JU >>JUDGE CANALES: THANK YOU VERY MUCH, TIMOTHY. MOVE TO PUBLIC COMMENT.

ALL OF TO YOU PREPARE YOURSELVES ONLINE.

IF YOU WANT TO DO PUBLIC COMMENT A VIRTUAL HAND YOU CAN RAISE. I HAVE FOUR FOLKS THAT SIGNED UP INSIDE THE COURT ROOM ON THE PUBLIC SIGN-UP SHEET.

I WILL CALL THEM IN ORDER. FIRST IT SIM DOWLING.

GOOD MORNING, SIR. >> GOOD MORNING, JUDGE AND GOOD MORNING, COMMISSIONERS. THE REASON I WANTED TO BE HERE TODAY TO REVISIT REDISTRICTING AND THE PROCESS IS DONE IN THE LEGISLATURE AND WE HAVE THAT COMING UP HERE AND I VISITED WITH YOU BACK IN JULY URGING TO YOU USE AN INDEPENDENT REREDISTRICTING COMMISSION. I DON'T KNOW HOW YOUR MEETINGS WORK. I UNDERSTAND YOU HAVE ON THE CONSENT AGENDA 2 W, WHICH IS HIRING A LAW FIRM AND WANTED TO IN ALL OFF OF AGENDA FOR CONSENT SO IT CAN BE DISCUSSED IF THE PUBLIC -- I HAVE NO OBJECTION TO THE LAW FIRM AT ALL. THEIR HIGHLY QUALIFIED.

THEIR RATES ARE FAIR. I HAVE BEEN PRACTICING AND THE RATE IS VERY FAIR, BUT I WANT TO MAKE SURE WE DON'T FOLLOW

[00:05:03]

THE SHAMEFUL PROCESS THAT THE TEXAS LEGISLATURE JUST DID BEHIND CLOSED DOOR. NOTHINGFUL PUBLIC PARTICIPATION AND I HAVEN'T SEEN ANY PROCEDURES OUT OF COMMISSIONERS COURT THAT SAYS THIS IS HOW WE DO IT.

EL PASO USES AN INDEPENDENT REDISTRICTING COMMISSION AND THEY HAVE A VERY GOOD PROCESS. I WILL HAVE FOR YOU TWO HANDOUTS THEY USE TO ADOPT IT WITH ALL OF THE PROCEDURES HOW THEY SELECT THE COMMISSIONERS. BUT MOST IMPORTANT THING THEY DID WAS HAVE A PUBLIC MEETING WHERE THEY SAID, OKAY, WE HAVE NOT DRAWN THE LINES YET. WE ARE HERE IN A PUBLIC MEETING AND WILL TAKE YOUR INPUT. WE GOT UP ON THE SCREEN IN THE FRONT. ROOM AND DRAW THE MAP TODAY.

THEY DREW THE MAP AND 11 PEOPLE ON THE COMMISSION AND HAD A MAJORITY REPORT AND A MINORITY REPORT THAT SITS ON THE ADVISORY AND GOES TO THE COMMISSIONERS WHO SAY I LIKE EITHER MAP A OR MAP B. WHAT I DON'T WANT TO HAVE HAPPEN AND THIS IS WHAT TROUBLES ME FROM THE MEMO I SAW FROM THE LAW FIRM BACK IN MARCH.

IT LOOKS LIKE WHAT THEY ARE GOING TO DO IS THE LAWYER THAT THEY HIRE AND TALK TO THE COMMISSIONER AND FIND OUT WHAT HE WANTS. DPIL TO TALK TO COMMISSIONER TWO AND SEE WHAT HE WANTS AND GO THROUGH THE PROCESS AND THE FOUR OF YOU HAVE LINES AND BASICALLY SAYING, I TALKED TO FOUR OF YOU FOLKS AND NOW I HAVE A MAP FOR YOU.

THAT IS NOT HOW WE HAVE BEEN DOING IT.

IT OUGHT TO BE DONE IN PUBLIC. IT OUGHT TO BE DONE WITH CITIZEN PARTICIPATION. NOT JUST WHAT HE WANTS AND WHAT HE WANTS. THAT WILL BE A VERY CLOSED, UNFAIR, NONTRANSPARENT PROCESS AND I HOPE WE DON'T MODEL THE TEXAS LEGISLATURE WHICH IS PRETTY MUCH HOW THEY DID IT.

THAT DINED OF MY PITCH. IT IS VERY EASY TO DO.

IF YOU THINK, WELL, WE HAVE THESE DEADLINES COMING UP.

WE JUST DON'T HAVE ENOUGH TIME FOR THAT.

DO IT FOR 2022 THE WAY YOU WANT IT, BUT THEN HAVE A COMMISSION DO IT FOR 2024, BUT DON'T STICK US WITH THESE LINES FOR THE NEXT TEN YEARS BEHIND CLOSED DOORS.

THOSE ARE BASE CLEAT COMMENTS THAT I HAVE.

I WILL BE HAPPY TO HAND OUT THE MATERIAL.

>>JUDGE CANALES: JUST TO THE CLERK, PLEASE.

>> WHO WOULD THAT SOMEBODY IN. >>JUDGE CANALES: RIGHT HERE.

AND BELINDA, OUR COURT ADMINISTRATOR AND ACCEPT THEM

AS WELL AND PASS THEM ON. >> I WILL BE HAPPY TO ANSWER ANY QUESTIONS, BUT BASICALLY HAVE A FAIR PROCESS AND AN INDEPENDENT REDISTRICTING COMMISSION.

AND WE NEED TO KNOW HOW YOU PLAN TO DO IT AND DON'T DO IT

BEHIND CLOSED DOORS. >>JUDGE CANALES: GNAW FOR YOUR PUBLIC COMMENT AND DURING PUBLIC COMMENT, WE DO NOT RESPONDS A COURT TO THE SUBJECT MATTER BUT OF COURSE APPRECIATE EACH -- EACH OF YOU. AND THE AND THE WORDS YOU HAVE SPOKEN. AT THIS TIME, I WILL MOVE TO INDIVIDUAL NUMBER TWO THAT SIGNED UP.

KATHERINE OHLER. >> GOOD MORNING.

>>JUDGE CANALES: GOOD MORNING. >> I AM KATHLEEN OHLE R SPEAKING ON BEHALF OF THE LEAGUE OF WOMEN VOTERS IN THE CORPUS CHRISTI AREA. THE LEAGUE OF WOMEN VOTERS HAVE A LONG HISTORY OF ADVOCATING FOR FAIR REDISTRICTING PRACTICES. WE APPRECIATE THE OPPORTUNITY TO MUCH A BEFORE YOU TODAY AND THANK YOU FOR ALLOWING US TO SHARE OUR POSITION. LEAGUE OF WOMEN VOTERS CORPUS CHRISTI AREA BELIEVES RESPONSIBILITY FOR REDI REDISTRICTING SHOULD BE VESTED IN AN INDEPENDENT REDISTRICTING COMMISSION THAT REFLECTS THE DIVERSITY OF THE GOVERNMENT, CITIZENS AT LARGE, REPRESENTATIVES OF PUBLIC INTEREST GROUPS AND MEMBERS OF MINORITY GROUPS.

REGARDLESS OF WHETHER OR NOT AN INDEPENDENT COMMISSION IS IN PLACE, WE BELIEVE THAT EVERY REDISTRICTING PROCESS SHOULD INCLUDE THE FOLLOWING: SPECIFIC TIMELINES FOR THE STEPS LEADING TO A REDI REDISTRICTING PLAN, FULL DISCLOSURE THROUGHOUT THE PROCESS ON ONE LICK HEARING FOR THE PLANS FOR ADOPTION, REDISTRICTING ON ALL LEVELS OF GOVERNMENT SHOULD BE IN AN OPEN, UNBIASED MANNER WITH CITIZENS PARTICIPATION IN ALL LEVELS AND STEPS OF THE PROCESS AND SUBJECTED TO ALL OPEN MEETING LAWS.

AND SHOULD BE ADOPTED BY THE REDISTRICTING AUTHORITY WITH MORE THAN A SIMPLE MAJORITY VOTE.

THE STANDARDS OF WHICH A REDISTRICTING PLAN IS PLACED MUST BE ENFORCEABLE IN COURT, REQUIRE EQUAL POPULATION, GEOGRAPHIC CONTINUITY, AND REPRESENTATION OF LING GUESS PARTICULAR AND MINORITY RESPONSIBILITY, AND INTEREST, RESPECT POLITICAL BOUNDARY. AND COMPACTNESS MAY BE CONSIDERED AS CRITERIA AS LONG AS THEY DON'T CON WITH THE ABOVE CRITERIA. PROTECT INCUMBENTS BY

[00:10:01]

CONSIDERING AN INCUMBENT'S ADDRESS.

WE ARE SUBMITTING A LIST TO COMMISSIONERS COURT OF LISTS OF RECOMMENDATIONS TO IMPLEMENT IN THE COURT THAT THE COURT IS THE ENTITY INVOLVED IN DRAWING THE NEW MAPS.

THESE RECOMMENDATIONS COME FROM VOTING RIGHTS ATTORNEYS AND MODELLED FROM AN END PENSION REDISTRICTING THAT COMMISSIONERS COURT MEMBERS WILL DRAW THE MAP NOT AN INDEPENDENT COMMISSION. THE PROCEDURES AND CRITERIA ARE DESIGNED TO MAKE THE REDISTRICTING AS FAIR AND OPEN AS POSSIBLE TO UPHOLD THE VOTING RIGHTS ACT.

WE WANT TO EMPHASIZE THAT THE LEAGUE OF WOMEN VOTERS DOES WANT AN INDEPENDENT REDI REDISTRICTING COMMITTEE FOR THE COMMISSIONERS COURT. ONE CANNOT BE CREATED WE ASK THAT THE RECOMMENDATIONS BE FOR THE FULLEST EXTENT SO PEOPLE HAVE FULL FAITH IN THE REDISTRICTING PROCESS AND THAT MAPS ARE DRAWN. THANK YOU FOR THE OPPORTUNITY

TO SPEAK. >>JUDGE CANALES: THANK YOU.

THANK YOU, MA'AM JULIE ROGERS PLEASE.

GOOD MORNING. >> GOOD MORNING, THANK YOU FOR LETTING US BE HERE. MY NAME IS JULIE ROGERS.

WHAT I HAVE TO SAY IS NOT A LOT, BUT IT IS A LOT.

I AM SO GLAD WE ARRIVED AT LOCAL REDISTRICTING.

LOOKING VERY FORWARD TO THAT AND I APPLAUD THESE LAWYERS THAT WE ARE GOING TO BE HIRING. I WAS AT THAT MEETING THAT IT WAS DISCUSSED. I ALSO LOOK AT THE MOU.

AND CONCERNS ME THE WAY IT WAS WRITTEN THAT DISCUSSIONS WOULD HAPPEN. IT DOES SOUND LIKE BEHIND CLOSED DOORS. WE MAY NOT BE UNDERSTANDING THAT THOUGH. SO THAT'S WHY I AM ASKING THAT YOU CONTINUE TO LET US KNOW WHAT IS GOING ON.

ADVERTISE TO THE PUBLIC WHAT IS GOING ON.

AND HOLDS SOME PUBLIC INPUT HEARINGS.

I DO THINK THAT WE NEED AN END PINT REDISTRICTING COMMISSION LIKE IN EL PASO. AND THEY ALSO HAVE ONE IN AUSTIN. BUT -- BUT UNTIL WE GET THAT, HAVE AT LEAST TWO TO THREE PUBLIC HEARINGS SO THAT WE CAN LOOK AT THE MAPS AND DISCUSS IT WITH YOU ALL.

THANK YOU VERY MUCH. >>JUDGE CANALES: THANK YOU.

AND FINAL ME MARIA VERIA. >> GOOD MORNING, JUDGE, COMMISSIONERS. I JUST A WANTED TO SHARE WITH YOU SOME GOOD NEWS ACTUALLY THAT WE GOT FROM THE GOVERNOR'S OFFICE MAYBE ABOUT 15 MINUTES AGO.

WE ARE THE RECIPIENT OF EIGHT GRANT AWARDS FROM THE GOVERNOR'S OFFICE. I WANTED TO GIVE YOU A HEADS-UP ONLY BECAUSE SOME OF THESE GRANTS ARE GOING TO BE RETROACTIVE TO OCTOBER 1, SO YOU WILL SEE A COUPLE OF RATIFY GRANT AWARDS ON THE NEXT AGENDA.

BUT JUST TO RUN THEM DOWN FOR YOU.

SOME OF THEM ARE CONTINUATION. SOME OF THEM ARE NEW.

THE NEW ONES ARE PRETTY EXCITING.

I HAVEN'T ACTUALLY HAD A CHANCE TO REACH OUT TO THE DISTRICT ATTORNEY'S OFFICE YET TO LET THEM KNOW.

ONE OF THE GRANT AWARDS IS MONITORING OFFENDERS AGAINST WOMEN. THAT PAYS FOR GPS FOR INDIGENOUS. THAT IS A GRANT OF 22,000.

NO -- CASH MATCH, EXCUSE ME. ANOTHER GRANT, JUSTICE JUSTICE IMPROVEMENTS TO OUTFIT EIGHT OR NINE VEHICLES TO UPGRADE THE LAW ENFORCEMENT TECHNOLOGY WITHIN THE IN-CAR SYSTEMS. WE HAVE A CONTINUATION GRANT TO PAY FOR A VICTIM -- ONE F FULL-TIME AND ONE PART-TIME VICTIM ASSISTANCE COORDINATOR IN THE DA'S OFFICE. WE HAVE A CONTINUATION GRANT FOR THE TUITION INITIATIVE THAT PAYS FOR ONE FULL-TIME CASE MANAGER AND LINKS TO TRUANCY PREVENTION.

WE RECEIVED A RIFLE RESISTANT BODY ARMOR GRANT AT ABOUT $1 $12,500 FOR THOSE LAW ENFORCEMENT DEPARTMENTS THAT INDICATED A NEED. BUT THE NEW GRANTS THAT WE HAVE, DA TESTING OF FORENSIC EVIDENCE.

A $251,000 GRANT THAT WILL ALLOW THE DISTRICT ATTORNEY'S OFFICE TO OUTSOURCE SOME OF ITS FORENSIC EVIDENCE TESTING TO HOPEFULLY SPEED UP THE PROCESS -- THE CRIMINAL JUSTICE PROCESS. WE ALSO RECEIVED ANOTHER 81,000 FOR SAME KIT TESTING. SEXUAL ASSAULT NURSING EXAMINATION KITS. AGAIN, THIS WILL ALLOW THE DISTRICT ATTORNEY'S OFFICE TO SEND THOSE OFF TO PRIVATE ACCREDITED LABS. AND THAT'S IN THE AMOUNT OF $81,000. ANOTHER REALLY EXCITING ONE IS INNOVATIONS TO ADDRESS SEXUAL EXPLOITATION.

WE WORKED VERY CLOSELY WITH THE COASTAL BEND WELLNESS FOUNDATION ON THIS AND THE RED CORD DIVERSION PROGRAM.

THE AMOUNT OF $120,000 TO HELP US -- TO HELP THE DISTRICT ATTORNEY'S OFFICE, CCPD, AS WELL AS COASTAL BEND WELLNESS

[00:15:01]

TO CONDUCT TARGETED HOTEL AND PROSTITUTION STINGS IN THE AMOUNT OF $120,000. THE GREAT NEWS ALL OF THESE GRANTS HAVE NO MATCH. SOME OF THESE ARE CONTINUATION GRANTS FOR THE FLUID TEE OF FINANCIAL ACCOUNTING, THERE WILL BE SOME ROD IF I CASES. THE NEW PROGRAMS WE WILL LEAVE THEM AS A REGULAR SET AWARD ON THE NEXT AGENDA.

PUBLIC HEARINGS: The Nueces County Commissioners Court will conduct public hearings on the following: 1) pursuant to Section 51.305 of the Texas Government Code, a plan for the preservation and restoration of the Nueces County District Clerk’s court records archives 2) pursuant to Section 118.025 of the Texas Local Government Code, a plan for the preservation and restoration of the Nueces County Clerk’s records archives CLOSE PUBLIC HEARINGS AND RECONVENE SPECIAL MEETING]

PART OF THE AGENDA NOTICED PROPERLY FOR A PUBLIC HEARING.

AND THIS PUBLIC HEARING IS PURSUANT TO SECTION 51.305 OF THE TEXAS GOVERNMENT CODE, AND THIS CALLS FOR A PLAN FOR THE PRESERVATION AND RESTORATION OF THE NUECES COUNTY DISTRICT CLERK'S COURT RECORDS ARCHIVES. AND THEN WHEN WE FINISH WITH THAT, WE WILL MOVE TO THE COUNTY CLERK'S RECORDS ARCHIVES AND ITS PLANS FOR PRESERVATION AND RESTORATION.

BUT ACKNOWLEDGE THAT WE HAVE THE DISTRICT CLERK, MISS ANN LOREZEN. AND I YIELD TO YOU.

>> GOOD MORNING, JUDGE CANALES. GOOD MORNING, EVERYONE.

THIS IS THE SECOND YEAR OF OUR PRESERVATION PLAN.

IT WAS AGREED TO AND PASSED BY COMMISSIONERS COURT IN NOVEMBER OF 2019, BUT WE HAVE TO COME BEFORE YOU EVERY YEAR IN CASE WE HAVE ANY CHANGES. I WANT TO SAY WE ARE CONTINUING WITH THE PRESERVATION PLAN THAT WAS OKAYED IN 2019.

THERE IS NOT ANY PACEIC CHANGE THERE.

THE ONLY CHANGE WE HAVE IS A FEE CHANGE AND I WILL ASK YOU AND LET YOU ALL KNOW THAT THE FEE, THE $10 FEE WHICH IS THE LEGISLATIVE FEE, I AM GOING TO NEED TO ASK YOU TO PUT IT IN THE BUDGET ONLY FROM OCTOBER 1 OF THIS YEAR TO THE END OF DECEMBER OF THIS YEAR. AS OF JANUARY 1, OUR FEE GOES UP TODAY 30 AND DOES NOT NEED PERMISSION FROM COMMISSIONERS COURT AFTER THIS. IT WILL BE A CERTAIN FEE THAT WE WILL BE CHARGING ON CERTAIN DOCUMENTS.

I DO WANT YOU TO KNOW THAT. I WOULDN'T TO THANK CO-FILE VERY, VERY MUCH BECAUSE WE STARTED THIS PRESERVATION PLAN DURING COVID AND FOR A WHILE NOTHING THAT EITHER ONE OF US COULD DO; HOWEVER, AS SOON AS BUSINESSES -- BUSINESSES WERE OPEN, COVID CAME RIGHT IN AND STARTED TAKING THE CASE FILES THAT WE NEEDED. OUR ARCHIVES.

THANKS KATHY AND SCOTT, OUR REPRESENTATIVES THAT ARE HERE.

THEY ARE VERY DILIGENT AND THE PRESERVATION AND ARCHIVING.

BECAUSE OF THAT I WANT TO UPDATE YOU A LITTLE BIT WHAT WE HAVE BEEN ABLE TO ACCOMPLISH AND I KNOW THAT COME COURT K KNOWS WE DO HAVE ALL OF THE INDEXES AND MINUTES FOR THE 28TH DISTRICT COURT. THEY ARE ALL IN THEIR SAFETY BINDERS AND SPECIAL SHELVING IN MY OFFICE AND THE PUBLIC IS INVITED TO COME IN TO LOOK AT THE DOCUMENTS 1850 TO 1950.

IT IS AMAZING TO SEE HOW THEY DID THINGS.

THE WRITING -- JUST THE WRITE SOMETHING -- IT IS AN ART.

THE WRITING THAT THE CLERK'S HAD IS CERTAINLY AN ART.

[00:30:02]

WE ALSO -- THE QUICK LINK SITE THAT IS GOING TO HOUSE THE GREAT BIG INDEX BOOKS THAT WE STILL USE IS GOING TO BE ONLINE SO THAT OUR CLERKS WITH GO IN AND TAKE A LOOK AT THAT WITHOUT HAVING TO EITHER COME OVER TO THE COURTHOUSE AND GO OVER TO THE WAREHOUSE. SO THAT IS GOING TO BE ONLINE SHORTLY. ALSO, WE HAVE HAD 38,674 CIVIL CASE FILES SCANNED AND INDEXED. AND THESE FILES ARE NOW READY TO BE IMPORTED INTO THE ODYSSEY CASE MANAGEMENT.

SO THAT IS COMING UP IN A SHORT WHILE.

THAT IS MY REPORT. THANK YOU, JUDGE.

>>JUDGE CANALES: THANK YOU SO MUCH AND I ALSO WANT TO -- IF IT IS OKAY -- TO INVITE THOSE PARTICULARLY HERE IN THE CO COURTHOUSE THAT WANT TO SEE THAT INCREDIBLE FRAME.

SHARE THAT INFO WITH US. >> YES.

THE FRAME THAT WE GOT -- WE GOT TWO SHADOWBOXES FROM KOFILE.

IS THAT WHAT YOU ARE TALKING ABOUT.

THE COVERS FOR THE VERY FIRST TWO MINUTE BOOKS OF THE 28TH DISTRICT COURT. AND YOU CAN SEE FROM THAT SHADOWBOX -- THAT SHADOWBOX JUST WHAT DETERIORATION WAS TAKING PLACE WHILE THEY SAT OVER THERE IN THE WAREHOUSE FOR ALL THESE YEARS AND NOW YOU WILL BE ABLE TO SEE THE PRESERVE PAGES OF THAT -- THAT ARE IN THE SECOND PART OF THAT SHADOWBOX IS THE ACTUAL CASE THAT THEY WILL BE STORED IN.

IT IS FIRE-PROOF. IT IS WATER-PROOF.

HOPEFULLY WITH WE HAVE A HURRICANE OR WHATEVER, WE WILL STILL HAVE THEM ONLINE BUT ALSO HAVE THEM BECAUSE THEY WILL BE SAFE. SO -- ANYONE IS WELCOMED TO COME TO MY OFFICE. AND LOOK AT THEM.

>>JUDGE CANALES: JUST REALLY A BEAUTIFUL SIGHT TO SEE WHEN YOU CAN HAVE THIS KIND OF RESTORATION.

, AND I ALSO WANTED TO COMMENT THAT THANKS TO THIS COMMISSIONERS COURT, WE REALLY WERE ABLE TO NOT ONLY AUGMENT WHAT THE FEE DOES FOR US, BUT PEOPLE WANT TO KNOW WHY WE MAKE THESE INVESTMENTS WHEN WE TAKE CERTIFICATES OF OBLIGATION AND WHY IT IS SO IMPORTANT TO HAVE ECONOMIC DEVELOPMENT IN YOUR COMMUNITY. SO YOU CAN HAVE A STRONG RATING THAT YOU CAN GO UTILIZE THAT RATING TO BORROW THE MONEY TO MAKE THESE INVESTMENTS. SO THANKS TO 2020 COS AND 2021 COS, WE MADE THESE INVESTMENTS AND MUCH MORE WORK TO DO.

I CHALLENGE US AFTER HEARING THIS GREAT PLAN TO DO MILES PER HOUR. AND I HOPE THAT PRESENTS ITSELF. I KNOW IT WILL.

SO I AM SORT OF FORESHADOWING, BUT I DO BELIEVE WE ARE MAKING GREAT STRIDES, BUT I FEEL LIKE WE HAVE TO MAKE THE GREAT STRIDES, OTHERWISE WE ARE THE ONE THAT'S KNOW ABOUT IT.

I AM NOT CERTAIN HOW WE DO THAT BUT HOPEFULLY WHEN WE GET MORE DEDICATED FOLKS FOR PUBLIC INFORMATION, WE CAN MAKE NEW STORIES OUT OF THIS. JUST A TREMENDOUS -- I MEAN, WHAT IS HAPPENING IS USUALLY HAPPENS AND RESERVED FOR VERY LARGE COMMUNITIES AND CITIES. AND NOW WE ARE JOINING THE P

PACK. >> THAT IS PART OF MY DUTIES AND I AM VERY, VERY HAPPY TO FINALLY BE ABLE TO FULFILL THAT

DUTY. >>JUDGE CANALES: VERY EXC EXCITING, ANN. I HAVE WANT TO ASK DALE.

OCTOBER 1 TO DECEMBER 1. SOUNDS LIKE WE HAVE TO DO SOMETHING THAT WE DO DIFFERENTLY POST JANUARY.

JANUARY 1, WE ARE NOT -- THE LEGISLATURE SAYS DISTRICT COURT, YOU GOT THIS -- DISTRICT CLERK, YOU GOT THIS.

ARE YOU OKAY AND DO WE NEED TO SEE AN AGENDA ITEM FOR THIS IN

THE FUTURE? >> IN OUR BUDGET REQUIREMENTS, WE SET REVENUE AND EXPENSES AT A CERTAIN RATE, AND NO NEED --

>>JUDGE CANALES: PERFECT. WE ARE DOING GREAT.

>> WE HAVE AN AGENDA ITEM FOR YOU TO APPROVE THAT FEE LATER

TODAY -- OF. >>JUDGE CANALES: LATER TODAY IN OUR AGENDA. I WILL TURN NOW TO OUR COUNTY CLERK PURSUANT TO DIFFERENT SECTION OF THE GOVERNMENT CODE AND READ THAT FOR ANNOUNCEMENT, 118.02537 AND SHE WOULD LIKE TO VISIT WITH US WITH THE PRESERVATION OF THOSE RECORDS.

>> WE DON'T HAVE THE LUXURY -- THEY DIDN'T GIVE IT TO US.

WE HAVE TO COME BACK AND GET APPROVAL, WHICH IS FINE, BECAUSE KEEPS YOU ACCOUNTABLE. LAST YEAR Y'ALL APPROVED THE $10 FEE ALONG WITH THE PLAN, WHICH WAS TO PRESERVE THE ARCHIVAL OF MANUSCRIPTS. EVERYTHING WAS DONE AND COMPLETEDND AN AGENDA EYE -- ITEM ON THE AGENDA TO PAY THEM.

I THANK YOU AND THANK YOU ALL AS WELL.

YOU ARE GREAT. WE HAVE BEEN DOING THIS FOR A WHILE IN THE OFFICE. AND THE NEXT STAGE WILL BE --

[00:35:05]

PASSED IT OUT TO Y'ALL. ARCHIVING, THE REMAINING 678 VOLUMES, DEED OF OIL AND GAS RECORDS, WHICH IS NEEDED.

AND USING THE -- ALSO THE BIRTH AND DEATH RECORDS USING EXISTING IMAGES TO PUT THEM INTO VANGUARD AND TO INDEX.

NOW A LOT OF WHAT WE WILL BE DOING IS INDEXING ALL OF THE COMMISSIONERS COURT MINUTES. ALL THE RECORDS FROM COMMISSIONERS COURT. THEY ARE UP NOW, BUT THEY ARE DIFFICULT TO FIND ONLINE. SO THEY ARE GOING TO HAVE TO, YOU EVER KNOW, INDEX THEM AND GET THEM EASIER.

ANOTHER PROJECT THEY ARE GOING TO WORK ON THIS YEAR AND THAT IS PART OF.TAMPA ALSO FOR SERVING THE.

THAT S. AND GETTING THOSE ONLINE.

>>JUDGE CANALES: THAT WILL BE GREAT TOO.

>> I WILL ASK FOR YOUR APPROVAL AND KEEP IT AT THE $10 FEE.

>>JUDGE CANALES: LATER IN THE AGENDA WHEN WE GET TO THE FEE.

THIS IS PART OF THE PUBLIC HEARING WHERE WE TALK OF THE PLAN. YOU GET TO HEAR FROM THE CUSTODIANS OF THE PLAN AND YOU ARE FREE TO ASK QUESTIONS,

COMMISSIONERS, IF YOU HAVE ANY. >> I THINK THE LEGISLATURE IN THEIR WISDOM DECIDED TO MAKE THIS A PART OF THE PROCESS GOING FORWARD. IS THAT WHAT I HEARD FROM ANN'S PART? I SHOULD HAVE ASKED HER WHILE SHE WAS STILL THERE AND SHE SAID IT WAS COMING UP ON THE AGENDA. THAT IS FINE.

I DON'T REALLY HAVE ANY QUESTIONS.

I DIDN'T SEE THAT THEY APPROVED IT.

>>JUDGE CANALES: I ASKED AN N ON OCTOBER 25.

THEY ACTUALLY CHANGED QUITE A BIT OF FEES AND WILL GIVE US A WHOLE BREAKDOWN -- SOME PLACES WE WON AND SOME PLACES KIND OF LOST AND SORT OF A BALANCING AND ON THE 27TH, THE OFFICE WILL GIVE US A COMPLETE BREAK DOWN, BUT, YES, THEY DEFINITELY APPLIED IT TO ONE SIDE AND NOT THE OTHER.

>> WHAT THE HECK. >>JUDGE CANALES: LIKE YOU S SAID, A BALANCING ACT. NEXT TIME.

I IMMEDIATELY MADE MY WAY TO THE TABLE AND GRABBED THE FEMALE, A MINOR, 15 YEARS OLD. HER PARENTS WERE VERY SCARED.

SO WE STARTED DOING THE HEIMLICH ON HER.

A COUPLE OF TIMES SHE ALMOST PASSED OUT ON ME UNTIL THE FOOD WAS DISLODGED AND SHE WOULD BREATHE AGAIN.

AND IT WAS -- IT WAS SCARY. AND I AM GLAD EVERYTHING WORKED OUT FOR HER. AND I APPRECIATE THIS OPPORTUNITY TO BE HERE. THANK YOU.

>>JUDGE CANALES: THANK YOU, SERGEANT.

YOU KNOW WHAT SEEMS ROUTINE FOR THOSE OF HOW WEAR UNIFORMS IS REALLY NOT. AND KEEPING YOUR COOL, YOU K KNOW, UNDER TREMENDOUS PRESSURE WHEN YOU ARE REALLY NOT ON

>> BE SAFE. >>JUDGE CANALES: YES.

ITEM H-2. A CERTIFICATE --

>> WE WILL HAVE TO TABLE THAT ONE.

[1. Discuss the COVID-19 response, plans for COVID-19 testing, alternative care sites, Governor Orders, amended Orders, and activities related to area economic recovery; receive update from the Nueces County Emergency Operations Center.]

MOVE TO THE GENERAL INFORMATION REPORT.

OUR EMERGENCY AGENT COORDINATOR TO DESCRIBE COVID-19 RESPONSE AND THE UPDATE FROM THE NUECES COUNTY EMERGENCY OPERATIONS

CENTER. >> JUDGE, COMMISSIONERS, GOOD TO SEE YOU THIS MORNING. I JUST HAVE A FEW THINGS THAT I WOULD LIKE TO HIGHLIGHT WITH REGARD TO OUR COVID OPERATIONS.

THE LATEST NUMBERS AS OF YESTERDAY WAS 31 NEW COVID CASES. ONLY ONE NEW DEATH.

93 PATIENTS WERE HOSPITALIZED YESTERDAY WITH 45 IN ICU.

ICU AVAILABLE REMAINS LOW IN THE REGION, AND I WANT TO TALK ABOUT THAT BRIEFLY JUST TO MAKE SURE THAT THAT NUMBER IS NOT CONFUSING. WE HAD THE ICU NUMBERS CONTINUE TO GO DOWN, BUT WE STILL TALK OF THEM BEING LOW.

THE REASON FOR THAT IS, THE ACTUAL BED NUMBERS IN THE ICU ARE LIMITED. THEY WERE OPENING UP OTHER WINGS TO PUT PEOPLE IN, OVER THE LAST MONTHS, AND SO, THEY ARE NOT -- THOSE NUMBERS ARE NOT INCLUDED AND STILL CONSIDERED LOW WITH ICU BECAUSE THE NURSES THAT WERE DEDICATED TO THOSE EXTRA WINGS WILL BE ABLE TO PUT BACK WHERE SHE SHOULD HAVE BEEN BACK TO WHERE THEY WORK AND OF THE REGULAR SITUATION. I HOPE THAT MAKES SENSE ON THOSE NUMBERS. WE HAVE STILL MULTIPLE LOCATION THAT'S WE ARE SUPPORTING THE -- THE CITY, COUNTY HOSPITAL DISTRICT. AND VACCINATIONS.

AND THOSE ARE STILL OCCURRING ALL OVER OUR COUNTY.

[00:45:02]

I WANT TO JUST REMIND THAT YOU NUECESKNOWS.COM IS WHERE YOU NEED TO GO FOR THAT INFORMATION AND WE WILL CONTINUE TO -- WE WANT YOU TO GO FLORIDA TO FIND OUT WHERE THOSE ARE, BECAUSE THEY ARE DAILY, AND THEY ARE DIFFERENT DAILY, AND SO I JUST WANT TO REMIND YOU OF THAT. I JUST WANT TO -- JUST TO HIGHLIGHT THE BIG NUMBERS THAT WE GET FROM LAMP THEM IN.

AUGUST, 11,240. AND SEPTEMBER TO DATE, 6696.

SO THAT IS REALLY GOOD NEWS, THAT THE VACCINATION NUMBERS FOR SEPTEMBER ARE GREATER THAN JULY.

THAT TELLS US THAT WE HAVE PEOPLE WHO ARE STILL CONTINUING TO SEE THE NEED EVEN THOUGH CASE -- ACTUAL CASES HAVE BEEN GOING DOWN, WE STILL HAVE A LOT OF PEOPLE SEEING THE NEED TO BE VACCINATED AND THAT IS A WONDERFUL THING AND I THINK IT SAYS A LOT OF THE PEOPLE WHO ARE OUT THERE GETTING THAT DONE AND MARKETING AND EDUCATING. SO THAT -- THAT IS A BIG POSITIVE. OUR HIGH DAY TOTAL FOR SEPTEMBER WAS 489. STILL A LOT OF PEOPLE SEEING THE NEED TO BE VACCINATED. LET'S SEE.

I WANT TO -- -- OH THE -- THE REGIONAL INTRUSION CLINIC AT -- AT THE BORCHARD FAIRGROUNDS IS STILL GOING ON.

I THINK I TOLD YOU IN THE LAST UPDATE, THAT WE CHANGED AT THE PHYSICIANS WEST LOCATION, 2601 HOSPITAL DRIVE.

WE TRANSITIONED THAT LOCATION FROM INFUSION TO VACCINATION.

AND JUST BECAUSE THE NEED FOR VACCINATION -- OR INFUSION NUMBERS WERE GOING DOWN AND NO NEED TO HAVE TWO SIDES 37 AND SO THAT HAS BEEN -- HAS BEEN TRANSITIONED OUT TO THE FAIRGROUNDS. THAT -- THAT LOCATION CONTINUES TO DO WELL. IT IS STILL BEING MANAGED BY THE BCS. AND OKAY, I WANTED TO UPDATE YOU ON WINTER STORM. I TOLD YOU LAST TIME THAT WE GOTTEN A LITTLE BIT OF BAD NEWS THAT WE WERE ONE OF 244 COUNTIES THAT HAVE NOT BEEN -- THAT HAD NOT MET THE ORIGINAL THRESHOLD. AND WERE BEING DENIED FUNDS, BUT I ALSO TOLD YOU IT WAS UNDER APPEAL, RIGHT.

SO THE GOOD THING IS, WORKING TOGETHER WITH HAGGERTY WHO IS PHENOMENAL IN WHAT THEY DO. AND THE CITY OF CORPUS CHRISTI OFFICE OF EMERGENCY MANAGEMENT, WE WERE ABLE TO FIND SOME OTHER THINGS THAT HAD HAPPENED DURING THAT TIME THAT HAVEN'T BEEN TURNED IN, SOME DAMAGES THAT HAD NOT BEEN TURNED IN.

AND WE HAVE NOW DONE THAT. AND THE PROPER WAY THROUGH THE AYE PALES PROCESS. AND I AM GLAD TO -- THROUGH THE APPEALS PROCESS. AND I AM GLAD TO TELL THAT YOU WE THINK THEY WHICH MAMET THAT THRESHOLD TO RECOUP THOSE EXPENSES AND EXCITED THAT THAT AND LET YOU KNOW THROUGH THE APPEALS PROCESS. FEEL FREE TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE WITH REGARD TO COVID AND ONE OTHER THING THAT I WOULD LIKE TO TALK TO YOU ABOUT.

>> WHERE TO WE FIND THE DAILY, WEEKLY, MONTHLY STATUS IN OUR COMMUNITY? IS THAT ON THE DAILY DATA DUMPS OF OUR COMMUNITY? AS FAR AS HOW MANY ARE ACTUALLY VACCINATED? ARE WE SEEING THAT ON THE DAILY

BASIS OR ON THE WEB SITE? >> I BELIEVE IT IS ON THE WEB SITE. I THINK YOU CAN FIND THOSE NUMBERS. I WILL GET THAT TO YOU COMMISSIONERS. I DON'T SEE THAT NUMBER DAILY.

>>JUDGE CANALES: THAT IS COME MORE FROM OUR PUBLIC HEALTH WEB SITE. I DO KNOW THAT RECENTLY -- WE HAVE A NEW DASHBOARD. DO YOU REMEMBER THAT COMMUNITY RISK DASHBOARD. THAT WAS TAKEN OFF FOR A WHILE BECAUSE IT WAS TTALE AND DID NOT HAVE ANYBODY TO DO THE STATISTICS AND WE GOT FUNDS AT CITY COUNTY PUBLIC HEALTH AND REHIRED THE STATISTICIANS AND I BELIEVE IT IS STILL CURRENT AND WE SHOULD DO THAT ON THE HEALTH DEPARTMENT WEB SITE AND WHAT WE SHOULD DO IS LINK IT UP TO NUECES KNOWS SO IT IS EASY FOR EVERYBODY AND I AM CERTAIN THAT ALL OF THE PIE CHARTS THAT I SAW LAST WEEK WOULD SHOWCASE WHAT OUR FULLY POPULATED VACATION RATE IS AND BREAKS IT DOWN BY SENIOR CITIZENS AND AGE

CATEGORIES. >> NOW THAT YOU MENTION THAT, I THINK THAT IS IN THERE. I WASN'T SURE WHAT YOU WERE ASKING BUT I THINK THAT IS ON THERE.

ALSO COMMISSIONER, I APOLOGIZE, I WAS HOPING TO HAVE THE

[00:50:07]

DIRECTOR OF THE CITY COUNTY HEALTH DEPARTMENT AND LAST MINUTE SHE WASN'T ABLE TO BE HERE AND YOU ASKED FOR THAT LAST TIME AND SHE WANTED TO BE HERE AND SHE WILL.

>> IF NOT HERE, COMMISSIONER GONZALEZ MENTIONED DR. WILMONT.

SO VERY CAPABLE AS WELL AND I KNOW SHE IS VERY BUSY.

>> YOU BET. >> THANKS FOR BECKY ASKING ME THAT QUESTION TO LOOK INTO THE EVACUATE STATUS.

IT'S THERE. >>JUDGE CANALES: IT'S THERE AND WE NEED TO MAKE IT MORE. THE DASHBOARD IS WHAT I ADVOCATED IN THE BEGINNING WHEN THE SURGES COME AND YOU THINK TO YOURSELF WE HAVE A WONDERFUL DECLINE AND THIS DOES MAKE US FEEL GOOD THAT WE ARE IN DECLINE, BUT AS THEY SAY, WINTER IS COMING. AND SO WE WANT TO BE READY FOR WINTER AND THE OTHER THING, GARRETT, THAT WE HAVE GOTTEN A LOT OF NEWS LATELY AS IN THE LAST SEVEN DAYS WITH REGARDS TO BOOSTERS AND I WANT TO SAY THAT WE WILL HAVE AN OPPORTUNITY TO ADDRESS THE PUBLIC THIS WEEK WITH REGARDS TO BOOSTERS.

WHAT WE WAIT FOR IS ONCE YOU SEE THAT EMERGENCY USE AUTHORIZATION COMMITTEE, YOU KNOW, APPROVE FROM THE FDA, IT GOES TO THAT CDC AND COMES ALL THE WAY TO DISHES IN TEXAS AND THEY GIVE US OUR MARCHING ORDERS.

IT TAKES -- ALMOST LIKE A WEEK LAG TIME FROM THE TIME YOU HEAR ABOUT IT ON THE NATIONAL NEWS AND THE TIME YOU ARE READY TO SAY GO. BUT JUST KNOW THAT OPERA OPERATIONALLY, GARRETT AND HIS TEAM IS READY.

THEY ARE READY EVERY DAY, BUT I DO THINK THAT THE COURTHOUSE IS A LOCATION WHERE YOU CAN. YOU WILL BE ABLE TO GET THE BOOSTER QUITE FRANKLY WITH ALL THREE IN MIND WITH ALL -- AS LONG AS OUR SUPPLY IS IS AVAILABLE.

>> THAT'S CORRECT, YES. THANK YOU.

ALL RIGHT, I WILL GO AHEAD TO MOVE ON TO THE LAST THING I WANTED TO TALK TO YOU ABOUT WHICH IS THE FULL-SCALE EXERCISE THAT MYSELF AND THE DEPUTY, NUECES EMERGENCY MANAGEMENT COORDINATOR ATTENDED ON OCTOBER 6.

THIS WAS THE FULL-SCALE EXERCISE AT THE PORT OF CORPUS CHRISTI. FULL-SCALE EXERCISES ARE EXCELLENT TOOLS TO HAVE A NONLIFE-THREATENING WAYS TO SEE HOW PEOPLE WILL BE ABLE TO WORK TOGETHER.

AND THIS WAS -- AND IN EXCELLENT FASHION.

THANKS DANIELLE HALE AND CHRISTOPHER VOICE WITH THEIR SKILLS AND DOING SUCH AN EXCELLENT JOB.

THEY LED THE PLANNING AND IT WAS DONE -- MULTIPLE AGENCIES INVOLVED IN THE PLANNING AND THEY WERE THE ONES THAT MANAGED THAT AND PUT ON QUITE AN EXERCISE AND WAS VERY, VERY WELL-DONE. AND THANKS TO LETTING -- LETTING US BE INVOLVED IN THAT THE EXERCISE WAS A TANKER CRASH SIMULATED AND IN FRONT OF THE TERMINAL OPERATED BY HOWARD N PARTNERS. THIS CREATED A LARGE SIMULATED SPILL INTO THE SHIPPING CHANNEL.

IT INVOLVED A SITUATION THAT WAS VERY REAL WORLD AND VERY POSSIBLE AND THE POTENTIAL IS CERTAINLY OUT THERE.

IF YOU HAVE DRIVEN IN THAT CORRIDOR IN THAT AREA, THE NUMBER OF TANK TRUCKS FLYING BY ARE STAGGERING AND THERE IS AN AREA THERE WHERE THEY PULL OVER TO TURN TO GO INTO THE MAVERICK TERMINAL AND SO IT IS A PLACE THAT YOU CAN IMAGINE DAILY.

THERE IS A REAL -- A REAL POTENTIAL FOR THIS TYPE OF CRASH THERE. SO I FELT LIKE THAT WAS REALLY WELL-DONE. THE SIMULATION IS ALWAYS R REALTIME TO CREATE A LIFE-LIKE DECISION TIMING REQUIREMENTS.

SO EVEN THE -- THE ENGINES THAT ARE RESPONDING FROM THE FIRE STATIONS, THEY TIME THEIR RESPONSE TO BE JUST LIKE IT WOULD IN REALTIME. THE SECOND ARRIVING GETTING THERE LATER LIKE THEY WOULD IN A REAL INSTANCE THAT THE COMMANDER WHO WAS THERE EARLY HAS TO FILL THAT TIME.

AND THINK ABOUT WHAT THEY WILL DO WHEN THEY WAIT FOR OTHERS TO RESPOND. WE DO EVERYTHING THAT WE CAN TO MANGE THESE TYPE SCENARIOS VERY LIFE-LIKE.

IT DID INVOLVE MULTIPLE AGENCIES AND RESPONDERS INCLUDING LOCAL, STATE AND FEDERAL RESOURCES AND INVOLVED MULTIPLE JURISDICTIONS AS YOU CAN IMAGINE.

PROBABLY UNLIKE ANYWHERE IN THE COUNTRY COULD YOU HAVE THAT MANY AGENCIES AND JURISDICTIONS REQUIRED AT AN INCIDENT JUST BECAUSE OF THE IMPORTANCE OF THAT LOCATION AND THE IMPORTANCE OF THIS AREA. AFTER THE MORNING SIMULATION OF

[00:55:05]

THE DISASTER, WE -- WE THEN RECONVENED AT THE ORTIZ ENTER AS A HOT WASH. IT IS A TIME WHERE EVERYBODY PART OF THE INCIDENT TO SIT DOWN AND HAVE AN OPPORTUNITY TO GO UP TO MICS SET IN THE AREA AND SAY WHAT DO YOU SEE THAT WE NEED TO IMPROVE ON? WHAT STRECHX WERE REVEALED BY THIS EXERCISE? WHAT WEAKNESSES REVEALED BY THIS EXERCISE. YOU ALWAYS LEARN FROM THIS PROCESS AND WE DID FROM THIS ONE.

DIFFERENT THINGS THAT WERE BROUGHT UP THAT WERES POSITIVE AND MOVING FORWARD BECOMING MORE AND MORE STRONG AS WE FOCUS ON THOSE STRENGTHS THAT WE HAVE.

THE DAY ENDED WITH US INVESTIGATE UP WHAT WE CALL A UNIFIED COMMAND STRUCTURE AND A DOOZY FOR A UNIFIED COMMAND STRUCTURE WITH ALL THE DIFFERENT AGENCIES AND JURISDICTIONS, SETTING UP A COMMAND STRUCTURE WITH ALL OF THOSE LEADERS AND HAVING THEM TALK THROUGH THE EXERCISE ON WHAT WAS NEEDED WHEN, WHERE THOSE RESOURCES WOULD COME F FROM, WHOSE RESPONSIBILITY WOULD BE FOR THOSE RESOURCES AND HOW THOSE DECISION ALSO BE APPLIED TO THAT INCIDENT.

WE DON'T ALWAYS GO INTO DEPTH IN A SITUATION LIKE THIS.

BUT OFTENTIMES, IT HAS BEEN EXTREMELY HELPFUL -- NOT OF OFTENTIMES BUT OCCASIONALLY TO DO THAT JUST SO WE CAN EXERCISE THAT PART AS WELL, BECAUSE YOU KNOW, SOMETIMES THAT IS WHEN THINGS FAIL IS WHEN PEOPLE TALK OF JURISDICTION AND MAKING SURE THAT EVERYBODY WORK TOGETHER. A GREAT OPPORTUNITY FOR EVERYBODY TO MEET EACH OTHER AND SEE -- PUT FACES WITH NAMES AND HAVE RESPONSIBILITIES TO SIT IN THE SAME ROOM AND WORK TOGETHER. SO -- THIS ONE AGAIN WAS VERY WELL-DONE. WE GOT THAT OPPORTUNITY IN SPADES. OVERALL, THIS IS REALLY A GREAT EXERCISE OF LEARNING OPPORTUNITY.

AND I CAN TELL YOU FOR ME PERSONALLY, WHAT A GREAT OPPORTUNITY TO PUT FACES WITH NAMES.

I WAS ABLE TO MEET ALL OF THE PEOPLE THAT I WOULD NEED TO INTERFACE WITH IN ORDER TO MAKE DECISIONS AND -- AND DO WHAT WE CAN FOR THE CITIZENS OF THIS COUNTY.

AND SO IT WAS A GREAT OPPORTUNITY FOR ME PERSONALLY BUT FOR ALL OF THE AGENCIES A GREAT DAY.

I JUST WANTED TO REPORT TO YOU ON THAT.

AND THAT'S ALL I HAVE UNLESS YOU HAVE QUESTIONS FOR ME.

>>JUDGE CANALES: THANK YOU. I J
