The Nueces County Commissioners Court will meet on the above date at 9:15 a.m. in the Commissioners Courtroom, 3rd floor, Nueces County Courthouse, 901 Leopard, Corpus Christi, Texas. ** At 10:00 a.m., the Commissioners Court will recess and attend a news conference on the first floor of the Courthouse, just outside the Central Jury Room. The subject matter of the news conference will be the new Nueces County Jury System, "Save Time, Go Online." SAMUEL L. NEAL, JR. COUNTY JUDGE MIKE PUSLEY COMMISSIONER, PRECINCT NO. 1 JOE A. ORTIZ COMMISSIONER, PRECINCT NO. 3 BRENT CHESNEY COMMISSIONER, PRECINCT NO. 4 KARA SANDS, CLERK OF THE COURT INFORMATION ON THE COMMISSIONERS COURT AGENDA CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners Court nor the public has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge, Commissioner, or a citizen. EXECUTIVE SESSION: The Commissioners Court may go into Executive Session to discuss those matters listed anywhere on the Agenda or as otherwise permitted by law. PUBLIC COMMENT: Members of the public will have the opportunity to address the Commissioners Court during this section on any Agenda Item or any subject within its jurisdiction except a matter related to pending litigation. Each speaker should sign in on the Public Comment Sheet available at the rear of the Courtroom at least five (5) minutes before commencement of the Commissioners Court meeting. Speakers should limit their comments to two (2) minutes. The County Judge may, if he deems it necessary, limit both the number of speakers and the time allotted to each speaker. Under the law, the Commissioners Court may only take action on items specifically listed on the Agenda. Subject matter presented which is not part of the Agenda will be referred to the appropriate department for review and subsequent action. Materials submitted during public hearings will not be returned unless prior arrangements have been made through the County Clerk, with the approval of the County Judge. At least ten (10) copies of any document to be used by any speaker should be available for distribution. The speaker’s name and, if applicable, Agenda Item number should be clearly marked on such documents. Public Comment for items not on the Agenda will normally be held at the end of the meeting. ADJOURNMENTS IN MEMORY: The Commissioners Court may adjourn the meeting in memory of deceased community leaders, County employees, and other distinguished persons. Requests for Adjournment in Memory may be made through any County Commissioner or the County Judge. AUXILIARY AIDS OR SERVICES: Persons with disabilities who plan to attend this meeting of the Commissioners Court, and who may need special assistance, services or auxiliary aids, should contact the Office of the Nueces County Judge (361-888-0444) at least forty-eight (48) hours ahead of the meeting so that appropriate arrangements can be made.
A. Authorize payment of bills - manual check registers dated May 18, 2016 to June 14, 2016.
B. Authorize payment of bills - regular bill summaries dated June 3, 2016, June 10, 2016, June 15, 2016 and June 17, 2016.
C. Authorize payment of bills - special motions list dated June 21, 2016.
D. Authorize payment of bills - group health insurance claims and fees dated May 31, 2016, June 2, 2016 and June 9, 2016.
E. Approve personnel actions of a budgeted nature: 1. Temp List No. 399 2. Unfreeze List No. 732 3. Personnel Changes Reports dated June 3, 2106 and June 10, 2016
F. Accept "Diabetes" Report for FY 2014-2015 for National Association for the Advancement of Colored People (NAACP).
G. Approve "Diabetes" Contract for FY 2015-2016 for the National Association for the Advancement of Colored People (NAACP) - Commissioner Pct. 2 - $800.
H. Approve "Outside Agency" Contract for FY 2015-2016 for the Corpus Christi Fraternal Order of Police-Lodge No. 27 - Commissioner Pct. 2 - $2,000.
I. Designate the Nueces County Tax Assessor-Collector as the official to calculate the tax rate, the rollback rate, and the notice-and-hearing limit, in accordance with Chapter 2 of the Texas Tax Code.
J. Authorize execution of Notification of FY 2016 Funding (Street Improvement Fund), as presented by the Regional Transportation Authority.
K. Ratify the execution of Amendment Number 4 to the Reimbursement Contract for Governmental Entities with the Coastal Bend Bays and Estuaries Program for the Hazel Bazemore Park Ecological Enhancements Project, Phase II.
L. Ratify the acceptance of the 2015 Operation Stonegarden Grant.
M. Approve a finding for the method of procurement (request of competitive bids) for County Road 48 Improvements; and authorize the purchasing agent to publish a notice.
N. Accept donation of library shelving from the U.S. Court of Appeals Library, Fifth Federal Judicial Circuit and the TG Corporate Services for the County Library.
O. Approve execution of Amendment No. 1 to the agreement between Nueces County and Arguindegui Oil Co. for IFB 2991-15 Motor Oil & Lubricants.
P. Authorize execution of Amendment No. 2 to the agreement between Nueces County and Martin Marietta Materials for IFB 2961-14 LRA Limestone Rock Asphalt Base, Type A, Grade 2.
Q. Approve the application procedure for the Nueces County Emergency Services District No. 3.

1. Discuss and consider the Corpus Christi-Nueces County Public Health District (CCNCPHD) accepting an amendment to change, effective April 1, 2016, the budget categories and general provisions of a contract with the Department of State Health Services (DSHS) for the PHEP CPS/OT-UNIQUE CPS - One Time Discretionary Unique Contract that ends June 31, 2016; and authorize the Director of the Corpus Christi-Nueces County Public Health District to sign on behalf of Nueces County.
A. Discuss and consider ratifying the hiring of Randy W. Hill, PC to provide legal services in obtaining clear title on the 1914 Historic Courthouse property, and related matters.
B. Discuss and consider ratifying the hiring of Keith Sieczkowski and the firm of Branscomb, P.C., to provide legal representation of the Nueces County District Attorney's Office regarding EEOC charge number 451-2016-01882.
