The Nueces County Commissioners Court will meet on the above date at 9:15 a.m. in the Commissioners Courtroom, 3rd floor, Nueces County Courthouse, 901 Leopard, Corpus Christi, Texas. SAMUEL L. ORTIZ COMMISSIONER, PRECINCT NO. 3 BRENT CHESNEY COMMISSIONER, PRECINCT NO. 4 KARA SANDS, CLERK OF THE COURT INFORMATION ON THE COMMISSIONERS COURT AGENDA CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners Court nor the public has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge, Commissioner, or a citizen. EXECUTIVE SESSION: The Commissioners Court may go into Executive Session to discuss those matters listed anywhere on the Agenda or as otherwise permitted by law. PUBLIC COMMENT: Members of the public will have the opportunity to address the Commissioners Court during this section on any Agenda Item or any subject within its jurisdiction except a matter related to pending litigation. Each speaker should sign in on the Public Comment Sheet available at the rear of the Courtroom at least five (5) minutes before commencement of the Commissioners Court meeting. Speakers should limit their comments to two (2) minutes. The County Judge may, if he deems it necessary, limit both the number of speakers and the time allotted to each speaker. Under the law, the Commissioners Court may only take action on items specifically listed on the Agenda. Subject matter presented which is not part of the Agenda will be referred to the appropriate department for review and subsequent action. Materials submitted during public hearings will not be returned unless prior arrangements have been made through the County Clerk, with the approval of the County Judge. At least ten (10) copies of any document to be used by any speaker should be available for distribution. The speaker’s name and, if applicable, Agenda Item number should be clearly marked on such documents. Public Comment for items not on the Agenda will normally be held at the end of the meeting. ADJOURNMENTS IN MEMORY: The Commissioners Court may adjourn the meeting in memory of deceased community leaders, County employees, and other distinguished persons. Requests for Adjournment in Memory may be made through any County Commissioner or the County Judge. AUXILIARY AIDS OR SERVICES: Persons with disabilities who plan to attend this meeting of the Commissioners Court, and who may need special assistance, services or auxiliary aids, should contact the Office of the Nueces County Judge (361-888-0444) at least forty-eight (48) hours ahead of the meeting so that appropriate arrangements can be made.

C. County Judge will call roll, note date, time, and location of meeting, and certify a quorum is present.
2. PUBLIC COMMENT: This section provides the public the opportunity to address the Commissioners Court on any issues within its jurisdiction. The Commissioners Court may not take formal action on any requests made during the Public Comment period which are not on the Agenda, but can refer such requests to County staff for review if appropriate.
A. Authorize payment of bills - manual check registers dated September 7, 2016 - September 20, 2016.
B. Authorize payment of bills - regular bill summaries dated September 9, 2016, September 15, 2016, September 16, 2016 and September 23, 2016.
C. Authorize payment of bills - special motions list dated September 28, 2016.
D. Authorize payment of Pcard purchases for the month of August 2016.
E. Authorize payment of bills - group health insurance claims and fees dated August 2016 and September 8 - 15, 2016.
F. Approve personnel actions of a budgeted nature: 1. Unfreeze List No. 741 2. Personnel Changes Reports dated September 9, 2016 and September 16, 2016.
G. Accept the "Family Protection Fee" Report for FY 2015-2016 for the Family Counseling Service.
H. Accept the "Outside Agency" and "Diabetes" Report for FY 2015-2016 for Wesley Community Center.
I. Approve the "Diabetes" contract for FY 2015-2016 with American Legion Post 364, Commissioner Pct. 2 Diabetes Funding $500.
J. Accept for record purposes, executed lease agreements for FY 2016-2017 at the Nueces County Airport: 1. T-2 Hangar - Jay Hale 2. T-6 Hangar - Jerry Lunceford 3. K. Appointment of Nueces County Local Hazard Mitigation Planning Team for County Facilities and Unincorporated Areas.
L. Approve personal services agreement with Tomas Duran for employee benefits management and consulting for FY 2016-2017.
M. Approve personal services agreement with Robert Fledderman for video recording of Commissioners Court meetings inclusive of workshops for FY 2016-2017.
N. Approve personal services agreements with Trace Finley and Terry Arnold for the purpose of providing strategic planning, consulting, and governmental relations services for FY 2016-2017.
O. Ratify the acceptance of a grant award from the Coastal Bend Community Foundation (CBCF).
P. Ratify the acceptance of a grant award from the Governor’s Criminal Justice Division for funding of the Nueces County Public Safety Enhancements Project.
Q. Ratify the execution of a Notice of Subrecipient Grant Award from the Texas Division of Emergency Management for the FY 2016 Emergency Management Performance Grant program.
R. Adopt a resolution authorizing the submission of a boating access grant application to the Texas Parks and Wildlife Department for funding for the Hazel Bazemore Boat Ramp Rehabilitation Phase II project.
S. Adopt a resolution authorizing the submission of a grant application for the Texas Department of Agriculture, Texans Feeding Texans: Home Delivered Meal Grant Program.
T. Authorize TIPS/TAPS Contract No. 6042315 purchase for Public Works for quarterly fire alarm inspections and maintenance from Total Protection Systems.
U. Accept the award and executed engagement letter for a third renewal with Ernest R. Garza and Company for RFP No. 2936-13 Auditing Services as approved by the Board of Judges for CSCD.
V. Authorize Buyboard Contract No. 456-14 purchase for lighting and electrical upgrades to the Bob Hall Pier and the Horace Caldwell Pier from Facility Solutions Group (FSG) for Coastal Parks.
W. Approve sole purchase from Bibliotheca+3M for annual support and maintenance renewal for the Keach Family Library.
A. Discuss and consider Fred and Suzanne Castro's property damage claim, and related matters.
B. Consult with attorney and receive legal advice concerning the 1914 Nueces County Historic Courthouse.
C. Discuss and consider ratifying hiring of Denise Cheney and the legal firm of Bickerstaff Heath Delgado Acosta LLP to provide legal services related to the sale of the 1914 Nueces County Historic Courthouse, and related matters.
1. Discuss and consider Amendment Five to a contract between the Corpus Christi-Nueces County Public Health District (CCNCPHD) and the Texas Health and Human Services Commission (HHSC) for the Texas Nurse-Family Partnership Program in the amount of $616,017.00 for the period of September 1, 2016 to August 31, 2017; and authorize the director of the Corpus Christi-Nueces County Public Health District to sign on behalf of Nueces County.
