The Nueces County Commissioners Court will meet on the above date at 10:00 a.m. in the Commissioners Courtroom, 3rd floor, Nueces County Courthouse, 901 Leopard, Corpus Christi, Texas. SAMUEL L. GONZALEZ COMMISSIONER, PRECINCT NO. 2 JOHN MAREZ COMMISSIONER, PRECINCT NO. 3 BRENT CHESNEY COMMISSIONER, PRECINCT NO. 4 KARA SANDS, CLERK OF THE COURT INFORMATION ON THE COMMISSIONERS COURT AGENDA CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners Court nor the public has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge, Commissioner, or a citizen. EXECUTIVE SESSION: The Commissioners Court may go into Executive Session to discuss those matters listed anywhere on the Agenda or as otherwise permitted by law. PUBLIC COMMENT: Members of the public will have the opportunity to address the Commissioners Court during this section on any Agenda Item or any subject within its jurisdiction except a matter related to pending litigation. Each speaker should sign in on the Public Comment Sheet available at the rear of the Courtroom at least five (5) minutes before commencement of the Commissioners Court meeting. Speakers should limit their comments to two (2) minutes. The County Judge may, if he deems it necessary, limit both the number of speakers and the time allotted to each speaker. Under the law, the Commissioners Court may only take action on items specifically listed on the Agenda. Subject matter presented which is not part of the Agenda will be referred to the appropriate department for review and subsequent action. Materials submitted during public hearings will not be returned unless prior arrangements have been made through the County Clerk, with the approval of the County Judge. At least ten (10) copies of any document to be used by any speaker should be available for distribution. The speaker’s name and, if applicable, Agenda Item number should be clearly marked on such documents. Public Comment for items not on the Agenda will normally be held at the end of the meeting. ADJOURNMENTS IN MEMORY: The Commissioners Court may adjourn the meeting in memory of deceased community leaders, County employees, and other distinguished persons. Requests for Adjournment in Memory may be made through any County Commissioner or the County Judge. AUXILIARY AIDS OR SERVICES: Persons with disabilities who plan to attend this meeting of the Commissioners Court, and who may need special assistance, services or auxiliary aids, should contact the Office of the Nueces County Judge (361-888-0444) at least forty-eight (48) hours ahead of the meeting so that appropriate arrangements can be made.
C. Approve personnel actions of budgeted nature: 1. Temp List #441 2. Unfreeze List #786 3. Personnel Changes Reports dated August 17, 2018 and August 24, 2018.
D. Authorize payment of bills - group health insurance weekly claims and fees dated August 21, 2018.
E. Authorize payment of bills - special motions list dated September 5, 2018.
F. Accept the "Outside Agency" report for Port Aransas Chamber of Commerce for FY 2016-2017; Approve FY 2017-2018 Outside Agency Contract. Total $4,000 - County Judge - $500, Commissioner Pct. 1 - $1,000 and Commissioner Pct. 4 - $2,500.
G. Authorize reassigning a 2011 Chevrolet Tahoe, County No 61097 from the Warehouse to the Juvenile Case Manager.
H. Authorize reassigning a 2014 Chevrolet Impala, County No 62882 from the Warehouse to Constable Pct. 5 office.
I. Authorize reassigning a 2014 Chevrolet Impala, County No 62879 from the Warehouse to the Sheriff?s office.
J. Approve a DIR Contract No DIR-TSO-3788 purchase from John Wright Associates, Inc. for three ELSAG Plate camera system for the Sheriff?s office.
K. Approve a U.S. Communities /Cobb County Contract No 18-6320 purchase from Shred-it USA LLC. for on-site shredding service and authorize the agreement and addendums.
L. Approve selecting option 2 on the Aetna quote for the first renewal with Boon Chapman for RFP No. 3052-17 Aggregate and Specific Re-Insurance (Stop Loss).
M. Authorize a purchase with Cubit Contracting, LLC. for the Courthouse Atrium Skylights repairs.
N. Approve execution of Amendment No. 2 to the agreement with Martin Marietta Materials for IFB No. 3023-16 Aggregate Type PB, Grade 3 LRA.
O. Approve execution of an Agreement with Garrett Construction Company for IFB No. 3075-18 Nueces County Airport Apron Expansion.
P. Approve execution of an Agreement with Circle Industries for IFB No. 3078-18 McKinzie Jail Annex Fire Alarm System Replacement Project.
Q. Approve execution of Agreement Amendment No. 4 with RT Lawrence Corporation for the sole source purchase of maintenance of software for the mail/deposit processing system in the Tax Assessor's office.
R. Authorize lease purchase agreement with Holt Cat for a Caterpillar Wheel Loader as bid through the TASB Buyboard Contract No. 424-13 to include Amendment to agreement and warranty; discuss and consider resolution approving documents related to lease-purchase of Caterpillar Wheel Loader, authorizing County Judge to execute documents and all other action necessary to carry out such transaction.
S. Approve execution of Supplemental Agreement No. 1 with LJA, Inc. for Engineering Services for the County Road 35 Paving Improvements (from County Road 26A to County Road 26 turn radius).
T. Approve personal services contract with Robert Fledderman for video recording services for Commissioners Court Meetings inclusive of workshops for FY2018-2019.
U. Approve a personal services contract with Tomas Duran for employee health Insurance benefits management and consulting for FY 2018-2019.
V. Approve personal services contract with Crystal Lyons for ADA Consulting Services.
W. Approve personal services agreement with Gretchen Arnold for FY 2018-2019, for Air Quality Consultant Services.
X. Ratify the acceptance of a public assistance subaward #PA-06-TX-4332-PW-01182 (IB Magee Beach Entrance Sign) from the Texas Division of Emergency Management (TDEM).
Y. Appoint Johnny Martinez as the Central Counting Station Manager and Eric Gutierrez as the Tabulation Supervisor for the upcoming General Election on November 6, 2018 (Election Code Sections 127.002, 127.003).
Z. Approve setting the compensation for election Judges and Clerks for the November 6, 2018 Election in accordance with Section 32.091 of the election code.
AA. Approve setting the number of election day clerks per polling location to two (2) with the exception of Veterans Memorial High School, and the Deaf and Hard of Hearing Center to three (3).
BB. Appoint election judges and apportion election judges for voting centers per commissioner precinct pursuant to Section 32.002 of the Texas Election Code, related to the addition of voting centers at A&M Corpus Christi and Greenwood Community Center.
A. Consult with County Attorney and outside counsel regarding available legal remedies concerning termination of sales agreement with Nueces County Courthouse Development Partners, LLC regarding the 1914 Courthouse; Discuss and consider any legal remedies, including filing lawsuit.
B. Consult with County Attorney and receive legal advice concerning the 1914 Historic Nueces County Courthouse; including legal requirements for its sale.
