I'VE RESIDED AT THIS RESIDENCE SINCE 1979 FOR FORTY THREE YEARS AND THESE PROBLEMS HAVE BEEN THERE FOR WELL OVER 50 YEARS.

FIRST, I WOULD LIKE TO DISCUSS ROAD CONDITIONS ON COUNTY ROAD, 50 AND OTHER ROADS IN MY AREA. WHEN 50 TO FIRST OPENED TO SIXTY NINE, IT PROVIDED NO ACCESS TO FORM ROAD 1889, WHICH GREATLY AFFECTED THE ROAD.

I LIVE ON COUNTY ROAD 50.

WHEN THE INVOICES COUNTY CO-OP RELOCATED THEIR BUSINESS FROM ROB DOWN TO COUNTY ROAD 52, THERE WAS NO EXCESS TO FARMER OWNED 1889.

THIS RESULTED IN HEAVY TRAFFIC REROUTING ONTO COUNTY ROAD 50 FROM NBC AND OTHER TRAFFIC COMING FROM HIGHWAY 77.

THIS WENT ON UNTIL THE ROAD WAS COMPLETED, PROVIDING FULL ACCESS TO FM 1889.

I'M STILL GETTING HEAVY TRUCK TRAFFIC FROM SOIL REMOVAL FOR THE CONSTRUCTION OF ANY RETENTION POND FROM SABBIR LANE TO COUNTY ROAD 50.

THIS TRUCK TRAFFIC HAS CAUSED MANY DEEP RUTS THAT ALSO RESULTED IN POTHOLES AND BREAKING UP OF THE ROAD EDGES.

CARNEY RHODES, FIFTY TO SIXTY NINE, FORTY EIGHT HAVE BEEN REPLACED AND RESURFACED TWICE, YET CARNEY WROTE FIFTY REMAINS WITH ONLY OCCASIONAL POOR POTHOLE REPAIRS, WHICH DETERIORATE QUICKLY.

SECOND, I WOULD LIKE TO DISCUSS THE LACK OF MAINTENANCE IN THE DRAINAGE DITCHES, WHICH WHERE I LIVE CURRENT DRAINAGE PROBLEMS, WHICH I WISH TO DISCUSS, ARE LOCATED ON FORMER ROAD 1889 COUNTY ROADS, 50 TO 50 TO BE WELL WORTH THE ALL DRAIN INTO THE WEST DITCH ON COUNTY ROAD 69.

THE LARGEST POWER PROBLEM IS A DRAINAGE DITCH ON COUNTY ROAD 69 STARTING AT THE ROPS DOWN CITY LIMIT. THIS DITCH BEFORE THE PALM TREE FARM PASSES UNDER 69, HEADING EAST FOR SEVERAL HUNDRED FEET AND THEN IT GOES SOUTH TO COUNTY ROAD.

44 DITCH ONTO THE OSO DRAINAGE THIS DITCH.

IS BEING MET ALSO FROM 1889, HAS NOT BEEN MAINTAINED FOR OVER 43 YEARS AND IS CHOKED UP WITH TREES, TRASHED BRIDGES AND GENERAL OVERGROWTH.

THERE IS NO MAINTENANCE ON THIS DITCH ON THE EAST WEST SIDE OF FARM ROAD.

1889 JUST CAUSES THE WATER TO DRAIN ACROSS FROM THE LAKES INTO DE LOOP RESIDENTIAL AREA AT COUNTY ROAD, 50 TO BE.

THIS INCLUDES FLOODING ACROSS THE ROAD AT MEMORIAL CEMETERY ONTO FARM ROAD 1889 AS WELL.

IT HAS NO WORD TO DRAIN, CAUSING TRAFFIC PROBLEMS AS WELL.

SIESTA LOOP HAS BEEN PARTIALLY DUG OUT TO RELIEVE FLOODING ALSO, BUT THE WATER STILL CONTINUES TO DRAIN FROM 1889 COUNTY ROADS, 50 TO 50 TO BE AND ON TO 69.

NO, THE ONLY DEBTS ON 16 IS LOCATED ON THE WEST SIDE, ONCE THIS WATER GETS DROPS DOWN CITY LIMIT, WHERE THE DITCHES ARE NOT POORLY MAINTAINED, GOOD DRAINAGE IS IMPOSSIBLE.

IT CONTINUES TO BACK UP AND FLOODING THE EAST AND WEST RESIDENTS OF BUSINESS ON FM 1889 AS WELL. IN CLOSING, I'VE BEEN HERE FOR SEVERAL YEARS WITH THE SAME COMPLAINT.

I'VE MET WITH DIFFERENT PEOPLE WHO OFFER NO SOLUTION YET.

I DON'T SEE ANY CHANCES.

I DON'T NEED AN ENGINEER TO RESOLVE THESE PROBLEMS. THIS IS JUST A MATTER OF GOOD MAINTENANCE OF THE DRAINAGE DITCHES TO ENSURE THE WATER DOESN'T BACK UP AND CONTINUE TO FLOOD THE AREA AND DECENT ROAD REPAIRS TO SUBSTANTIATE HEAVY TRUCK TRAFFIC.

I'VE DONE MY PART AND I HAVE BEEN I HAVE PHOTOGRAPHED AND GIVEN THE AREAS OF CONCERN WITH YOUR REPRESENTATIVES, BARBARA CANLAS AND MELISSA MUNGUIA, GARRETT NELSON BEING THE LAST ONE US. I SPENT EXTENSIVE TIME SHOWING HIM THE PROBLEMS AND I KNOW MELISSA MUNGIU WAS

DECEMBER 27TH THROUGH DECEMBER 30TH AND THIS WAS DURING THE TIME PERIOD WHEN THE CITY OF CORPUS CHRISTI WAS CLOSED.

SO OUR SECTION CHIEF OF OPERATIONS EDWARD HERRERA DID A FABULOUS JOB OF PULLING OUT ALL THE STOPS.

AND YOU SEE HERE WHERE THE INCREASE IN POSITIVITY RATE WAS 43 PERCENT.

WE'VE ALSO DONE SOME INDEPENDENT TESTING IN ROB'S TOWN, AND IF YOU DROP DOWN TO SEE JANUARY 15TH, YOU CAN SEE A JUMP IN THE POSITIVITY RATE TO BE FIFTY FIVE POINT THREE PERCENT. SO YOU'RE HAVING OUT OF THOSE.

AND WHAT THAT REALLY MEANS IS OF ALL THE PEOPLE YOU'VE TESTED, OVER HALF OF THEM ARE COVID POSITIVE.

AND THAT SHOWS A TREND OF WHAT YOU'RE SEEING IN YOUR POPULATION, AND THIS ISN'T EVEN WHAT I WOULD SAY, TOTALLY ACCURATE, BECAUSE THINK OF HOW MANY PEOPLE THAT YOU HAVE THAT ARE TAKING THE AT HOME COVID TESTS THAT AREN'T EVEN REPORTING THEIR RESULTS.

SO THERE'S A LOT MORE POSITIVES OUT THERE THAN WHAT WE'RE SEEING.

AND IF YOU JUMP TO JANUARY 19TH, YOU'RE LOOKING AT A FORTY NINE POINT ONE PERCENT POSITIVITY RATE.

YOU DO START SEEING A TREND HERE ON THE 19TH OF OUR NUMBERS ARE GOING DOWN AS THE NUMBER OF PEOPLE THAT ARE APPEARING FOR TESTING.

BUT IF YOU LOOK ON THE RIGHT HAND SIDE, PORT ARANSAS, WE DID A A TESTING LAST WEEK, WE DID TESTING IN PUERTO REIGNS'S AND IT HAD WE ONLY DID 127 TESTS THERE, WHICH WAS A GOOD NUMBER AND IT HAD 41 PERCENT POSITIVITY RATE, WHICH MAKES OUR HEALTH DEPARTMENT BELIEVE THAT PERHAPS PORT A IS A LITTLE BEHIND THE PEAK, SO WE MAY SEE SOME INCREASES.

WE'RE DOING A WE'RE SCHEDULING A ADDITIONAL TESTING IN PORT A ON FRIDAY, SO WE'RE GOING TO WAIT AND SEE WHAT THE POSITIVITY RATE LOOKS LIKE ON FRIDAY.

AND HERE, IF YOU LOOK ON JANUARY 22ND, WE HAVE A 59 POINT FIVE PERCENT POSITIVITY RATE.

THAT'S A 60 PERCENT POSITIVITY RATE.

SO WHILE OUR TESTING NUMBERS ARE GOING DOWN, OUR POSITIVITY RATE IS GOING UP.

AND JUST TO GIVE YOU THE CONTEXT IN TERMS OF THE QUESTION OF MIGRANT DEATHS, WHEN I FIRST ARRIVED IN BROOKS COUNTY, IT'S ABOUT SEVENTY FIVE MILES FROM HERE AND OUR TEN MINUTES FROM HERE, AND IT WAS DEMONSTRATIVE NEED THERE IN TERMS OF ONE HUNDRED AND NINETEEN HUNDRED AND TWENTY NINE RECOVERED BODIES AND REMAINS IN BROOKS COUNTY.

AND IT IS A IT IS A CONSISTENT PROBLEM, A CRISIS, A HUMANITARIAN CRISIS THAT'S TAKING PLACE. THE NUMBER OF RECOVERED BODIES LAST YEAR WAS ONE HUNDRED NINETEEN SKELETAL REMAINS AND BODIES. AND SO THE WORK OF THE CENTER HAS BEEN IN EXISTENCE SINCE TWO THOUSAND NINETEEN. BROOKS COUNTY AT THE TIME WAS NOT COMPLYING WITH STATE LAW AND IN TERMS OF TAKING DNA SAMPLES FROM UNIDENTIFIED BODIES AND AND AND SUBMITTING THOSE TO THE PROPER DATABANK, WHICH IS AT THAT TIME, YOU KNOW AND STILL IS.
