E. PUBLIC COMMENT: This section provides the public the opportunity to address the Commissioners Court on any issues within its jurisdiction. The Commissioners Court may not take formal action on any requests made during the Public Comment period which are not on the Agenda, but can refer such requests to County staff for review if appropriate.
1. Discuss the COVID 19 response, plans for COVID 19 testing, alternative care sites, Isolation and Community Protection Sites (Isofac), amended Orders, and activities related to area economic recovery; receive update from the Nueces County Emergency Operations Center.
2. Receive an overview from Accenture on Nueces County’s Economic Revitalization Planning, Community Risk Dashboard and Implementation, Vaccine Planning and Updates, and other initiatives related to the COVID-19 pandemic.

2. CONSENT AGENDA: The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.
C. Authorize payment of bills - special motions list dated December 16, 2020.

1. Discuss and consider three conceptual options for the Nueces County Medical Examiner’s Facility and their estimated costs; Approve one conceptual option; select SmithGroup for designs services; Authorize the County Judge or her designee to negotiate an agreement with SmithGroup for professional services; which will be brought back to Commissioners Court for approval with financing options.
2. Discuss and consider authorizing Bracewell LLP to draft a two-step procurement process and respective solicitations for the redevelopment of the Historic 1914 Nueces County Courthouse pursuant to the County’s guidelines; and, authorize the County Judge to appoint the County oversight committee (public works, commissioners court administration, auditor, purchasing, and/or legal) for the procurement and issue the solicitations, and related matters.
3. Discuss and consider renewal of the 2021 Nueces County Workers Compensation Insurance Coverage Provider, Texas Mutual Insurance.
4. Receive a presentation from Courtney Schroeder, Facility Director of Cenikor Foundation on FY 2019-2020 activities; and, Authorize FY 2020-2021 contract.
5. Receive a presentation from Iain Vasey, Vice President/Chief Executive Officer, Corpus Christi Regional Economic Development Corporation (CCREDC) on FY 2019-2020 activities; and approve FY 2020-2021 contract.
6. Receive a presentation from Kresten Cook, TF Executive Director, United Corpus Christi Chamber of Commerce, South Texas Military Facilities Task Force (STMFTF), on the FY2019-2020 activities; and, Authorize FY 2020-2021 contract.

Discuss and consider approval of Memorandums of Understandings (MOU) with Nueces County Drainage and Conservation District No. 2 in support of Texas Water Development Board grant projects, including Petronila Creek - Bosquez Road/Avenue J, Casa Blanca, and Ditch A Bluebonnet Drainage Improvements, and related matters.
14. Discuss and consider approval of the Nueces County Commissioners Court Legislative Agenda for the 87th Session of the Texas Legislature.
15. Discuss and consider approval of a multiparty letter from Nueces County, City of Corpus Christi, and the Port of Corpus Christi Authority of Nueces County to the Texas Deparment of Transportation (TxDOT), related to the Harbor Bridge Right of Way.
16. Receive presentation from Jeff Barton, Gap Strategies LLC, on the Harbor Bridge Right-of-Way Coalition and forthcoming iniatives, including request to the Texas Department of Transportation (TxDOT) for no-cost transfer of portions of surplus Right-of-Way and continuation of Gap Strategies input for program design, and discussion of RFQ or RFI processes, and potential responsibilities for future maintenance of such facilities and green space; and related matters.
17. Receive a presentation from Jeff Barton, Gap Strategies LLC, on redevelopment of the Harbor Bridge Right-of-Way as it relates to land use elements, landmark imaging, holistic site development, green space, Right-of-Way footprint, and related matters.
18. Discuss and consider: (1) Order ratifying the hiring of Dandy Planning, LLC, DBA Gap Strategies and approving payment of invoices as detailed in Order (2) Adopting and order granting an exemption under Section 262.024 of the Texas Local Government Code (3) Selection of Gap Strategies to provide consulting services related to coordination and planning for the abandoned Harbor Bridge Right-of-Way (4) Approval of agreement with Gap Strategies for coordination with the Port Authority, City of Corpus Christi and TX Dot in delineating Harbor Bridge rights of way.
19. Discuss and consider: (1) Order ratifying the hiring of Coats & Evans, P.C. and approving payment of invoices as detailed in Order; (2) Adopting an order granting an exemption under Section 262.024 of the Texas Local Government Code; (3) Selection of Coats & Evans, P.C. for professional consulting services related to the Nueces County Airport (4) Approval of agreement with Coats & Evans to provide consultation services, including strategic and infrastructure planning, related to the Nueces County Airport and related matters.
20. Discuss and consider the execution of an agreement between Nueces County and the Boys and Girls Club of the Coastal Bend, designating a portion of the County’s CARES Act funding allocation; and authorizing payment thereof.
21. Discuss and consider approval of overtime pursuant to County policy for essential exempt employees during a declared disaster as it relates to COVID-19, and storm preparedness and response.
22. Discuss and consider approval of supplemental engagement letter with Craig Enoch and his firm Enoch Kever PLLC to provide legal services related to San Patricio/Nueces County boundary dispute and tax legislation.
23. Re-authorize the County Attorney to request approval of the Professional Services Agreement from the Texas Attorney General and related matters.
24. Discuss and consider approval of an Order authorizing the County Judge to execute the Professional Services Agreement (Contingent Fee Special Counsel for diabetes medication litigation) with The Snapka Law Firm and Watts Guerra, Law Office of Richard Schechter, P.C. and G. Allan Van Fleet, P.C., and the Cicala Law Firm, P.L.L.C. and their respective teams to represent Nueces County in legal matters that involve responsible parties who caused and contributed to the rising of prices for diabetes medications in Nueces County and related matters. The required notice under section 2254.1036 of the Texas Government Code is filed with the County Clerk’s Office and is also attached to the Order.
25. Rescind the Professional Services Agreement previously approved on September 9, 2020 (Contingent Fee Special Counsel for diabetes medication litigation) with the Law Office of Richard Schechter, P.C., The Snapka Law Firm, and the Cicala Law Firm, PLLC and their respective teams to represent Nueces County in legal matters that involve responsible parties who caused and contributed to the rising of prices for diabetes medications in Nueces County and related matters.
26. Rescind the September 9, 2020 Order authorizing the County Judge to execute the Professional Services Agreement (Contingent Fee Special Counsel for diabetes medication litigation) with the Law Office of Richard Schechter, P.C., The Snapka Law Firm, and the Cicala Law Firm, PLLC and their respective teams to represent Nueces County in legal matters that involve responsible parties who caused and contributed to the rising of prices for diabetes medications in Nueces County and related matters.

1. Approve Budget Change Order No. 05 for Fiscal Year 2020-2021.
1. Discuss and consider reclassification of the Position Attorney IV (Pay group 34) to an Attorney III (Pay group 33) and to remove the car allowance. This is the Asset Forfeiture Attorney position paid out of the Chapter 59 fund. This will be cost savings of $7,134.40 + $1569.56 (benefits) = $8703.96 and car allowance of $707.20 for a total savings combined of $9,411.16.
2. Discuss and consider creating a temporary position (29 hours weekly) of a Family Drug Treatment Court Coordinator, (pay group 23), for Department Court at Law 5, #3150 through the end of this fiscal year.
3. Discuss and consider reclassifying three Corrections Officer I positions (Department 3720) to four additional Mechanical Worker I (pay group 14) in Department 1500, Mechanical Maintenance.
4. Discuss and consider creating a position/approving job description, Director of Mental Health Programs, to be funded by the Nueces County Hospital District.
4. EXECUTIVE SESSION: PUBLIC NOTICE is given that the Commissioners Court may elect to go into an Executive Session anytime during the meeting to discuss matters listed on the Agenda, when authorized by the provisions of the Open Meetings Act, Chapter 551 of the Texas Government Code. In the event the Commissioners Court elects to go into Executive Session regarding an agenda item, the section or sections of the Open Meetings Act authorizing the Executive Session will be publicly announced by the presiding officer. In accordance with the authority of the Government Code, Vernon’s Texas Codes, Sections 551.071, 551.072, 551.073, 551.074, 551.0745, 551.076, 551.086, 551.087, the Commissioners Court will hold an Executive Session to consult with attorney(s) including matters related to litigation; deliberate regarding real property, prospective gift(s), personnel matters, including termination, county advisory bodies, security devices, and/or economic development negotiations and other matters that may be discussed in an Executive Session. Upon completion of the Executive Session, the Commissioners Court may in an open session take such action as appropriate on items discussed in an Executive Session.
