AND MICROSOFT DECIDED TO ELIMINATE AND GO TO EDGE. UNFORTUNATELY, OUR SOFTWARE COMPANY IS NOT CHANGING FROM EXPLORER AND WE HAVE TRIED EVERY AVENUE AND TRIED TO DO THIS TO CHANGE AT DIFFERENT EXPLORER, IT WOULD NOT HELP. WHAT DO THAT MEAN?

A TITLE CHANGE FOR THE WRITER COORDINATOR TO DEPUTY DIRECTOR SINCE WE ARE A TWO-PERSON OFFICE.
I'M ASKING FOR A PAY GROUP INCREASE FOR THE NEWLY TITLED DEPUTY DIRECTOR POSITION FROM A PAY GROUP 27 TO A PAY GROUP 31.
THAT WILL BE A BUDGET INCREASE OF 13483.
AND THEN WITH THAT, I'M HOPING TO MAKE THE DEPUTY DIRECTOR POSITION FROM HOURLY TO A SALARIED POSITION.

WE HAVE RECEIVED ANOTHER 2 -- OFFICIALLY RECEIVED TWO GRANT AWARDSION. WE WILL BE MANAGING APPROXIMATELY 38 OPEN CONTRACTS WITH A TOTAL DOLLAR VALUE OF ABOUT $15 MILLION. THAT'S NOT INCLUDING THE CORONAVIRUS RELIEF FUND THAT WE MANAGED FOR $4.6 MILLION.
IT'S NOT INCLUDING THE 2.2 MILLION FEMA PUBLIC ASSISTANCE VACCINATION PROJECT THAT HAGERTY IS ASSISTING US WITH. SO, WE HAVE INCREASED, DESPITE COVID AND WINTER STORM AND THE DISASTERS THAT WE MANAGED OVER THE PAST YEAR. WE HAVE INCREASED THE NUMBER OF GRANT APPLICATIONS COMMITTED FROM THE PREVIOUS FISCAL YEAR.
LAST FISCAL YEAR OCTOBER TO SEPTEMBER WE HAD 32 GRANT OPTIONS. WE WERE AT 36.
AND SO, AGAIN, WE'RE, WE'RE MAKING DUE WITH THE TWO-PERSON OFFICE. I STRUGGLED WITH THE DECISION TO POSSIBLY ADD SOMEONE BACK WITH THE OFFICE BEING WE ARE SO BUSY AND WE'RE MANAGING SO MANY PROJECTS.
BUT THAT BEING MADE, I DID LEARN OVER THE PAST YEAR THAT WORKING WITH COMPANIES SUCH AS TITLE BASIN, AND WE WERE UNSUCCESSFUL IN THIS ROUND WE'RE GEARING UP FOR ROUND 2 WORKING WITH HAGERTY. UNDER THE FAMILY CODE WE HAVE TO HAVE CASES EVERY SO OFTEN.
IF A TRIAL IS PUSHED OFF 16 MONTHS THERE ARE CASES AWED TO THE DOCKET. AND DOZENS OF BACKLOGGED TRIALS MEANS HUNDREDS OF CASES WHICH MEANS THAT LONGER DAYS IN COURT WHICH MEANS MORE TO PREPARE FOR AND LESS TIME TO DO IT, FRANKLY. IT IS LIKE COMMISSIONERS COURT.
YOU SIT UP HERE A FEW HOURS A DAY AND SPEND SO MANY HOURS BEHIND THE SCENES WORKING TO PREPARE FOR COMMISSIONER'S COURT. THE SAME IS TRUE IN OUR COURT.
WE SPEND MANY, MANY HOURS BEHIND THE SCENE PREPARING FOR TRIAL AND GETTING READY AND FIND THE RESOLUTIONS.
NOT ONLY DO WE HAVE A BACKLOG BUT THE PROBLEMS CREATED BY THE PANDEMIC, THE SOCIAL PROBLEMS WITH MENTAL HEALTH CARE AND WITH DRUG USE, WITH HOMELESSNESS. THEY WERE BAD BEFORE THE PANDEMIC THEY ARE WORSE. ACCORDING TO THE CDC IN 2019 AND 2020. WORKS HE HAD A 30% INCREASE IN DRUG OVERDOSES NATIONWIDE. AND THAT IS NOT IN NUECES COUNTY T IS NOT IMMUNE AND THE NEGLECT OF CHILDREN.
SO YOU MAY BE WONDERING IF ALL OF THE INCREASES ARE ONLY PANDEMIC-RELATED, WHICH IS A GOOD QUESTION.
AND UNFORTUNATELY THEY'RE NOT. AND WHILE THE PANDEMIC HAS CREATED A BACKLOG OF CASES AND AMPLIFICATIONS IN THE SOCIAL PROBLEMS THAT WE WERE SEEING. WE WERE ALREADY SEEING A STEADY UP TICK OF CASES IN COUNTY COURT FIVE AND IN THE CPS CASES.
THE MAJORITY OF THE CASES HAVE UNTREATED MENTAL HEALTH ISSUES OR DRUG ADDICTION ISSUES, OR BOTH AT THEIR HEARTS.
I WOULD SAY YOU KNOW UNSCIENTIFICALLY PROBABLY 90% OF THE CASES DEAL WITH ONE OF THOSE ISSUES.
AND SO, SURGING PROBLEMS IN OUR COMMUNITIES WITH THE PROBLEMS I, ADDICTION AND HOMELESSNESS. MENTAL HEALTH.
THEY MIRROR THE SURGING PROBLEMS. THAT'S ON TOP OF THE ALREADY INCREASED POPULATION THAT WE HAD OF 20 SOMETHING PERCENT SINCE THE COURT WAS CREATED IN 1999 WITH ONLY TWO PROSECUTORS. BEFORE THE PANDEMIC, OUR CASE LOAD WAS SO FULL THAT WHEN POSSIBLE OUR JUDGE USED TO RUN TWO COURTROOMS SIMULTANEOUSLY IN COURTROOM 5 AND JUDGE HUERTA THE ASSOCIATE JUDGE IN THE PROBATION OFFICER'S TRAINING ROOM AND WE HAD SO MANY CASES ON THE DOCKET THAT WE, BEFORE THE PANDEMIC.
THAT'S A BIG STRAIN WHEN YOU HAVE TWO PLACES TO BE AT ONE TIME. THAT'S WHY ANOTHER ATTORNEY WAS HELP OUT.
