EACH STATE GETS ONE. JUST SO HAPPENS LAST WEEK I HAPPENED TO BE ABLE TO VISIT THE VERY FIRST CITY THAT TO THE IT WILMINGTON, NORTH CAROLINA. I HAVE DONE SOME RESEARCH ON IT.

[00:20:38]

>> THANK YOU FOR THE OPPORTUNITY, JUDGE SCOTT, COUNTY COMMISSIONERS, SONNY ITALIA, MAGNOLIA FALLS DRIVE.

A GRADUATE OF THIS PROGRAM AND A MEMBER OF THE COMMUNITY.

DON'T, WORRY I AM NOT HERE TO HE REITERATE THE FACTS THAT MY COLLEAGUES HAVE PROVIDED TO YOU OVER THE LAST 13 DAYS.

I WANT TO TAKE THIS OPPORTUNITY TO THANK EACH AND EVERY ONE OF YOU FOR TAKING YOUR VALUABLE TIME NOT ONLY TO LISTEN TO OUR PLEAS, OUR FACTS AND EVEN OUR EMOTIONS BUT TAKING THE TIME TO REALLY TRULY UNDERSTAND US. NONE OF US HAVE BEEN IN A SITUATION BEFORE TO CLOSE SUCH A NATIONALLY RECOGNIZED RESIDENCY PROGRAM. HOWEVER WITHIN THE DAYS OF THE ANNOUNCEMENT STILL STRUGGLING TO WRAP OUR MINDS OVER WHAT HAPPENED AND HOPING IT WAS A NIGHTMARE WE WILL SOON WAKE UP FROM. AND OUR COMMUNITY ADVOCATED AND YOU CAME TO ANNOUNCE A SPECIAL MEETING OF THE COMMISSIONERS COURT WHICH PROVIDED US A VENUE FOR OUR VOICES AND OUR COMMUNITY'S VOICES TO BE HEARD. LET ME ASSURE THAT YOU YOUR VOICES WERE HEARD. THE OVERWHELMING SUPPORT NOT JUST FOR NURSES, TEXT AND PHYSICIANS ACROSS THE COUNTRY AND OUR PATIENTS, OUR NEIGHBORS AND ALL OF OUR COMMUNITY LEADERS WERE VERY HUMBLING. I NEVER THOUGHT I WOULD HOLD UP THE DRIVE-THRU LINE OF TACO BELL TO EXPLAIN CLOSING THE RESIDENCY TO CASHIERS AND SAW THE WHITE COAT IN THE PASSENGER SEAT AND THEY HAVEN'T GIVEN ME MY TACOS YET SO I HAD NO CHOICE.

THE PLATFORM YOU PROVIDED US, THE SAME ONE I AM SPEAKING UP HERE TODAY AND THE SUPPORT YOU HAVE GIVEN US HAVE HELPED OUR COMMUNITY TO UNDERSTAND NOT ONLY WHAT THIS RESIDENCY PROGRAM HAS DONE FOR THE COASTAL BEND AND THE DEVASTATING EFFECTS THAT THE LOSS OF IT WILL LEAD TO EACH AND EVERY ONE OF US HERE.

OUR GRATITUDE COULDN'T END HERE. WE COULDN'T BE MORE GRATEFUL FOR YOUR WILLINGNESS TO WORK ON OUR SKETD EWELL.

IN THE ER, SECONDS, MINUTES AND HOURS MATTER.

OUR INTERVIEW SEASON IS OVER. OUR APPLICANTS WATCHING FROM THE OUTSIDE. 600 OF THEM TELLING US THAT WE SUCCEEDED, THAT OUR COMMUNITY HAS SUCK SEEDED TO.

TO ALLOW THEM TO BE THE BOARD-CERTIFIED ER DOCTORS OF THE COASTAL BEND. WE WOULDN'T BE ABLE TO FIGHT FOR THIS COMMUNITY WITHOUT ALL OF YOU SEE THEED HERE TODAY.

ON BEHALF OF NOSE 600 APPLICANTS, 36 RESIDENTS, 16 FACULTY, OUR THOUSANDS OF PATIENTS AND EN STIRE COASTAL BEND. THANK YOU.

JUDGE JUDGE THANK YOU, SIR.

[F. PUBLIC COMMENT: This section provides the public the opportunity to address the Commissioners Court on any issues within its jurisdiction. The Commissioners Court may not take formal action on any requests made during the Public Comment period which are not on the Agenda, but can refer such requests to County staff for review if appropriate.]

>>JUDGE SCOTT: WE WILL NOW MOVE INTO THAT PUBLIC COMMENT.

IF YOU HAVE SIGNED UP, YOU WILL HAVE THREE MINUTES.

WE WON'T BE COMMENTING OR ANYTHING.

YOU HAVE THREE MINUTES TO SPEAK. AND I WILL ASK THAT YOU KEEP YOUR CLAPPING OR ANY NOISE OR ANYTHING DOWN DURING PUBLIC COMMENT OR ANYTHING. FIRST PERSON SIGNED UP IS VERONICA WILSON. IF YOU WILL STATE YOUR NAME AND ADDRESS. I THINK YOU PROBABLY HAVE IT

DOWN NOW. >> GOOD MORNING, JUDGE.

GOOD MORNING COMMISSIONERS HERE AND AWAY.

I'M VERONICA WILSON AND I LIVED IN CORPUS CHRISTI MY WHOLE LIFE.

12 2 19TH STREET, I GREW UP ACROSS FROM THE BIG EMPTY SPACE THAT WAS MEMORIAL HOSPITAL. MY HUSBAND, DR. DAVID WILSON, WAS A MEMBER OF THE NUECES COUNTY MEDICAL FOUNDATION BOARD, A NONPROFIT THAT WAS THEN RESPONSIBLE FOR THE OVERSIGHT OF THE MEDICAL EDUCATION PROGRAM. UNTIL SPOHN MEMORIAL -- SPOHN TOOK OVER MEMORIAL AND ASSUMED THE RESPONSIBILITY OF THE RESIDENCY PROGRAM AROUND 1996. HERE A BIG OL' EMPTY LOT AND 50 DOCTORS WE ARE ABOUT TO LOSE. IN DIFFERENT MEETINGS OVER THE WEEKS, I HAVE LISTENED TO MR. GRANODO AND COMMISSIONER CHESNEY ASK FOR SUGGESTIONS OF SOLUTIONS TO THE PROBLEMS. AND HERE IS MINE. IN THE LONG-RUN.

.RESIDENCY PROGRAM SHOULD NOT BE IN THE HANDS OF ANY ONE HOSPITAL SITUATION. WE NEED TO STABILIZE THE SITUATION. FIND ANOTHER HOSPITAL TO TAKE IT AND SPOHN TO HOLD ON TO IT A LITTLE LONGER TO KEEP EVERYONE

[00:25:05]

WORKING AND RESIDENCY EFFORT SAFE AND SECURE.

OUR LONG-TERM SOLUTION IS TO CREATE A MEDICAL SCHOOL IN CORPUS CHRISTI. WE NEED A COMMITTEE OF LOCAL DOCTORS TO SPEAK TO EACH UNIVERSITY PRESIDENT TO SEE WHO WANTS TO CREATE A CREATIVE PLAN FOR OUR SCHOOL.

ONCE WE HAVE A BIG HOSPITAL SYSTEM.

SCHOOL SYSTEM. TEXAS A&M.

TEXAS TECH, WE NEED A NEW MEDICAL SCHOOL AND SPOHN SHORELINE AND BAY AREA MEDICAL CENTER FOR ROTATION HOSPITAL.

SITE IT AT THE MEMORIAL CENTER LAND.

IT IS STILL EMPTY. CREATE A BUILDING FOR THE FIRST YEAR. WE HAVE MUCH OF THE INFRASTRUCTURE TO PROVIDE CLINICAL TRAINING TO THIRD AND FOURTH-YEAR STUDENTS ALIGN THIRD-YEAR STUDENTS TEN WEEKS OF OBGYN, PEDIATRICS AND FOURTH YEAR DO YOU GO SPECIAL ROTATION.

TRAUMA, PEDIATRICS. AND MANY OF THE CORE ROTATIONS ARE ALREADY IN PLACE. WE NEED TO GET ONE OF OUR GREAT TEXAS UNIVERSITY PROS TO SUPPORT THE FOUNDATION OF THE MEDICAL TRAINING FOR YEARS ONE AND TWO. THE MONEY IS AVAILABLE THROUGH THE PERMANENT UNIVERSITY FUND WHICH BUILDS, CONSTRUCTS THESE BUILDINGS FOR UT AND TEXAS A&M. THE VERY IDEA OF SHUTTING DOWN OUR RESIDENCY PROGRAM IS PETTY, SHORTSIGHTED AND SMALL BUSINESS, AND I AM GLAD YOU AGREE. FOR AN OPPORTUNITY TO DO SOMETHING MUCH BIGGER. CREATE NEW EMPLOYEES AND SOLVE THIS BUSINESS, SORRY BUSINESS. AND TURN WHAT IS MEANT FOR OUR DESTRUCTION TO GOOD. A FELLOWSHIP IS NOT A RESIDENCY.

HAVE A GOOD DAY [APPLAUSE]

>>JUDGE SCOTT: I AM SORRY, BUT PLEASE KEEP CAN CLAPPING.

YOU CAN'T CLOP DURING COMMENTS. THANK YOU.

LIONEL LOPEZ, STATE YOUR NAME AND ADDRESS.

>> LIONEL LOPEZ, 4325 CORPUS CHRISTI.

I'M HERE -- I WORK WITH SOUTH TEXAS COLONIAS INITIALS TIFFS.

A -- INITIATIVES.

I'M HERE ON BEHALF OF THE RESIDENCE OF THE COLONIAS.

WE HAVE MANY, MANY PROBLEMS IN THE COLONIAS.

A WEEK BEFORE LAST, WORKSHOP AT THE COLONIAS MEETINGS IN ROBS TOWN. AND I MENTIONED TO THE -- TO THE COMMISSIONERS THAT ATTEND REGULARLY AT THE CALDERON BUILDING THAT IF JOHN MARE RE WAS WORKING WITH SOUTH TEXAS WATER AUTHORITY. AND THEY GOT A LITTLE PERTURBED.

AND THEY SAID THAT WASN'T THE PLACE TO -- TO DISCUSS IT.

I SAID IF A COLONIAS MEETING IS NOT A PLACE TO DISCUSS THAT, WHERE WAS A PLACE. SO THEY INVITED ME TO COME OVER HERE. BUT SOUTH TEXAS WATER AUTHORITY HAS A LOT OF WATER IN THE COLONIAS.

IT IS EXPENSIVE TO HAVE POTABLE WATER AND THE COLONIAS RESIDENTS HAVE TO PAY FOR THAT. IT IS BEYOND ME THAT THE COMMISSIONER WOULD BE WORKING FOR SOUTH TEXAS WATER AUTHORITY.

IT REALLY IS DISTURBING THAT A COMMISSIONER WOULD BE WORKING THERE AND WORKING HERE AT THE SAME TIME.

I -- IT -- IT IS UNTHINKABLE, BECAUSE FOR ABOUT EIGHT YEARS, I HAVE BEEN TRYING TO PUT FIRE HYDRANTS IN THE SCHOOLS IN BANQUETE. THE COMMISSIONERS -- THE THREE COMMISSIONERS WHO ARE HERE HAVEN'T EVEN HAD -- BOTHERED TO LOOK AT THOSE HYDRANTS AND -- AND SOUTH TEXAS WATER AUTHORITY PUT THOSE -- WHAT I THOUGHT WERE HYDRANTS FOR A LONG TIME.

WELL, CERRATOR, THE LADIES THAT USED TO RUN THAT, THE LADIES THAT MR. MAREZ TOOK THE PLACE UP TOLD ME THEY WERE FLUSH VOWS.

[00:30:15]

>>JUDGE SCOTT: SORRY, SIR. YOUR TIME HAS LIMITED OUT.

THANK YOU. >>COMMISSIONER MAREZ: JENNY, I WOULD LIKE THE COUNTY ATTORNEY TO WEIGH IN ON THIS ISSUE.

IT HAS BEEN ADDRESSED ALREADY. DO WE NOT HAVE A TEXAS ATTORNEY GENERAL OPINION ON THIS. I NEED FOR YOU TO WEIGH IN ON THIS ITEM. IT IS CONCERNING.

I MEAN -- >> WE CAN GO BACK AND LOCATE THAT AND FORWARD IT BACK TO YOU, COMMISSIONER.

YES, WE DID LOOK AT THIS ISSUE. WE GAVE YOU A FINDINGS AT THE TIME. BUT I THINK THE ATTORNEY GENERAL OPINION IS THE ONE THAT YOU WILL WANT WHERE, I BELIEVE, THEY SAID THIS IS NOT A CONFLICT AS FAR AS -- BECAUSE YOU DON'T HAVE THE AUTHORITY OVER CERTAIN THINGS AT THE WATER DISTRICT, IF I AM NOT MISTAKEN. YOUR ROLE THERE IS NOT ONE OF BEING IN CONTROL-CONTROL. CORRECT.

>>COMMISSIONER MAREZ: YES. AND IT IS A CONTRACT.

AND I HAVE A FILED DISCLOSURES. >>COMMISSIONER GONZALEZ: WE ARE

NOT SUPPOSED TO RESPOND. >>COMMISSIONER MAREZ: FOR THE WORK WE ARE WE ARE DOING AND SOMEBODY IS DROPPING A BOMB.

>>>JUDGE SCOTT: THE ONLY REASON SHE IS ALLOWED TO TALK ABOUT IT.

OTHERWISE SHE WOULD NOT BE ABLE TO COME UP JUST FOR CLARIFICATION FOR THE REST OF YOU HERE.

MOVING ON TO PERSON NUMBER 3, DR. MICHAEL BRIDDEEUR.

I ALWAYS GET THAT WRONG. >> THAT'S OKAY.

GOOD MORNING, I'M MIC MICHAEL BRODEUR, 1517 29 IN ESCAPADE. I AM A BOARD DOCTOR WITH SHORELINE WHERE I TEACH FUTURE E.R. DOCTORS OF THE COASTAL BEND. HEY, GUYS.

I WANT TO HIGHLIGHT THE DIFFERENCES BETWEEN A RESIDENCY PROGRAM AND A FELLOWSHIP. THE CONTRACT WITH SPOHN.

THE CONTRACT STIPULATES FOR DAMAGE WAS MEDICAL EDUCATION THAT, QUOTE, DURING THE TERM OF THIS WILL HAVE TWO GRADUATE EDUCATION PROGRAM IN MEDICAL SPELLINGS TEASE APPROPRIATE TO COMMUNITY NEED WITH COMPREHENSIVE RESIDENCE TRAINING APPEAR TABLE TO SUCH NUMBERS. THIS SPECIFIES RESIDENT TRAINING. RESIDENT TRAINING IS NOT FELLOWSHIP TRAINING. SPOHN WILL HAVE YOU BELIEVE OTHERWISE AND CLAIM THAT THE ONE RESIDENT PER YEAR ACREATED CREDITED FELLOWSHIP COUNTS AS RESIDENT TRAINING.

I BELIEVE THEY ARE SORELY MISTAKEN.

THE GOVERNING BODY IS THE ACGME. PUB HUSHED A 44-PAGE DOCUMENT REVISED IN LAST YEAR AND EFFECTIVE JULY 1 OF THIS YEAR TIGHTLED 234U8ACGME COMMON PROGRAMS REQUIREMENTS AND FELLOWSHIP. THESE ARE THE LAWS THAT RELATE TO ACCREDITED FELLOWSHIP. PAGE 1 UNDER THE DEFENSE DAYSES, THEY MAKE A DIFFERENCE BETWEEN RESIDENTS AND FELLOWS.

THERE ARE TWO TRAINING PROGRAMS HERE.

PAGE TWO OF THE FELLOWSHIP LAW, IT IS TO AUTO A ARE ADVANCED MEDICAL TRAINING. AND FOR PHYSICIANS THAT WANT TO ENTER MORE SPECIALIZED PRACTICE. FELLOWSHIP TRAINING IS NOT RESIDENT TRAINING. THEY CONTINUE ON, QUOTE, THE PRIOR EXPERTISE OF FELLOWS OF PHYSICIANS ENTERING RESIDENCY, END QUOTE. FELLOWS ARE NOT RESIDENTS.

WITHIN THE FIRST THREE PAGES FOUR INCIDENTS WHERE FELLOWS UNDERGOING RESIDENCE TRAINING. YOU CANNOT FIND AN INCIDENT WHERE FELLOWS ARE EQUATED WITH RESIDENTS IN THIS DOCUMENT.

AND YOU FIND MANY INSTANCE WHERE THEY ARE DISTINGUISHED.

YESTERDAY DURING THE BOARD MEETING, ONE OF THE SPOHN'S LAWYERS READ FROM A DOCUMENT HOW CMS TREATS FELLOWS TRYING TO MAKE THE.THEY ARE THE SAME AS RESIDENTS.

FROM A BILLING STANDPOINT, FELLOWS AND RESIDENTS DO IN THE SAME WAY. THEY ARE THE AUTHORITY WHEN IT COMES TO ACCREDITING RESIDENCY IN FELLOWSHIPS AND THE AGCME DETERMINE THE DEFINITION. BOTH FELLOWSHIPS AND RESIDENCIES ARE CRUCIAL BUTTER IN NOT THE TAME.

THEY RECOGNIZE THAT. I RECOGNIZE THAT.

AND THE LAYPERSON RECOGNIZE AS THAT.

I HOPE THAT SPOHN COMES TO RECOGNIZE THAT AS WELL.

THANK YOU. >>JUDGE SCOTT: DR. ITALITA.

[00:35:07]

OH, YOU SPOKE. YOU DON'T NEED TO SPEAK AGAIN.

MARCUS HOSE. >> MARCUS HAAS, DRIFTWOOD PLACE IN CORPUS CHRISTI. NOT OFTEN THAT YOU GET AN OPPORTUNITY TO TALK TO THE COMMISSIONERS COURT AFTER THEY HAVE ALREADY SAID THEY WERE GOING TO DO WHAT YOU WANT.

[LAUGHTER] I JUST -- I GUESS I WANT TO THANK YOU BUT I DO THINK THERE ARE SOME THINGS THAT HAVE COME OUT. DOCTOR, THAT REALLY, REALLY BODE WELL OUR TEMPERATURE RESIDENCY PROGRAM.

AND I -- I WOULD LIKE SOMEBODY TO -- I ALWAYS HAD A CONVERSATION ABOUT GETTING A -- GETTING SOME INFORMATION ABOUT WHO IS MAKING THE DECISIONS UP THE FOOD CHAIN.

BUT WE CAN HAVE SOME PEOPLE TO CALL AND VOICE OUR SUPPORT FROM

THE -- FROM THE PROLETIRATE. >>JUDGE SCOTT: THANK YOU, M MR. HHAAS. GAVE GILMORE.

>> DAVID GILMORE, RANCHO VISTA BOULEVARD.

I'M HERE TO TALK TO 34923. FOR YOUR SOLID WASTE AND DISPOSAL SERVICES. I HAD A COUPLE OF ISSUES.

ONE IS WITH THE BIDDING PROCESS. WE WENT TO DO A SEALED BID.

AND THE COMPANY THAT RECEIVED -- THAT HAD THE LOWEST BID DID NOT PROVIDE THE PROPER DOCUMENTS, THE REQUIRED DOCUMENTS.

THE DEFINITION OF "REQUIRED" COMPULSORY, MANDATORY.

SO THEY DIDN'T HAVE THE REQUIRED DOCUMENTS.

THEY WERE TOLD THEY CAN ADD THOSE AT A LATER DATE WHICH IS CONFUSING TO ME, BUT THAT HAPPENED.

SO I DECIDED THEY ARE THE LOWEST BIDDER, I DECIDED WHY ARE THEY LOWER THAN US. CURRENT HAULER AND I SAID I WILL TAKE PICTURES OF THE BUILDING -- THE CONTAINER ON-SITE.

THE ONE CONTAINER, THE COMPACTOR AND SEPTEMBER IT TO YOU TO REVIEW. IF YOU CHECK YOUR E-MAILS.

JUST ON THAT CONTAINER, ONE, OSHA VIOLATIONS.

IT OPERATES WHERE THE DOOR IS OPEN, THE COMPACTOR.

YOU HAVE A LEAK HON THE BACK THAT IS DRAINING OUT INTO THE SEWER. ANOTHER VIOLATION.

CITY VIOLATION. YOU GOT HYDRAULIC OIL ON THE GROUND. NEVER BEEN CLEANED UP.

I SPOKE TO THE PEOPLE WHO LOAD THE CONTAINER AND THEY TELL ME THE CONTAINER HAS NEVER BEEN CLEANED.

PER THE CONTRACT, IT IS SUPPOSED TO BE CLEAN.

WE HAVE A RECYCLE CONTAINER NEXT TO IT.

NICE CLEAN, THEY DON'T WANT TO APPROACH THE DIRTY AND PUT IT IN THE RECYCLE CENTER COSTING YOU CONTAMINATION FEES.

THERE GOES YOUR MONEY UP AGAIN. ALL THESE THINGS ADDED UP IS COSTING YOU GUYS MONEY TO SAVE A DOLLAR, YOU ARE SPENDING A DOLLAR -- SPEND A DOLLAR, SAVE A DIME.

THEY ARE CHEAPER THAN US, BUT I WANT YOU TO MAKE AN INFORMED DECISION LIKE THE GENTLEMAN THAT DID THE PRAYER AT THE BEGINNING.

WE WANT TO YOU MAKE THE BEST DECISIONS FOR THE PEOPLE AT THE COMMUNITY. I WANTED TO BE HERE TODAY TO INFORM YOU THAT THERE IS A WHY THINGS ARE CHEAPER OUT THERE.

I DON'T BUY MY SHOES AT WALMART. I CAN PUT IT THERE, BUT I GET A BETTER SHOE THAT WILL LAST A LITTLE LONGER AND WILLING TO PAY MORE FOR THE CORRECT SERVICE. A $900 DIFFERENCE A LOT.

DOESN'T SEEM LIKE A LOT, BUT WHEN WE ASKED TO GET CONFIRMATION ON THE TONNAGE REPORT.

THIS IS INSTANT. WE HAVE SYSTEMS IN PLACE THAT ARE INSTANT. YOU WILL HAVE A DEDICATED ACCOUNT MANAGER FOR YOUR ACCOUNT.

THINGS CHANGE OVER TIME. THIS ISN'T THE SAME.

YOUR TRASH IS NOT THE SAME EVERY YEAR, EVERY MONTH.

WE HAVE AN ACCOUNT MANAGER DO A BLUEPRINT WASTE ASSESSMENT.

THOSE COMPACTORS ARE DESIGNED TO HOLD TEN TONS.

HAULING IT AT FOUR TONS. NO ONE BROUGHT IT TO YOUR ATTENTION. A CONTAINER TO LOOK AT.

THERE IS A DIFFERENCE. I THANK YOU FOR TAKING THE TIME

TO LISTEN TO ME TODAY. >>>JUDGE SCOTT: THANK YOU.

DR. MICHAEL HARBIN. >> I INITIALLY SIGNED UP FOR PUBLIC COMMENT BUT IN LIGHT OF YOUR RECENT VOTING --

>>JUDGE SCOTT: OKAY, I WILL MARK YOU OFF.

THANK YOU. DELORES RAVEN.

>> GOOD MORNING, ANY NAME IS DELORES RABIY.

321 SEASIDE DRIVE, CORPUS CHRISTI.

I WANT TO TAKE A MOMENT TO LIFT UP OUR LORD AAND SAVIOR JESUS CHRIST. AND THANK YOU FOR THE OPPORTUNITY TO SPEAK. SO I JUST WANT TO SAY A PRAYER,

[00:40:02]

OUR FATHER WHO IS IN HEAVEN, HOLY BE THY NAME.

YOUR KINGDOM COME HERE ON THIS EARTH AS IN HEAVEN, HERE IN THIS COURTROOM, HERE IN THIS COMMUNITY, HERE IN THIS CITY, LORD, WE LIFT YOU UP AND GIVE YOU GLORY AND HONOR AND PRAISE AND WE WANT YOU TO BE HONORED, LORD, IN THIS CITY, IN THIS COUNTY, LORD, IN THIS COURT ROOM.

I THANK YOU FOR WISDOM, LORD, THAT YOU PROVIDE TO OUR COMMISSIONERS, LORD, AND OUR JUDGE.

I THANK YOU, LORD, FOR MOVING OUR HEARTS TO HONOR YOU AND GLARE PHI YOU, LORD. AND I PRAY, LORD, THAT YOU HELP US TO RESIST THE EVIL ONE. AND PROTECT US FROM HIM.

AND HIS WAYS AND HIS -- IS INFLUENCE, LORD, OVER OUR LIVES.

AND I JUST GIVE YOU ALL THE GLORY AND ALL THE PRAISE IN

JESUS'S NAME I PRAY, AMEN. >>JUDGE SCOTT: AMEN.

THANK YOU. ANYONE ELSE WHO WISHES TO DO PUBLIC COMMENT THAT DIDN'T HAVE AN OPPORTUNITY TO SIGN UP? IF NOT, THEN I WILL TURN THIS OVER TO TERESA.

I AM -- SINCE THE DOCTOR IRARE HERE, IF YOU WILL WAIT, COMMISSIONER CHESNEY DID ASK ME TO BRING UP 3-A-15 SINCE YOU ARE HERE BEFORE YOU ALL LEAVE. AND THAT IS TO RECEIVE AN UPDATE REGARDING CHRISTUS SPOHN AND THE DECISION TO DECIMATE THE EMERGENCY MEDICAL COMMUNITY IN NUECES COUNTY AND THE EFFECTS ON OUR CITIZENS AND ALL RELATED MATTERS.

>>COMMISSIONER GONZALEZ: 3-A-15, JUDGE?

>>JUDGE SCOTT: YES, 3-A-15 AND GET THIS BEFORE YOU LEAVE AND GET YOU BACK TO WORK. WE APPRECIATE WHAT YOU DO.

WE DON'T WANT TO HOLD YOU HERE SO LONG.

COMMISSIONER CHESNEY. >>COMMISSIONER CHESNEY: THAT WILL BE VERY QUICK -- EXCUSE ME. VERY QUICK.

THE HOSPITAL DISTRICT MET YESTERDAY AND I WANTED TO LET THE COURT KNOW WHAT HAPPENED THERE.

THE SPOHN CE RGZ -- CEO AND SEEMED TO HAVE CONVERSATIONS WITH THE HOSPITAL DISTRICT ABOUT THE MATTER.

I THINK THAT IS A SEMI POSITIVE ACTION.

AND I AM HOPING THAT DOES HAPPEN.

MY UNDERSTANDING IS THAT MEETING IS SUPPOSED TO HAPPEN THIS WEEK.

I THINK IT IS NOW IN THE HANDS OF THE HOSPITAL DISTRICT AND SPOHN, JUDGE, AND I THINK IT WILL BE BEST SUITED FOR THEM TO MEET AND TRY TO FIGURE OUT WHAT THEY CAN DO.

I DO KNOW THERE ARE OTHER INTERESTED PARTIES.

IF SPOHN IS NOT INTERESTED IN KEEPING THE PROGRAM.

THEY ARE INTERESTED IN KEEPING 9 PROGRAM AND ENCOURAGING TO ME.

AND I JUST WANT TO MAKE SURE THAT THE COURT CONTINUES TO BE AWARE OF THE TIMINGNESS OF THIS. THE 600 ATHLETES ARE WAITING TO HEAR WHETHER OR NOT THEY ARE GOING TO HAVE THE OPPORTUNITY TO INTERVIEW THIS YEAR. WE ARE DEFINITELY AN A CRUCIAL TIME FRAME. ANYONE OBJECT THE COURT, ANY OTHER ELECTED OFFICIAL, CAN WEIGH IN WITH THE HOSPITAL DISTRICT DISTRICT AND SPOHN, THAT WILL BE APPRECIATED IN A VERY RESPECTFUL MANNER. I THINK THE HOSPITAL DISTRICT CLEARLY ARTICULATED THEY ARE VERY, VERY INTERESTED IN HELPING THIS PROGRAM FINANCIALLY YESTERDAY AND THAT WAS GOOD TO HEAR AS WELL, BECAUSE THIS WILL AFFECT THE INDIGENT CARE IN OUR COMMUNITY AND THAT IS WHAT THE HOSPITAL DISTRICT IS CHARGED WITH. WILL AFFECT MANY INCLUDING THE COMMUNITY AND EVERYBODY WILL DO IT.

I THINK THOSE MEETINGS WILL HAPPEN THIS WEEK IS WHAT I HAVE BEEN TOLD CERTAINLY WANT TO CHECK IN.

MANY DOCTORS WERE HERE. I APPRECIATE MR. MAREZ BEING HERE. I KNOW JUDGE SCOTT WAS HERE YESTERDAY AS WELL. WE DON'T KNOW WHAT THE ISSUE IS ON QUORUM. SHE TOOK -- LEFT THE ROOM WHEN COMMISSIONER MAREZ AND I WAS IN THERE.

I DON'T THINK IT WAS A QUORUM VIOLATION.

AND THEY ARE VERY INTERESTED IN MAKING SURE OUR COMMUNITY IS SERVED. I DON'T HAVE ANYTHING NEW OTHER THAN THAT. I AM HOPING THE HOSPITAL DISTRICT. THAT WE WILL MEET AND LET US KNOW WHAT IS GOING ON. I THINK WHEN THOSE PEOPLE MEET, THAT IS WHERE THE DOCTORS NEED TO GO.

WE AS A COURT HAVE APPROPRIATELY PUT THIS OUT TO THE PUBLIC VENUE WITH ISSUES LIKE THIS. BUT SEEMS TO BE BETWEEN THE HOSPITAL DISTRICT DISTRICT AND THE SPOHN.

THAT IS NOT TO SAY I WON'T BE WATCHING, CHECKING IN, DOING EVERYTHING I CAN TO KEEP THAT BALL -- KEEP THAT TRAIN ON THE TRACK. AND SO I THINK WE HAVE MADE PROGRESS IN A SHORT PERIOD OF TIME.

WE CARE WHAT GOES ON WITH THIS COMMUNITY, THIS COMMISSIONERS COURT. AND APPRECIATE THE TIME TO GET THIS ROLLING. I DON'T THINK WITHOUT THAT INITIAL MEETING THAT THE COURT ALLOWED US TO HAVE -- THE JUDGE ALLOWED US TO HAVE WE WOULD BE ANYWHERE ON THIS ISSUE AND I

[00:45:03]

THINK HOLDING OUT A LOT OF HOPE THAT WE WILL MAKE PROGRESS.

THANK YOU, JUDGE, I APPRECIATE IT.

DON'T HAVE ANYTHING NEW IF THE DOCTORS OR COMMISSIONER MAREZ WANT TO ADD. I DIDN'T WANT THEM TO SIT FOR AN ITEM THAT DIDN'T HAVE MUCH SUBSTANCE THAN AN UPDATE THAT WE

HAD YESTERDAY. >>JUDGE SCOTT: THANK YOU.

DO ANY OF THE COMMISSIONERS WISH -- COMMISSIONER MAREZ.

>>COMMISSIONER MAREZ: THANK YOU FOR CREATING THAT COMMITTEE IN SUCH A SHORT NOTICE THAT WE HAD TO CALL A MEETING TO SPEAK ON THIS ISSUE. TALK ABOUT POWER OF THE PEOPLE.

YOU HAVE A BUNCH OF WHITE COATS WALK IN THE ROOM, YOU STOP THE CONVERSATION AND ALL THE FOCUS AND ATTENTION IS ON YOU.

WE HEARD ONE OF YOUR KIDS LAST WEEK TALK OF SUPERHEROES.

YOU TRULY ARE. THIS HOW PUBLIC CAN GET INVOLVED POSITIVELY TO CREATE CHANGE AND CREATE ADVOCACY AND YOU DO THAT ALL THE TIME FOR YOUR PATIENTS.

AND SOMETIMES, RIGHT, YOU GOT TO DO IT FOR YOURSELF.

YOU AND ALL THOSE HERE FOR THE PREVIOUS MEETINGS.

THANK YOU FOR YOUR INSIGHT. WE HAVE SEEN EACH OTHER QUITE A LOT. I MENTIONED TO YOU EARLIER TAKING THE TO HE TOE THAT I HAD TO PAY A CO-PAY.

I FEEL OBLIGATED TO DO THAT BECAUSE I AM SEEING SO MANY DOCTORS RIGHT NOW. I WILL TELL MY REGULAR PHYSICIANS THAT I WON'T NEED TO SEE THEM FOR A WHILE.

THIS IS NOT OVER. WE NEED TO BE VIMG LAND.

PROVIDE OVERSIGHT. ALL OF US CONNECTED.

THIS IS A STEP IN THE RIGHT DIRECTION THAT THERE IS A WILLING CONTINUES TO HAVE THIS DIALOGUE DISCUSSED FURTHER AND EXPLORE WHAT ARE THE OPTIONS. I DON'T THINK IT IS A MATTER OF "IF" WE ARE GOING TO KEEP IT. IT IS "WHERE." THIS COMMUNITY IS FULL ON IN SUPPORT OF THIS.

SO PLEASE CONTINUE TO CONTACT US, REACH OUT TO US.

WE WILL HAVE, I AM SURE, PERIODIC UPDATES.

THE COMMITTEE WE HAD, I AM SURE, WILL PLAN ANOTHER MEETING SOON.

AND WE WILL CONTINUE THAT ENGAGEMENT WITH THE DOCTORS, WITH THE COURT, THE HOSPITAL DISTRICT AND, OF COURSE, THE OUTSIDE CON STITCH TWHAENTS WERE PART OF THIS URBAN AND OTHERS.

THANK YOU ALL FOR BEING HERE TODAY.

THANK YOU -- >>JUDGE SCOTT: ANYBODY ELSE?

>>COMMISSIONER CHESNEY: JUDGE, I WAS GOING TO ASK IF SOMEBODY CAN PRESCRIBE ME A Z-PACK, I WOULD APPRECIATE IT.

THANK YOU ALL FOR BEING HERE. >>COMMISSIONER HERNANDEZ: EXCUSE ME, JUDGE, I DO HAVE SOMETHING TO SAY.

>>JUDGE SCOTT: COMMISSIONER HERNANDEZ.

>>COMMISSIONER HERNANDEZ: CONCERNING SPOHN.

I USED TO WORK AT SPOHN WHEN IT WAS ONLY FIVE FLOORS.

AT THAT TIME THEY WERE MAKING PLANS TO RAISE IT TO TEN FLOORS.

AND SPOHN HAS ALWAYS -- ALWAYS BEEN ACTIVE IN THE COMMUNITY.

BUT IT IS GOING TO TAKE OUR FRIENDS AND NEIGHBORS TO GET INVOLVED, BECAUSE WHEN SPOHN TOOK -- TOOK THE RESPONSIBILITY OF INDIGENT CARE, OKAY, I THINK THEY NEED TO STAND WITH THAT.

AND WE NEED THE DOCTORS HERE. I PERSONALLY HAD TO DRIVE TO VICTORIA OR HOUSTON TO TAKE MY WIFE TO SEE A SPECIALIST.

WE DO NEED THE DOCTORS HERE AND WE NEED THE ATTENTION IN THE EMERGENCY ROOM AREA. WITH THAT, YOU GUYS ARE DOING GREAT WORK. THANK YOU.

DON'T STOP NOW. >>JUDGE SCOTT: THANK YOU.

I AM SURE YOU ARE MORE THAN WELCOME TO STAY, BUT IN ORDER FOR YOU TO GET OUT OF HERE AND FOR US TO MOVE FORWARD, WE CAN

-- THE OTHER COMMISSIONERS -- >>COMMISSIONER GONZALEZ: LET ME JUST SAY. COMMISSIONER HERNANDEZ BROUGHT IT UP -- A GOOD. YOU KNOW, I SUPPORT -- TOTALLY SUPPORT THE RESIDENCY PROGRAM, BUT WHETHER WE HAVE IT OR NOT, I THINK OUR MISSION SHOULD TO BE BRING DOCTORS TO NUECES COUNTY, ESPECIALLY -- ESPECIALLY DOCTORS.

BECAUSE I GOT TO TAKE MY WIFE TO AUSTIN JUST TO GO SEE A NEUROLOGIST BECAUSE WE DON'T HAVE GOOD NEUROLOGISTS HERE IN CORPUS CHRISTI. WE HAVE SOME AND NOT A SPECIALIST ON PARKINSON'S AND OTHER THINGS.

MY CONCERN IS BRINGING SPECIALISTS TO NUECES COUNTY FOR AT BRAIN, FOR PARKINSON'S, FOR THE HIPS, OR OTHER MAJOR, MAJOR MEDICINES, OTHER MAJOR -- THAT WE NEED TO TAKE CARE OF OUR FAMILY. FAMILY MEDICINE.

THAT IS MY -- MY CONCERN IS THAT THE RESIDENCY.

MAYBE A REPLACEMENT FOR THE RESIDENCY THAT WILL MAKE TWICE AS BETTER. MAYBE NOT.

BUT IT IS SOMETHING THAT IS ON THE TABLE NOW FOR THE NUECES COUNTY HOSPITAL DISTRICT. AND ALSO SPOHN TO -- TO GO TO THE TABLE TO SAY, WHERE DO WE GO FROM HERE.

HOW DO WE HANDLE IT, HOW DO WE DO.

WHO IS GOING TO SPEND MONEY. WHO IS NOT GOING TO SPEND MONEY.

[00:50:03]

WE ARE ASKING SPOHN TO SPEND OVER $2 MILLION, $3 MILLION.

IF WE ARE GOING TO COMPLAIN ABOUT IT, WE NEED TO PUT MONEY ON THE TABLE TOO. IF NUECES COUNTY WANTS TO COMPLAIN ABOUT IT, PUT MONEY ON THE TABLE.

COMPLAINING OF THE NORTH BEACH, WE PUT MONEY ON THE TABLE, $4 MILLION. COMPLAIN OF THE BRIDGE, WE CAN'T BECAUSE PUT $12 MILLION. WE CAN COMPLAIN OF THOSE THINGS BECAUSE WE HAVE MONEY -- MONEY ON THE TABLE.

FOR US TO COMPLAIN AND TELL SOMEBODY YOU HAVE TO DO IT THIS WAY, I DON'T THINK IT IS RIGHT FOR US TO DO THAT, BUT LI LIKE BOLERO, THEY REDUCE 100 PEOPLE TOMORROW.

IS IT OUR JOB TO DO A SOLUTION TO TELL VALERO THAT YOU HAVE TO HAIR THEM. WHERE DO I STOP.

I AM JUST SAYING RIGHT NOW WE ARE IN THE RIGHT PLACE AS WE ARE SUPPOSED TO BE. THE HOSPITAL DISTRICT AND SPOHN.

HOPEFULLY THEY CAN COME TOGETHER AND WORK SOMETHING OUT ARE, OUR RESIDENCY OR SOMETHING ELSE. I DON'T KNOW WHAT IT IS.

BUT WE GOT TO WORK IT OUT SOMEHOW.

AND IT IS SOMETHING THAT EVERYBODY HAS GOT TOGETHER AND AGREE ON SOMETHING THAT WILL BENEFIT THE COMMUNITY, NOT JUST SPOHN. NOT JUST THE DOCTORS, NOT JUST WHATEVER WHATEVER, BUT WILL FIT OUR COMMUNITY.

THE INDIGENT CARE IS ONE OF OUR BIGGEST CONCERN AND ONE OF THE BIGGEST THINGS IS INDIGENT CARE. SPOHN IS VERY GENEROUS WITH INDIGENT CARE WHEN WE FOR DOWN THE MEMORIAL HOSPITAL.

SO WE GAVE SOMETHING FOR SOMETHING.

WE DIDN'T JUST TEAR IT DOWN AND DID NOTHING.

THEY BUILT THE CLINIC. SO, AGAIN, I WANT TO SAY HOPEFULLY THIS THING CAN BE WORKED OUT.

AND -- BUT I STRONGLY BELIEVE WHEN I GO TO THE ER, I DON'T LIKE TO WAIT EITHER. AND SOME OF THE THINGS I LIKE TO DEAL WITH. AND WORK THINGS OUT.

THANK YOU, HAVE A GREAT DAY AND GOD BLESS.

[2. CONSENT AGENDA: The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.]

>>JUDGE SCOTT: THANK YOU FOR BEING HERE, ALL OF YOU.

WHILE THEY ARE MOVING OUT, IF ANY OF YOU HAVE ANY ITEMS FROM THE CONSENT AGENDA YOU WANT TO PULL FOR FURTHER DISCUSSION.

IF YOU CAN LOOK AT THOSE, COMMISSIONERS.

WE HAD TO REPRINT BECAUSE WE STAMPED KARA'S UPSIDE DOWN.

WE WERE IN A HURRY AND WE PUNCHED IT ON THERE.

YES, JUST A REPRINT. IF YOU CAN LOOK AT YOUR CONSENT AGENDA. IF YOU HAVE ANY ITEMS THAT YOU WISH TO PULL FOR ANY DISCUSSION, IF YOU WOULD LET ME KNOW WHAT THOSE ARE. OTHERWISE, I WILL ACCEPT A MOTION TO PASS THE CONSENT AGE

AGENDA. >>COMMISSIONER CHESNEY: SO

MOVED. >> SECOND.

>>COMMISSIONER GONZALEZ: I WOULD LIKE TO PULL G I FORGOT WHICH ONE IT WAS. BUT I WOULD LIKE TO TALK

ABOUT G. >>>JUDGE SCOTT: JUST G? BRENT, YOU WANT TO AMEND YOUR MOTION EXCLUDING PIE TIM G FOR

FURTHER DISCUSSION? >>COMMISSIONER CHESNEY: YES,

MA'AM -- >>JUDGE SCOTT: COMMISSIONER MAREZ, YOUR SECOND. A MOTION AND A SECOND TO PASS THE CONSENT AGENDA EXCLUDING ITEM G.

[G. Accept for record purposes, the executed lease agreements for FY 2023-2024 at the Nueces County Airport: 1. Hangar M-4 - Mark Thomas 2. Hangar M-5 - Jim Albert 3. Hangar T-3 - Mark Thomas 4. ALL IN FAVOR, SAY AYE. OY OPPOSED, SAME SIGN.

AND THEN COMMISSIONER GONZALEZ, ITEM G ON THE AIRPORT LEASES.

>>COMMISSIONER GONZALEZ: AGAIN, I THINK WE TALKED ABOUT THIS SEVERAL TIMES. WHEN IT COMES TO THE ONLY ITEMS LIKE THIS, I THINK WE NEED TO PUT THE AMOUNTS -- THERE MAY BE A BACK-UP TO IT, BUT SOMETIMES WE GET THE DRAFT FIRST AND WE HAVE TO WAIT FOR THE REGULAR AGENDA TO COME OUT.

SO I DON'T THINK IT TAKES MUCH TO PUT THEM OUT HERE ON THE AGENDA SO WE CAN JUST LOOK AT IT AND WE DON'T HAVE TO GO BACK TO THE BACK. AND I THINK SOME OF THIS, TO ME ARE STILL LOW -- STILL LOW, I DON'T KNOW WHY THEY ARE STILL LOW. WHEN YOU PAY $120, $120, YOU KNOW, FOR A HANGER. WHO IS MAKING $1 20.

THE HIGHEST IS $250. I THINK WE NEED TO LOOK AT THIS.

>>JUDGE SCOTT: LOOK AT MAKING CHANGES ON THE RENTAL FEES.

>>COMMISSIONER GONZALEZ: 180, 180, 180.

YOU GO ANYWHERE ELSE, YOU AIN'T GOING TO PAY 180.

>>JUDGE SCOTT: I KNOW A LOT OF PEOPLE CAN GET INTO THERE AS

WELL. >>COMMISSIONER GONZALEZ: WE NEED TO LOOK AT IT AGAIN. I THOUGHT WE HAD DONE IT

ALREADY, BUT MAYBE NOT. >>>JUDGE SCOTT: IS HE ONLINE.

[00:55:04]

JOHN, EVERYBODY FROM THE AIRPORT?

JOHN? >>COMMISSIONER GONZALEZ: WHEN IT IS ON A AGENDA THEY SHOULD BE HERE OR IN ZOOM.

>>>JUDGE SCOTT: I THINK -- >> YES, MA'AM, I'M HERE.

>>JUDGE SCOTT: I THOUGHT YOU WERE THERE.

>> SURE, I -- I FOLLOWED THE SURROUNDING AIRPORTS.

WE ARE IN THE UPPER END OF THE MIDDLE OF PRICE RANGE.

THE TWO AIRPORTS THAT ARE ABOVE US PROVIDE MORE SERVICES AND THEIR TWO HANGARS ARE BIGGER THAN OURS.

SO MY RECOMMENDATION IS, YOU KNOW, COME NEXT YEAR, WE NEED TO RAISE HANGAR RENTS JUST TO KEEP UP.

>>COMMISSIONER GONZALEZ: GIVE US WHAT OTHER OFFER THAT WE DON'T OFFER, YOU KNOW. GIVE US A BREAKDOWN.

>> ARANSAS COUNTY, THEIR HANGAR IS BIGGER RIGHT SIDE 395.

INGLESIDE. $400 -- $435.

CENTEN IS $200. BISHOP IS 10.

ALEX HAS NO T HANGARS. WE ARE IN THE MIDDLE BUT THE

UPPER END OF THE MIDDLE. >>COMMISSIONER GONZALEZ: WHEN YOU SAY THEY OFFER MORE THAN WHAT WE OFFER.

>>JUDGE SCOTT: SPACE IT SOUNDS LIKE.

SPACE. >> 123 HANGARS ARE LARGER.

>>COMMISSIONER GONZALEZ: OFFER SNACKS AND COFFEE AND ALL THAT STUFF. THAT IS A PLUS.

>>COMMISSIONER HERNANDEZ: MR. COX.

>> YES, SIR. >>COMMISSIONER HERNANDEZ: DO YOU NO KNOW THEIR SQUARE FOOTAGE VERSUS OUR SQUARE FOOTAGE.

>> OURS IS ABOUT 1450 I BELIEVE AND THEIRS ARE 1500.

SOME ARE BIGGER. SOME ARE A LITTLE LESS, LIKE 1490. OURS ARE ROUGHLY 42 X 35.

THEIRS ARE 50 X 40, OR 52 X 40. I DIDN'T DO THE MATH ON THAT.

FROM WHAT THEY WERE TELLING ME ON THE PHONE.

OUR HANGARS -- MANY THE SMALLER TWIN CITIES PLANE WILL GET IN

THERE, BUT A TIGHT FIT. >>COMMISSIONER GONZALEZ: MAYBE WE CAN DO AN ASSESSMENT ON THAT --

>>JUDGE SCOTT: EVALUATION. IN THE MEANTIME, A MOTION TO

PASS THIS. >>COMMISSIONER GONZALEZ: SO

MOVED. >>COMMISSIONER HERNANDEZ:

SECOND. >>JUDGE SCOTT: A MOTION TO PASS AND A SECOND. ALL IN FAVOR, SAY AYE.

ANY OPPOSED, SAME SIGN. THE MOTION PASSES.

[1. Discuss and consider selection of Acrisure, LLC DBA Carlisle Insurance as the sole broker service under section 262.036 of the Texas Local Government Code; adopt order; authorize and approve a professional services agreement.]

THANK YOU. MOVING ON TO THE REGULAR AGENDA ITEM 1. DISCUSS AND CONSIDER SELECTION OF ACRISURE LOW-PRESSURE SYSTEM LOW-PRESSURE SYSTEMC.

MR. CARLISLE INSURANCE SOLE BROKER SERVICE OF THE TEXAS LOCAL GOVERNMENT ADOPT ORDER, AUTHORIZE AND APPROVE PROFESSIONAL SERVICES CONTRACT. WE HAVE MULTIPLE THINGS.

DO YOU WANT TO EXPLAIN ANYTHING OR MICHAEL ROBINSON, EVERYBODY WANT TO COME AND TELL US WHAT THIS IS? TIM EVER REST. IS HE IN HERE? DO YOU WANT TO TALK ABOUT IT? RISK MANAGEMENT.

>> GOOD MORNING, BEFORE THE COURT THIS MORNING IS THE RENEWAL OF THE PROFESSIONAL SERVICES CONTRACT.

OUR CURRENT ONE EXPIRES NOVEMBER 1 OF THIS YEAR THIS CONTRACT NOVEMBER 2 AND RUN THROUGH APRIL 30, 2025.

THE GOOD THING OF THIS CONTRACT, NO COST INCREASE COMPARED TO LAST YEAR. 150 K.

THIS YEAR 150 K, I BELIEVE THIS IS A GREAT DEAL FOR THE COUNTY SINCE THEY ARE NOT CHARTING A PERCENTAGE ON THE $ MILLION POLICIES WE TOOK OUT THIS YEAR. JUBLGZ JUDGE THE SAME AS WE HAD LAST YEAR. SORRY, I DIDN'T SEE YOU IN THE BACK THERE. I APOLOGIZE.

I WILL MAKE A MOTION TO PASS AND SELECTION TO AUTHORIZE

PROFESSIONAL SERVICES AGREEMENT. >>COMMISSIONER CHESNEY: SECOND

-- >>JUDGE SCOTT: WE HAVE A MOTION AND A SECOND. ANY OTHER DISCUSSION, COMMISSIONERS? YES, GO AHEAD.

>>COMMISSIONER GONZALEZ: IS THIS A RENEWAL OR A NEW --

>>JUDGE SCOTT: RENEWAL. SAME PRICE AS LAST YEAR.

>>COMMISSIONER GONZALEZ: I KNOW, BUT ARE WE GOING OUT TO SEE IF ANYTHING ELSE IS OUT THERE? I NKNOW HAS BEEN WITH US FOR 15

18 YEARS NOW. >> I THINK WE ARE ON OUR THIRD CONTRACT WITH CARLISLE. I KNOW WHEN JUDGE CANALES CAME

ON WENT OUT FOR RFQ AND RFP. >>JUDGE SCOTT: HOW MANY RENEWALS

ON THAT CONTRACT. >> TWO.

>> WE HAVE ONLY BEEN HERE TWO YEARS.

[01:00:02]

>>JUDGE SCOTT: YOU ONLY HAVE BEEN HERE TWO YEARS.

SO YOU HAVE THIS NEXT YEAR OF THE SECOND OF YOUR RENEWALS.

THE CONTRACT ALLOWED FOR TWO RENEWALS.

IS THAT WHAT YOU ARE SAYING. SO

SORRY? >>COMMISSIONER GONZALEZ: CARLISLE HAS BEEN WITH US MORE THAN THAT.

>>JUDGE SCOTT: ON THIS JOB. NO, THEY HAVE BEEN OUR INSURANCE FOR A LONG TIME. YES, YES.

>>COMMISSIONER GONZALEZ: THIS ONE HERE.

ON THIS ONE HERE. >>JUDGE SCOTT: DO YOU KNOW?

>>COMMISSIONER GONZALEZ: ON THIS ONE HERE BUT NOT -- OKAY.

>>JUDGE SCOTT: MICHAEL ROBINSON, IS THAT CORRECT WHAT I AM SAYING? THEY WERE AWARDED THE CONTRACT AND THE SECOND OF THE RENEWAL OF THAT FIRST INITIAL.

>> THE COURT SELECTED THEM. RIGHT.

AND THEY APPROVED IT WHEN JUDGE CANALES IS HERE.

ALTHOUGH HE HAS BEEN IN BUSINESS MUCH LONGER THAN THAT TIME.

HE HAS ONLY BEEN WITH THE COUNTY.

PRIOR TO CARLISLE WITH HISSEN BOTH THAT --

>>JUDGE SCOTT: THIS IS OKAY FOR US TO VOTE NOW ON THAT SAME SELECTION. WE DON'T HAVE TO GO OUT FOR BID.

>> THAT'S CORRECT. >>JUDGE SCOTT: THAT IS WHAT HE WAS ASKING. A RENEWAL.

THAT'S ALL I WANTED WAS CLARIFICATION.

A MOTION AND A SECOND. ANY OTHER DISCUSSION? ALL IN FAVOR, SAY AYE. ANY OPPOSED, SAME SIGN.

THE MOTION PASSES. THANK YOU FOR BEING HERE MR.

[2. Discuss and consider amending Health Services Agreement between Nueces County, Armor Correctional Health Services, and Nueces County Hospital District to remove Hospital District from Agreement and create a new, additional two-party Agreement between the County and Hospital District for the District to provide funding to the County for services provided under the Health Services Agreement.]

CARLISLE TOO. >> VERY MUCH APPRECIATED --

>>JUDGE SCOTT: ITEM NUMBER 2, DISCUSS AND CONSIDER AMENDING THE HEALTH SERVICE BETWEEN ARMY HEALTH SERVICES AND THE HOSPITAL DISTRICT. MR. HIP IS HERE AND BASICALLY WHAT WE DO WITH ALL THE SERVICES YOU PROVIDE FOR US.

>> CORRECT, JUDGE. >>COMMISSIONER MAREZ: DO WE HAVE

TO ADOPT THE ORDER. >>JUDGE SCOTT: I DID A MOTION TO AUTHORIZE THE PROFESSIONAL SERVICES.

DO WE NEED A SEPARATE ORDER FOR THAT? LET'S BACK UP ONE. I WILL MAKE A MOTION TO ADOPT THE ORDER AUTHORIZING THEM, CARLISLE KAHN INSURANCE AS THE SOLE BROKER SERVICE SINCE HE IS SAYING WE NEED TWO SEPARATE VOTES. WE HAVE A SECOND.

ALL IN FAVOR, SAY AYE. ANY OPPOSED, SAME SIGN.

I THOUGHT I SAID THAT IN MY FIRST NOTION, AND IT WE WILL DO TWO SEPARATE. BACK TO YOU.

SORRY. >> NO PROBLEM.

JUDGE AND COMMISSIONERS, THIS ITEM HAS TO DO -- TWO CONTRACTS ATTACHED TO THE ITEM. THE ITEM IS TO REMOVE THE HOSPITAL DISTRICT FROM THE THREE-PARTY AGREEMENT BETWEEN THE COUNTY, THE HOSPITAL DISTRICT AND ARMOR FOR THE PURPOSES OF REMOVING US FROM THE LIABLE CHAIN AND THE SECOND AGREEMENT IS TO CREATE A MECHANISM FOR THE HOSPITAL DISTRICT TO PAY THE COUNTY THE MONEY THAT IS NECESSARY TO COVER THE CONTRACT AND THE REASON THE HOSPITAL DISTRICT WOULD LIKE TO BE OUT OF THIS AGREEMENT, AT LEAST IN TERMS OF THE THREE-PARTY AGREEMENT IS FOR THE PURPOSES OF GETTING US OUT OF THE LIABILITIES REACH. NOT ONLY THIS JAIL VENDOR BUT UNDER THE PRIOR JAIL HEALTH CARE VENDOR, THE HOSPITAL DISTRICT WAS ROUTINELY DRAWN INTO LAWSUITS ABOUT MEDICAL CARE PROVIDED AT THE JAIL AND IT WAS SIMPLY BECAUSE WE WERE A PARTY IN THE AGREEMENT. ALL THE PRIOR AGREEMENTS AND IN THIS ONE, ALL THE HOSPITAL DISTRICT'S ROLE IS TO PAY FOR THE COST OF HEALTH CARE AT THE JAIL.

AND THAT INCLUDES COST OF HEALTH CARE AT THE JAIL AT THE MCKENZIE ANNEX AND ALSO TO SOME DEGREE WITH OTHER MONEY FOR THE JUVENILE DETENTION FACILITY. SO WHAT WE ARE ASKING THE BOARD MET YESTERDAY AFTERNOON, AS YOU ALL KNOW.

AND APPROVED AN AMENDMENT TO THE AGREEMENT TO REMOVE US AND TO ESTABLISH A SEPARATE AGREEMENT FOR US TO PAY YOU.

AND SO I WILL GET A SIGNED AMENDMENT TO YOU WHILE IT IS NOT IN YOUR PACKET, BUT I GOT THE AUTHORITY YESTERDAY TO SIGN THAT, AND THE CHANGE WILL BE EFFECTIVE ON DECEMBER 1.

THAT IS THE NEXT RENEWAL OR THE FIRST RENEWAL PERIOD FOR THE AGREEMENT. AND THEN OUR INTENT IS TO USE THAT FOOTPRINT OR THAT MECHANISM FOR FUNDING JAIL HEALTH CARE AGREEMENTS IN 9 FUTURE SO OUR ROLE IS WITH YOU.

AND YOUR ROLE IS WITH -- IS WITH THE HEALTH CARE PROVIDER.

>>COMMISSIONER GONZALEZ: SO MO

MOVED. >>COMMISSIONER HERNANDEZ:

SECOND. >>>JUDGE SCOTT: WE HAVE A MOTION AND A SECOND. COMMISSIONER CHESNEY WOULD LIKE

TO SPEAK. >>COMMISSIONER CHESNEY: THANKS, JUDGE. MY QUESTIONS ARE JUST TO MAKE SURE I AM UNDERSTANDING THIS. I UNDERSTAND WHERE THE HOSPITAL DISTRICT IS COMING FROM ON THIS. THEY WANT TO LESSEN THEIR LIABILITIES. AT THE SAME TIME, I WANT TO MAKE

[01:05:01]

SURE IN THIS LAST ROUND, IF I REMEMBER RIGHT, Y'ALL HAD US STAY IN THE SELECTION OF THIS ARMOR, IS THAT RIGHT, JOHNNY?

>> OUR COMMITMENT, COMMISSIONER, WAS TO FUND THE AGREEMENT.

THE PROCESS USED TO SELECT HARMER IF THAT IS WHAT YOU ARE REFERRING TO TWO OR THREE YEARS AGO WAS A DECISION BY THE COURT.

THE HOSPITAL DISTRICT. >> DID YOU ALL NOT MAKE A

RECOMMENDATION ON THAT THOUGH? >> COMMISSIONER, THERE WERE -- I WAS ON -- ON THE COMMITTEE TO REVIEW THE PROPOSAL.

AND BECAUSE OF SOME ACTIONS OUTSIDE OF OUR CONTROL, I HAD TO RECUSE MYSELF FROM PARTICIPATING IN THAT.

AND BECAUSE THE COMMITTEE NAMED ME, PARTICULARLY I COULDN'T HAVE MY ASSISTANT PROVIDE OUR INPUT INTO THE AGREEMENT.

YOU KNOW INFORMALLY WE WERE CERTAINLY INVOLVED WITH MICHAEL IN FORMULATING THE AGREEMENT. -- NOT THE AGREEMENT BUT TTHE RPP AND WHATEVER WAS IN THE RAINFALLRFP THAT NEEDED TO ROLE OVER IN THE AGREEMENT.

WE HAD INPUT ON THAT PART OF THINGS BUT WE WERE NOT ON THE

SELECTION, NO. >> YOU WEREN'T BECAUSE YOU HAD TO RECUSE YOURSELF. SO YOU WERE, BUT YOU WILL TO RECUSE YOURSELF BECAUSE YOU WERE THE ONLY ONES WITH THE ORDER, IS

THAT WHAT YOU ARE SAYING? >> WHAT I AM SAYING I WAS APPOINTED TO BE ON THE REVIEW COMMITTEE FOR THE SUBMITTALS PROVIDED AND WE BEGAN THE PROCESS AND BECAUSE OF AN EVENT I HAVE NO CONTROL OVER. I HAD TO RECUSE MYSELF FROM PARTICIPATING IN THAT -- IN GOING ANY FURTHER AND MAKING A

RECOMMENDATION OF THE AWARD. >> RIGHT, IN THE FUTURE ON THESE. BECAUSE -- THIS -- THIS WILL OBVIOUSLY GO OUT AGAIN AT THIS POINT AND ANY AGREEMENTS THAT WE ARE COMING UP ON -- EXCUSE ME -- IF THE HOSPITAL DISTRICT IS JUST GOING TO BE A FUNDING RECOGNITION, YOU WOULD NO LONGER BE INVOLVED IN THE SELECTION PROCESS OR ANY OF THAT.

I UNDERSTAND I AM NOT CRITICIZING, BUT I GUESS THAT WOULD BE THE EXPECTATION TOO THAT THERE WILL BE NO MORE PARTICIPATION ON SELECTION OR ANYTHING LIKE THAT AS WELL.

SO YOU ARE JUST FUNDING THIS? >> NO, COMMISSIONER, I DON'T THINK THAT IS THE PRESUMPTION. THE HOSPITAL DISTRICT WILL KEEP IT SPEND SELF INVOLVED IN PROVIDING THE KNOWN THINGS PROVIDED FOR THE RFP AND PROVIDING TO THE COMMISSIONERS COURT, TO MICHAEL AND OTHERS. I COULD BE ON THE REVIEW COMMITTEE IF YOU APPOINT ME AS LONG AS I DON'T HAVE AN EVENT OCCUR THAT WILL HAVE ME RECUSE MYSELF.

WE COMMIT OURSELVES OF STAYING INVOLVED IN THE FUTURE OF THE RFPS AND HELPING TO DETERMINE THE CAUSE OF THE

CONTRACT. >>COMMISSIONER CHESNEY: I GUESS I AM ASKING BECAUSE IMPLORE -- FOR ME THE LESS COOKS IN THE KITCHEN. IF Y'ALL ARE NOT WANT BE TO BE A PARTY TO IT, MY QUESTION WOULD BE WHY WOULD YOU CONTINUE -- AS LONG AS YOU ARE FUNDING IT AND SUPPORTING IT, THERE WILL BE NO NEED FOR YOU ON THE SELECTION ECONOMY ANYMORE JUST A FUNDING MECHANISM AND YOU ARE WANTING TO BE OUT OF THE LIABILITY PART OF IT WHICH AGAIN I GET SOMEONE CAN COME BACK AND SUE YOU FOR BEING ON THE SELECTION COMMITTEE FOR THAT MATTER.

IF YOU WANT TO BE OUT OF THE LIABILITY, YOU WOULD WANT TO GO

THROUGH ALL THE LIABILITY. >> WE HAVEN'T GONE THROUGH ALL THE DETAILS OF THAT PROCESS. CERTAINLY THE DISTRICT IS VOLUNTEERING TO CONTINUE IN THE PROCESS, BECAUSE OF OUR EXPERTISE IN THIS AREA. AND OUR EXPERIENCE WITH THESE CONTRACTS IN THE PAST. TO SUPPORT THE HER REF FOR THERE IS A NEW SHERIFF OR WHATEVER IT AT THAT TIME.

SO I -- I THINK COMMISSIONER FOR TODAY'S PURPOSES, WE KIND OF LAID OUT WHAT WE WANT TO DO. WE LAID OUT OUR REASONING AND STUFF LIKE THAT. WE CAN HAVE A CONVERSATION WHAT OUR ROLE IS GOING FORWARD AND THE SELECTION AND REVIEW PROC PROCESS.

>>COMMISSIONER CHESNEY: JENNY, ARE YOU HERE?

>>JUDGE SCOTT: SIS COIS. >> I'M HERE ON BEHALF OF JENNY.

>>COMMISSIONER CHESNEY: THIS DOESN'T PUT NUECES COUNTY IN ANY WORSE POSITION LIABILITY-WISE OR ANYTHING LIKE? BECAUSE WHEN SOMEONE GETS OUT OF SOMETHING, WE GET TO ASK THOSE

QUESTIONS. >> WE ARE IN THE SAME SITUATION.

AND WITH THE FUNDING A SIMILAR AGREEMENT BETWEEN THE HOSPITAL DISTRICT AND THE COUNTY SO THE FUNDING REMAINS THE SAME.

>>COMMISSIONER CHESNEY: OKAY. I AM ALL FOR GETTING THESE THINGS -- YOU KNOW, WE WANT TO HAVE THEM ALL IN WRITING BECAUSE I THINK WHAT I HEARD YESTERDAY IS THAT THE HOSPITAL DISTRICT

[01:10:03]

BOARD VOTED WITHOUT GETTING ANY INPUT FROM US TO TAKE THE SPOHN EMPLOYMENT IN THE PAST AND I THOUGHT THAT WAS ALWAYS IMPROVING AND A HANDSHAKE AGREEMENT.

WE NEED TO HAVE THESE AGREEMENTS IN WRITING, EVERYTHING.

IF WE HAVE THEM IN THE SELECTION COMMITTEE, WE NEED TO HAVE THEM.

WE NEED TO HAVE POLICIES. BECAUSE THE RUG GOT PULLED OUT UNDER US WITH SPOHN AND THE HOSPITAL DISTRICT.

THEY VOTED TO. >>JUDGE SCOTT: ON A LATER AGENDA ITEM GOMZ GOMZ COMMISSIONER, CAN I SAY SOMETHING?

>>COMMISSIONER CHESNEY: I AM STILL TALKING.

IF YOU LET ME FINISH, THEN YOU CAN.

I AM STILL TALKING. WHAT I THINK WE NEED TO DO, CISCO, LOOK AT ALL THE AGREEMENTS WE HAVE WITH THE HOSPITAL DISTRICT AND GET EVERYTHING IN WRITING BECAUSE BOARD MEMBERS CHANGE, COMMISSIONERS COURTS CHANGES.

WE NEED TO HAVE EVERYTHING IN AGREEMENT WITH THEM.

I THINK I SAID THAT TO JENNY BEFORE BECAUSE I APPRECIATE THE HECK OUT OF OUR HOSPITAL DISTRICT AND THEY HAVE DONE GREAT WORK FOR US, BUT AT THE SAME TIME, A LOT OF THE AGREEMENTS WE HAVE ARE NOT IN WRITING HOW WE ARE DEALING WITH THESE THINGS. I WOULD LIKE TO LOOK AT HOW WE DEAL WITH EVERYTHING IN THE HOSPITAL DISTRICT AND PUT EVERYTHING WE HAVE IN WRITING AND SO WE CAN --

>>JUDGE SCOTT: WE HAVE BEEN DOING THAT.

>>COMMISSIONER GONZALEZ: LITTLE BY LITTLE.

>>JUDGE SCOTT: WE HAVE BEEN DOING THOSE THINGS.

I THINK THAT IS JUST THE LAST PART OF THIS -- WITH THIS AMOUNT

AND CONTRACT, YES. >>COMMISSIONER GONZALEZ: ALSO, COMMISSIONER -- ARE YOU FINISHED.

>>COMMISSIONER CHESNEY: I SUPPORT DOING IT.

I GET IT. THE RIGHT THING FOR TO YOU DO.

JOHNNY, I GET YOUR ASKING AND I SUPPORT DOING THIS.

BUT, AGAIN, FROM MY UNDERSTANDING THIS IS ALL WE ARE DOING HERE. NOT CHANGING EVERYTHING ELSE WITH PARANORMALER. NOT PRODUCING THE PERFORMANCE BOND AND DOING ANYTHING. OTHER THINGS OUT THERE THAT I HEAR PERCOLATING. ALL WE ARE DOING TODAY IS MAKING IT TO A TWO-PARTY AGREEMENT, CISCO, THAT RIGHT?

>> YES. >>COMMISSIONER CHESNEY: NO OTHER

CHANGES FOR TODAY. >> THAT'S CORRECT.

THAT IS THE ONLY CHANGE FOR TODAY.

AND WE HAVE A WRITTEN AGREEMENT WITH THE HOSPITAL DISTRICT REGARDING THE FUNDING AS YOU WERE REQUIRING ABOUT.

>>COMMISSIONER CHESNEY: OKAY, GREAT.

I APPRECIATE YOU TELLING ME. JUDGE, WORKING ON GETTING THINGS IN WRITE SOMETHING VERY IMPORTANT AND I APPRECIATE THE HOSPITAL DISTRICT AND ALL THAT THEY DO.

I SEE YOUR ASKING FOR THIS. THANK YOU.

>>>JUDGE SCOTT: COMMISSIONER GONZALEZ.

>>COMMISSIONER GONZALEZ: I AGREE WITH COMMISSIONER CHESNEY EVERYTHING NEEDS TO BE BE IN WRITING AND WE ARE WORKING ON IT SLOWLY BUT SURELY AS IT COMES UP.

HOPEFULLY EVERYTHING WILL BE IN WRITING, A CONTRACT, A WRITTEN CONTRACT BETWEEN NUECES COUNTY AND THE HOSPITAL DISTRICT AND WE CAN UNDERSTAND EACH OTHER AND WHO IS RESPONSIBLE FOR WHAT.

BUT I CAN UNDERSTAND THAT LAST TIME, I KNOW WHERE YOU ARE COMING FROM. THERE WAS -- BEFORE ARMOR AN INCIDENT. A LAWSUIT FILED.

AND DRAG THE HOSPITAL DISTRICT INTO IT AND I CAN UNDERSTAND THAT. I THINK IN THE LONG RUN, YOU WERE IN A COMMITTEE BECAUSE WE ASKED YOU TO BE IN A COMMITTEE.

WE APPOINTED YOU TO BE IN A COMMITTEE, NOT BECAUSE THE HOSPITAL DISTRICT WANTED YOU THERE, WHATEVER.

BUT THAT CAME FROM US AND WE WANT TO POINT ANYBODY FROM THE HOSPITAL DISTRICT, IT IS UP TO US.

SO, YOU KNOW, OUR CALL TO MAKE THAT CALL.

AS FAR AS THE WRITTEN CONTRACTS, WE NEED TO WORK ON THEM BETWEEN NOW AND DECEMBER. AND WHATEVER WE CAN GET OUT THERE TO DO IT. BUT, YOU KNOW, I SUPPORT IT BECAUSE I UNDERSTAND ON THIRD PARTY AND YOU ARE RIGHT, THE CONTRACT SHOULD BE WITH US AND WITH HARMER AND -- AND THE JAIL, RIGHT. SO -- AND I THINK YOU ALL -- LIKE EVERYTHING ELSE, THE MONEY WILL TAKE CARE OF IT.

I WANT TO LET YOU KNOW THAT WE APPOINTED YOU TO BE ON THE

COMMITTEE. >>>JUDGE SCOTT: GOOD POINT.

THANK YOU. WE HAVE A MOTION AND A SECOND FOR AN AMENDMENT TO REMOVE THE HOSPITAL DISTRICT FROM THE AGREEMENT THAT WE HAVE NOW ALL THOSE IN FAVOR, SAY AYE.

ANY OPPOSED. SORRY, BRENT.

ANY OPPOSED, SAME SIGN. THE MOTION PASSES.

THEN I GUESS WE NEED A SEPARATE MOTION -- A SEPARATE MOTION TO APPROVE AN INTERLOCAL WITH THE COUNTY AND THE HOSPITAL DISTRICT TO MOVE FORWARD WITH THESE AMOUNTS THAT YOU WERE FUNDING JUST LIKE WE DID ON THE OTHER CONTRACT.

I WILL MAKE THAT MOTION. >>COMMISSIONER GONZALEZ: SECOND.

>>>JUDGE SCOTT: WE HAVE A MOTION AND A SECOND.

ANY OTHER DISCUSSION? ALL IN FAVOR, SAY AYE.

ANY OPPOSED, SAME SIGN. THE MOTION PASSES.

TO BE HERE TO SAY THAT. >> JUDGE AND COMMISSIONERS, ABM AND WE LOOKED AT THE PERCENT COMPLETE FOR THE ITEMS THAT WERE SUBMITTED AS PART OF PERCENT COMPLETE.

AND WE RECOMMENDED ON THIS ONE ON NUMBER 26.

>>COMMISSIONER GONZALEZ: THIS ONE HERE.

>>COMMISSIONER HERNANDEZ: $1 09,000?

>> THAT'S CORRECT, COMMISSIONERS.

>>JUDGE SCOTT: THANK YOU FOR BEING HERE, JUAN.

>>COMMISSIONER CHESNEY: DO YOU NEED A MOTION.

>>JUDGE SCOTT: I MADE A MOTION. I DIDN'T HAVE A SECOND.

>>COMMISSIONER CHESNEY: SECOND. >>>JUDGE SCOTT: WE HAVE A SECOND. ANY OTHER DISCUSSION.

[5. Discuss and consider approval of Memorandum of Understanding between Texas State, through its Meadows Center and Clean Coast Texas Collaborative, and Nueces County Keach Family Library establishing a collaborative and cooperative objective to identify best practices for floodplain and water pollution management, and any related matters.]

ALL IN FAVOR, SAY AYE. OPPOSED, SAME SIGN.

>>COMMISSIONER GONZALEZ: NAY. >>JUDGE SCOTT: ITEM NUMBER 5, DISCUSS AND CONSIDER APPROVAL OF THE MEMORANDUM OF UNDERSTANDING BETWEEN TEXAS STATE AND MEADOWS CENTER AND CLEAN COSAST TEXAS COLLABORATIVE. AND I BELIEVE THAT IS MISS IDA OUT AT THE LIBRARY. JOHN, THIS IS YOUR ITEM.

MAREZ -- SORRY, COMMISSIONER. MAREZ MARE I--

>>COMMISSIONER MAREZ: IT'S JOHN. JUDGE, WE HAVE A COLLABORATIVE EFFORT FOR THIS PROJECT. IT IS PRETTY EXCITING.

DOESN'T COST THAT MUCH AND NOT A BIG PROJECT BUT SEVERAL DEPARTMENTS INVOLVED AND WE WANTED TO HIGHLIGHT.

ANY TIME WE HAVE THIS -- THIS LEVEL OF COLLABORATION WITH THE UNIVERSITY AND ALSO WITH -- I THINK UP TO FOUR DEPARTMENTS

HERE IN THE COUNTY. >> GOOD MORNING, JUDGE, COMMISSIONERS. VERY HAPPY TO BE HERE.

THIS RAIN GARDEN WILL MAKE A VERY BIG IMPACT IN OUR LIBRARY AS AN EDUCATIONAL COMPONENT AND HAPPY THAT SCOTT CROSS HAS COMMUNICATED TEXAS STATE AND CHRISTINA LOPEZ AND RECOMMENDED THEM BECAUSE FOR ONE, BEAUTIFUL ARCHITECTURE AT THE LIBRARY AND ALWAYS DOING A LOT OF EDUCATIONAL PROJECTS.

AND THIS WILL HELP TO ENHANCE. OF COURSE, I HAVE A GREAT LIBRARIAN CRYSTAL WHO HAD A BOOK AND ONE OF THE BOOKS FOUND, THAT A LOT OF THE LIBRARIES ARE UTILIZING GARDENS, RAIN GARDENS AS A PART OF THEIR WATER MANAGEMENT AND DRAINAGE SYSTEM AND RAIN GARDENS ABSORB AND REDUCE RUNOFF AND STORM DRAINS AND WHAT WE ARE HOPING TO MAYBE ONE DAY BECAUSE OF NOT JUST THE ARCHITECTURAL BUT EVERYTHING WE HAVE GOING ON MAYBE ONE DAY RECEIVE A CERTIFICATION BY LOW-PRESSURE SYSTEMEED.

LEADERSHIP, ENERGY AND ENVIRONMENT ALE DESIGN.

HOPEFULLY IN THE FUTURE WE CAN PROVIDE THAT WITH ALL THE PROJECTS WE HAVE GOING ON IN THE LIBRARY.

AND SCOTT -- >> DID YOU GET A CHANCE.

[01:20:03]

I KNOW THE ONLY QUESTION TO TALK TO MR.PIMENTAL ON THE MAINTENANCE AND UPKEEP AND UP LOOKED AT THIS AND EVERYTHING WAS FINE. OUR BUDGETS WERE CUT QUITE A BIT. I WANTED TO MAKE SURE WE WEREN'T GOING TO BE HINDERED IN ANY WAY AND I THOUGHT THAT WAS BEST.

>>COMMISSIONER GONZALEZ: THE MORE YOU ADD, THE MORE YOU

HINDER. >> WHY HE, JUDGE.

WE TALKED TO IDA AND PUBLIC WORKS WILL ASSIST WITH THE

MAINTENANCE PART OF IT. >>JUDGE SCOTT: GOOD.

I MAKE THE MOTION TO APPROVE. >>COMMISSIONER HERNANDEZ: I HAVE A QUESTION. SPILL HELP OUT --

>>JUDGE SCOTT: OH, GOOD. >> I WANT TO SEE THIS GO.

>>>JUDGE SCOTT: COMMISSIONER HERNANDEZ.

>>COMMISSIONER HERNANDEZ: IT IS A GOOD PROJECT AND ALL.

WE ARE SUPPOSED TO MAINTAIN THIS FOR 15 YEARS?

>> YES, SIR. >>COMMISSIONER HERNANDEZ: ANY TIME WITHIN NOSE 15 YEARS IF THEY DECIDE WE ARE NOT DOING IT PROPER, DO WE HAVE TO PAY BACK THE MONIES?

>> WHAT THE LIBRARY IS DOING. WE HAVE FUNDING IN THE LIBRARY FOR BUILDING AND MAINTENANCE AND WE CAN ALWAYS CONTACT OUR VOLUNTEERS. BECAUSE CURRENTLY WE HAVE THE GARDEN AND OUR LIBRARIANS ARE ALWAYS DOING STORYTIME AND WE HAVE PARENTS THAT LOVE THE GARDENING ASPECT OF THE PROJECT WE HAVE GOING ON IN THE LIBRARY. SO IT IS GOING TO BE A VERY, VERY SMALL AREA AND XERISCAPED. WHEN WE SPOKE TO CHRISTINE, WE CAN MAKE IT AS MINIMAL AS WE WANT AND WILL NOT BE EXPANDED.

A VERY SMALL ENTRANCE COMING INTO THE LIBRARY.

A LITTLE GATED AREA. AND A VERY SMALL AREA AND WE WILL DO OUR BEST. IN 15 YEARS, WE WILL DO EVERYTHING WE CAN. IF SOMETHING HAPPENS AT PUBLIC WORKS OR WHATEVER, WE WILL CONTINUE TO ABIDE BY THIS PROJECT. BECAUSE WE REALLY WANT IT TO CONTINUE AND EXPAND THE EDUCATIONAL COMPONENTS AT THE LIBRARY MERNZ HERNANDEZ SOUNDS LIKE A GOOD PROJECT AND I SUPPORT IT. I WANT TO MAKE SURE WE ARE THERE AND DO IT RIGHT SO WE WON'T GET PENALIZED.

>> THANK YOU. >>COMMISSIONER MAREZ: JUDGE, WE DIDN'T POINT OUT ALL THE GROUPS AND MENTION THE COLLABORATIVE EFFORT. TEXAS STATE UNIVERSITY, THE MEADOWS CENTER AND CLEAN COAST TEXAS.

SCOTT CROSS WITH COASTAL PARKS. JUAN PIMENTAL WITH PUBLIC WORKS WORKS AND OUR LIBRARY SYSTEM ARE ALL INVOLVED AND I WILL BE COMMITTING A SMALL AMOUNT TO HELP -- SMALL GRANT.

AND INSTEAD OF SPENDING -- WHAT WAS IT, $50,000, SCOTT?

>> YES, SIR. >>COMMISSIONER MAREZ: INSTEAD OF SPENDING $50,000 AND 150% TO COVER ENGINEERING COSTS.

I SAID I WANT TO PUT IN $10,000 FROM MY BUDGET TO UTILIZE THE ENTIRE 50 FOR THE PROJECT ITSELF JUST TO A LITTLE BIGGER PROJECT.

I GOT HEARTBREAKING NEWS -- NOT REALLY HEARTBREAKING, WE KNEW FOR A WHILE BUT IDA AND CRYSTAL, THE AMOUNT OF STUDENTS PULLED TO OUR LIBRARY CYCLE, THE KEACH LIBRARY.

THEY COME OUT OF PRECINCT 1. NOT NECESSARILY ROBSTOWN.

A BIG HOMECOMING PARADE IN ROBSTOWN AND THE SPOOK FEST SPOOKTACULAR ON THE SAME DAY. I WAS TOLD WE UNDERSTAND, BUT YOU DON'T GET IT. HUNDREDS OF KIDS THAT WILL BE THERE. AND A LOT OF THEM FROM PRECINCT 1 ALREADY. HOME SCHOOLERS.

THE FAMILIES THAT GO AND PARTICIPATE SO IS STILL HEAVILY ROBSTOWN AND A LOT OF OTHER AREAS AS WELL.

AND IT HAPPENS TO BE PARKED IN ROBSTOWN.

A COUNTYWIDE EFFORT AND ALL OF US INVOLVED.

I THINK THAT IS EXCITING. JUST TO KIND OF LET THE PUBLIC KNOW THERE ARE SEVERAL GROUPS AND IT DOES BENEFIT MORE THAN ONE PARTICULAR PRECINCT. WE ARE ALL INVOLVED.

I THINK COMMISSIONER GONZALEZ HAS THE BISHOP LIBRARY -- PART OF THE LIBRARY SYSTEM. AND WE STILL SEE KIDS COME FROM THERE AS WELL. AND OVERALL, I MEAN, IT IS A

GREAT RESOURCE. >> WE COULDN'T DO THIS WITHOUT RON, BECAUSE HELPING US WITH OUR GRANT AND THE MOU WAS REVIEWED BY THE COUNTY ATTORNEY AND WE HAVE A LOT OF PARTNERS WILLING TO WORK WITH US. AND CONTINUE TO WORK WITH OUR PROJECTS. THANK YOU.

>>COMMISSIONER MAREZ: THANK YOU. >>JUDGE SCOTT: WE HAVE A MOTION AND A SECOND. ALL IN FAVOR, SAY AYE, SAY AYE.

ANY OPPOSED, SAME SIGN. THE MOTION PASSES.

[6. Discuss and consider authorizing and approving Work Authorization No. 1 in the amount of $126,805.00 with LJA Engineering under Master Service Contract No. 20230257-4/26 (RFQ 3232-23) for Amistad Veterans Memorial Park project.]

THANK YOU FOR BEING HERE. >> THANK YOU VERY MUCH.

>>>JUDGE SCOTT: ITEM NUMBER 6, DISCUSS AND CONSIDER AUTHORIZING WORK AUTHORIZATION NUMBER 1 IN THE AMOUNT OF $126,805.

AND EDWARD, I THINK YOU ARE GOING TO PRESENT THIS ONE?

>> THE PROJECT IS LOCATED ON AMISTAD PARK.

AND A REALLY GOOD PROJECT AND ESSENTIALLY WE WILL BE REBUILDING A LOT OF THE WALKWAYS AND DOING A LOT OF THE LIGHTING

[01:25:02]

IN PRESIDENT PARK. AND THERE IS ADDITIONAL THINGS THAT WE NEED TO DO. COMMISSIONERS, AS -- AS COMMISSIONER HAS DEVELOPED THAT PARK TO A VERY NICE PARK.

WE HAVE THE VETERANS COMPONENT LOCATED IN THERE.

WE ASK FOR PERMISSION FOR THE WORK AUTHORIZATION

FOR LOW-PRESSURE SYSTEMJA. >>COMMISSIONER GONZALEZ: SO

MOVED. >>COMMISSIONER HERNANDEZ: SECOND JUDGE JUDGE WE HAVE A MOTION AND A SECOND AND FUNDED BY ARPA, RIGHT SO WE HAVE A MOTION AND A SECOND.

ANY OTHER DISCUSSION? ALL THOSE IN FAVOR, SAY AYE.

[7. Discuss and consider authorizing and approving Work Authorization No. 2, in the amount of $69,803.00, for the Parker Pool Project under the Master Service Contract No. 20230259-4/26 with International Consulting Engineers (RFQ 3232-23).]

ANY OPPOSED, SAME SIGN. MOTION PASSES.

THANK YOU. ITEM NUMBER 7, DISCUSS AND CONSIDER AUTHORIZING APPROVING WORK ORDER NUMBER TWO IN THE AMOUNT OF $69,803 FOR THE PARKER POOL PROJECT.

>> SELL, JUDGE, COMMISSIONERS IMPROVEMENT TO OUR EXISTING FACILITY THERE. SO WE ARE GOING INTO THE BATHROOMS. MAKING UPGRADES TO THE SHOWERS OR TRYING TO GET THE SHOWERS UP. AND SOME THINGS NECESSARY IS THE PUMP HOUSE THAT NEED TO BE UPDATED AND DONE.

SO ESSENTIALLY WE THIS WILL BE A GOOD PROJECT.

THOUSANDS. LAST YEAR WE HAD 8,000 KIDS GO

THROUGH THERE -- >>JUDGE SCOTT: YOU HAVE A COMBINATION OF FUNDS FOR THIS ONE AS WELL.

I THINK IT IS FULLY FUNDED AND COMMISSIONER CHESNEY'S ITEM.

>> SO MOVED. >> SECOND.

>>JUDGE SCOTT: ITEM AND WITH A MOTION AND A SECOND.

ALL IN FAVOR, SAY AYE. OPPOSED, SAME SIGN.

[8. Discuss and consider funding the following additional economic development contracts from Special Revenue, Capital Credits Administration, Department #1379 and related matters. 1. Port Aransas Chamber of Commerce 2. Padre Island Business Association 3. Flour Bluff Business Association 4. Northwest Business Association 5. West Side Business Association 6. United CC Chamber of Commerce (TWIA) 7. United CC Chamber of Commerce (STMTF) 8. Black Chamber of Commerce 9. Corpus Christi Hispanic Chamber of Commerce And all other economic development operations throughout Nueces County to be equitable. ]

MOTION PASSES. THANK YOU.

ITEM NUMBER 8, DISCUSS AND CONSIDER FUNDING THE FOLLOWING ADDITIONAL ECONOMIC DEVELOPMENT CONTRACTS FROM SPECIAL REVENUE CAPITAL CREDITS ADMINISTRATION. WE HAVE A LIST OF ITEMS. A AND THE AVAILABLE FUNDS FOR THIS TOTAL IS $281,907. DO WE HAVE A TOTAL FOR THESE THAT WE HAVE LISTED OUT? I KNOW IN PORT ARANSAS AND PREVIOUS, I HAVE THE NUMBERS THAT WE HAVE FUNDED IN THE PAST.

I ASKED THEM TO LOOK UP LAST YEAR'S AMOUNTS FOR US.

WE HAVE -- >>COMMISSIONER CHESNEY: JUDGE, THIS WAS A CARRYOVER ITEM FROM THE LAST SESSION.

AND THE AVAILABLE FUNDS WERE SUPPOSED TO BE ATTACHED, BUT THEY HAVE BEEN CARRIED FORWARD. THE FUNDING THAT YOU ARE TALKING ABOUT IS WHAT HAS BEEN GIVEN FROM INDIVIDUAL COMMISSIONERS.

WE HAVE NOT FUNDED COUNTYWIDE -- I'M NOT GOING TO SAY ANY, BUT SOME OF THESE. AND SINCE WE HAVE THOSE ALLOCATED OUR CAPITAL CREDIT ADMINISTRATION.

I PUT THIS ON TO START A DISCUSSION TO SEE WHERE WE COULD GO WITH THIS. SINCE WE WERE HAVING THAT DISCUSSION THE LAST TIME. AND THIS MAY NOT BE -- THIS MAY NOT BE THE ENTIRE LIST, IT WAS JUST TO TRY TO GET SOME EQUITABLE FUNDING TO ORGANIZATIONS TO DO A GREAT DEAL OF ECONOMIC DEVELOPMENT IN OUR -- IN OUR COUNTY.

AND, AGAIN, THERE MAY BE SOME OTHERS THAT I DON'T HAVE ON HERE TO BE ABLE TO FUND THEM. AS WELL FROM THIS -- ALL INFORM IS ONE TIME -- ALL IS ONE TIME AND WE DO IT AGAIN LIKE WE DID EARLIER WAS ONE TIME. AND WE HAVE TO LOOK AT IT AGAIN NEXT YEAR. I DON'T HAVE SPECIFIED AMOUNT.

I WAS GOING TO THROW IT UP FOR DISCUSSION AND LET EVERYBODY WEIGH IN. AND I PUT ALL OTHER ECONOMIC DEVELOPMENT OPERATIONS THROUGHOUT NUECES COUNTY TO BE EQUITABLE TO BE KIND OF A CATCH-ALL.

SOME THAT MIGHT HAVE SOME -- EXCUSE ME -- SOME BENEFITS FROM THESE FUNDS. BUT ANY -- ANY OF THE MONEY YOU ARE TALKING ABOUT IS THROUGH MY PRECINCT.

I BELIEVE -- >>JUDGE SCOTT: YOU ARE ABSOLUTELY CORRECT. I JUST HAD PEYTON LOOK UP THE NUMBERS THAT WERE ALLOCATED TO ORGANIZATIONS IN OUR LAST BUDGET CYCLE. I DIDN'T HAVE HER LOOK UP WHERE THEY CAME FROM. I DON'T KNOW IF WE WANTED TO START OFF WITH THOSE NUMBERS SINCE THE FUNDS INTEREST IN THAT SPECIAL REVENUE FUND CAPITAL CREDITS ADMINISTRATION.

>>COMMISSIONER CHESNEY: THIS WILL BE MORE OF A COUNTYWIDE

ALLOCATION. >>JUDGE SCOTT: ABSOLUTELY CHEST CHEST IF EACH INDIVIDUAL COMMISSIONER WANTS TO GIVE ADDITIONAL AS COMMISSIONER MAREZ SO GENEROUSLY DO FOR THE ROBSTOWN CORPORATION AN AREA LAST TIME.

THIS IS THE ABILITY TO DO THAT TO GIVE COUNTY ALLOCATION FOR GROUPS WITH LONG, LONG TRACK RECORDS FOR ECONOMIC DEVELOPMENT WORKING IN THIS COMMUNITY AND EACH COMMISSIONER CAN SUPPLEMENT IN ADDITION TO THIS IF HE OR -- I CAN'T TALK.

CHOOSES. AND WE ALSO DIDN'T DO OUTSIDE AGENCY FUNDING THIS YEAR. THIS WILL BE A WAY TO, YOU KNOW,

[01:30:03]

HELP SUPPLEMENT SOME OF THESE GROUPS THAT WE ALL WANT TO SUPPORT, YOU KNOW, OR I THINK WE ALL WANT TO SUPPORT.

SO HOWEVER SOMEBODY WANTS TO START WITH.

I DON'T HAVE IT WITH ME WHAT THE REMAINING BALANCE IS IN THAT FUND. I APOLOGIZE.

IT WAS IN THE PACKET AND NOW IT IS NOT IN THE PACKET.

I DON'T KNOW HOW THIS DID NOT GET CARRIED OVER BECAUSE IT WAS

A CARRY OVER ITEM. >>JUDGE SCOTT: THE AVAILABLE FUNDS $281,900 BASICALLY. AND I WOULD FIRST PULL UP THE TWO TO ME ON THERE, THE SOUTH TEXAS MILITARY TASK FORCE.

UNITED CHAMBER OF COMMERCE AND THE TWIA.

THOSE TWO. LAST YEAR THEY WERE FUNDED.

I DON'T KNOW IF IT WAS INDIVIDUAL OR COUNTYWIDE BUT $25,000 FOR TWIA AND $40,000 FOR THE SOUTH TEXAS MILITARY TASK

FORCE. >> GENERAL FUND.

>>JUDGE SCOTT: GENERAL FUND FOR ALL OF THESE.

>>COMMISSIONER CHESNEY: MAYBE DALE CAN SHED LIGHT ON THOSE.

I DON'T REMEMBER IF WE CUT IT THEM OUT.

>>DALE ATCHLEY: WE DID CUT THEM OUT OF THE GENERAL FUND FOR BUDGET RESTRAEPTS BECAUSE WE HAD THE FUNDING AVAILABLE IN THIS OTHER FUND AS WE GET THE INITIAL FROM THE STATE FOR UNUSED CAPITAL CREDITS. WE TOOK OUT DALE.

>> YES. >> HOW MUCH FOR TWIA.

>>>JUDGE SCOTT: 25,000. >>COMMISSIONER CHESNEY: I DON'T

KNOW HOW ANYBODY FEELS OF THIS. >>JUDGE SCOTT: DO WE DO THEM INDIVIDUALLY AND THE BEST WAY TO MOVE FORWARD?

>>COMMISSIONER CHESNEY: THOSE ARE THE ANOMALIES AND THE REST OF THEM CAN HAVE IS THE SAME AMOUNT.

>>JUDGE SCOTT: SAME AMOUNT FOR THE REST OF THEM.

I AGREE. >>COMMISSIONER CHESNEY: THAT IS 65 AND TAKES IT DOWN TO ABOUT 220 IS WHAT IT WOULD BE.

AND THEN WE DON'T HAVE TO SPEND ALL OF IT, BUT WE CAN GIVE, YOU KNOW, $6,000, $7,000, $8,000 TO EACH OF THEM.

I AM LOOKING TO WHERE PEOPLE WANT TO GO WITH IT.

>>JUDGE SCOTT: I THINK THAT WILL BE A GOOD START.

THROW ONE OF THOSE NUMBERS WHAT YOU WANT TO DO FOR THE REST OF THEM. ALTHOUGH, THE NUMBER 9, I THINK WE COULDN'T FIND IT. I THINK THE HISPANIC CHAMBER

JOINED WITH THE UNITED CHAMBER. >>COMMISSIONER CHESNEY: THEY MIGHT HAVE, JUDGE -- SORRY, I DIDN'T MEAN TO INTERRUPT YOU.

I PUT THAT ON THERE AT THE LAST MINUTE BECAUSE I THOUGHT THEY DID AND WE PULLED IT UP AND STILL A WEB SITE.

I DIDN'T WANT TO LEAVE THEM OFF INADVERTENTLY.

WE CAN PASS IT IN CONTINGENT THAT IT IS STILL IN OPERATION.

WE CAN GIVE THE REMAINING $10,000 EACH AND BE DONE FOR THE DAY. AGAIN, I AM LISTENING WHOEVER

ELSE WANTS TO WEIGH IN -- >>JUDGE SCOTT: I AM GOOD WITH THAT. BUT I WOULD MAKE A MOTION TO DO THAT. TO MAKE IT EASY.

TO FUND THE TWIA, THE CHAMBER OF COMMERCE AT 25.

THE SOUTH TEXAS MILITARY TASK FORCE AT $40,000.

AND REMAINING ONES ON THE LIST AT $10,000 EACH OPIFROM IN SPEC REVENUE CAPITAL CREDITS WHICH WILL LEAVE US SIGNIFICANT AMOUNT

LEFT IN OUR BALANCE THERE FOR -- >>COMMISSIONER MAREZ: I WOULD LIKE TO SEE THE RIDC. ROBSTOWN DEVELOPMENT CORPORATION. I DIDN'T KNOW WE WOULD ADD OR I WOULDN'T AGREE TO SCALING BACK THE AMOUNT OF FUNDING.

>>JUDGE SCOTT: I THOUGHT WE ALREADY DID THEM.

>>COMMISSIONER MAREZ: WE ONLY GAVE THEM TEN.

>> THIS WILL BE EQUALIZING FOR EVERYBODY ELSE.

THAT WAS THE MODE. I AM GOING TO SUBSIDIZE SOME OF THESE OTHERS ALSO I DID THIS TO SCALE BACK.

AND I HAVE CONCERN TO GIVE THEM TEN.

TO FOCUS ON AREAS IN OOUR PRECINCT.

BUT IRWOULD RATHER SEE A HIGHER AMOUNT.

THEY COVER A LARGER AREA AND DOING GREAT WORK.

THEY HAVE A BOARD MEETING TOMORROW ON THE PROJECTS GOING ON IN THE WESTERN PART OF NUECES COUNTY.

AND WE CAN ARGUE THAT EVERYONE HAS A WORTH THERE, BUT SOME ARE A LITTLE BIT MORE ENGAGED IN THE COMMUNITY WITH THE ROBSTOWN DEVELOPMENT CORPORATION. I WOULD LIKE TO SEE $10,000 ADDED OR EVEN MORE. AND I WILL BE HAPPY AND WALK AWAY. I ONLY ADDED THE 20 JUST BECAUSE

[01:35:02]

THE ORIGINAL PROPOSAL WAS THE 30 PING FOR THE RIDC.

I WILL MAKE THE UP DIFFERENCE WHEN I THOUGHT WE WERE ONLY FUNDING THREE OR FOUR GROUPS. I DON'T MIND FUNDING ALL THESE OTHERS. THEY ARE WELL DESERVED, BUT I ONLY ADD IT BECAUSE I THOUGHT WE WEREN'T GOING TO MAKE UP THE DIFFERENCE. AND I WANTED THEM TO CONTINUE TO RELY ON THE REVENUE WE PROVIDED OVER THE YEARS IN THE PAST.

>>JUDGE SCOTT: I HAVE NO PROBLEM ADDING THAT.

>>COMMISSIONER MAREZ: ADD THEM. TO THE LIST FOR ANOTHER 10.

STILL KEEP WHAT I SUPPORTED AND THE COURT SUPPORTED AND A TOTAL OF 40 -- REALLY ONLY 20 ACTUALLY.

20 CAME FROM RDIC. >>COMMISSIONER GONZALEZ: I

THOUGHT ONLY THOSE FEW AGENCIES. >>COMMISSIONER MAREZ: THAT IS

WHAT I THOUGHT. >>COMMISSIONER CHESNEY: IF WE ARE GOING TO DO THAT WAY, THE CCDIC.

I THOUGHT WE WERE DONE THOSE AND I WAS DOING THESE AS EXTRAS.

ADD TO THE RIDC. $40,000 FROM THE COUNTY --

>>JUDGE SCOTT: ONLY GIVING $20,000 FROM THE COUNTY FUND.

THAT IS HIS PERSONAL ADDITION. >>COMMISSIONER CHESNEY: THEY WILL GET $40,000 OVERALL AND I DON'T HAVE THE MONEY TO SUBSIDIZE THAT MUCH. WE SHOULD GIVE THE CC SHGZIDC BECAUSE THEY DO MORE. ADD AND GIFT REST OF THE 10 AND CALL IT A DAY IF WE ARE GOING TO BE EQUITABLE.

>>COMMISSIONER MAREZ: I AM GOOD WITH 10 FOR THE RIDC.

IF YOU WANT TO MAKE THE MOTION. >>>JUDGE SCOTT: ADD TEN AND MOVE FORWARD WITH THIS VOTE. 10 TO BOTH AND 25 TO TWIA, 20 FOR THE SOUTH TEXAS MILITARY AND 10 TO THE OTHER AGENCIES AND IT HAS BEEN CONFIRMED TO ME THAT THE HISPANIC CHAMBER DID JOIN WITH THE CHAMBER, SO NUMBER 9 WILL COME OFF.

>>COMMISSIONER CHESNEY: CAN WE ALSO ADD THE 10 TO THE ECONOMIC.

>>JUDGE SCOTT: REGIONAL AND ROBSTOWN ECONOMIC DEVELOPMENT TO MOVE THIS GOING FORWARD. COMMISSIONER HERNANDEZ.

>>COMMISSIONER HERNANDEZ: I AM GOOD WITH THE NORTHWEST BUSINESS ASSOCIATION. BUT I HAVE ANOTHER GROUP THAT I NEED TO TALK TO THEM FIRST AND SEE --

>>JUDGE SCOTT: WE CAN ALWAYS BRING IT BACK.

THERE IS MONEY LEFT IN THE ACCOUNT.

YOU CAN ALWAYS TALK TO THEM AND BRING IT UP LATER.

LOOKING AT THIS LIST. I WILL MAKE THE MOTION TO PASS THIS WITH -- WITH 25 -- CAN WE LIST IT.

25 GOING TO THE CHAMBER OF COMMERCE, TWIA.

40 GOING TO THE UNITED CHAMBER OF COMMERCE FOR THE SOUTH TEXAS MILITARY TASK FORCE. AND $10,000 TO EACH OF THE PORT ARANSAS CHAMBER OF COMMERCE, PADRE ISLAND BUSINESS, FLOUR BLUFF BUSINESS ASSOCIATION, NORTHWEST BUSINESS ASSOCIATION, WEST SIDE BUSINESS ASSOCIATION, THE BLACK CHAMPS-ELYSEES, THE ROBSTOWN ECONOMIC AND CORPUS CHRISTI ECONOMIC DEVELOPMENT.

EACH GETTING $10,000 EACH. >>COMMISSIONER CHESNEY: SECOND.

>>JUDGE SCOTT: A MOTION AND A SECOND.

TERESA -- >> I WANTED TO STATE THE TOTAL FOR CCRDIC WILL BE $60,000 FOR THIS YEAR AND RDIC, IT WILL BE

THE 40,000. >>JUDGE SCOTT: $20,000 FOR US AND $20,000 FROM COMMISSIONER MAREZ'S PERSONAL.

>>COMMISSIONER GONZALEZ: I THOUGHT IT WAS ALREADY 20.

>>JUDGE SCOTT: HE HAD HIS OWN. >>COMMISSIONER MAREZ: I HAD PUT -- Y'ALL SUPPORTED THE $20,000 OUT OF PRECINCT 3 FUNDS AND $10,000 ADDITIONAL. $30,000.

I MADE THE DIFFERENCE. >>COMMISSIONER GONZALEZ: $10,000

MORE. >>JUDGE SCOTT: TOTAL OF $135,000 IF MY QUICK MATH IS ADDING UP. IS SOMEBODY CORRECTLY.

SO WE HAVE A MOTION AND A SECOND TO FUND THESE VARIOUS LISTED ORGANIZATIONS OF THOSE AMOUNTS. ANY OTHER DISCUSSION.

ALL NOSE THIS FAVOR, SAY AYE. THE MOTION PASSES.

THANK YOU. THAT IS FROM THE SPECIAL REVENUE CAPITAL CREDITS USING $135,000 OF THE $281,000, AND STILL HAVE

A BALANCE IN THERE. >> YOUR HONOR, IF I MAY ADD, CONTRACTS WERE NOT ATTACHED TO THIS ITEM.

WE WOULD RECOMMEND APPROVAL OF THE FUNDS THAT WERE JUST MENTIONED SUBJECT AND DRAFTING OF THE REVIEW OF THE CONTRACTS

FROM COUNTY ATTORNEY. >>JUDGE SCOTT: PENDING THE CONTRACTS. IF ANYBODY IS WATCHING, I AM SURE THEY WILL GET THOSE OUT TO US VERY QUICKLY.

THE MOTION PASSES. THANK YOU VERY MUCH.

[9. Discuss and consider approval of license agreements between Nueces County and Mar Insurance related to providing enrollment by Mar Insurance for health services, and related matters.]

MOVING ON TO ITEM NUMBER 9, DISCUSS AND CONSIDER APPROVAL OF

[01:40:01]

LICENSE AGREEMENT WITH NUECES COUNTY AND MAR INSURANCE RELATING TO PROVIDING ENROLLMENT FOR MAR INSURANCE FOR HEALTH SERVICES AND RELATED MATTERS. ALEXANDRA AND THE COUNTY ATTORNEY EASE OFFICE HAVE CLEARED THIS.

ITEM NUMBER 9 IS YOURS, COMMISSION

COMMISSIONER. >>COMMISSIONER GONZALEZ: GONZALEZ ANY QUESTIONS YOU WANT TO ASK THE DOCTOR BACK THERE.

YOU WANT TO COME UP, DOCTOR. >>>JUDGE SCOTT: YOU WANT TO TALK ABOUT THIS OR EXPLAIN A LITTLE BIT OF THIS TO US, DOCTOR.

>> GOOD MORNING IN, JUDGE. GOOD MORNING, COMMISSIONERS.

BASICALLY WHAT THIS IS, WE ARE -- AT THE CALDERON CLINIC, OPEN SPACE TO UTILIZE AND PART OF THAT UTILIZATION MAKE SURE THERE IS ACCESS TO HEALTH SERVICES INCLUDING SERVICES AND EDUCATION REGARDING INSURANCES. AND SO THAT IS BASICALLY WHAT THIS IS. BECAUSE -- RIGHT NOW, THERE IS -- THERE ARE NEEDS FOR INFORMATION REGARDING CHIP, MEDICARE, MEDICAID AND THIS IS AN OPPORTUNITY TO HAVE A LOCAL ORGANIZATION TO BE ABLE TO EDUCATE THE COMMUNITY ON THAT.

THIS IS WHAT THIS ONE IS ABOUT. >>JUDGE SCOTT: COMMISSIONER CHESNEY WANTS TO SPEAK OR HAVE A QUESTION.

>>COMMISSIONER CHESNEY: THANK YOU.

DOCTOR, I HAVE THAT INFORMATION YOU GOT TO US.
