The Nueces County Commissioners Court will meet on the above date at 9:15 a.m. in the Commissioners Courtroom, 3rd floor, Nueces County Courthouse, 901 Leopard, Corpus Christi, Texas. SAMUEL L. ORTIZ COMMISSIONER, PRECINCT NO. 3 BRENT CHESNEY COMMISSIONER, PRECINCT NO. 4 KARA SANDS, CLERK OF THE COURT INFORMATION ON THE COMMISSIONERS COURT AGENDA CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners Court nor the public has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge, Commissioner, or a citizen. EXECUTIVE SESSION: The Commissioners Court may go into Executive Session to discuss those matters listed anywhere on the Agenda or as otherwise permitted by law. PUBLIC COMMENT: Members of the public will have the opportunity to address the Commissioners Court during this section on any Agenda Item or any subject within its jurisdiction except a matter related to pending litigation. Each speaker should sign in on the Public Comment Sheet available at the rear of the Courtroom at least five (5) minutes before commencement of the Commissioners Court meeting. Speakers should limit their comments to two (2) minutes. The County Judge may, if he deems it necessary, limit both the number of speakers and the time allotted to each speaker. Under the law, the Commissioners Court may only take action on items specifically listed on the Agenda. Subject matter presented which is not part of the Agenda will be referred to the appropriate department for review and subsequent action. Materials submitted during public hearings will not be returned unless prior arrangements have been made through the County Clerk, with the approval of the County Judge. At least ten (10) copies of any document to be used by any speaker should be available for distribution. The speaker’s name and, if applicable, Agenda Item number should be clearly marked on such documents. Public Comment for items not on the Agenda will normally be held at the end of the meeting. ADJOURNMENTS IN MEMORY: The Commissioners Court may adjourn the meeting in memory of deceased community leaders, County employees, and other distinguished persons. Requests for Adjournment in Memory may be made through any County Commissioner or the County Judge. AUXILIARY AIDS OR SERVICES: Persons with disabilities who plan to attend this meeting of the Commissioners Court, and who may need special assistance, services or auxiliary aids, should contact the Office of the Nueces County Judge (361-888-0444) at least forty-eight (48) hours ahead of the meeting so that appropriate arrangements can be made.
A. Authorize payment of bills - manual check registers dated April 13, 2016 to May 3, 2016.
B. Authorize payment of bills - regular bill summaries dated April 15, 2016, April 22, 2016, April 29, 2016 and May 6, 2016.
C. Authorize payment of bills - special motions list dated May 11, 2016.
D. Authorize payment of bills - group health insurance claims and fees dated April 14, 2016, April 21, 2016 and April 28, 2016.
E. Authorize payment of Pcard purchases for the month of March 2016.
F. Approve the monthly revenue reports in accordance with LGC 114.044.
G. Approve personnel actions of a budgeted nature: 1. Application Temporary List No. 396 2. Unfreeze List No. 732 3. Personnel Changes reports dated April 15, 2016, April 22, 2016 and April 29, 2016

I. Approve the following "Diabetes" Contracts for FY 2015-2016: 1. Focus Foundation - $3,000 - Commissioner Pct. 3 2. Catholic Charities of Corpus Christi - $1,200 - Commissioner Pct. 2
J. Approve the "Outside Agency" FY 2015-2016 Contracts for the following: 1. Mission of Mercy - $500 - County Judge 2. Nueces County Children's Advocacy Center - $1,500 - Commissioner Pct. 2
K. Approve the following Tax Deed(s) and highest minimum bid to date: Lot 34, Block 6, High Terrace Addition, in the amount of $14,540.59.
L. Ratify Amendment No. 1 to Right of Entry Agreement with Texas A&M University System for access to the Held Industrial Tract for site survey, studies, and related matters.
M. Approve Drug Forfeiture expenditures from the District Attorney's Office, pursuant to Chapter 59 of the Texas Code of Criminal Procedure.
O. Authorize execution of Agreement Amendment No. 2 with Courthouse Technologies to implement Courthouse IVR (a self-service telephone peripheral) and Courthouse SMS (text-messaging service) for the Jury Management System.
P. Ratify a DIR Contract No. DIR-TSO2542 purchase from Insight Public Sector for network equipment, installation/configuration and infrastructure cabling for the Social Services and Veterans Services office at the RTA Building.
Q. Authorize a TASB BuyBoard State Contract No. 430-13 purchase from Caldwell Country for a 2016 Chevrolet 1500 Silverado crew cab for Public Works.
S. Authorize TASB BuyBoard EZIQC Contract No. 2012 Area B-LMC purchase to have LMC Corporation repair the Juvenile Detention Center foundation.
T. Authorize execution of Agreement with Corpus Christi Mortuary Service for IFB No. 3007-15 Morgue Transport Services.
U. Approve execution of an Order to renew term with AETNA for RFP No. 2935-13 Group Term Life Insurance.
V. Authorize execution of Amendment No. 2 to the agreement between Nueces County and Ergon Asphalt Emulsions, Inc. for IFB 2960-14 HFRS-2 Emulsified Asphalt.
W. Approve a finding for the method of procurement (request for proposals) for Facility Management Services for Nueces County Richard M. Borchard Regional Fairgrounds; authorize the Purchasing Agent to publish a notice; and adopt an order delegating evaluation authority to a selection committee.
X. Approve a finding for the method of procurement (request for proposals) for the alcohol, controlled substances & blood specimen testing; authorize the Purchasing Agent to publish a notice; and adopt an order delegating evaluation authority to a selection committee.
A. Discuss and consider settlement of Nueces County's property damage claim against Daniel and Jessica Saponari.
B. Discuss and consider the status of Civil Action No. 2:15-CV-327; Sylvia Fuentes v. City of Corpus Christi, et.al., in the United States District Court (Southern District of Texas, Corpus Christi Division), and related matters.
C. Discuss and consider the status of civil action No. 2:14-CV-66, Adam Balle v. City of Corpus Christi, Nueces County, Texas, CCPD Officer A. Salines or A. Salinas #9163 and CCPD Officer B. Perriraz #8738 and CCPD Officer A. Salinas #1362, Ten (10) John Doe Defendants and Ten (10) Jane Doe Defendants, in the United States District Court for the Southern District of Texas, Corpus Christi Division, and related matters.
D. Conduct interviews of applicants for the position of Nueces County Airport Manager.
E. Discuss and consider selection and appointment of Nueces County Airport Manager.
