2. PUBLIC COMMENT: This section provides the public the opportunity to address the Commissioners Court on any issues within its jurisdiction. The Commissioners Court may not take formal action on any requests made during the Public Comment period which are not on the Agenda, but can refer such requests to County staff for review if appropriate.

3. CONSENT AGENDA: The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.

3. Discuss and consider: (1) selection of LNV, Inc. to design a Web Based Control System for the heating, ventilation and air conditioning (HVAC) at seven County Buildings; and (2) approve an Engineering Services Contract for the design services.

1. Receive calculations of the effective tax rate, the rollback tax rate and the fund balances for Nueces County, Nueces County Farm to Market, and Nueces County Hospital District for 2017.

2. Discuss and consider the following related to the County depository and the County and District Clerk Court Registry Funds: a. Qualification of Frost National Bank as depository for the County and the County and District Clerk Court Registry Funds. b. Resolutions/Orders designating Frost National Bank as depository for the County and the County and District Clerk Court Registry Funds. c. Resolutions designating signatories pursuant to proposed security agreement(s) with Frost National Bank. d. Execution of depository agreement(s), security agreement(s) and related agreements for the County and the County and District Clerk Court Registry Funds with Frost National Bank.

3. Receive a presentation from the Nueces River Authority on the invasive species Arundo donax.

4. Receive an update and approve adoption of the Multi-Jurisdictional Hazard Mitigation Action Plan.

5. Receive a presentation from the County ADA Coordinator on Nueces County's July 2017 report to the U.S. Department of Justice related to the Settlement Agreement under the Americans with Disabilities Act DJ # 204-74-348.

6. Discuss and consider adopting an Order prohibiting outdoor burning in the unincorporated areas of Nueces County, pursuant to Section 352.081 of the Texas Local Government Code. (Part 1 of 2)

1. Rescind an order executed on May 31, 2017 approving a Principal Forgiveness Agreement with the Texas Water Development Board for construction funding in relation to the Cindy Park Colonia project, which authorized the County Judge to execute this agreement; rescind the May 31, 2017 execution of a Note pursuant to the Principal Forgiveness Agreement; and rescind the May 31, 2017 execution of an Escrow Agreement with Value Bank Texas in accordance with the Principal Forgiveness Agreement with the Texas Water Development Board.

2. Adopt an order approving a Principal Forgiveness Agreement with the Texas Water Development Board for construction funding in relation to the Cindy Park Colonia project and authorize the County Judge to execute this agreement; approve execution of a Note pursuant to the Principal Forgiveness Agreement; and approve execution of an Escrow Agreement with Value Bank Texas in accordance with the Principal Forgiveness Agreement with the Texas Water Development Board.
