[00:00:01] >>JUDGE CANALES: OKAY, WE ARE GOING TO CALL THIS TO ORDER. [ NUECES COUNTY, TEXAS COMMISSIONERS COURT *This will be a remote meeting with multiple methods of access; See instructions below: BUDGET WORKSHOP THURSDAY - JUNE 10, 2021 at 9:00 AM ] IF ANYONE IS TAKING NOTES, 9:12. THIS IS WEIRD BECAUSE STARTING ON THE 12 EVERY SINGLE DAY UNINTENTIONALLY. THAT WILL BE OUR LUCKY NUMBER AND WOULD LIKE TO ASK TYNER, IF THERE IS ANYONE ONLINE OR ON THE HALLWAY FOR PUBLIC COMMENT. >> I CHECKED AND NO ONE SIGNED UP. >>JUDGE CANALES: OKAY. PROCEED TO BUDGET WORK SHOP AND DISCUSS THE MATTERS OF FISCAL YEAR 2021/'22. WE HAVE DISTRICT COURT JUDGES AND OUR TITLE IV JUDGE. WE NEED -- ANYBODY MAY START. WE JUST WANT TO BE -- WE WANT TO REFER TO OUR NOTEBOOKS. SO I WILL CALL IT IN THE ORDER OF DEPARTMENT. DALE, IF YOU HELP US GUIDE US IN PAGE NUMBER OF THE BIG BOOK. >> FIRST ITEM 1-5. REALLY NO CHANGES FOR THOSE PARTICULAR ITEMS THAT START ON PAGE 371. THE INCREASE IS TWO YEARS AGO WHEN THE LEGISLATURE PASSED THE LAST LEGISLATIVE AND COUNTY COURT JUDGE JUDGES FOLLOW THAT SAME PATTERN BASED ON YEARS OF SERVICE. AND JUDGE LEVEL OF SERVICE AND SEEING AN INCREASE FOR HER PARTICULAR SALARY FOR THAT ITEM. THE OTHER IS COURT LAW 5. ASKING FOR ANOTHER INDIVIDUAL FOR THEIR STAFF ON PAGE 414. AND OUR DISCUSSION AFTER THE COMMISSIONERS COURT AGENDA, THE DRUG COURT COORDINATOR POSITION AND THIS IS BEING ASKED FOR AND IF WE APPROVE FOR THE GRANT, THIS PARTICULAR POSITION WILL BE HIGHER THROUGH THE GRANT. SO NOW WILL BE INCREASE FOR COUNTY COURT LAW 5 AND THE REST OF THESE WHEN THE DISTRICT COURTS COME UP, ADDITIONAL TRAINING AND ADD $500 FOR TRAVEL FOR EACH OF THE COURTS. I DON'T HAVE IT ON THE COUNTY COURT LAW FOR THE MOMENT BUT WE WILL HAVE IT FOR THE -- THE DISTRICT COURTS AS JUDGE WATSON AND KLEIN WILL DISCUSS A BIT AND ALSO BRING OTHER STUFF UP. I WILL BE GLAD TO ANSWER ANY QUESTIONS FOR COUNTY COURT LAW ONE THROUGH FIVE. OTHER THAN THAT NO OTHER INCREASES. >>JUDGE CANALES: SO REALLY JUST TO RECAP AND SUM UP FOR COUNTY COURTS LAW 1-5. WE ALREADY KNOW ABOUT 5, IT IS SPECIAL WITH THE DRUG COURT. WE DISCUSSED THAT YESTERDAY IN OUR REGULAR AGENDA. OTHER THAN THE TRAINING, THE $500 FOR TRAVEL, EVERYTHING SELLS STATUS QUO. >> JUDGE GALVAN IS REQUIRED. >>JUDGE CANALES: SUPPLEMENT FOR HER TENURE. >> A INCREASE. >>JUDGE CANALES: I FEEL -- JOHN, ANY QUESTIONS? THAT SOUNDS PRETTY GOOD FROM ONE THROUGH FIVE. >> STARTING ON PAGE 430 UNDER JUDGE WATSON AND JUDGE MADEIRA IS AVAILABLE. IF THERE ARE OTHER DISCUSSIONS THEY CAN COME UP. I HAVE FISCAL IMPACT ON SOME OF THEIR DISCUSSIONS, AND ONCE THEY FINISH, I WILL HAVE THAT FOR YOU JEJZ JEJZ WE WILL PROCEED STRAIGHT TO THE DISTRICT COURT. >> JUDGE CANALES. I WOULD LIKE TO THANK YOU FOR PROVIDING THE COURTS WITH ADDITIONAL RESOURCES, EQUI EQUIPMENT, MODIFICATION OF OUR COURT ROOMS, MODIFICATION OF THE CENTRAL COURT ROOMS SO WE HAVE BEEN ABLE TO FUNCTION DURING THIS PERIOD OF COVID. SO I REALLY WANT TO THANK YOU FOR BEING SO GENEROUS IN PROVIDING THESE RESOURCES AND EQUIPMENT. WE ARE HERE TODAY BECAUSE WE WOULD LIKE THE COMMISSIONERS COURT TO CONSIDER A RECLASSIFICATION -- PAY GROUP RECLASSIFICATION FOR CERTIFIED COURT MANAGERS. WHAT WE DID IS THAT WE, IN EFFECT, RECEIVED DATA FROM MARY LEE ROBERTS WITH REGARD TO THE RANGE OF SALARIES FOR ALL OF THE COURT MANAGERS IN WHAT I WILL SAY COMPARABLE JURISDICTIONS IE THE MAJORITY POPULATION COUNTIES. AND ALL OF THOSE COUNTIES AND NUECES COUNTY, WE BASED THAT RANGE OF SALARY ON MANAGERS ON YEARS OF SERVICE WITH THE COUNTY. AND THEY ALL START AT PAY GRADE NUMBER 25, AND THAT DEPENDS ON HOW MANY YEARS THAT THEY HAVE BEEN WITH THE COUNTY WITH REGARDS TO THE EXACT SALARY AMOUNT. AND SO WHAT WE ARE ASKING NOW IS THAT WE MOVE INTO WHAT WE HAVE DONE FOR THE BAILIFFS AND WHAT WE HAVE DONE IN OTHER POSITIONS, AND THAT IS THAT THERE IS CERTIFICATIONS AVAILABLE FOR COURT MANAGERS THAT INCREASE AND IMPROVE THEIR EFFICIENCY, INCREASE AND IMPROVE THEIR EDUCATION AND [00:05:03] QUALIFICATIONS, SO IN THE GENERAL DIRECTION I THINK WITH THIS COUNTY HAS BEEN MOVING IN, AND THAT IS TO, IN EFFECT, INCREASE THE SALARIES FOR THOSE THAT ARE QUALIFIED AND, IN EFFECT, THOSE WHO ARE SEEKING EMPLOYMENT WITH THE COUNTY. SO WHAT WE HAVE REQUESTED IS THAT WE BREAK THE COURT MAN MANAGERS FROM -- ALL OF THEM ARE ON PAY GRADE 25. BUT FOR CERTIFIED COURT MANAGERS, THEY BE RECLASSIFIED AND INCREASE TO STEP -- OR PAY GRADE 27. AND THEN WE PUT TOGETHER A PLAN AND SCHEME AS EACH OF THE COURT MANAGERS BECOME CERTIFIED THROUGH PROFESSIONAL DEVELOPMENT PROGRAM, THAT THEY WILL ALSO RECEIVE THIS INCREASE FOR RECLASSIFICATION FROM 25 TO 27. NO NOT ONLY WILL WE BE LOOKING AT COURT MANAGERS BASED ON YEARS EVER SERVICE WITH THE COUNTY, WE WILL BE LOOKING AT COURT MANAGERS AND COMPARABLE PAY NOT ONLY ON YEARS OF EVER BUT QUALIFICATION AND PROFESSIONAL DEVELOPMENT. AND I WILL TELL YOU RIGHT NOW THERE ARE 13 COURT MANAGERS -- 14 COURT MANAGERS AND FOUR THAT HAVE BEEN VOLUNTARILY GOT THEIR CERTIFICATION BEFORE ANY FINANCIAL REMUNERATION WAS GOING TO BE PRESENTED. THIS IS THEIR INITIATIVE. THEY WENT AND DID THIS EXTRA WORK, EXTRA TIME AND THREE-YEAR PROGRAM AND THROUGH THE TEXAS CENTER OF THE JUDICIARY AND FOUR -- ONE COUNTY COURT AT LAW AND THREE DISTRICT COURT MANAGERS AT THE PRESENT TIME. AND I THINK THE REASON WE ARE REQUESTING THIS IS NUMBER ONE, TO COMPENSATE THOSE THAT TOOK THE INITIATIVE AND WENT THROUGH A VERY RIGOROUS PROGRAM IN ADDITION TO ALL OF THEIR OTHER RESPONSIBILITIES TO RECEIVE THIS CERTIFICATION. AND WE WANT TO MOTIVATE AND ENCOURAGE OTHER COURT MANAGERS TO RECEIVE THIS ADDITIONAL EDUCATION AND PROFESSIONAL DEVELOPMENT SO THAT THEY CAN ALSO BE FINANCIALLY COMPENSATED FOR THE WORK THAT THEY HAVE DONE AND IN THIS INITIATIVE. AND LASTLY, WE THINK IT WILL ADD TO WHAT WE ARE DOING IT THE COUNTY TO DEVELOP AND IMPROVE THE YOU QUALIFICATIONS OF ALL OF OUR POSITION SO AS WE CAN, IN EFFECT, BRING VERY QUALIFIED PEOPLE INTO OUR SYSTEM. SO WHAT THIS AMOUNTS TO IS THAT THIS YEAR -- AND I THINK MAYBE DALE CAN CHECK THIS OVER, BUT THE FINANCIAL IMPACT IS ABOUT $25,000 FOR THE UPCOMING YEAR, FOR FOUR. AND I CANNOT TELL YOU HOW FAR ALONG ANY THE OTHER COURT MANAGERS ARE IN THIS PROGRAM, BUT CERTAINLY GOING TO MOTIVATE THEM TO PERHAPS MOVE THROUGH AND IS THAT RIGHT PROGRAM. THESE COURT MANAGERS HAVE TO APPLY FOR, THEY HAVE TO BE ACCEPTED INTO THE PROGRAM. AND AFTER TWO YEARS IN THE PROGRAM, THERE IS A VERY RIGOROUS REACTION AND ACCEPTANCE FOR THE THIRD YEAR, AND THEY ARE CERTIFIED. AND I MIGHT TELL THOUGHT FIRST ONE IN NUECES COUNTY HAS TO BE LILY FANNING. AND BY THE WAY, WE HAVE ANOTHER COURT MANAGER CERTIFIED AND SHE WORKS IN THE DISTRICT -- EXCUSE ME THE DISTRICT CLERK'S OFFICE, LILLIAN GUTIERREZ IS A CERTIFIED COURT MANAGER AT THE TIME SHE LITERALLY WORKED FOR ME. SO I WANT TO STRONGLY ENCOURAGE THE COURT AND COMMISSIONERS TO MOVE IN THE DIRECTION OF NOT ONLY YEARS OF SERVICE BUT QUALIFICATION AND PROFESSIONAL DEVELOPMENT. >>JUDGE CANALES: KIND OF A NICE HYBRID OF MERITOCRACY WITH LONGEVITY. WE ALWAYS STRUGGLE WITH MERITOCRAC Y AND SUBJECTIVE. IT WORKS WELL IN PRIVATE ORGANIZATIONS AND DOESN'T WORK WELL UNDER CIVIL SERVICE. SOMETHING ELSE JULIE, I HAVE A CHEAT SHEET WHAT THE BASE SALARY IS PER PAY GRADE. >> I HAVE THAT. WOULD YOU LIKE TO SEE IT? >>JUDGE CANALES: I WOULD. THE DIFFERENT BETWEEN 25 AND 27 ON BASE. >> LET ME GET YOU. >>JUDGE CANALES: I AM JUST MAKING NOTES. >> SHOULD BE 10%. >> IT IS 10%. >>JUDGE CANALES: 10%? THAT IS PERFECT FOR JULIE BECAUSE -- THAT IS WHAT SHE IS TRYING TO GET TO. >> DALE PROVIDED A REPORT OF PAY GROUP -- PAY GROUP 25 AND THE AREAS AFTER THREE YEARS OF THE COUNTY AND FIVE YEARS WITH THE COUNTY. >>JUDGE CANALES: ALL RIGHT, SUPER. >> I THINK YOU ALREADY HAVE THE FINANCIAL IMPACT OF WHAT WE WERE ASKING FROM THE COURT. AND WE DID THIS YEARS AGO FOR THE COURT REPORTERS, AND WE HAVE A SCHEDULE THAT WHEN THEY REACH FIVE YEARS THEY GET THIS [00:10:03] INCREASE. AND IT TOOK A LITTLE BIT OF MONEY RIGHT UP FRONT TO GET EVERYBODY IN LINE SO IT WAS CONSISTENT AND WAS BASED ON MERIT, ETC. AND WE HAVE ACCOMPLISHED THAT FOR COURT MANAGERS. WE MOVED IN THIS DIRECTION FOR THE BAILIFFS. I WANT TO SAY FIVE YEARS AGO WHEN WE HAVE CERTIFIED BAILIFFS AND UNCERTIFIED BAILIFFS AND A PAY DIFFERENCE FOR THEM AND ASKING FOR THE COURT TO MOVE IN THE SAME DIRECTION FOR THE COURT MANAGERS. >>JUDGE CANALES: WHEN THEY DO THEIR CERTIFICATION LIKE OUR CLE. YOU HAVE TO GO AHEAD AND CONTINUE YOUR LEGAL -- YOUR EDUCATION. SO YOU ARE CONSTANTLY BEING -- THAT IS GOOD. SOMETHING TO BRING UP WITH THE OTHER COMMISSIONERS. NOT A ONE-TIME ADVANCEMENT BUT IS CONTINUING EDUCATIONAL PROCESS. >> ALL COURT MANAGERS HAVE REQUIREMENTS ON CONTINUING EDUCATION BUT ABOVE AND BEYOND THE ANNUAL CERTIFICATION OR THE ANNUAL CONTINUING EDUCATION. I HAVE MISS FANNING HERE IF YOU HAVE ANY QUESTIONS ABOUT THE THREE-YEAR PROGRAM TO SHOW HOW RIGOROUS IT IS. A LOT OF HOMEWORK THAT THEY HAVE TO DO AND PRESENTATIONS, ETC, TO RECEIVE THAT CERTIFICATION. >> GREAT. I MEAN, OBVIOUSLY THAT IS WHOLE POINT OF THE COURTS OF EXCELLENCE TO HAVE THESE DESIGNATION. >> AND I WILL TELL YOU THE STATE MOVED IN THAT DIRECTION FOR THE JUDGES OF THE LAST FOUR YEARS AGO, AND THEY -- WE ALL GOT PAID THE SAME REGARDLESS OF YEARS OF EXPERIENCE. UP UNTIL THAT LAST YEAR WHERE THEY THEN BEGAN TO LOOK AT THE MERIT THAT COMES WITH HAVING EXPERIENCE ON THE BENCH. AND SO THAT IS WHAT YOU ADDRESS WITH JUDGE GALV AN, THE SCHEME THEY PUT IN PLACE FOUR YEARS AGO FOR THE JUDGES. >>JUDGE CANALES: RIGHT. >> AND BASED ON YEARS OF EXPERIENCE AND LONGEVITY. SO WE ARE ASKING TO YOU GO A STEP FURTHER AND DO THIS PROFESSIONAL DEVELOPMENT CLASSIFICATION OF, PERHAPS, COMPENSATING THOSE THAT HAVE TAKEN THE INITIATIVE AND ADDITIONAL -- RECEIVED THE ADDITIONAL EDUCATION. AND A MOTIVATION FOR THE OTHERS AS WELL. >>JUDGE CANALES: I WILL JUST ASK THE OTHER JUDGES, DO YOU GUYS HAVE ANYTHING WOULD YOU LIKE TO ADD? OR WE CAN DRIFT INTO TECHNOLOGY OR ANY OTHER SUBJECT MATTER. I APPRECIATE YOU KIND OF ACKNOWLEDGING -- I THINK WE HAVE DONE A LOT OF GOOD IN A VERY SHORT AMOUNT OF TIME. AND I DIDN'T -- I REMEMBER LOOKING AT MY OUT BOX -- YOU SENT A REALLY NICE -- YOU FINISHED THE JURY TRIAL, I DRAFTED A RESPONSE AND I REALIZED IT DIDN'T FINISH IT AND STAYS IN MY OUT BOX FOREVER. >> TOOK A VILLAGE TO GET THE FIRST JURY TRIAL -- AND THE CUSTODIAN STAFF WAS WONDERFUL. SO MANY THINGS THAT HAVE TO BE THOUGHT ABOUT, BUT I CAN TELL THAT YOU NUECES COUNTY IS GOING TO HAVE A SECONDARY MARKET IN PLEXIGLASS IF WE EVER HAVE TO TAKE THE PLEXIGLASS DOWN IN THE COURT ROOM. >>JUDGE CANALES: TO SOME EXTENT THAT WHICH DOES NOT BOTHER ANYBODY, LEAVE IT UP. I HATE TO SAY THAT WE DEVIATE -- BUT A NEW VARIANT CALLED A DELTA VARIANT. THE TRUTH IS OUR LIVES WILL NOT BE THE SAME. NOT FOR A LITTLE WHILE. SO WE JUST -- THAT WHICH IS IN PLACE, LIKE ALL OF OUR PURELL, OUR ROBUST FOLKS DOING SANITIZATION. GOOD PRACTICES TO KEEP OUR STAFF AND WORKFORCE HEALTHY, RIGHT. I DON'T VIEW IT AS INVASIVE BECAUSE IT IS NOT MESSING WITH ME, MY BOTHER OR MY FACE. I REALLY THINK WE CAN KEEP THIS UP. LET ME KNOW. A COMMENT -- >> I WILL LET YOU KNOW THAT COMMISSIONER CHESNEY IS JOINING US. >>JUDGE CANALES: HERE IS THE QUICK SKINNY, COUNTY COURTS AT LAW HAVE NO SUBSTANTIVE CHANGES OTHER THAN TRAVEL THAT THEY WILL NEED FOR CERTIFICATION AND A SUPPLEMENT FOR JUDGE GALVAN, WHO HAS REACHED THE PERIOD OF I'M THAT A SUPPLEMENT IS MAN DATED BY THE STATE. ALL THE 1-4 COUNTY COURTS I THINK ARE REALLY STATUS QUO. WE TALKED YESTERDAY IN COURT ABOUT COUNTY COURT NUMBER 5 AND ITS UNIQUENESS. AND WE MOVED TONIGHT DISTRICT COURTS. JUDGE WATTS HAVE MADE A GOOD CASE FOR COURT MANAGERS GOING FROM PAY GRADE 25 TO 27 WHICH REPRESENTS A 10% INCREASE BUT ONLY FOR THOSE THAT HAVE CERTIFICATION WHICH QUANTITY PHIS PROFESSIONAL EXPERIENCE AND QUALIFICATIONS. WELL, PROFESSIONAL DEVELOPMENT AND QUALIFICATIONS TO JUSTIFY THAT. CURRENTLY IT WOULD HAVE FISCAL IMPACT TO THE TUNE OF $25,000 FOR OUR NEXT FISCAL YEAR. AND THAT IS KIND OF WHERE WE ARE. COMMISSIONER, WOULD YOU LIKE TO HAVE A MOMENT TO ASK A QUE QUESTION? [00:15:01] YOU MAY JUST BE LISTENING. >> JUDGE, I DESCRIBED MEMO FOR FISCAL IMPACT THAT JUDGE WATTS WAS JUST MENTIONED. FOUR OR FIVE INDIVIDUALS THAT ARE QUALIFIED, THE 10 59 DISTRICT, 117TH, AND 347TH. AS FISCAL IS $25,385 CURRENTLY. AS JUDGE WATTS WAS SAYING, IF THIS IS APPROVED OTHER COURT MANAGERS COULD DO THIS BUT FROM A TWO TO THREE-YEAR PROCESS. SO WE HAVE TIME TO INQUIRE FOR THIS BUT THIS PARTICULAR ISSUE $25,000 FISCAL IMPACT. >>JUDGE CANALES: YOU KNOW -- IT IS OKAY TO SAY I AM VERY SUPPORTIVE OF THIS. I AM LOOKING FOR WAYS TO TAKE OUR WORKFORCE HIGHER IN PAY, BUT I LOVE THE IDEA THERE IS A NEXUS BETWEEN THAT AND SOMETHING THEY HAVE BEEN ABLE TO SAY I AM TAKING CONTROL OF MY LIFE. I AM GOING TO GET MY PAY FROM BEING CERTIFIED. A WIN FOR US BUT A PERSONAL WIN FOR THEM. AND IF YOU MARRY THAT WITH LONG LEFT, IT IS A BIG DEAL. >> IF YOU HAVE NO QUESTIONS, I WANT TO THANK YOU FOR LISTENING TO US. AGAIN, I CAN'T THANK YOU ENOUGH WHAT YOU HAVE DONE FOR THE COURTS OVER THE LAST YEAR AND A HALF -- ALMOST YEAR AND A HALF. >>JUDGE CANALES: I THINK WE GOT -- I AM STILL EXCITED ABOUT NEW TECHNOLOGY. I DO WANT TO ENCOURAGE YOU -- MAYBE JULIE CAN HELP -- THE NEW CIO. I GOT TO FIX JUDGE MEDA RI -- CREATE A WHOLE NEW ONE -- WHOLE NEW E-MAIL IS NUECESCO. BUT INNOVATIVE WAYS TO WORK TOGETHER. WANT TO THROW THIS OUT. WE HAVE SOMEBODY WHO WILL BE REACHING OUT TO ALL THREE OF YOU. YOU HAPPEN TO BE THE THREE JUDGES THAT HAVE BEEN INTERESTED IN BEHAVIORAL HEALTH. I DON'T KNOW IF SHE CONTACTED YOU ALREADY OF AN AFTER HOURS -- ONE OF THESE DAYS IN THE NEXT FISCAL YEAR WE WANT TO TALK OF THAT MENTAL HEALTH COURT. EVEN IF IT IS NOT IN THE JUDGE, WHAT WILL IT LOOK LIKE FROM YOUR PERSPECTIVE. IT WILL HELP ME DO YOU. I WANT TO DO A MENTAL HEALTH COURT. WHAT DOES THAT MEAN? >> JUDGE BOBBY GALVAN PRESIDES OVER A SPECIALIZED COURT CALLED THE MENTAL HEALTH COURT. AND PEOPLE ON PROBATION FOR MENTAL HEALTH ISSUE IS IN FACT REPORTING TO JUDGE GALVAN. I CAN'T ADDRESS WHAT HAPPENED DURING COVID, BUT SAME THING LIKE A DRUG COURT, AND JUDGE BOBBY GALVAN HANDLES THE MENTAL HEALTH PROBATIONARY -- WHAT WE PUT ON PROBATIONERS WHEN THEY COME TO SEE THE JUDGE. AND HE REEVALUATES AND THINGS OF THAT NATURE. >>JUDGE CANALES: THE DIFFERENCE HERE IS THIS WOULD BE QPRE." AND LOOKING AT PSYCHIATRIC EVALUATIONS. I AM THINKING YOU ARE GOING TO NEED ANOTHER PERSON OR AT LEAST WHAT -- WHAT DOES THE LAW ALLOW US TO MAYBE -- LIKE A JUDGE WHERE WE CAN HAVE SOMEBODY APPOINTED. I DON'T KNOW REALLY WHAT WE ARE LOOKING FOR HERE BUT THINKING OF SOMEBODY THAT WOULD BE DEDICATED TO THIS EFFORT AT LEAST THE 29 HOURS -- >> THERE IS ANOTHER THOUGHT ON THIS. IF THERE IS A PERSON WHO IS DEDICATED, ONCE WE FIND SOMEBODY INCOMPETENT, THERE ARE A LOT OF PROCEDURES UNDER THE CODE OF PROCEDURES THAT ARE IN EFFECT AND THEY SIT THERE AND THEY WAIT TO BE TRANSFERRED TO EITHER VERNON'S OR SASH OR THINGS OF THAT NATURE BUT WILL HELP TO HAVE COORDINATION OF -- ARE THE ORDERS IN PLACE. SOMEBODY THAT NOT ONLY DEALS WITH THE MENTAL HEALTH ISSUES IN OUR COURT, BUT THEN ALSO, IN EFFECT, FOLLOWS UP WHEN SOMEBODY IS BECOME INCOMPETENT SO THERE IS NO DELAY IN TRANSFERS. ONE OF THE BIGGEST THING THAT HELPED US MHID DOING THEIR COMPETENCY RESTORATION PROGRAM. NOT ALL OF OUR DEFENDANTS QUALIFY TO HAVE THAT RESTORATION IN PLACE HERE IN NUECES COUNTY, BUT THAT HAS BEEN A TREMENDOUS HELP AS WELL. >>JUDGE CANALES: JUDGE KLEIN. >> THERE IS A JUDGE IN WEST TEXAS THAT ACTUALLY WROTE THE SECTION ON MENTAL HEALTH COURTS FOR THE BENCH BOOK. I AM HAPPY TO REACH OUT. >>JUDGE CANALES: YES. I MEAN, WHEN THEY REACH OUT TO YOU. I DON'T KNOW IF IT IS MARK HENDRICKS OR AMANDA, BUT AT OUR LAST MEETING A WEEK AGO THAT IS WHERE WE LEFT THIS BETWEEN YOUR SCHEDULE AND MY SCHEDULE -- I KNOW IT IS A BURDEN -- EITHER A SATURDAY WHERE WE CAN GATHER OR AFTER HOURS. WE CAN MAKE IT A WORKING-EATING MEETING BUT VERY CRUCIAL THAT I [00:20:01] HEAR FROM YOU. THE GRANT WRITING STARTS THAT FISCAL YEAR EVEN THOUGH WE MAY NOT PUT IT IN PLACE UNTIL THE NEXT, I CAN'T DO IT WITHOUT -- YOU ARE THE ONES THAT REALLY KNOW. >> HE SAID HE WILL BE HAPPY TO COME HERE AND HELP US WITH WHATEVER -- >>JUDGE CANALES: THIS IS ALL PRE. ALL DIVERSION. YOU NEVER SEAT JAIL. >> STARTS WITH THE ARREST. >>JUDGE CANALES: EXACTLY. THANK YOU, YES, MA'AM, JUDGE? >> AS AN ADDITIONAL COURT POSITION? BECAUSE THAT IS A LEGISLATIVE ISSUE. >>JUDGE CANALES: IT IS. WE TALKED TO OUR LEGISLATIVE DELEGATION. THEY ARE WILLING. BUT THEY NEED TO KNOW WHAT IT MEANS. >> AND WHAT THEY ARE GOING TO WANT IS NO -- I MEAN, NO DISTRICT COURT IN THE LEGISLATURE WITHOUT A NOTE FROM YOU GUYS SAYING, YEAH, WE ARE GOING TO FUND IT. THAT IS A PROBLEM. BUT DEAL WITH A LOT OF THE MENTAL HEALTH ISSUES AND A GOOD DIVERSION AS WELL. >>JUDGE CANALES: YEAH. LIKE I SAID, WHEN WE GATHER, I KNOW WE ARE GOING TO TAKE THE BALL FROM HERE AND MAKE IT OVER THERE BECAUSE YOU HAVE THE KNOWLEDGE THAT -- WE HAVE THE DESIRE. WE ARE WORKING ON THE PIECE THAT WE KNOW BEST WHICH IS THE PREJAIL DIVERSION, BUT THE REAL DIFFICULTY COMES WHEN, YOU KNOW, WHEN WE NEED THE COURTS TO INTERCEDE. SO -- OKAY. WELL, THAT -- THAT -- FOOD FOR THOUGHT. JUDGE? >> CAN I SAY SOMETHING ELSE? >>JUDGE CANALES: OF COURSE. COMMISSIONER CHESNEY CANNOT HEAR YOU OTHERWISE. >> HI, BRETT. I WANT TO GO BACK ON THE COURT MANAGERS AS WELL. ALL OF THEM DESERVE A RAISE, RIGHT. BUT I LOVE THE MERITOCRACY OF INDIVIDUALS THAT THANK HAVE TAKEN THE TIME TO DO THAT. I WILL TELL THAT YOU WE PAY FOR THEM OUT OF OUR BUDGET FOR CLE AND TRAVELING AND THINGS LIKE THAT THINGS THAT THE FIFTH REGION DOESN'T DO AND THE YEARS THAT ANDREW -- I AM SURE THE SAME FOR THESE GUYS, THE DAYS THAT THEY HAVE DONE THAT I DIDN'T DO EXTRA CLE BECAUSE PAYING FOR ANDREW TO GO OUT OF MY BUDGET. IT HAVEN'T COST THEM ANY MORE -- YOU ALL ANY MORE MONEY BECAUSE WHAT WE HAVE DONE IS WE HAVE GONE -- WE WERE USED TO FIVE CRACKERS AND WE ATE THREE CRACKERS ON THE YEAR THAT THE MANAGERS WOULD GO OUT. SO JUST WANTED TO LET YOU KNOW. >>JUDGE CANALES: I DON'T WANT TO OVERBROADCAST THIS, BUT MY EXPERIENCE IS IF YOU THINK IT IS IMPORTANT FOR YOUR PROFESSIONAL TRAINING, DALE AND I ALWAYS FIND A WAY. THAT IS NOT TO SAY THAT WE SHOULD CART BLANCHE EVERY PROJECT, BUT PLEASE LET US KNOW. BECAUSE -- AND I MEANT THAT FOR HIS OFFICE TOO. WHEN WE CAME HERE. WE HAVE GOTTEN A LOT MAY I STHUINGT, PRO PALO ALTOING THE RICE MANAGEMENT PROGRAM. THREE-DAY PROGRAM -- TWO-DAY PROGRAM THAT RICE UNIVERSITY OFFERS. WILL IT BE HERE? >> THEY HAVEN'T SAID. >>JUDGE CANALES: WE SEND SEVEN PEOPLE -- >> EIGHT. >>JUDGE CANALES: EIGHT PEOPLE ON OUR DIME. THIS WOULD COST US -- I MEAN TEN TIMES THAT IF WE WENT TO RICE AND DO IT. THROUGH THE CCRAC THEY HAVE A SPECIAL PROGRAM. IF YOU HAVE ANY INTEREST FOR ANY OF YOUR FOLKS THAT MANAGE OTHERS, THIS IS REALLY SPECIAL PROGRAM. AND FOR ME, YOU KNOW, IN TEXAS, THE RICE -- THE RICE BUSINESS SCHOOL IS JUST ONE OF THE BEST IN THE COUNTRY. SO JULIE HAS GOT YOU WILL THE INFO. THEY ASKED ME ABOUT IT THIS MORNING. JULIE DOES AN ALL CALL TO DEPARTMENT HEARING AIDS AND ELECTIVES, BUT SOMETIMES -- WE MISS THINGS, RIGHT. WE DON'T THINK THAT COULD AP APPLY, BUT ONE MORE OPPORTUNITY FOR A FEATHER IN YOUR HAT. WOULDN'T AFFECT THE 25 OR 27, BUT AFFECTS YOU PERSONALLY AND CREATES AN OPPORTUNITY ELEVATE US AS A COURTHOUSE. WOULD YOU JUST SEND IT OUT AGAIN? OKAY. WELL WE WILL LET YOU GUYS -- GET BACK AND THANK YOU VERY MUCH FOR BEING HERE. >> THANK YOU, JUDGE. >> YOU ARE GOOD, YOU DON'T HAVE ANYTHING ELSE? >> I AM FINE, THANKS, JUDGE. >>JUDGE CANALES: WE WILL MOVE ON BRENT. WE WILL GO TO LEGAL AID NEXT -- SO SORRY, SUSAN. SORRY ABOUT THAT. WE HAVE TITLE 4. MY BAD. ALL BUNCHED TOGETHER. 3305, JUDGE. >> YES, 3305. >>JUDGE CANALES: GIVE US A SECOND TO TURN OUR NOTEBOOKS. ON PAGE 415, BRENT. ALL RIGHT, 415. OKAY, GREAT, JUDGE, LET US KNOW ABOUT YOUR DEPARTMENT, ALTHOUGH I SEE NO CHANGE FROM THE ACTUAL YEAR OVER LAST. >> YES, YES. GOOD MORNING, JUDGE CANALES AND COMMISSIONERS, I AM SOLELY HERE TO THANK YOU OF THE BUDGET WE GET EACH OTHER. [00:25:04] THE COURT IS MORPHOUS, NOBODY KNOWS HOW TO TACK IT DOWN. A LOT OF FUNDING FROM THE STATE. I AM PAID MY SALARY FROM THE STATE OF TEXAS AND MY COURT MANAGERS PAY BY THE STATE OF TEXAS AS WELL. IF YOU LOOK AT THE BUDGET, YOU WILL SEE PRIMARY MY BUDGET IS FOR THE BAILIFF AND THE COURT REPORTER AND A FEW INCIDENTALS BECAUSE AS WELL THE STATE COVERS SOME EDUCATION FOR ME. THEY BUY OUR PAPER. THEY BUY SOME PRINTERS AND COMPUTERS AND THINGS LIKE THAT. SO -- SO WE HAVE NO MORE IMPACT, NO MORE REQUESTS OF NUECES COUNTY. I HAVE -- MY COURT REPORTER HAS RETIRED SO WE ARE LOOKING FOR A NEW COURT REPORTER AT THIS T TIME. SHE HAD 38 YEARS OF EXPERIENCE. >>JUDGE CANALES: IT IS HARD TO FIND COURT REPORTERS, ISN'T IT, JUDGE? >> IT IS BECAUSE OF THE DIFFERENT PAY SCALES IN DIFFERENT AREAS OF SOUTH TEXAS. SHE WAS VERY LOYAL, VERY DEDICATED EMPLOYEE. SHE STARTED WITH THE COURT ACTUALLY 38-PLUS YEARS AGO WHEN IT WAS CREATED BY STATUTE. >>JUDGE CANALES: YOU KNOW JUDGE, I WAS THINKING -- I DON'T KNOW WHAT YOUR THOUGHTS ARE ON THIS -- MY BRAIN IS ON INDUSTRY BECAUSE I CAME FROM THE AADC. WHEN WE HAVE A COMPANY AND DON'T HAVE THE RIGHT SKILL S SETS, WE GO TO DEL MAR COLLEGE AND FAST THEIR SKILL SET. WE ACTUALLY SAY WE NEED FOR YOU TO INVEST IN THIS AND HIGHLIGHT IT AND PROMOTE IT, IF DO YOU THIS JOB, YOU WILL GET A REALLY GOOD PAYING JOB FOR MANY, MANY YEARS OVER HERE. AND I KNOW THAT DEL MMAR USED TO BE A GOOD COURT REPORTING SCHOOL. >> THEY INDUSTRIAL AND A NUMBER OF STUDENTS. MY UNDERSTANDING WHAT HAPPENS IN ORDER TO BE CERTIFIED TO DO THE COURT REPORTING IN A COURT, THE EXAMINATION AND CERTIFICATION IS VERY HARD WITH US. IT IS A VERY DIFFICULT EXAMINE NATION. I REACHED OUT TO DEL MAR AND A FILL-IN COURT REPORTER THE LAST FEW WEEKS THAT I APPRECIATE SO MUCH. >>JUDGE CANALES: I DON'T LIKE REPLACING HUMANS BUT I DO BELIEVE IN TEN YEARS THE TECHNOLOGY THAT WE HAVE ON D DRAGON. THE AUDIBLE WILL BE SO MUCH MORE ADVANCE, BUT STILL SO HARD TO DISTINGUISH BETWEEN SPE SPEAKERS. INTONATIONS AND. IT'S VERY, VERY DIFFICULT. BUT I KNOW TECHNOLOGY COULD ASSIST US IN THE FUTURE. BUT I STILL BELIEVE THE HUMAN TOUCH IS BETTER. >> I THINK WITHOUT THE HUMAN PERSON THERE, YOU KNOW, YOU CAN MISS -- YOU CAN MISS WHAT IS MAYBE GOING ON IN THE COURT ROOM AND YOU ARE TRYING LISTEN -- THERE IS A LOT OF TRANSCRIPTIONS ESPECIALLY IN THE TRIAL COURTS, YOU KNOW, THAT ARE VERY VALUABLE AS YOU KNOW FOR YOUR NEXT HEARINGS AND THINGS AND FOR APPELLATE PURPOSES. >>JUDGE CANALES: WE WILL DO EVERYTHING WE CAN, JULIE. THAT WAS SOMETHING I WAS GOING TO STAR. HAVE A NICE VISIT WITH DR. ESCOMIA ON A VARIETY OF ISSUES, BUT SOMETIMES WE CAN BE -- WE CAN MAYBE EVEN FIND SOMEBODY WHO CAN HELP FUND TUTORS FOR THOSE ARDUOUS, RIGOROUS EXAMINATIONS. THERE ARE SO MANY WAYS TO HELP KIDS OR YOUNG ADULTS OR ADULTS, WHOEVER IT IS START A CAREER, BUT THE IDEA -- OH, LET THEM GO ISN'T GOING TO NECESSARILY YIELD YOU WHAT YOU NEED. >> A GREAT CAREER. AND I THINK VERY INTERESTING FOR THE PEOPLE. >>JUDGE CANALES: A VERY INTERESTING CAREER. >> FOR THE PEOPLE THAT END UP IN THAT FIELD. >> SPEED IS THE PROBLEM. THE SPEED. THEY HAVE TO BE ABLE TO TAKE US DOWN AND 225 OR 250 WORDS A MINUTE. >>JUDGE CANALES: JUST AN AWESOME SKILL SET. JUDGE, SINCE YOU ARE HERE AND YOUR BUDGET IS SO EASY HERE. IT'S THE NAME. I HAVE BEEN WORRIED. I ALWAYS WORRY ABOUT YOU ON THE FOURTH FLOOR, CAN YOU SHARE WITH US -- WE ARE ALSO DOING BUDGET AROUND THE COURT HOUSE, CAPITAL INFRASTRUCTURE. CAN YOU SHARE WITH US THE STATUS OF YOUR -- AND IT IS OKAY TO BE BRUTAL, SOMETHING UGLY OR NOT RIGHT, I NEED TO KNOW. ONLY ONE WAY TO HELP AND I HAVE GOT TO KNOW WHAT OUR PROBLEMS ARE. TELL ME THE GOOD, THE BAD AND THE UGLY FROM THE FOURTH FLOOR. >> YES, THANK YOU, JUDGE. I APPRECIATE THE QUESTION. I WILL BE FRANK. >>JUDGE CANALES: PLEASE. >> EVERY RAINSTORM, WE HAVE FLOODING IN THE OFFICE. IT POURS DOWN THE ADMIN WALLS WHERE THE COURT REPORTER AND THE COURT MANAGER'S DESKS ARE. THERE ARE OFTEN ONE TO TWO INCHES OF WATER ON THE FLOOR. THE LAST RAINS WERE SEVERE RAIN BUT MY ENTIRE OFFICE FLOODS. MY CARPET I BELIEVE IS UP ON WASTE BASKETS TRYING TO DRY O OUT. THEY HAVE BEEN REALLY GREAT OF COMING IN AND CLEANING UP WITH THE DRY VACS AND HAVING THE CARPET SHAMPOOED AND OTHER THINGS AND EVEN OUT IN THE COURT ROOM AFTER SEVERAL RAINS WE GET THE GROWING BLACK MARE OCCASION ON THE CARPET INTO THE [00:30:02] COURT ROOM. THAT IS OUR MAJOR PROBLEM. >>JUDGE CANALES: TIME SORRY ABOUT THIS. ALL I CAN TELL THAT YOU THIS VERY CUMBERSOME WORK THAT YOU SEE ON THE EXTERIOR ENVELOPE OF THE BUILDING. WE ARE SPENDING $7 MILLION. I KNOW YOU HEARD IT IF YOU HAVEN'T SEEN IT. IT'S REALLY GOING TO MAKE A BIG DIFFERENCE. ONE OF THE THINGS THEY ARE DISCOVERING AS THEY REMOVE THE TRAVERTINE, IT IS EXPOSING A LOT OF OTHER PROBLEMS, BUT WE DO BELIEVE THAT THE EXTERIOR ENVELOPE, ONCE PROPERLY ADDRESSED, WILL MAKE A MARKET DIFFERENCE IN WATER COMING IN. AND THEN THE OTHER THING THAT WE CAN DO IS ONCE WE KNOW THE WATER -- -- IS SEALED, WE WILL COME IN AND AESTHETICALLY IMPROVE FROM THE CARPET. WE DON'T WANT -- WE WANT TO MAKE THOSE ADJUSTMENTS AND DALE AND I WILL PROBABLY TALK -- WE HAVE GOT A STRONG CAPITAL BUDGET RIGHT NOW FOR THIS COURTHOUSE AND WE ARE ALSO LOOKING FOR ADA ISSUES AND I WANT TO START WITH THESE COURT ROOMS FIRST. BUT PLEASE DON'T HESITATE TO SPEAK UP. CALL TYNER AND HE WILL -- I JUST FEEL LIKE -- WE KNOW HOW TO PRIORITIZE. PUBLIC SAFETY AND SAFETY FOR THE PEOPLE THAT WORK FOUR, IT IS HARD ENOUGH TO GET A COURT REPORTER AND SUBJECT HER TO RAIN ON THE INSIDE. >> IN THAT LITTLE CORNER WHERE THE COURT REPORTER SITS NEXT TO THE BENCH, THE CARPET -- THE CARPET CAN GET VERY ODOROUS, IF YOU WILL. BUT MANAGEMENT HERE HAVE BEEN WONDERFUL ABOUT COMING IN AND SHAMPOOS THE CARPET BECAUSE WE MONITOR IT. WHEN IT GETS TO THAT CERTAIN LEVEL, IT HAS TO BE SHAMPOOS BECAUSE OF THE AIR YOU ARE BREATHING THERE. I KNOW THAT THE COUNTY JUDGE AND THE COMMISSIONERS CANNOT CONTROL THE RAIN. AND SO -- BUT JUST TO MAKE YOU AWARE OF -- THAT IS WHAT HAPPENS THERE. >>JUDGE CANALES: OKAY. WE ARE IN THE PROCESS -- WE DID THIS IN MOTOR VEHICLES. I WOULD LIKE TO LOOK AT PULLING YOUR CARPET UP IMMEDIATELY AND REPLACING IT. YOU TAKE A GOOD LOOK AT WHAT WE ARE DOING IN KEVIN'S SPACE DOWNSTAIRS. IF YOU LIKE THAT, IT IS VERY COST EFFECTIVE. IT LOOKS REALLY NICE, BUT IT LOOKS LIKE WOOD, BUT, OF COURSE, IT IS NOT. IT IS A VINYL, I THINK. BUT YOU CAN. WHO IT UP. AND IT DOESN'T CREATE THE MOLD AND WE ARE ALSO USING ON THE LAW LIBRARY. IF YOU WOULD LIKE TO TAKE A LOOK AT THIS. I THINK IT LOOKS REALLY NICE. LOOKS LIKE PLANK WOOD FLOORING AND IT IS NOT. I DON'T RECOMMEND THE CARPET ANYMORE BECAUSE OF THE ISSUES. BECAUSE UNFORTUNATELY, THIS WORK WON'T BE COMPLETE UNTIL NEXT YEAR. >> AT LEAST THAT, YES. >> WELL, THANK YOU FOR THAT. I AM GOING TO CHECK THOSE AREAS UP. >>JUDGE CANALES: CHECK UP ON THAT. >> THANK YOU, KARP JUDGE. >> ONE OTHER THING BEFORE SHE FINISHES, TYNER, THE JUDGE HAD A QUESTION TO REACH OUT TO THE COURTS TO SEE WHAT MIGHT BE -- ADJUSTMENTS TO THE CURRENT CONTRACT. >> I SURE WILL AND I KNOW WE ARE WORKING FOR THE RENEWAL ON THE DA RIGHT NOW BUT I WILL TAKE A LOOK AT THIS. >>JUDGE CANALES: YESTERDAY A LEXUS NEXUS REQUEST. WHO WAS IT? >> WAS THAT CODE ENFORCEMENT? >>JUDGE CANALES: LEXUS NEXT CUSS. >> THEY HAVE A SPECIALTY WHICH IS INVESTIGATIVE. AND YOU KNOW TRACING. THEY LIKE THAT COMPARABLE TO LAW. >> WORK WITH IDA BECAUSE THEY HAVE A COMPLICATED TRACING SYSTEM. SOMETIMES WE DON'T KNOW THE NUMBERS THAT WE HAVE. >> THAT MAY BE LEXUS NEXUS AND THE LIBRARY HAD THAT AND PROBABLY AND THIS. >>JUDGE CANALES: WE DO BETTER IN PRICING IF WE MERGE ALL OF OUR PACKAGES ON ONE AND MAYBE EVEN GET SOME EXTRA STUFF AS WELL. I DON'T WANT TO HAVE FIVE CONTRACTS. I WOULD LIKE TO HAVE ONE. THANK YOU, JUDGE. JUDGE MADEIRA, YOU WERE GOING TO SAY SOMETHING. >> I AGREE TO PULL UP THAT CARPET. THAT IS RIDICULOUS. BUT WATCH YOUR FOOTPRINT BECAUSE THAT BENCH IS SUPPOSED TO BE REDONE. THAT FOURTH FLOOR IS SUPPOSED TO BE REDONE. >>JUDGE CANALES: FOR ADA. YEAH, TIME IT CORRECTLY. >> THEY CAN'T HEAR NEW ZOOM IF YOU DON'T USE THE MICROPHONE. >>JUDGE CANALES: SHE AGREES THAT CARPET NEEDS TO COME OUT BUT THE FOURTH FLOOR IS SCHEDULED FOR CAPITAL IMPROVEMENTS FOR ADA AND NEEDS TO BE TIMED. TO BE HONEST WITH YOU, I HAVE SEEN WHAT IT LOOKS LIKE WHEN CARPET IS UP AND CONCRETE. NOT BAD. YOU PUT AN AREA RUG. I MEAN, IT IS BETTER THAN THE ODOR. AND THE -- >> AND THE MOLD. >>JUDGE CANALES: I HAVE A LOT OF ALLERGIES AND THAT IS JUST NOT GOOD. WE MAY HAVE THIS INTERIM NOT SO [00:35:06] PRETTY BUT OUR HEALTH IS MORE IMPORTANT THAN THE AMBIENCE. >> WE CAN STAIN IT AND -- >>JUDGE CANALES: THERE YOU GO. WE ARE NOT INTERRUPTING THE WORK AND THROWING GOOD MONEY AFTER -- >> THANK YOU VERY MUCH, JUDGE, AND TO THE COMMISSIONERS AS WELL. >>JUDGE CANALES: GOOD TO VISIT WITH YOU. WE DON'T SEE GUYS ENOUGH. WE LIKE VISITING. >> THANK YOU. >>JUDGE CANALES: PERFECTLY ON TIME LEGAL AID, 3200. >> 491, JUDGE. >>JUDGE CANALES: 491. LOOKS EXACTLY THE SAME. >> YES. >>JUDGE CANALES: SO WE DON'T HAVE A REPRESENTATIVE HERE. >> I BELIEVE THEY ARE ONLINE. >>JUDGE CANALES: I SEE. WONDERFUL. ALL I HAVE TO DO IS BLOCK MY CAMERA, GOOD MORNING. >> GOOD MORNING, JUDGE, REBECCA FLANAGAN HERE WITH TLRA. AS REQUESTED, A BRIEF UPDATE ON OUR ACTIVITIES OVER THE LAST YEAR. AS THE COURT IS WELL AWARE -- AND GOOD MORNING TO YOU JUDGE, AND COMMISSIONERS -- ALL OF OUR PHYSICAL OFFICES HAVE BEEN CLOSED SINCE MARCH 17 OF LAST YEAR WITH ALL STAFF WORKING REMOTELY NEITHER OUR SERVICES NOR INTAKE EVER CEASED. TRLA HAVE INCREASED STAFF AND UPGRADED PHONE NUMBERS THAT RESULTED IN ALMOST 40% INCREASE IN OUR RESPONSE RATE WHICH IS A VERY GOOD THING. TECHNOLOGY CAN BE A WONDER SOMETIMES. WE HAVE IMPROVED COMMUNICATION SYSTEMS BY NECESSITY BETWEEN OUR CLIENTS, STAFF, UTILIZING SUCH TOOLS AS VIRTUAL MEETING AND DIGITAL SIGNATURES. WE HAVE IMPROVED OUR MESSAGING AND DISSEMINATION OF INFO VIA MULTIPLE SOCIAL MEDIA PLATFORMS AND RECEIVE A PRESENCE. TRLA HAD 16,000 CLIENTS LAST CALENDAR YEAR AND OVER 1 THOUSAND IN NUECES COUNTY AL ALONE. THE PANDEMIC DID ADVERSELY IMPACT CERTAIN ASPECTS OF OUR OPERATION INCLUDING OUR OUTREACH FOR PARTICULARLY FRAGILE POPULATIONS SUCH AS FARMWORKERS, VETERANS AND CLIENTS WITH MENTAL HEALTH CIRCUMSTANCES. VACCINE COVERAGE IMPROVES, SO, TOO, DO OUR OUTREACH ACTIVITIES INCREASE. OF PARTICULAR NOTE, AND THIS IS A VERY RECENT DEVELOPMENT AND JUST THIS WEEK, WE ARE IN THE PROCESS OF SEEKING A PARTNERSHIP WITH THE LOCAL HEALTH CARE SYSTEM TO ESTABLISH WHAT IS CALLED A MEDICAL LEGAL PARTNERSHIP IN CORPUS CHRISTI BUT WILL COVER THE COASTAL BEND AREA. A MEDICAL LEGAL PARTNERSHIP ALLOW FOR THE COLLABORATION OF MEDICAL SOCIAL SERVICE PRO PROVIDERS FOR PRIORITY POPULATIONS INCLUDING LOW INCOME INDIVIDUALS, THOSE IN AND NEAR HOMELESSNESS, AND UNINSURED AND UNDERINSURED INDIVIDUALS. TLRA HAVE PREVIOUSLY CREATED SUCH PARTNERSHIPS IN OUR OTHER OFFICES IN AUSTIN, EL PASO, SAN ANTONIO AND BROWNSVILLE. WE ARE IN THE VERY EARLY ST STAGES. WE JUST SUBMITTED OUR PAPERWORK THIS WEEK AND HOPE TO REPORT GOOD NEWS BEFORE NOT TOO LONG. PREPARATION FOR STAFF'S RETURN TO PHYSICAL OFFICES IS UNDER WAY. WE OPEN MOST OF OUR STAFF RETURNING TO THE PHYSICAL OFFICES IN EARLY AUGUST AND WE HOPE THAT WE, THEREAFTER, WILL BE REOPEN TO THE PUBLIC FAIRLY SOON. WITH RESPECT TO OUR FUNDING REQUEST BEFORE YOU TODAY, TLR A SEEKS RENEWAL OF OUR CONTRACT WITH CURRENT FUNDING AND NO INCREASE AT THIS TIME AND WE DO APPRECIATE THE COMMISSIONERS' LONG-STANDING SUPPORT FOR OUR SERVICES. >>JUDGE CANALES: THANK YOU, REBECCA. QUICK QUESTION ON YOUR COLLABORATION ON THE HEALTH -- ON THE HEALTH CENTER. WILL THAT BE PAID FOR -- HOW DO WE FUND THAT? >> SO WE ARE ACTUALLY IN THE PROCESS -- AND I -- I AM NOT AT LIBERTY TO GET INTO TOO MANY OF THE DETAILS, BUT I CAN REPRESENT THAT WE ARE SEEKING SOME GRANT FUNDING TO ALLOW US TO BE IN A POSITION TO HIRE STAFF AND NEGOTIATE WITH THE LOCAL HEALTH SYSTEM. AND ULTIMATELY DEVELOP A MEMORANDUM OF UNDERSTANDING AND WE ARE SEEKING FUNDS FOR A T TWO-YEAR PERIOD OF OPERATION INITIALLY. I -- I AM NOT ABLE -- NOT BECAUSE I CAN. >> I UNDERSTAND. I WANTED YOU TO SEE IF THE WORD "GRANT" WAS GOING TO COME UP. >> YES. >>JUDGE CANALES: THE REASON I SAY AND I DON'T KNOW IF THIS IS FEASIBLE BUT I WILL HAVE MAGGIE SEND YOU FROM MY OFFICE ON THE 15TH -- WE ARE HAVING A VERY BIG -- OH, SHOOT, I DON'T THINK IT IS -- IT IS IN PERSON ONLY AT KRISTA POND, BUT A REGIONAL REPORT BUT I CAN SEND YOU A HARD COPY. I THINK IT WILL REALLY HELP YOUR GRANT. [00:40:01] I MEAN IT WILL LITERALLY LAY THE GROUNDWORK AS TO WHY THEY SHOULD FUND YOU. >> THAT WOULD BE TREMENDOUS, JUDGE. AND VERY MUCH APPRECIATED NO WORRY OF HAVING SOMEONE APPEAR IN PERSON. I CAN HAVE A MEMBER OF OUR STAFF. >>JUDGE CANALES: I THINK IT WILL BE WORTH YOUR WHILE. >> I APPRECIATE IT OFFER AND WE LOOK FORWARD TO RECEIVE -- THAT INFORMATION, FRANKLY ANYTHING THAT HELPS US ADVANCE IT. AND, AGAIN, WE HAD SOME SUCCESS WITH IT. IT IS VERY POPULAR AND A W WIN-WIN ALL THE WAY AROUND. NOT MANY REASONS TO DISLIKE IT OTHER THAN WE WISH THE SKY WAS THE LIMIT TO BE ABLE TO HELP EVEN MORE INDIVIDUALS, BUT THIS IS A VERY WELL A STORIED -- STORIED AND SUCCESSFUL ENDEAVOR AND EXCITED TO HAVE IT COME TO THE COASTAL BEND AND WE WELCOME YOUR SUPPORT JUDGE SDWLAWJZ IS GREAT. I WILL TAKE ANY INFO IN SUMMARY FORM AND I WILL MENTION IT ON THE 15 WHEN I DO MY INTRO. >> I CAN SEND YOU SOMETHING WITHIN THE NEXT 24 HOURS, JU JUDGE, THAT OUR GRANTS DEPARTMENT CAME UP WITH. >>JUDGE CANALES: THAT IS FANTASTIC. ANY QUESTIONS FOR REBECCA ON HER BUDGET AT THIS TIME. COMMISSIONER CHESNEY, COMMISSIONER GONZALEZ IS HERE IF YOU NEED TO GET TO YOUR APPOINTMENT. WE HAVE COVERAGE NOW. >> LITTLE LATE. >>JUDGE CANALES: NO WORRIES. THIS IS THE BEST EVER, REBECCA. YOU GET TO GET AWAY SCOT-FREE HERE. NO ISSUES. >> NO I AM INCREDIBLY GRATEFUL. ONE FOOT OUT THE DOOR. I NEED TO HEAD UP TO AUSTIN AS WE SPEAK AND I APPRECIATE THE COURT'S TIME ON THIS. >>JUDGE CANALES: APPRECIATE YOU. SUPER. WE WILL MOVE CONTINUE TO DEPARTMENT NUMBER 3350 AND 3 3300. AND THIS IS OUR JAIL COURT -- COURT ADMINISTRATION. AND I THINK THEY ARE ON VIRTUAL TOO THIS MORNING. IS THAT RIGHT? >> I WILL BE HANDLING THE DEPARTMENT. THEY REQUESTED ME TO DO THAT FOR US. >>JUDGE CANALES: I SEE COURT ADMINISTRATION AND THAT IS YOU, CONNIE. >> OUR TWO JUDGES IN THE JAIL COURT. TWO YEARS AGO, WE REMOVED THE OTHER STAFF FROM THIS PARTICULAR POSITION. THE ONLY -- THE ONLY CHANGES THAT WE WERE GOING TO HAVE IS WE GET TO REDUCE $300 FROM THIS, BECAUSE OUR CONTRACT WITH -- IS GOING DOWN FOR THAT PARTICULAR DEPARTMENT. OTHER THAN THAT, THE REST OF THE BUDGET REQUEST FOR DEPARTMENT 3250 ARE UNCHANGED BECAUSE OF THE MICROSOFT OF THOSE PARTICULAR ITEMS. THERE MAY BE ONE THAT WE -- THAT WE ARE GOING TO BE LOOKING TOO. THAT IS THE ONE ON INSURANCE. SEVERAL YEARS AGO REQUIRED BY AGREEMENT WITH ALL THE JUDGES TO PAY THEIR LIABILITY INSURANCE. WE DON'T KNOW IF WE HAVE TO COVERAGE THE -- COVER THE INSURANCE FOR THESE PARTICULAR JUDGES AND LIKELIHOOD OF RE REDUCING THIS BY $1500 IF THAT WILL BE IN EFFECT. OTHERWISE NO OTHER CHANGES FOR THIS PARTICULAR DEPARTMENT AT THIS TIME. I WILL BE GLAD TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE ON THIS AT THE MOMENT. >>JUDGE CANALES: I DON'T HAVE ANY QUESTIONS. THAT IS SAN EASY ONE. ANYBODY? OKAY. WE WILL JUST MOVE ON TO 3300. >> PAGE 5:-- YOU 503. MARY LEE WAS UNABLE TO ATTEND AND ASKED ME TO FILL IN FOR HER. WE WENT INTO AN APPLICATION PROCESS TO FIND A NEW COURT ADMINISTRATOR. THEY BELIEVE THEY HAVE. I WILL LET THEM TELL THE NAME. I WILL BE WORKING WITH THEM TO GO OVER THIS BUDGET IN DEPTH FOR ANY ADDITIONAL CHANGES. MARY DID GOOD JOB OF FIXING SOME OF THE ITEMS. MOST OF THE STUFF IS CONTRACT ITEMS TO REDUCE. REDUCE THE POSTAGE BY $350. THEIR COPIER LEASE WENT DOWN BY $1 619. THEY HAD TO GET CELL PHONES WHICH IS TWO CELL PHONES. SO UNFORTUNATELY THAT INCREASE THE COST BY $600. THERE ARE NO OTHER CURRENT ADJUSTMENTS AT THE MOMENT BUT AS I SAID WORKING WITH A NEW COURT ADMINISTRATOR AS SHE GETS ON STAFF. AND GOING THROUGH THIS IN-DEPTH TO SEE IF THERE ARE ANY ADDITIONAL CHANGES THAT WILL BE MADE, BUT FOR RIGHT NOW, SHOWING A REDUCTION OF $1369 FOR THE DEPARTMENT. >>JUDGE CANALES: THANK YOU. THANK YOU FOR GOOD WORK ON T THAT. LOOK FORWARD TO MEETING THIS INDIVIDUAL. IS IT AOR SHE? >> A SHE. >>JUDGE CANALES: WE LOOK FORWARD TO MEETING HER. I AM JUST MARKING NOTES. NO CHANGE. I LOVE THE "NO CHANGE"NOTE H HERE. [00:45:01] >> MERILEE AND I WENT WITH THAT CLOSELY AND I WILL GET TO THE NEW DIRECTOR TO SEE IF THERE ARE ANY CHANGES THAT ARE NEEDED. >>JUDGE CANALES: OKAY. WILL SOMEONE -- HERE SHE COMES. WE ARE GOING TO WORK WITH THE DISTRICT CLERK NOW. AND THAT IS DEPARTMENT 3150 AND 3530. AND SHE IS COMING IN. WE ARE -- WE ARE A LITTLE EARLY. WAY EARLY. SORRY, GUYS, WE ARE A LITTLE EARLY BUT GOOD THING. WELCOME, ANN. WE WOULD LOAF FOR YOU TO PRESENT YOUR BUDGET TO US. AND WE WILL ASK YOU TO START WITH 3510. >> PAGE 511. JURY ADMINISTRATION. >>JUDGE CANALES: IT LOOKS PRETTY DARN GOOD. LOOKS VERY MUCH THE SAME. >> WELL, IT DOES LOOK THE SAME, BUT I HAVE -- I HAVE THOUGHT ABOUT THE SALARY OF MY JURY ADMINISTRATOR. JUDGE CANALES, AND SHE IS GOING TO COME UP HERE, BUT I WANTED TO PRESENT TO YOU WHAT HAS HAPPENED WITH HER POSITION, WHAT WE ARE GOING THROUGH RIGHT NOW WITH JURY TRIALS. AND CALLING JURORS. SO -- >>JUDGE CANALES: FORGIVE ME, REPEAT THE TITLE JURY ADMINISTRATOR. >> JURY ADMINISTRATOR AND LOOKING TO SETTER UP AS A DEPARTMENT BECAUSE OF THE RESPONSIBILITY SHE HAS NOW TRYING TO GET JURY PANELS, JURY TO COME IN. THE JURY PANEL DONE FOR THE JUDGES AND QUITE A LOT OF WORK FOR HER. SHE -- >>JUDGE CANALES: WHAT PAY GRADE -- WE LOST JULIE. >> THE CORRECT POSITION, ANN. CURRENT SALARY AT $48,000. >> 23, BUT WHAT WE HAVE FOUND OUT SHE IS BEING PAID LIKE SECRETARIES IN OTHER DEPARTMENTS. AND SHE IS NOT A SECRETARY. >>JUDGE CANALES: YOUR RECLASS CONCEPT -- WE WILL HAVE YOU WORK WITH DALE TO BRING IT US TO FORMALLY ON PAPER, BUT WHAT IS YOUR CONCEPT, 23 -- DO YOU HAVE A NUMBER ON THE PAY GRADE? NOT YET? WE WILL JUST WORK WITH -- YOU JUST WANT TO INTRODUCE THE CONCEPT. OKAY. >> WE LOOKED AT 27. >> FOR HER. >> WE WILL HAVE YOU WORK WITH THE AUDITOR'S OFFICE AND BRING THAT BACK, BUT GOOD SITUATION AWARENESS. I GUESS WHAT YOU ARE SAYING CIRCUMSTANCES CHANGED. >> RIGHT. AND THIS IS THE BACKGROUND OF OUR BUDGET IS THAT THINGS ARE CHANGED SO MUCH FROM THE COVID AND REALIZING -- OUR OFFICE WAS NOT ABLE TO SHUT DOWN AND GO AWAY. EVEN WITH THE QUARANTINES. THEY WERE COMING BACK IN AS SOON AS WE GOT THE RESULTS BECAUSE WE ARE -- WE ARE REALLY THE FOUNDATION OF EVERYTHING THAT IS GOING ON. WE HAVE PROCESSES TO DO. ALL OF THAT. SO WE ARE LOOKING AT THAT AND LOOKING AT WHAT WE ARE GOING TO ENCOUNTER AS THE COURT OPENS MORE -- MORE FILINGS OF CASES. CLOSURES OF CASES AND ALL OF THAT. SERGI ASSOCIATION GOING TO PRESENT THAT WHEN I GET THROUGH DOING IT IN INTRODUCTION AND THIS IS WHAT WE ARE DOING IS LOOKING AT WHERE THE DEPARTMENT NEEDS TO BE IN THE FUTURE. >>JUDGE CANALES: UNDERSTOOD. >> JUST FOR CLAY IF I OCCASION, 23 TO 27. 23 AT $48,300. $50,500. >>JUDGE CANALES: TEN PROPOSAL. >> $10,000 OR $11,000. >>JUDGE CANALES: LET'S NOT INTERRUPT YOU ANY FURTHER. LET'S GO AHEAD. >> I GUESS WE ARE GOING BACK TO 35. >>JUDGE CANALES: BACK TO 3530, AND DALE IS -- 519. 519. OKAY. >> ALL RIGHT, SO 3530, JUST A QUICK OVERVIEW, WANTED TO TOUCH ON WHAT THE OFFICE LOOKS LIKE RIGHT NOW. YEAH. AND OKAY. YEAH, IF YOU CAN DO G TO THE NEXT ONE. SO WE ARE THE ONLY COUNTY IN THE 254 THAT HANDLES WHERE THE DISTRICT CLERK'S OFFICE HANDLES ALL OF THE COUNTY COURT. >>JUDGE CANALES: DOCKET. >> FROM PROBATE TO MISDE MISDEMEANORS. YOU LOOK AT THE OTHERS. THE COUNTY CLERK WILL HANDLE PROBATE, MISDEMEANOR CASES AND SO THAT GETS A LITTLE WEIRD [00:50:01] WHEN YOU COMPARE COUNTY SIZES AND CASE LOAD. SO LOOKING AT CAMERON COUNTY, YOU HAVE THE SAME NUMBER OF DISTRICT COURTS, SAME NUMBER OF COUNTY COURTS AT LAW, BUT THEY ALSO HAVE THE SAME -- ABOUT THE SAME SIZE OF A DISTRICT CLERK. A LITTLE BIT LARGER ACTUALLY AND THEY ALSO DON'T HAVE TO MANAGE THE CASELOAD THAT WE DO WITH PROBATE AND MISDEMEANOR BECAUSE THEIR COUNTY CLERK HANDLED THAT. AND WE LOOK AT THEIR COUNTY CLERK SUPPORT STAFF WHICH IS THE STAFF THAT HANDLES THE MISDEMEANORS AND PROBATE FOR THEM, AND, I MEAN, IT IS JUST -- THEY HAVE -- WHEN YOU ADD THAT INTO THEIRS, THEY HAVE ABOUT 20 MORE PEOPLE. AND SO WE ARE WORKING THE SAME -- BASICALLY THE SAME CASELOAD WITH A LOT LESS PEOPLE. 20 LESS PEOPLE AND WE ARE MAKING IT WORK. AT THIS POINT WE ARE NOT ASKING FOR ANY MORE COURT STAFF TO SUPPORT THAT, BUT THAT COULD BE COMING IN THE FUTURE WITH THE INCREASE CASE LOAD. CONNIE, IF YOU GO TO THE NEXT SLIDE. QUICK METRICS RIGHT THERE THAT WE COLLECTED. 57 CLERKS THAT SERVE EIGHT COURSE -- EIGHT DISTRICTS, FIVE COUNTY COURTS OF LAW. THIS YEAR CLOSED 12,000 CASES. FILED 10,000 CASES. AND THAT 67,000 CASES PENDING IS JUST BASICALLY THE CASES WE ARE WORKING ON TO CLOSE OUT WITH THE COURTS. IT IS KIND OF A BIG NUMBER AND THIS INCLUDES PREFILED MISDEMEANOR AND FELONY CASES WHICH IN A COUNTY THAT DOESN'T HAVE A PREFILE SYSTEM LIKE WE DO, THE DISTRICT COURT OR THE COUNTY CLERK WOULDN'T TOUCH THOSE CASES UNTIL THEY WERE INDICTED OR CHARGED, BUT BECAUSE WE HAVE A PREFILE SYSTEM, HANDLE ALL THE MAGISTRATE PAPERWORK THAT IN WITH ALL OF THE CASES. SO FAR THIS YEAR OPENING BACK UP WITH COVID. 39% INCREASE IN FAMILY CASES BEING FILED. A LOT OF THOSE ARE ADOPTION PACES AND INTERESTING BECAUSE A LOT OF ADOPTIONS LATELY. THROUGH 2020, WE SAW A LOT MORE DIVORCES GETTING FILED. AND THEN NOW IN 2020, YEAR TO DATE, 43% INCREASE IN PROBATE CASES AND WE CAN ONLY ASSUME THAT COMES FROM THE DEATHS THAT WE SAW IN 2020 BECAUSE OF CO COVID. SO CONNIE, IF YOU GO TO THE NEXT SLIDE. THIS IS A CHART OF PENDING CASES WITHOUT THE PREFILES LOGGED IN THERE. THESE ARE THE CASES THAT WE ARE REPORTING TO THE OCA NOT INCLUDING PREFILE OR BRO BAIT. THIS IS CIVIL, FAMILY AND PENDING CRIMINAL CASES THAT HAVE ALREADY BEEN INDICTED. YOU CAN SEE. WE WERE DOING VERY WELL IN 2019 GOING INTO THE BEGINNING OF 2020 WITH REALLY, YOU KNOW, G GETTING THAT CASELOAD DOWN. ONCE WE HIT FEBRUARY 2020 AFTER THAT, IT SKYROCKETED. AND ALL THOSE CASES ARE STILL PENDING. I PULLED OUT MANY PREFILE CASES WE HAD LAST MONTH AND THAT IS 1200. AND THAT IS A LOT OF CASES TO TRY AND GET CLOSED. AND SO ON THE NEXT SLIDE, I JUST INCLUDED SOME GOALS THAT WE ARE GOING TO TRY TO GET ACCOMPLISHED THIS NEXT BUDGET CYCLE NEXT YEAR. CRIMINAL, WE ARE STILL NOT PAPERLESS FOR CRIMINAL CASES. THOSE ARE ALL STILL PRODUCING PAPER. SO EVERY ARREST THAT HAPPENS, THAT IS A PREFILE CASE. THAT IS A FILE FOLD THEIR IS PAPER GOING INTO A FOLDER AND GETTING SENT UP TO THE COURTS. WE ARE ACTUALLY RUNNING OUT OF FILING CABINETS. YOU WALK THROUGH THE SEVENTH FLOOR WITH ALL THE MISDE MISDEMEANORS, STACKS AND STACKS OF NEW PREFILED CASES THAT NEED TO BE WORKED. AND IT IS JUST -- YOU KNOW, FEELING CABINETS AREN'T CHEAP AND WE ARE ENDING UP HAVING TO BUY FILING CABINETS. SOMETHING WE DIDN'T GET TO INCLUDE BECAUSE WE SAW -- RECEIVED A QUOTE FROM TYLER TECHNOLOGY IS CREDIT CARD MACHINES AND THIS IS ANOTHER THING THAT WE ARE GOING TO TRY TO DO IS OFFER MORE PAYMENT TYPES. CURRENTLY WE DON'T ACCEPT ANY CREDIT CARD PAYMENTS FOR COPIES OR CIVIL CASE FILINGS IF THEY COME UP TO THE COUNTER. THEY HAVE TO PAY IN CASH OR BY CHECK OR MONEY ORDER. SOMETHING WE ARE TRYING TO WORK WITH TYLER AND WORKING ON QUOTES FOR CREDIT CARD MAC MACHINES. WE WILL BE DEALING WITH A CASE MANAGEMENT SYSTEM UPGRADE AND HOPING TO LAUNCH BY SEPTEMBER. >> I NEED TO FIND IT. WILL YOU REMIND ME SERGI O, I GOT A VERY INTERESTING GRANT OPPORTUNITY FOR CASE MANAGEMENT SOFTWARE YESTERDAY. I DON'T KNOW WHO -- I SENT IT TO MARIA BECAUSE SHE IS KARP GRANTS. [00:55:01] LET ME FIND IT RIGHT NOW AND SEND IT TO YOU. THIS CAN BE HELPFUL, CALL MARIA TODAY AND SEE IF WE CAN APPLY FOR IT AND MIGHT GET SOME -- I LITERALLY SAW IT YESTERDAY ACROSS MY DESK. I GET THOUSANDS OF STUFF. >> IF THAT CAN EXPAND OUR ODYSSEY SYSTEM. DIFFERENT MODULES THAT WE CAN PURCHASE TO HELP US IN DIFFERENT AREAS. EVERYTHING THAT YOU ADD ON TO THAT SYSTEM HAS A PRETTY BIG PRICE TAG. WE WILL BE UPGRADING THAT, H HOPING IN SEPTEMBER TO LAUNCH WITH THAT. THEN, OF COURSE, OUR DIGITALIZATION WORK THAT WE ARE DOING. AND SO TO HELP WITH US THAT, GOING FORWARD ON THE NEXT COUPLE OF SLIDES, WE DO WANT TO BE GETTING TO SOME OFFICE REORGANIZEIZATION. WE HAVE REWRITTEN SOME OF THE JOB DESCRIPTIONS, SO WE DO WANT TO GO FORWARD IN WORKING WITH H TROSHINGZ GET THOSE JOB DESCRIPTIONS -- HR TO GET THOSE JOB DESCRIPTIONS APPROVED AND JOB DESCRIPTION, A SUPER GENERAL JOB DESCRIPTION THAT EVERY OFFICE IN OUR COURTHOUSE. THE SENIOR CLERK IN OUR OFFICE DOES NOT DO THE SAME WORK AS IN THE TAX OFFICE. IT IS TOTALLY DIFFERENT. WE HAVE PEOPLE COMING IN FOR INTERVIEWS AND THEY HAVE NO IDEA THAT WE ACTUALLY NEED SOMEONE WITH LEGAL TERMINOLOGY KNOWLEDGE AND SOMEONE WHO WANTS TO LEARN, YOU KNOW, PARTS OF THE LAW THAT WE HAVE TO DEAL WITH AND THE ADMINISTERIAL STUFF THAT WE HAVE TO DEAL W WITH. WE WANT TO RECLASSIFY SOME OF OUR SUPERVISORS BECAUSE WE LOOKED AT OUR ORGANIZATIONAL CHART -- OUR EXISTING ORGANIZATIONAL CHART IS ON THE NEXT SLIDE ACTUALLY. AND SO THAT TOP AREA OF THE BOX ARE ALL OF OUR SUPERVISORS. AND THE COLOR REPRESENTS THEIR PAY GRADE. THEY ARE NOT ALL AT THE SAME PAY GRADE CURRENTLY. IT VARIES. THOSE AREN'T EVEN THEIR ACTUAL TITLES. ONE IS ACTUALLY TITLED AS A ADMINISTRATIVE SECRETARY. ANOTHER ONE TITLED AS A RECORDS CLERK. AND SO WE REALLY WANT TO GET THAT TO THE POINT OF WHERE THEY ARE ALL AT THE SAME LEVEL, ALL HAVE THE SAME JOB DESCRIPTION. AND SO WE ARE DOING THAT ON THE NEXT SLIDE WHERE, YOU KNOW, THEY WILL ALL BE CALLED A DIVISION SUPERVISOR WHERE THEY HAVE THE SAME BASIC DUTIES. AND THEN THE CLERKS WILL GET THE NEW TITLE OF DEPUTY CLERK, WHICH WOULD HAVE MORE OF A JOB DESCRIPTION THAT IS APPLICABLE TO THE PARALEGAL TYPE WORK THAT WE END UP DOING IN OUR OFFICE. JUST TO -- JUST TO LET APPLICANTS KNOW WHAT IS GOING ON IN OUR OFFICE. AND. OFF GUARD AND REALIZE THAT IS EVERYTHING WE DO AND ALSO RANGE FROM -- WE HAVE A WIDE RANGE OF TITLES IN OFFICE. RECORDS CLERK. WE HAVE ANOTHER SECRETARY. WE HAVE REALLY ODD TITLES, WE WOULD REORGANIZE THEM ALL, DEPUTY CLERK 1, 2 AND 3. EACH LEVEL OBVIOUSLY HAVING MORE JOB DUTIES. SO WITH THAT DEPUTY CLERK 1, 2 AND 3, WE HOPE THAT WILL DREAM LINE THE CHAIN OF COMMAND IN THE OFFICE AND MAKE THINGS A LITTLE MORE CLEAR OF OUR EMPLOYEES AS FAR AS WHAT IS EXPECTED FOR THEM AND WHAT OPPORTUNITIES ARE AVAILABLE TO THEM AS FAR AS PROGRESSING IN THE OFFICE. SO GOING FORWARD, SOME OF THE REQUESTS THAT WE HAVE FOR -- FOR THIS NEXT BUDGET. TO FACILITATE THAT, REORGANIZATION, MOST OF IT IS NOT GOING TO COST ANYTHING AS FAR AS RECLASSIFYING THE CL CLERK'S. REDOING THEIR JOB TITLES AND JOB DESCRIPTIONS. THAT IS SOMETHING THAT WE PROBABLY NEED TO LOOK AT WITH THE NEXT JUDGE COMPARING PAY TO THE OTHER DISTRICT OFFICES ACROSS THE STATE AND COUNTIES OF COMPARABLE SIZE. AND SO THAT REALLY WON'T HAVE MUCH OF A PAY INCREASE AND FISCAL IMPACT. THE SUPERVISOR GETTING ALL TO THE SAME LEVEL IS ABOUT A $14,000 FISCAL IMPACT. JUST ALL THE SUPERVISORS ACROSS THE BOARD, GETTING THEM TO THE SAME LEVEL, SAME JOB DESCRIPTION. WE ARE ALSO ASKING FOR AN INCREASE IN OUR TEMPORARY BUDGETS. WE HAVE A COUPLE OF PROJECTS THAT WE ARE NEEDING HELP WITH. AND SO CONNIE, IF YOU WILL ADVANCE THE SLIDES. WE ARE LOOKING FOR A SEGIS SECRETARY. [01:00:01] WITH THAT PENDING CASELOAD, A LOT OF THOSE ARE PROBABLY GOING TO GET INDICTED OR CHARGED AND WE WILL NEED TO KEEP UP WITH THE SEGIS NUMBERS. YOU. >>JUDGE CANALES: I STARRED IT. IF I HAD TO PICK ONE, THAT ONE IS CRITICAL. >> THAT IS WHAT OUR CHIEF DEPUTY DOES MONITORS THAT REPORT LIKE A HAWK AND MAKE SURE WE ARE CLOSING OUT THOSE CASES AS WE NEED TO. AND SO SHE NEEDS HELP WITH THAT AND A LOT OF WORK. >>JUDGE CANALES: WE DON'T HAVE ANY TIME ANYMORE. THEY MAKE YOU TURN IT TOO FAST. >> WITH THE CASE LOAD THAT WE HAVE RIGHT NOW AND WE ARE ASSUMING THAT THE DA'S OFFICE WILL PUMP OUT THE CASES. LAST MONTH 1200 PREFILE CASES -- >> IS IT ONE CLERK TO HELP THAT PERSON OUT? >> TO HELP THE CHIEF DEPUTY OUT? YES. THAT IS BASICALLY A BIG PART OF HER DAY IS LOOKING AT THAT SEGIS ER. >>REPORTER. >> ONE COLLECTTURE CHECK IT O OUT. >>JUDGE CANALES: YOU ARE CALLING SEGIS SECRETARY. >> IT WAS CREATED IN THE DA'S OFFICE TO HELP -- WE LIKE THE JOB DESCRIPTION. THAT POSITION WOULD BE DED DEDICATED TO SEGIS AND THIS WILL ACTUALLY ALLOW US TO OPEN UP ANOTHER CLERK POSITION -- FREE UP A CLERK POSITION IN THE CRIMINAL DEPARTMENT TO HELP OUT WITH EXPUCTION CASES BECAUSE THAT IS A TYPE OF CHASE IS EXTREMELY LABOR INTENSIVE. IT IS VERY IMPORTANT, LABOR INTENSIVE. WE LOOKED AT OUR FRIENDS IN CAMERON AND HIDALGO COUNTY AND HAVE ONE CLERK. CAMERON HAS THREE CLERKS TRACKING THEM FROM THE BEGINNING OF THE CASE LIFE TO THE END BECAUSE THERE IS SO MUCH INFORMATION THAT HAS TO BE LOOKED AT METICULOUSLY DP /SEND BACK OUR ORDERS AND SAY THE SOCIAL IS OFF BY ONE NUMBER AND THE NAME IS MISSPELLED AND ALL HAVE TO BE BEFORE ANY OTHER AGENCIES BECAUSE IF THEY EXPUNGE THE WRONG NAME, THAT IS -- WE WANT TO DEDICATE ONE PERSON JUST TO THAT SOLELY. AND SO -- WE ALSO NEED ANOTHER TECH POSITION TO HELP WITH OUR BOOKKEEPING BACKLOG. WE ARE CURRENTLY -- THE B BOOKKEEPING BACKLOG HAS BEEN A THING SINCE THE '80S. BOOKKEEPING HAVE ALWAYS BEEN BEHIND BY TWO YEARS. WHAT THAT IS, IF A CASE IS CLOSED UP IN THE COURTS, A FAMILY CASE OR DIVORCE CASE, IT COMES BACK DOWN. THE CASE IS OVER AND THE CASE IS AUDITED ONE TIME OVER BE BEFOREING WITH ARCHIVED. IN THAT AUDITING WE FIND AN ATTORNEY MAY NOT HAVE PAID FOR A CITATION THAT WAS SENT OUT. THEY MAY NOT HAVE PAID FOR THE COPIES THAT WERE REQUESTED. STUFF LIKE THAT. WE ACTUALLY END UP BUILDING ON A LOT OF THESE OLDER CASES AND WE GET MONEY IN FROM BILLING OUT THOSE CASES. WE WANT TO TRY TO CATCH UP ON THOSE BACKLOGS AND HOPE THAT TEMP CONDITION WILL AUDIT THOSE CASES BECAUSE AUDITING FOR OCA PURPOSES. IF WE ARE NOT REPORTING THE CLOSURES AND OPENING THESE CASES, THE OFFICE OF COURT ADMINISTRATION IN AUSTIN CAN'T TELL THAT WE NEED PERHAPS ANOTHER COUNTY COURT OF LAW DOWN HERE TO HELP WITH MENTAL HEALTH CASES OR TO HELP WITH THE -- WE HAVE A BIG BACK LOG WITH NOT PROBATE. THEY ARE NOT SEEING THOSE NUMBERS IF THEY ARE NOT REPORTED WITH AND WITHOUT AUDITING WE CAN'T CATCH THE OTHER ROARS AND A BIG PART WHY WE NEED TO BE WATCHING THOSE CASES LIKE A HAWK, BECAUSE THOSE NUMBERS BEING REPORTED GIVE THE LEGISLATURE A BETTER IDEA HOW MANY COURTS WE NEED IF OUR COURTS ARE BACKLOGGED AND HOW THE LEGISLATURE CAN ACTUALLY HELP US. AND GOING FORWARD ON THE NEXT SLIDE, WE HAVE SOME CAPITAL REQUESTS FOR OFFICE FURNITURE. WE HAD SOMEONE COME IN AND GIVE US A QUOTE FOR REPLACING ALL OF OUR OFFICE FURNITURE. AND IT IS EX-ALLY -- EXTREMELY COSTLY AND THAT FURNITURE EXTREMELY OLD AND SOME SAY THAT IT WAS BROUGHT OVER FROM THE OLD COUNTY COURTHOUSE AND LEGS ARE FALLING OFF AND IT IS PRETTY BAD AND SOMETHING WE WANT TO LOOK AT REPLACING THAT FURNITURE. OF COURSE SCANNERS AND PRINTERS ARE. AND THE CREDIT CARD MACHINES. WE DON'T HAVE THAT QUOTE YET FROM TYLER AND WE ARE NOT EXPECTING IT TO BE A HUGE FISCAL IMPACT AND WE WANT TO BE [01:05:02] PREPARED IN CASE IT IS. WE SEE SOME OF THOSE MACHINES GOING $1500. WE ARE NOT SURE HOW MANY WE WOULD BUY BUT WANT TO BE PREPARED WITH THAT CAPITAL REQUEST. AND THEN ANNE ALREADY SPOKE OF HER READMINISTERED CLASSIFICATION OF THE JURY. AND THE NEXT ONE SHE IS GOING TO SPEAK ABOUT AS WELL. >> IN LOOKING AT THE OVERALL FUNCTION OF MY OFFICE, AND ALL THIS WE DO, IT SEEMED TO ME THAT WE NEEDED HAVE ANOTHER TYPE OF A CHIEF DEPUTY, NOT THE CHIEF DEPUTY BUT SOMEONE ELSE WHO IS IN CHARGE OF THE OFFICE AND SOME OTHER DUTYS THAT I AM TOO BUSY TO PERFORM. SHE IS TOO BUSY TO PERFORM. SO THE POSITION ALREADY IN THE OFFICE WAS THE FINANCIAL SUPERVISORS. SETH, I STARTED ADDING DUTIES TO HIS JOB. DEAL WITH CIVIL E-FILING ON THE THIRD FLOOR. THOSE AREAS ON THE THIRD FLOOR LIKE 4D SERVICE, WHATEVER, WE HELPS BOOK KEEPING, ALL OF THAT. HE HELPS WITH ANY ISSUES THAT WE HAVE WITH TECHNOLOGY WITH ODYSSEY. ANY QUESTIONS THAT THE SUPERVISORS MAY HAVE ON HOW TO HANDLE SOMETHING HE HAS TURNED OUT TO BE OUR LIAISON TO THE I.T. DEPARTMENT. HE CONTINUALLY LOOKS AT WHAT OUR OFFICE DOES TO SEE IF WE CAN DO IT IN A MORE TECHNOLOGY FRIENDLY WAY. OR HOW CAN WE GET RID OF THIS PAPER AND HAVE IT ONLINE. AND SO HE HAS BEEN VERY INSTRUMENTAL AND UPDATING ON A LOT OF THINGS. AND HE DOES MOST OF THE HR PAPERWORK. ALL OF THE HR PAPERWORK IN OUR DEPARTMENT WITH NEW EMPLOYEES, WITH FMLA ISSUES, ALL OF THAT. HE HAS TAKEN THAT ON. SO LOOKING AT THE. THE ORGANIZATION CHART THAT WE ARE WANTING TO GET TO. I DECIDED THAT POSITION REALLY NEEDS TO BE PART OF THE INITIAL SOUP RISERY. >>JUDGE CANALES: A GREAT WORK CHART FOR US. >> I LOVE THAT YOU DID THAT BECAUSE THIS IS SOMETHING THAT HAS BEEN ON ME FOR WHILE, AND I WANTED TO GET PAST OR AT LEAST THROUGH THE BUDGET WORK SHOPS, BUT I THINK THE COMMUNITY -- PUBLIC SHOULD HAVE ACCESS TO THIS YOU KNOW IF AND WHEN WE APPROVE THOSE ADDITIONAL SLOTS. EVERY DEPARTMENT AND EVERY ELECTED OFFICE SHOULD HAVE A CHART IF WE DON'T ALREADY. AND ON THE WEB SITE SO PEOPLE CAN SEE. IT MAY NOT MAKE ANY DIFFERENCE IN THE GENERAL IDEA OF WHAT THEY CAN EXPECT TO YOU DO BUT PEOPLE CAN SEE WHAT IT TAKES TO PUT THE IT MISSION TOGETHER, THE CHARGE YOU HAVE BEEN EL ELECTED TO DO AND I WOULD LIKE TO SEE ALL OF OUR DEPARTMENTS AND OFFICES. IT DOESN'T HAVE BE DETAILED BUT SOMETHING MORE BASIC TO GIVE THE COMMUNITY AN UNDERSTANDING HOW AND WHERE SOME OF THESE POSITIONS FALL AND HOW MASSIVE OF A DEPARTMENT THAT YOU HAVE. THAT LEADS TO MY OTHER QUESTION SI KNOW THAT YEARS AGO THAT -- SO YOU DO HAVE ADDITIONAL RESPONSIBILITIES NOW THAT WE ARE NOT THERE YEARS AGO. AND IT KIND OF CAME OUT AS NECESSITY. IS THERE A NEED OR DESIRE. SHOULD THERE BE SOME DISCUSSIONS OF MAYBE SEPARATING THOSE SERVICES THAT YOU HAVE TAKEN THAT COUNTY CLERK RESPONSIBILITIES THAT CAN HELP ALLEVIATE SOME OF THAT FROM YOUR DEPARTMENT AND OPERATING NOW WITH THAT AND SOMETHING THAT YOU CAN HAVE A CHARGE THAT YOU HAVE NOW TO DO AND NOT THAT BIG OF A DEAL TO HANDLE? >> I MEAN, WE CAN GO ON -- WE CAN GO ON WITH THAT. BUT I FEEL IT IS TIME FOR THE COUNTY CLERK TO TAKE ON THE RESPONSIBILITIES OF A COUNTY CLERK WHICH WILL BE THE MISDEMEANOR COURTS AND PROBATE. BUT THAT HAS TO BE DONE THROUGH THE LEGISLATURE. >>COMMISSIONER MAREZ: OKAY. [01:10:02] >>JUDGE CANALES: WE ARE ONE OF THE MOST UNIQUE COUNTIES IN THE 254. YOU HAVE STUFF THAT YOU REALLY SHOULDN'T HAVE AND SHE HAS STUFF THAT SHE SHOULDN'T HAVE. LIKE YOU BOTH GOT SADDLED TO AN EXTRA LAYER OF GOVERNMENT THAT TYPICALLY HAS ITS OWN UNIQUE DEPARTMENT. AND I GUESS A LONG TIME AGO WE WEREN'T AS BUSY AND WE WERE SMALL AND THAT IS NOT THE CASE TODAY AND I ALWAYS -- THEY SAY ENVY IS A BAD SIN AND CAN'T STAND IT WHEN I SEE HIDALGO SO WELL MANAGED AND SO WELL-FUNDED BECAUSE WE SHOULD BE AHEAD OF THEM THEORETICALLY. WE STARTED FIRST. >> THE INTERESTING PART IS WE HAVE -- >>JUDGE CANALES: GRAB THE MIC BECAUSE HARD FOR COMMISSIONER -- >> WE REALLY HAVE NO OTHER COUNTY TO LOOK TO WHEN WE HAVE ISSUES -- >> JUDGE MCCOY IS THERE. >> WE WILL GO TO TALK TO TEAM AT TAC. SOME OF THEIR LAWYERS, OUR COUNTY ATTORNEY FOR -- THE LAW WILL SAY WE NEED TO DO SOMETHING LIKE THIS AND IF YOU WERE IN NUECES COUNTY AND YOU ARE SET UP LIKE -- >>JUDGE CANALES: DIFFERENTLY. >> THERE ARE NO PROVISIONS THAT HELP US OUT OR HELP US DO CERTAIN THINGS AND NO OTHER DISTRICT COUNTY CLERK CAN HELP US BECAUSE THE LAW DOESN'T REALLY HANDLE HOW WE ARE DOING A LOT OF THE THINGS SO WE ARE STUCK IN A LOT OF ISSUES. >>JUDGE CANALES: NEXT COURT ON THE 23RD I WILL MAKE SURE THAT JOE COMES AND VISITS WITH YOU. I NEED FOR YOU TO TELL HIM EXACTLY WHAT YOU JUST SAID BECAUSE IN THE INTERIM THERE ARE HEARINGS -- IT IS TRUE WE DO TONS OF WORK DURING LEGISLATIVE SESSION AND THE BEST WORK HAPPENS WHEN YOU ARE NOT IN LEGISLATIVE SESSION AND WE CAN WIPE SOME LEDGE SAYINGS. HE USED TO HAVE JURIS PRUDENCE AND MAYBE IT FALLS UNDER STATE AFFAIRS, BUT THE BOTTOM LINE WE CAN TRY TO SEE IF WE CAN HELP LEGISLATIVELY AND YOU ARE RIGHT, NOBODY IS TAKING INTO ACCOUNT HOW STRANGE WE ARE CONFIGURED. WE ARE CONFIGURED SO DIFFERENTLY. >> THE COUNTY CLERK USED TO HAVE ALL OF THAT. >>JUDGE CANALES: RIGHT. >> JUDGE, BUT A DUST-UP BETWEEN THE COUNTY COURT LAW JUDGES AND THE COURT CLERK -- COUNTY CLERK AT THE SAME TIME. >>JUDGE CANALES: THEY PUT TREASURY OVER THERE AND ALL THAT STUFF. IT IS JUST A MESS. HEY, SERGIO, YOU HAVE BEEN HERE FOR A SHORT TIME. IS THAT A COMPLIMENT, THAT'S CORRECT? I STARTED OFF AS A PART-TIMER IN 2016 AND CAME ON FULL TIME 2019. >>JUDGE CANALES: I ONLY KNOW THAT BECAUSE I ONLY HAVE BEEN HERE A SHORT TIME TOO BECAUSE WE ALMOST KIND OF STARTED CLOSE THIS TIME FULL TIME TOGETHER. I MEAN, YOUR KNOWLEDGE OF THIS OFFICE IS TREMENDOUS AND NOT ONLY DOES ANNE RELIES ON US. IT IS UNUSUAL TO FIND SOMEONE LIKE YOU BECAUSE YOU SEEM TO ENJOY IT AND SEEM LIKE YOU HAVE MASTERED IT. I RELY ON YOU TO HELP THIS COURT UNDERSTAND ANNE'S NEEDS BECAUSE YOU CAN DELIVER IT IN A WAY THAT IS JUST -- IT JUST SHOWS YOUR CAPACITY FOR UNDERSTANDING HOW WE CAN GO GET TO THAT. AND I AM NOT SAYING THAT -- HIDALGO HAS A DIFFERENT POPULATION AND OBVIOUSLY DIFFERENCES, BUT FUNDSMENT ALLEY WE SHOULD OPERATE THE SAME. AND THAT IS WHY ALL OF OUR BEST PEOPLE LEAVE US. YOU KNOW. AND IT IS VERY IMPORTANT AND I JUST WANT TO COMMEND YOU ON THAT. >> THANK YOU, JUDGE. >>JUDGE CANALES: I LIKE YOUR GOALS. AND A LOT OF PEOPLE DON'T PAY ATTENTION WHEN WE PUT THE GOALS IN. IN FACT VERY FEW PEOPLE HAVE PAID ATTENTION TO THE GOALS AND THE REASON I PAY ATTENTION TO THE GOALS, WE LIKE THAT PARAGRAPH. AND WE SHOULD WORK TOWARD THAT. I WANT TO GO QUICKLY TO THE TECHNOLOGY ON THE TYLER. IF WE DO THAT DEAL, IS THAT SOMETHING THAT WILL COME OUT OF I.T.'S BUDGE OR THEIRS. >> THE QUESTION I WAS ASKING OF COUNTY ATTORNEY IF IT IS PART OF TYLER TECHNOLOGY THAT IS ALL FUNDED THROUGH I.T. AND A CROSS WE BEAR AND WE NEED TO WORK WITH THEM ON THAT. >> WE ALREADY PAID THEM OUR YEARLY FEE AND THAT CONTINUES CONTINUOUS UPDATES. SO WE WILL BE -- WE ARE PAYING [01:15:05] THOSE YEARLY AND WE ARE COVERED FOR THE UPGRADE, IT IS JUST -- WE KNOW IT IS GOING TO BE HARD. WE ARE NOT EXPECTING NEEDING OVERTIME HOURS YET, BUT THE SYSTEM IS CHANGE ENTIRELY. IT IS LOOKING TOTALLY DIFF DIFFERENT. SO WE MAY NEED IN THE FUTURE CLOSER TO SEPTEMBER AND WE DIDN'T THINK OF THAT RECENTLY LOOKING AT THE CHANGES THAT ARE BEING MADE TO THE SYSTEM, AND IT MAY TAKE OUR COURT CLERKS A LITTLE TIME TO ADJUST AND WE MAY NEED TO STAY AFTER HOURS TO HELP TRAIN AND THAT IS PART OF THE ODYSSEY AND THE CASE MANAGEMENT UPGRADE THAT MIGHT EFFECT US. >>JUDGE CANALES: YOU ARE -- I JUST SEND THAT THAT TO YOU. ON LAST NOTE -- BECAUSE WE HAVE OUR NEXT PRESENTATION HERE, BUT IF WE CAN SET UP A LITTLE TIME. REMEMBER HOW WE TALKED TO TYLER AND BOUGHT A SPECIAL PACKAGE THIS YEAR THIS PAST FISCAL YEAR THAT GIVES US A TON MORE WHAT I CALL CONCIERGE SERVICE AND I AM NOT SURE IF WE UTILIZE IT TO THE MAX BECAUSE OF COVID, AND LET'S TRY -- DARYL, BRIDGET, THE TWO OF US OR THREE OF US AND GET THE CONCIERGE WITH DALE AND I THINK THEY CAN DO MORE THAN WE ARE UTILIZING. I THINK WE PAID FOR VERY GOOD TRAINING AND I AM NOT SURE THAT WE UTILIZED IT. THAT IS OUR FAULT. SO LET'S DO THAT AND SEE WHAT WE CAN DO FOR US AND WE HAVE TO PUSH THEM COUNTIES ARE DEALING WITH THE COVID ISSUES. WE HAD GOOD SUCCESS WHEN WE SAT IN A ROOM WITH THEM. THAT SOUNDS GOOD. THANKS, GUYS. GLAD YOU GOT HERE HOMER. WE ARE AHEAD OF SCHEDULE 3480 AND 90 AND 92 AND HOMER FLOREZ. >> STARTING AT 531, YOUR HONOR. >> JUDGE, I DID WANT TO POINT THOUGHT JUDGE MCCOY JOINED REMOTELY. >>JUDGE CANALES: I SAW, GOOD MORNING -- GOOD AFTERNOON. I WANT IT TO BE. GOOD MORNING. >> GOOD MORNING. >>JUDGE CANALES: HOMER, THE FIRST ONE IN THE PACKET IS 3 3492. >> YES, JUDGE. I DON'T KNOW FOR THE SAKE OF TIME, NOT TO RUSH THIS BY ANY MEANS, BUT WE HAVE NO REQUEST FOR THE NEXT -- FOR THE NEXT FISCAL YEAR, BUDGET REQUEST THAT IS. I CAN PRESENT NONETHELESS. >>JUDGE CANALES: WE LIKE TO ASK -- ANYBODY QUICK LIKE THIS WITH NO BUDGET REQUEST, NUMBER ONE, HOW ARE WE DOING ON YOUR CAPITAL. WE SLATED YOU WITH VERY STRONG CAPITAL INFRASTRUCTURE. HOW ARE WE DOING? DO YOU SEE ANY NEW CAPITAL INFRASTRUCTURE NEEDS OTHER THAN WHAT WE HAVE ALREADY DISCUSSED AND WHAT IS ALREADY COMING DOWN THE PIKE FOR YOU? >> WE -- WE HAVE BEEN IN COMMUNICATION DOWNTOWN WITH GETTING STARTED ON THE ROOF AND THAT HAS YET TO TAKE PLACE. IN ADDITION TO THAT, WE HAVE ALSO BEEN IN COMMUNICATION WITH THE PARKING LOT IN THE FRONT THAT HAVEN'T STARTED YET AS WELL. AND THEY HAVE LET US KNOW THAT THOSE ARE TWO BIG PROJECTS THAT ARE IN THE WORKS. THE ROOF -- THE LAST BIG STORM. HE WE WERE HOPING THAT THAT WAS ALREADY COMPLETED BECAUSE WE TOOK IN WATER THAT WE HAVEN'T. FORTUNATELY ROCKY WAS ABLE TO THROW A LOT OF WHATEVER DOWN AND SEAL UP SOME HOLES BUT WE ARE LOOKING FORWARD TO THE ROOF BEING COMPLETED SOON HOPEFULLY. >>JUDGE CANALES: WE ARE TOO. >> I WOULD -- EVEN THOUGH WE DON'T HAVE ANY JUDGE -- COMMISSIONER GONZALEZ AND MAREZ, GOOD TO SEE YOU AS W WELL. WE ARE LOOKING AT CURRENT LEVEL FUNDING WHEN IT COMES TO GENERAL FUNDS. UNLIKE PROBABLY -- LIKE OTHER COUNTIES AROUND THE STATE, THIS IS AN ANOMALY WITH REGARD TO REFERRALS TO OUR DEPARTMENT OBVIOUSLY TOOK A DIP. AND WHAT HAPPENS WHEN YOU HAVE LOW REFERRALS, LESS PLACEMENT OF KIDS OUTSIDE OF THE COMMUNITY. AT ONE POINT ONLY TWO TO PLACE [01:20:01] OUTSIDE OF THE COMMUNITY THIS PAST YEAR. AND THESE MONIES WE USE FOR PLACEMENT THESE ARE STATE DOLLARS. WE HAVE SOME OR WE HAVE SOME STATE DOLLARS THAT WE NEED TO SPEND. WHAT WE ARE DOING WITH APPROXIMATELY $150,000. WE ARE PUTTING TOWARD THE GENERAL FUND WITH OVERTIME AND MEALS AND ALLOWABLE EXPENSES FOR STATE DOLLARS BECAUSE WE DON'T WANT TO RETURN ANY STATE DOLLARS. OKAY. AND $150,000 OF THAT IS GOING TOWARD GENERAL FUND. WITH REGARD OF WHAT WE ARE HAPPENING THIS CURRENT YEAR, I DO ANTICIPATE RAMPING UP IN REFERRALS. AND I DO ANTICIPATE THIS NEXT COMING YEAR LOOKING LIKE A NORMAL YEAR WITH REGARD TO OUR EXPENSES WITH REGARD -- WITH REGARD TO PLACEMENT DOLLARS. ON THE STATE SIDE OF THINGS WITH THE SESSION JUST ENDED THE ORIGINAL 5% CUT THAT WE WERE ANTICIPATING GOT RESTORED AND WE ARE NOT GOING TO FACE ANY STATE CUTS GOING INTO THE NEXT FISCAL OR BIENNUM WHICH IS A GOOD THING FOR OUR DEPARTMENT. UNLESS YOU HAVE QUESTIONS WITH REGARD TO OUR BUDGET. I DO WANT TO POINT OUT, JUDGE AND THIS IS SOMETHING THAT I AM GOING TO BRING OR DISCUSS BEFORE THE JUVENILE BOARD. I DO THINK IT IS TIME TO DISCUSS -- MERELY DISCUSS THE LONG-RANGE PLANNING WITH REGARD TO OUR FACILITIES. >>JUDGE CANALES: AGREED. >> AND TO LOOK, TO EXPLORE POSSIBILITIES IF THE COMMISSIONERS COURT OR BOARD DECIDES AT THIS TIME OF THE POSSIBILITY OF BUILDING NEW FACILITIES STARTING WITH OUR DETENTION CENTER. THAT BEING THE I GUESS PRIORITY IN MY MIND. I ALREADY TALKED TO JOSH MCMCCOY ABOUT THIS AND THE POSSIBILITY OF DISCUSSING THIS AND WE THINK IT IS IMPORTANT AND SOMETHING TO PUT ON THE RADAR WHETHER THAT IS ACCOMPLISHED IN MY TENURE HERE, I DON'T KNOW, BUT I WOULD BE REMISSED TO NOT AT LEAST START THOSE DISCUSSIONS. >>JUDGE CANALES: I THINK IT STARTS WITH A -- SOME SORT OF A FEASIBILITY STUDY OR CAPITAL IMPROVEMENT PLAN. OUR CAPITAL IMPROVEMENT PLAN FOCUSES ON YOUR BUILDINGS NEEDS NOW. AND BUT SOMETHING WE HAVE ALREADY LOOKED AT AND A THRESHOLD. PUTTING WAY MORE INVESTMENT IN THAT YOU ARE GETTING OUT AND PLUS THE ENCROACHMENT ISSUE AND JUST THE LOCATION, AND I CAN SEE HOW THAT WILL BE ON THE FOREFRONT. HOMER, THE ONLY QUESTION I HAVE TWO YEARS AGO WHEN I FIRST CAME IN, THE BIG ISSUE OF THE DAY IS GETTING YOU GUYS THE PERSONNEL GO DOOR TO DOOR IF NULL THOSE -- THOSE -- I AM TRYING TO REMEMBER THE PARTICULAR PROGRAM THAT IT WAS CALLED, BUT WE ROUND UP FUNDING ONE PERSON THAT WAS ADDITIONAL. CAN YOU REMIND ME OF THE NAME OF THE PROGRAM. >> A COMBINATION OF THE MULTISYSTEMIC THERAPY. JUDGE JUDGE MST, IT WAS. >> GOOD NEWS ON THAT. FIRST OF ALL, THE PROGRAM IS ONGOING AND GOING GREAT. BUT THE GOOD NEWS ON THAT IN THE FUTURE IS CURRENTLY I AM ON A COMMITTEE AND AN ACT THAT WAS ESTABLISHED A COUPLE OF YEARS AGO THE FIRST -- THE FAMILY FIRST ACT THROUGH DPRS. THEY FUND THE 4A -- 4E, FEDERAL DOLLARS THAT FUNNEL DOWN EACHLY REIMBURSEMENT WITH PLACEMENT. AND THEY ARE ESTABLISHED ON COMMUNITY-BASED PROGRAMS SUCH AS MST. SO THERE ARE SOME POSSIBILITIES OF GETTING SOME FEDERAL REIMBURSEMENT FOR THAT PARTICULAR PROGRAM IN THE NEAR FUTURE. >> YOU WANTED WAY MORE THAN WE COULD GIVE AND SURPRISED IN YOUR BUDGET NOT TO SEE SOMETHING LIKE THAT. I THOUGH THAT IS SOMETHING THAT YOU HAVE WAIT LIST FOR. >> AT THE TIME IT WAS ALSO THE AFTERCARE COMPONENT OF THAT. AT THAT TIME WE WERE ABLE TO LOCATE STATE DOLLARS TO COMPENSATE. >>JUDGE CANALES: SO YOU ARE OKAY. >> LET YOU -- GLAD YOU BROUGHT THE BUILDING UP BECAUSE I WAS -- IN THAT BUILDING. >>JUDGE CANALES: HOW OLD IS THAT BUILDING? >> DEPENDS WHICH BUILDING. THE MARTIN O WING. THAT WAS IN THE '60S. DETENTION CENTER IN THE LATE '80S, MAYBE '90. AND THE POST ADJUDICATION [01:25:02] CENTER OF THE BARNES BUILDING WHICH WAS 2000, 2001. >> THE RING AT THE BEGINNING AND ONLY HAD TEN TO 12 BIDS. SO THAT WAS A WHILE BACK. >> NO LONGER THERE THE MARTIN FACILITY, DETENTION FACILITY AND HAVE PART OF THE MARTIN O ONE WING FOR OFFICES. >>JUDGE CANALES: THE COURT ROOM -- JUDGE MCCOYZAN IS NOT GOOD FOR SAFETY AND A LOT OF THINGS TO RETHINK THAT. THE VOTER IT IS YOU PRESENT A JUSTIFICATION. I THINK THE VOTERS WOOP AT LEAST LISTEN. SOMETHING THAT WE COULD DOE. THE LEGISLATURE IS VERY INTERESTING IN THE LAST TWO SESSIONS WITH REGARD TO CERTIFICATES OF OBLIGATION AND REQUIRING EVEN THOUGH WE REQUIRE THIS TIME PUBLIC SAFETY HEALTH AND SAFETY OPPORT OPPORTUNITIES, WE TRY TAKE AWAY ALL ABILITIES OF COUNTIES TO ISSUE COS WITHOUT VOTER REFERENDUMS AND ANYTHING LIKE THIS, HOMMER WILL NOT BE ACCOMPLISHED IN A CO AND WOULD COST TOO MUCH MONEY AND WOULD YOU HAVE TO GO TO VOTERS ON A TAX INCREASE. AND I AM CERTAIN THAT WE CAN PHYSICALLY, YOU KNOW, TRY FIGURE OUT WHAT THAT WILL LOOK LIKE AND THEN AT LEAST TALK ABOUT IT. >> MAYBE WE CAN DO BOTH. THAT ONE AND THE JAIL FOR THE VOTERS. >>JUDGE CANALES: YEP. AT SOME POINT SOMEBODY HAS TO PAY THE PIPER. YOU CAN CONTINUE KICKING THE CAN DOWN THE ROAD BUT -- I THINK IT TAKES TWO YEARS. IN MY HUMBLE OPINION, IT TAKES TWO YEARS TO PREPARE A VOTER FOR WHAT IS NEEDED AND REALLY EMBRACE IT. BECAUSE IT IS TOO SHELL SHOCKED IF YOU SAY GO DO THIS IMMEDIATE FLEE ONE FISCAL CYCLE. THANK YOU FOUR BRINGING THIS UP. THE ONE THING THIS COURT CAN CONSIDER GETTING THE FEASIBILITY STUDY DONE THIS FISCAL YEAR AND SEE WHAT F FUNDING IN OUR CURRENT CO THAT IS MIGHT ALLOW FOR THAT COME IN UNDER BUDGET FOR THINGS WE PRIORITIZE. >> THANK YOU, JUDGE. APPRECIATE IT. >> REAL QUICK. HOMER I WILL REACH OUT TO YOU SEPARATELY US A I AM FASCINATED WITH -- YOU SAID TITLE 4 E MONEY? >> YES, SIR. >> I WAS DIRECTLY PART OF THAT WITH DFPS AND CURIOUS HOW IT HAS CHANGED A LITTLE BIT. >> WITH 8, IT HAS CHANGED A LOT. OVER THE YEARS, THOSE MONIES HAVE JUST DWINDLED. I AM ON A COMMITTEE TO PUT TOGETHER A PROPOSAL TO DFPS AND LITERALLY -- OUR SECOND MEETING WAS YESTERDAY AND WE ARE PUTTING A PROGRAM TOGETHER, A PROPOSAL TOGETHER THAT HOPEFULLY THEY WILL BE HAPPY WITH. INCLUDES PROGRAMS THAT HAVE ALREADY BEEN RESEARCHED. IT WILL BE SOME WORK AND TO IMPLEMENT THESE PROGRAMS. >> I USED TO NEGOTIATE THE DOLLAR AMOUNT WITH THE FAM FAMILIES. AND THIS IS A LITTLE BIT DIFFERENT. AND I WILL REACH OUT TO YOU. BUT I AM JUST CURIOUS HOW THAT ALL CHANGES AND HOW THAT DIRECTLY IMPACTS US AND WHAT WE ARE LOOKING AT. >> THANK YOU, COMMISSIONER, JUDGE. >>JUDGE CANALES: THANK YOU, HOMER VERY MUCH. YOU MAY FIND THIS QUICKLY. WE GREATLY APPRECIATE WE DON'T NEED ANY MONEY, BUT WHEN IT COMES TO THIS PARTICULAR ARENA, I AM MORE SUSPECT THAT WE DON'T NEED MONEY THAN I AM HAPPY OF NOT NEEDING IT. I HOPE YOU CAN APPRECIATE MY PERSPECTIVE. >> I DO. >>JUDGE CANALES: I DON'T UNDERSTAND AND I APPRECIATE BUT I NEED FOR YOU TO HELP ME BECAUSE YOU AND I TALKED ABOUT IT. EVERY CHILD IN THERE HAS A BEHAVIORAL HEALTH ISSUE BY VIRTUAL OF THE THINGS -- THE THING SPEAKS FOR ITSELF. AND I THINK THAT WITHOUT UNDERSTANDING OUR NEEDS AND OUR RESOURCES, EACH FISCAL YEAR, AGAIN, SOMEBODY GETS HURT, RIGHT. SO WHAT I AM GOING TO DO IS ACCEPT THIS BUT ASK TO YOU PLEASE CONSIDER WHAT IT IS THAT WE CAN DO BETTER. I CAN'T BELIEVE WHEN IT COMES TO THE KIDS, SOMETHING THAT HE CAN NEED. AND I KNOW FUNDED A GRANT OR STATE. SO MUCH MONEY AT HSS. SO MUCH MONEY. PLEASE IDENTIFY THAT WHICH COULD YOU NOT BRING US TO BECAUSE YOU FELT LIKE IT WAS BURDENSOME BUT YOU KNOW CAN MAKE A DIFFERENCE, AND I WILL HELP YOU FIND THIS THROUGH ARPA FUNDING THROUGH HHS. [01:30:02] AND SPECIFICALLY WITH -- PLEASE THINK OF THE MENTAL HEALTH. AND THEN FINALLY A ROOM FULL OF FOLKS -- WE ARE GOING TO TRANSITION HERE, BUT ON THE JUNE 15, THIS IS YOUR FORMAL INVITATION TO SEND SOMEBODY OR HOPEFULLY COME YOURSELF. AN IN-PERSON INVITE TO KRISTA SPOND. MAGGIE -- THE SOCIAL DETERMINE NANCE OF HEALTH PRESENTATION WE ARE GOING TO HAVE WITH TEXAS HEALTH INSTITUTE. A REALLY EYE-OPENING EXPERIENCE FOR ME PERSONALLY TO SEE THE TRAGEDY WITH OUR ADOLESCENTS IN SPECIFIC AREAS. IT EXPLAINS WHY SOMETIMES YOU ARE FULL. AND JUDGE MCCOY, PLEASE LET ME EXTEND THAT OFFER TO YOU AS WELL. YOU PROBABLY DON'T HAVE IT THE TIME. WE ARE DOING TWO. ONE AT 8:00 IN THE MORNING AND ONE AT NOON AND I WILL PROVIDE WITH YOU A PHYSICAL 52-PAGE REPORT CALLED THE SOCIAL DETERMINE OF HEALTH. MAY NOT MAKE YOU FEEL GOOD BECAUSE NOT A LOT IN THERE THAT MAKES ME FEEL GOOD BUT COULD HELP GET GRANTS. WHEN THE JUDGE APPLIES FOR GRANT, MAYBE USE THE DATA TO BRING IN MORE DOLLARS TO THE THIS COUNTY AND THE SAME THING FOR HOMER. AND WE WILL COVER -- WE HAVE PLENTY OF COUNTY PEOPLE GOING, BUT I WANT TO YOU KNOW ABOUT IT AND AGAIN THIS IS SOMETHING WE FUNDED THROUGH THE HOSPITAL DISTRICT BECAUSE OF COVID, BUT IT IS GOING TO WIND UP SERVING US WELL ONLY THAT IT IS SO HARD TO HEAR. JUDGE MCCOY, YOU HEAR HARD EVERY DAY OVER THERE. >> I WOULD LIKE TO ATTEND IF I CAN. >>JUDGE CANALES: TWO CHOICES 8:00 OR NOON. WE WILL DO ANOTHER ONE AT THE UNIVERSITY BUT HAVEN'T PICKED A DATE. MAGGIE IF YOU ARE LISTENING, COULD YOU HELP FACILITATE THAT INFORMATION TO HOMER. HE IS IN THE COURT ROOM. >> BEFORE YOU MOVE WITH THAT WILL GREENLEE, ONE OF THE JUVENILE PROSECUTORS. I WONDER IF HE CAN COMMENT ON SOMETHING THAT YOU ARE INTERESTED AS FAR AS THE JUVENILE. >>JUDGE CANALES: YES. >>JUDGE CANALES: WE ARE AHEAD OF SCHEDULE -- TO GIVE YOU A HEADS UP. I WILL TAKE JUST A FIVE-MINUTE BREAK IN TRANSITION, BUT DON'T GO ANYWHERE, IT IS LITERALLY. A BATHROOM BREAK. JUST FIVE MINUTES. >> ABSOLUTELY. I UNDERSTAND. TAKE AS MANY FIVE MINUTES AS YOU CAN NEED. >> WILL, YOU FIRST AND TRANSITION INTO D. A., GUILT FIVE MINUTES. >> LIMIT IT TO THE JUVENILE. I AM WILL GREENLEE, AS EARLIER THIS NEW THE LEAD PROSECUTOR AND I WORK QUITE A BIT WITH HOMMER AND JUDGE MCCOY AND TOUCH ON TWO PROGRAMS THAT I FOUND WERE WONDERFUL PROGRAMS AND WHY I DO BELIEVE THAT WE NEED MORE FUNDING OVER THERE. THE FIRST PROGRAM IS CALLED "ONE HEART." SETS KIDS UP WITH INDIVIDUAL MENTORS AND THEY WORK ON ONE ONE IF A YOUNG MALE THAT WORK WITH AN OLDER ADULT MALE WHO WILL BE A MENTOR TO THEM. YOU DON'T HAVE TO CONTINUE DOWN THE PATH YOU ARE GOING AND MAKING THESE CHOICES AND HANGING OUT WITH THE NEGATIVE PEERS. ONE HEART, SINCE ME AND MY COURT PARTNER WINSTON GREINER START THIS IN MARCH, WE FILLED IT UP COMPLETELY. THAT PROGRAM IS FULL AND CANNOT TAKE ANY MORE PEOPLE UNLESS SOMEONE GRADUATES OR KICKED OUT. THAT PROGRAM IS DONE. MST, MULTISYSTEMIC THERAPY. WORKS NOT JUST WITH THE JUVENILE BUT THE JUVENILE'S FAMILY FOR POSITIVITY AND POSITIVE GROWTH. THE MST PROGRAM HAVE SOME AMAZING LEADERSHIP. I HAVE MET INDIVIDUALLY WITH THEIR LEADERSHIP IN NUECES COUNTY, AND I AM BLOWN AWAY OF HOW CARING AND COMPASSIONATE WITH THE YOUNG MEN AND WOMEN THAT WE WORK WITH. MST IT FULL. WE FILLED THAT PROGRAM UP. WE DO THE NOT GET MORE KIDS IN THAT PROGRAM UNLESS SOMEONE GRADUATES OR FAILS OUT. WE NEED MORE PROGRAMS LIKE MST. WE NEED MORE PROGRAMS LIKE ONE HEART. >> FIVE MINUTES BEFORE YOU WALKED IN ARE SAID THE SAME THING ABOUT MST. AND KARP HOMER SAID, WE HAVE A FUNDING SOURCE THAT WE ARE GOING TO PURSUE. BUT I AM A BIG -- WHEN I CAME IN I DIDN'T KNOW ANYTHING ABOUT MST, AND WE WERE HELPFUL TO A SMALL DEGREE BUT WE KNOW IT WORKS AND WE DON'T HAVE ENOUGH. SO YOU MADE ME FEEL BETTER. I HAD JUST SAID THERE HAS GOT TO BE MORE THAT WE CAN DO AND HOMER, DO YOU WANT TO REPEAT THE MST. >> FIRST, JUDGE, I APPRECIATE THE COMMENTS AND WE WORK -- OR HE WORKS CLOSELY WITH OUR PROBATIONAL OFFICERS AND OUR SUPERVISORS. THE ONE HEART PROJECT, THEY ARE -- THEY STARTED A CUP OF YEARS AGO AND THROUGH OUR VOLUNTEER [01:35:03] ORGANIZATION. AND THEY HAVE WRITTEN GRANTS TO FUND THAT PROGRAM. SO WE ARE CONSTANTLY IN NEGOTIATIONS WITH THEM. AND THEY HAVE ONE IN FACT THAT THEY ARE TENDING TO INCREASE THE CAPACITY OF THAT PARTICULAR PROGRAM. MST THROUGH ITS FIDELITY IS AN EXPENSIVE PROGRAM AND KEEP IN NATURE THE PURPOSE OF THIS IS NOT SEND KIDS INTO PLACEMENT AND KEEP THEM IN THE COMMUNITY WHICH IN THE LONG RUN YOU DON'T SPEND AS MUCH MONEY BUT EVEN THE PRICE TAG OF THAT TO EXPAND THE PROGRAM, PARTICULARLY THIS PROGRAM, THROUGH MST, INC. WHO PROVIDES THE OVERNIGHT, IT IS IN TEAMS, OKAY. >>JUDGE CANALES: NOT ONE LIKE -- >> THEY WOULD HAVE TO DO ANOTHER THREE THERAPISTS. WE -- WE JUST NAILED AS OF BLAST MONTH, BUT THROUGHOUT THE WHOLE COURSE OF THE YEAR, PROBABLY BECAUSE OF COVID, WE WERE JUST -- JUST SEARCHING TO TRY GET KIDS IN PARTLY BECAUSE OF THE LACK OF REFERRALS. I NEED TO GIVE A FULL NORMAL YEAR TO SEE WHERE THE NUMBERS FALL WITH REGARD TO NORMALCY INSTEAD OF REQUESTING A BIG CHUNK OF MONEY. >> I WANT TO ENCOURAGE YOU LIKE I SAID. I. WE ARE WICKED GOOD HERE WITH GRANTS, OKAY. AND WE HAVE THE METALS, STATE OF MIND ORGANIZATION. WWW.STATEOFMIND.ORG AND THEY ARE ON RETAINER WITH THE HOSPITAL DISTRICT. IF YOU TELL MONEY I WANT MONEY WITH "ONE HEART"AND HERE IS THE DATA OUR NUECES COUNTY DR. XAVIER GONZALEZ AND MEADOWS. LET THEM DO THE HEAVY DAY. THAT WILL BE OUR FUNDSMENTAL BUILDING BLOCK TO GET MORE MONEY AND I AM NOT AFRAID OF WHAT THAT DOLLAR SIGN IS IN THE MILLIONS. WE THE COUNTY NEED TO BE ABLE TO DO IT AND WE THE COUNTY'S BRAINS CAN GIVE US THOSE DOLLARS. I AM LOOKING FOR OUR FAIR CHAIR -- SHARE. WE ARE IN THE CONE OF EVERYTHING BAD AND WE HAVE NOT GOTTEN OUR FAIR SHARE OF ANY ACROSS-THE-BOARD DOLLARS. PERIOD. NAME A FUNCTION THAT WE DO HAVE HEALTH CARE TO EDUCATIONAL DOLLARS. AND WE ARE SORELY BEHIND BUT WE CAN MAKE UP GROUND QUICKLY BECAUSE SO MUCH MONEY IN THE FIELD RIGHT NOW THAT HAS BEEN APPROPRIATED FOR -- NOW IF YOU GOT TO TIE IT TO MENTAL HEALTH, BEHAVIORAL HEALTH, BUT WITH DRUG USE, ALCOHOLISM AND BEHAVIORAL. THAT IS MENTAL AND BEHAVIORAL HEALTH. IT IS NOT HARD TO BRING IT HOME AND THAT IS WHERE THE MONEY IS. NATALIE AND AMAZING PEOPLE AND YOU MAY NOT KNOW THIS BECAUSE IT IS SO QUICK. WE HIRED DR. XAVIER GONZALEZ AND HE IS WILL TO HIRE A DEPUTY AND THEY WILL FOCUS ON GRANTS FOR THIS COUNTY FOR BEHAVIORAL HEALTH. I WANT -- DON'T BE AFRAID OF THE PRICE TAG. BE AFRAID OF LOSING OUT ON THE MONEY. >> I WILL TELL TO YOU LEAVE YOU WITH THIS -- WE DO. WE HAVE A DISTRICT ATTORNEY'S OFFICE THAT ARE EXCITED OF A COUPLE OF PROGRAMS AND I WILL DO MY DARNEST TO MAKE SURE WE TAKE ADVANTAGE OF THAT. >>JUDGE CANALES: WELL-DONE. THANK YOU, HOMER AND STAFF. LADIES AND GENTLEMEN, A QUIC >>JUDGE CANALES: WE ARE BACK HERE -- WE ARE RECORDING BUT NOT FORMALLY ON THE CLERK PUN IN CALL. SOMETHING VERY SPECIAL OF Y' Y'ALL'S TEAM THAT STICKS TOGETHER IN THESE DAYS AND THAT IS A RARITY. LET ME COMMEND YOU IN REALLY YOUR COHETION AND SOLIDARITY STANDING IN ONE. MAKES ME FEEL GOOD ABOUT NUECES COUNTY AND I HOPE IT IS NOT JUST THIS SUBJECT MATTER BUT ALL THINGS THAT INVOLVE WHAT I WOULD SAY THE GOOD STUFF OR THINGS THAT MATTER AND I WOULD WANT TO THANK THOSE WHO PERSONALLY AND INDIVIDUALLY WROTE TO ME TO EXPRESS THEIR FEELINGS. THAT IS ALWAYS WELCOME AND IN CASE YOU DIDN'T FEEL THAT YOU HAVE THAT RIGHT, IT IS BAR BARBARA.CANALES@NUECES COUNTY.COM. [01:40:02] AND SO SUMMARIZE BEFORE YOUR DISTRICT ATTORNEY AND ASSISTANT DISTRICT ATTORNEY GOT STARTED. WE ARE AHEAD OF SCHEDULE. WE HAVE A LUNCH BREAK. WE HAVE BEEN GIVING EVERYBODY 30 MINUTES. A LOT OF YOU. I AM NOT GOING TO CUT OFF. WE HAVE A 30-MINUTE INTERVAL. WE ARE GOING TO START WITH. YOU HAVE SEVERAL DEPARTMENTS. SO GIVE ME SECOND. I USUALLY HELP THE AUDITORS. >> THEY ARE FEDERAL -- FORMATIVE FUNDS OUT OF PAGE 5 545. >> TURN TO PAGE 545. >> I DO HAVE A POWER POINT. I GAVE IT JUST THIS MORNING. I DON'T KNOW IF YOU CAN KIND OF HEAD THAT WAY AND I DIDN'T EVEN PAINT COPY FOR MYSELF AND I AM HALF BLIND -- >>JUDGE CANALES: YOU WANT A COPY. >> I FEEL REALLY BAD. I DON'T KNOW IF WE CAN GO THIS WAY OR TOWARD THE POWER POINT. IT MAY MAKE IT EASIER. TRYING TO EMULATE KATHY MILLS AND I DID A VERY POOR JOB OF IT. NO ONE CAN QUITE EMULATE HER AND PROBABLY LISTENING AND SHE IS VERY ASTUTE AND SHE ALWAYS LISTEN TO Y'ALL'S MEETINGS. IF SHE IS -- I AM STILL MAD FOR HER LEAVING. AND I KNOW MARK IS ON HIS WAY. MARK I AM SURE -- >>JUDGE CANALES: WE WILL TAKE IT THE WAY YOUR POWER POINT HAS BUT LET US IDENTIFY BECAUSE COORDINATES IN THE BIG BOOK. LET'S SEE. >> ROLL THAT FOR HER PLEASE. >> GO OVER ONE SLIDE. WHAT I WANT TO START WITH IS KIND OF TELLING THAT YOU THE DEAD IS NOT -- DOES NOT CRY OUT FOR JUSTICE, AND EVERYBODY IN THAT ROOM TAKES ON THE RESPONSIBILITY ON DAILY BASIS. WE HAVE PROSECUTORS IN THIS ROOM WHO IS NOT WITHIN OUT VERY LONG WHO ARE ALREADY OUT ON THAT ROLE THAT TAKE ON MURDERS AS FIRST OR SECOND CHAIRS. JUSTICE AND JUSTICE CAN COME.T >> AND WERE FIRST TO CREATE A RELEASE PROGRAM WHICH WAS IMPLEMENTED. WHEN THEY FIRST CREATED IT IT WAS FROWNED UPON AND THE PAPER SCRUTINIZED IT AND HEATHENS AND DEVILS FOR WANTING TO CREATE THIS PROGRAM AND THEY JUST WANTED TO LET THUGS AND CRIMINAL GOES FREE AND ALL OF A SUDDEN TWO, THREE YEARS LATER BEXAR COUNTY AND TRAVIS COUNTY, IT WAS THIS INNOVATIVE PROGRAM AND SAVING TAXPAYER MONEY BUT NUECES COUNTY HAS BEEN DOING IT FOR YEARS AND THEY WERE JUST AHEAD OF THEIR TIME. AND KIND OF THE WAY IT ALWAYS WORKS. BUT THESE PROSECUTORS DO IT ON A DAILY BASIS AND THE PUBLIC DOESN'T ALWAYS SEE WHAT WE SEE AND WE TAKE THE CRITICISM. WE DON'T ALWAYS GET THE ACCOLADE BUT THEY TAKE THEIR JOB VERY SERIOUSLY AND VERY PROUD OF THE WORK THEY DO. AND I KIND OF WANT TO LEAD WITH THAT. SO WE CAN GO TO NEXT SLIDE. SO IN ORDER TO BE EFFECTIVE, WE NEED TO BE ABLE TO BOTH RECRUIT AND RETAIN QUALITY ATTORNEYS. RIGHT NOW, WE ARE A TRAINING GROUND. OUR OFFICE SERVE AS THE TRAINING GROUND FOR A PRIVATE SECTOR OR OTHER PROSECUTOR OFFICE AROUND THE STATE. FELONY PROSECUTORS CAN LEAVE OUR OFFICE RIGHT NOW AND GO TO ANOTHER GOVERNMENTAL OFFICE, PROSECUTE MISDEMEANOR CASES, MUNICIPAL COURT CASES AND MAKE MORE THAN FELONY ATTORNEYS IN OUR OFFICE. AND THIS JUST CAN'T BE ALLOWED TO STAND. THIS SHOULD OFFEND OUR COMMUNITY. IT SHOULD OFFEND YOU BECAUSE I KNOW IT OFFENDS THE PROSECUTORS IN OUR OFFICE WHEN SOMEONE PROSECUTING A TICKET IN ANOTHER COUNTY MAKES MORE THAN SOMEONE PROSECUTING A MURDER CASE IN [01:45:05] NUECES COUNTY. AND IT IS JUST NOT RIGHT. WE CAN'T RECRUIT. WE HAVE GREAT INTERVIEWS WITH ATTORNEYS. WE GET EXCITED ABOUT THE OPPORTUNITY TO BRING ON SOMEONE WHO HAS EXTENSIVE EXPERIENCE, AND THEN THEY REALLY SIT DOWN AND PUT PEN TO PAPER AND THEY FIGURE OUT THE MATH, AND THEY CALL US BACK AND THEY SAY, HEY, NEVER MIND, WE CAN'T ACCEPT THE POSITION AND RIGHT NOW WE DON'T HAVE THE ABILITY TO OFFER JOBS TO SOMEBODY WHO ARE AWAITING BAR RULES. AND WE NEED TO SEE IF THERE IS A WAY TO CHANGE THAT IN OUR HIRING PROCESS. A LOT OF TIMES WE HAVE INTERNS THAT COME. WE HAVE AN INTERN RIGHT NOW THAT CAME DOWN FROM UCLA BECAUSE SHE BELIEVES SO MUCH IN THE JUSTICE REFORM THAT MARK IS DOING. WE CAN MAYBE SNAG HER IF SHE HAS AN OPPORTUNITY APPLY WHEN HER TIME COMES WHILE SHE WAS WAITING ON BAR RESULTS BUT WE CAN'T DO THAT RIGHT NOW IF IT IS A WAY TO TWEAK THAT THAT DOESN'T COST ANYTHING IN THE HIRING PROCESS. LET'S GET IT DONE. THE RISK IS OURS. NOT YOURS. TO MAKE THAT OFFER, BUT WE GOT TO GET THESE QUALIFIED PEOPLE DOWN HERE WHEN WE CAN. AND ONCE WE GET DOWN THERE, MORE EXPENSIVE TO MOVE AWAY. LET'S DO WHOEVER WE CAN. AND THE CORN BURY STUDY CONFIRMED THAT THE NUECES COUNTY SUPERVISORS AND PROFESSIONAL ATTORNEYS WERE WOEFULLY UNDERCOMPENSATED FOR THE WORK THAT THEY DO. AND ASKED ABOUT THE WORK LOAD AND THE CASE ROAD AND THE ANALYSIS AND TOLD YOU STRAIGHT OUT HOW UNDERPAID THE PROSECUTORS WERE. AND WHAT OUR BUDGET DID AND SEEK TO RECLASSIFY IN ACCORDANCE WITH THAT CORN FERRY STUDY. SO WHEN YOU LOOK AT THE PERSONNEL REQUEST FORM THAT WE SUBMITTED FOR EACH OF THE BUDGET CATEGORIES THAT IS WHERE YOU WILL SEE END UP ON MARKET P 25. SOME OF THE PEOPLE WILL BE MOVED UP TO GROUPS AND I KNOW THAT IS A BIG ASK BUT IT IS JUSTIFIED. WHEN YOU PAY THAT MONEY FOR THAT CORN FERRY STUD TEST DOESN'T DO ANY GOOD TO FORK OUT THOSE RESOURCES BE I DIDN'T HAVE A CHANCE TO DO THE FREEDOM OF INFORMATION REQUEST TO SEE WHAT YOU PAID FOR THAT STUDY BUT BET MY BOTTOM DOLLAR, IT IS THE AMOUNT THAT I AM ASKING TO REQUEST MY BUDGET BY. WHAT YOU PAID THEM TO DO THE STUDY IS WHAT I AM REQUESTING TO INCREASE MY BUDGET BY. >> DO WE KNOW THAT AMOUNT? >> I DON'T KNOW WHAT IT IS. BUT I CAN IMAGINE THEY ARE B BEST. >> I DON'T THINK THAT IS ANYTHING YOU HAVE TO -- YOU JUST TELL US. >> YES. >>JUDGE CANALES: IT WAS $49,000. >> THEY ARE REALLY GOOD. >>JUDGE CANALES: THE BEST. THEY ARE THE HAY GROUP. >> I AM NOT ASKING FOR MORE THAN THAT. >>JUDGE CANALES: THE REASON WE DID THAT JUST TO BUTT IN, THE PROBLEM IS WE DIDN'T GET THIS WAY OVERNIGHT. AND SOLVING IT DOESN'T COME THE SAME WAY EITHER BUT IN ORDER TO -- IT IS LIKE BUILDING A CASE. DID I DO? I WENT AND GOT AN EXPERT WITNESS BECAUSE SOL O, EVEN THOUGH YOU ARE COMING IN TOUR DEFORCE. I PROMISE YOU I DID NOT SEE THE TOUR DEFORCE THEN AND I CAN MAKE SURE THAT WE CAN HELP YOU BUT WE BUILD OUR CASE. AND THE CITIZENS THAT DEMAND THE LOWEST TAX RATES OUT THERE UNDERSTAND WHAT YOU JUST SAID IS ACCURATE. AND THAT THE ADMINISTRATION OF LAW AND ORDER COSTS AND WE ARE -- WE ARE NOT KEEPING UP WITH THE PAY SCALE. BUT HOW DO I PROVE THAT BEYOND A MEASURABLE, YOU KNOW, REASONABLE DOUBT, NO PUN INTENDED. THAT IS WHERE -- KEEP GOING. THAT'S WHY WE DID THAT. >> WE ARE REQUESTING SOME ADDITIONAL NONPROFESSIONAL INCREASES. IT IS NOT FOR EVERYBODY. NOT ACROSS THE BOARD, BUT THEY ARE JUSTIFIED AND THEY ARE JUSTIFIED AND IF YOU LOOK AT THE MEMO WE SUBMITTED, THEY ARE FULLY EXPLAINED AND THEY HAVE TO DO VERY SPECIFICALLY WITH EITHER THE COVID BACKLOG AND THE ADDED DUTIES AND HAVE TO DO WITH THE SEGIS REQUIREMENTS AND THE ADDED RESPONSIBILITIES ASSOCIATED WITH THAT WHICH ARE [01:50:02] JUST AS THROW WOMAN CAL AND THE INCREASED CASE LOAD RESPONSIBILITIES. IF WE CAN GO TO THE NEXT SLIDE SO 1323 IS OUR PRETRIAL INTERVENTION PROGRAM. THE TOTAL INCREASE IS $48,817. AND THIS IS A SELF FUNDED AREA. WE DON'T COME AND ASK YOU FOR MORE MONEY. THAT IS AN AREA THAT WE FUND THROUGH FEES BECAUSE WE GET CASES IN THERE SITE AND REL RELEASE. WHEN YOU SEE THE INCREASE, I DON'T WANT TO YOU LOOK AT IT AND SAY OH, MY GOSH, THAT IS SAY LOT OF MONEY. I WANT YOU TO UNDERSTAND THAT WE FUND THAT. AND WE DO THAT WITH A LOT OF OUR PROGRAMS BECAUSE WE UNDERSTAND WE DON'T WANT TO BE A BURDEN ON THE TAXPAYER'S B BACK. WE NEED TO BE SELF-SUFFICIENT AS MUCH AS WE CAN AND WE TAKE THAT OBLIGATION VERY, VERY SERIOUSLY. AND OUR PRETRIAL PROGRAM ALSO HAS THE ABILITY TO FUND THE DISTRICT CLERK'S OFFICE, THE PROBATION DEPARTMENT, AND WE ALL TOOK HIT WITH COVID. WE DIDN'T HAVE AS MANY CASE COMESING IN. WE COULDN'T OPERATE THE SITE AND RELEASE AND 865.95 IN FEES. IT WASN'T WHAT WE HAVE DONE IN THE PAST, BUT IT IS STILL REMARKABLE FOR A COVID YEAR. AND I ATTACHED THAT DOCUMENTATION AS ONE OF OUR ATTACHMENTS. >>JUDGE CANALES: SO THE 48 WILL BE SELF-FUNDED. >> THE 48 WILL BE SELF-FUNDED, BUT WE CAN'T GIVE TO BUDGE BUDGET IF WE DON'T GET FOR THE OTHERS. >>JUDGE CANALES: I UNDERSTAND. >> THE PAGES ON 557, YOUR HO HONOR. JUDGE JUDGE TRYING TO COORDINATE WITH MY NOTE BOOK HERE. >> THE INCREASES WITH THE PRETRIAL INNOVATION PROGRAM. WE WANT TO EXPAND OUR SITE AND RELEASE PROGRAM. WE ARE A SOURCE OF REVENUE AND WE HELP WITH THE FIRST TIME AND NONVIOLENT OFFENDERS. THIS HELPS TO DECREASE OUR COST. EVERY TIME THAT THE THROUGH SITE AND RELEASE. YOU ARE KEEPING PEOPLE OUT OF JAIL. WHEN HOVERING AT 95% CAPACITY AND 98% CAPACITY AND YOU ARE GETTING THE E-MAILS, WE ARE GOING TO OUTSOURCE AND GETTING THE PHONE CALLS, WHAT DO WE DO. MICHELLE, CAN YOU GET SOMEONE ELSE. WHAT CAN WE DO? DO WE NEED THE MTRS AND LOOK AT OUR PROSECUTORS. LOOK YOUR MTRS. WE ARE JUMPING ON THEM. THEY ARE LIKE I AM IN THE MIDDLE OF A DOCKET. DO WE HAVE TO PROSECUTE THAT. USE YOUR DISCRETION. A EVERY DAY -- BECAUSE EVERYTHING WE TOUCH AFFECTS YOUR BOTTOM DOLLAR AND THE IN MEDICAL COST, THE JAIL COST, THE SEGIS COMPLIANCE. YOUR GRANT DEPARTMENT GOES AWAY WITHOUT -- 89% IN JUNE WE ARE NOW AT 89% RIGHT NOW. THAT IS INCREDIBLE AND OUR OFFICE, THE CLARK'S OFFICE, THE JUDGE CANALES E-MAILS EVERY D DAY. WHAT ARE THE NUMBERS. A EVERYDAY THING NOT JUST ONCE A WEEK AND THE NEW SEGIS SECRETARY YOU GAVE US. I ASKED THE CLERK'S OFFICE ASKED FOR A SEGIS SECRETARY. AND I HOPE YOU CONSIDER IT BECAUSE IT GOES AWAY IF WE DON'T GET TO 90%. OUR GOAL IS TO BE AT 93% OR 95% BY THE TIME AUGUST AND SEPTEMBER COME AROUND. WE DON'T -- MICHELLE AND EVOLVE AND DIANA. WE COME FOR THESE ASKS EVERYTHING WE DO IS FOR EVERYONE'S BOTTOM LINE AND I DON'T FEEL BAD COMING NOR ASK. I REALLY DON'T. WE ARE ASKING TO RECLASSIFY OUR SIGHT AND RELEASE FROM A FELONY THREE TO A FELONY FOUR AND CHIEF OF ADMIN TO TOWER ADMIN [01:55:01] CHIEF. YOU KNOW I CAME AND ASKED A SUPPLEMENT FOR HER BECAUSE SHE TOOK ON THE SEGIS SUPERVISORS. I WOULD BE ABLE TO DO AWAY THAT SUPPLEMENT AND USE THIS TO RECLASSIFY HER BECAUSE SHE DOES THE SUPERVISION AND WHAT I HEARD ANNE SAY SHE NEEDS TWO CHIEFS TO DO IN HER OFFICE MICHELLE DOES IN OUR OFFICE. AND SHE IS SUPERVISES ELON AND DIANA AND A LIST THAT COMES OUT EVERY SINGLE DAY, CORRECTIONS THAT HAVE TO BE MADE. THAT IS PRETRAIL INTERVENTION PROGRAM. IF YOU HAVE ANY QUESTIONS OF 1323. >>JUDGE CANALES: I AM GOOD THERE. THE NEXT LAID TO 13 59. CHAPTER 59 AND 01 35 IS ALSO SELF FUNDED AND WE CAME IN BEFORE AND SUPPLEMENTED EMPLOYEES OUT OF THIS AND IF YOU WANT TO GO -- YOU SEE THE DISTRICT ATTORNEY, CRIMINAL INTERDICTION UNIT. I WANTED MIKE TO TELL YOU A LITTLE BIT ABOUT OUR NEW CRIMINAL INTERDICTION UNIT AND WHAT WE HAVE DONE IN CREATING OUR OWN UNIT. >>JUDGE CANALES: JUST SO -- BECAUSE WE ARE NOTE TAKERS I HAVE SEEN, DALE, INCREASE OF $17,000 IN 1328, AND THAT ALSO WILL BE SELF FUNDED. >> 1328 FOR THE SALARY FOR THAT AND REQUEST FOR 1328 WILL BE ON 564 AND $71,000. >> $71,000 BECAUSE WE WANT TO FUND A CRIMINAL INTERDICTION POSITION AND IT WILL BE SELF-FUNDED. WE NEED A UNIT, A VEHICLE. AND THIS WILL BE ON THE NEXT SLOUGH SLIDE AND WE WILL GO INTO IN MORE DETAIL. IN THIS MAKING THE DIFFERENCE. IS COMMISSIONER CHESNEY STILL LISTENING? >>JUDGE CANALES: I DON'T THINK HE COULD. BUT WE WILL MAKE SURE THAT HE GETS THIS POWER POINT AND I KNOW HE WILL REACH OUT. >> MIKE, YOU WANT TO TALK A LITTLE BIT -- >> GOOD AFTERNOON. >> IS IT AFTERNOON? NOONISH. >> MY MILITARY, IF ANYTHING AFTER 11:00 IS THE AFTERNOON FOR ME. SO WHAT WE HAVE DONE IN THE LAST -- ABOUT A YEAR WE PARTNERED UP WITH FOUR OTHER AGENCIES THROUGHOUT THE COUNTY THE ROB STONE POLICE DEPARTMENT, THE BIB SHOP POLICE DEPARTMENT, THE NUECES COUNTY PRECINCT 3 AND 5 CONSTABLES TO COMBINE AND CREATE THIS CRIMINAL INTERDICTION UNIT AND THE MAIN FOCUS TO PROACTIVELY HUNT DOWN CARTEL RELATED CRIMES WHICH IS MONEY LAUNDERING, DRUG SMUGGLING, GUN SMUGGLING AND HUMAN TRAFFICKING AND TO THAT CONGLOMERATION A HUGE IMPACT IN THE SOUTH TEXAS AREA AND IMPACT THAT OTHER TEAMS THAT DO SIMILAR WORK HAVE NOT SEEN IN THIS AREA FOR YEARS. ONE -- LOCAL AGENCY AS WELL THAT DOES THE SAME EFFORT IN LAW ENFORCEMENT AND EVEN PROGRESSION IS NOT AS QUICK OR OBVIOUS AS OURS IS WITH THE NUMBER TAKEN OFF THE HIGHWAYS. WE HAVE MADE A HUGE IMPACT NOT ONLY IN NUECES COUNTY, BUT OUR CASES THAT WE ORIGINATED HERE HAS LED TO MAJOR, MAJOR OCIDEF WHICH HAVE THE THREE-LETTERED FEDERAL AGENCIES THAT DEAL WITH NARCOTICS PROSECUTION. A LOT OF THE STUFF STARTED HERE HAS LED TO MAYOR BORDER CASES IN CHICAGO, FLORIDA, AND NEW YORK. WHAT WE DO HERE MAKE AN IMPACT WHAT WE ARE TAKING OFF THE HIGHWAY. >> THE BOTTOM PICTURE -- THAT PICTURE. HOW MUCH WAS THAT? >> THAT WAS ABOUT $70,000. AND HE WAS LINKED TO A FEMALE WE PREVIOUSLY KNOCKED OFF THAT COOPERATED WITH US. SHE WAS ARRESTED WITH 70 KILOS OF METH IN HER GAS TANK. WE DEBRIEFED HER AND GAVE UP INFORMATION ON OTHER VEHICLES, AND BECAUSE OF HER EFFORT, WE WERE ABLE TO GET IN GENTLEMAN RIGHT HERE AND ANOTHER 95 KILOS OF METHAMPHETAMINE THAT WERE ALSO LINKED TO HER GOT OFF THE HIGHWAY. SO THAT WAS AN INTELLIGENCE WITH THE BISHOP POLICE DEPARTMENT. BECAUSE OF THE COOPERATION, BISHOP POLICE DEPARTMENT IS NOT THE ONLY ONE GETTING THE MONEY SEIZED FROM THAT TRAFFIC STOP. THAT IS SHARED AMONG AGENCIES PARTICIPATED IN THAT EVENT. [02:00:02] SO THROUGH THE MEMORANDUM OF UNDERSTANDING WE HAVE WITH THE AGENCIES IT LISTS THE AMOUNT OF PERCENTAGE, THE AMOUNT OF MONEY THAT EACH INDIVIDUAL AGENCY GETS ONCE THEY PARTICIPATE IN THE TRAFFIC STOPS AND ONE OF THE OPERATIONS THAT ARE INCLUDED SHORTLY AFTER. SO ALL OF THESE AGENCIES WILL ALSO GET CREDIT FOR THIS. SO THEY -- THEY HAVE FAR-REACHING EFFECTS. WHAT STARTS HERE -- >> PART OF THE SNUNT. >> YEAH, THE BISHOP IMPLEMENT. OUR OFFICE IS THE LEAD OFFICE FOR IT. ROB DOWN POLICE. NUECES PRECINCT 3 AND 5. AND JUST THROUGH THE SLAB RATION, WE ALSO HAVE THREE K-9S THAT WORK DIRECTLY FOR US AND THEY ARE ON THE HIGHWAY. WE HAVE ACCESSIBILITY TO THEM 24-7 IF WE NEED THEM ON THE HIGHWAY JUDGE MIKE, I JUST CALLED IT UP -- ALTHOUGH IT DID NOT MENTION DRUGS PER SE. WE ARE STARTING TO -- I THINK JUST SORT OF HAVING SITUATIONAL AWARENESS OF OUR COASTAL PARKS AND THE COVERAGE WE HAVE OUT THERE. WE ARE STARTING TO SEE, UNFORTUNATELY, COKE WASH UP ON THE BEACH. AND I AM WORRIED ABOUT THE 3600 ACRE WES KNOWN FEE AND NOT A PART OF OUR COUNTY AND WE RELY ON OUR CONSTABLES. I WILL ADDRESS THIS WHEN THE CONSTABLES DO COME UP AND TIMES ARE ACHANGING. ALL THE DAMAGE WE TOOK TO HURRICANE MAN IN AND NO LIGHTING, AND JUST A TREMENDOUS COVERAGE. AND I WOULD LOVE TO KNOW WHAT -- I AM SURE MANY AGENCIES AND DIFFERENT TASK FORCES INVOLVED IN THE WATER, BUT I DON'T LIKE WHAT I AM SEEING. I GOT TOO MANY VAGRANTS OUT THERE THAT I CAN'T KEEP AN EYE ON. I AM LOOKING AT IT RIGHT NOW. JUST DIFFERENT REPORTS. SOME OF IT IS JUST SILLINESS, YOU KNOW, KIDS, ATVS. I AM NOT SO MUCH WORRIED ABOUT THAT AS -- YOU WHETHER RECALL A MURDER -- A PRETTY HEINOUS MURDER ON THE 3600 ACRES. THAT IS JUST SOMETHING THAT TRYING TO HELP MAKE YOUR CASE THE JUSTIFICATION OF EXPANSION I WOULD LIKE FOR YOU TO CONSIDER THE COASTAL PARK AREA IF THAT IS THE CASE. >> ABSOLUTELY. AND I HAD THE CONVERSATION BEFORE OF SOME OF THE AGENCIES IN THE AREA. I WILL BE MORE THAN GLAD TO HELP. I HAVE EXPERIENCE WITH INVESTIGATIONS AND DONE IT IN THE PAST AND SIGNIFICANT ONES AND THE COMMONALITY IS THEY WILL DROP OFF BOATS ON THE SOUTH SIDE OF THE BORDER -- SCRATCH THAT, CHECKPOINT. LAUNCH A CROSS AND COME UP AND INTO THE CORPUS AREA AND LO LOADED. THE BOATS ARE ALREADY PRELOADED IN THE HOLDS BETWEEN -- IT CAN RUN -- I THINK THE LOWEST WE GOT WAS 600 POUNDS ALL THE WAY UP TO 6,000 POUNDS IN BOATS. AND LITTLE CLOSE TO HOME, WE ACTUALLY ARRESTED A GENTLEMAN FROM KEYSVILLE DOING FIBERGLASS LOADING WITH DOPE. AND I HAVE EXPERIENCE AND MORE THAN GLAD TO HAVE THOSE TALKS. >> SO JUST CAP UP A RECAP ON 132, YOU GOT A PERSONNEL REQUEST AND A SUBSTANTIVE REQUEST BUT BOTH ARE SELF SELF-FUNDED AGAIN. >> SO WE ARE REQUESTING A NEW POSITION. CAN YOU TALK TO THEM OF THE NEW POSITION YOU ARE REQUESTING? >> YES, MA'AM. AND THE REASON IS JUDGE, THESE INVESTIGATIONS THAT START LOCALLY, THEY BLOW UP. I MEAN, JUST OVERNIGHT. THEY BLOW UP FAST AND RIGHT NOW WE DON'T HAVE THE INFRASTRUCTURE AND TO VOTE. TO COLLABORATE FULL TIME. THE BISHOP CASE. I CAN'T BE ON THE HIGHWAY TO GO DOWN TO THE VALLEY AND I CAN'T DO IT BY MYSELF. WE ABSOLUTELY NEED ASSISTANCE OUT THERE AND IF WE CAN DO T THAT, WE WILL BLOW UP THE INVESTIGATIONS EVEN LARGER AND THE REASON THEY ARE SO IMPORTANT, JUDGE, BECAUSE WE ARE ABLE TO WORK WITH YOU ARE FEDERAL PARTNERS THROUGH EQUITABLE SHARING AND ABLE TO SEEK EQUITABLE FUNDS BY INVESTIGATIONS -- PART OF THESE REALLY, REALLY BIG INVESTIGATIONS AND BRING MONEY BACK THROUGH OUR FEDERAL PARTNERS. >> NOT JUST ANY MORE THE DRUGS AND THE MONEY BUT THE HUMAN TRAFFICKING ELEMENT AS WELL. WE ARE SEEING THAT HUMAN TRAFFICKING AND JUST FUNDED A HUGE HUMAN TRAFFICKING SEMINAR. WE FUNDED A HUGE HUMAN TRAFFICKING SEMINAR AND THANK [02:05:08] THANK MICHELLE AND COMMISSIONER CHESNEY HELPED US FIND A LOCATION FOR IT AND SHE BROUGHT AN INCREDIBLE SPEAK PER.HOW MANY OFFICERS DID WE SPONSOR? 115 LAW ENFORCEMENT OFFICERS FROM ALL OVER CAME DOWN FOR THIS TRAINING. IT WAS INCREDIBLE. AND ALL FUNDED OUT OF 1328. AND GIVES THEM THEIR HOURS FREE OF CHARGE WHICH MEANS YOU DON'T HAVE TO PAY FOR THE CONSTABLE OFFICE AND THE SHERIFF'S DEPARTMENT, DPS, YOU HAVE FEDERAL LAW ENFORCEMENT AND AGENCIES COME IN FROM ALL OVER THE STATE FOR THIS TRAINING. AND SO THE MONEY GOES TO GOOD USE. WE HELPED THEM PURCHASE LAW ENFORCEMENT BOOKS, WE BOUGHT EQUIPMENT FOR DIFFERENT PEOPLE, WE BOUGHT DOG KENNELS FOR DIFFERENT AGENCIES, FOR THEIR K-9S. AND SO WE ASSIST WHERE WE CAN BUT WE ARE ALSO GOING TO NEED A VEHICLE FOR THIS -- FOR THIS NEW POSITION. >> IS THAT IN THIS BUDGET? >> YES, THAT'S WHERE YOU GET TO THE ENTIRE 571,531. WHEN YOU LOOK TO OUR ASK ON 1328, YOU ARE GOING TO SEE AND I HAVE TO SAY ALSO ON THIS D DALE'S OF WORKS WITH US. WE ARE NOT EASY TO WORK WITH ON ALL THE JUDGMENTS, FOR FITCHTURES AND SEIZURES. THEY SIT DOWN WITH US AND WE SIT DOWN WITH THEM AND TAKE UP AN HOUR, HOUR AND A HALF WITH -- WE ARE GRATEFUL FOR THEM BECAUSE LIKE I SAID WE ARE NOT EASY TO DEAL WITH. >>JUDGE CANALES: WE WON'T ARGUE. >> I SAID IT TWICE, JUDGE. >> IN COMMENT. >> I THINK IT IS $16,000 OR $17,000 FOR THE EQUIPMENT. AND THEN WE NEED THE VEHICLE ITSELF. WE HAVE BEEN, YOU KNOW, KINDS OF HARPING ON THAT FOR SOME TIME. AND WE NEED THE MOTION AND IN ALL, 7154331. >> GOOD NEWS ON THE VEHICLE YESTERDAY IN COURT, WE WERE EMBARKING ON A ENTERPRISE FLEET AGREEMENT BRINGING IN 55 NEW VEHICLES THAT WILL KEEP US IN THE BEST VEHICLES AND LOWER MAINTENANCE. IF THIS WERE TO BE APPROVED, WE WOULD PUT THAT VEHICLE IN THIS ROW OCCASION AND COMMISSIONER GONZALEZ ASKED IF WE CAN HAVE THAT IN THE FLEET. A SOUND JUDGMENT. >> WE WILL GET TO THAT WITH 3520 AND HOLD Y'ALL DO THAT. I AM GOING TO TELL THAT YOU. >>JUDGE CANALES: I WILL SAY THAT WAS A SUGGESTION. EVERYBODY -- THE ONE THING THAT I WILL SAY, EVERYBODY WORKS IN TANDEM, RIGHT. >> YES. >>JUDGE CANALES: WHEN YOU ARE IN THE ROOM THE MOST IMPORTANT PEOPLE IN THE ROOM. MAKE NO MISTAKE WITHOUT AN AUDITOR YOU CAN'T DO YOUR JOB. WHOSE PRIORITY? HOW ABOUT EMERGENCY MANAGEMENT SOCIAL SERVICES. NOT LIKE AN ECONOMIC LESSON BUT I FEEL WITH THIS GROUP MORE IMPORTANT TO SAY I NEED YOU GUYS BACK OR IN SOME FOURS AND YOU CAN WATCH VIRTUALLY INTO THE NITTY GRITTY. TAKES $1 MILLION OF AD VALOREM TO CREATE $3 MILLION. WE HAVE A STATUTORY REVENUE C CAP. WHAT YOU ASK, I NEVER, EVER FELT WAS UNREASONABLE. AND I DOUBT THAT I FEEL DIFFERENTLY AFTER YOU GO THROUGH YOUR WHOLE BUDGET. THE PROBLEM IS THAT THERE IS THIS MUCH FOR THIS MUCH NEED ACROSS THE BOARD AND WORKING TOGETHER YOU HAVE GIVEN ME AN IDEA. DALE WAS GOING TO PRESENT THE BUDGET AS HE SEE IT IS. THE REST OF US HAVE BUDGET WORKSHOPS EVERYBODY HAVE THEIR OWN WAY OF DOING THINGS. I WORK FOR AT LEAST A MONTH WITH OUR SIDE OF THE OFFICE. YOU AND THE COUNTY ATTORNEY ARE SO UNIQUE. I WILL INVITE YOU INTO THOSE MEETINGS. I WANT TO YOU DESIGNATE TWO PEOPLE TO ROTATE, AND YOU ARE NOW INVITED TO MY SIDE OF THE TABLE AS I PREPARE MY BUDGET. I WANT TO YOU SEE THE TOUGH CHOICES THAT HAVE TO BE MADE AND RATHER THAN YOU GUYS THINK THAT YOU WEREN'T A PART OF IT, WE MADE A DECISION. I AM GOING TO INVITE YOU IN TO SEE HOW WE ARE GOING TO -- HOW IT IS ALL GOING TO TUNNEL OUT BECAUSE. >> LISA JUST LOOKED AT ME. LET'S SEE IF YOU WANT WHAT YOU ASKED FOR. >>JUDGE CANALES: I DON'T. I AM LIKE YOU. [02:10:02] I AM AN ADVOCATE AND I LIKE AUTONOMY, BUT NO WAY FOR ME TO CONVINCE YOU UNLESS YOU SEE WHAT I SEE FROM THE OTHER SIDE. NO WAY. YOU JUST BECAUSE OF THE -- I NEED TO EXPLAIN WHAT THOSE REVENUE CAPS MEAN TO YOU AND EXPLAIN HOW THE PAST -- WE CAN BIRX ITCH ABOUT THIS OR NOT BUT 12 YEARS AGO WE LOST TEN CENTS. TEN CENTS ON RECORD REVENUE GROWTH. YOU KNOW WHAT THAT COULD HAVE MEANT, ALL OF COULD YOU HAVE BEEN FUNDED TO THE N'TH DEGREE ACROSS THE BOARD AND NOT THE DECISION OF THESE COURTS. THEY MADE A MISTAKE IN MY OPINION. THEY LOST A DIME. BUT NOW THERE IS NO GOING BACK. YOU CAN'T CATCH A DIME IN ONE REVENUE CYCLE. YOU CAN BARELY CATCH A LITTLE BIT. BUT TO PUT A BOW ON IT, THESE LOST REVENUES FROM THE SELF-FUNDED. I NEED TO KNOW WHAT THEY ARE. YOU NEED TO WORK WITH THE AUDITORS. THEY HAVE A POTENTIAL TO BE REFUNDED UNDER THE POTENTIAL REFUND ACTOVERNMENT SERVICES. I DON'T KNOW THAT -- IF YOU ARE TELLING ME YOU THINK YOU LOST 100 GRAND IN ONE FUND, I AM GOING TO MAKE APPLICATION TO SEE IF THAT IS ELIGIBLE TO MAKE THAT 100 GRAND AND MAYBE THAT IS HOW WE CAN REALLY HELP YOU EXPAND IN THE SELF-FUNDED WAYS AND DISTINGUISH FROM THE OTHER ONES. YOU THINK ABOUT IT. MARK, YOU THINK ABOUT IT. AND DESIGNATE TWO PEOPLE. I SAY TWO, BECAUSE YOU ARE GOING TO HAVE TO WORK ON MY SCHEDULE. AND WHOEVER YOU WANT -- ANYBODY HAS BUSINESS BACKGROUND. THAT IS WHAT YOU NEED IN THAT ROOM. >> 1328. 71 -- AND 3520. 71 WILL BE THE NEW POSITION OF THE CRIMINAL INVESTIGATOR. THE INVESTIGATOR WE ALREADY FUND OUT OF THAT POSITION RECLASSIFYING BECAUSE THEY NOW FILE CASES. THEY DO ALL THE SERVICE AND DON'T USE THE CONSTABLES ANYMORE AND THEY DO ALL THE WITNESS COORDINATION WHICH IS GOING TO TIE IN ON VEHICLES AND MYS A SIT FEATURE GETTING THEM IN COMPLIANCE WITH THE CORN STUDY. >> LET'S MOVE TO 3520. >> IF YOU WANT TO GO TO THE NEXT. 3520 IS OUR GENERAL BUDGET WHERE MOST OF THESE INDIVIDUALS LIE. SO I WANT TO GO OVER VERY QUICKLY THE INCREASES UNDER CAPITAL OUTLAY, I AM REQUESTING $15,000 TO OBTAIN COLOR SCA SCANNERS FOR DISCOVERY INTO ODYSSEY. RIGHT NOW EVERYTHING THAT WE DO IS BLACK AND WHITE AND THE DEFENSE ATTORNEYS END UP ASKING US TO PROVIDE COLOR COPIERS AND THE COURTS ORDER US COLOR PHOTOGRAPHS AND COLOR IMAGES AND GIVE THEM COLOR ANYWAY AND DO IT AT THE FRONT END AND GET COLOR SCANNERS FOR ALL OF THE SECRETARIES AND SCAN IT IN COLOR IN THE FIRST PLACE. THEN IT IS GOING TO DELETE THE DUPLICATION EFFORT WHERE THEY HAVE TO DO IT TWICE OR SENDING IT DOWN TO RICO AND DOING IT THAT WAY AND PUT THE COST ON THE DEFENSE SIDE. THAT WILL BE GREAT. ON NONCAPITAL OUTLAY, $1500 FOR EX-PERSONAL BLU-RAY PLAYERS WHICH BREAK ALL THE TIME. SOME OF THIS IS JUST REPLACEMENT. WHEN WE FIRST GOT THE NEW LAPTOPS, THEY DIDN'T COME WITH THE BLU-RAY PLAYERS AND ALL OF OUR CASES. WE HAVE LAP TOPS THAT DON'T HAVE DISK DRIVES. >>JUDGE CANALES: I THOUGHT THEY SWITCHED THEM OUT. >> LAPTOPS WITH NO DISK PLA PLAYERS. EVERY TIME THEY GO TO COURT HAVE TO HAVE A LAPTOP AND DISK PLAYER AND -- THEY DIDN'T GIVE US ANY CARRYING CASES AND THEY BREAK BECAUSE THEY HAVE AN ATTACHMENT THAT COMES OFF AND IT IS LIKE. IT'S CRAZY AND. >> UNFORTUNATELY THAT IS HOW THE NEW COMPUTERS -- THE COMPUTERS ARE COMING OUT WITHOUT THE INTERNAL SUFFICIENT TO MAKE THEM THINNER AND LIGHTER AND MAKE YOU BUY ADDITIONAL STUFF. >>JUDGE CANALES: YOU CAN GET IT IN THE DRIVE THROUGH. >> YOU CAN ORDER THEM WITH THE DISK DRIVE BUT MORE EXPENSIVE. RIGHT NOW I WILL SETTLE FOR A BETTER DISK PLAYER. BUT I -- >>JUDGE CANALES: DISKS. >> TELL THAT WITH PD WITH PANASONIC. THE EXPENSES A $34,000. IT IS AUDITOR-CONTROLLED. WE NEED A SIGHT AND RELEASE. WE NEED ANOTHER COPIER. A RICO FOR SIGHT AND RELEASE. PETITION WOULD LIKE TO CHANGE THE GRAND JURY WITH RIC, TO A COLOR. LEASTED VEHICLE WE NEED ONE MORE FORECAST AND ABLE TO FUND [02:15:07] NEW INVESTIGATOR POSITION. HE DOESN'T A VEHICLE ASKING THAT ONE VEHICLE FOR THE FLOAT AND THAT WE WOULD LIKE TO CREATE IN 1328. AND NEED EQUIPMENT FOR THAT LAW ENFORCEMENT UNIT AND I THINK DALE PUT AT -- I THINK THAT IS THE ONE THAT WAS $16,000. THAT WAS THE UNIFORM COST. >> THE COPIERS THAT MICHAEL TALKED ABOUT YESTERDAY. YOU GOT THEM. >> BASED ON THE QUOTES ON RICO ON THE NEW COPIERS AND WILL BE A LITTLE MORE PRICEY THAN THE REST, BUT DEFINITELY HAVE THESE IN THERE. >> DON'T WANT TO YOU WORRY ABOUT THE COPIERS. YOU ARE GOING TO GET THOSE. >> WE STARTED COMMUNICATION BACK IN, GOSH, A LONG TIME AGO. THE VEHICLES THAT OUR INVESTIGATORS DRIVE WE ASKED WAY BACK WHEN. THEY DRIVE AROUND WITNESSES. THEY SERVE SUBPOENAS. WE DIDN'T MAKE IT THROUGH THE LAST ROUND AND LET MICHAEL ROBINSON KNOW THEY WERE SPENDING MORE MONEY ON REPAIRING VEHICLES THAN WHAT THEY WERE ACTUALLY WORK, BLUE BOOK VALUE YOU A AND ADDITIONAL REPAIRS NEED AND I AM HAVING TO ASK MORE FOR MONEY IN THE BUDGET FOR VEHICLE REPAIRS AND MORE TO REPAIR THEM THAN WHAT THEY ARE WORTH AND ASKING TO BE PRIORITIZED ON A THE NEW SET OF VEHICLES BECAUSE I DON'T THINK PEOPLE UNDERSTAND THAT OUR INVESTIGATORS ARE POLICE. THEY ARE LAW ENFORCEMENT. THEY ARE LAW ENFORCEMENT. THEY ARREST. THEY FILE CASES. THEY ARE LAW ENFORCEMENT. I DON'T KNOW WHERE THE MIX-UP IS YET WE DO NOT HAVE REPORT RIDING SOFTWARE. NEVER GIVEN THE REPORT WRITING SOFTWARE. OTHER LAW ENFORCEMENT AGENCIES IN THE COUNTY GET THINGS, WE DON'T. WE HAVE TO GET IT OURSELF. AND SO I AM ASKING FOR THE MONEY FOR REPORT WRITING SOFTWARE THAT EVERYBODY ELSE IN THE COUNTYS THAT CONSTABLES AND SHERIFF'S DEPARTMENT HAS IT AND I AM ASKING FOR THE LAW ENFORCEMENT VEEBS VEHICLES THAT EVERYBODY ELSE HAVE FOR LIABILITY BURNS. THEY GO TO SAN ANTONIO. THEY GO OUT OF COUNTY. THEY PICK UP WITNESSES. THEY SERVE SUBPOENAS. TRIALS STARTING AGAIN. THE VEHICLES BREAK DOWN. I GOT TO GET THEM WHERE THEY ARE SAFE AGAIN. >>JUDGE CANALES: ASKING FOR THE REPORT WRITING SOFTWARE AND THE PRIORITIZATION OF THE VEHICLES. >> YES, BECAUSE MARK IS CREATING THESE CASES THAT GO FEDERAL AND HE IS JUST KIND OF CREATING A REPORT. I MEAN IT IS A MEMO. HE DOESN'T HAVE REPORT WRITING SOFTWARE. IT IS A MEMO. >>JUDGE CANALES: HOW MUCH IS THAT? >> 7500 AND YOU GOT TO HAVE A SUBSCRIPTION AND TIE IN. THAT IS A LITTLE HARD WE ARE OUR FEDERAL MONEY AND MONEY TO GET INTO A CONTRACT, RIGHT. I CAN BUY BOOKS BECAUSE O ONE-TIME EXPENSE DHUR AND SMITH SUBMIT A BILL, BUT TO GET LICENSING AND CONTRACTS ON A CONTRACTUAL BASIS, THAT IS DIFFERENT. >>JUDGE CANALES: MIKE. WE DON'T HAVE TO WAIT UNTIL THE NEXT FISCAL YEAR. THAT IS SOMETHING WE CAN WORK IMMEDIATELY. SOMETHING WE CAN WORK ON. ANYTHING THAT IS IN THE NECESSITY OF LAW ENFORCEMENT IS SOMETHING TALK BRING US TO EVERY TIME. YOU DON'T HAVE TO WAIT FOR BUDGET. >> WE DID. WE HAVE TON OF E-MAIL. >>JUDGE CANALES: I AM SAYING ME. BRING IT TO ME. >> OKAY. WE WILL GET THAT THEN. SO WE ARE ASKING TO GET PUT ON A PRIORITY WITH THE LAW ENFORCEMENT STAFF BECAUSE WE ARE GOT. WE HAVE GOT WE NEED THE VEHICLES AND IN THE MEANTIME IN OUR BUDGET WE ARE ASKING FOR ANOTHER 5,000 TO SWITCH OVER FOR REPAIRS THAT WILL OFFSET AND DECREASE TRAVEL. THE KEX LAW AND HE REALLY LIKES THAT PROGRAM AND OFFSET FROM TRAVEL TO COVER THAT. I THINK THE COUNTY ATTORNEY'S OFFICE MEETING GOING THAT TO THE WESLAW PROPLEX PLAN AND WE WANT TO FOLLOW SUIT WITH THAT AND I ATTACH THE PROPOSAL TO MY BUDGET. [02:20:02] >> THAT IS THE ONE THAT JUDGE WAS ASKING FOR. >> WE WILL OFFSET THE COST. AND THE LEASED VEHICLE -- I THINK THE AUDITORS PUT 29,49 . >> THE VEHICLES THAT MICHAEL BROUGHT THE OTHER DAY FOR NEW VERSION AND OF COURSE THESE ARE ALL LAW ENFORCEMENT, THEY MAY TAKE WHILE TO GET HERE DECEMBER OR LITTLE BIT LATER ON RECEIVING THEM, BUT WE TRY TO PRIORITIZE LAW ENFORCEMENT TO GET THEM AS QUICKLY AS WE CAN. IF THESE NEW POSITIONS ARE ADDED -- IF WE ARE GOING TO GET RID OF SOME OF THE OLDER FLEET UNTIL WE ARE ABLE TO REPLACE. >> MICHAEL ROBINSON JUST TURNED MARK WE GOT APPROVED FOR FIVE VEHICLES YESTERDAY. >>JUDGE CANALES: JUST SO YOU GUYS KNOW THE VEHICLES, RADIO INSERTS AND A LOT OF WORK THAT HAPPEN AFTER THAT. >> RIGHT. >>JUDGE CANALES: BUT THIS IS NOT. YOU KNOW THIS, THE SUPPLY CHAIN OF VEHICLES IN OUR COUNTRY IS SHORT. >> LAW ENFORCEMENT RELATED SIMILAR WHAT THE COUNCIL HAS TAKES -- >> I WILL NEED SIX. IF YOU GIVE ME MY NEW INVESTIGATOR I WILL NEED SIX BECAUSE I AM TOLD EVEN THOUGH WE BOUGHT MIKE TAMEZ'S VEHICLE THAT COUNTS AGAINST OUR FLEET. I NEED SIX. >> WE ARE TALKING OF TAKING AN OLDER VEHICLE AND LETTING YOU USE THAT. WORK OUT A PROGRAM. MICHAEL. >> JUST WANT TO ADD THAT THE SCHEDULE IS SHOWING THAT FOUR WOULD ALIVE IN NOVEMBER AND ONE IN DECEMBER AND WHERE IT ARRIVES AT THE OUTFITTERS FOUR TO EIGHT WEEKS WE WILL HAVE THE VEHICLES BACK AND THEN FOR DEPARTMENTS THAT NEED TO INCREASE FLEET, WHAT WE ARE OFFERING AT LEAST IN THE INTERIM WE WOULD NOT TAKE A ONE FOR ONE EXCHANGE. SO A VEHICLE OR THAT WOULD YOU LIKE TO HOLD ON TO UNTIL WE CAN GET A NEW FLEET ADDED WE WOULD BE WILLING TO ENTERTAIN THAT. >>JUDGE CANALES: SOUNDS GOOD. OKAY, AND MICHAEL -- I AM GOING TO GET TOGETHER WITH YOU OFF LINE HERE REGARDING RECORD WRITING SOFTWARE FOR CID. >> ALSO WHEN THEY WERE TALKING OF THE COLOR CANNERS SOMETHING WE COULD PRY TO PROCESS THIS YEAR WORK WITH TERESA. AND THIS IS CRITICAL. WE MAY BE ABLE TO DO HALF AND GET THEM TO WORK. >> I HAVE OFFICE SUL PLY MONEY. IF I CAN DO THAT TO GET THEM, I CAN DO THAT. >> THE ONLY PROBLEM A HIGHER PRICE ASSET THAT WILL NEED TO BE TRACKED AND SEND IT THROUGH CAPITAL IMPROVEMENT TYPE OF FUNCTION SO WORK WITH US. WORK WITH TERESA AND WE WILL MAKE SURE WE GET IT RIGHT. >> I THINK WE WENT BACK A LITTLE BIT. IF HE CAN GO FORWARD. THE LAST WART OF 3520 IS THE PERSONNEL REQUEST. LIKE I SAID, WE SUBMITTED A MEMO. WE ARE DESPERATELY GET OUR ATTORNEYS TO MARKET P 25 AND OUR NONPROFESSIONALS MOVED UP. WE ARE GOING TO BE ASKING FOR AN INCREASE OF $384,741.68 TO ACCOMPLISH THAT. AND WHAT THAT ENTAILS. EACH OF THE ATTORNEYS GETTING MOVED UP STEPS. I WORKED WITH JULY AND I ASKED QUESTIONS ABOUT HOW TO ACCOMPLISH THAT. AND WHAT WAS IMPORTANT WAS THE END NUMBER. SO IF PEOPLE HAVE LONGEVITY THAT GOT TAKEN INTO CONSIDERATION AND I MADE SURE THAT THE END NUMBER INCLUDING BENEFITS WAS AT THAT 80% AND THAT HOW I CAME UP. SO YOU MAY HAVE A FELONY 4. ONE IS AT A DIFFERENT PAY GROUP THAN FELONY 4 BUT A DIFFERENCE IN LONGEVITY. TUCK LOOK AT THAT END NUMBER THE P 25 RANGE SO I KNOW IT SOUNDS AND IT IS A HUGES A CAN AND SOME CHANGE. AND I KNOW WHAT YOU ARE SAYING, JUDGE, THAT IT IS A LONG TIME AND YOU LOST OUT ON A LOT OF REVENUE BECAUSE THE TAX RATE. IT WASN'T DONE, BUT. >> IF THEY JUST KEPT IT STEADY. FORGET INCREASES. IF THEY JUST KEPT IT STEADY, >> RIGHT JUDGE JUDGE IS IMPORTANT UNDERSTAND IN ORDER TO ACCOMMODATE THOSE ISSUES THAT WILL BE JUST RIGHT OFF THE BAT IS GONE. I NEED FOR YOU TO WORK WITH US. IF 385 IS -- AND A LOT OF THAT [02:25:02] IS SELF-FUNDED. >> 385 IS 3520. 119,626. IT INCLUDES PROFESSIONAL AND THE NONPROFESSIONAL BECAUSE WE ARE ASKING TO RECLASSIFY LIKE OUR SITE RELEASE -- I AM SORRY LIKE AN ADMIN SECRETARY THAT WE WANT TO TURN INTO AN ADMIN SECRETARY 3. WHAT YOU SEE, FOR EXAMPLE, MAYBE YOU HAVE AN EXECUTIVE SECRETARY IN OUR OFFICE AND AN EXECUTIVE SECRETARY IN A DIFFERENT DEPARTMENT, BUT OUR EXECUTIVE SECRETARY SUPERVISES 20 PEOPLE VS. THAT EXECUTIVE SECRETARY AND THEY GET PAID THE SAME. BUT THERE IS NOT ENOUGH JOB DESCRIPTION. SO I ASK JULIE, BUT I CAN MOVE THEM TO AN ADMIN SECRETARY 3 AND THE JOB DESCRIPTION MAT MATCHES. RECLASSIFIES THEM AND GIVES THEM AN INCREASE TO MATCH THE ADDITIONAL JOB DUTY. AND THEY DESERVE THAT. BECAUSE IT IS NOT FAIR THAT THEY HAVE THE SAME TITLE AND THEY ARE DOING AN EXTRAORDINARY AMOUNT OF ADDITIONAL WORK. >>JUDGE CANALES: THE TITLE THAT IS WRONG. WE HAVE NO BUSINESS COMPARING APPLES TO ORANGES BUT SO YOU KNOW WHETHER YOU MANAGE 20 PEOPLE OR ONE, IF THAT JOB DUTY IS SO UNIQUELY DIFFERENT, I WOULD PREFER YOU NOT COMPARE TO EVERYBODY ELSE AND LET US KNOW YOUR JOB NEEDS AND WE WILL APPROPRIATELY PAY JOBS AND WE PIT PEOPLE AGAINST EACH OTHER AND THEY ARE NOT GOOD OR PRODUCTIVE THEY THINK THEY ARE DOING JUST AS MUCH AS THAT PERSON AND IMPOSSIBLE TO COMPARE UNLESS YOU ARE INTIMATELY INVOLVED IN WHAT YOU ARE DOING. I EXPLAINED IT MORE IN THAT WHERE YOU CAN SEE WHERE THE ASKS ARE AND WHY THERE ARE REQUESTS, ESPECIALLY FOR THE INVESTIGATORS SINCE THEY ARE FILING CASES NOW AND ACTING AS LAW ENFORCEMENT IN DOING THAT TAKING ON THE SERVICE OF SUBPOENAS AND TAKING THAT OFF, BECAUSE WITH CASES STARTING, THE CONSTABLE OFFICE WILL GET INUNDATED. IT IS JUST GOING TO HAPPEN AND WE ARE GLAD DON'T GET ME WRONG WILL NEED THE REVENUE BACK FROM THE COUNTY COURTS AND WE NEED TO MOVE THOSE CASES. >> DO YOU HAVE SLIDE ON FORFEITURES. ALREADY DO THAT ONE. >> IT WAS GROUPED IN. WE ARE SEEING ADDITIONAL MONEY AND WE DON'T FUND ANYTHING OUT OF IT. IT IS ALL FED. >>JUDGE CANALES: I WILL MARK IT OFF -- IT IS NOT GOING TO IMPACT MY NOTES. MY NUMBERS. >> REQUEST FOR 0135. BUT MOVING THE BALANCE AROUND. >>JUDGE CANALES: IT IS NEUTRAL. I AM GOOD WITH THAT. OKAY, SO, MARK, WELCOME. >> GOOD MORNING, YOUR HONOR AND COMMISSIONERS. I JUST WANT TO ECHO EVERYTHING THAT ANGELICA AND MIKE HAS SAID GETTING A NEW INVESTIGATOR OUT ON THE ROAD. IT IS AMAZING I KNOW THEY COME UP HERE AND TELL YOU A LITTLE STORY, BUT IF YOU TALK TO KOMDZ CHESNEY, HE ACTUALLY GOT TO SEE WHAT DRUG MONEY CAN ACTUALLY FUND AND THAT IS WHAT MIKE AND HIS CREW I CALL HIM GO OUT THERE AND DO SO QUESTION A COUNTERPART TO MAKE TAMEZ AS HE DOES THE OTHER AGENCIES I THINK WE CAN MULTIPLY AND -- HE USES THIS WORD FORCE MULTIPLY. HE SAYS IT ALL THE TIME AND I REALLY REAL DON'T KNOW WHAT IT MEANS. BUT I KNOW IT MEANS MORE. HE IS BEING VERY SUCCESS BY HIMSELF WITH ANOTHER INVESTIGATOR CAN ONLY BE A FORCE MULTIPLIER IN TERMS ALLOW US TO FUND THOSE TRAININGS. WE EVEN FUNDED FOOD. THINK OF THAT. COMMISSIONER CHESNEY PROBABLY BIT OFF TOO MUCH MORE -- HE SAID I WILL FUND THE FOODING. THE FOODING FOR THE TRAINING. I SAID, IT'S LIKE 40, 4500 BUCKS. I CALLED HIM -- >> WE GOT OUT OF 0135. WE UNDERSTAND THE COUNTY POLICY DOESN'T ALLOW IT OUT OF COUNTY -- YOU ARE GOING TO STRAES THEM OUT MARK. 0135 ALLOWS IT. 0135. >> I WAS HONORED THAT HE WOULD PAY OUT OF LOCKET, BUT IN IS [02:30:01] WHAT THIS INCH IS UP TO DO, TURN THAT DRUG MONEY OR ANYTHING LIKE THAT AND TURN INTO GOOD THINGS AND WE HAVE DONE SO. WE CAN GIVE YOU 100 EXAMPLES BODY COUNTS -- AND BODY VESTS OR KENNELS FOR DOGS OUT OF ROTHSTOWN AND TAKING DRUGS -- HUGE AMOUNT OF DRUGS GOING NORTH AND CASH GOING SOUTH AND WE ARE ABLE TO USE. I WOULD LOVE TO HAVE FOUR OR FIVE MIKE TAMEZ'S. I KNOW THERE IS ONLY ONE OF YOU, SIR. BUT IF YOU LOOK TO THE SOUTH, THE COUNTY OF -- OF CAMERON COUNTY, INVESTIGATORS 40 OF THEM FROM THE DA'S OFFICE. 40 CARS. 40 INVESTIGATORS. AND I AM HOPING THAT WE CAN GROW OUR -- OUR -- OUR TASK FORCE BUT OBVIOUSLY TAKES THE APPROVAL OF THE COURT TO GET ONE MORE AND A STRONG PROCESS. WE TRY TO GET CARS FOR OUR GUYS FOREVER. GLAD IT IS TAKING FIVE YEARS AND HAPPY TO WAIT AS LONG AS IT TAKES. >>JUDGE CANALES: LISTEN. WE SEE THE VALUE, NO DOUBT. I WANTED TO GIVE YOU AN OPPORTUNITY BEFORE WE CLOSE DOWN TO GREET THE COURT AND TO ECHO THAT OBVIOUSLY YOUR PROGRAMS, MARK, NOVEL AND INNOVATED AND NOTICED AROUND THE COUNTRY AND SAW SIGHT AND RELEASE DOWNSTAIRS. AND YOU HAVE AN INCREDIBLE GROUP OF PEOPLE ARE COMMITTED TO BE HERE THIS MORNING WITH US. YOU KNOW I AM ONE OF YOU, RIGHT. I HOLD THE SAME LICENSE YOU DO. I TREASURE THAT LICENSE. I AM ALWAYS MAD I DON'T GET TO PRACTICE LAW ANYMORE. I DON'T EVEN GET TO -- YOU KNOW SOMETIMES I HAVE TO GET A FIX AND GO UPSTAIRS AND LEAN IN A LITTLE BIT. I AM THE DAUGHTER OF A PROSECUTOR. A FEDERAL PROSECUTE OTHER HIGHLY MOTIVATED ME AND INFLUENCED ME TO BE WHO I AM TODAY. IF YOU GUYS ARE COMPLETE ARE I WANTED TO CLOSE OUT BECAUSE IT IS NOT LOST ON ME THAT I AM DOING MY QUICK LITTLE SCAN, AT LEAST 30 OF ARE YOU HERE. >> WHO IS WORKING. >>JUDGE CANALES: WELL, SOMETIMES -- SOMETIMES WORK REQUIRES DIFFERENT TYPE OF ADVOCACY. BUT SOMETHING THAT NEEDS TO BE SAID. AND I NEED TO STAY AND I NEED TO CLOSE. I DO WANT TO ASK YOU, IS EVERYBODY -- HAS EVERYBODY HAD AN OPPORTUNITY TO VISIT WITH THE COURT ABOUT THEIR NEEDS, THEIR RESOURCES, AND SOME OF THE, YOU KNOW, PROVIDE, WE ARE VERY IMPRESSED WITH THE ALL OF THE DOCUMENTATION THAT WE HAVE AND I LIKE YOUR POWERPOINT BY THE WAY. IT IS HELPFUL AND WE ARE CATCHING OVER 30 DEPARTMENT. WHEN BY BACK IN TIME IT WILL SERVE A VERY GOOD PURPOSE FOR US. >> ARE WE GOING TO GET A COPY OF THAT, CAN WE? >>JUDGE CANALES: CONNIE? >> I'LL E-MAIL TO YOU AS SOON AS WE ARE DONE HERE FOR LUNCH. >> SOMEBODY -- >>JUDGE CANALES: WELL, I TALKED TO WILL ALREADY AND M MIKE. MIKE PALMER. THANK YOU, SIR. APPRECIATE Y'ALL SIGNING IN. SO, YES, HERE -- HERE IS WHAT I WANT TO DO BEFORE LUNCH IS ADDRESS SOMETHING THAT REALLY STUCK WITH ME. AND IT WAS THAT ONE OF. ONE OF YOUR BRETHREN REALLY FEEL STRONGLY THIS COUNTY DOES NOT APPRECIATE THEM AND DOES NOT UNDERSTAND THE VAC YOU REFIESS THAT ALL OF YOU MAKE. AND THAT -- AND THAT WE ARE REALLY NOT DOING -- I AM PARAPHRASING BUT USING A LETTER HERE, WE ARE NOT DOING ENOUGH SAND QUITE DEMORALIZING. AND I JUST WANT TO YOU KNOW THAT I DON'T SLEEP AT NIGHT BECAUSE OF THESE TYPE OF DEMORALIZING CONCERNS. I WANT TO SAY THAT I AGREE WITH YOU. IT IS DEMORALIZING. BUT I DISAGREE WITH YOU THAT YOU ARE NOT VALUED. AND I DISAGREE THAT YOU ARE NOT APPRECIATED AND WANT TO YOU KNOW NOT JUST ME THAT FEEL THAT WAY WE HAVE 2,000 PLUS PEOPLE WHO WORK HERE AND THE LAST 15 AND 16 MONTHS HAVE DOUBT ME I KNOW EXACTLY WHAT I VALUE AND I VALUE YOU. IF I CAN MAKE MONEY UP HERE, I WOULD. IF I COULD GET ARPA MONEY TO DO GOOD FOR US TO STRENGTHEN OUR COUNTRY'S FISCAL HEALTH THAT ALLOWS US THE OPPORTUNITY, YOU KNOW, TO -- TO INCREASE SALARIES, WE WILL. I AM A BEAST WHEN IT COMES TO WORKING HARD, PERIOD. FULL STOP. [02:35:03] I HAVE LITERALLY DRIVEN MYSELF INSANE TO TRY TO GET US THE MONEY WE NEEDED FROM COVID WHEN THEY DENIED IT. EVERY DEPARTMENT FEELS LIKE DO YOU. EVERY SINGLE ONE OF THEM AND NOT ONE OF THEM IS LESS IMPORTANT THAN YOU. YOU NEED TO UNDERSTAND THAT FROM THE HOSPITAL EMPLOYEES TO OUR SOCIAL SERVICES, I HAVE LITERALLY CRIED A RIVER OF T TEARS OVER HOW MANY PEOPLE HAVE LITERALLY LAST THEMSELVES IN THESE JOB BEING PAID THE WORST WAGES AND NOBODY -- NOBODY HERE IN THIS COURT HOUSE, MIKE TAMEZ WAS, HE WAS HERE WITH ME. ANGELICA WAS HERE WITH ME. AND MANY OTHERS. MIKE, YOU WERE HERE WITH ME. OKAY. SO DON'T THINK FOR A SECOND THAT I DON'T KNOW WHAT IT MEANS TO YOU. AND UNFORTUNATELY THAT ALMIGHTY DOLLAR MAKES A DIFFERENCE. I HAVE KIDS IN COLLEGE. I GOT DEBT, I WANT NOW KNOW THAT WHEN I COME ON FORCE, I GET IT. I GET WHAT YOU ARE TELLING ME. AND I HOPE YOU CAN APPRECIATE FROM MY TONE I WILL DO MY VERY BEST BY MY TONE. AND I BET THAT EACH ONE OF US WILL DO IT TOO AND I WILL LET YOU KNOW RIGHT NOW BECAUSE IT IS UNFAIR TO GIVE YOU AN IMPRESSION THAT SOMEHOW THERE IS A SACK OVER HERE AND WE ARE BEING STINGY WITH IT. IT JUST DOESN'T WORK THAT WAY. WHEN YOU HEAR THINGS LIKE THEY ARE SPENDING MONEY ON THIS AND THAT AND CONSULTANTS. LET ME PUT YOU -- YOU SOME SOMETHING, I PUT MYSELF TO THE HIGHEST STANDARD. IF YOU THINK WE HAVE DONE SOMETHING YOU COME TO MY OFFICE AND JUSTIFY -- I PROMISE YOU I NEED TO JUSTIFY -- IF YOU KNOW WHO MY DAD IT, I HAVE TO JUSTIFY AT HOME BECAUSE I AM STILL HIS DAUGHTER. I HAVE TO JUSTIFY EVERYTHING WE DO THAT HAS A RATE OF RETURN AND I DARE ANYBODY TO FIND SOMETHING THAT THIS COURT HAS NOT DONE THAT BROUGHT FORTH SIGNIFICANT IMPACT LIKE YOU DO. I FOLLOW YOUR LEAD THE WAY YOU PUT MONEY IN THE FIELD TO GET THAT RATE OF RETURN OF INVESTMENT AND IF I HAD AN EXTRA MILLION, IT WOULD BE A NO BRAINER TO GIVE YOU EVERYTHING THAT YOU NEED. BUT WHAT I REALLY WANT TO YOU GET YOU NEED TO COME WITH US TO AUSTIN AND HEAR WHAT THEY SAY OF COUNTY AND COUNTY GOVERNMENTS AND THE UNFUNDED MANDATES THAT THEY GIVE US. YOU TUTSI OUR TRUE COFFER REALLY UNDERSTAND IT AND READ IT AND UNDERSTAND EVEN THIS LEGISLATIVE SESSION WE WILL BE FUNDED WITH MORE -- SADDLED WITH MORE UNFUNDED MANDATES. COUNTY GOVERNMENT IS THE MOST MISUNDERSTOOD AND THE MOST IMPORTANT STRUCTURES. PLEASE, USE YOUR VOICES AND YOUR CLEARLY PRESENCE WAY BEYOND THIS COURT ROOM. I CANNOT DO IT ALL FOR YOU AND NEITHER CAN MY COLLEAGUES. IT IS UP POSSIBLE. BUT TELL FINISH WHAT WE STARTED TWO YEARS AGO. TWO YEARS AGO. WE MADE A MAJOR TRANSF TRANSFORMATIONAL CHANGE ONE THAT CERTAIN PEOPLE HERE NAMELY GONZALEZ HAS BEEN ASKING FOR A DECADE. AND WE DID IT AND I AM NOT SAYING IT IS -- SOMETIMES IT IS THE RIGHT GUMBO AND MAYBE WE HAVE THE RIGHT RECIPE TO GET WHAT YOU NEED, BUT IT IS NOT BECAUSE WE DO NOT VALUE YOU, AND I AM SORRY YOU FEEL THIS DEMORALIZATION. MY HOPE THAT WE CAN TURN INTO PRIDE WORKING HERE. I DON'T WANT ANY OF YOU TO FEEL DEMORALIZE. WHAT DO YOU MATTERS. MATTERS TO THE COUNTY, THE ATTORNEYS, TO THE VICTIMS. I CARE ABOUT YOUR HEALTH. I CARE ABOUT YOUR IT FEELS AND YOUR WORK PRODUCT. SO I WANT TO YOU KNOW THAT THOSE LETTERS IMPACT ME. THEY REALLY DO AND JUST ONE OF FIVE AND I WILL 30 DAYS STRAIGHT TO CONVINCE THAT GUY THERE AND HIS STAFF IF WE JUST DO THIS AND MOVE THAT, BUT I PROMISE YOU I UNDERSTAND THE SACRIFICES THAT YOU MAKE AND I KNOW IT IS NOT MUCH BUT LET US CLOSE BY SAYING THANK YOU ONCE MORE. THANK YOU FOR EVERYTHING THAT YOU DO. WILL, FOR THE KIDS ESPECIALLY. [02:40:02] YOUR MOVEMENT OVER THERE. FOR A PROSECUTOR TO COME IN HERE AND TELL ME WE NEED MORE MONEY ON MST WHEN HOMER DIDN'T EVEN ASK FOR IT. I KNOW YOU CARE. I KNOW EVERYTHING ABOUT THE ONE HEART PROGRAM. IT MATTERS. SO I HOPE THAT GIVES YOU A LITTLE BIT OF -- OF APTMISM. I WILL DO EVERYTHING I CAN AND NO DEPARTMENT IS EVER GOING TO GET EVERYTHING THEY NEED BECAUSE THERE JUST ISN'T ENOUGH DOLLARS TO GO AROUND BUT WE WILL DO WHATEVER WE CAN TO GET AS MUCH AS YOU CAN. THAT IS MY PLEDGE AS AN INDIVIDUAL, I AM ONE MEMBER. MARK, IF THERE IS ANYTHING ELSE THAT WE CAN ADDRESS FOR YOU THAT THIS FISCAL CYCLE, LIKE DALE SAID, THE COPIERS, THE REMOTE -- THE REMOTE -- NO, THE REPORT WRITING SOFTWARE. I DON'T KNOW, ANYTHING ELSE? LET US KNOW. CARS. >> WE LIKE NICE CHAIRS LIKE THE AUDITOR HAS. >>JUDGE CANALES: WHAT? YOU KNOW -- >> THE SECRETARY. >>JUDGE CANALES: THIS IS THE MAGIC LAMP TODAY. >> THEY DO NEED CHAIRS -- >>JUDGE CANALES: TO BE HONEST WITH YOU. I WANT TO HEAR IT. I ALSO WANT TO SHARE WITH YOU WHETHER THE M. E.'S OFFICE OR YESTERDAY WE HEARD FROM THE -- WE WERE DOING THE ELDERLY ABUSE AWARENESS MONTH AND KIND OF GOT SHELL SHOCKED. WE KNOW YOU ARE WILLING TO WORK WITH US ALSO AND WE APPRECIATE THAT. IF YOU DID NOT HEAR WHAT HAPPENED IN COURT REGARDING THAT PRESENTATION, I WOULD GO HOME AND ROLL TAPE AND LET'S TALK ABOUT IT WE ARE HERE TO WORK TOGETHER BY THE WAY IT IS RAINING MONEY IN MANY WAYS FEDERALLY. AND PUTTING OUR HEADS TOGETHER IN MORE WAYS -- WHATEVER WE CAN'T MAKE HERE, MAYBE WE CAN FIND ANOTHER WAY JUST PROMISE ME THAT YOU WILL KEEP THE FA FAITH. IF YOU CAN'T KEEP THE FAITH, I WILL BE HONEST WITH YOU, WE ARE IN THE WRONG LINE OF WORK THAT'S HOW I FEEL ABOUT IT. >> YOU SAID TRYING TO FUND THE LOST REVENUE IF I CAN WORK WITH MARK AND SOME OF HIS STAFF ON PRETRIAL DIVERGENT FUNDS. IF WE KNOW A LOSS OF REVENUE THERE AND SUPPORT FROM THEM HOW MUCH WE ARE TALKING ABOUT WE CAN TRY TO RECOUP THAT. >> I WAS LOOKING -- I WAS LOOKING AT IT AND I AM THINKING ABOUT 175. I -- >> THAT IS GOOD. >> 175 TO 18LE 0. >> WE NEED TO MAKE SURE IF WE TRY DETERMINE -- BECAUSE OF THE NUMBER OF CASES OR NUMBER OF THIS OR NUMBER OF FEES. WE NEED TO MAKE SURE WE QUALIFY WITH WHATEVER THE TREASURY DEPARTMENT IS GOING TO REQUEST. >> ARE THESE BECAUSE WE DIDN'T HAVE SIGHT AND RELEASE. >> WE MAY NEED MORE THAN THAT. IF WE CAN GET MORE ON THAT, WE WILL TRY. >> SOUNDS GOOD. >>JUDGE CANALES: YOU ARE GOOD MARK. OUR GOOD LEADER. OFF GREAT OUTFIT. YOU HAVE A LOT OF DEDICATED PEOPLE. AND I GET IT. IT HAS BEEN A HARD -- A HARD 15 MONTHS. >> YOU KNOW, I KNOW THAT AS YOU SAID, YOU KNOW, YOU ARE AN ATTORNEY AND ALL OF US HERE -- MOST OF US HERE ARE, AND FOR A YEAR WE DIDN'T GET TO DO WHAT WE NORMALLY DO. IT HAS BEEN VERY DIFFERENT, BUT I AM GLAD TO SAY WE ARE BACK AND TRYING CASES AND IT FEELS GOOD. I HATE WEARING A SUIT OBVI OBVIOUSLY. AND IN THE COURT ROOM. I HAD NO CHOICE. IT FELT GOOD TO WEAR A SUIT AND TO MOVE AS MANY CASES AND TO MOVE ALL THE CASES SET FOR JURY TRIAL. >>JUDGE CANALES: YESTERDAY IN COURT WE HAD A GOOD PRESENTATION. I HOPE YOU FEEL WE HAVE MADE A DIFFERENCE IN THE PANASONIC AND VIDEO DOWNLOADING FOR $8,000.
