The Nueces County Commissioners Court will meet on the above date at 9:15 a.m. in the Commissioners Courtroom, 3rd floor, Nueces County Courthouse, 901 Leopard, Corpus Christi, Texas. SAMUEL L. ORTIZ COMMISSIONER, PRECINCT NO. 3 BRENT CHESNEY COMMISSIONER, PRECINCT NO. 4 KARA SANDS, CLERK OF THE COURT INFORMATION ON THE COMMISSIONERS COURT AGENDA CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners Court nor the public has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge, Commissioner, or a citizen. EXECUTIVE SESSION: The Commissioners Court may go into Executive Session to discuss those matters listed anywhere on the Agenda or as otherwise permitted by law. PUBLIC COMMENT: Members of the public will have the opportunity to address the Commissioners Court during this section on any Agenda Item or any subject within its jurisdiction except a matter related to pending litigation. Each speaker should sign in on the Public Comment Sheet available at the rear of the Courtroom at least five (5) minutes before commencement of the Commissioners Court meeting. Speakers should limit their comments to two (2) minutes. The County Judge may, if he deems it necessary, limit both the number of speakers and the time allotted to each speaker. Under the law, the Commissioners Court may only take action on items specifically listed on the Agenda. Subject matter presented which is not part of the Agenda will be referred to the appropriate department for review and subsequent action. Materials submitted during public hearings will not be returned unless prior arrangements have been made through the County Clerk, with the approval of the County Judge. At least ten (10) copies of any document to be used by any speaker should be available for distribution. The speaker’s name and, if applicable, Agenda Item number should be clearly marked on such documents. Public Comment for items not on the Agenda will normally be held at the end of the meeting. ADJOURNMENTS IN MEMORY: The Commissioners Court may adjourn the meeting in memory of deceased community leaders, County employees, and other distinguished persons. Requests for Adjournment in Memory may be made through any County Commissioner or the County Judge. AUXILIARY AIDS OR SERVICES: Persons with disabilities who plan to attend this meeting of the Commissioners Court, and who may need special assistance, services or auxiliary aids, should contact the Office of the Nueces County Judge (361-888-0444) at least forty-eight (48) hours ahead of the meeting so that appropriate arrangements can be made.
A. Authorize payment of bills - manual check registers dated November 9, 2015 to November 22, 2015.
B. Authorize payment of bills - regular bill summaries dated November 13, 2015, November 16, 2015, November 17, 2015, November 20, 2015, and November 25, 2015.
C. Authorize payment of bills - special motions list dated December 2, 2015.
D. Approve personnel actions of a budgeted nature: 1. Temp List No. 387 2. Unfreeze List No. 722 3. Personnel Changes reports dated November 13, 2015 and November 20, 2015.
E. Authorize payment of bills - group health insurance claims and fees dated November 12, 2015 and November 19, 2015.
F. Approve the monthly revenue reports in accordance with LGC 114.044 dated September 2015.
G. Authorize payment of Pcard purchases for the month of October 2015.
H. Approve execution of the Beach Cleaning and Maintenance Assistance Agreement - GLO Contract No. 16-124-009.
I. Authorize TASB BuyBoard State Contract No. 430-13 purchase from Caldwell Country for a 2016 Chevrolet 1500 Silverado for Coastal Parks.
J. Authorize TASB BuyBoard State Contract No. 430-13 purchase from Grande Truck Center for a Tandem Dump Truck for the Public Works Department.
K. Authorize TASB BuyBoard State Contract No. 424-13 purchase from Crafco for a pull-trailer Crafco Magnum Spray Injection Patcher for the Public Works Department.
L. Authorize TASB BuyBoard State Contract No. 447-14 purchase from John Deere Company for a John Deere 5085M Utility Tractor for Public Work.
M. Authorize TASB BuyBoard State Contract No. 424-13 purchase from Cooper for a Broce Broom for Public Work.
N. Authorize TASB BuyBoard State Contract No. 399-12 purchase from Grande Truck Center for a Tandem Dump Truck for the Public Works Department.

Q. Approve execution of Amendment No. 2 with Bay, LTD for IFB No. 2949-13 Hot Mix Asphaltic Concrete Type D, PG 64-22.
R. Approve execution of Amendment No. 2 with Ergon Asphalt & Emulsions, Inc. for IFB No. 2950-13 SS-1 Emulsified Asphalt.
S. Approve application procedure for the following County Advisory Boards: 1. Citizens' Advisory Board on Health & Welfare 2. Nueces County Beach Management Advisory Committee 3. Nueces County Emergency Services District No. 3 4. Nueces County Emergency Services District No. 6
T. Discuss and consider execution of an Interlocal Agreement with San Patricio County for the Intoxilyzer Program and Technical Supervisor Services as an adjunct of the law enforcement responsibilities of the parties and related matters.
4. Discuss and consider reclassification of Treasury Department (1170) Schedule 19 Supervisory Accounting Assistant II position, to remove supplemental pay of $112.63 per pay period budgeted from Records Management Department (1315). Reprogram Benefits Fund dollars to result in a permanent position increase to Schedule 23 and no loss of pay for current employee.
5. Discuss and consider reclassification of Elections Department (1190) Schedule 22 Elections and Records Manager position to remove supplemental of $72.38 per pay period budgeted from Records Management Department (1315). Reprogram Benefits Fund dollars to result in a permanent position increase to Schedule 23 on par with subordinate System Support Technician position. Remove all elements of records management from position.
6. Discuss and consider removing Chief Deputy supplemental pay budgeted from Records Management Department (1315).
A. Discuss and consider the status of Civil Action No. 2:15-CV-00302; Elizabeth M. Leal v. Corpus Christi-Nueces County Health District, and Annette Rodriguez, in the United States District Court (Southern District of Texas, Corpus Christi Division), and related matters.
B. Discuss and consider authorizing the filing of a lawsuit against Volkswagen for unauthorized air emissions in Nueces County; Discuss and consider the hiring of a law firm to represent Nueces County in legal matters involving unauthorized air emissions by Volkswagen in Nueces County, and related matters.
C. Discuss and consider sub leasing space rented by the County from the RTA to save taxpayers hundreds of thousands of dollars and related matters.
