1. CALL TO ORDER
E. PUBLIC HEARING WILL BEGIN AT 9:00 A.M. The Nueces County Commissioners Court will conduct a public hearing to receive public input related to changing the name of Bernice Drive to Bernice Lane, in Nueces County, Texas, pursuant to Section 251.013 of the Texas Transportation Code. CLOSE PUBLIC HEARING AND CONVENE REGULAR MEETING
1. In recognition of "Special Hearts Day" - December 8, 2023.
G. PUBLIC COMMENT: This section provides the public the opportunity to address the Commissioners Court on any issues within its jurisdiction. The Commissioners Court may not take formal action on any requests made during the Public Comment period which are not on the Agenda, but can refer such requests to County staff for review if appropriate.
2. CONSENT AGENDA: The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.
C. Authorize payment of bills - Special Motions List dated November 29, 2023.
1. Receive update from Nueces County Hospital District relating to the Emergency Medicine Residency Program operated by CHRISTUS Spohn Health System Corporation; and related matters.
2. Discuss and consider a revised fee schedule for the Medical Examiner's Office which implements the cremation filing fee changes and all related matters.
3. Discuss and consider execution of depository agreements, security agreements, and third party custodian agreements for the County and the County and District Clerk Court Registry Funds with Frost National Blank and the Bank of New York Mellon Trust Company, N.A. and all related matters.
4. Receive updates, if any, regarding the Bob Hall Pier project and all related matters.
5. Discuss and consider deleting the ARPA Manager position and discuss and consider retaining the services of GrantsWorks, Inc to handle ARPA County Precinct and County-Wide Projects, and related matters.
6. Discuss and consider award and execution of an Agreement with GrantWorks for Grant Management Services for Disaster Recovery including American Rescue Plan Act grants; and approve Task Authorization No. 1; and other related matters.
7. Discuss and consider selection of International Consulting Inc. (ICE) for engineering services under Master Service Contract No. 20230259-4/26 (RFQ 3232-23) for ARPA funded Drainage Improvements for Petronilla Estates; and discuss and consider authorizing and approving Work Authorization No. 3 in the amount of $199,627.35 with International Consulting Inc. (ICE) under Master Service Contract No. 20230259-4/26 (RFQ 3232-23) for Drainage Improvements for Petronilla Estates, and related matters.
8. Discuss and consider authorizing and approving Work Authorization No. 4 in the amount of $91,280.10 with International Consulting Inc. (ICE) under Master Service Contract No. 20230259-4/26 (RFQ 3232-23) for Drainage Improvements for Belk Lane.
10. Discuss and consider upcoming Commissioners Court meeting date(s), workshop date(s), and related matters.
1. Discuss and consider taking action regarding CR 18 bridge repairs located at the intersection of CR 18 and CR 65, and other related matters.
2. Discuss and consider adopting an Order, pursuant to section 251.013 of the Texas Transportation Code, changing the name of Bernice Drive to Bernice Lane and related matters.
3. Discuss and consider approval of Change Order No. 4 for the Nueces County Courthouse ADA Improvements and Upgrades Project.
1. Discuss and consider authorizing and approving Amendment No. 2 to the Agreement with B & B Restaurant Group LLC, dba Shoreline Sandwich Company for Courthouse Food Services (RFP No. 3114-19).
2. Discuss and consider conditional selection of Anderson Columbia Co., Inc for Hot Mix Asphaltic Concrete Type D, PG 64-222 (IFB No. 3255-23).
1. Discuss and receive a schedule of important deadlines for the conversion to Workday's ERP- Financial. Discuss and approve using an existing policy in place for the one-time approval for payments not currently on the vendor payment exceptions list.
2. Approve Listing of Election Workers to be included in the Vendor Payments Exception List not requiring Commissioners Court pre-approval.
3. Approve the Monthly Expense Report, P-Card and Unreconciled P-Card Transactions through September 28, 2023.
4. Authorize payment of bills - Special Motions List - American Rescue Plan Act (ARPA) by the vendor International Consulting Engineers (ICE) for November 29, 2023.
5. Discuss and consider approving the Federal Equitable Sharing Agreement & Certification for Constable Pct. 3, Constable Pct. 5, District Attorney, and Sheriff's Office.
6. Discuss and consider authorizing and approving a sole source purchase with Superion, LLC, a CentralSquare Company, Inc. for ONESolution maintenance renewals to the ONESolution financial system for Nueces County Auditor’s Office in the amount of $157,921.45.
1. Discuss and consider authorizing and approving a purchasing cooperative agreement (Texas DIR Contract No. DIR-TSO-4167) with Insight Public Sector Inc. in the total amount of $141,005.52 ($47,001.84 per year for 3 years) for a the Cisco Voice Flex IP phone system and Webex maintenance and support subscription, for Information Technology (IT) Department.
4. EXECUTIVE SESSION: PUBLIC NOTICE is given that the Commissioners Court may elect to go into an Executive Session anytime during the meeting to discuss matters listed anywhere on the Agenda, when authorized by the provisions of the Open Meetings Act, Chapter 551 of the Texas Government Code. To the extent there has been a past practice of distinguishing items for public deliberation and those for executive session, the public is advised that the Court is departing from that practice, and reserves the right to discuss any listed agenda items in executive session when authorized by law to do so. In the event the Commissioners Court elects to go into Executive Session regarding an agenda item, the section or sections of the Open Meetings Act authorizing the Executive Session will be publicly announced by the presiding officer. In accordance with the authority of the Government Code, Vernon’s Texas Codes, Sections 551.071, 551.072, 551.073, 551.074, 551.0745, 551.076, 551.086, 551.087, the Commissioners Court will hold an Executive Session to consult with attorney(s) including matters related to litigation; deliberate regarding real property, prospective gift(s), personnel matters, including termination, county advisory bodies, security devices, and/or economic development negotiations and other matters that may be discussed in an Executive Session. Upon completion of the Executive Session, the Commissioners Court may in an open session take such action as appropriate on items discussed in an Executive Session.
