F. PUBLIC COMMENT: This section provides the public the opportunity to address the Commissioners Court on any issues within its jurisdiction. The Commissioners Court may not take formal action on any requests made during the Public Comment period which are not on the Agenda, but can refer such requests to County staff for review if appropriate.
2. CONSENT AGENDA: The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.

K. Ratify Order Adopting County Election Precincts, specifically the division of Voting Precinct 8 into Voting Precincts 8 and 129, in compliance with Texas Election Code § 42.031 regarding Reviewing Precincts for Compliance: Boundary Changes.
1. Receive updates, if any, regarding the Bob Hall Pier project and all related matters.
2. Discuss and consider execution of Engineering Services Contract with Lockwood, Andrews, and Newnam (LAN) for RFQ No. 3248-23 Engineering Services and construction project management services for Padre Balli and IB Magee Beach Parks Improvements under RESTORE grant funding, and related matters.
3. Discuss and consider granting electrical utility easement and right-of-way, across County-owned property near East Cotter Avenue, to AEP Texas, Inc., and related matters.
4. Discuss and consider approval of renewal of the Lone Star Unmanned Aircraft Systems (LSUAS) Interlocal Agreement with Texas A&M.
5. Approve the Interlocal agreement for a period of one year beginning January 1, 2024 through December 31, 2024, between San Patricio County and Nueces County regarding sharing expenses for the Intoxilyzer Program and Technical Supervisor services.
6. Receive update report from Lourdes Rivera, Grants Department, on all ARPA projects and all other matters.
7. Discuss and consider allocating $300,000 Precinct 2 ARPA funds for 'Colonias Septic System Electrical Improvements'.
8. Discuss and consider approving International Consulting Engineers' (ICE) request to include Ardurra, Inc. as a subcontractor for ARPA Projects and approve Order.
9. Discuss and consider selection of Ardurra, Inc. for engineering services for Precinct 2 colonias septic system electrical improvements.
10. Receive FEMA reimbursement update report from Grants Director, Anna Velasquez, and all other matters.
11. Discuss and consider the establishment of the Nueces County Health Unit pursuant to Texas Health and Safety Code Sec. 121.004 and approve Order; and other related matters.
12. Discuss and consider upcoming Commissioners Court meeting date(s), workshop date(s), and related matters.
1. Discuss and consider approval of Memorandum of Understanding between Nueces County and Youth Odyssey for programs relating to the Truancy Prevention Initiative. Programs will be fully funded through grant funding with no cash match.
1. Receive update from Director of Public Works, County Engineer, regarding the Nueces County Courthouse and Jail roof project including the sewage piping project, and other related matters.
2. Discuss and consider approval of Work Authorization No. 2 between Nueces County and Turner Ramirez Architects for the Courthouse Renovations for the Social Services and Veteran Services departments.
1. Discuss and consider award and execution of an Agreement with MPACT Strategic Consulting, LLC for FEMA-Public Assistance Grant Management Services for Disaster Recovery.
2. Discuss and consider conditional selection of AV Fuels Corporation for Aviation Fuel for Nueces County Airport (IFB No. 3254-23) at the bid amounts of $3.7848 per gallon for 100LL and $3.4593 per gallon for Jet A1.
1. Discuss and consider Amazon Business as an addition to the Vendor Exceptions List not requiring Commissioner's Court pre-approval.
4. EXECUTIVE SESSION: PUBLIC NOTICE is given that the Commissioners Court may elect to go into an Executive Session anytime during the meeting to discuss matters listed anywhere on the Agenda, when authorized by the provisions of the Open Meetings Act, Chapter 551 of the Texas Government Code. To the extent there has been a past practice of distinguishing items for public deliberation and those for executive session, the public is advised that the Court is departing from that practice, and reserves the right to discuss any listed agenda items in executive session when authorized by law to do so. In the event the Commissioners Court elects to go into Executive Session regarding an agenda item, the section or sections of the Open Meetings Act authorizing the Executive Session will be publicly announced by the presiding officer. In accordance with the authority of the Government Code, Vernon’s Texas Codes, Sections 551.071, 551.072, 551.073, 551.074, 551.0745, 551.076, 551.086, 551.087, the Commissioners Court will hold an Executive Session to consult with attorney(s) including matters related to litigation; deliberate regarding real property, prospective gift(s), personnel matters, including termination, county advisory bodies, security devices, and/or economic development negotiations and other matters that may be discussed in an Executive Session. Upon completion of the Executive Session, the Commissioners Court may in an open session take such action as appropriate on items discussed in an Executive Session.
