DEDICATION TO THE WELL-BEING OF YOUR CONSTITUENTS. WE BELIEVE THAT BY JOINING FORCES WE CAN CREATE MEANINGFUL AND LASTING CHANGES IN THE LIVES OF THOSE WHO NEED THE MOST. I KNOW YOU HAVE DIFFERENT OPTIONS AND DECISIONS YOU'D BE MAKING FOR YOUR CONSTITUENTS. HERE ARE SOME OPTIONS, IT IS TO DIRECT THE COUNTY CLIENT TO A DIFFERENT AGENCY THAT WILL PAY FOR SPECIFIC NEED, ONE AGENCY CAN PAY RENTAL ASSISTANCE OR PAY WATER BILLS . WE ALREADY HAVE THAT ONGOING SERVICE. WE SUGGEST SENDING A COMMUNITY BOOK THAT LISTS ALL RESOURCES THAT CAN HELP THEM WITH SPECIFIC NEEDS THAN THEY MAY BE FACING. SO THAT IS ONE OPTION. SECOND OPTION IS WE ENCOURAGE WHATEVER AGENCY IS SELECTED TO HELP WITH SPECIFIC NEED TO BE ENROLLED WITH A FIRM CALLED UNITAS. THIS IS TO MAP AMTRAK THE CLIENT TO DIFFERENT RESOURCES THEY ARE GETTING HELP WITH. AND THEN RAISING AWARENESS ABOUT POVERTY IS CRUCIAL. MISSION 911 WILL BE WILLING TO DECREASE YOUR COST AND DELIVER THE OUTCOMES CLIENTS NEED. WE CAN WORK TOGETHER WITH GRANTS. I'M HERE TODAY TO TALK ABOUT AN AGENDA ITEM THAT IS LISTED THAT WAS PUT ON THE AGENDA BY COMMISSIONER GONZALES WHICH I THANK HIM FOR, I WOULD LIKE TO FIRST BEGIN, I WAS BEFORE YOU ALL SUPPORTING THE SOCIAL SERVICES AND RECOGNITION AND AFTER SUPPORTING THEM I ASKED AND TALKED ABOUT WHAT A CATASTROPHE, AND IT IS A CATASTROPHE SOME MAY SAY THAT IS A VERY STRONG WORD BUT IT'S GOING TO BE A CATASTROPHE FOR OUR COMMUNITY IF THE SOCIAL SERVICE DOES REMAIN CLOSE. I WAS TOLD THAT'S NOT BEING CONSIDERED, IT'S NOT AN AGENDA ITEM TODAY. ON APRIL 10TH, YOU ALL MADE A DECISION TO CLOSE THE DEPARTMENT . NEEDLESS TO SAY IT IS VERY DISAPPOINTING, I HAD TRUST AND HONESTY AND INTEGRITY AND THE TRANSPARENCY OF THIS COURT. FROM THAT POINT I RALLIED BECAUSE AS A LICENSED SOCIAL WORKER, THAT IS MY JOB, THAT IS MY BELIEF, THAT IS MY LIFE MISSION IS TO RALLY PEOPLE TO HELP OTHERS SO I DID CONVENE A COUPLE OF MEETINGS WITH ALL OF THE AGENCIES ESPECIALLY THOSE WITH BASIC NEEDS THAT PROVIDE BASIC NEEDS OR SEEMS TO BE AN IMPRESSION FROM THIS COURT THAT FIVE, SIX, SEVEN AGENCIES ARE GOING TO STEP UP, AND CERTAINLY NOT THE CASE. YOU WILL HEAR FROM SOME OF THE OTHER AGENCIES HERE TODAY THAT PROVIDE BASIC NEEDS SUPPORT. I GAVE YOU THE OUTLINE OF THOSE AGENCIES, JANUARY 1ST TO JULY 25TH, WE HAVE REFERRED MANY INDIVIDUALS TO SOCIAL SERVICES.

OVERALL EACH YEAR WE REFER CLOSE TO 3000. SO, WHERE THOSE 3000 PEOPLE ARE GOING TO GET HELP, IT'S GOING TO BE A HUGE UNMET NEED. HE HAS LIMITED STAFF, I THINK A STAFF OF FIVE, I DON'T KNOW HOW THEY COULD HANDLE TWO TO 300 APPOINTMENTS PER MONTH TO ASSIST WITH BASIC NEEDS. THE OTHER NONPROFITS THAT YOU WILL HEAR FROM, THEY DON'T HAVE THE CAPACITY FOR

THAT EITHER. YOU DON'T GET A STAFF MEMBER WHEN YOU GET A GRANT AWARDED IN INDIRECT COSTS. WHAT WE RELIED ON FOR 30 OR 40 YEARS IS THAT THE COUNTY ALWAYS HAD SOCIAL SERVICE DEPARTMENT AND STAFF, STAFF OF 12 TO HANDLE THOSE APPOINTMENTS AND BASIC NEEDS AND OUR CONCERN IS, IF YOU DON'T VOTE TO REINSTATE IT WHICH IS MY ASKED TODAY, IS GOING TO CONTINUE TO GET WORSE IN OUR COMMUNITY, THANK YOU.

I ASK YOU TO PRAYERFULLY CONSIDER REINSTATING PUTTING THE SOCIAL SERVICES DEPARTMENT BACK IN PLACE TO SERVE OUR MOST VULNERABLE COMMUNITY. WE WILL CONTINUE TO WRAP OUR ARMS AROUND THEM AND MEET THEM WHERE THEY ARE FOR WHAT THEY NEED IN THAT MOMENT AND JUST TO GIVE YOU A LITTLE WORD, LAST WEEKEND WE SERVE 1250 MEALS FOR LUNCH AND DINNER. WE SERVE 95 PATIENTS IN OUR FREE MEDICAL CLINIC. THE NEED IS THERE AND

PERSONS WITH DISABILITIES OF ANY AGE THROUGH THE AGING AND DISABILITY RESOURCE CENTER, THROUGH THE PAST, WE WERE ABLE TO SET ASIDE SOME FUNDS IN THE AMOUNT OF $50,000 TO ASSIST WITH RENT, UTILITY ASSISTANCE WHICH IS A VERY SMALL AMOUNT IN COMPARISON TO WHERE THE COUNTIES WERE SERVICING AND PROVIDING. AT $400 MAXIMUM AMOUNT, EACH INDIVIDUAL THAT WAS ONLY -- WE WERE ABLE TO TOUCH IN OUR COMMUNITY, IF THESE SERVICES GO AWAY, YOU ARE LOOKING AT SENIORS THAT WILL GO WITHOUT RENTAL ASSISTANCE WITHOUT UTILITIES IN AN ECONOMY THAT IS ALREADY VERY VERY HARD WITH INDIVIDUALS ALREADY ON A FIXED INCOME LIVING OFF OF IN SOME CASES EIGHT, $900 A MONTH IN SOCIAL SECURITY. INCOME WHICH IS A VERY LOW AMOUNT TRYING TO MEET THE RENTAL ASSISTANCE THEN THE RENT THAT CONTINUES TO GO UP SO I HUMBLY ASK THAT THIS, THAT YOU ARE CONSIDERING AND DOING ENCLOSING THE SOCIAL SERVICES OF NUECES COUNTY BE RECONSIDERED, COME BACK TO THE TABLE, SPEAK WITH SOME OF US THAT ARE IN THE TRENCHES WORKING DAY TO DAY WITH THESE INDIVIDUALS AND THIS $50,000 AFTER THIS FISCAL YEAR WILL GO AWAY THE FUNDING WILL GO AWAY AS WELL. WE WILL NOT BE A RESOURCE THAT WILL BE AVAILABLE TO US UNLESS WE CAN BRING IN SOME ADDITIONAL GRANT FUNDING.

THEY HAVE FINALLY FOUND A WAY TO DO IT OF HOUSING AND COMMUNITY AFFAIRS. THEY WILL ISSUE TAX-EXEMPT ON AND WILL ISSUE TAX CREDITS FOR THIS PROJECT. THAT WILL ENABLE THE PROJECT TO EXTEND $16 MILLION TO REHABILITATE THIS PROJECT AND THIS PROJECT NEEDS REHABILITATION. THE IMPORTANT PART FROM THE COMMUNITY THEY REHABILITATE THE PROJECT BUT THEY WILL SIGN A NEW SET OF AGREEMENTS THAT WILL GUARANTEE THE AFFORDABLE HOUSING PROJECT FOR AT LEAST THE NEXT 30 YEARS SO THE TENANTS WHO ARE THERE THEY WILL WORK AROUND MOVING

TENANTS BACK IN, IT WILL REMAIN AND WILL SIMPLY BE A BETTER PROJECT. AND I HAVE ASKED THE REGULATORY AGREEMENT CAN BE PUT ON THE PROJECT . I HAVE REVIEWED THE REGULATORY AGREEMENT, IT IS THE SAME AS YOUR REGULATORY AGREEMENT AND IT WILL GUARANTEE THAT THIS PROJECT REMAINS AFFORDABLE. AND OF COURSE WE WON'T SIGN NEW DOCUMENTS UNTIL THEY GET TO A CLOSING TABLE AND WE KNOW THAT THAT REGULATORY AGREEMENT IS IN, THERE WILL BE NO GAP. WHAT WE ARE ASKING THE COURT TO DO IS TO CONSENT TO THE SALE. THE SALE IS CONTROLLED BY A COMPANY CALLED VITUS. THEY BROUGHT THIS PROJECT AND THEY WILL BE UNDER THE NEW TAX CREDIT PARTNERSHIP. THIS IS A NATIONAL OWNER AND OPERATOR OF AFFORDABLE HOUSING. THERE ARE LARGER GROUPS AND

READING HIS OBITUARY, I DID NOT REALIZE WE ATTENDED THE SAME ELEMENTARY AND HIGH SCHOOL, HOUSTON ELEMENTARY AND RAY HIGH SCHOOL.

HE WAS A LONGTIME COMMUNITY ADVOCATE. HE WAS AN ADVOCATE FOR IMMIGRANT RIGHTS, MEXICAN AMERICAN RIGHTS . HE WAS VERY ACTIVE IN THE POLITICAL PROCESS. HE WAS SOMEONE WHO REALLY WORKED HARD FOR LABOR AND FOR THOSE IN THE COMMUNITY.'S FOCUS WAS MAINLY ON BORDER ISSUES, ESPECIALLY DEALING WITH, IN BROOKS COUNTY, A TOPIC THAT WAS COVERED DURING A DOCUMENTARY FROM PBS. BUT OVERALL, HE WAS A MAN OF COMPASSION AND OFFERING DIGNITY TO PEOPLE REGARDLESS OF THEIR STATUS COMING TO OUR COUNTRY TO AT LEAST TRY TO ENSURE THAT THEY DO NOT PASS ON THEIR WAY HERE. MANY TIMES, HE WAS

SHE WAS A MEMBER OF THE GREYHOUND BOOSTER CLUB AND ATHLETIC BOOSTER CLUB. SHE LIVED A BEAUTIFUL, DIGNIFIED LIFE , A WOMAN OF EXQUISITE TASTE. SHE PROVIDED COMFORT AND SOLACE WHILE ASKING LITTLE FOR RETURN. NOTHING BROUGHT HER MORE JOY THAN KNOWING HER CHILDREN AND GRANDCHILDREN WERE HAPPY AND SAFE. HE JOINED A CORPORATION AS THE ASSISTANT VICE PRESIDENT OF SALES, WHICH LATER EVOLVED INTO ANOTHER CORPORATION WHERE HE WAS A CEO FOR 23 YEARS. HE IS PRECEDED IN DEATH BY HIS FATHER, HAROLD BOWERS, MOTHER FRANCIS BOWERS, AND BROTHER DONALD BOWERS.
