UP UNTIL RECENTLY IT WAS A LEGACY BUSINESS MODEL AND THIS WOULD CONCLUDE TWO YEARS OF THE NEW MODEL WE ARE WORKING WITHIN. WE UNDERSTAND THE COUNTY HAS THE RIGHT TO GO IN A DIFFERENT DIRECTION. WE ARE HERE TODAY TO TELL YOU OBSERVATIONS TO DATE. A LITTLE LESS THAN SIX MONTHS AGO WHEN THE COUNTY CONTEMPLATED GOING IN A NEW BUSINESS MODEL , WE BEGAN TO SEE WHAT IT MEANS IN TERMS OF THE NEW SERVICE DELIVERY MODEL THAT WOULD BE ONE WHERE THE CITY PROVIDES SERVICES JUST TO THE CITY RESIDENTS AND CORPUS CHRISTI AND THEN THE COUNTY WOULD PROVIDE SERVICES TO UNINCORPORATED PORTIONS OF THE COUNTY OR A SMALLER JURISDICTION. WE ARE HERE TO SAY WE DON'T THINK WE ARE READY YET. IT IS VERY COMPLEX TO SEPARATE THE MODELS IN TERMS OF MAKING SURE BOTH SIDES ARE READY TO PROVIDE SERVICE. IN A NEW WAY DIFFERENT FROM WHAT WE HAVE BEEN DOING IN THE 30 YEARS. WE THINK IT WOULD BE ADVISABLE TO AT LEAST GIVE ONE MORE YEAR IN THE CURRENT WORKING MODEL TO GIVE BOTH SIDES AMPLE OPPORTUNITY TO DEVELOP THE NEW BUSINESS MODEL.

WE PROVIDE TUBERCULOSIS SURVEILLANCE TREATMENT AND IDENTIFICATION. WE PROVIDE WITH THE COUNTY VACCINATIONS. WE PROVIDE A LOT MORE THAN JUST MEDICAL SERVICES. WHEN IT COMES TO PUBLIC HEALTH AND SERVICES AND THE NEED FOR ADVANCED LABORATORIES WITH SCIENTISTS THAT CAN TEST SPECIMENS, THE NEAREST LAB FROM HERE IS OVER 100 MILES AWAY IN SAN ANTONIO. SO THAT SOMETHING WE OPERATE TODAY. CERTAIN THINGS YOU WOULD HAVE TO PROVIDE IN THE COUNTY INCLUDE RESTAURANT INSPECTIONS, SEPTIC TANK INSPECTIONS, ALTHOUGH SYSTEMS EXIST TODAY IN THE CURRENT BUSINESS MODEL. THEN, GOING FORWARD, THIS IS THE PART THAT CONFUSED ME. THE TERMS OF THE GRANT WERE , YOU WERE TO GET THE BENEFIT OF THE 30 YEAR BEING ONLY A 20% CONTRIBUTION. HE TOUCHED THE LIVES OF SO MANY, INFECTIOUS SMILE, BOISTEROUS LAUGH, GOING PERSONALITY AND UNWAVERING OPTIMISM ENDEARED HIM TO ALL WHO MET HIM. ALWAYS READY FOR NEW ADVENTURES JARED LIVED LIFE TO THE FULLEST. HE ACCOMPLISHED MUCH AND THIS IS EXTREMELY LONG, AND IMPACTED MANY DURING HIS FLEETING TIME IN THIS WORLD. HE BROUGHT SO VERY MUCH JOY TO ALL OF THOSE AROUND HIM.

2017 GRADUATE OF KAL ALLEN HIGH SCHOOL, VOTED MR. CONGENIALITY BY CLASSMATES. HE EARNED HIS BACHELORS DEGREE IN AGRICULTURE BUSINESS AND A MINOR IN OCCUPATIONAL HEALTH & SAFETY FROM TEXAS A&M UNIVERSITY COLLEGE STATION IN 2022. HARD WORK AND DEDICATION TO STUDIES WAS A TESTAMENT TO HIS DRIVE AND PERSEVERANCE IN ACHIEVING TWO MAJOR GOALS. IS PRIZED AGGIE RING AND HIS DEGREE, HIS SPIRIT SHINE BRIGHTLY AS HE CARRIED IN HIS HEART. EMBODYING THE VALUES OF HIS ALMA MATER AND A BRINGING LOYALTY, RESPECT AND COMMUNITY. JARED REMAIN VERY MUCH INVOLVED IN THE JUNIOR LIVESTOCK SHOW. HOBBIES INCLUDED SO MANY THINGS AND HE TOUCHED SO MANY LIVES. A LIFELONG LOVE OF GOLF, HE HAD HIS FIRST SET OF CLUBS AT THE AGE OF FIVE. A RIVER HILLS JUNIOR CLUB CHAMPION AND HE PLAYED IN THE REGIONALS FOR KAL ALLEN. HE OFTEN PLAYED IN TOURNAMENTS WITH HIS DAD AT THE RIVER HILLS COUNTRY CLUB. HE , IN THE LIVESTOCK SHOW TRYING TO GO THROUGH THIS. JARED WAS ABSOLUTELY LOVED. HE WAS A BEACON OF LIGHT AND JOY TO ALL WHO KNEW HIM. HIS ABSENCE LEAVE AN INDESCRIBABLE VOID, JARED HAD DREAMS AND ASPIRATIONS THAT WERE AS BOUNDLESS AS HIS SPIRIT AND HE APPROACHED HIS LIFE WITH ENTHUSIASM THAT INSPIRED EVERYONE AROUND HIM. HIS LAUGHTER AND WARM HEART WILL BE MISSED BY ALL, HE WILL BE REMEMBERED ALWAYS FOR HIS BRIGHT SPIRIT AND THE JOY HE BROUGHT TO THE LIVES OF MANY.

ASSOCIATION OF FORMER AGGIES , THE AGGIE RING SCHOLARSHIP FUND, LOU GEHRIG'S DISEASE, THE DELTA FRATERNITY FOUNDATION AND RONALD DONALD HOUSE AND MANY OTHERS. JUST AS THIS COURT WHEN THINGS LIKE THIS HAPPEN IN THE COMMUNITY WITH SUCH PEOPLE THAT WERE SO IMPACTFUL AND SO INVOLVED IN THE COMMUNITY OUR THOUGHTS AND PRAYERS GO TO FAMILY AND FRIENDS. HE STUCK TO WHAT HE DID BEST AS A INDEPENDENT LANDMEN TRAVELING THROW SOUTH TEXAS MAKING NEW FRIENDS AT EVERY STOP HE NEVER MET A STRANGER. ALWAYS A LIFE OF THE PARTY AND I WAS HAD A JOKE OR QUIP THAT WOULD GET A LAUGH. HE LOVED THE OUTDOORS ESPECIALLY WHERE HE BUILT A FISHING CABIN. NOTHING BROUGHT CHECKED MORE PLEASURE THAN HIS FAMILY. A DEVOTED HUSBAND TO HIS COLLEGE SWEETHEART AND WIFE OF 46 YEARS, THEIR CHILDREN AND SEVEN GRANDCHILDREN WORK THE LIGHT OF HIS LIFE. UNWAVERING ADORATION FOR FAMILY AND NEVER MISSED AN OPPORTUNITY TO TELL EACH OF THEM HOW MUCH HE LOVED THEM. GRANDCHILDREN ADORED , SURVIVED BY HIS WIFE PAM FREEMAN AND THEIR FOUR CHILDREN.
