1. Receive and discuss recommendations for polling locations to be included in application to Secretary of State for participation in the Countywide Polling Place Program, and related matters.

2. Discuss current status of architectural cost estimates for selected Nueces County facilities pursuant to the Americans with Disabilities Act (ADA) as it relates to the Department of Justice Settlement Agreement DJ # 204-74-348.

2. PUBLIC COMMENT: This section provides the public the opportunity to address the Commissioners Court on any issues within its jurisdiction. The Commissioners Court may not take formal action on any requests made during the Public Comment period which are not on the Agenda, but can refer such requests to County staff for review if appropriate.

3. CONSENT AGENDA: The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.

A. Authorize payment of bills - manual check registers dated June 15, 2016 - July 5, 2016.

B. Authorize payment of bills - regular bill summaries dated June 17, 2016, June 24, 2016, June 30, 2016, July 1, 2016 and July 8, 2016.

N. Authorize a TASB BuyBoard State Contract No. 430-13 purchase from Caldwell Country for a 2016 Chevrolet 2500 Silverado crew cab for Inland Parks.

O. Accept for record purposes, an executed lease agreement for T-7 Hangar with Scott Callender at the Nueces County Airport.

P. Ratify the execution of an agreement with Bella’s Cafe for RFP 3010-16 Food Services at the County Courthouse.

Q. Ratify agreement with Microsoft acknowledging participation of Nueces County in the Software Asset Management (SAM) engagement.

R. Approve the application procedure for the Nueces County Hospital District Board of Managers.

J. Ratify the execution of a Notice of Grant Award from the Texas Veterans Commission Fund for the General Assistance Grant Program; receive presentation of informational video in relation to the grant award from the Texas Veterans Commission.

G. Approve an order ratifying the selection and hiring of LNV, Inc. for engineering services related to the Westhaven Park improvements; and approving payment to LNV, Inc. for services as approved and detailed in such order.

H. Approve a contract ratifying the selection of LNV, Inc. to design a new restroom facility for the Nueces County Park in Robstown, and approve an Engineering Services contract with LNV, Inc.

I. Ratify the selection of LNV, Inc. to provide professional services for various upgrades and renovations to the existing fire station building in Bishop, and approve an Engineering Services contract with LNV, Inc.

4. Authorize a Right-of-Entry and an Antiquities Permit to allow Electric Transmission Texas, LLC (ETT) to conduct surveys on 5 lots owned by Nueces County as trustee for all taxing entities.

5. Discuss and consider approval of using Commissioner Precinct #3 RTA street improvement funds for improvements to Avenue D in Driscoll, Texas, located in front of the new school.

6. Discuss and consider approval of updated Nueces County Personnel Policy Manual.

B. GRANTS

1. Discuss and consider (1) the selection of LNV, Inc. to provide construction administration of a walking/jogging trail, exercise stations, site grading, basketball court and sidewalks at Westhaven Park and (2) approve an Engineering Services Contract with LNV, Inc.

C. PUBLIC WORKS

1. Discuss and consider the approval of Change Order No. 1 to contract with Haas-Anderson Construction, Ltd. related to the County Road 52 extension from CR 69 to FM 1889.

D. PURCHASING

1. Discuss and award RFP 3015-16 Facility Management Services for Nueces County Richard M. Borchard Fairgrounds.

2. Discuss and award IFB 3016-16 Terry Shamsie Boulevard Reconstruction.

3. Discuss and award RFP 3017-16 Food Management Program at Nueces County Jail and CSCD.

4. Discuss and award RFP 3018-16 Alcohol and Controlled Substances Specimen Testing Program.

5. Authorize Sole Source purchase for 150 VoteSafe software, software maintenance, laptops, and other hardware with VOTEC Corporation for the County Clerk Department.

5. EXECUTIVE SESSION: PUBLIC NOTICE is given that the Commissioners Court may elect to go into an Executive Session anytime during the meeting to discuss matters listed on the Agenda, when authorized by the provisions of the Open Meetings Act, Chapter 551 of the Texas Government Code. In the event the Commissioners Court elects to go into Executive Session regarding an agenda item, the section or sections of the Open Meetings Act authorizing the Executive Session will be publicly announced by the presiding officer.
