1. CALL TO ORDER
E. PUBLIC COMMENT: This section provides the public the opportunity to address the Commissioners Court on any issues within its jurisdiction. The Commissioners Court may not take formal action on any requests made during the Public Comment period which are not on the Agenda, but can refer such requests to County staff for review if appropriate.

2. CONSENT AGENDA: The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.
E. Authorize the following "Outside Agency" Contracts for FY 2023-2024: 1. American Cancer Society - Total - $2,500 County Judge - $2,000; Commissioner Pct. 1 - $500 2. Education to Employment Partners - Commissioner Pct. 3 - $2,500 3. Foster Angels of South Texas - Commissioner Pct. 3 - $1,000 4. Nueces County Sheriff Officers' Association - Total - $4,500 County Judge - $2,000; Commissioner Pct. 1 - $500; Commissioner Pct. 3 - $500; Commissioner Pct. 4 - $1,500 5. G. Adopt a resolution authorizing the submission of a grant application to the Office of the Governor, Public Safety Office, Criminal Justice Division for the Monitoring Offenders Against Women Project under the Violence Against Women Justice and Training Program, FY2025.
J. Approve application procedure for Nueces County Animal Services Advisory Committee.
K. Receive update on the Public Defender's Office
1. Receive updates, if any, regarding the Bob Hall Pier project and all related matters.
2. Discuss and reconsider placing Geoff Atwood back on the Nueces County Emergency Service District No. 4 Board to replace Christopher Wilson and related matters.
3. Discuss and consider the cancelation of Professional Service Agreement with Texas State Roofing Company for consulting services for review, analysis, evaluation, and recommendations regarding the Nueces County Courthouse Complex Roof Repair/Replacement Project, and all related matters.
4. Discuss and consider the Nueces County Courthouse and Jail roof project including the sewage piping project, and other related matters.
5. Discuss and consider award and execution of an Agreement for $1,173,490 with GrantWorks for Grant Management Services for Disaster Recovery including American Rescue Plan Act grants; and approve Task Authorization No. 1; and other related matters.
6. Discuss and consider accepting a donation of approximately 7.5 acres of land from CC High Point Investments LLC for a drainage project in the London area and all related matters.
7. Discuss and consider Un-allocating $1,000,000 from Pct. 4 ARPA London Drainage Improvement Project; Reallocate $1,000,000 to the Detention Pond Project in the London area as donated by CC High Point Investments LLC; Assign Freese Nichols as the engineer on said project.
8. Discuss and restate the policy that every department in Nueces County is open to the public 5-days a week from 8:00 a.m. to 5:00 p.m., Monday through Friday, excluding approved County holidays and related matters.
9. Discuss and consider upcoming Commissioners Court meeting date(s), workshop date(s), and related matters.
1. Adopt a resolution authorizing the submission of a grant application to the Office of the Governor’s Criminal Justice Division for funding for the Nueces County Body-Worn Camera Program.
2. Discuss and consider including the Veterans Assistance and Veterans Treatment Court grants in the Vendor Payments Exception List not requiring Commissioners Court pre-approval.
1. Discuss and consider conditional selection of Victory Building Team for the American Rescue Plan Act (ARPA) funded Medical Examiner New Facility & Renovation Project (CSP No. 3252-23); and related matters.
2. Discuss and consider conditional selection of McGriff Insurance Services, LLC for Employee Benefits and Consulting Services (RFP No. 3257-23); and related matters.
1. Discuss and Consider creating one Administrative Assistant II position (pay grade 23) in the District Attorney's Office to be funded through salary savings from the reduction in force deletion of one Criminal Investigator position (pay grade 24).
1. Discuss and consider authorizing and approving execution of a contract for $54,967.25 with Insight Public Sector (under Omnia Contract No. 23-6692-03) for Commvault Cloud Licensing for the Information Technology Department.
4. EXECUTIVE SESSION: PUBLIC NOTICE is given that the Commissioners Court may elect to go into an Executive Session anytime during the meeting to discuss matters listed anywhere on the Agenda, when authorized by the provisions of the Open Meetings Act, Chapter 551 of the Texas Government Code. To the extent there has been a past practice of distinguishing items for public deliberation and those for executive session, the public is advised that the Court is departing from that practice, and reserves the right to discuss any listed agenda items in executive session when authorized by law to do so. In the event the Commissioners Court elects to go into Executive Session regarding an agenda item, the section or sections of the Open Meetings Act authorizing the Executive Session will be publicly announced by the presiding officer. In accordance with the authority of the Government Code, Vernon’s Texas Codes, Sections 551.071, 551.072, 551.073, 551.074, 551.0745, 551.076, 551.086, 551.087, the Commissioners Court will hold an Executive Session to consult with attorney(s) including matters related to litigation; deliberate regarding real property, prospective gift(s), personnel matters, including termination, county advisory bodies, security devices, and/or economic development negotiations and other matters that may be discussed in an Executive Session. Upon completion of the Executive Session, the Commissioners Court may in an open session take such action as appropriate on items discussed in an Executive Session.
