BEFORE MAY 19, WE NEVER HAD FLOODWATERS COME INTO OUR HOME. WE EXPERIENCED NORMAL WEATHER EVENTS INCLUDING VERY HEAVY RAINS WITHOUT GETTING WATER INTO OUR HOMES. ON MAY 19 AND THEN AGAIN ON JULY 8 OF THIS YEAR, WATER CAME INTO OUR HOME.
TWICE IN SIX WEEKS. THE DITCHES AND CULVERTS ALONG COUNTY ROAD 52 B ARE BEING CLEANED OUT RIGHT NOW AS WE SPEAK. SOME OF THE CULVERTS ARE SIGNIFICANTLY RESTRICTED. THIS IS OR SHOULD ABNORMAL ROUTINE OF NUECES COUNTY PUBLIC WORKS DIVISION SHOULD BE DOING REGULARLY. THE SOUTHEAST CORNER OF THE AREA 52 B WHERE ALL THE WATER RUNOFF FROM THE SUBDIVISION GOES, THERE IS A SINGLE EXIT POINT THAT GOES UNDER A WATER CANAL. A FEW YEARS AGO, THE THREE TO FOUR-FOOT DIAMETER CORRUGATED METAL DRAINAGE PIPE RUNNING UNDER THE CANAL WILL BE REPLACED WITH MUCH SMALLER CONCRETE PIPES. THIS HAS SEVERELY RESTRICTED THE AMOUNT OF WATER THAT CAN GET OUT OF OUR SUBDIVISION.
NOW WHEN THERE IS HEAVY RAINS, WATER LEVELS DO RISE AND THEY HAVE A DIFFICULT TIME GETTING THROUGH THOSE SMATTER PIPES.
IN THE LAST 30 YEARS WITH THE SIGNIFICANT RAIN EVENTS, WATER LEVELS RISE SIGNIFICANTLY DURING STORMS AND THEY IMMEDIATELY START RECEDING ONCE THE RAIN STOPS.
THAT IS PROBLEM NUMBER ONE, PROBABLY NUMBER TWO, CONSTRUCTION GOING ON NORTH OF OUR SUBDIVISION AND CONSTRUCTION HAS CAUSED DRAINAGE ISSUE BECAUSE THE RUNOFF FROM THAT CONSTRUCTION SITE GOES DIRECTLY INTO OUR NEIGHBORHOOD AND WE HAVE BEEN TOLD BY THE COMMISSIONER AND THE ENGINEERS THAT THAT PROJECT IS BEING DONE BY THE CITY CORPUS AND THE COUNTY HAS NO RESPONSIBILITY WITH THE PRO PROJECT. THAT IS THE SECOND PROBLEM.
THE THIRD PROBLEM, SUBDIVISION WEST OF OUR SUBDIVISION, FARM TO MARKET RUNS NORTH AND SOUTH THROUGH THERE.
THAT WATER FROM THAT SUBDIVISION ALSO FLOWS IN THREE AREAS INTO OUR SUBDIVISION. NUECES COUNTY PUBLIC WORKS SAY

THE LAKE SUBDIVISION START OF CORPUS CHRISTI AND THAT THEY HAVE NO JURISDICTION OF THEM EITHER.WE ARE TOLD THAT THE DRAINAGE ISSUES ALONG BOTH SIDES OF FM 1889 IS THE RESPONSIBILITY OF THE DEPARTMENT OF TRANSPORTATION. AND NUECES COUNTY PUBLIC WORKS, AGAIN, HAVE NO CONTACT WITH THE DEPARTMENT OF TRANSPORTATION.
I WOULD THINK THAT THE WATER COMING OVER THE ROAD, FM 1889 WOULD AT LEAST BE A SAFETY CONCERN FOR THE DEPARTMENT OF TRANSPORTATION. SO THESE THINGS THAT I JUST INDICATED AND WHAT SEEMS TO BE A LACK OF PLANNING AND INFORMATION BETWEEN NUECES COUNTY, THE CITY OF CORPUS CHRISTI AND THE DEPARTMENT OF TRANSPORTATION, THESE ISSUES HAVE CAUSED A DISASTER IN OUR SUBDIVISION.
WE HAVE BEEN GRACIOUSLY PROMISED BY COMMISSIONER HERNANDEZ IMPROVEMENTS. AND WE ARE SEEING THEM.
SO WE ARE ANXIOUSLY AWAITING THOSE IMPROVEMENTS.

I GOT UP. I WENT BACK TO SLEEP ABOUT 4 4:45, AND I WAS LAYING ON MY COUCH IN MY LIVING ROOM.
WELL, I GOT UP ABOUT 5:45, SWUNG MY FEET OVER EDGE OF THE COUCH. I WAS ANKLE DEEP IN WATER.
I THOUGHT I WAS DREAMING. AND I KICKED MY FOOT AND WATER GOES FLYING ACROSS MY LIVING ROOM.

THOSE ARE MY MAIN ASSETS. THE RV -- THE WATER IN THE BACK OF MY YARD WAS TWO-AND-A-HALF FEET DEEP.
ALL THE WAY TO THE BOTTOM OF THE RV ON THE BACK SIDE.
I AM REALLY CONCERNED ABOUT THE VALUE OF MY HOUSE.
IF I TRIED TO SELL IT TODAY, I DON'T THINK I COULD GET $.10 FOR IT. AND I KNOW THE COUNTY IS OUT THERE WORKING TO DIG THE DITCHES OUT AND EVERYTHING, BUT I HAVE BEEN THERE 33 YEARS. HAVEN'T FLOODED.

AND I MET WITH THE CONSULTANT THAT WE USE ON THAT AND SAID IN MY PRECINCT BECAUSE I REPRESENT THE LONDON AREA HAVING -- MAYBE NOT AS BAD AS YOU ARE, BUT HAVING A LOT OF PROBLEMS AND I AM SURE THE REST OF THE COURT AS TOLD THIS GROUP AND OUR PRIORITY FOR MONEY ARE DRAINAGE PROBLEMS AND WE GOT THEM ALL OVER AND FUNDS AVAILABLE THAT WE CAN USE FOR DIFFERENT PROBLEMS AND THAT WE HAVE.ALSO CONTRACTED TO DO A BIG DRAINAGE STUDY.
THAT SOUNDS LIKE MORE STUDIES AND MORE STUDIES, YOU HAVE TO DO THE STUDIES TO APPLY FOR THE FEDERAL FUNDS AND SOME OF THE FUNDING MECHANISM. DRAINAGE -- I WON'T SPEAK FOR EVERYBODY UP HERE. BUT EVERYBODY ON THE COURT SAYS THAT DRAINAGE IS THE NUMBER ONE PRIORITY IN NUECES COUNTY AND WE KNOW WHAT IT IS AND LOOKING AT SERIOUSLY DOING IT.
ONE OF THE THINGS THAT MAY NOT AFFECT YOU, BUT HAVE AFFECTED THE LONDON AREA IS THE COUNTY ENGINEER TWO OR THREE YEARS AGO SAID HEY, COMMISSIONER, WE WILL INCREASE THESE STANDARDS WHERE DEVELOPERS CAN'T DEVELOP AREAS WITHOUT DEVELOPING TO A 1 100-YEAR FLOOD. WHICH MEANS ALL THE AREAS BEING DEVELOPED IN NUECES COUNTY NOW INSTEAD OF DEVELOPING TO A F FIVE-YEAR FLOOD WHICH IS WHAT SOME OF HAVE BEEN BEFORE.
HAVE TO DEVELOP TO A 100-YEAR FLOOD.
AND WHAT WE HAVE JUST GOT IT A 150-YEAR FLOOD AND THE RAINS ARE UNBELIEVABLE. WE HAVE ALREADY GOTTEN OUR AMOUNT OF RAIN FOR ENTIRE YEAR AND SOMETHING CRAZY LIKE THAT AND NOT MAKING THAT AS AN EXCUSE.
THIS HAS BEEN AN EXTRAORDINARY YEAR AND WANT THE PEOPLE KNOW NOT ONLY PEOPLE SITTING HERE BUT OUT THERE LISTENING, THIS IS NOT SOMETHING THAT WE ARE NOT WORKING ON.

AND IN THE MEANTIME, WE HAVE TO MONITOR THE 300 THAT HAVE BEEN FILED BECAUSE APPEARS IN THE AMENDMENT OR ANYTHING THAT MAY BE MOVING AND WE ALSO HAVE SOME CHANGES IN THE SENATE WITH THE -- WE HAVE THE CHAIRMAN OF THE FINANCE JANE NELSON HAS INDICATED SHE IS NOT GOING TO SEEK REELECTION AND THE LIEUTENANT GOVERNOR HAS CONVINCED HER TO STAY AROUND UNTIL THE END OF THE YEAR. SOME OF THE THINGS THAT PEOPLE ARE OBJECTING TO DO NOT AFFECT US BECAUSE WE DO NOT HAVE 24-HOUR DRIVE-BY VOTING.
ONE LITTLE PROVISION IN THERE THAT I DON'T KNOW HOW THE PEOPLE THAT DO THE EARLY BALLOTS ARE GOING TO REACT TO IT. DOESN'T MATTER IF YOU ARE A REPUBLICAN OR DEMOCRAT, I DON'T THINK YOU WANT TO PUT ON YOUR BALLOT THE LAST FOUR DIGITS OF YOUR SOCIAL SECURITY NUMBER.
PEOPLE ARE VERY GUARDED ABOUT PROVIDING KIND OF INFORMATION, BUT WE WILL SEE WHAT KIND OF REACTION COMES WITH THAT.

CHAIRMAN HUNTER MENTIONED TO US HE WANTS TO CONTINUE ON SOME OF HIS PRIORITY ISSUES THAT BEING COASTAL ECONOMIC DEVELOPMENT, BEACH SAFETY, HUMAN TRAFF TRAFFICKING, THOSE ISSUES WE HAVE BEEN REPARTICIPATORY WITH HIM ON STARTING TO GET FEELERS ON THOSE ISSUES AND HAVE CONVERSATIONS OF OUR COMMITTEES OF JURISDICTION. WE STARTED A STUDY OF LEAD IN DRINKING WATER OF CORPUS CHRISTI RESIDENTS. WITH FLINT, MICHIGAN IN THE NEWS BECAUSE OF HIGH LEVELS OF LEAD IN THE WATER, MEMBERS OF THE LEAGUE OF WOMEN VOTERS PROPOSE THIS.
FOUR YEARS. IT TOOK US FOUR YEARS TO COMPLETE THIS STUDY. THIS IS HOW COMPLEX IT WAS AND TO FIND ALL INFORMATION THAT WE NEEDED TO COME TO CONSENSUS ABOUT AND SO IN MAY 21 THAT WAS COMPLETED.

WE SAW THAT -- AND SAW VERY IMPORTANTLY THAT THE HIGHEST INCIDENT OF AT RISK GROUPS WERE FOR INFANTS, CHILDREN, PREGNANT AND NURSING WOMEN, THEY ARE PARTICULARLY SUSCEPTIBLE TO LEAD POISONING. THERE IS NO SAFE LEVEL OF LEAD IN DRINKING WATER. NONE, ZIP.
THERE IS NO MAXIMUM CONTAMINANT LEVEL.
THAT IS A GUIDELINES THAT THAT IS HEALTH BASED.
BY HEALTH BASED, WE MEAN IT HAS A SIGNIFICANT IMPACT ON HEALTH.
THERE IS NO EPA MAXIMUM CONTAMINANT LEVEL GOAL EITHER BECAUSE ALL LEAD IS TOXIC. NO TEXAS WATER SYSTEM HAS HEALTH-BASED LEAD STANDARDS. NO ONE.
IT IS NOT BASED ON THAT HEALTH BASE LEVEL.
THERE IS NO MAXIMUM LEAD LEVEL COMING FROM FEW SUTS SETS, DRINKING FOUNTAINS, AND THINK ABOUT IN HOMES AND KITCHEN SINKS IN PARTICULAR. RIGHT NOW THE ACTION LEVEL FOR LEAD IN WATER IS 15 PARTS PER BILLION.
THIS IS A LEVEL THAT IS NOT HEALTH-BASED.

AND SO AGAIN ALSO MAKING SURE THAT NOT AT THE HOME, BUT AT THE FOOD -- CHILD AT SCHOOLS OR CHILD CARE CENTERS THOSE OPTIONS -- THAT THOSE FACILITIES ALSO ARE MAKING SURE THAT THEY ARE -- THAT THE WATER IS SAFE..
