ARE GOING TO PROVIDE PROOF THAT THEY PAID FOR THE STICKERS ON THE

[00:45:01]

MACHINES. WE DON'T HAVE ANY ENFORCEMENT AT OUR OFFICE, AND THAT WILL BE PLACED ON ENFORCEMENT.

. >> COMMISSIONER GONZALEZ: YOU WOULD KNOW WHAT YOU ORDEREDRIGH. THEY ARE NUMBERED -- YES.

>> COMMISSIONER GONZALEZ: THANKS.

>> AND THE FEE WE BRING IN FOR THOSE IS $15 A STICKER THAT IS DICTATED BY STATE STATUTE. OKAY, ON THE CAPITAL OUTLAY.

ONE OF THE THINGS WE ARE GOING TO DO IS STREAMLINE OUR OPERATIONS AND WE ARE LOOKING AT WHAT IS CALLED -- BASICALLY A CASH -- AUTOMATIC CASH VAULT SO TO SPEAK.

KIND OF THE BEST WAY TO DESCRIBE IT.

WHAT IT IS THAT THIS THING COUNTS DOWN YOUR TILLS AND DRAWERS AUTOMATICALLY. YOU PUT IT IN THERE AND IT DOES IT FOR YOU. WE SAW ONE OF THESE IN OPERATION IN DENTON COUNTY AND CUTS DOWN ON THE NUMBER OF PEOPLE IT REQUIRES TO BALANCE AND DO THE THINGS WE HAVE TO DO AT THE END OF THE DAY AND STREAMLINES THAT PROCESS TREMENDOUSLY.

THE NICE THING ABOUT THESE THINGS IS THEY DON'T GET SICK

AND THEY DON'T COST INSURANCE. >>JUDGE CANALES: AND THEY LAST?

>> THEY ARE LAST FOR THE LONG TIME.

I WORKED AT A BANK AND IT WAS PHENOMENAL.

WE TALK ABOUT -- ONE DAY WE WILL GET TO A REPORT WHERE WE ARE IN A SINGLE PLACE IN A SINGLE OPERATION AND WE CAN MAXIMIZE THAT APPOINTMENT. AT THIS TIME USE THE MOTOR VEHICLE APPOINTMENT. AND IT REALLY REDUCES MONEY.

IT -- DESIGNED FOR RE RETAIL ALLOCATIONS AND DEALING WITH HIGH CURRENCY NUMBERS THAT WE SEE.

IT HELPS WITH OUR DEPOSITS AND EVERYTHING LIKE THAT.

IT WILL CUT DOWN ON OF PROMISED WOULD JUST -- BEFORE I HEAR EVERYBODY, BUT ON THIS ONE, I THINK WE CAN MAKE A GREAT ARGUMENT THAT IF YOU WANT TO. IF YOU FEEL STRETCHED ON CAPITAL, DALE. THIS WOULD BE A GREAT AMERICAN RESCUE PLAN ACT. FITS IN THE ADMINISTRATION AND REDUCTION OF -- SO MANY AREAS THAT THIS COULD FIT IN.

AND IF NOT THERE, SINCE IT IS A PIECE OF EQUIP.

I CAN SEE IT BEING IN CO'S 21. I AM LOOKING FOR GREAT THINGS TO BUY THAT REALLY HAVE A LONGEVITY TO THEM.

I CAN SEE THIS BEING -- ANYWAY, I MENTION THIS BECAUSE WE ARE ALL HERE TOGETHER AND ASKING YOU AND DALE TO MARK THIS ONE.

IF CAPITAL OUTLAY GETS PUSHED -- IT SHOULD BE IN CAPITAL, IT SHOULD BE. BUT IF THIS IS TIGHT THIS IS SOMETHING THAT WE NEED TO LOOK INTO EITHER FOR MY COS OR THIS IS A CLASSIC GREAT RATE OF RETURN ON THE HUMAN CAPITAL.

>> WE ARE LOOKING TO A LIFESPAN 10, 15 YEARS OLD OFTEN THIS

MACHINE. >> I MARK THAT ONE AS BEING SPECIAL AND A LOT OF CAPITAL REQUESTS.

I WOULD RATHER SEE THOSE GO TO CAPITAL AND PULL THIS OUT.

LET'S FUND IT IN DIFFERENT WAYS. I GOT THE DOLLARS -- IT IS DEFINITELY GOOD WAYS HERE. THANK YOU.

>> GOING DOWN INTO THE -- INTO THE SPECIFICS OF THE PERSONNEL REQ REQUEST.

WHAT REALLY IS WITH THESE NUMBERS, I DO HAVE SOME CONCERNS IF THIS IS ACTUALLY GOING TO BE ENOUGH TO START OUR OWN CENTER OR NOT. WE GOT THE CART BEFORE THE HORSE. AND AN INVESTMENT BASED ON WHAT WE FEEL OUR VOLUME WAS. AND I AM LOOKING AT THESE VOLUME NUMBERS, $9.6 MILLION. WE MAY NEED ANOTHER PERSON ON TOP OF THIS. BUT I THINK IT WILL SEE HOW MUCH. HOW MUCH THE AUTOMATED PHONE PIECE IS REMOVED. WE WILL START CONSERVATIVE WITH THE REQUEST AS IT STANDS. WE WILL HAVE TO ADD SOME MORE DOWN THE ROAD ON THIS, BUT WE HAVE GOT TO GET THESE PHONE CALLS.ANSWERED AND THAT IS THE PERSONNEL INCREASE REQUEST IS FOR. THE FIRST ONE IS FOR -- FOR THE CALL CENTER. AND I HAVE GOT TWO SENIOR CLERKS. WE.NEVER HAD TWO PEOPLE WORKING THE PHONE CENTER, AND THEY WILL BE MOVING UPSTAIRS WHERE THE

[00:50:06]

CALL CENTER IS AND THEY WILL BE WORKING FOR THE LOCATION.

WE HAVE THE SPACE SET UP FOR THAT.

WE HAVE A MANDATORY VEHICLE DEPARTMENT CURRENTLY AND AS WE MOVE TO THE DIRECTOR. SHE HAS 28 EMPLOYEES AND THREE SATELLITE OFFICES THAT SHE -- ALSO OVERSEAS.

AND THIS GETS HER IN LINE WITH THE SIZE AND AMOUNT OF RESPONSIBILITIES THAT SHE HAS. TAKEN HER FROM A LEVEL 24 TO 28 AND THAT IS REQUEST ON THE PERSONNEL.

DO YOU HAVE ANY QUESTIONS. >>JUDGE CANALES: ONLY IT IS VERY GOOD AND VERY HELPFUL YOUR PAPERWORK.

COMMISSIONER GONZALEZ? .

>> COMMISSIONER GONZALEZ: YOU SAID TWO SENIOR -- TIMES TWO IS $62,000 PLUS -- STARTING THEM OFF AT $30,000? THAT IS -- THAT IS WAY UNDER -- I THOUGHT WE WERE TALKING ABOUT.

>> WELL I WOULD LIKE TO SEE THEM GET PAID BETTER THAN THAT.

THAT IS BASED ON OUR CURRENT PAY SCHEDULE THAT WE HAVE.

HONESTLY, THEY ARE REALLY NOT CLERKS.

JUDGE AND I TALKED ABOUT THIS. AND I THINK YOU AND I TALKED ABOUT THIS. WHAT THEY DO IN MOTOR VEHICLE, A 500-PAGE MANUAL THEY HAVE TO GET AND LEARN AND TAKES SIX TO NINE MONTHS JUST TO GET THEM UP TO SPEED WHERE THEY ARE FUNCTIONING AT FULL LEVEL. THEY HAVE TO BE EXPERTS -- ALMOST HAVE TO BE MINI ATTORNEYS WITH THE KIND OF PAPERWORK.

. >> COMMISSIONER GONZALEZ: CAN

YOU GO. >> THAT IS WHAT DICTATED AS PART OF THE -- IT'S WHERE ALL OUR SENIOR CLERK ARE AT RIGHT NOW.

THEY ALL THINK THEY SHOULD BE 17S AT LEAST.

BUT WHEN WE DID THE BUDGET THAT IS WHERE WE ARE AT AND PACED ON OUR CURRENT ASPECTS IF WE HAVE INCREASE, I WOULD BRING IT UP TO

17. >> COMMISSIONER GONZALEZ: OKAY,

THANK YOU. >>JUDGE CANALES: THANK YOU, KEVIN. VERY GOOD.

ANYBODY ELSE ON HEADLINE?

>>. >> COMMISSIONER CHESNEY: LIKE EVERYBODY ELSE WE ARE HAVING A PROBLEM MAINTAINING -- LEADS INTO YOUR QUESTION. WE ARE HAVING A TIME RETAINING EMPLOYEES. AND WE ARE LOSING -- OUR SENIOR CLERKS GET PAID WHAT PEOPLE AT HEB TO BE A CASHIER.

WITH FUEL PRICES AND INFLATION THAT WE ARE DEALING WITH, I DON'T KNOW HOW MUCH LONGER WE ARE GOING TO BE ABLE TO GET STAFF AT THE LEVELS WE ARE PAYING THEM CURRENTLY AND RETAIN THEM. NOT TO MENTION A SIX TO NINE-MONTH LEARNING CURVE. BY THE TIME WE GET THEM UP TO DATE WHERE THEY NEED TO BE, THEY ARE WORKING SOMEWHERE ELSE.

AND I AM LOSING MY VETERANS. IT IS GETTING TOUGHER AND TOUGHER. ANYWAY.

>>JUDGE CANALES: WE ARE APPRECIATIVE.

. KEVIN, I DON'T SEE ANY QUESTIONS FOR COMMISSIONER CHESNEY OR M AFSHGSREZ.

>> WE WILL HEAR FROM JUSTICE OF THE PEACE THELMA RODRIGUEZ AND JUDGE IS ALREADY HERE AND HAVE EVERYBODY RETURN TO 362 IN YOUR BOOKS, BUT SHE IS COMING FORWARD THANKS, JUDGE.

GOOD MORNING, EVERYONE. AND THANK YOU FOR ALLOWING ME TO SPEAK THIS MORNING. THERE ARE TWO SETS OF PACKETS.

THE FIRST ONE IS WHAT YOU SHOULD ALREADY HAVE.

I MADE A COPY OF IT JUST TO MAKE SURE THAT WE ALL HAVE THAT.

SOME CORRECTIONS NEEDED TO BE MADE.

SO I DID THOSE ARE.AND I PUT IT IN THE PACKET OF CORRECTIONS.

I AM ASKING FOR A FULL-TIME TERM.

THREE FULL-TIME INCLUDING MY SUPERVISORS AND TWO FULL-TIME CLERK AND A PART-TIME CLERK. WHAT I AM WANTING TO DO -- WHAT I AM REQUESTING THE COURT THAT CHANGE PART-TIMER INTO A FULL-TIMER AND MAKE IT FOUR FULL TIME.

FOR OUR WORKERS. I CURRENTLY HAVE A BUDGET

[00:55:01]

$13,000 FOR MY PART-TIMER, SO THAT IS THE SINCE THERE.

WHEN YOU LOOK AT THE BUDGET WHERE THE BREAKDOWN IS OF EVERYTHING, THERE WAS ALSO A MISTAKE MADE FOR THE POSTAGE -- AND EVERYTHING THAT I AM REQUESTING HERE TODAY, IT -- IT IS ALL BECAUSE OF ONE REASON WHICH IS MY TRUANCY.

THE POSTAGE I NEED TO INCREASE. BECKY PUT FOR 2023 REQUEST MINUS $200 BUT MEANT $2,000. AND $1,000 FOR POSTAGE, I AM REQUESTING $2,000. THE VOLUME OF TRUANCY THAT I HAVE. AND WE REQUIRE A LOT OF MAILOUTS. IT IS JUST ARE CRAZY HOW MUCH POSTAGE WE USE THROUGHOUT THE YEAR.

>>JUDGE CANALES: SO I KNOW THAT THIS HELPS DA DALE, WILL THIS BE

AMENDED? >> YES.

>>JUDGE CANALES: DEAL, MAKE THAT KNOWN.

OKAY, WE WILL DO THAT. >> THANK YOU, KAHN JUDGE.

I APPRECIATE THAT. THE NONATTENDANCE CASES ARE ALL MAILOUTS. THE TRUANCY CONTRACTS FOR THE STUDENTS. SUMMONS TO THE STUDENTS AND THEY HAVE TO BE LEGALLY SERVED ACCORDING TO THE LAW.

AND WE ATTEMPT TO SEND THE NOTICES IN THE MAIL FOR STUDENTS. THEY ARE.STUDENT NOTICES.

THEY ARE COURT ONLY IF WE ARE UNABLE TO SERVE THEM.

OKAY. AND THEN THAT IS MY TOTAL BUDGET THAT WE HAVE. WE ALSO HAD A REQUEST THAT WE HAD -- GIVEN LAST YEAR FOR TV -- BIG SCREEN FOR MY COURT ROOM.

THAT WAS IN THE CODE BUT DID NOT COME THROUGH LAST YEAR.

SO WE WERE TOLD TO ASK FOR IT AGAIN THIS YEAR.

>>JUDGE CANALES: WHAT WE ARE GOING TO DO IS YOU HAVE A N NODDING OF THE HEAD FOR COURT ADMINISTRATION.

I DON'T THINK YOU NEED TO ASK IF IT ALREADY GOT APPROVED.

>> THAT'S WHAT I THOUGHT. >>JUDGE CANALES: SHE WILL CHECK

BACK WITH YOU. >> OKAY, GREAT.

THE REPLACEMENT. >>JUDGE CANALES: APPRECIATE

THAT. >> THANK YOU VERY MUCH.

I APPRECIATE THAT. THE WHOLE BUDGET FOR EVERYTHING GOES BACK TO THE TRUANCY, THE REASON I'M HERE TODAY.

MY MAIN CONCERN. YOUR SECOND PACKET.

>> COMMISSIONER GONZALEZ: JUDGE, CAN I ASK A QUESTION FIRST?

>> YES, JUDGE -- COMMISSIONER. I STILL CALL YOU IT JUDGE.

. IS IT.

>> COMMISSIONER GONZALEZ: I'M STILL BOTH.

YOU MENTION THREE FULL TIME -- I THINK EVERYBODY ELSE HAS FOUR, I

AM NOT SURE. >> ACTUALLY COMMISSIONER -- JUDGE HAS FIVE FULL TIME. JUDGE WOOLSEY HAS FIVE FULL TIME AND SANTANA ALSO. AND THE REASON I WILL ADDRESS THAT THE TRUANCY HAVE LEFT THE OTHER JUDGES AND RIGHT NOW THEY WON'T BE FIRING A HABEUS COURT. AND THEY WERE FOLLOWING

EVERYTHING WITH ME. >> COMMISSIONER GONZALEZ: THAT WAS MY POINT. BY CHECKED ON THAT AND I UNDERSTAND WHAT WAS HAPPENING, BUT I AM JUST THINKING POSSIBLY DEALING WITH TRUANCY. WOULD IT HELP YOU MORE TO DO -- I DON'T KNOW IF YOU SAP WANT TO DO TWO PART-TIME BECAUSE OF

TRUANCY. >> MY GOD, THAT WOULD BE GREAT.

>> COMMISSIONER GONZALEZ: WON'T HAVE TO PAY THE BENEFIT BUT HAVE BOTH OF THEM FOR 30 HOURS EACH AND A LITTLE BIT MORE MONEY -- BUT I THINK, YOU KNOW, DEALING WITH TRUANCY.

YOU MAY BE ABLE TO BE FLEXIBLE ON IT.

>> IF I COULD HAVE TWO PART-TIMERS, 30 HOURS EACH.

I UNDERSTAND. I GET IT.

BEFORE WHEN I WAS A CLERK. BUT I KNOW THERE IS SO MUCH MORE THAN A FULL-TIME EMPLOYEE. THEY WILL PROVIDE INSURANCE AND RETIREMENTS. I UNDERSTAND -- IN THE PLACE OF GETTING ONE FULL TIME. WE ARE GET TWO PART-TIMES.

THAT WOULD BE A BONUS AND REALLY WOULD BE GONZALEZ GONZALEZ

SOMETHING WE CAN CONSIDER >>I KNOW.

AND WE WILL DISCUSS THAT. FIRST SECOND QUARTER THERE WAS A LETTER FROM -- FROM.THE DIRECTOR OF THE OFFICE OF ADMISSION, ATTENDANCE AND STUDENT SUPPORT SERVICES AND SHE TALKS ABOUT WHAT WE HAVE DONE FOR THEM THIS PAST YEAR.

THAT WILL NOT BE IN YOUR POWER POINT.

THAT WAS SOMETHING I DID ON FRIDAY AT THE LAST MINUTE.

SO I DO APOLOGIZE. ADDING YOUR PACKAGE.

AND IN MY OFFICE, IT IS EFFICIENT, EFFECTIVE.

AND WE STRIVE TO ALWAYS HEAR ALL CASES IN -- YOU KNOW, THAT CARRY OVER INTO THE NEXT SCHOOL YEAR. THIS IS THE FIRST YEAR.

[01:00:03]

I AM CARRIES OVER 300 CASE THAT'S WILL NOT BE HEARD THIS YE YEAR.

MY TRUANCY PARK. THAT IS JUST THE AMOUNT OF THE VOLUME OF THE WORK SHE HAS TO PROCESS.

AND WITH THE PART-TIME, TALKING ABOUT THAT.

THE LAST -- I PROVIDE A COPY OF THE -- THE SCF -- THAT WE HAVE PROVIDE EVERY 13 WEEKS. PETITION KERR REPRESENTEDLY PAY OUR TEMP $12.28. LIKE KEVIN SAID LIKE ME, YOU CAN GET MORE AT MCDONALD'S FOR THE HOURLY RATE AND IT IS VERY HARD TO KEEP OUR ACCOUNTS. .

>> COMMISSIONER GONZALEZ: WE CAN RAISE OUR PART-TIME TODAY 12 -- WE RAISED IT IN $12 IN SOME AREAS?

>> IT IS NOT IN OUR BUDGET CURRENTLY.

>> COMMISSIONER GONZALEZ: ASKING IF WITH HE TO RAISE SOME OF THE PART-TIMES TO 12. I REMEMBER WE DID IN SOME AREAS

OR NOT. >> WE NORMALLY DON'T ASSIGN FULL TIME TO A PART-TIME. PUT ONE IN AS HALF A POSITION, PART-TIME POSITION AND DO WHATEVER THE COURT DESIRES.

>> COMMISSIONER GONZALEZ: THAT ANSWERS MY QUESTION.

THANK YOU VERY MUCH >>I CAN'T GET APPLICANTS TO APPLY FOR MY POSITION BECAUSE THE HOURLY RATE.

IF I GET THREE OR FOUR. I AM BLESSED THAT I HAVE THAT MANY TO INTERVIEW. THE PAPERWORK SHOW OUR FULL-TIME CLERK GETS $14.91 HOURLY RATE AT THE POSITION IN STEP ONE.

SO WHEN YOU HAVE THE 90% ARE, THE MOST IS 13.42.

RAISE IT FROM $10.20. IF NOTHING ELSE NOT WITH THE ONE FULL TIME, IF WE GO WITH THE TWO TEMPS AND ALSO RAISE THAT HOURLY RATE WILL BE SO MUCH EASE EASIER TO GET PEOPLE APPLYING FOR MY POSITION AND RIGHT NOW WE DON'T HAVE IT.

I ATTACHED THE SCHOOLS THAT FILED WITH ME.

NOT ONLY. CCISD, ALL OF FLOWER BLUFF AND RICHMOND ACADEMY.

I PRETTY MUCH DO.ALL OF HAD NUECES COUNTY.

ROTHTOWN AND BIB SHOPPE. OTHER THAN THAT I PRETTY MUCH HAVE THE SCHOOL DISTRICTS FOR CORPUS.

COMMI COMMISSIONER AND I HAVE SPOKEN AND JUST A NEED FOR JUST A TRUANCY COURT BECAUSE THAT'S HOW MUCH -- AT SOME POINT IN TIME. MY COURT IS THE NUMBER ONE STATE IN THE WHOLE STATE OF TEXAS WITH JUVENILES.

>>JUDGE CANALES: CONSISTENCY. THAT IS WHY IT IS NEEDED SO IT

IS NONFORM SHOPPING. >> AHOT OF PEOPLE ASK US WHY WE HAVE TRUANCY, A PROBLEM IN OUR COUNTY.

I TELL THEM NOT NECESSARILY HEE SINCE 2015, NUECES COUNTY WAS ONE OF THE COUNTIES WAS ON BOARD.

WE CREATED THAT TRUANCY COMMITTEE WE HAD.

I SAT ON THAT COMMITTEE. AND THEY WERE PROMPTLY ASKED TO GET ALL OF THE DOCUMENTS THAT WE NEED TO CHANGE THE LAW LEGALLY.

FOR THE STUDENT CASES. AND I ALSO -- THAT NUMBER OF THE FACT THAT NUECES COUNTY WAS ONE OF THE COUNTIES THAT WE WERE ON BOARD MAKING SURE WE SEE THESE ISSUES WITH OUR STUDENTS.

AND TO MAKE SURE WE GO BACK TO SCHOOL.

THAT IS THE REASON THAT -- THAT'S WHY SHE LIKED IT BECAUSE OF OUR EFFICIENCY AND EFFECTIVENESS THAT WE HEAR OUR CASES PROMPTLY. WE ADDRESS THEM QUICKLY.

I USUALLY HEAR THEM -- COME JANUARY, I HEAR NOTHING ELSE BUT TRUANCY MONDAY THROUGH FRIDAY. MORNING AND AFTERNOON.

AND I AM -- I AM PROUD TO SAY THAT I AM ONE OF THE JP JUDGES, PROBABLY ONE OF THE ONLY JUDGES WHO IS IN COURT EVERY DAY.

EVERY DAY, I SET ASIDE MY EVICTIONS BECAUSE I HAVE THE MOST EVICTIONS IN NUECES COUNTY. I AM IN COURT EVERY DAY MONDAY THROUGH FRIDAY. TAKE TIME OFF TO SEE MY FAMILY.

MY SON IS I WANT TO VISIT BUT WITH TRUANCY I CAN'T TAKE TIME OFF. ANY QUESTIONS FOR ME.

>> COMMISSIONER GONZALEZ: THANK YOU, JUDGE FOR WHAT YOU DO.

>>JUDGE CANALES: ANY QUESTIONS FOR JUDGE RODRIGUEZ FROM OUR ONLINE COMMISSION SPECIAL THANK YOU FOR HEARING ME THIS MORNING.

>>JUDGE CANALES: AS IT WAS THIS MORNING YOUR ENEMY OR FRIENDS.

WE HAVE ACTUALLY CAUGHT UP AND NOW ON ALMOST TEN MINUTES AHEAD OF SCHEDULE. SO IT IS NOW TIME FOR OUR COUNTY AUDITOR TO BRIEF US. AND IF WE CAN TAKE A SMALL

[01:05:10]

BATHROOM BREAK AFTER THIS. >>.

>> JUDGE, WE NEED TO WAIT FOR TH

THEM. >>JUDGE CANALES: THEY WERE NOT SCHEDULED UNTIL 10 D 15. YOU KNOW WHAT, THEY ARE WALK IN -- AT LEAST PART OF THEM. SOME STAFF HERE.

NOT QUITE15. YOU KNOW WHAT, THEY ARE WALK IN -- AT LEAST PART OF THEM. SOME STAFF HERE.

NOT QUITE15. YOU KNOW WHAT, THEY ARE WALK IN -- AT LEAST PART OF THEM. SOME STAFF HERE.

NOT QUITE15. YOU KNOW WHAT, THEY ARE WALK IN -- AT LEAST PART OF THEM. SOME STAFF HERE.

NOT QUITE:15. YOU KNOW WHAT, THEY ARE WALK IN -- AT LEAST PART OF THEM. SOME STAFF HERE.

NOT QUITE THEY ARE ON THEIR WAY. .

>> COMMISSIONER GONZALEZ: WHY WE DON'T TAKE A QUICK BREAK.

IS IT. >>JUDGE CANALES: WE LAOS OUR CLERK ANYWAY. WHERE DID THE CLERK GO? IT IS 10:10. WAIT FIVE MINUTES AND ASK EVERYBODY ONLINE TO HOLD FOR US WHILE WE WAIT FOR THE BOARD OF JUDGES TO COME IN.

. >>JUDGE CANALES: WE HAVE GOT DEPARTMENTS 3110, 3150, 3310 THROUGH 3380 FOR JUDGES AND COUNTY AUDITOR IN THIS TIME SLOT.

WHO WOULD LIKE TO PETITION BEGIN?

GOOD MORNING. >> GOOD MOMORNING THANK YOU FOR ALLOWING US TO BE IN FRONT OF YOU THIS MORNING. JUDGES AND CO MANAGER IN NUECES COUNTY. A LITTLE BIT OF DIFFERENCES IN VARIOUS COUNTIES SURROUNDING THE AREA WITH POPULATION AND THE TYPE OF SALARY AND STAFF COMPARED TO THE VARIOUS COUNTIES. SO ON PAGE TWO OF THE SLIDE HERE, WE HAVE CAMERON COUNTY. THE POPULATION -- A LITTLE BIT MORE THAN NUECES, AND THESE NUMBERS ARE -- FROM SEPTEMBER 2021. THEY ARE ACCURATE AS OF 2021 SEPTEMBER. THE BASE SALARY IN CAMERON COUNTY IS $46 K. THEY ARE A JURISDICTION COURT AS WELL AS NUECES. THE STAFFING IN CAMERON COUNTY IS ONE COORDINATOR FOR DISTRICT COURT, A COURT MANAGER, AND AN ASSISTANT COORDINATOR FOR COUNTY COURTS.

PLUS, THE DISTRICT COURT OFFICE AND COURT CLERK FILING ALL NOTICES AND MAILING OUT FORMS FOR THEIR COUNTY.

THE NEXT SLIDE HAS LAREDO. NOW LARAY TOE COUNTY HAS A POPULATION THAT IS LESS THAN -- LAREDO COUNTY HAS A POPULATION THAT IS LESS THAN NUECES. THEY ARE UNDER NUECES COUNTY SALARY HOWEVER, THEIR COURT STRUCTURE, SIMILAR TO OURS, THEIR STAFFING IS FAR BEYOND WHAT NUECES COUNTY HAS AT THIS POINT. EACH COURT IN LAREDO HAS A CIVIL COORDINATOR, CRIMINAL COORDINATOR, A COURT MANAGER AKA ADMINISTRATOR AND RECEPTIONIST FOR EACH COURT.

THE NEXT SLIDE IS NUECES. OUR POPULATION RIGHT IN THE MIDDLE OF CAMERON AND LAREDO. OUR BASE SALARY IS COMPARABLE TO THE OTHERS. WE ARE A GENERAL JURISDICTION COURT SAME AS THE OTHERS; HOWEVER, EACH COURT HERE IN NUECES HAS A MANAGER. WE HAVE NO ADMINISTRATION HELP.

NO RECEPTIONIST AS WELL. WE WOULD LIKE TO PRESENT THAT OUR SALARIES TO EITHER EXCEEDED THE MATCH OR HAVE THE ASSISTANCE THAT OTHER COURTS REQUIRE. AND WE WILL CONTINUE WITH THE SLIDES. SO THE BOARD OF JUDGES COMMITTEE

[01:10:07]

SUBMITTED THIS PROPOSAL FOR COURT MANAGER THAT WE BASED OFF OF HARRIS COUNTY STARTING WITH THE COURT MANAGER ONE, NO COURT EXPERIENCE. BRAND-NEW TO A COURT WITH A NEW JUDGE THAT COMES IN. COURT MANAGER 2 WILL BE PAY GROUP 26. MOVE UP A PAY GRADE.

FOUR YEARS COURT MANAGEMENT EXPERIENCE OR BACHELOR'S DEGREE.

COURT MANAGER 3, A 27 PAY GRADE WITH EIGHT YEARS COURT MANAGEMENT EXPERIENCE OR FOUR-YEAR COURT MANAGEMENT EXPERIENCE AND A BACHELOR'S DEGREE.

CERTIFIED MANAGER MOVED UP TO A PAY GROUP 28.

AND HAVE THE CERTIFIED -- CERTIFICATE AS A COURT MANAGER OR MASTER'S DEGREE AND FOUR-YEAR COURT MANAGER EXPERIENCE.

>>JUDGE CANALES: THANK YOU. JUDGE KLEIN.

. >> GOOD MORNING, JUDGE, GOOD MORNING, COMMISSIONERS. THANK YOU FOR THE OPPORTUNITY TO PRESENT THIS TO YOU THIS MORNING.

WE HAVE NOT ASKED FOR AN ACROSS-THE-BOARD RAISE FOR OUR COURT MANAGER SINCE I BELIEVE 2004.

SO IT'S NOW BEEN 18 YEARS. IF THE PROPOSAL DOES PASS THIS YEAR, NEXT YEAR, IT WILL COST THE COUNTY UNDER 66,000 RAISE FOR ALL OF COURT MANAGERS TOTAL OUR COURT MANAGERS ARE COVERING HUNDREDS OF CASES EVERY MONTH. THEY ARE DEALING WITH PRO SE, WITHOUT REPRESENTATION DEFENDANTS IN CRIMINAL CASES, LITIGANTS IN CIVIL CASES. THEY ARE OFTEN UTILIZING THEIR SPANISH OR LACK OF SPANISH SKILLS TO NAVIGATE THE SYSTEM.

THEY COME EVERY DAY. THEY REPORT EVERY DAY.

WHEN THEY HAVE TO TAKE TIME OFF, IT PARALYZES OUR COURTS AND THAT IS JUST TO SHOW HOW MUCH THEY DO EVERY DAY.

THEY TAKE WORK HOME. WEEKENDS.

SHE HAS WORKED. SHE HAS WORKED VERY HARD OF PRESENTING THE INFORMATION SO WE CAN PUT THIS PROPOSAL IN FRONT OF YOU ALL. AND WE ARE ALL OPEN FOR ANY QUESTIONS YOU MIGHT HAVE. AND, AGAIN, WE THANK YOU FOR THE OPPORTUNITY TO MAKE THIS PROPOSAL AND ASK ON BEHALF OF

OUR COURT MANAGERS. >>JUDGE CANALES: THANK YOU.

I WILL POINT OUT THAT THE ORDER IS INCLUDED AND SIGNED BY ALL.

>> BY ALL OF THE JUDGES, YES, MA'AM.

>>JUDGE CANALES: BY ALL OF THE JUDGES.

>> COMMISSIONER GONZALEZ: ASKING FOR $68,000 ACROSS THE BOARD

PLUS COURT STAFF? >> WE ARE ONLY ASKING FOR THE COURT MANAGERS AND THE TOTAL RAISE PER YEAR WILL BE UNDER

$60,000. >> COMMISSIONER GONZALEZ: I HEARD THAT. I THOUGHT YOU WERE ASKING FOR

BOTH. >> ONLY FOR THE COURT MANAGERS.

NOT ASKING FOR A RAISE FOR ANYBODY ELSE.

. >> COMMISSIONER GONZALEZ: THANK

YOU. >> FOR ALL COURTS?

>> ALL COUNTY COURTS OF LAW AND ALL DISTRICT COURTS.

>> IN ANSWER TO YOUR QUESTION, JUDGE.

>>JUDGE CANALES: JUDGE, IF COMMISSIONERS ONLINE CAN HEAR.

>> WE ARE NOT ASKING FOR ANY ADDITIONAL STAFF TO ASSIST OUR COURT MANAGERS. OUR COURT MANAGERS IS THE JACK-OF-ALL-TRADES. STAYS UNTIL 7:00 UNTIL THEY GET THE DOCKETS DONE. AND THEY LIVE ON THE PHONE.

BECAUSE ANYBODY IN THE COURTS ARE CALLING THEM CONTINUOUSLY.

SOMETIMES THE WORK DOESN'T GET DONE.

I THINK WHAT WE NEED TO UNDERSTAND IS THAT THEY NEED TO BE COMPENSATED FOR THAT EXTRA TIME.

THEY DON'T GET TIME AND A HALF. WHEN THEY WORK LONGER THAN THE 40-HOUR DAY, THEY, IN FACT, ARE WORKING ON THEIR OWN NICKEL AND MOST OF OUR COURT MANAGERS ARE SO DILIGENT AND HARD WORKING.

BOTTOM LINE THEY DON'T WANT TO GET BEHIND.

IF THEY GET BEHIND, THE COURT GETS BEHIND.

AT ONE POINT OUR COURT MANAGER ARE SELDOM OUT FOR ILLNESS.

THEY KNOW WHAT HAPPENS WHEN THEY ARE OUT.

IT PILES UP. EVEN WOFRS TO DEAL WITH THE BACKLOG, WHICH WE ARE ALL DEALING WITH RIGHT NOW.

I ENCOURAGE YOU TO CONSIDER THIS ON A MERIT BASIS BASED ON EXPERIENCE AND THE JOB THEY ARE DO

DOING. >>JUDGE CANALES: THANK YOU.

. >> COMMISSIONER GONZALEZ: ANSWER

MY QUESTION. >>JUDGE CANALES: AMANDA, DO YOU WANT TO SAY SOMETHING? .

>> COMMISSIONER GONZALEZ: THANK YOU, JUDGE.

>> YOU LOOK AT THE PROPOSED CAREER LADDER.

[01:15:04]

YOU BRING THE COURT MANAGERS AND MASTER'S DEGREE.

A DIFFERENT CALIBER OF COURT MANAGER THAN ENTRY LEVEL COURT MANAGER. I CAN SPEAK FOR MYSELF AS A CERTIFIED COURT MANAGER, PENDING.

I WORKED ON THE PDO OFFICE GRANT, AUXILIARY GRANT.

AND YOU ARE BRINGING WITH THE EXPERTISE AND LEARNING, DIFFERENT THINGS FROM THE CONTINUING EDUCATION AND CERTIFICATION. YOU -- WE -- THERE IS SOMETHING TO BRING TO THE TABLE. WE ARE BRINGING THINGS TO NUECES. AND I JUST THINK THAT IS SOMETHING ELSE THAT IS GOING TO BE CONSIDERED IN THE DECISION.

>>JUDGE CANALES: THANK YOU. JUDGES, THANK YOU FOR TAKING THE TIME TO COME UP HERE. ANY QUESTIONS BEFORE WE MOVE ON? OKAY. AGAIN.

OUR GRATITUDE. DATE, WOULD YOU LIKE TO MOVE

FORWARD? >> AS JUST BACK-UP FOR THE JUDGES IF THEY NEED INFORMATION, WE PROVIDE THE INFORMATION THAT IS LITTLE UNDER $60,000 FOR ALL 13 COURTS THAT ARE IN QUESTION.

>>JUDGE CANALES: SAY THAT ONE MORE TIME?

>> $60,000 FOR ALL 13 COURTS. >>JUDGE CANALES: ALL RIGHT.

. >> COMMISSIONER GONZALEZ: IS

THAT BAD? >> WE HAVE WORKED THIS TO THE BARE BONES TO UNDERSTAND THAT THE COUNTY DOESN'T HAVE ANY SPARE MONEY, WE GET IT. WE HAVE NOT ASKED IN OVER 20 YEARS. THIS IS A FULL-PHASE REQUEST FOR SOMEBODY WHO DEFINITELY DESERVES IT.

>>JUDGE CANALES: THANK YOU. THANK YOU SO MUCH.

THANK YOU. O

OKAY. >>JUDGE CANALES: MAKING SURE THAT EVERYBODY -- DALE, WE WILL GO AND MOVE ON.

WE ARE GOOD THERE? >> YES.

>>JUDGE CANALES: WAY AHEAD OF SCHEDULE BUT STILL WHO WALKED IN THE COURT ROOM IS LOUIE RAY. IF YOU ARE READY TO PROCEED ON LINE. TAKE THE LAST DEPARTMENT BEFORE LUNCH. JUST KIND OF GIVE ME THE THUMBS UP. ALL GOOD? OKAY. DEPARTMENT 5100.

510 A 5. AND LOUIE, WELCOME..

AND LOUIE, WELCOME.. AND LOUIE, WELCOME..

AND LOUIE0. AND LOUIE5.

AND LOUIE, WELCOME. IF YOU START WITH YOUR NARRATIVE. WE HAVE A PACKET HERE AND CONNIE, I DON'T KNOW IF YOU HAVE ANYTHING ONLINE THAT YOU WANT TO DISPLAY. IF NOT, WE CAN LOOK AT OUR BOOKS. TAKE US THROUGH YOUR REQUEST.

I KNOW THIS IS YOUR FIRST TIME IN DOING IT, BUT IT IS PRETTY CASUAL RIGHT NOW. WE ARE JUST LOOKING FOR A SUMMARY OF -- HERE WE GO. GOT IT RIGHT HERE.

A SUMMARY OF WHAT YOU PROVIDED TO US AND THE JUSTIFICATION.

GIVE US SOME OF THAT BACKGROUND, AND IF THERE ARE ANY QUESTIONS, WE WILL OFFER THOSE UP AS SOON AS YOU CONCLUDED.

>> THANK YOU, JUDGE. GOOD MORNING, COURT.

>>JUDGE CANALES: GOOD MORNING. >> CONNIE, DO YOU HAVE ANY SLIDE

FOR US? >>JUDGE CANALES: WE HAVE THIS NOW. WE WILL FOLLOW THIS.

>> THAT'S EASY. CAN YOU GUYS HEAR ME?

>>JUDGE CANALES: WE HAVE TWO ONLINE.

THERE YOU ARE. THAT'S IT.

NEVER MIND, WE ARE GOOD FOR THE COMMISSIONERS ONLINE.

GO AHEAD. >> SO WHAT WE WANTED TO DO IS GIVE YOU GUYS AN IDEA OF WHAT WE DO IN EMERGENCY MANAGEMENT.

AN IDEA OF HOW WE CORK TO WORK. WHAT WE CONTEMPLATE ON A DAILY BASE BASE. YOU GOT THE BACKGROUND OF WHAT THE EMERGENCY IS, WHAT IS AN EMERGENCY AND INCIDENT.

BASICALLY HOW WE FORMULATE AND HOW WE DEAL WITH ANY ISSUES THAT WE HAVE IN THE COUNTY. FIRST, WE ARE GOING TO TALK ABOUT OUR MISSION STATEMENT. SO OUR MISSION STATEMENT AND WANT TO TALK ABOUT IT SO THE COURT CAN UNDERSTAND WHAT WE ARE TALKING ABOUT WHEN WE ARE TALKING ABOUT EMERGENCY

[01:20:04]

MANAGEMENT. NEXT SLIDE, PLEASE.

AND OUR VISION. SOME THE VISION OF THE EMERGENCY MANAGEMENT IS CHARGE TO REDUCE LAWS TO PROTECT INFRASTRUCTURE AND SUPPORT THE ENVIRONMENT FROM ALL HAZARDS.

NOW MOST OF US ALREADY KNOW THAT IS WHAT WE ARE KINDS OF DOING, BUT WE NEED TO A PARTICULAR LATE THAT TO THE PUBLIC AS WELL.

SO WE DID THIS. AND ONE OF THE THINGS WE WANTED YOU TO SEE IS HOW WE ARE ARRIVING FOR AN EMERGENCY OR INCIDENT FOR US. AND HOW WE KIND OF COME UP WITH A CONCEPT OF THE OFFICIAL ZONE. WHAT TO DO IF AN EMERGENCY HAPPENS. SLIDE, PLEASE.

REPORT THE EPT. THE INCIDENT IS SOMETHING THAT WE NEED TO RESPOND TO. FROM THE INCIDENT IS NOW AN EMERGENCY. TALKING OF AN INCIDENT.

THE INCIDENT CAN BE AN ACCIDENT. EMERGENCY IS A LITTLE DIFFERENT.

EMERGENCY IS AN INCIDENT THAT HAS A MULTITUDE COORDINATES OF THE EMERGENCY MANAGEMENT.

EMERGENCY MANAGEMENT IS HOW WE COME TOGETHER AND AT DIVIDE THE OATH. NECESSARY TO RESPOND TO AN EMERGENCY. AND HOW WE DO THAT THROUGH WHAT IS CALLED THE INCIDENT COMMAND SYSTEM OR THE INCIDENT COMMAND.

SO THEICS IS BASICALLY OUR TOP-DOWN WAY O TOP-DOWN WAY OF GIVING ORDERS TO RESPONDS TO AN INCIDENT OR EMERGENCY. AS THE INCIDENT GROWS, THE INCIDENT COMMAND SYSTEM GROWS AS WELL.

NEXT SLIDE, PLEASE ALL RIGHT, SO DURING THE IC SAND EMERGENCY MANAGEMENT WE HAVE WHAT IS CALLED THE DISASTER MANAGEMENT CYCLE. THE DISASTER MANAGEMENT CYCLE IS WHAT HAPPENS WHEN YOU HAVE AN INCIDENT, AN EVENT OR SOMETHING SUCH AS A HURRICANE WARNING THAT COMES UP AND HOW WE RESPOND TO THAT IN THE EMERGENCY ACTION, PREPAREDNESS, RESPONSE, RECOVERY. THOSE ARE THE KEY CORE ACTIONS OF A DISASTER MANAGEMENT CYCLE. AS PART OF A MANAGEMENT TOOL FOR THAT CYCLE. NEXT SLIDE, PLEASE.

SO WITHIN THAT CYCLE, 32 CAPABILITIES THAT THE EMERGENCY MANAGEMENT, THE EOC LOSS OF MATERIAL, PERSONNEL AND THE ENVIRONMENTAL IMPACT OR LESSEN THE ENVIRONMENTAL IMPACT IN THOSE CAPABILITIES. NEXT SLIDE, PLEASE.

AS WE TALK ABOUT OUR BUDGET, ONE OF THE THINGS -- AND WE WILL TALK MORE ABOUT IT ONCE WE GET INTO THE -- THE PRESENTATION OF OUR BUDGET. WE WANTED TO TALK OF THINGS.

THEEMC AND THEEMC SPECIALIST POSITION.

CURRENTLY AT 70% OF EMC SPECIAL POSITION.

CURRENTLY AT 70% OF ARE OF USAGE OR 75% OF THE MEDIAN IS $77,000 FOR THE EMC AND A $50,000 FOR THE EMC SPECIALIST.

WE WANTED TO TALK ABOUT AND BRING TO THE COURT TO ADOPT A $5,000 CONTINGENCY BUDGET FOR -- ON AN ANNUAL BASIS FOR MASS CARE NEEDS. THAT IS WHEN WE GO INTO A WINTER STORM WHERE WE NEED TO HOUSE PEOPLE FOR A WHWHILE OR EVACUATN FROM AN INCIDENT WHICH WE DID A COUPLE OF TIMES THIS YEAR.

NEXT SLIDE, PLEASE. HERE ON THE NEXT SLIDE THAT YOU SEE IS KIND OF A BREAKDOWN WHAT YOU CAN EXPECT FROM EACH OF THE MEMBERS OF THE EMERGENCY MANAGEMENT TEAM.

IT IS ROBUST AND IT IS -- IT COVERS A LOT OF AREA.

[01:25:01]

SO GOING TO THE EMERGENCY MANAGEMENT COORDINATOR POSITION.

I WANTED TO TALK OF THE EMERGENCY MANAGEMENT SPECIALIST POSITION. IF YOU HAVE ANY QUESTIONS OF THE COORDINATING POSITION, I DON'T MIND ANSWERING THOSE.

BUT I WANT YOU GUYS TO UNDERSTAND WE NOT ONLY DO WHAT IS SHOWN ON A DAILY PACE IS AS PART OF THE EMERGENCY MANAGEMENT OR THE EMERGENCY MANAGEMENT TEAM INSIDE THE EOC.

WE HAVE TWO OR THREE OTHER HATS THAT WE WEAR.

ONE OF THOSE THINGS IS TO WORK INSIDE THE ICS THAT WE TALKED ABOUT EARLIER. INCIDENT COMMAND STRUCTURE AND WE HAVE DESIGNATED JOBS IN THERE AS WELL.

NEXT SLIDE, PLEASE. AND AS OF RIGHT NOW, WE HAVE THE DEPUTY EMERGENCY MANAGEMENT COORDINATOR THAT I AM RECOMMENDING THAT WE RENAME TO THE EMERGENCY MANAGEMENT SPECIALIST. IN IN CHARGE OF RECOVERY.

BECAUSE OF THE AMERICAN RECORY ACT, IT IS THE LARGEST PART MUCH OF THE DISASTER SYSTEM. RECOVERY HAS TWO PARTS.

INITIAL PART OF RECOVERY AND SECONDARY PART OF THE RECOVERY AND ENCOMPASSES FROM THE START OF AN INCIDENT ALL THE WAY THROUGH THE INCIDENT CLOSEOUT. IF WE HAVE AN EMERGENCY AND WE ACTIVATE THE EOC. RECOVERY STARTS AUTOMATICALLY.

THAT PERSON SHOULD BE THE SENIOR EMERGENCY MANAGEMENT SPECIALIST WITH ANOTHER ROLE AS ACTING AS THE SECOND OF COMMAND SO TO SPEAK IN CHARGES OF EMERGENCY MANAGEMENT, AS WELL AS BEING A PART OF THE ICS SYSTEM AND OPERATIONS.

NEXT SLIDE, PLEASE. SO THE PREPAREDNESS POSITION IS -- IS ALSO LARGE. IT COVERS EVERYTHING THAT HAPPENS AND GETS IT READY FOR THE EVENT TO HAPPEN SO THE UNDERSTANDING OF THE EQUIPMENT WE HAVE.

WHAT WE LIKE TO CALL THE FUNCTIONALITY OF THAT EQUIPMENT TO MAKE SURE IT WORKS AND WORKS WELL.

OPERABILITY OF THE EQUIPMENT THAT WE HAVE WITH OTHER AGENCIES OUTSIDE OF THE -- THE EOC IN THE COUNTY.

.THE PREPAREDNESS SPECIALIST IS ALSO OUR LEAD ON ER AP AND STEER. NEXT SLIDE, PLEASE.

THE RESPONSE POSITION. SO THE RESPONSE POSITION IS ONE THAT YOU CAN KIND OF THINK ABOUT AS THE PERSON WHO IS ACTING IN THE NOW. IF SOMETHING IS HAPPENING, THEY ARE THE ONE WHO ARE TAKING IN THE INFORMATION.

THEY ARE THE ONES WHO ARE PREPARING OUR FORMS FOR -- FOR REQUESTS FOR ANY ADDITIONAL EQUIPMENT OR PREPARING OUR FORMS TO START FOR -- IF WE NEED TO START TO RECOVERY PART.

THEY ALSO ARE THE ONES WHO GATHER ALL THE INFORMATION TO GIVE, INFORM IN DETAIL INFORMATION TO THE COURT AND THE COUNTY RESIDENTS ON WHAT IS HAPPENING.

THE RECOVERY -- THE RESPONSE PERSON IS ALSO -- SERVES INSIDE THE ICSS, THE PLANNER. THIS GUY WILL BE THE ONE WHO IS KEEPING US ALL THE TIME ON SCHEDULE WITH EVERYTHING THAT HAPPENS. NEXT SLIDE, PLEASE.

NOW WE WANTED TO CHANGE A COUPLE OF OTHER THINGS TOO.

WE HAVE A STAFF RECOVERY POSITION AND RENAMED IT AS THE EMERGENCY MANAGEMENT SPECIALIST FOR ACQUISITIONS AND GRANTS.

INSIDE THE EOC AND EMERGENCY MANAGEMENT THERE IS STRENGTH.

WE WANT THAT PERSON TO BE ABLE TO FIEND THOSE GRANTS AND BRING THAT MONEY HOME TO THE COUNTY FOR USE FOR EMERGENCY.

SERVICES AS PART OF -- AS PART --.

ANOTHER HOT IF THEY NEED TO HELP FIND FINANCES IF NEEDED AND THIS PERSON IS HAS RECOVERY FOR OUR COUNTY.

? NEXT SLIDE.

THE RECOVERY FOR THIS CHART THAT YOU WILL WANT TO TAKE AWAY FROM.

THE COUNTY EMERGENCY MANAGEMENT TEAM FOR THE COUNTY.

WE ARE PARTNERING WITH NUMEROUS ORGANIZATIONS TO HELP SECURE PUBLIC SAFETY AND PUBLIC HEALTH. WHAT WE HAVE DONE SINCE WE CAME IN 2000. WE REACT TO THE STORMS.

[01:30:07]

CAS CASUALTY.

THEY THERE WAS AN EVENT IN NUECES COUNTY.

ACTIVATION. THOSE ARE FOR WILDFIRES THAT BECAME A MULTIPLE MULTIAGENCY EVENT USED IN INTERLOCAL AGREEMENTS. WE HAD TWO SPECIFIC THINGS THAT WE DID TO COORDINATE AND THAT IS THE HURRICANE CONFERENCE AS WELL AS BUCK DAYS. THAT IS ALL I HAVE FOR THIS SL SLIDE.

>>JUDGE CANALES: LET ME JUST ASK BECAUSE THERE IS A LOT OF INFORMATION. ARE THERE ANY QUESTIONS AT THIS POINT? OKAY.

ALL RIGHT. THE ONLY THING I WANTED TO ECHO IS THAT $25,000 CONTINGENCY FEE. WE FEEL LIKE IT IS SOMETHING THE COURT SHOULD HAVE AWARENESS THAT IT IS BETTER TO HAVE IT IN THE BUDGET NOW THAN FIGURE OUT WHEN YOU ARE ON THE SPOT AND YOU NEED TO BE ABLE TO PROVIDE FOR OUR RESIDENTS WHETHER IT IS EXTREME HEAT OR EXTREME COLD. IT JUST SEEMS THAT THESE WETLANDS ARE BECOMING MORE CONSISTENT AND, THEREFORE, THE CONTINGENCY TO ADDRESS THE PRACTICE ALREADY SHOWN US THAT WE NEED TO BE READY FOR THOSE. WHETHER THIS IS COMING BACK AND SAYING THIS IS WHAT WE HAVE TO DO IN ORDER TO PROVIDE FOR PEOPLE IN TIMES OF CRISIS. QUES? ANYTHING ELSE FROM YOU?

>> OUR PRESENTATION FOR BUDGET. >>JUDGE CANALES: LET'S DO IT.

IT IS LOCATED ONLY 5150 IN YOUR OPERATING BUDGET.

THERE IT IS. >> SO WE ALSO WANT TO TALK ABOUT HOW -- SOME THINGS THAT CAN HELP THE COUNTY FOR -- ON THE WAY THINGS ARE GOING. ONE OF THE THINGS WE PUT IN OUR BUDGET AND WE ARE ASKING THE COURT TO CONSIDER IS A USE OF THE ELECTRIC VEHICLE. THE ELECTRIC VEHICLE ALLOW US TO DO A FEW THINGS. SHOWS THE COUNTY THAT WE ARE LEANING FORWARD INTO A NEW TECHNOLOGY.

IT ALSO SHOWS THE ABILITY TO USE TECHNOLOGIES THAT HELP THE COUNTY IN THE EVENT OF AN EMERGENCY AND THEY HAVE THE ABILITY TO PERFORM WITH AN INDIVIDUAL GENERATOR.

THROUGH STEER AND OTHER EMERGENCY PROGRAMS THAT WE HAVE OUT THERE THAT WE HAVE MEMBERS OF OUR COUNTY THAT CANNOT SURVIVE UNLESS THEY HAVE FREE-FLOWING ELECTRICITY.

PERSONS THAT USE OXYGEN. PERSONS ON DIALYSIS GOT TO HAVE ELECTRICITY TO HELP THEM SELVES OUT.

HAVING A VEHICLE LIKE THAT IN THE COUNTY WOULD BE ABLE TO AT THE EMPLOY AS NEEDED. NOW WE ARE ASKING FOR -- BECAUSE WE DO HAVE WHAT WE NEED TO MOVE OUT.

LET'S SAY THAT WE HAVE A -- AN INCIDENT WHERE THE COURT.

>> ITSELF IS CLOSED DOWN AND HAVE TO USE THE CONTINUE WALT OF OPERATION. KROOP.

WITH KROOP WE NEED TO MOVE FROM THE COURT HOUSE AND BRING WITH US TO COOP STATEMENT IS BORCHARD FAIRGROUNDS.

TO USE ELECTRIC VEHICLE CAN HELP US SET UP AND BE READY TO GO.

IF WE HAVE A CALL FROM A RESIDENT THAT NEEDS ELECTRICITY POWER AND DON'T HAVE A GENERATOR AVAILABLE TO THEM, WE CAN MOVE AND TRANSITION THAT VEHICLE OUT THERE TO PROVIDE THEM TEMPORARY

POWER AS NEEDED. >>JUDGE CANALES: OKAY.

THANK YOU, COURT JUJTZ JUDGE OKAY.

ANY QUESTIONS FOR LOUIE BEFORE HE LEAVES? ALL RIGHT. OKAY.

IN THAT CASE, BELIEVE IT OR NOT, THAT CONCLUDES OUR MORNING SESSION FOR BUDGET FOR THE DEPARTMENTS THAT WERE SCHEDULED.

YOU WILL NOTICE THAT THIS AFTERNOON, WE HAVE A 1:00 TO

[01:35:06]

2:30. WE HAVE A 1 O'CLOCK TO 4:00 CO JUST FOR AWARENESS, JP, 51, CONSTABLES 3, 4 AND 5 AND COASTAL PARKS ROUNDING OUT THE EVENING THIS AFTERNOON.

BEFORE WE BREAK FOR AN EARLY LUNCH -- WE HAD SCHEDULED LUNCH FROM 12 TO 1 O'CLOCK. YOU WILL GET QUITE A BIT OF TIME BACK. IT IS ACTUALLY 10:45.

ARE THERE ANY QUESTIONS FOR DALE, FOR IDAY OR TERESA REGARDING WHAT WE HEARD THIS MORNING? CLARIFICATION? SOMETIMES IT TAKES A LITTLE TIME TO SINK IN. NOTHING? OKAY. IT IS PRETTY IMPRESSIVE.

IN THAT CASE, WE WILL GO AHEAD AND ADJOURN FOR THE MORNING AT 10:45 A.M. WE WILL SEE EVERYBODY BACK HERE AT 1:00 THIS AFTERNOON. THANKS

. >>JUDGE CANALES: SO WE ARE GOING TO RESUME WITH OUR BUDGET WORKSHOP AND WE COME AFTER LUNCH BREAK AND WE WILL BEGIN WITH JUSTICE OF THE PEACE GONZALEZ.

WELCOME. >> GOOD MORNING, JUDGE.

GOOD MORNING, COMMISSIONERS. SHOULD I SAY GOOD AFTERNOON? WE ARE STILL GOING. JUDGE, THANK YOU SO MUCH FOR HAVING ME HERE AND COMMISSIONERS ALSO.

AND DALE AND MISS DORSEY, THANK YOU SO MUCH.

I HAVEN'T DONE A BUDGET PRESENTATION IN LIKE TEN YEARS AND I WENT THROUGH A LOT OF THE STUFF MY OFFICE NEEDS AND MY PRECINCT AND COUNTY BUILDING AND YOU CAN SEE THE CHEAT SHEET IN FRONT OF ME TO KIND OF HELP ME. MAY I START, JUDGE?

>>JUDGE CANALES: ABSOLUTELY. >> FIRST OF ALL, JUDGE, WE WILL SEE EXHIBITA. WE ARE VITAL STATISTICS FOR OUR PART OF THE COUNTRY COUNTRY. WE DO DEATHS AND BIRTH CERTIFICATE. WE DO A SELF-ASSESSMENT WITH THE DATE THE HE '21-'22 ASSESSMENT FOR BIRTH CERTIFICATES IN THIS PART OF THE COUNTRY. THE CONVERSATION SAYS THE FEES HAVE GONE UP FOR BIRTH CERTIFICATE TO 23, AND DEATH CERTIFICATE TO 21 AND ADILGSIAL OWNERSHIPS ARE $4.

WE CANNOT INCREASE THE PRICES WITHOUT THE COMMISSIONERS COURT APPROVING THIS RACE AND SOMETHING WE CAN CON VERY SAY THE WITH YOU LATER. AND -- CONVERSATE WITH YOU LATER. IT IS WITH THE DEPARTMENT OF

STATISTICS WITH THE STATE. >>JUDGE CANALES: COMES STRAIGHT

WITH STATUTORY. >> AND YOU SEE THE STATUTES, TAC

21.22, 181-405. >>JUDGE CANALES: I THINK SHE STEPPED OUT BUT TERESA -- YOU DON'T HAVE TO WAIT UNTIL OCTOBER

1 TO FOLLOW THE LAW. >> YES, MA'AM.

IN THE SAME TOPIC WE ASKED TO PUT CAMERAS SO NO ONE WOULD STEAL A BIRTH CERTIFICATE AND DEATH CERTIFICATE.

THEY ARE IN OUR VAULT AND WHATNOT AND TO PUT CAMERAS IN THE HALLWAY AND ROOM WHERE WE HAVE THE SAFE OF THE BIRTH CERTIFICATE AND THEY ARE ASKING FOR US TO PUT CAMERAS THERE AS A SAFETY NET IN CASE SOMEBODY BREAKS IN THE BUILDING AND USE THEM FOR FRAUDULENT PURPOSES. SINCE WE ARE TALKING OF CAMERAS, WE ARE ASKING THE COURT TO THINK ABOUT BEYOND.

OUR BUILDING DOES NOT HAVE ANY CAMERAS IN THE BUILDING.

WE NEED A FRONT CAMERA AND BACK CAMERA.

WE KNOW SOMETIMES THE CARTELS ARE TAKING PICTURES OF LAW ENFORCEMENT, LOCAL LAW ENFORCEMENT.

IT WILL BE NICE THAT WE WOULD HAVE A RECORD OF IT.

IN THE CONSTABLE OFFICE. WOULD BE NICE TO SEE WHO IS COMING IN THE BUILDING. NOT COMING IN THE BUILDING FOR SAFETY SAKE. FOR THE PEOPLE EMPLOYED THERE AND THE PEOPLE WHO COME TO DO BUSINESS IN OUR BUILDING.

>>JUDGE CANALES: VERY GOOD. >> EXHIBITB, IS ASKING DOUBLE MONITORS. OUR STAFF WOULD HAVE TWO MONITOR TO CONTINUE DOING WORK. THIS NEW SYSTEM THAT WE HAVE, THE NEW NAVIGATORS. OPEN POLICY THAT GO IN THE BUILDING AND CASE THAT ARE PENDING AND SOMETIMES WE HAVE TO CLOSE THE WHOLE SCREEN TO BE ABLE TO CONVERSATE TO GET THE

[01:40:07]

RIGHT ADVICE AND SEE IF THEIR MOTIONS OR DISCOVERIES COME IN.

MONITORS FOR THREE CLERKS THAT WE HAVE TO HAVE DUAL PUNKS.

ONE SCREEN THEY CAN WORK ON. THE OTHER TO ATTEND TO THE CLIENT AND THE WORKER ON THE PHONE WITH THE OTHER SCREEN.

. >> COMMISSIONER GONZALEZ: WOULD

THEY COME UNDER CAPITALE? >> MONITORS ARE A 4680, OF SUPPLIES. WE MAY HAVE SOME IN SUPPLY, WITH THEY DO WE WILL GET IT TO THEM NOW.

>> THANK YOU SO MUCH. ALSO SINCE WE ARE TALKING ABOUT THAT, I KNOW THAT ODYSSEY. TYLER HAS BROUGHT IN THAT ODYSSEY. A GREAT PROGRAM.

CHANGE THE SYSTEM TO THE NAVIGATOR.

AND THE NAVIGATORS AS FAR AS. JP AND WHATNOT.

CREDIT CARD PAYMENTS THAT PEOPLE ARE PAYING AT THE WINDOW AND CREDIT CARD PAYING AT THE WINDOW.

ALSO HAVING ISSUESLINE. SO THAT IS SOMETHING WE HAVE TO LOOK AT IF WE NEED TO RETOOL THE A NAVIGATOR.

I SPOKEN TO THE GENTLEMAN FROM TYLER AND THEY SAID THEY HAVE TWEAK TO DO AND PENAL ARE CALLING AND SAYING TO GET A PAYMENT AND IT IS NOT IN THE SYSTEM.

COULD YOU DISMISS YOUR DRIVER'S LICENSE.

HOW LONG DOES IT TAKE TO HOLD YOUR DRIVER'S LICENSE? NAVIGATORS IN THE TIGER SYSTEM AND PAYING THE JUDGES TO DO --

AND THE CLERK TO DO THEIR JOB. >>JUDGE CANALES: WE WILL -- I DON'T KNOW IF YOU WERE LISTENING DARYL.

BUT IF YOU COULD GIVE US AN UPDATE ON THAT.

DARYL EARWOOD IS OUR CIO AND CHIEF INFORMATION OFFICER.

WE WILL ASK HIM TO GIVE US A LITTLE BIT MORE DETAILS FROM OUR END, WHAT HE HAS DISCOVERED HERE.

>> YES, MA'AM, ON EXHIBIT C, ASKING FOR A WHOLE NEW CLERK WHICH WOULD BE -- RIGHT NOW OUR CLERKS ARE -- ARE IN A GROUP OF 14 -- THEY ARE STARTING AT A STARTING SALARY OF $14.91 AND GOOD TO FIND GOOD COMPETENT. MCDONALD'S, PIZZA HUT IS PAYING $15 TO COME IN. NO RESPONSIBILITY.

WE ARE ASKING THE COURT AND COMMISSIONERS TO THINK OF MOVING THE CAN CLERK LEVEL AS THEY WOULD COUNTY COURT OF LAW ENTRY AT THE $71.1. 60% PAY RAISE.

BUT I THINK IT IS A VIABLE TOOL. AND OFFER YOU SOMETHING IN EXHIBIT D THAT MIGHT HELP COMPENSATE THE COST OF THAT.

$.61 RAISE. A $20-A-WEEK RAISE AND 52 WEEKS, $1300 PER STAFF MEMBER TO GO UP AND WE WERE ABLE TO RAISE YOUR STAFF TO THE $15.52 PER HOUR AND MOTIVATE AND DEVELOP THEIR ESTEEM AND MORALE I WANT TO SAY AS A COUNTY EMPLOYEE.

THE GOAL IS TO STAY HERE 20 YEARS AND RETIRE.

GET THE GOLDEN POT AT THE END. .AND THAT IS IF WE LIVE THAT TIME AND RAISING THEMSELVES, THEIR KIDS AND THE ACTIVITY.

AND REQUEST FROM THE COURT TO RAISE THEIR STAFF LEVEL AT A LEVEL OF 17:1 AT 15.52. $13 PER CLERK IN THAT SYSTEM PER OFFICE. PER CLERK.

AND 34 CLERKSES TOTAL IN THE HOE COUNTY OF JP.IN ALL NINE -- SIX COU COURTS.

>> MAY I PROCEED, JUDGE? >>JUDGE CANALES: YES.

CURRENTLY A PAY GROUP OF 14. >> 14.1.

HOPE TO GO TODAY 17.10 A $24-A-WEEK RAISE BY THE STAFF BUT WEEKLY -- BIWEEKLY 52. AND MAINTAIN OUR STAFF WE WOULDN'T HAVE A HIGH TURN AROUND.

JUST LIKE EVERYBODY, WE ARE LOOK TO COMPENSATE TO TAKE CARE OF OUR FAMILIES AND MADE A DIFFERENCE WITH WHAT IS OUT THERE AND WE EXPECT A LOT AT THE JP.

[01:45:02]

THEY DEAL WITH THE VULGARITY ON THE PHONE.

SOMETIMES REAL NICE AND OTHER TIMES LITTLE ABUSIVE.

THEJP COURTS ARE CLIENT RELATED. THEY DEAL WITH THE PUBLIC DAY IN

AND DAY OUT, 40 40URS A WEEK. >>JUDGE CANALES: UNDERSTOOD.

WHAT ELSE DO YOU YOU HAVE HERE, JUDGE.

>> EXHIBIT D TO AMS SLAZ EVERYONE, A SCOFFLAW.

$10 FEE SET UP BY THE STATE AND THE DISCRETION OF THE COUNTY COURT AND JPST. THE INDICATION THAT WE NEVER GOT ANYTHING OUT OF IT AND THE CLERKS PUT A MARK ON THE VEHICLE PLATE NOT RENEWED. TELL THEM, NO, YOU CAN'T RENEW YOUR PLATE AND YOU HAVE SPENDING.

AND TRYING TO GET $2 OR $3 FOR HIS STAFF.

SINCE THE STAFF IS THE ONE THAT PUT A HOLD ON THE LICENSE PLATE AS WELL AS REMOVE THE HOLD WITH THE CITATION.

THEY CAN USE THE $10 FEE CHARGED PER CITATION, PER VEHICLE.

USE THE $10 FEE ONCE IT IS COLLECTED TO USED 5 OF THAT TO HELP HAVE THESE -- AS WELL AS EDUCATION FOR OUR STAFF.

THE TOOLS THAT JPS KEEP INCREASING.

AND WE HAVE NOT HAD A CHANCE TO SEND OUR STAFF TO EDUCATION AND WE NEED TO MAKE SURE THEY ARE PREPARED WHEN WE SEND THEM TO HIGHER EDUCATION. IN THAT YOU WILL SEE, JUDGE, THAT A TOTAL OF THE NUMBER THAT IS THERE -- SO IN 2019, YOU SEE THAT JPS -- OH, THEY HAD $21 THOUSHLGS 760 CASES.

IN 2020 BECAUSE OF COVID-19, 15. IN 2021,

CASES. >> AND YET THEY ONLY HAD 706 CASES. THIS COURTER OF '# 2.

EXCUSE ME, WE HAVE.467 CASES FILED ALREADY AND 184.

WE ARE LACKING TO HOPEFULLY AT THE DISCRETION OF THE COURT.

AND BEYOND MY PAY GRADE AND ALL THE OTHER THINGS THAT ARE HERE.

A PRIME THING TO BE ABLE TO MOVE HAVE TWO JPS IN ROBSTOWN.

IF ONE IS OUT THE OTHER CAN HOLD A FORT.

A LOT OF WARRANTS AND MEDICAL COMMITMENTS AND TOOLS AT OUR DISCRETION SOMETIMES HAVING A JUDGE IN THAT PART OF THE COUNTY IS A DIFFICULT ISSUE. HAVING TWO JPS AT THE MAIN

COURTHOUSE CAN HELP IT. >> COMMISSIONER GONZALEZ: THAT IS A GOOD IDEA, ARE JUDGE. DIDN'T WE TALK ABOUT IT LIKE

EIGHT YEARS AGO. >> YES, SIR, WE DID.

[01:50:03]

>> COMMISSIONER GONZALEZ: ON THE PLATE, BUT I DON'T KNOW WHAT HAPPENED, BUT TO YOUR COURT WHERE YOU WOULD BE WORKING OUT

OF THE BUILDING. >> I WILL BE WILLING TO LOAN HIM. MONDAY, TUESDAY, THURSDAY AND FRIDAY. EVICTIONS UNTIL 12:30 AND 12:00.

IF YOU BRING HIM OVER, I WOULD LIKE TO UTILIZE THE COURT ROOM TO HOLD AFTERNOON COURT OR SOME OTHER DAY WE CAN ARRANGE THAT WITH THE CHOICE OF THE COURT. AND I DON'T KNOW IF THEY WILL DO IT BY NOVEMBER, WHOEVER THE JUDGE IS IN THE CALDERON BUILDING OR WHOEVER YOU CHOOSE IT TO BE.

>>COMMISSIONER GONZALEZ: VERY GOOD.

>> WOULD ONE MORE ITEM -- TWO ITEMS I NEED.

LOOKING TO REQUEST FROM THE COURT IS -- YOU WILL SEE ON THE SECOND PAGE IS -- I REALLY THINK THAT I HAVE A PLEXIGLASS WINDOW THAT MY STAFF GOES THROUGH. AND WE HAVE BEEN TRYING TO GET A BULLET-PROOF WINDOW. 25X 39 WINDOW AND GET A BULLET-PROOF WINDOW. IF SOMEBODY COMES BY THE PARKING LOT, AT LEAST THEY CAN DUCK AND HIDE AND HAVE A CHANCE TO LOOK AT IT. I WOULD LIKE TO HAVE MYSELF WITH A BULLET-PROOF VEST. I AM OUT THERE ALL THE TIME STILL AND I LOVE MY BODY AND I WOULDN'T WANT TO LIVE ANY PART OF IT APART FROM THE SOUL. EXHIBITG, JUDGE, THESE ARE NOT RELATED TO MY OFFICE, BUT THINGS THAT EXIST OUT IN OUR COMMUNITY.

AND YOU WILL SEE THAT I HAVE -- 36 AND 77.

EAST AND WEST. KENILWORTH AND 36, 81 EAST AND 28, 26 AND 81. I KNOW THESE ARE ISSUE THAT'S BELONG TO THE ROAD DEPOSIT, BUT THESE ARE COUNTRY RURAL AREAS THAT ONLY HAVE A RED STOP SIGN. NO LIGHT OUT THERE.

SO WHEN IT GETS DARK OUT THERE, IT IS' PITCH DARK AND A DOZEN ACCIDENTS AND MAYBE A FATALITY. WE JUST HAD AN ACCIDENT OF THURSDAY OF LAST WEEK AND RAN INTO A DOOLEY AND THE DOOLEY CAUGHT FIRE AND IF WE WOULDN'T PULL THEM OUT WE WOULD FATALITIES. -- I KNOW LIGHTS ARE EXPENSIVE BUT GLOWING STOP SIGNS. SOLAR STOP SIGN THAT'S WILL BE ABLE TO AT LEAST IDENTIFY THERE IS A STOP SIGN AHEAD ARE.

WIN ONE WAY IS A THOROUGHWAY. THE OTHER STOP SIGN.

ON THE OTHER ONE IS TO THE NORTH AND SOUTH.

ON THE OTHER ONE EASTBOUND AND COUNTY ROAD 81 AND 28, 26.

ON THE NORTH SIDE. THOSE ARE SAFETY CONCERNS.

A LOT OF PEOPLE WHO LIVE IN THE COLONIAS.

A LOT OF HARD-WORKING PEOPLE AND NICE HOUSES.

THEY ARE NOT DRIVING DRUNK. SOMEBODY NEW TO THE AREA DOESN'T KNOW, DOESN'T SEE THE STOP SIGN AND THEY RUN INTO EVERYBODY AND THEY HURT THEMSELVES AND MAYBE EVEN ENDANGER THEMSELVES.

>>JUDGE CANALES: THERE IS A NEW -- I GUESS, PROGRAM CALLED "VISION ZERO." IS A WHOLE ZERO TOLERANCE FOR TRAFFIC FAY SALTS. THE MPO ADOPT THIS RESOLUTION.

THE CITY HAS DONE IT. THE COUNTY HAS DONE IT.

I KNOW DOLLARS ON THE TXDOT. AND YOU CAN PROBABLY DO STOP SIGN. I THINK IT IS CALLED "VISION ZERO." WE DID A RESOLUTION SEVEN MONTHS AGO. MAYBE NOT THAT LONG.

THREE MONTHS. MPO WAS SEVEN MONTHS.

WE WERE THE LAST TO TO DO IT AND A CHANCE TO HEELT WHAT WE ARE SEEING WITH DATA AND WORK WITH COMMISSIONER MAREZ OF DIG UP THAT INFO AND TALK TO OUR FRIENDS AT THE MPO FOR MORE DOLLARS AND MAKE WAY FOR OTHER IMPORTANT NEEDS.

>> IN THAT, I WOULD LIKE TO LET THE COMMISSIONERS COLD.

IN I HAVE A POTHOLE THAT YOU CAN PUT A IN GOLF CART.

NO PROBLEM I GO -- AND CARRY THE SON OF A -- BUT IT IS ALL RIGHT.

[01:55:01]

MAKE THE COMMISSIONERS COURT THAT THERE IS A BIG POTHOLE ON

MARTINEZ AND CANALES.. >>JUDGE CANALES: THAT IS PERFECT. WE WON'T FORGET IT.

THAT WILL BE IN CANALES STREET AND MARTINEZ.

>>JUDGE CANALES: THAT IS GREAT ABOUT THESE WORKSHOPS.

YOU LEARN ALL KINDS OF INFORMATION AND SEND AND E-MAIL AND SEE IF YOU CAN GET A STATUS UPDATE.

>> ALSO, I WOULD LIKE ANOTHER STAFF MEMBER FOR OUR OFFICE.

WE HAVE A LOT OF CREDIT CARD CASES.

DPS IS DOWN PAUSE THEY ARE TAKING CARE OF THE BORDER AND HOPEFULLY THAT WILL CHANGE. I DO BELIEVE IT WILL CHANGE PRETTY SOON. WE HAVE A MEETING WITH THE GOVERNOR'S OFFICE TO MAKE HIM AWARE OF THE TRAFFIC UP AND DOWN. IT IS ABOUT 17,000 CARS A I DAY.

THE SPEEDING TICKETS ARE NO LODGER 85 AND 70.

DOING 895, 100 IN A 730. NOT A FACTOR OF MAKING OUR AND THIS IS THE CONVERSATION WE ARE HAVING WITH THE GOVERNOR AT THE

END OF THE MONTH. >>JUDGE CANALES: HAVE YOU MET OUR NEW GRANTS REGULATOR. POP THROUGH TO FLOOR FIVE.

GO INTRODUCE YOURSELF. I HAVE BEEN MONITORING GRANTS AND THE BULK FOR LAW ENFORCEMENT SECURITY PROTECTION.

I FEEL LIKE IF SHE KNEW YOUR NEEDS, THAT SHE COULD BE ON THE LOOKOUT FOR, YOU KNOW -- IF YOU COULD TIE IT --

>> TO SOMETHING? >>JUDGE CANALES: TO SOMETHING.

>> YES, MA'AM. I'M LOOKING FOR EITHER A PAY RAISE FOR ALL THE JUDGES OR A PAY RAISE FOR ME FOR THE STIPEND. I SIT ON JP BOARD.

I HAVE BEEN ON EVERY POSITION. THEJP BOARD AND EDUCATION COMMITTEE, MONITORING AS WELL AS THE LEGISLATIVE BOARD AND THIS PARTICULAR YEAR I AM LOOK TO RUN FOR A STATE POSITION AS A DIRECTOR TO BE ABLE TO MAKE SURE THAT WE MAKE SURE THE STATE OF TEXAS JP ORGANIZATION AND JUDGES OF TEXAS ARE LOOKED AT LIKE WE DO WITH THE COVID. PRESIDENT JUDICIAL COLLEGE LOOKED AT US AS A ROLE MODEL. WHAT DO WE DO WITH COVID AND RUN TRIALS. THE BOARD IS VERY INTERACTIVE AND VERY INVOLVED IN THE SPIRIT OF CONSTABLES.

THAT IS THE REASON I AM STAYING ON THAT PARTICULAR BOARD.

I HAVE BEEN ON THAT BOARD BOARDS AND COMMITTEES AT 15 YEARS.

>>JUDGE CANALES: ANYTHING ELSE DO YOU FEEL LIKE WE SHOULD GET

HIGHLIGHTED. >> WOMAN.

NOSE ARE JUST TOPICS. I TALKED TO MR. MARE Z-\ABOUT SOME OF THESE THINGS AND THINGS GOING ON, BUT SINCE I HAVE A LITTLE BIT OF TIME GIVEN TO ME, I MIGHT AS WELL SHARE THE KNOWLEDGE OF SOME OF THE NEEDS OF THE RURAL AREA IN LIGHT OF

THE PEOPLE. >>JUDGE CANALES: UNDERSTOOD.

ANY QUESTIONS OF THE JUDGE AT THIS TIME?

>>COMMISSIONER GONZALEZ: JUDGE, HAVE YOU MET WITH PUBLIC WORKS ON THE STOP SIGN -- THE YIELD SIGN?

>> NO, I HAVE NOT. CAME TO MY MIND WHEN I GO TO COMMISSIONERS COURT TO AT THAT YOU CAN TO MR.PIMENTAL.

AND YOU SAY TOMORROW AND A WEEK OR TWO AND A MONTH GO BY AND --.

>>JUDGE CANALES: YOU MAY WANT TO PICTURE OF THE IT.

YOU DID PERFECT AND YOU HAVE THREE MORE MINUTES.

IF YOU WANT TO TRANSITION. AND YOU WILL BE AVAILABLE FOR

ANY RESPONSES THAT WE MAY NEED. >> THANK YOU, COMMISSIONERS, DARCI, DALE AND LETTING AN OLD COUNTRY BOY COME AND VISIT 37

THANK YOU FOR THE TIME. >>JUDGE CANALES: I WILL GET BACK

WITH THE NAVIGATOR AS SOON AS -- >> LINDA, FROM MY STAFF, THEY ARE SAYING I PAID AND WANT TO PAY FOR THE CREDIT CARD AND THE TRANSACTION DOESN'T THROUGH THROUGH AND USE OTHER TOOLS TO RESET IT TO ACCEPT THEIR PAYMENTS.

SINCE WE ARE HERE MAY I INDULGE ONE MORE TIME.

[02:00:01]

MIGHT BE ANOTHER COOL FOR PEOPLE TO PAY.

PEOPLE CALL IN TO FOR A CITATION AND THEY WANT TO PAY IMMEDIATELY AND A CREDIT CARD. AND WE AT THE JP DO NOT HAVE THAT TOOL. MAYBE TO SPEAK WITH I TAND DALE, TO DO THAT LEGALLY AND CORRELATE INSTEAD OF SENDING TO IT THE ONLINE AND -- OR BY CASHIER'S CHECK.

SOMETHING FOR THE CLERK TO TAKE THEIR PAYMENTS.

J UVALVE. HERE IS MY CREDIT CARD NUMBER AND THEY TAKE YOUR ACCOUNT NUMBER, AND THE THING IS

RESOLVED. >>JUDGE CANALES: ON A POSITIVE.

I.T. TEXT SAYS THAT THE ODYSSEY ISSUE HAS BEEN RESOLVED AS OF FRIDAY AFTERNOON. CHECK WITH THE STAFF.

YOU HAVE ZERO COMPLAINTS NOW. >> SOUNDS GOOD, JUDGE.

>>JUDGE CANALES: IF THAT IS NOT THE CASE OR PERSISTENT, WILL HE LET MY OFFICE AND THEIR OFFICE KNOW.

A QUICK LITTLE E-MAIL THAT, HEY, GREAT.

IMPORTANT TO SEE THAT RESOLVED. >> COOPERATION IS WHAT MAKES THE COUNTY STRONG. WE FORK FOR THE PEOPLE.

THE ONLINE PAYMENT IS NOT USER-FRIENDLY AND OUR STAFF IS TELLING THEM, CAN YOU GO TO THE BE.

GO TO SCREEN TWO. GO TO SCREEN ONE.

MAYBE WE CAN TALK AND SET UP A USER SYSTEM -- A CUSTOMER USER-FRIENDLY SYSTEM SO WE DON'T HAVE TO WALK THEM THROUGH.

THE PAYMENT OVER THE PHONE MIGHT EASE THAT.

>>JUDGE CANALES: RIGHT. ON THOSE NOTES, I WILL FOLLOW UP WITH YOU. THAT IS MY BEST PROMISE.

>> JUST YOU HEARING IT IS ENOUGH FOR ME TO VENT MY TWO CENT.

>> COMMISSIONER GONZALEZ: DOUBLE COU

COUNSEL. >>JUDGE CANALES: SCOFFLAW IS SOMETHING WE TALKED LOT. CHECK WITH THE -- DOUBLE CHECK THE STATUTORY ARE. NEW LAW ALLOWS US TO RAISE THE PRICE OF BIRTH CERTIFICATE AND DEATH CERTIFICATES AND FEES FOR ADDITIONAL COPIES AND WE ARE NOT COMSURATE.

BUT IT HAS TO BE DONE BY COMMISSIONERS COURT.

IF YOU LOOK, HE CITES THE STATUTORY REQUIREMENTS ON HIS AG AGENDA.

IT IS HERE AND MAYBE WE CAN TAKE CARE OF THAT AND BRING IN MORE DOLLARS THAT CAN HELP OFFSET THE GENERALIZED COST.

>> THANK YOU. >>JUDGE CANALES: THANK YOU.

PERFECT TIMING AND 1:31 AND TRANSITION INTO PRECINCT 3.

WELCOME. THAT IS DEPARTMENT 38:30.

LET ME DOUBLE CHECK, 3830. >> I BROUGHT IN PAPERWORK I DIDN'T HAVE A CHANCE TO DELIVER IT.

DO I DELIVER IT. >>JUDGE CANALES: ABSOLUTELY.

BRING IT FORWARD. YOU GOT IT.

THANK YOU. >> HELLO, EVERYBODY.

JUDGE, COMMISSIONERS ARE EVERYBODY ELSE.

BILLY DURBIN FOR NUECES COUNTY PRECINCT 3.

I NEED TO TELL YOU THAT THE COUNCILMEMBER TRIED TO COME TODAY BUT DUE TO A MEDICAL DILEMMA HE WAS UNABLE.

HE ASKED IF HE COULD TALK TO YOU GUYS OR ADDRESS THE COMMISSIONERS COURT AT A SEPARATE TIME, HE WOULD GREATLY APPRECIATE THAT TO ADD TO WHAT SOME OF OUR BUDGET PROPOSAL IS.

>>JUDGE CANALES: I AM VERY AMENABLE AND LOOK TO TERESA.

YOU GOT MY SCHEDULE AND MAYBE SQUEEZE IN SOME TIME ON THURSDAY. WE WILL LOOK.

I WILL JUST HAVE TO GET BACK TO YOU, BUT WOULD YOU LIKE TO DEFER. IS HE ASKING TO COMPLETELY DEFER

OR WOULD YOU LIKE TO GO OVER. >> I AM GOING TO ADDRESS A LOT

[02:05:03]

OF IT AND HE WILL TOUCH ON SOME OTHER.

>>JUDGE CANALES: GIVEN THE MEDICAL NATURE, I AM AMENABLE AND THE COURT ADMINISTRATION WILL TOO.

>> I AM BILLY DURBIN, CHIEF DEPUTY FOR CONSTABLE PRECINCT #.

IN OUR BUDGET PROPOSAL -- I APOLOGIZE MINE IS NOT WELL ADDRESSED AS JUDGE GONZALEZ'S IS -- OR PREPARED.

BUT RIGHT OFF THE BAT, WE ARE LOOK TO EXPAND ON THE AMOUNT OF DEPUTIES IN PRECINCT 3. PERSONNEL REQUEST FORM.

ONE DEPOSIT HEE $4.880. STARTING ANNUAL SALARY COMES OUT TO $# 51,143. IF YOU LOOK I ATTACHED A SHORT NARRATIVE OF WHY WE ARE ASKING FOR THE EXPANSION ON THE DEPUTY.

SOME OF THAT IS ADDED TO THE ADDITIONAL DEPUTY POSITION THAT WILL GREATLY ASSIST OUR CONSTABLE OPTION TO EXECUTE A LOT OF THE DUTY THAT'S WE HAVE, INCLUDING OUR RESPONSE TEAM.

IT WILL HELP WITH OUR RESPONSE TIME RESPONDING TO CALLS BECAUSE THE SIZE OF OUR PRECINCT, NORMALLY HAVE ONE DEPUTY ON.

FOR TWO, OUR RESPONSE TIMES WILL BE CUT TREMENDOUSLY.

ADDING THAT EX-. AED OUR AREA.

THOUGH THE PRECINCT ITSELF HAVEN'T, OUR CONTROL AREA HAVE.

EXPAND TO FM # 26. AND WE WENT TO -- CALLS AND LONDON AND MARIA ESTATES OUTSIDE OF OUR PRECINCT.

AND EXPANDED INTO ROBSTOWN AND ENCANTO.

AND IF THEY NEED BACK UP. AND DUE TO THIS, THE RESPONSE TIMES AND PUT OUR CITIZENS AT RISK A CRASH, VIOLENCE.

IF WE CAN NOT RESPOND IN A TIMELY MANNER.

OUR AVERAGE TIME OF TRAVEL ACROSS OUR PRECINCT IS ROUGHLY 20 TO 25 MINUTES DEPENDING ON CONSTRUCTION AND LOCATION HAVING AN ADDITIONAL DEPUTY WILL CUT THAT RESPONSE TIME SIGNIFICANTLY MAKING THE LIKELIHOOD OR SAVING A LIFE HIGHER.

THE CITY OF DREXEL WHETHER THE CITY WILL SUPPORT THE POLICE DEPARTMENT. IT WILL INCREASE OUR CALL VOLUME AS WELL WHICH -- BEING THAT WE ALSO BACK DRISCOL AND BISHOP.

BUT THE CURRENT.CLEEMENT TOWARD LAW ENFORCEMENT.

OTHER AGENCIES TO COVER US WITH BACK-UPS WITH AGENCIES AND OUR PRECINCT RELY ON US TO DEPEND ON -- ON US TO RESPOND ASSIST WITH BACK-UP. WE RELY ON THE SHERIFF'S DEPARTMENT. DRISCOL BACK THEM UP AND HAVING AN ADDITIONAL DEPUTY WILL HAVE OUR STAFF TO HAVE AN OVERLAPPING SCHEDULE TO BACK UP FOR OFFICER SAFETY.

AND AID AT COVERING SHIFTS WITH VACATION, SICK LEAVE.

AT THE CURRENT MOMENT IF A DEPUTY TAKES THE DAY OFF, WHETHER SICK OR A VACATION, WE DO NOT HAVE FULL COVERAGE FOR THE DAY. A SHIFT DOES NOT GET COVERED.

CITIZENS SUFFER PAUSE RESPONSE TIME CAN BE LONGER WAITING FOR ANOTHER AGENCY -- THAT WAS VARIOUS -- THAT WAS SUPPOSED TO BE VARIOUS BUDDIES, WARRANTS, COMPLAINTS, TRAFFIC, CRASHES AND INVESTIGATIONS. DUE TO THE SIZE OF PRECINCT 3, EACH DEPUTY IS RESPONSIBLE FOR ITS OWN INVESTIGATIONS WHICH CAN BE TIME CONSUMING. THE LONGER THE PERSON IS WORKING ON THAT, THEY ARE NOT OUT DETERRING CRIMINAL ACTIVITY.

TO DETER CRIMINAL ACTIVITY AND COMPLETING OUR EVERYDAY DUTIES.

PRECINCT PRECINCT 3 IS PART OF THE INTERSECTION UNIT.

JOINT EFFORT HELPED CITIZENS IN OUR AREA AND ACROSS TEXAS AS THE UNIT INVESTIGATES TRANSCONTINENTAL DRUG TRAFFICKING, AND NARCOTICS, HUMANS AND SMUGGLERS.

THEY BRING IN A LARGE AMOUNT OF NARCOTICS THAT THEN GO TO OUR LOCAL STREETS. SOME OF THE MOST INHUMANE WAYS.

TO TAKE CURRENCY BACK TO THE CARTELS TO FUND THEIR ORGANIZATION. SUSPECT INTERCONNECTION UNIT OF LOCAL CITIES AND TOWNS BY PROSECUTING LOCAL CRIMINALS WHO PUSHED IN OUR TOWNS, CITIES AND RURAL AREAS.

PART OF THAT, WE HAVE EXECUTED A COUPLE OF SEARCH WARRANTS WITH THE HELP OF THE INTERDICTION UNIT IN ROBSTOWN.

[02:10:01]

THAT IS THE START OF IT. THE EXPANSION OF ONE MORE DEPUTY WILL AID US IN OUR DUTIES. GOING INTO THE ACTUAL BUDGET ITSELF LOOKING AT THE LAW ENFORCEMENT -- THE GAS FIRST AND FOREMOST. HOPEFULLY $4.# 50 A GAL SON WILL NOT GOING TO SAY -- $4.50 A GALLON WILL NOT BE TOO LONGER.

WHEN I FILL UP MY CAR I CRY. WHEN I.FILL UP THE COUNTY CAR TOO WATCHING THAT DOLLAR RATE GO HIGHER AND HIGHER.

WITH THAT ADDITIONAL BUDGET ON THE GASOLINE.

WITH THE INTRODUCTION OF A NEW DEPUTY ASK FOR ANOTHER FLEET AS WELL THAT WILL INCREASE OUR GASOLINE USAGE.

OUR CAMERA SYSTEM PUSHING TEN YEARS OLD AND RECENTLY FOUND OUT THAT MODEL IS NO LONGER BEING REPAIRED.

THEY ARE ASKED TO BE REPLACED. WE ARE ASKING FOR FIVE ADDITIONAL CAMERA SYSTEMS FOR PATROL UNITS THAT WILL COME OUT TO ROUGHLY $16,500 FOR ALL FIVE. IS THIS KEEP IN MIND THAT IS GOING TO FALL UNDER MAINTENANCE, REPAIR AND VEHICLE EQUIPMENT.

WE ARE ASKING TO KEEP THE ADDITIONAL 17,000 THAT WE HAVE WITH ADDITIONAL $16,500 TO PURCHASE THE DOOS OF THOSE CAMERAS. WE ARE ALSO LOOKING INTO.

A REPORT MANAGEMENT? SOFTWARE THAT I HANDED OUTS FOR -- IF YOU LOOK AT THAT, TO TOTAL.CAST OF $9,000 FOR THE FIRST YEAR AND $6,000 IN THE FOLLOWING YEARS.

OUR AGENCY AND THE CURRENT STATUS WE DO NO YOU IS EVERYTHING BY PEN AND PAPER. IF SOMEONE COMES IN ASKS FOR AN OPEN RECORDS REQUEST OR SOMEONE TO COME IN ASKING FOR A REPORT, WE HAVE TO DIVE INTO BOXES AND BOXES OF CASE TO GO LOOKING FOR IT. THE MANAGEMENT SYSTEM YOU TYPE IN THE NUMBER AND QUELL BRING IT.

DIMINISH THE AMOUNT OF TIME FOR THOSE CASES.

HELP THE APPROVAL PROCESS AND COMES WITH CITATIONS.

THE ADDITION OF THAT WILL BE FOR PRINTERS.

RIGHT NOW WE ARE OKAY WITH THE HAND-WRITTEN CITATIONS WITH THE JP. WE WOULD HAVE TO HAVE A SYSTEM UPGRADE AS WELL. IT COMES WITHT LITS, MONITOR THROUGH CGIS. WE RUN DRIVER LICENSES AND LICENSE PLATES CHECKING FOR A TRAFFIC STOP.

IT ALSO POPS UP WITH THE WARRANTS.

SEVERAL ADDITIONAL AREAS THAT WE CAN GO INTO FOR CALLS OF SERVICE THAT HELPS WITH OUR RESPONSE TEAM AND HELPS -- IT DOES DO SMALL PORTION OF IT IS CIVIL PROCESS BUT NOT TO THE EXTENT THAT WE WERE HOPING. BUT AS FOR THE REPORTED MANAGEMENT SYSTEM, IT WILL BE GREAT FOR THE COST EFFICIENCY.

WE ARE ALSO THAT TOTAL COME OUT TODAY 9,000 WITH $6,000 ANNUAL SUBSCRIPTION AFTER THE FIRST YEAR.

YOU GO INTO THE OTHER SERVICES AND CHARGES, ON BE PATROL.

AMMUNITION. $2500.

AND THE 10 METERS 600 TOTAL FOR SECRETARY.

AMMUNITION IS COST FOR TRAINING. IT WILL GO HIGHER AND HIGHER AND LAW ENFORCEMENT -- ONE OF OUR MAIN DUTIES IS TO AVOID ANYTHING THAT HAS HAPPENED TO DRAIN BETTER TO AVOID AND STOP WHAT IS HAPPENING IN THE FUTURE WITH THE MASS SHOOTINGS GOING ON AND NUMBER OF OFFICERS LOST IN THE LINE OF DUTY THROUGH GUN VIOLENCE. ASKING FOR ADDITIONAL $4,000 FOR NEW UNIFORMS THAT INCLUDE THE ENTIRE STAFF.

WE ARE ALSO ASKING TO KEEP OUR RECURRING BUDGET OF $7200 TO CONTINUE PURCHASING WHAT WE NEED FOR OUR DAY-TO-DAY OPERATION.

GOING INTO THIS, $1,000 INCREASE IN TRAVEL AND EXPENSES TO COVER HOTEL FOR THAT COULD BE IT. A AND. EVERYTHING BY THE DEPUTY IS $# 52 52,703.

[02:15:03]

>>JUDGE CANALES: GUILT BACK TO SOFTWARE AS A SERVICE, THE DOCUMENT YOU HANDED OUT. I AM SEEING REALLY, IT IS VERY MODEST AN ASK. HAVE IS YOU TALKED TO OUR CHIEF

INFORMATION OFFICER ABOUT THAT. >> THANK YOU FOR BRINGING THAT UP BECAUSE IT IS VERY USER FRIENDLY FOR THE LAW ENFORCEMENT SIDE. ONE OF THE THINGS THAT WORKS OUT WITH COPSYNC BECAUSE KENNEDY, ROBSTOWN, BISHOP AND RAFUEL COUNTY USES IT AS WELL. ONE OF THE THING -- IF SOMEBODY IS STOPPED IN CLAYBURG. AND WE WERE TO LOOK INTO THAT PERSON. IT WOULD SHOW THEY WERE STOPPED IN CLAYBURG. AND ANY BETWEEN A 75 TO 100 RADIUS THAT THAT OFFICER IS IN TROUBLE AND THE RESPONSE TIME IS CUT DOWN TREMENDOUSLY. AND I AM DRAWING A BLANK ON WHAT YOUR QUESTION WAS OBVIOUSLY VERY INTERESTED IN IT AND YOU GET QUITE A BIT FOR MODEST ENVIRONMENT.

>> BISHOP USE IT FOR SEVERAL YEARS.

BISHOP WAS WHERE I WORKED BEFORE I CAME TO NUECES COUNTY AND A

LOT OF WORK FOR VERY MINIMAL. >>JUDGE CANALES: I DON'T KNOW IF HE IS LISTENING, BUT TEXT DALE AND IT IS WORTH YOUR WHILE TO GO OVER WHAT YOU DISCUSSED WITH THEIR REP AND WHY THAT ISVANTAG.

THE REASON IS THAT WE GAVE HIM QUITE A BIT OF DOLLARS FOR SOFTWARE UPGRADES AND INFRASTRUCTURE UPGRADES.

THIS IS WHAT WE ARE SEEING $3,000 FOR THE INITIAL.

>> $3,000 FOR THE SET-UP. >>JUDGE CANALES: $6,000 FOR THE RECURRING. AND THE THREE-YEAR COST.

THAT'S REALLY IT, $9,000? AM I MISSING SOMETHING HERE?

DALE, WILL THIS QUALIFY. >> WHEN WE DO SOMETHING LIKE THAT FACTOR ALL CONSTABLE. IF IT IS A BENEFIT FOR ONE.

IT IS A BENEFIT FOR ALL FIVE. >>JUDGE CANALES: THAT'S WHY I THINK DARYL IS WHO YOU CAN VISIT WITH.

WE MIGHT GIVE HIM A QUICK TEXT AND GIVE HIM A COPY OF THIS TOO.

OKAY. GREAT.

YOU DID A NICE JOB. DID WE MISS ANYTHING.

OR COMMISSIONERS ONLINE? DO YOU HAVE ANYTHING YOU WOULD

LIKE TO FOLLOW-UP ON? >>JUDGE CANALES: TERESA, GRAB TO

THE MIC OR COMMISSIONER MAREZ. >> LOOKING WHETHER TO BRING IN THE CONSTABLE AT THE END OF THE NOTICE GROUP.

BECAUSE THAT DEPARTMENT WAS NOT NOTED.

>>JUDGE CANALES: WHY DOESN'T HE COME TO PUBLIC COMMENT.

DO WE HAVE PUBLIC COMMENT AS POSTED INSIDE THE WORKSHOP ON THURSDAY? SHE IS SAYING WE HAVE ALREADY GOT IT NOTICED A CERTAIN WAY, BUT MAYBE WE CAN COME IN PUBLIC

COMMENT. >> OKAY.

HE PROBABLY WILL BE DOING IT BY ZOOM.

>> THESE CAMERAS YOU ARE REQUESTING FOR LEGAL OR BODY

CAMERAS. >> FOR THE UNITS, THE PATROL

UNITS. >> WAY BACK WE GOT CAMERAS FOR SEVERAL OTHER CONSTABLES AND SHERIFF.

MAYBE TO INCORPORATE THAT AS WELL.

I WOULD START WITH PURCHASING. >>JUDGE CANALES: THE GREAT THING ABOUT BUDGET WORKSHOPS BECAUSE SOMETIMES IT BRINGS YOU UNEXPECTED TRAILS TO FOLLOW. SO MUCH MONEY AVAILABLE RIGHT NOW FOR BODY CAMS. PERSONAL SAFETY FOR LAW ENFORCEMENT, PORT SECURITY GRANT THAT RIGHT NOW WE ARE TRYING TO PUT TOGETHER. LET ME -- I MAY HAVE NOTES HERE

BUT MAY HAVE TO CALL YOU BACK. >> VERY GOOD.

>>JUDGE CANALES: HERNANDEZ WILL REACH OUT TO SEE WHICH DAY WOULD SERVE BEST. AND WE WILL MAKE CERTAIN SINCE IT IS ALREADY POSTED HOW HE CAN COME IN.

>> AWESOME. APPRECIATE IT.

THANK YOU SO MUCH. >>JUDGE CANALES: THANK YOU, AGAIN. YOU DID VERY GOOD ON TIME.

OKAY. AHEAD OF SCHEDULE BUT YOU ARE HERE SO THAT IS NICE. WE WILL DO DEPARTMENT 3840,

[02:20:05]

CONSTABLE PRECINCT 4. BOBBY SHERWOOD IS ONLINE.

BOBBY, GIVE US A SECOND TO -- COMMISSIONER CHESNEY, WILL YOU TURN YOUR CAMERA ON? THERE YOU ARE.

THERE IS BOBBY. >> CAN YOU HEAR ME JUDGE?

>>JUDGE CANALES: YES. >> MY BUDGET IS USUALLY SHORT, AND THE THING I AM CONCERNED WITH IS RENEWING AND REAPPOINTING TO IT THE WERE A A MONEY, THE DEPUTIES FROM

CLAYBURG COUNTY. >>JUDGE CANALES: YES, SIR.

>> GREATLY INCREASING MY PATROLS AND PEOPLE DOWN THERE.

WORKS THE NIGHT SHIFT. YOU KNOW, IF I CAN OF YOU MY REGULAR BUDGET. I REQUESTED TO RENEW INTO WERE A A MONEY FOR ANOTHER YEAR FOR HIM.

THE ONLY OTHER THING IS, LIKE EVERYBODY ELSE, WE WILL NEED A BUMP IN THE FUEL. WE WENT THROUGH THIS 10 TO 15 YEARS AGO WHEN STEVE WATERMAN WAS RUNNING THE MONEY DOWN THERE AND WE ALL SHOWED UP IN AUGUST TO GET TO THE END OF THE FISCAL YEAR. HOPEFULLY MAKE IT THIS YEAR AND ANOTHER OLD BUMP IN THE FUEL. HE UNDERSTAND AND PEOPLE WHO ASK FOR DASH CAM CAMERAS. TWO YEARS AGO I WAS TOLD I COULD HAVE THEM, AND I STILL DON'T HAVE THEM.

I UNDERSTAND FROM PURCHASING THEY ARE PUT AG PACK CADGE DEAL TOGETHER FOR EVERYBODY SO I DIDN'T PUT THAT IN THE EMERGENCY

THIS YEAR. >>JUDGE CANALES: DALE IS SAYING THAT IS HIS UNDERSTANDING. LET US GIVE YOU AN UP DATE WHERE THEY ARE. YOU ARE RIGHT.

THEY ARE ALREADY BEEN APPROVED. >> TO MAKE SURE EVERYONE WORKS THROUGHOUT. IF SOMEBODY DECIDES THEY ARE NOT GOING WITH IT OR NO THE, BUT TRYING TO INCLUDE ALL CONSTABLES

AND THE SHERIFF. >> THAT IS GOOD NEWS BECAUSE LIKE I SAY I HAVE BEEN TRYING TO GET SOME FOR A COUPLE OF YEARS AND IF THEY DO A PACKAGE FOR EVERYBODY IT WILL COME IN

CHEAPER SO NOBODY IS LEFT OUT. >> COMES IN CHEAPER AND ONE

STORAGE. >> YES, I UNDERSTAND.

I DO UNDERSTAND ALL THAT. I HAVE BEEN THERE ALL THE TIME.

>> THAT'S IT FOR ME. WE HAVE DONE VERY WELL WITH THE BUDGET THIS YEAR AND UNDERSTAND NEW VEHICLES ARE GOING TO START SHOWING UP QUICK THAT HAS VEHICLE MAINTENANCE.

I KNOW MYSELF AND I TALK TO OTHER GUYS AS THEY ARE POURING MONEY INTO OLDER CARS AND HAVEN'T HAD ANY IN THE LAST TWO TO THREE YEARS. OTHER THAN THAT, I DON'T NEED

ANYTHING ELSE. >>JUDGE CANALES: IN THAT CASE WE WILL HAVE YOU RUN AWAY VERY QUICKLY.

THAT IS A VERY HELPFUL REPORT AND WE WILL GET BACK TO YOU ON UPDATING -- OBVIOUSLY THE COURT HAS SOME DECISIONS TO MAKE ABOUT WERE A A AND WHETHER OR NOT YOUR CONSTABLE WILL BE INCLUDED.

IF YOU GIVE US PATIENCE, WE WILL GET BACK TO YOU.

>> WE REALLY, REALLY NEED IT -- I DON'T WANT TO INTERRUPT YOU JUDGE. BUT PEOPLE ON THE ISLAND ARE VERY HAPPY ABOUT THIS AND THE PEOPLE THAT KEEP AN EYE ON THE PROPERTY ON CLAY BERRYING BUILDING THAT I AM RESPONSIBLE

FOR. >>JUDGE CANALES: VERY GOOD MORNING. ANY COMMENT FOR CONSTABLE SHERWOOD. THANK YOU SO MUCH FOR YOUR DUTY.

THANK YOU FOR JOINING US. >>JUDGE CANALES: YES, SIR.

WE WILL GO AHEAD AND MOVE ON TO DEPARTMENT 3850, CONSTABLE PRECINCT 5. AND WELCOME.

>> GOOD AFTERNOON, JUDGE. COMMISSIONERS, GOOD AFTERNOON.

>>JUDGE CANALES: FORGIVE ME, BEFORE YOU START, SOMEBODY TEXT SCOTT CROSS. WE ARE WAY AHEAD OF SCHEDULE.

>> HE IS ON HIS WAY. >>JUDGE CANALES: THANK YOU VERY

MUCH. >> I WOULD LIKE TO INTRODUCE MYSELF. I AM PRETTY MUCH THE QUIET ONE.

CONSTABLE ROBERT MENDOZA WAS UNABLE TO MAKE IT TODAY.

HIS FIANCEE WAS IN THE HOSPITAL. THEY DID RELEASE HER TODAY.

SO SHE IS HOME RESTING. SO I WILL BE OVERSEEING THIS TALK TODAY. WHAT I WANT TO DO -- I WANT TO HAND OUT JUST A LITTLE IDEA WHAT I AM GOING TO BE GOING OVER IF I

CAN APPROACH. >>JUDGE CANALES: OF COURSE.

ABSOLUTELY. THANK YOU.

AND YOU CAN PROVIDE THE REST TO TERESA.

[02:25:06]

TWO COMMISSIONERS ONLINE AND MAKE SURE THAT THEY HAVE IT.

WE WILL BE SENDING IT SHORTLY, COMMIS

COMMISSIONERS. >> AS YOU ARE DMRANSING THROUGH THOSE, CHIEF DEPUTY MARCUS AMERICAN AIRLINES.

LOCATED IN ROBS TOWN. I KNOW I AM GOING TO BE GOING OVER A LOT OF THINGS THAT HAVE BEEN SAID SO FAR.

I WILL BE ECHOING AHOT OF THE THINGS AND SOMETHING THAT PRETTY MUCH NEEDS ATTENTION THAT WE ALL KNOW.

AND, AGAIN, MY APOLOGIES FOR OSCAR MENDOZA NOT BEING HERE TODAY. THE REASON WE ARE HERE TODAY IS TO TALK ABOUT HOW OUR COMMUNITY IS CHANGING.

IT IS ALWAYS GREAT TO SEE HOW WONDERFUL A COMMUNITY GROWS BEFORE OUR EYES AND HOW IT AFFECTS US IN MANY WAYS.

ANYONE WHO LIVES IN PRECINCT 5 CAN SEE HOW DEVELOPMENT HAS TECHEN PLACE AND WE CAN ALSO SEE NEW BUSINESSES BECOME PART OF THE COMMUNITY LET US NOT FORGET NEW HOUSING IN ROBSTOWN THAT WE ATTEND FUNCTIONS AND CEREMONIES AND CLOSING CEREMONIES FOR THE KIDS. NEW HOMES ARE BUILT IN ROBS TOWN. RURAL AREA IN THE COLONIA.

THE DEVELOP NOT ONLY MAKING HOMES A BETTER PLACE TO LIVE, BUT MAKING OUR COMMUNITY GROW. THAT IS THE NUMBER ONE FACTOR.

THAT BEING SAID OUR COMMUNITY LARGER IN NUMBERS AND THE ECONOMY. HOW PEOPLE WHO ATTEND THE AREA SCHOOLS, ROBSTOWN ISD AND OTHERS AND PRIVATE SCHOOLS AND DAY CARE THAT PROVIDE THE EDUCATION COMMUNITIES.

ONE THING I CAN SAY IS THE PROTECTION AND SERVICES FROM OUR AGENCY HERE AT CONSTABLE 5. CONSTABLE MENDOZA WAS ELECTED TO CONTINUE TO MAKE THE COMMUNITY STRONGER WHICH I BELIEVE WE HAVE DONE A TREMENDOUS JOB TAKEN PART IN THE BREAST CANCER AWARENESS AND ALL OF THE OFFICERS WEAR PINK PATCHES AND GREAT TURNOUT.

WE RECENTLY FINISHED AN AUTISM FOR THE MONTH OF ANTICIPATE.

GREAT SUCCESS WHICH ALL GOES BACK TO THE COMMUNITY.

IF YOU TAKE A LOOK AT YOUR PAPERS THAT I HANDED OUT TO YOU, IT IS JUST A BRIEF SUMMARY WHAT TAKES PLACE WITH THE LAST THREE YEARS WITH OUR OFFICE. AS WE KNOW.

AND I PROBABLY MIGHT BE JUMPING AROUND, WE LOOK AT 020 PRECINCT 5 REPORTS, IN TOTAL WE HAD 211. THAT BEING SAID 20 20 WE WERE JUST, I GUESS, WORKING OUR WAY INTO THE ADMINISTRATION LEVEL OF IT OR PART OF IT. OSCAR MENDOZA RECENTLY GOT ELECTED. MOVING ON TO 2021.

WE TOOK A VERY, VERY PROACTIVE STANCE WITH OUR COMMUNITY.

WE WANTED TO REACH OUT AND BE THERE FOR OUR CONSTITUENTS.

IF YOU LOOK AT THE DIFFERENCE OF 2020 TO 2021, WE WENT FROM 211 CASE REPORTS ALL THE WAY UP TO 635.

WHAT DOES THAT TELL YOU? IT VARIES.

NUMBER ONE, OUR COMMUNITY IS GETTING BIGGER, STRONGER AND BETTER. WE HAVE SEEN THAT THROUGH THE PANDEMIC. IF WE JUMP OVER TO 2022.

THAT -- MIND YOU, THIS IS JUST IN MAY WHEN WE TOOK THE NUMBERS OFF THE SCREEN. TOTAL OF 266 AS OF MAY OF THIS YEAR. WE ARE PROJECTED TO BE WELL OVER THE 600 THAT WE HAD THANKS YEAR. ALL OF THESE CONSISTENCY OF ASSAULTS, CRIMINAL TRESPASS, INFORMATION REPORTS, BURGLARIES.

MENTAL HEALTH AWARENESS. IF YOU LOOK BACK AT ALL THESE NUMBERS, EVERY YEAR THEY ARE INCREASING.

WHY? PRECINCT 5 IS GETTING BIGGER.

SADLY OUR DEPARTMENT IS NOT. AND THIS IS WHERE WE COME BEFORE YOU AND EVERYBODY IS GROWING. COMMUNITY IS GETTING BIGGER, STRONGER, BITTER, SO I THINK WE OWE IT TO THEM THAT LAW ENFORCEMENT PRESENCE SHOULD BE THERE TO CONTINUE TO HELPFULLY.

I HIKE TO SEE IT GOING BACKWARDS IF YOU ASK ME, THE LESS REPORT

[02:30:04]

AND BURGLARIES AND LESS ASSAULTS IT MEANS WE ARE DOING OUR PART AND BECOMING STRONGER WITH THE COMMUNITY.

THAT BEING SAID, OUR DEPARTMENT IS REACHING OUT TO THE COMMISSIONERS. THIS YEAR WE WOULD LIKE TO SEE IF WE CAN INCREASE OUR FLEET TO TWO MORE DEPUTIES WITH ALL THE ACCESSORIES THAT WE COME WITH. OPINIONED PATROL UNIT, UNIFORM, INSURANCE, ETC., ETC., ALSO IN OUR BUDGET WE ARE LOOK TO SEE IF WE CAN INCREASE -- I WILL TAKE IT BACK.

NOT INCREASE BUT PROMOTE ONE OF OUR CID INVESTIGATORS TO THE -- LEVEL DEPUTY 3 TO A SERGEANT BECAUSE OF THAT ONE DIVISION THAT WE HAVE WHICH IS OUR CID DIVISION.

WE LIKE TO PROMOTE THEM TO A SERGEANT.

HE HAS BEEN A VERY GREAT ASSET TO THE DEPARTMENT.

HE IS STILL WITH US. AS A MATTER OF FACT, HE IS HERE TO MY LEFT, YOUR RIGHT. HE TAKES ON THESE CASES.

KEEP IN MIND, I AM NOT SURE IF EVERYBODY KNOWINGS THAT PRECINCT 5 IS A 24-HOUR AGENCY. WE WORK AROUND THE CLOCK.

WE DON'T STOP. I AM NOT TRYING TO BASH, MONDAY THROUGH FRIDAY, WEEKENDS OFF, HOLIDAYS OFF.

WE ARE NOT. WE HAVE TO WORK THROUGH EVERYTHING AND THIS IS WHERE WE ARE COMING TO YOU SO WE CAN INCREASE OUR MAN POWER -- MATTER TO CONTINUE THE SERVICES AND TO BE STRONGER WITH THE COMMUNITY. IF YOU NOTICE ON YOUR BACK TWO PAGES, THE DRAFTS THAT I PROVIDED TO YOU ARE CIVIL PAPERS. THAT IS NOT GOING TO STOP.

ALONG WITH THE PAPERS WE HAVE TO TAKE OUR CALLS 24 HOURS.

NOTICE ON THE GRAPH 2020, '21 AND '22.

STEAD HEE INCREASED. THE COMMUNITY IN OUR POPULATION AND CITY IS GROWING. NEW DEVELOPMENTS.

2022, WE ARE ONLY AT 264. AGAIN I GOT THESE NUMBERS BACK IN MAY. WE ARE PROJECTED TO SURPASS THESE NUMBERS AND SHOWING THE CONSISTENCY FOR THE LAST TWO I CAN'T HAVE YEARS. THREE IF YOU COUNT THIS ONE THAT OUR NUMBERS WILL CONTINUE TO G GROW. CITATIONS ON THE GRAPH.

THE YEAR OF 020, COMING OFF THE APEX OF THE PANDEMIC.

LITERALLY OUR AGENCY ONLY HAD 197 CITATIONS WRITTEN.

WE UNDERSTAND THAT AHOT OF THE COMMUNITIES SHUT DOWN.

NOT A PROBLEM, BUT IF YOU LOOK AT 2021, WE SHOT UP ALL THE WAY TO 2295 TRAFFIC STOPS BACK FROM 197.

IF YOU IF BACK TODAY ON THE GRAPH 2022 IN MAY, YOU WERE AT 951 TRAFFIC STOPS. WHAT DOES IT MEAN? OUR COMMUNITY IS GETTING BIGGER. ENFORCING MORE STOPS.

AND KEEP THE KIDS SAFE THE SPEED WILLING, SCHOOL ZONES.

PEOPLE GOING TO WORK A LITTLE LATHER.

THOSE -- LATER THOSE ARE SOME OF THE THINGS THAT WE WANTED TO POINT OUT. I WILL ECHO ON A LOT OF THE THINGS THAT THE PREVIOUS CONSTABLES HAVE MENTIONED THAT, OF COURSE, THE FUEL. WE ALL KNOW THAT IS SOMETHING THAT HAS TO BE DEALT WITH AS FAR AS EQUIPMENT AND VEHICLES.

I WILL GIVE YOU THIS. JUST THE OTHER DAY HAD TO REPLACE A HOUSING UNIT ON ONE OF OUR 2016 FORD EX-EMPLOYEERS.

THEY CAN GO TO A RALLY'S TO GET A BULB BE, $285.

THAT IS JUST TO PIE THE PART. $195, AND FIVE AND A HALF HOUR JOB. DO THE MATH, LITTLE OVER $1,000 TO REPLACE THE HOUSING ON THE UNIT.

COST ARE RISING. FUEL COSTSES.

MECHANIC COSTS. EVERYBODY HAS TO MAKE A LIVING.

COST OF LIVING IS GOING UP. THE ONLY THING THAT IS NOT GOING UP IS THE ABILITY FOR US TO KEEP THE UNITS UP AND RUNNING AND I DON'T HAVE THE NUMBERS WITH ME BUT WE ALL CEMENTED THEM BACK WHEN THE DEADLINE WAS DUE. WE, OF COURSE, EVERY AG IS ALWAYS GOING TO ASK FOR AN INCREASE IN THEIR BUDGET WHICH IS UNDERSTANDABLE AND SOMETHING WE REALLY SHOULD TAKE INTO CONSIDERATION THAT EVERYTHING -- PRICES ARE GOING UP NO MATTER WHERE WE GO AND WHAT WE TO. A THAT BEING SAID, I WILL OPEN THE FLOOR IF ANYBODY HAS ANY QUESTIONS FOR ME.

[02:35:01]

>>JUDGE CANALES: I WILL ECHO IT. I WILL ASK.

DOES ANYBODY HAVE ANY QUESTIONS? YOU ARE LUCKY.

NO QUESTIONS. >> I GUESS I COVERED IT ALL.

>>JUDGE CANALES: YOU DID. >> COMMISSIONER GONZALEZ: HOW MANY OFFICERS ARE WORKING THE MIDNIGHT SHIFT.

>> TOTAL IS 12. >> COMMISSIONER GONZALEZ: THAT'S

HOW MANY WITH A MIDNIGHT SHIFT. >> YES.

AT A NIGHT WE WILL TWO DEPOSIT EASE AND ONE.

AND THAT WILL GIVE US THREE. AGAIN AND I WILL REITERATE AND TOUCH ON BACK WHAT CENIKOR 3. WE ALL KNOW THE SITUATION WITH THE NUECES COUNTY SHERIFF'S OFFICE OF HOW SHORT THEY ARE IN THE JAIL AND BACK AND FORTH AND BACK AND FORTH AND ELIMINATE.

WHEN THEY GO DOWN, WE COME UP. TWO DEPUTIES AT NIGHT EXCEPT FOR THE DAYTIME, MYSELF, AND THE CONSTABLE AND SERGEANT WHO CAN ALWAYS HELP OUT. DURING THE EVENING HOURS WHEN THE MAJORITY OF OUR CRIME IS OCCURRING.

THERE IS ONLY TWO AT THE TEASE.. AGAIN I WILL SAY PRECINCT 3.

I DON'T WANT TO GO INTO DETAILS, BUT AN OFFICER NEEDING AN ASSISTANCE IT IS A SEVEN-EIGHT-MINUTE DRIVE AND WE ARE HITTING -- WE ARE HITTING THE FLOOR BOARD.

>>COMMISSIONER GONZALEZ: WORKS BOTH WAYS.

>> YES. AHOT OF TIMES WE DON'T

. >>JUDGE CANALES: OKAY, WE ARE BACK. PU SCOTT. YOU ARE ON FOR COASTAL PARKS.

YOUR DEPARTMENT IS IN OUR BOOK 0010 AND 08 -- OR 181, I SHOULD

SAY. >> RIGHT UP FRONT I WANT TO MENTION SOMETHING TO THAT IS NOT IN MY BUDGET PROPOSAL BUT SOMETHING HAVING A SIGNIFICANT IMPACT TO ME IN PUBLIC WORKS AND THAT IS THE HEAVY EQUIPMENT OFFICER POSITIONS.

I HOPE WE CAN LOOK AT THAT. PROCESS ONE HAS LOST ABOUT FIVE.

I HAVE ONE THAT HAS BEEN OPEN OVER A YEAR.

I CANNOT HIRE ARE. SO JUST KEEP IN MIND WHEN YOU WORK THROUGH THIS PROCESS. TALKING ABOUT IT BUT I THOUGHT I WOULD MENTION IT TO YOU TODAY. THAT'S IT.

IN OUR COASTAL PARKS 180, I AM -- I AM GOING TO FOLLOW ALONG WITH WHAT HARRY SAID, DALE, IN THE SAME FORMAT.

I DON'T HAVE ANY SLIDES TO PRESENT OR ANYTHING LIKE THAT.

I HAVE THE NARRATIVE THERE THAT TALKS ABOUT IN MY BUDGET, IF YOU -- WHEN YOU GET INTO THE DETAILED STUFF, YOU WILL SEE A LOT OF CAPITAL IMPROVEMENT PROJECTS.

AND THOSE IN THERE JUST TO SHOW YOU ALL THE COURT DALE AND IDAY.

CAPITAL IMPROVEMENT PROJECTS THAT EXISTS.

HE IS MY MAINTENANCE SUPERVISOR AND I ASKED HIM TO GO ON.

SHE WAS ON HER WAY BUT Y'ALL WERE MOVING SO FAST I LEFT HER BEHIND SOMEWHERE. I PUT THAT IN THERE BECAUSE

[02:40:04]

REALISTICALLY IF YOU GET TO THE DOLLAR VALUE WITH THE CAPITAL IMPROVEMENT PROJECTS, THERE IS NO WAY REALISTICALLY THAT YOU CAN FUND ALL THOSE. I LISTED THEM TO DO MY FIDUCIARY RESPONSIBILITY TO SHOW Y'ALL THE FINANCIAL NEED THAT EXISTS OUT THERE. COASTAL PARKS WAS NAH NOT PART OF THE ORIGINAL CIP PLAN. EVERYBODY ELSE FROM COASTAL PARKS AT THE TIME. AND SOME OF THE CO MONEY.

I WANT TO PUT THAT IN THERE. AND THERE IS ALSO ON MY EFFECTI THAN PURCHASING THE EQUIPMENT OUTRIGHT, BELIEVE IT OR NOT.

THERE IS A REQUEST TO ADD ANOTHER THREE-YEAR LEASE IN ITS FINAL YEAR AND AN ADDITIONAL ONE.

THOSE TWO PIECE OF EQUIPMENT YOU ESPECIALLY THE FRONT-END ARE SIGNIFICANT TO THE STORM SURGE, FLOODING AND WHAT IS GOING ON IN THE BEACH. WE ENDED UP RENTING ONE AT SEVERAL MONTHS AT END. ANYHOW.

AND WE COME TO -- LET'S SEE. THEF TE REQUEST FOR JANITOR RALE. SCRATCH IT.

WE ARE NOT ASKING FOR IT ANYMORE.

THE REASON WHY, WE WERE TOLD -- OR PLANNED WITH PURCHASING A AND IDAY. IF YOU DID NOT GO OUT FOR ANOTHER JANITOR RALE CONTRACT SO WE HAVE A PLAN TO HAVE JAN JANITORIAL STAFF. I WENT PURCHASING WHAT THEY NEED AND THEY WENT OUT FOR BIDS ON IT.

AS LONG AS WE ARE PART OF THAT, WE DON'T NEED THIS.

THIS IS A BACK-UP BECAUSE I DIDN'T KNOW WHAT YOU WOULD DO WITH THE CURRENT JANITOR RALE CONTRACT THAT WE PARTICIPATE IN.

HORSE CALDWELL PIER. ANOTHER CAPITAL IMPROVEMENT PLAN THING. THE CURRENT CONCESSION REE.

AND GOT TO FINISHING UP THE BRAND-NEW OBSERVATION DECK.

THAT OLD KITCHEN SPACE OUTSIDE.

YOU KNOW THAT NEEDS WORKING ON. SO WHEN YOU GET TO THIS -- THIS SHEET HERE THAT GIVES YOU THE PERSONNEL STUFF RIGHT THERE.

TAKE THE CUSTODIAL OFF SINCE WE ARE GOING BACK OUT FOR THAT.

AND I AM ASKING TO ADD AN ADDITIONAL PARKS AND BEACH WORKER. THE REASON WHY I AM ASKING FOR THAT ADDITIONAL POSITION IS TO SUPPORT MIKE'S OPERATIONS OF RUNNING BOTH AN A.M. AND P.M. CREW.

I DON'T KNOW IF YOU --

[02:45:12]

-- I AM MOVING THE NATURAL RESOURCES MANAGER BACK INTO 180.

I AM LOOKING INTO HOPE I DID THIS RIGHT.

PROMOTE SENIOR CLERK TO SENIOR CLERK TWO.

AND EXECUTIVE DIRECTOR, THERE IS AN ISSUE WITH THE CURRENT TITLE AND PAY GRADE THAT WAS CLASSIFIED AS.

IT WAS NOT CLASSIFIED AS PAY GROUP 29 WHERE IT SHOULD BE, 26 AND THAT IS NOT A PAY GROUP FOR WERE THE ASSISTANT DIRECTOR.

LAST BUDGET YEAR, AND IT DIDN'T GET ANY ATTENTION AND IT WILL COME BACK TO YOU AGAIN AND I WILL ASK YOU TO LOOK AT IT.

ON THE SENIOR ACCOUNT CAN ASSISTANT, TERESA WAS TELLING ME YOU CAN'T DO A STEP. I DON'T KNOW HOW ALL THAT WORKS.

ANYHOW, INSTEAD OF THAT BEING WHAT IT IS, 17.6 TO A 17.8.

AND THE CLERK -- THE CLERK TOO AND SENIOR COUNTY ASSISTANT THROUGH SOME TYPE OF ADVANCEMENT IS I AM TAKING RESPONSIBILITIES AND ADDING MORE TO THEM TO HELP WITH THE ADMINISTRATIVE COSTS LIKE DOING THE PAYROLL. DOING MILEAGE REPORTS, FUEL REPORTS, THINGS LIKE THAT. WE HAVE SOME RETIREMENTS COMING UP IN MY DEPARTMENT AND IT WILL HIT US PRETTY HARD AND WE ARE TRYING TO MAKE SURE THESE LADIES ARE PREPARED TO TAKE ON EXTRA JOB RESPONSIBILITIES SO WE WOULD BE ADMINISTRATIVELY.

>> THAT THEY NEED TO BE -- SOMEBODY NEEDS TO SCRAP AND GET RID OF THEM. SO ONE THING THAT I NOTICED THAT Y'ALL DID MAKE AN ADJUSTMENT ON FUEL.

YOU UNDER IT TO. WE USE A LOT OF DECEMBER IN THE FUEL TANKS AND WE ARE OUT RIGHT NOW.

I MEAN BONE DRY OUT. THEN ON MAINTENANCE REPAIR, BUILDING AND GROUNDS. WE ASKED FOR ANOTHER 25K THERE.

$2500 IS FIXED AT THE GATE AT SHOWING.

LITTLE PIECE OF PROPERTY WE HAVE AT THE PACE.

AND OVER THERE A FIRE OUT THERE TODAY AND GOT IT PUT OUT.

AND THEN MAINTENANCE AND REPAIR. AND AN OLD BUILDING WE NEED TO DEMO. SO THAT IS THERE.

ONE THING I DID FIND OUT THAT NEEDS TO BE CHANGED.

ALONG AND WENT BACK IN WITH THE JANITOR RALE.

UPDATE THAT IN OUR SYSTEM. WHATEVER IT IS.

WE WILL HAVE TO MAKE SURE THAT GETS TO LISA SO SHE CAN TAKE CARE OF IT. I UNDERSTAND HIS CONTRACT EXPIRES ON JUNE 19. I CAN'T AFFORD TO LET HIM GO.

I CAN'T BECAUSE WE HAVE THE IPB BUILDING AND THE PARK THAT HE

>>JUDGE CANALES: I DO NOT THINK IT IS -- I THINK WE DISCUSSED HIM BEING OPEN TO FUTURE PROJECTS WITH THAT CONTRACT ON A

[02:50:04]

C CASE-BY-CASE BASIS.

WE WILL GO BACK AND LOOK AT IT. >> OKAY.

ON -- ON CODES, ACCOUNT CODES. I DON'T LIKE THESE LIKE LISA DOES. BUT CODE 5311, SOFTWARE SERVICE AND MAINTENANCE. THAT COULD BE TAKEN DOWN TODAY 320, BECAUSE WE FINISHED THE WEB SITE.

THAT IS DONE OF AND WE ASKED FOR -- 5410, OTHER SERVICES AND CHARGES. WE FOR THE INCREASE TO ENSURE WE HAVE ENOUGH PORT-A-POTTIES OUT ON THE BEACH TO SUPPLEMENT WHEN WE CLOSE THE REST ROOMS. PEOPLE SLEEPING IN THEM, DRUG PARAPHERNALIA. AND REALLY HELPS TO KEEP PEOPLE COMPLAINING TO ME AND COMMISSIONER CHESNEY THAT WE DON'T HAVE A REST ROOM TO USE. SO WE GO TO -- YOU WILL SEE ON CONTRACT LEASE PAYMENTS. THAT IS WHAT WE TALKED OF THE NARRATIVE. THAT IS CHANGED THERE.

THERE IS ALSO VEHICLES. IN THEY ARE OUTRIGHT.

THAT IS REALLY SOMETHING DALE IS GOING TO HAVE TO HELP WITH.

AND HE THINKS IT IS MUCH MORE COST.

AND UP TO THREE YEARS. AND WORKING WITH AN -- LISA, LET THEM TAKE CARE OF ALL THE MAINTENANCE AND AT THREE YEARS, THEY ARE GONE. LET'S SEE HERE.

OKAY, SO -- I ASKED FOR. THIS IS SOMETHING WE ALL ARE GOING TO HAVE TO WORK ON AND I DON'T KNOW IF WE CAN ALL AGREE OR FIND A WAY TO FORWARD. I ASKED FOR ASSISTANCE ON MILEAGE. AND I KNOW THAT A COUPLE OF COURTS BACK AND SO THEY DRIVE THEIR OWN POVS UP THERE. AND WE PUT IN A PO THAT TO THE APPROVED. THEIR COST OF THEPOV FROM PEDRO OFFICE TO THAT OFFICE AND BACK. NOT TO DRIVE FROM HOME.

TO HELP WITH THAT. BECAUSE, YOU KNOW, I ACTUALLY WAS -- HAVE BEEN TALK WITH A LIBRARIAN AND THEY DO .

>> UNDER THIS CAPITAL OUTLAY. AGAIN, YOU GET INTO -- WHAT I CALL THESE CAPITAL IMPROVEMENT PROJECTS.

I JUST WANTED TO LIST THEM FOR YOU HERE.

YOUR ASSETS. ONE OF THEM INITIALLY.

SIGNIFICANCE OF 2810, THE PADRE AND REST ROOM REPAIRS.

AS REPORTED IN THE DOJ REPORT. THESE VEHICLE PRICES HERE ON -- UNDER CAPITAL OUTLAY HALF TON AND THREE QUARTER TON TRUCK ARE A LITTLE HIGH. I DON'T KNOW WHAT THESE VEHICLES ARE GOING FOR UNDER THE LEASE AGREEMENT AND I AM NOT SURE WHERE THEY ARE AT WITH ENTERPRISE.

[02:55:03]

I KNOW THEY ARE REALLY STRUGGLING TO GET VEHICLES THAT IS PROBABLY A LITTLE HIGH. THE DUMP TRUCK IS A WANT, NOT A NEED. IT WILL BE REALLY HAND TOW HAVE ONE WITH THE WATER TANK IN THE BACK OF IT TO MOVE DEBRIS AND SAND AND THE WATER TANK ON THE DRIVE LANE.

YOU ARE IN THESE DRY, WINDY CONDITIONS.

THEN AGAIN THAT WAS A WANT. UNDER MY CAPITAL OUTLAY, VERY BAD ROAD. AND THEN I HAVE PURCHASE -- TO HEAVY EQUIPMENT. AND I JUST DON'T THINK IT IS THE BEST OPTION. I ALREADY TALKED ABOUT THE SPRING 2023 WITH HORSE CALDWELL KITCHEN.

AND I DON'T REALLY PAY ATTENTION TO THESE PIE CHARTS.

AND TOLD YOU ABOUT CAROL PRUITT. AND I THINK THAT SUMS IT UP FOR 180. AND 181, THERE WAS A -- A BUDGET LINE ITEM PACED ON INPUT FOR THE BOARD FOR LEGISLATIVE CONSULTANT. SCRATCH THAT.

ALL WE ARE ASKING FOR AN ADDITIONAL 10K TO HELP WITH ENGINEERING COSTS THAT ONE RIGHT THERE.

THE CALCULATED LEASE PAYMENT THAT THE COUNTY PAYS FOR HORSE CALDWELL PIER IS $90 SHORT. WE HAVE TO ADD $90 TO IT.

AGAIN, PIE CHARTS. DON'T MESS WITH THOSE.

>> COMMISSIONER GONZALEZ: $90 SHORT ALL THE TIME FOR ONE TIME.

>> $90 SHORT FROM TWO YEARS AGO. JUST MAKING YOU AWARE OF IT.

AND I THINK THAT IS IT. THAT IS IT.

THAT'S IT. AND GOOD NEWS IS, ON THE REVENUE SIDE OF THINGS. I WANT TO LET YOU KNOW THAT FIRST PROJECTED VERSUS ACTUAL LAST YEAR, WE REJECTED 1.1.

WE ENDED WITH 1.52. THAT WAS 2020 AND 021.

I TELL YOU WHAT REALLY HELPED THERE AND MADE A DIFFERENCE THERE. WITH EN EVERYBODY WAS CLOSED DURING COVID. 100% OPERATIONAL.

THE ONLY RV PARK AND WE CAPTURED THAT AUDIENCE.

THAT REALLY HELPED US A LOT. AND RIGHT NOW, WE ARE PROJECTING TO DATE TO BE AT 1.#. CURRENTLY 1.1.

$500,000 OFF OUR PROJECTED MARKET AND WE HAVEN'T EVEN GOTTEN INTO OUR BUSY SEASON. REVENUE WISE WE ARE DOING GOOD.

EVERYTHING WE HAVE BEEN THROUGH FROM HARVEY TO HANNA TO COVID AND ROCKING AND ROLLING ON THE REVENUE SIDE.

BACK IN '18'19. I DIDN'T EVEN KNOW THIS AND I NEVER REALLY NOTICED IT, 38.5% OF THE REVENUE WE WOULD GENERATE DUE TO SALES OF RV RENTALS AND CAMPING WE WOULD GO INTO 181.

USED TO BE CALLED OUR PARK CAPITAL IMPROVEMENT ACCOUNT, NOW CALLED OUR BEACH IMPROVEMENT ACCOUNT.

THAT IS ALWAYS NICE HAVING IT RIGHT THERE BECAUSE THAT KIND OF BUILT THAT FUND BALANCE UP IN THERE OFF OF OUR REVENUE THAT'S WOULD HELP US WITH CAPITAL PROJECTS IN THE FUTURE.

WE WOULD LIKE FOR YOU TO CONSIDER PUTTING BACK FOR MANY, MANY YEARS. YOU KNOW, THAT'S IT.

THIS IS MY CREW. >>JUDGE CANALES: WELL, YOU HAVE GOT QUITE A BIT YOU WENT OVER. COMMISSIONER CHESNEY, DO YOU HAVE ANY QUESTIONS? ANY QUESTIONS OF SCOTT?

>>COMMISSIONER CHESNEY: NOT AT THIS POINT, JUDGE.

I HAVEN'T HAD A CHANCE TO SIT DOWN AND GO THROUGH ALL OF THIS WITH HIM. BUT I APPRECIATE THE

OPPORTUNITY. >> THIS IS ALL NEGOTIABLE.

I WOULD REALLY LIKE TO ENGAGE WITH YOU ALL.

ONE OF THE BEST THING WHEN ME, DALE, LISA AND ALANA AND IDAY AND WE PREPARED AND THE BEST BUDGET.

I APPRECIATE EVERYBODY'S INPUT AND HELP.

>>JUDGE CANALES: ANY OTHER COMMISSIONERS HAVE ANY

QUESTIONS? >> LIKE SCOTT WAS SAYING THE PEST AFTERNOON FOR EQUIPMENT THAT WILL BE RECEIVED AND A REQUEST AND WE ARE TRYING TO GET THOSE RESULTS.

SO --. >>JUDGE CANALES: OKAY.

>> IT WILL BE WORK FOR EVERYBODY.

>> ANYTHING ELSE? GRANTS ARE GOOD?

[03:00:08]

ABBY MAGHEE IS COMING ALONG. THE PARK OFFICE.

WE ARE MOVING. >>JUDGE CANALES: SCOTT, THANK Y YOU.

>> YOUR COASTAL PARKS DEPARTMENT IS ON DUTY.

>>JUDGE CANALES: THANK YOU SO MUCH.

APPRECIATE IT. >> COMMISSIONER GONZALEZ: FEEL BET BETTER.

>>JUDGE CANALES: ALL RIGHT. SO THAT ACTUALLY CONCLUDES ALL OUR BUDGET
